The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Copper smelter slag was leached using sulphuric acid solutions under atmospheric conditions. Base on the composition and phase of copper slag, the effect of the concentration of sulfuric acid and leaching temperature to the leaching growth rate of Fe, Cu, Co and Ni in the copper slag were investigated in this paper. Simultaneously, the influence of sulfuric acid concentration, leaching time, leaching temperature and the amount of sulfuric acid (solid-liquid ratio) to the leaching rate of these metal elements were researched. Experimental results showed that: with the increasing temperature, the dissolution rates of the metals elements increased first and then decreased. Due to the influence of silica gel which was obtained in beginning of leaching, the higher the concentration of sulfuric acid is not conducive to dissolution of the valuable metal elements. The dissolution degree of Fe, Cu, Co and Ni were 92.83% 96.76% 93.62% and 63.41% respectively.

Presplitting is a form of blasting that when executed properly will create a smooth wall that will minimize secondary conditioning. In recent years, presplitting has become a popular technique to be used in both the mining and construction industries, however, presplitting fails on many occasions because of ‘geologic conditions’. This is typically because of improper explosive loads consisting of overloading and underloading blastholes. In this paper the authors introduce new factors such as a presplit factor which varies for different rock types, selection criteria for the spacing of presplits, and the optimization of explosive load for the technique of Precision Presplitting.

UNEXPECTED brittle failures of metals in practical applications are a serious problem to many industries and to the nation as a whole. Considerable effort has been devoted to studies of the brittle behavior in metals. However, the major portion of this effort has been directed at developing techniques and apparatus for the purposes of determining the susceptibility of metals to brittle failure and of making various types of observations of the phenomena. Relatively minor effort has been made to understand the basic mechanisms involved in initiating brittle failures. A more complete understanding of the nature and mechanism of the brittle failure problem would be very helpful in efforts directed toward predicting and avoiding brittle failure and toward the development of suitable materials and designs that are not susceptible to a brittle behavior. The intent of the present investigation is to acquire this basic understanding. The pronounced transition from a ductile-to-brittle behavior is most prevalent in metals having the body-centered-cubic lattice structure, primarily be- cause metals of this structure exhibit a strong dependence of yield strength upon temperature and the rate of straining. The generally recognized qualitative concept of the ductile-to-brittle transition is that brittle (cleavage) failure occurs when the yield strength exceeds the cleavage fracture strength. This condition can apparently be achieved by decreasing temperature or increasing strain rate. Likewise, a normally ductile metal can be made to fracture in an apparently brittle manner by the introduction of triaxial stresses (notches) where the ratio of normal to shear stresses can be increased to such an extent that the normal stress exceeds the fracture strength before the critical shear stress for plastic flow is achieved. Neither of these concepts require any prior plastic deformation or explain why the observed fracture strengths are so much less than the theoretical cohesive strength. The results of several investigations of the ductile-to-brittle transition in body-centered-cubic metals illustrate rather conclusively that measurable amounts of nonelastic deformation do precede cleavage fracture, even at extremely low temperatures. Cast martensitic stainless steels, 13%Cr-4%Ni, having carbon contents between 0.018 wt% and 0.067 wt% were normalized, air quenched, and tempered at two different temperatures (550°C and 610°C). Their microstructures were characterized by optical microscopy and X-ray diffraction (XRD). Macro and microhardness, tensile strengths, and impact resistance were quantified for each material and condition. Results show that the prior-austenite grain size is constant through the materials but the percentage of reformed austenite, contained in the martensitic matrix, depends strongly on the material chemistry and on the tempering temperature and on its duration. It is observed that, independently of tempering conditions, an increase in carbon content increases the material hardness and tensile strengths, whereas the elongation remains constant. In contrast, the results of Charpy type impact toughness tests show a different trend. The material containing the average carbon content (0.034 wt%) is significantly tougher than the two other alloys. Surprisingly, the toughness of the steel containing 0.034 wt% carbon was found independent of the reformed austenite content. It is thus concluded that carbon and reformed austenite contents are not the only parameters affecting the toughness of these steels.

However, I cannot pass over the tribute of the ladies so casually: Nor does it seem possible to do justice to my sentiments in addressing them collectively. I would feel more equal to the task if I could have the opportunity to talk to them singly, in doing which I know I may count upon their good sportsmanship not to compare notes. There has been some discussion between Mr. Kelly and myself as to our respective duties on this occasion: The precedents are not clear as to whether the retiring or the incoming president is expected to speak at length. Mr. Kelly's argument was that as the incoming president confines himself to promises for the future his field is a broad one and his opportunities for extending his remarks correspondingly unlimited.

The Production Profile Program is written for use on a Digital Model PDP 11/70 computer using a Fortran IV level G language. It may be run on any system which uses G level or an upward compatible version of Fortran IV language. Please note, however, that the Model PDP 11/70 for which the program was written is programed to read DEC026 type keypunching. If the user's computer is programed for another type of keypunching it may be necessary to re-keypunch the Production Profile Program. The Production Profile Program uses a fourteen card input. The data must be keypunched according to the layout described in detail in the multiple card layout forms (following). The output from this program must be printed on wide paper, as a full 120 columns are used. The samples of output at the back of this appendix have been reduced for inclusion in this report.

Approach A water resistant extensometer is made by enclosing a rod-actuated transducer in a telescoping tube which is enclosed within an oil-filled outer housing. How It Works To assemble a water resistant extensometer, a cylinder -shaped transducer and two support rings are pushed into the small-diameter section of the telescoping tube where the transducer is held in place by friction. The outside of the small-diameter section of the telescoping tube is then greased and slid into the slightly larger-diameter section. See drawing. The cylinder-shaped transducer contains a potentiometer whose actuating arm is attached to a stainless steel extension rod that passes through one end of the telescoping tube. A similar rod is attached to the opposite end of the transducer body, and extends through the other end of the telescoping tube. This Bureau of Mines review focuses on the extent to which technologically and economically feasible programs in substitution, improved processing practices, including recycling, and design can achieve conservation of cobalt, chromium, manganese, and platinum-group metals, and thus reduce U.S. vulnerability to interruptions of supply. In addition, supply-side options--domestic and foreign resources, ocean minerals, and stockpiles--are identified. The report consolidates four major studies on these strategic and critical minerals sponsored entirely or partially by the Bureau in the last few years. These studies have been updated with further information from the recent literature.

Coal-based reduction followed by magnetic separation is an innovative technology used in processing refractory iron ores. Given that size is essential to the separation of the metallic iron from the gangue, the morphology of metallic iron particles and their evolution during coal-based reduction are investigated in the present work. The size of the metallic iron particle increased from 128.76 µm to 565.70 µm when the reduction time increased from 20 min to 60 min at 1,225° C and C/O (i.e., the amount of coal addition in terms of the gram-atomic ratio of the fixed carbon in the coal added to the combined oxygen in iron oxides) of 2.5. Based on our microstructural and metallographic analysis, the iron ore reduction process can be divided into three stages: (1) metallic iron particle formation, (2) iron oxide reduction and metallic iron assembly and (3) metallic iron particle growth. Almost all iron oxides are reduced to metallic iron in the second stage. These newborn metallic iron particles are energetically active and able to assemble and grow, and are eventually separated from the gangue. The large metallic iron particles benefit the subsequent magnetic separation process.

Corte, furação e texturização são alguns dos processos que utilizam laser na produção industrial comercial. São processos bem estabelecidos, que contam com equipamentos dedicados e metodologias bem estabelecidas. Apesar de eficientes e de certa precisão, são processos térmicos com inconvenientes intrínsecos como rebarbas, material ressolidificado, zona afetada pelo calor e certa imprecisão dimensional. A utilização de pulsos laser ultracurtos, de largura temporal da ordem de algumas dezenas de femtossegundos torna possível a realização destes processos sem a produção de calor, como no caso de dielétricos, ou com geração desprezível de calor para o caso de metais. Neste trabalho, utilizou-se o aço AISI 1045 para o estudo da interação com pulsos laser de femtosegundos, com o intuito de obter as condições de processo em que a produção de calor seja minimizada ou até mesmo eliminada. Os parâmetros de processo variados foram a largura temporal dos pulsos laser, 25, 87 e 124 fs, a densidade de potência e o número de pulsos sobrepostos. A técnica D-Scan foi utilizada para a determinação dos limiares de ablação em função deste número de pulsos sobrepostos. Foram analisadas a microestrutura das regiões vizinhas à região ablacionada, com o intuito de identificar as possíveis transformações de fase que poderiam estar correlacionadas à produção de calor pelo processo. Condições de mínima produção de calor foram obtidas com minimização de produção de rebarbas e de material ressolidificado.

The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

A small modification to current industrial practice should lead to better nickel powders for use in alloying, electroplating, and powder metallurgy. Nickel powder compacts sold for alloying are not always suitable for electroplating applications, since some presently used commercial powders will expand on sintering. Further, such nickel powders are unsuitable for use in the production of powder metal parts, because of expansion during heating of the near-net-shape preforms. Research in these laboratories has enabled the elimination of expansion, and led to techniques for the production of compacts suitable, in particular, for commercial use in both alloying and electroplating. The techniques include: powder pretreatment, cold pressing and sintering, hot pressing, and hot pressing and sintering. In this way compacts are readily prepared with densities of at least 93 per cent of solid nickel, and these, when used as anodes in Watts general purpose and bright baths, give both cathode current and plating efficiencies of 90-98 per cent.

Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.

In the present research a two-cell polymer electrolyte membrane fuel cell stack (PEMFCS) with SS-316 bipolar plates has been tested. Different flow field designs were studied and a modified multi-parallel channel design is proposed. The stack is stable within ±3 mV even after 1000 hours of continuous operation, indicating efficient water management and effective removal of any metal ions from the stack. Also no iron is detected in membrane electrode assembly (MEA) by EDAX analysis after 1000 hours of cell operation. Results indicate that high operating pressures beyond 138 kPa didn't significantly increase the performance of cell, however added much to the pressurization cost of the system. Tests at different temperatures showed that at temperatures below 80°C, external humidification could be completely removed. The prototype stack is also tested under variable load conditions simulating highway-driving schedule. The experimental efficiency of PEMFCS is 48%, which is in good agreement with the model predicted efficiency of 53.8 %. Results show that 59% of the total losses are due to ohmic polarization in the cell. Further analysis on applications of the stack in automotive transportation system is in progress.

PRIOR to 1938, proration procedure in Kansas required the physical testing of wells in order to set up a basis for allocating production. Subsequently the use of liquid-level data and bottom-hole pressure data was authorized on certain types of wells as a basis for calculating well capacities, thereby permitting wells to be tested at low rates and with small volumes of production. This paper gives some attention to the equipment used for obtaining liquid-level data but in general it is devoted to the theoretical and physical factors involved in well testing by drawdown methods. These tests are divided into two classifications: (1) liquid-level data used directly to calculate capacities, and (2) liquid-level data and liquid-level measuring equipment used in connection with other data to determine bottom-hole pressure. Equations and calculations for both types of tests are shown. Well capacities calculated from fill-up data have not been used generally but offer a simple means of testing some wells. Theoretical factors and calculations for such tests are shown. IN the state of Kansas, proration laws required that the "ability of a well to produce" be given consideration in state allocation orders and for many years this was the only factor used in prorating the allowed oil. The "ability of a well to produce" was the quantity of oil that could be obtained from a well in a prescribed period, usually 24 hr. Early in the history of State-regulated proration, Kansas operators realized that, unless some restriction were placed upon equipment, the competition between producers to obtain large well "potentials" might result in a race to install the largest pumping equipment. Consequently, restrictions were placed upon the size of tubing and length of pump stroke that could be used in pumping wells during potential tests. Later, restrictions were placed also upon the size of tubing and chokes that could be used in flowing walls. Despite the restriction set-up, better pumping equipment was designed and installed, pumps were improved, and various devices were invoked to obtain high rates of production for short periods of time. By 1937 pumping cycles of forty to forty-five 54-in. strokes per minute were not uncommon, and numerous wells had produced at the rate of 3500 bbl. per day for short periods. Such production was far beyond any rate that could be long sustained. Equipment necessary to take "potentials" was several times larger than that needed for normal producing purposes, and repairs and replacements required by the high pumping speeds were excessive. Also, many operators were beginning to suspect that the high rates of production maintained during "potential" tests were conducive to early water encroachment. By 1938 large-scale physical testing of wells in Kansas ended, the use of the bottom-hole pressure gauge had become common, engineers and operators were becoming familiar with the term "productivity index," and bottom-hole pressure was being used as a factor in allocation in many areas. This paper deals with the origin, definition and prevention of scabs on semifinished rolled-steel product. Mold coatings, which are considered essential in scab prevention, were found to be effective only in relation to the ingot surface of semikilled and killed steels and not necessary for the rolled product. That is to say, the scabs on ingots caused by having been cast in uncoated molds are eliminated in the soaking and rolling operations, therefore are not present on the rolled product. This fact, which is contrary to the average opinion, was established after extensive and thorough experiments had proved the ordinary conception of the origin of scabs to be incorrect. This subject may be of little or no concern to steel plants producing small ingots for the manufacture of small billets and bars, except as it may be of interest in showing why their surface troubles with scabs do not exist on the product of heats with normal pouring practice. But to the producer of large ingots to be rolled into slabs for large plates used in shipbuilding, it is a very important subject. Definition of a Scab The generally accepted opinion is that the individual scabs present on rolled products (as shown by Fig. I) are considered to have been individual splashes on the ingot surface. This opinion was found to be incorrect. Experiments showed that there were no individual scabs on the product that had appeared as individuals on the ingot surface. The single scabs seen are either pieces of a shell that is present near the bottom of all top-cast ingots, or a veneer that may be present on any part of an ingot improperly poured, as when the stream strikes the mold wall. This definition is based on a detailed study of scabs and their characteristics in which the following have been found true: Location.—On the product of heats poured without trouble, scabs, if present, are always on the product that corresponds to the bottom end of the ingot, and usually occur in clusters. This is true whether molds are coated or not. Shape.—There is no regularity as to shape, size or thickness. It is sometimes possible to separate a few pieces and place them together, like pieces of a jigsaw puzzle, indicating that at one time they had been united as one piece. If individual splashes were the origin of scabs, the foregoing would not be true. Instead, the splashes, which occur throughout the pouring of the ingots, would be present uniformly over the entire product and there would be considerable similarity in the shape and thickness of the scabs. Experimental Work Our experimental work was conducted on 200-ton heats of semikilled plate steel tapped into an oval ladle 15 ft. high. The presence of insoluble slimes in potash ore poses a serious processing problem to the potash industry. These insolubles must be removed prior to potash flotation because of their high adsorptive capacity for amines which are generally used as collectors in the subsequent sylvite flotation. This is usually accomplished by scrubbing of the ore in brine followed by hydrocyclone classification to separate slimes from the salt particles. Insoluble slimes that remain in the ore after the desliming procedure are depressed by reagents such as guar gum or starch during sylvite flotation. In this research, the feasibility of using GP clay binders to replace guar gum for potash flotation was investigated. Batch mechanical flotation tests were conducted with the potash samples provided by a leading potash company. It has been found that GP clay binders increased potash concentrate yield and recovery at the same product grade. Effects on potash flotation efficiency of flotation process parameters such as impeller rotation speed, slurry temperature, binder type, dosage and conditioning time have been investigated to establish the optimum conditions for flotation. Binder GP374G33 has been identified as the optimum substitute for guar gum as slime depressant in potash flotation.
