Rare earth elements (REEs) are considered critical minerals for industrial and defense sectors. REEs are not as rare as the word “rare” portrays; yet, the exploitable and/or profitable deposits of REEs may be found only in certain geographical areas. The political and social conditions characterizing these areas may not always be in favor of mining operations. These conditions are imposing the need for extra consideration on the geopolitical constraints prior to any decision-making and before any mining project begins. This study assesses the risk related to mining projects for areas that feature REE deposits based on a geopolitical viewpoint. Probable ranking differences between the current assessment and a 2015 assessment are discussed. The comparative indicators used and the appraisal procedure applied in this comparison are based on a number of different geopolitical indicators. Several ranking changes occurred between 2015 and 2019.

The iron-ore beneficiation and shiploading facilities of the Marcona Mining Company are at San Nicolas Bay which is on the Peruvian coastal desert about two hundred and seventy miles south of Lima. The mines are at elevation of 2,500 ft. Crude ore is transported from the Mine primary crushers to the beneficiation plants by ten miles of overland belt conveyors. After the predominantly magnetic ore is reduced to minus 3/4 in. in the secondary crushing plant, the ore is ground by rod and ball mills and concentrated with magnetic separators. The concentrate slurry is pumped to a thickening and filtering installation for desliming and dewatering. Pelletizing is accomplished with a Lurgi and also a Dravo-Lurgi machine. Deep-water shiploading facilities are available close to the beneficiation plants. Figure 1 shows a flowsheet of the general operation. Pelletizing operations are scheduled 24 hours a day and 365 days per year. A maximum tonnage rate with a high percentage of operating time is necessary to produce the three and one half million tons per year required from the two pellet lines. Process control is a major responsibility and of primary concern to all Operating personnel. The particle size, moisture, and chemical composition of the filter cake must be closely controlled to get uniform high-grade pellets. Key points are sampled routinely and analyzed on a two-hour basis to provide the necessary structure and chemical data to maintain a superior final product. The iron content of the pellets is held between 65.3 and 65.8 percent with 4.0 percent Si02. Sulfur is below 0.04 percent and copper is below 0.02 percent in the finished pellet.

"All milling operations would like to achieve the best possible recovery in combination with the highest achievable throughput. Unfortunately, many operations have problems with low recovery, low throughput or both. In the majority of these cases investigated by the author, the solutions to improve recovery and throughput were simple. The solutions did not include implementation of new technology or major capital, but rather a return to fundamentals. In most cases, problems occurred because the operation was not following their own operating procedures, because the design of the circuit was changed without adequate change management or understanding of the implications of changes, or because basic metallurgical measurements and control were not taken or ignored. In this paper, examples of these problems and their solutions derived from long and varied experience will be discussed. The objective of this presentation is to provide the milling operator with practical and readily implementable solutions to common milling issues to improve throughput and recovery.INTRODUCTION Mill operations can be evaluated by many operating parameters, but the two best indicators are recovery and throughput. These two parameters summarize the wellbeing of an operation. The grade to the mill is also a good indicator, but this is usually controlled by the mine. The best recovery and throughput are achieved through a team work involving operators, maintenance workers and metallurgical staff. The milling operations include many unit operations, such as crushing, grinding, flotation, leaching, carbon in leach, Merrill Crowe, roaster, autoclave and refinery. The tools available to the operations are plant design, process measurements, assays, metallurgical balance, and operating strategy. Twelve real life examples of improvements of recovery and throughput are presented in this paper. EXAMPLE 1: CRUSHING CIRCUIT WITHOUT FINE ORE BIN At this operation plant throughput could not be maintained at a high rate because feed to the mill became coarse during the day. The cone crusher was feeding the ball mill directly. As the day wore on, the gap on the cone crusher would slowly increase, which would cause the product size to increase. This would increase the re-circulating load on the ball mill. The throughput would decrease accordingly. Furthermore, the throughput would decrease more with high frequency of maintenance on the cone crusher."

With a return to coal as a major energy source for many companies, more emphasis is being placed on recovery of coal from areas that were formally considered uneconomical to mine. Increasing emphasis is being placed on production from low coal (seam height 48 inches or less) as high coal seams are depleated. Mining in restrictive spaces requires unusual work postures that can turn easy jobs into demanding ones. The objectives of this research were: (1) to evaluate the job demands associated with low coal mining, (2) to survey the anthropometry, strength, and aerobic capacity of low coal miners to determine if they differ from the U. S. population, and (3) to recommend, on the basis of available information, optimal job and work station design for low coal mining. This research effort was supported by the U. S. Bureau of Mines. The male and female anthropometry with the exception of weight and circumferential dimension, was quite similar to the comparison population. Back strength for male and female miners was significantly lower than the industrial worker population. This can be one of the contributing factors of low back problems in mining. Shoveling, timbering, and helpers tasks were physiologically demanding activities. However, due to the frequent stoppage of work, adequate rest was usually available. If work stoppage is corrected, then better work/rest schedules are essential.

The National Granite Commission at its annual meeting in Norfolk, Va., in January, 1930, passed a resolution requesting the Bureau of Mines to conduct an economic study of the granite industry. In with this request a preliminary review has been made of trends in the production and uses of block granite.. Some unfavorable conditions were thus brought to light, and certain suggestions regarding a more orderly and consistent growth in the industry are herein discussed. The results of the study are, presented in this report for the earnest consideration of. the industry, and comments are invited, not only on this report but as to future work that might be accomplished by the Bureau of Mines. The authors desire to acknowledge many helpful suggestions and comments from Paul M. Tyler of the Bureau of Mines and from Harris F. Sherman, secretary of the National Building Granite Quarries Association. Miss A. T. Coons of the Bureau of Mines rendered valuable assistance through her wide knowledge of granite statistics. The block granite industry has shown little expansion during recent years. While the value of the annual production has grown from about $14,000,000 in 1904 to nearly $25,000,000 in 1928, the increment in value is caused mainly by mounting prices rather than by increased production. Even granite for memorials shows a very small advance in production volume, although the value has increased from about $3,500,060 in 1904 to more than $11,000,000 in 1928, which is the most consistent growth of any branch of the industry. The value of building granite has fallen for a number of years much below the figure for 1904, and in 1928 was very little in advance of the value attained 24 years previously. The use of granite paving blocks and rubble has shown a gradual decline.

"Can the ever-increasing tonnages of ore and waste being mined today be accommodated simply by using bigger and better crushers? This paper updates the principal author’s earlier publication, “Crushing Plant Design and Layout Considerations” (SME Mineral Processing Plant Design, Practise, and Control, 2002). It reviews the latest primary crushing and large cone crusher designs. Its goal is to help consultants and operators select the optimal equipment and custom-designed items in the material handling flowsheet from the mine to the mill, maximizing operating hours per year.INTRODUCTIONAre larger crushers the answer to meeting the demands of existing or new mining projects for increased tonnage? The principal author’s previous paper in the year 2002 on ""Crushing Plant Design and Layout Considerations"" provided a detailed design and layout review for the design of primary and fine crushing (Secondary, Tertiary, Quaternary) mineral processing facilities. Some of the conclusions in this previous paper had predicted that larger crushers for primary and fine crushing would be beneficial and contribute to the further development of mineral processing. Larger crushers for primary and fine crushing applications are now available.The rock size reduction process, from the mine to the selected milling process facility has not changed since man first broke a rock to get at the interesting mineralization within. The rock size reduction process circuit from the mine to the mill can be summarized into four (4) stages:• Stage 1: Mining ( Rock Breakage and Fragmentation)• Stage 2: Pre-Screening (Scalping)• Stage 3: Primary Crushing• Stage 4: Fine Crushing (Secondary, Tertiary and Quaternary; the crushers used in this stage are identified by the titles which usage has conferred on them)Plant throughput and ore delivery schedule will form the basis for flowsheet design and equipment selection. Once a project's design criteria and the mine plan has been established, the actual circuit's utilization percentage (percentage of hours when the circuit is being utilized) can be optimized for each of the four stages. The mining and process departments are the key stake holders in the selection of the final comminution circuit and both departments should be familiar with and contribute to the design of the circuit."

Largest and most important of the milling plants under construction during the year is the Morenci plant of the Phelps Dodge Corp., in Arizona, where plans are being rushed for production in 1942. Grate mills will be used for fine-grinding, and in the pilot plant, classifiers of the spiral type have the preference for the closed- circuit work. The flotation units will be chiefly of the pneumatic type, with some mechanical units as auxiliaries. The Fagergren, Pan American, and Agitair machines were left in the competition as the year closed. If the absence of European markets for finished products has dislocated the mining industry, fortunately the lack of raw materials required in the beneficiation of ores has not been serious. except possibly as to the inability to import flint grinding pebbles. Some of the less important gold mines still use pebbles for grinding as is also the practice in the comminution of nonmetallics used in various industries. Viscosity is one of the important physiochemical properties of metallurgical slags which is important for slag tapping, metal loss in slag, freeze lining and fluid dynamics. High temperature viscosity measurements are time- and cost-consuming and the number of experiments is limited. Viscosity model is an effective way to predict the viscosities of the complex slags at high temperature. However, a reliable viscosity model can only be developed on the base of accurate experimental data. A unique high-temperature viscosity measurement apparatus developed at The University of Queensland enabled accurate viscosity data to be measured for the “FeO”-SiO2-CaO-MgO-Al2O3 system in equilibrium with Fe. An accurate viscosity model has been developed based on Eyring’s theory and extensive viscosity measurements. The viscosities of copper smelting, converting and cleaning slags over a wide range of compositions and temperatures can be predicted and applied in the process control.

ABSTRACT: Data were produced from two uranium project studies that were conducted in 2008, both involving uranium recovery from leached slurry by resin-in-pulp (RIP) with strong base resins. In both studies, excellent metallurgical results were produced. The loaded resins were eluted with strong sulphuric acid and recycled through RIP circuits in an integrated process. Resin losses by either abrasion or mechanical breakage were immeasurably low. Metallurgical results from these two campaigns are presented, along with a case study economic analysis of RIP versus the alternative processes of counter-current-decantation or filtration and solvent extraction.

Seismic systems are a tool for the monitoring and forecasting the rock mass response to excavation. Common issues encountered at mine site audits and reviews are: how to design an effective seismic system, implementation of the design, interpretation of seismic source results and understanding the reliability of the seismic source. These issues are often a function of several items including: • Experience of site personnel in undertaking seismic system design. • Personnel not envisioning multiple phases of system expansion to understand system robustness issues. • System design/expansion occurring in response to damaging seismic activity rather than planned expansion of a system • The mine access development is often localised in comparison to the total orebody being mined hence, planning sensors in longholes in advance of development rather than in short holes close to development will improve the three-dimensional aspect of the network. • Limited site processing of the seismic event data, hence engineers do not see the uncertainty associated with event location, size, source and system layout. Mine site users require a framework to appreciate the challenges and limitations in locating large events. For example, event locations are given as precise measurements (to the nearest centimetre) whereas the volume of deformation resulting in the event often has dimensions of tens of metres or more (as defined by the source radius). A stronger awareness of the uncertainty of rock mass yield within large seismic sources will assist site users in the interpretation of rock mass damage. The encountered design and implementation errors are reviewed and discussed with a practical set of rules presented to provide a robust seismic system that provides consistent results and increases the user’s understanding of uncertainty in source location and size. The authors’ experience across multiple mine sites, seismic systems and damaging seismic events over a 30 year period has been summarised into practical rules for site personnel of all experience levels.

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. "Annually thousands of deep foundations are constructed across North America supporting high voltage transmission line structures. However, a recent state of the practice survey by the Deep Foundation Institutes’ Electric Power Systems Foundation Working Group discovered that the electric power utility industry lacks consistent foundation design guidelines. The survey identified a wide variability in design assumptions, a minimal understanding of risk based analysis, and a need to standardize design methodologies. This paper summarizes the state of practice in electric system foundation design and proposes a framework for risk-based foundation design by accounting for uncertainty from both loads and resistances. Loads derived from electric system codes do not necessarily provide a compatible level of reliability for the design of foundations, as they are a mixture of probabilistic and deterministic values. Load uncertainty is derived from variability in weather conditions, structural models and material properties, typically accounted for by code derived overload factors. Resistance uncertainty arises from variability in natural soil properties, resistance models, subsurface construction techniques, material sampling methods, and limited observations. A consistent methodology is offered relating nominal resistance capacity (strength) to structure loads and service state criteria. Discussion also includes the need for risk-based assessments to account for non-structure load influences (fluvial loads, scour ground loss, liquefaction, etc.).INTRODUCTIONNearly 40 years ago the Electric Power Research Institute (EPRI) embarked on a major research effort to optimize reliability and economics of transmission line foundation design. Strategies focused on improvements in design models, site characterization, exploration strategies and testing to reduce uncertainty and variance in analysis. Transmission line engineers realized that safety and reliability advancements in design based on probabilistic approaches, with a focus on the unique nature of transmission line, could better control risk and cost.Some transmission line professionals took full advantage of these advancements, particularly where research led to improved software and models. Yet, even after two decades of extensive research, by 1995 the industry still had made little progress in changing design habits. The majority of designers were still characterizing sites via deterministic methods, using loads that may or may not relate to a consistent probability of occurrence, and applying a traditional global factor of safety approach (Phoon, et al. 1995). The following two decades have seen even greater developments in software and reliability-based analysis methods, but old habits seem to die hard as recent surveys show less than half of design professional quantitatively assess risk in their design process."

As populations grow and industry expands, the limited fresh water resources available are increasingly under stress. This situation creates conflict between communities and industry; and the sustainability of both is threatened. The symbiotic relationship between community and industry highlights the need to develop innovative solutions to these water shortages. The sea may hold the key to providing the resource to permit the development of industry, the sustainability of communities, and the protection of the dwindling legacy water resources around the world. Desalination technologies have developed to where it is now economically viable to create industrial and potable water quality from seawater. Nowhere is this development more important than in the arid region of Northern Chile, where high copper prices have encouraged a boom in mine development.

Recent advances in analytical methods, experimental techniques, thermodynamic, phase equilibria and process modelling tools provide new opportunities to increase the productivity of pyrometallurgical reactors, the treatment of complex feeds and metal recoveries. Fundamental theoretical models can now be used to make a significant next step towards the development and implementation of computerised models describing real industrial processes—Virtual Reactors, and computer-aided smart-decision-making systems that may be called Pyro-GPS by analogy to GPS; these developments can facilitate knowledge-based improvement and optimisation strategies. The implementation of these improvements require ongoing collaboration between researchers, industry and government.

"In contrast with the well-publicized Pittsburgh coal, and the Everglades of Florida, most coal-forming swamps of Cretaceous time in western North America occupied relatively limited areas. They formed in areas of irregular subsidence, bounded by the changing levee systems of meandering streams. Coke quality is determined by the physical and chemical behaviour of the vitrain during thermal decomposition. Vitrain is at least in part a colloidal substance, originally containing large proportions of water; its formation and survival depend on maintaining a shallow cover of stagnant water up to the time of burial. Heat from swamp fires or subaerial dyhydration could destroy it or impair its quality. Observed patterns suggest that the metamorphism is almost entirely thermal, and that there is little relation to tectonic stresses, or loading. These coals had probably achieved essentially their present rank prior to deformation. Evidence of frictional heating along the thrust planes is minimal or absent. Normally, coal beds are aquifers. Oxygen carried into the subsurface becomes available and reacts with the vitrain to destroy its natural thermoplastic properties. The tolerance of oxygen without loss of thermoplasticity is inversely related to the volatile content. Significant lateral variations of coal thickness are common and sometimes occur in short distances. In deformed areas these thickness changes are more commonly due to differential tectonic stress rather than to original thicknesses of coal. Locally, coal is known to have flowed into cavities, or fractures. These principals are discussed in relation to coal deposits of western Alberta and eastern British Columbia."

"As part of the new 2nd Ave Subway Project, an existing tunnel constructed in the 1970’s will be connected to the new subway and used as new running tunnels. The existing tunnel had to be modified to comply with newer structural and fire life safety codes and to be connected to the new cut and cover station at 96th St. This paper will discuss the complexities of tying an existing tunnel constructed over 40 years ago into the new station and allowing for movements due to the unloading of the existing tunnel and the differential settlement of the two structures during both the construction and permanent condition. Topics that will be discussed include structural analysis, ground improvement techniques, selection of support of excavation walls, working in contaminated soil and instrumentation and monitoring of the structures. It will also cover retrofitting the tunnel to comply with updated Fire/Life/Safety requirements. PROJECT OVERVIEW The Second Avenue Subway (SAS) will be the first major expansion of New York’s subway system in over 50 years. To be constructed in four phases, it will run from 125th St. in Harlem to Hanover Square in the Financial District (see Figure 1). For most of its length, the alignment is directly under the Second Avenue roadway."

"Exposure to airborne dust in coal mines has caused respiratory disease in coal miners. The causal agent in these diseases remains unknown, although the minerals found in and around the coal seam have been implicated. Toxicological studies designed to establish the effect of different mineral combinations and concentrations are lacking because the mineral content of coal mine dust has not been defined. This paper reports the initial results of a study done to characterize the mineral content of the coal mine dust found in a mine in the Upper Freepott seam in Northern West Virginia. Coal mine dust samples were collected using 4- stage cassette impactors at nine locations in the mine. The samples were analyzed by an x-ray microdiffraction film technique supplemented by energy dispersive scanning electron microscopy. Primary size modes of about 17 to 20 micrometers from the samples collected at the haulageway and the returnside of the continuous miner were found. From the returnside of the roof bolter samples, a primary size mode of 12to15 micrometers was measured. The minerals found in high percentages were illite, kaolinite, quartz, and calcite. The distribution of minerals in inter· and intra- location samples showed wide variations. Trends in these variations are presented. Stobbe, T. J.; Plummer, R. W.; Kim, H.; Jones. W.: Characterization of coal mine dust. Appl. Ind. Hyg. 2:95· 100; 1986. IntroductionDisease-associated dusts in coal mine environments continue to afflict miners in today's modern mines. The relationship between exposure to coal mine dust and the development of various respiratory diseases has been well recognized; however, the reasons for variation in occurrence of these diseases among miners in different geographic areas,(1) rank of coal seams,(2-3) and jobs (4) remain uncertain. Several papers have reported on the causal agent in the development of these diseases. Davis (5) found that the percentage of the non-coal minerals present in the lungs of deceased miners increased as the level oi pneumoconiosis became more severe. Reisner (6) reported that cell damage caused by coal mine dust increases with the mineral and quartz content of the dust and with the geo· logical age and rank of the coals. Two studies, investigating the in vitro effects of mineral dusts. reported by Seemayer and Manojlovic (7) also obtained positive correlation between cytotoxicity and the mineral content of coal mine dust. Gormly (8) postulated that destruction of macrophages by certain mineral dusts is the first step in the development of pneumoconiosis. In 1980, Adamis and Timar (9) reported that quartz. sandstone, slate. respirable colliery dust. bentonite, illite, and some kaolins had cytotoxic effects on rat peritoneal macrophages""in vitro."" Walton,(10) however, reported that the presence of high clay, illite, and kaolin mineral exposures reversed the hazards associated with increasing quartz exposures. This finding was supported by Le Bouffant and coworkers.(11) They reported that illite present in coal mine dust strongly inhibited the pathogenic effects of quartz while kaolin had a weaker inhibitory effect."

This report is the second of a series describing methods and systems of mechanical mining; where operations are conducted on more than one shift. The first report, Information Circular 7014,4/ describes mining operations at 14 mines and the present paper describes operations at 11 additional mines. The purpose of this study is to analyze the advantages and disadvantages of the various types of equipment and mining systems now used where more than one shift is worked per day. Physical conditions vary in different and in the same mining districts and determine, together with economical considerations, the systems of mining and the types of mechanical loading equipment to be used. The information presented in this paper may be helpful to operators or others who may contemplate installing a mechanical mining system. The equipment used in the mines described comprises conveyors, scrapers, mobile loaders, mobile conveyors, and combination of these types. The description of the mining systems and practices at the mines investigated is detailed only as they relate to and affect mechanization. In computing the operating data in mines that are not totally mechanized, employees not working directly on production have been charged to output from mechanized sections in proportion to the percentage of mechanization. The operating data for comparing various systems are for an average working dry, as the number of men working on idle days varies greatly in different mines.

"INTRODUCTION In recent years, there has been increasing focus on environmental and social impacts of the extractive industries, climate change and resource scarcity. The concept of the circular economy aims to replaces the “take-make-dispose” economic model with one that eliminates waste of all kinds and is restorative by design. Such closed-loop systems implicitly aim to reduce the quantity of primary extracted materials entering the economy, thereby affecting supply and demand dynamics, hence mining industry economics. For the metals industry, the ability to engage in, or adapt to the circular economy can be heavily affected by industry structure and geographical factors. Eco-efficiency initiatives that reduce waste and environmental impact may help the mining and metals industry align with some of the goals of the circular economy. This paper focuses on base metals, and explores case studies in copper, lead and zinc. It analyzes primary and secondary metal production, and recycling. It examines company structures and how these affect engagement with the circular economy. CIRCULAR ECONOMY PRINCIPLES Ellen MacArthur Foundation (2012) describes the circular economy as “an industrial system that is restorative or regenerative by intention and design”, which “replaces the ‘end-of-life’ concept with restoration”, and “aims for the elimination of waste through the superior design of materials, products, systems, and, within this, business models”. The concept is systems focused. For materials such as metals, a series of loops are considered, including maintenance of devices, reuse, refurbishment and recycling. Potential methodologies to achieve circular economy outcomes include disassembly and reassembly of manufactured goods, leasing rather than buying major appliances, and converting to renewable energy sources. The circular economy is partially aligned with the principles of eco-efficiency, which relate to reducing the environmental impact per unit of a material produced. PRIMARY AND SECONDARY METAL PRODUCTION Base metals (copper, lead, zinc and nickel) are essential ingredients in modern economies and are key commodities produced by the global mining industry. Metal production can be categorized as primary or secondary. Primary metal comes from the processing, smelting and refining of metal content extracted from ores, while secondary production comes from metals recovered from recycled streams (e.g. recycled lead-acid batteries, copper wire scrap, etc.). Metals are stored in natural, anthropogenic in-use and anthropogenic waste stocks. An example of the stocks, flows and processes associated with global copper extraction and use is shown in Figure 1."
