Since its passage in 1872, the Mining Law has been modified on several occasions to meet the changing needs of America's society and economy. Despite its evolution, the Mining Law continues to be criticized as outdated. This paper briefly traces the major points in the history and evolution of western mining laws, and reflects on the current status of ongoing discussion to reform the 1872 Mining Law.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

This paper , which describes mining methods and practices at the Johnson Camp copper -zinc mine , Coronado Copper & Zinc Co. , Cochise County , Ariz . , is one of a series being prepared by the Bureau of Mines on mining methods , practices , and costs in various mining districts of the United States . Johnson Camp is in the eastern foothills of the Little Dragoon Mountains in secs . 23 , 24 , 25 , and 26 , T. 15 S. , R. 22 E. ( fig . 1 ) . The mining property is in the low, rolling foothills at an altitude of slightly over 5,000 feet above sea level ( fig . 2 ) . The area is covered with scattered grass and small desert shrubs . The climate is mild , with hot summers and mild winters . The average annual precipitation is about 12 inches . The nearest surface water is the San Pedro River , some 12 miles west of the mine . The property is owned by the Coronado Copper & Zinc Co. , Los Angeles , Calif . This report gives a brief history of the property , describes the general geology of the area and of the ore deposits , outlines the methods of prospecting and exploration , and gives the methods of sampling and of estimating ore reserves . Development and stoping methods are explained . Underground transportation , ventilation , mine drainage , and safety measures also are described . The last section gives a brief description of the milling practice .

The coal seam in the southern coal field of the Ordos Basin serves as the main aquifer, while the region is known for its high-intensity coal mining activities. The coupling effect of mine water and the strong disturbance caused by high-intensity mining have brought serious challenges to the stability of coal pillars. To address this, a formula for determining the reasonable width of coal pillars under the aforementioned coupling effect and establish a criterion for coal pillar instability in this paper. A case study was on the 11,215 working face at the Xiaojihan coal mine in the area to investigate coal pillar stability. Results indicate that the strength and stability of the coal pillar are affected by the water content, with a small water content increasing its strength and large water content weakening it. In high-intensity exploration of watery coal seams, the best stability of the coal pillar is achieved at optimal water content and mining rates. For the Xiaojihan coal mine, the optimum water content and mining rate are 3.31% and 20 m/d, respectively, ensuring the efficient mining of watery coal seams. Furthermore, this study's findings can provide valuable references for the mining design of coal mines with similar geological conditions in the region.

"IntroductionMINING operators in common with other operators are confronted today with two serious problems, shortage of experienced workmen and rising costs. The following review of practices at the Sullivan mine of The Consolidated Mining and Smelting Company of Canada, Limited, outlines certain measures that have been responsible, during recent years, for minimizing the effect of these two problems. The paper is divided into three main sections:( 1) Training programmes and job studies( 2) Improved mechanization and equipment( 3) Large-scale methods of operationTraining Programmes and Job StudiesJob TrainingJob training courses were introduced at Cominco immediately after the last war and proved to be a great benefit to the operations. There were three courses given, Job Instruction Training, Job Safety Training, and .Job Relations Training. These were spread over a period of two years and were taken by all operating supervisors and some key operators.The courses were introduced by a trained instructor from the British Columbia Department of Labour. This man trained twelve of our employees as instructors by giving them an intensive one-week course. Similarity between the three courses was such that the instructors trained in the first one were very readily trained for instruction in the two succeeding courses."

The ignition problem: for a layer of firedamp bordering on a cloud of detonation products is evidently considerably more complicated than in the usual laboratory ignition experiments, in which a well-defined volume of gas is heated and the occurrence of ignition is observed after an induction period. An atmosphere of firedamp exposed to the detonation of a high explosive is subjected to heating by shock-wave compression and thermal conduction and to intermixing at the interface of the firedamp atmosphere and the cloud of deto¬nation products. Although a reliable physical-chemical analysis of the problem is not yet possible, one may nevertheless form a general view of the role of compression waves and the processes of heat transfer and diffusion at the interface. Near the mouth of a shot hole, or near a freely suspended cartridge, the firedamp atmosphere attains very high temperatures by adiabatic compression, and it is certain that such temperatures are sufficient to initiate chemical reaction. The pressure wave pattern is reproducible from one test charge to another if the initial experimental conditions are held constant; on the other hand, experiments on firedamp ignition do not yield a reproducible threshold condition for ignition, but only an ignition probability. Thus, the induction periods are sufficiently long that there is time for the compressed', heated gas layers to undergo random changes that may quench or promote ignition. Therefore, the analysis of the ignition problem hinges primarily on the discovery of the random events that modify the chemical reaction in the activated gas layers.

TWENTY-FIVE years ago the training of an engineer was of interest solely to the educator and to the student entering the field. At that time the engineer's position in society was relatively simple. His training emphasized design and operation and he expected to enter industry to handle the engineering problems of raw materials production, mechanical and product design, and the operation of power plants, factories, transportation and communication systems, and similar phases of industrial activity. He was not concerned with or particularly interested in the problems of management, administration, sales, publicity, industrial relations, or of legislation. To a large degree he was content to leave these matters to self-made businessmen, or men trained in law, finance, or commerce. That period in the evolution of the engineer is now history. It is generally conceded that the modern world is dependent upon engineering technology for its day-to-day survival. The continued operation of facilities on which mankind relies is dependent upon the functioning of mines, utilities, chemical plants, and other factories, all of which require the knowledge and the skills of trained engineers. Although the thoughts and efforts of the great majority of people in many parts of the world are today directed toward killing each other, the purpose of this paper is to discuss means of conserving human life. In a world of turmoil and strife, we find time to discuss and make plans to achieve our objective -prevention of the "sacrifice" of life through avoidable accidents. The word" sacrifice" is used here advisedly, as one meaning of the word given in the 1942 edition of Funk and Wagnalls New Dictionary of the English Language is "the act of giving up some desired or valued object for the sake of *** future good." As everyone agrees that life is man's most priceless possession, one wonders if past sacrifices have been in vain. It appears that life is cheap in America; it is cheap because some of the industrialists are too much concerned with making a profit to devote much time and thought to conserving human life; it is cheap because some labor leaders apparently are interested solely in personal power and prestige; it is cheap because a great many workmen fail or refuse to cooperate energetically with the various organizations interested ill; their safety and welfare; it is of little value because, individually and collectively, we are indifferent to our responsibilities toward our fellow men.

Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

Archaeological and ethnographic work during the last century has shown clearly that metals have played a small but important role in prehistoric Arctic cultures. For at least the past several millenia both iron and copper have been used in the North, primarily for blades, projectile points, knives, awls, engraving tools, fishhooks, scrapers and axes. In addition they were used for joining purposes as staples and rivets. It is of great interest to enquire into the origins of these metals. In this connection one begins with the observation that to date there has been no clear evidence for the smelting or melting of metals in the Arctic prior to the arrival of Europeans. This can be explained partly by the absence of traditional pyrotechnologies such as the high-temperature firing of ceramics and the heat treatment of bone and wood. Another factor which surely inhibited the development of smelting/ melting operations is the relative absence of wood in the region. The production of charcoal for smelting requires large quantities of wood, to the extent that the desertification of a number of areas in the Old World is believed by some to have been at least partly caused by charcoal production. In the North this was obviously not possible. Thus the Arctic peoples were restricted to using native (naturally occurring) metals and metals obtained by various direct and indirect forms of contact with areas of the world where smelting was practiced. Both of these sources were important in the case of iron; we know that meteoritic iron, telluric (native) iron and smelted wrought iron were all used in the Arctic. These three types of iron will be considered in tum.

Multislice mining methods were analyzed by the U.S. Bureau of Mines to determine their application to western United States thick coal seams; ground control, geology, and costs were considered. Multislice mining is used in widely varying seam conditions worldwide, including flat seams too thick to mine in a single pass, pitching thick seams, and seams containing a rock parting. Longwall multislice methods predominate, but room-and-pillar variants also exist. The initial use of the method in western seams is planned at a deep Colorado mine where a rock parting will be used to separate two slices mined by longwall. Ground control and spontaneous combustion are major hazards associated with multislice mining. A well-consolidated upper slice gob can reduce ground control problems and provide a seal against spontaneous combustion. Geologic analysis indicates that the consolidation of the gob depends on the composition of the upper slice roof, the presence of water, and sufficient overburden pressure. A geologically competent intermediate rock parting can also reduce ground control problems and seal against spontaneous combustion. To compete in western coal markets, the cost of multislice mining must be within the range of normal longwall costs. Analysis indicates that multislice operating costs should be within this range, and that multislice mining costs decrease as panel width increases. Relatively wide (600 to 800 ft) panels also provide increased coal recovery.

Mathematical modelling of the precipitation process requires that the kinetics of crystal growth, nucleation and agglomeration be known: This paper reviews the current state of knowledge on these precipitation sub-processes (ie. growth, nucleation and agglomeration) and describes a number of experimental techniques for estimating their kinetics. The experimental methods used to generate the precipitation data and the data analysis techniques used to extract the kinetics information from the data are discussed separately. There is no universal "best" technique for determining the kinetics. However, studies on multi-crystal systems are more reliable for modelling purposes than are single crystal studies. The selection of a technique will depend on which sub-processes are present. A problem with all kinetics studies is that there is generally a large uncertainty in the estimated kinetic parameters. This stems from the scatter in the experimental data being further propagated by the mathematical techniques used to extract the kinetic parameters.

Mineral resource statements are reported as tonnage and grades. While great care is placed on generating a reliable estimation of grade, the determination of bulk density for resource estimation is often overlooked. Often mineral resource statements are prepared using a simple average value of bulk density. While a simple average estimate of bulk density can be appropriate for some deposit types, an over simplistic estimation of bulk density can result in serious errors in tonnage estimates and consequently to an over or under estimation of metal content. The construction of a reliable bulk density model requires an adequate bulk density database in order to develop a good understanding of the variability of bulk density with grade and geology. A reliable bulk density database is also essential in determining the appropriate modeling technique to minimize the errors in mineral resource statements caused by incorrect bulk density determinations. This paper summarizes bulk density measuring techniques and draws on examples from various deposit types examining the basic principles of bulk density modeling and domain construction for each deposit type. Examples are presented of simple bulk density domains and more complex grade variable bulk density domains with a discussion of best approaches for minimizing errors in density estimation.

The concept of limit burning velocities, formulated in an earlier Bureau of Mines report (RI 8127), is applied to the problem of flame propagation through tubes of finite size. The limit burning velocity for conductive-convective wall-loss quenching (process b) is (Su)b = [aPe,] where the proper choice of critical Peclet constant, Pe, is determined mainly by the ratio of contact-perimeter loss area to flame-zone cross sectional area. This ratio of loss area to propagation area relates to the shape of the flame front and its control by buoyancy and by boundary conditions. The comparison of (Su)b with previously defined limit velocities for systems mixed by natural convection allows one to assess the influence of tube dimensions and boundary constraints on the "true" or earthly limits for the three directions of propagation. The flame quenching caused by inert powders is shown to be similarly described in terms of a limit burning velocity, (Su)?b. The tube's surface-to-volume ratio (~1/ro) is simply replaced by the powder's surface area per unit volume of the flammable mixture. Thermal loss quenching by these "internal walls" occurs at a critical Peclet constant somewhat higher than that observed for tubes, and the problem is complicated by the finite heat capacities of the powders and particle lag effects in the flame front.

Introduction The great importance of air warfare during World War II and the introduction of large-scale air transportation and airborne operations created an immediate demand for large quantities of high quality light alloy products. Before this war, the use of magnesium, the lightest structural metal, was barely in the development stage, and considerable research work was needed to overcome difficulties in improving its properties and to attain uniform quality in mass production of magnesium alloy products. The Canadian Bureau of Mines was frequently called upon, by various agencies of the Armed Forces and of the newly established war industries, to examine magnesium alloys that had failed in fabrication or in actual service, and to advise on proper alloys and fabrication methods to be used. Failures in magnesium alloy castings were connected mainly with lack of knowledge of proper founding and surface-protecting techniques. Most of the defects were due to microporosity and faulty heat treatment. To aid the foundry industry, small-scale investigations were started on the effect of various factors in the casting technique in order to improve the quality of the products. These investigations were made in co-operation with representatives of the Armed Forces and the Canadian magnesium industry. This work was later co-ordinated into a broad research programme on magnesium alloys, comprising problems on melting, refining, various casting methods, heat treatment, and testing of properties of standard and special alloys. This research programme? is still in force, and the present paper contains some results of the first series of investigations on magnesium casting alloys carried out at the Experimental Foundry of the Bureau of Mines.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.

"Silicosis was first reported by the ancient Greeks and is apparently as old as human history. The prevalence of this illness peaked in the last half of the 19th century and the early part of this century, when mechanized industry was developing and the relationship between dust exposure and disease was less well understood. Yet, even today in devel-oped countries, sporadic outbreaks of silicosis occur when workers are consistently exposed to silica particles of respir-able size (0.5 to 5.0 µm in diameter) at levels exceeding those recognized to be safe.Silicon dioxide or silica. is the earth's most abundant mineral. Silica is considered to be either free (i.e.. unbound to other minerals) or combined. Minerals with high amounts of free silica include quartz (including granite) flint. Chert, opal, chalcedony, and diatomite. Combined forms of silica are called silicates and include, among others, asbestos talc and kaolin.In the crystalline form, silica exists as quartz, cristobalite, and tridymite (Fig. 28). Of these quartz is ubiquitous in the environment and occurs as sand and as a part of many rocks. Cristobalite and tridymite occur naturally in lava and can be formed by the heating of quartz or amorphous silica. Cristo-balite is more tibrogenic than quartz. Amorphous silica is noncrystalline and, therefore, is relatively nontoxic and does not cause silicosis. It occurs as diatomite (skeletons of pre-historic marine organisms) or as vitreous silica (glass), the result of carefully melting and then quickly cooling free crystalline silica. Heating diatomite with or without alkali (a process known as calcining), forms cristobalite and adds the respiratory toxicity of free crystalline silica.There are many opportunities for occupational exposure to respirable crystalline free silica. Some of the commonly en-countered occupations in which the risk of silicosis exists are reported in Table 20.Silicosis. the pulmonary disease caused by the inhalation of silica particles of respirable size, is most commonly cate-gorized by findings on the chest radiograph. The most typical presentations simple silicosis and progressive massive fibrosis appear different radiologically but are grouped under the category of classic silicosis because they are a part of the radiographic spectrum of this illness. Radiographically, simple silicosis appears as small (less than 10 mm in diameter), rounded opacities, typically predominant in the upper lung zones. Progressive massive fibrosis is the result of the coalescence of these small nodular opacities and appears as larger opacities (more than 10 mm in diameter), again typicallydistributed in the upper lung zones."

The general application of memory cutting technology to shearers is improving the intelligence of the working face, but it has its limitations. It is only suitable for conditions where the environment of coal seam is changing slowly. It compensates for the cutting height by changing the fuselage attitude, and frequently adjusts the height to control the learning cutting trajectory, but due to the problems of shearer control and height adjustment accuracy, it cannot adapt to and compensate for the change of cutting height in a timely manner, resulting in poor cutting accuracy. This study puts forward a virtual memory cutting method based on prediction of the shape of the armored face conveyor (AFC). Successful relationships between mining companies and local stakeholders are now an essential part of the social contract of “doing business” (Prescott, 1995). The methodology presented in this paper is designed to assist mining companies in understanding and building relationships with diverse stakeholder groups. The methodology starts by recognizing that mining projects have a natural life cycle which can be used to identify when new external affairs strategies are required. In designing an external affairs strategy, the first step is to set objectives that are compatible with the overall objectives of the mining project. The management team then identifies the main stakeholder groups and seeks to understand the priorities and inter-relationships of the individual stakeholders. The result of this stakeholder analysis is an understanding of the Degrees of Influence of each of the stakeholder groups along with a relationship map which illustrates the strong interactions between stakeholders. The company is then prepared to take a proactive approach to building relationships with the primary stakeholders. This methodology was developed by BHP to assist with the federal government environmental approval process for the development of Canada’s first diamond mine. BHP has successfully used the methodology in three different phases of the NWT Diamonds Project and is now applying the methodology to mining and development projects around the world.

FOSTER BAIN.+ THE recently aroused public interest in the conservation of our natural resources has peculiar importance to mining-men, since they deal with resources which are stored products. Within certain limits, the fertility of a worn-out soil may be restored, deforested areas can be replanted, one year's wasted water-supply is followed by another; but coal and ores, once taken out, cannot be mined again, and should therefore be conserved with especial care. This means, however, not that mining should be restricted, but that it should be done most economically and with the minimum of waste.
