In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

The Homestake mine is situated in Whitewood mining district, in the northern Black Hills of South Dakota, in the city of Lead, Lawrence County. The entire property, comprising 557 lode claims with a total area of 3343 acres, is held under United States Patent. The older claims were 300 by 1500 ft. under local regulations, the newer ones 600 by 1500 ft. The Homestake was discovered April 9, 1876, by Moses and Fred Manuel, and Jake Harney, who were drawn into the northern hills, from the Custer placer district, by news of the discovery of rich placer deposits in Deadwood Gulch. They located a number of additional lode claims and, in a short time, the whole country was covered with locations. The Manuel brothers built an arrastre the following winter and took out $5000. The next year the Homestake lode was sold to Senator George Hearst and associates, who organized the Homestake Mining Co. Other companies were formed to exploit other groups of claims and at one time fivc companies were operating on this deposit, the Father DeSmet, the Dead-wood-Terra, the Caledonia, the Highland, and the Homestake Mining Co. These companies, however, have been merged into the Homestake Mining Company. The first stamp mill, known as the "Eighty Mill," commenced operation on July 12, 1878, and production has been nearly continuous since that time. Geology The orebodies of the Homestake are found in an intensely folded and altered bed of dolomitic limestone occurring in a series of ancient rocks believed to be of Archean age, belonging to the Keewatin series. The Keewatin series is estimated to be 20,000 ft. thick and is made up essentially of quartz mica schists, garnet schists, quartzites, slates, and some green schists, probably derived from basic igneous rocks. The dolomitic limestone bed has a thickness of 40 to 60 ft. The great width of ore, as much as 400 ft. in some of the stopes, is due to the folding, wherein the bed is repeated. Constraints on pore water evolution in the aquifers of a sedimentary basin may be realised through stable isotope analyses of present day waters, and their comparison with water compositions calculated to have been in isotope equilibrium with the products of diagenesis during burial. Integrated with detailed petrographic observations, and thermal, structural and stratigraphic analyses, fluid migration patterns at various stages in a basin's history can be identified. This has important implications for modelling basin hydrology, hydrocarbon distribution, and reservoir quality in the Latrobe Group, Gippsland Basin, and oil-prone successions Elsewhere.

The Mount Gunnison No. 1 Mine of the West Elk Coal Company (wholly owned subsidiary of ARCO Coal) had secured contracts to provide low sulfur, high Btu steam coal to various utility companies. This called for the development of the B-Seam at the Mount Gunnison Mine located some 400 feet below the operating F-Seam workings being mined with conventional room and pillar techniques. The B-Seam, to meet production goals, will be mined by a new 600-foot longwall machine making a 13-foot high cut. American Mine Services was awarded a competitively bid contract to drive two 2000-foot, 13-foot by 16-foot slopes at -15 percent, sink a 16-foot diameter ventilation shaft 400 feet between the F- and B-Seams, install a 60-inch conveyor in one of the slopes, remove 7000 feet of existing conveyor and rehabilitate 7000 feet in two entries to accommodate the placement of the longwall machinery. The slope portals were located 7000 feet in by the surface portal. Unique to the project was the placement of work shops and other infrastructure 7000 feet underground with an entry height of 6 feet. The $7 million contract was completed in less than one year using a mix of permissible (Schedule 31) and standard (Schedule 24) LHD equipment, all pneumatic jumbos and shaft sinking gear.

In 1984 and 1985, as part of its critical and strategic minerals studies, the Bureau of Mines investigated lode and placer tin occurrences near Rocky Mountain (Lime Peak), in east-central Alaska. The lode occurrences consist of mineralogically complex, generally fault-controlled veins, and contain an average of approximately 0.05 pct Sn, as cassiterite. Beneficiation testing of two bulk samples of the vein material produced concentrates containing 65 and 59 pct of the total tin values at grades of 0.35 and 13.9 pct, respectively. Although as much as 30 million short tons (MMst) of mineralized rock containing up to 20 MMlb Sn may be present, the grade of these occurrences is too low to be considered economic at this time. Trace amounts of cassiterite were also identified in surface samples of glacial out-wash gravels collected along North Fork Preacher Creek, which partially drains the area of tin lode deposits near Lime Peak. Low tin grades in the samples do not account for the former erosion of a large volume of lode tin mineralization from near Lime Peak; higher tin grades may be present in gravels closer to bedrock.

In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

Many problems associated with potential hazards in a proposed mining area may not be adequately appraised because of the complexity of trying to evaluate them in terms of production requirements. Frequently, encountered hazards have to be dealt with by day-to-day operational schemes that require the miner to either force a way through them or avoid them by blocking off the area in which the hazards are known to exist. These considerations, after the mine is in full production, can be costly to the mine operator and can increase the danger to the miners. A hazard-evasion computer program for mine planning that will appraise proposed mine layouts on the basis of existing or potential hazards has therefore been developed. The program is intended for use during the planning phase of a mine, where it should assist the mining engineer in making decisions in mine design, With the output from this program, the mining engineer should be able either to corroborate his judgments made on the basis of mining experience or to find unanticipated solutions to design problems. The program tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on a criteria of minimum-abandoned-coal) limits the number of choices that need to be considered and appraised for applicability to a given mine scheme.

Upgrading of a low-grade titanium slag (~55% TiO2) with high silica, calcia, magnesia and iron contents has been studied using sulphation roasting technique using SO2/air gas mixture followed by hydrochloric acid leaching. XRD analysis of the sulphated slag reveals the presence of kennedyite (Fe2O3. MgO. 3TiO2), rutile (TiO2), calcium sulphate (CaSO4) and calcium silicate (3CaO.SiO2) phases. The residue after leaching contains mainly kennedyite, rutile phases and free silica with traces of calcium silicate phase. Synthetic rutile that has about 83% TiO2 can be produced at the optimum conditions. Thermodynamic calculations give rational explanations of the obtained results.

The Secretary : The work of Mr. A. E. Outerbridge, Jr., of Philadelphia, first made known in his paper on " The Mobility of Molecules of Cast-Iron," read at the Pittsburgh Meeting of the Institute, in February, 1896, has been reviewed by the Committee on Science and the Arts of the Franklin Institute, whose report, dated May 5, 1897, is accompanied with a table of tests made by the Committee, and amply confirming the statements of Mr. Outerbridge. Concerning the originality and novelty of his investigation, the Committee says: " The fact that a certain molecular change takes place in cast-iron in the course of time has been known and recognized by many persons for a long time, and that this change tends to relieve the internal strains and render the casting tougher has often been noticed and acted on, although in a very crude way; but, so far as the sub-committee has been able to learn, Mr. Outerbridge has been the first to make a careful study of this, and to note that the change may be hastened by impact, and the whole effect produced in a short time, and also to make a scientific study of the phenomenon. We believe great credit is due him for the initial observation and the careful work dependent thereon. The results were first given to the public in a paper read before the American Institute of Mining Engineers, on February 20, 1896. This aroused a wide-spread interest and discussion among users of cast-iron, and so far as the sub-committee has been able to determine, it has not been shown that anyone, either in this country or abroad, has antedated Mr. Outerbridge in his work in this line. The Franklin Institute therefore recommends the award to him of the John Scott Legacy Premium and Medal." This report has not been published, hut I have had the opportunity to read it in manuscript. Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). "Electrorefining of aluminum scrap was investigated from AlCl3 –1-Ethyl-3-methyl-imidazolium chloride (EMIC) (Molar ratio 1.65) chloroaluminate electrolyte using copper cathodes at temperature of 90±3°C and cell voltage of 1.5 V. The deposits were characterized using scanning electron microscope (SEM), energy dispersive spectroscopy (EDS) and X-ray diffraction (XRD). The study was focused to determine the effect of electrode surface modification as well as deposition time on dendritic depositions of aluminum. Their effect on current density was investigated also. It was shown that the surface modification of electrodes reduced the dendritic depositions of aluminum. Pure aluminum (>99%) was deposited for all experiments with the current efficiency of 94-97%. The use of ionic liquids not only reduced the energy consumption but also minimized pollutant emissions (CO, CO2 etc.) compared to the commercial high temperature aluminum production.1. IntroductionAluminum electrorefining/recycling from aluminum scrap using ionic liquid electrolyte is an attractive process today because of the unique chemical and physical properties such as wide temperature range for the liquid phase, high thermal stability, negligible vapor pressure, low melting point and wide electrochemical window. But in conventional practice, melting of aluminum scrap and high temperature molten salt electrolysis makes this process more expensive and less energy intensive (average 13 kWh/ kilogram of aluminum) [1] . Although recycling scrap aluminum requires only 5% of the energy used to make new aluminum [1-2], but the green house emissions like CO2, CO and HF have to be counted for environmental reason. Approximately, 5.31 kilogram of CO2 emitted per kilogram of aluminum production in most of the US industries."

Remote sensing methods have been used to evaluate vegetative growth patterns for many applications, though relatively little work has focused on tracking mine reclamation progress. For coal mines in Central Appalachia, reclamation approaches that include production of biofuel feedstocks are increasingly attractive, as these may yield significant post-mining land values and contribute to carbon-neutral energy supplies. To optimize productivity, the influence of reclamation parameters must be well understood ? which necessitates tracking biomass production over long time periods. Satellite-based estimations may offer low-cost alternatives to conventional biomass appraisals, and also the potential to provide critical input for carbon accounting at varied spatial scales. In this paper, we use biomass production experimental plots on reclaimed mine sites established by the Powell River Project (PRP) for a comparative study between satellite measurements of Normalized Difference Vegetation Index and inventory estimates of biomass under a variety of conditions. The PRP is a unique public-private partnership in the coalfields of southwestern Virginia dedicated to enhancing beneficial use and environmental protection of mined lands.

Soil-bentonite slurry trench cutoff walls are the most common type of vertical cutoff wall used in the US for seepage control and for passive control of contaminant migration at environmental sites. Design considerations are often limited to constructability considerations and a target hydraulic conductivity. With design-build contracts common, the backfill design is often left to the contractor. As a barrier soil, the hydraulic conductivity of bentonite slurry wall backfill is typically required to be equal to or below 1x10-7cm/s. The importance of stress state upon the hydraulic conductivity as well as the expected stresses are both established in the literature. Grain size distribution of the base soil and bentonite content both affect compressibility and hydraulic conductivity. This paper describes the results of studies undertaken to evaluate the interrelationships between compressibility, hydraulic conductivity, grain size distribution, and bentonite content. Three base soils were used representing a range of soils found on typical construction projects. Using these base soils, mixtures containing a range of dry bentonite contents from 0% to 5% were prepared to a slump consistent with field practice. The compressibility and hydraulic conductivity were measured in consolidometers adapted for falling head permeability tests at the end of each load increment. These experiments yielded the relationship between effective stress and hydraulic conductivity as well as consolidation characteristics including time rate of consolidation and coefficients of compressibility. The experimental results are then used to indirectly evaluate stress development and to assess the time needed for consolidation. The findings show a substantial decrease in hydraulic conductivity as effective stress increases, regardless of base soil type and dry bentonite content, a relative insensitivity of stress development to backfill compressibility, and a wide range of values for coefficient of consolidation depending upon backfill mixture and stress level.

This study investigated leaching kinetics by alternative lixiviants for copper leaching from chalcopyrite (CuFeS2), the most abundant copper resource in the world. As a refractory sulfide mineral, chalcopyrite shows low copper extraction due to passivation on chalcopyrite surface. Also, decrease of copper grade with high portion chalcopyrite requires the alternative leaching procedure to increase copper recovery. Therefore, alternative lixiviants such as sulfurous acid and methanesulfonic acid (MSA) were tested for both concentrate and low grade ore to enhance copper extraction. Also, an oxidant, hydrogen peroxide, was compared to ferric to find out the improvement of leaching kinetic. In concentrate leaching tests, 30 g/L MSA showed the highest copper extraction (47%), compared to other lixiviants at 75 °C. Periodical H2O2 addition enhanced copper extraction, and above 90% of copper extraction was observed within 96 h by periodical addition of 0.6% H2O2 at 75 °C. The activation energy of chalcopyrite leaching by MSA and H2O2 achieved 40 kJ/mol, which is chemical reaction control. The results of low grade ore leaching tests indicates that no significant difference among lixiviants (H2SO4, H2SO3 and MSA) with ferric was observed, all of which achieved around 37% within 24 h at room temperature. However, significant increase of copper extraction (>80%) was observed at both 20 g/L MSA and 10 g/L H2SO4 conditions by the addition of 10% H2O2.

"A mathematical model has been developed for flotation circuit simulation. This model was designed to investigate the effect of varying the circulating loads and to determine whether an improvement in overall efficiency could be gained by a size separation prior to flotation.Model parameters were obtained by regression to plant data. Highly correlated parameters in the model were combined to reduce the number of parameters so that the need for excessive data gathering was eliminated. Mass balance smoothing was used to obtain a consistent data set for regression.The results of the simulation indicate that for the same grade of concentrate, an increase in copper recovery of 0.6 per cent may be Possible by increasing the circulating loads. The results of the simulation also indicated that recleaning of the plus 200-mesh material may be beneficiaL."

"INTRODUCTION A previous paper by H. H. Storch 4 described. three processes for the production of potassium sulphate from polyhalite (K2S01.MgSO1.2CaS04.2H2o), Since these processes depended upon calcination of polyhalite followed by leaching with water at 100°C., the fundamental reactions occurring in these steps were discussed in detail. This paper, which describes processes producing syngenite (K2S04.CaSO4.H2O) and potassium sulphate and gives data concerning the production of by-product magnesia, presents the results of work performed at the Non metallic Minerals Experiment Station of the U. S. Bureau of Mines, maintained at New Brunswick, N. J., in cooperation with Rutgers University.A study of the solubility relationships of the system 5 Ca++ -Mg++ -K+-SO4 = H20 at 25ºC. shows that syngenite is stable in the presence of a concentrated MgSO4 solution, the K2SO : equilibrium concentration being comparatively low (2.6 per cent), The processes described below, which involve the conversion of calcined polyhalite to syngenite, are based on the 25°C. equilibria. It has further been found that syngenite can be decomposed by water at 100ºC, yielding a 9 to 10 per cent K250 solution, the solid phase being potassium calcium pentasulphate (K2SO, 3CaSO.H2O, hereafter referred to as ""pentasulphate""). This latter compound is unstable in the presence of water at 25°C., its decomposition resulting in a solution containing about 3 per cent of K2SO4 and a solid phase consisting of gypsum. This behaviour of syngenite with water at 100°C. and of pentasulphate with water at 25ºC. constitutes the basis of processes for the production of K2SO4 by way of the conversion of calcined polyhalite to syngenite,Syngenite is a product which may be used as a fertilizer per se. As produced in the process to be described, it contains about 50 per cent of K2SO1, and will readily give up its potash content on treatment with water, although the limiting concentration at ordinary temperatures is approximately 3 per cent. This definite but limited solubility should make this product more desirable as a fertilizer then the more concentrated forms of potash salts which have higher solubilities and hence involve the danger or plant injury due to a high local concentration of potash."

Manganese and silica in nonmagnetic tailings from the direct reduction-magnetic separation step were so closely associated that no physical concentration methods were effective. Dilute sulfuric acid dissolved manganese and iron rapidly; manganese in the form of silicates was virtually insoluble in sulfuric acid solutions, thereby governing the maximum extraction attained by leaching. Autoclave leaching at elevated temperatures and at high oxygen pressures reduced the iron extraction to less than one tenth without affecting the manganese extraction. There was an indication that autoclaving solubilized the manganese silicates appreciably. Elimination of iron from leach solutions was carried out by aerating the solution in the pH range of 6.5-7; a platinum-calomel electrode pair provided a reliable indicator for the end point of iron removal. The purified leach solutions were free of interfering impurities for the recovery of manganese as metal, dioxide, or carbonate. Manganiferous iron ores of the Cuyuna Range, Minn., are too low in iron content to be directly useful as iron ores, and too low in manganese content to be termed manganese ores. Common methods of physical beneficiation such as gravity concentration and flotation have not been successful in upgrading this material. The R-N process, when applied to manganiferous iron ores,1'2 produces sponge iron by direct reduction of iron oxides, while leaving manganese as manganous oxide. From fine grinding and magnetic separation of the reduced ore, a tailing is produced which is relatively rich in manganese and low in iron content. The nonmagnetic tailing can readily be leached with acids and then further processed to recover manganese in various forms. In this way, two processes, neither of which would be an economic solution to the Cuyuna ore problem by itself, may be combined to produce two marketable products, thereby rendering the over-all process economically more attractive. The Mineral Resource and Mineral Reservedefinitions were incorporated, by reference, in National Instrument 43-101 - Standards ofDisclosure for Mineral Projects (NI 43-101), which became effective February 1, 2001.At the August 20, 2000 Council meeting a new CIM Standing Committee on ReserveDefinitions was established consisting of the following: John Postle, Bernie Haystead, LarryCochrane, Normand Champigny, Mike Hoffman, Colin McKenny, Jack Mullins, Phil Olson,Fred Payne, Jody Todd and Joe Ringwald.Subsequent to the publishing of the August 20, 2000 CIM Standards on Mineral Resourcesand Reserves, various CIM committees have compiled and published more extensivedocumentation on mining industry standard practices for estimating Mineral Resources andMineral Reserves. These standard practices provide more detailed guidance than that containedin the August 20, 2000 CIM Standards on Mineral Resources and Reserves. On November 14,2004 CIM Council adopted an update to the CIM Definition Standards to reflect the moredetailed guidance available and effect certain editorial changes required to maintain consistencywith current regulations. This version of the CIM Definition Standards includes further editorialchanges required to maintain compatibility with the new version of National Instrument 43-101which is expected to become law at the end of 2005. Anglo Platinum has initiated a project to investigate hydraulic hoisting technology for platinum mines. Hydraulic hoisting systems are categorized as pumping, fluidizing feeder or displacement feeder systems. Positive displacement piston diaphragm pumps are most suitable for pumping systems but they require that the ore be milled prior to pumping. Fluidizing feeders are unsuitable for platinum ore applications due to the large percentage of fines in the ore. The three-chamber pipe displacement feeder has been most widely used for hydraulic hoisting and is the most suitable technology for platinum mines. Eight hydraulic hoisting applications covering pumping and displacement feeder technologies are reviewed. The key factors to be assessed in selecting a hydraulic hoisting system for a platinum mine are discussed. A typical platinum mine configuration will comprise an ore preparation plant (to produce -15 mm material through screening or crushing), motive water pump on surface, high pressure water pipeline from surface to underground, ore slurrification plant, three-chamber displacement feeder, and a high pressure slurry pipeline to surface. The water and slurry pipelines are housed in a purpose drilled borehole. A hydraulic hoisting system selection chart is presented. A 150 mm diameter system with a 25 MPa pressure rating is required to hoist 60 000 t/m from a depth of 1 200 m. Generic capital and operating costs are presented . A major potential advantage of hydraulic hoisting is that the fines, which contain a high percentage of PGMs, are captured underground and transported directly to the concentrator. Hydraulic hoisting technology is ideally suited to providing supplementary hoisting capacity to existing shafts that have reached the skip hoisting capacity limit. The main advantage for new shafts is the potential to significantly simplify underground rock handling and transportation. All hydraulic hoisting system components are proven. The only risk area is the wear rates of the valves and piping. Current estimates are based on gold ore. The business cases investigated show that the financial viability of the installations are not sensitive to wear rate.
