The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

The Bureau of Mines investigated the availability of fluorspar (CaF2) from 36 U.S. and 50 foreign mires and deposits in 13 countries. Only 6 U.S. properties are considered to be economic, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0-pct) discounted-cash-flow rate of return (DCFROR). The 50 foreign properties evaluated represent at least 55 pot of demonstrated fluorspar resources located in market economy countries and China. Al I evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars when compared against published prices for each country. Reserves for 56 properties totaled 97 million metric tons (mt) (recoverable Ca F,) from demonstrated ore resources of 344 million mt that contained 123 million mt CaF2. The average total cost needed to cover all costs over the life of each operation was determined for all recoverable fluorspar products. Comparisons of ruining, beneficiation, and transportation costs per metric ton of fluorspar concentrate illustrate advantages between countries. Of the three countries with the greatest fluorspar production, China, with its high-grade, low-cost operations had the lowest weighted-average total cost of production ($38/mt concentrate), Mexico was next, at $54/mt concentrate, and benefited in U. S. dollar terms from the devaluation of the peso. The Republic of South Africa needed an average of $90/mt of concentrate to cover all costs of production at its large low-grade deposits.

"IntroductionAir sampling for airborne contaminants requires a system for moving air, a collection method, and a procedure to determine the quantity of contaminant collected. Because occupational exposure limits and air quality standards frequently are expressed in terms of concentrations, a method of determining the volume of air sampled is also needed. The four principal components in a sampling train are shown in Figure 12-1. The inlet admits the air sample into the train; the collector(s) separates the gas, vapor, or particles from the air; the flowmeter measures the rate or total quantity of air sampled; and the pump (air mover) provides the suction required to draw an air sample through the train. Inlet sampling considerations are discussed in Chapter 21. Various types of collectors are described in subsequent chapters. Flowmeters are discussed in Chapter 7.This chapter will describe the air mover portion of the sampling train and air sampling systems that contain three or four components in a convenient package. The chapter consists of two parts. The first part contains a brief description of the different types of air movers and air sampling systems. The second part consists of tables and figures showing detailed information on a wide variety of commercially available air movers and sampling systems. ient size is filled with a liquid in which the suspected contaminant is insoluble. When the liquid is allowed to escape from the vessel, it is replaced by air from the atmosphere to be sampled. Such an air sample is an integrated sample rather than an instantaneous sample because the mass of fluid requires a finite time to empty. In fact, by employing a large vessel with controlled drainage, this method can be used to move air at low flow rates through a sample collector for extended intervals. The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

"The selection of materials and pre-cautionary measures for handling natural gas and condensate containing aqueous hydrogen sulphide are presented. Based on the results of a pilot production test and laboratory studies, together with several years . of operating experience, it was found that the behaviour of materials in sour gas environments can be predicted sufficiently accurately for engineering purposes.The selection of proper materials is essential for preventing sulphide-stress cracking. Where high strength materials are not required, low car-bon steel is used. Components requiring high tensile strength and hardness characteristics should be made from K-monel or properly heat-treated carbon-manganese-molybden-um and AISI 4140 steels. Welded connections are a potential source of sulphide-stress cracking. Consequently high quality welding and strict inspection are suggested as the most economical precautionary measures available.A maintenance program based,. where possible, on visual inspection of equipment and/or test spools located at strategic points should be used to follow weight loss and putting corrosion in sour gas environments. If severe weight loss or pitting corrosion is encountered, inhibitors have been found to be an effective deter-rent."

"AbstractThis paper discusses the methods of handling air in a large asbestos mill presently being completed at the Jeffrey mine of the Canadian Johns-Manville Company in Asbestos, Quebec.The mill, being the largest single asbestos producer in the world and capable of handling over 14,000 tons of ore per day, requires vast quantities of air. A minimum of 2,500.000 c.f.m. is required or about 10 tons of air for each ton of ore milled.Short descriptions of the process and systems requiring this air are given, followed by details of the fans and filters which make up the heart of the mill.This 'draw through' system, located on the top or 12th floor, is an automatically .controlled volume-pressure system creating the required suction to draw .air throughout the mill building and its numerous air systems.The dry mechanical method of milling develops enormous quantities of airborne dust and fibre. A section of this paper is devoted to a description of the multiplicity of dust systems within a system to control, filter, and remove this dust.Finally, the paper describes the method of returning the filtered air to the• working floors or to the outside, with some notes on heat, humidity and dust counts.IntroductionGeneralTHE discussions in this paper deal only with operations where air movement is involved. "While distribution of air currents to working faces is a necessity in coal mines, especially those having explosive gas, advancing faces in metal mines rarely have circulating air other than the ordinarily inadequate amount supplied through the compressed air system. Even where comparatively large quantities of air pass through main mine shafts and levels. whether the circulation is actuated by fans or by natural ventilation, only occasionally can a metal mine be found where any considerable percentage of the ""blind ends"" has circulating air of sufficient velocity to be measured by an anemometer or even be discerned by deflection of flame of candle, or of acetylene lamp; and unfortunately these ""blind ends"" include nearly all of the places from which rock is taken.During several years study of metal-mine ventilation in various mining districts of the United States, it has been found that in some mines many of the workers in ""blind ends"" practically continually breathe air with 0.02 to 0.04 per cent of CO gas from unremoved fumes from explosives; in other mines CO2 chiefly from timber decay and breathing of men, is so high that a candle will not burn though usually the acetylene lamp will, hence oxygen is below 17 per cent but above 12 per cent; in some regions CO2 from strata fills the entire mine forcing cessation of work; in other mines in dead ends, gases such as nitrogen, H2S, SO2, etc., are found under some conditions. In many regions with hot rock or water (especially in deep workings) men in blind ends must work with little or no circulation, in air above SO degrees F. and even above 90 degrees, relative humidity only too frequently being around 100 per cent; in other regions workers in blind ends in practically ""dead"" air must continually breathe enormous quantities of finely divided rock dusts. All of the above conditions are decidedly harmful to health and prevent the worker from delivering anything approaching an adequate quantity of work, and in addition, some of these conditions have direct or indirect effect in bringing about definite increase of accidents; all of the above mentioned bad conditions in ""blind ends"" in metal mines as well as their ill effects, are remediable by providing at those places adequate quantities of fresh circulating air."

"IntroductionDuring 1994, Barrick Gold Corporation, or American Barrick at that period, acquired Lac Minerals Ltd. properties. One of them was the Bousquet Complex. The Bousquet Complex is divided into three distinct sites: one mine (Bousquet 2), one mill (Est-Malartic Division) and one analytical chemistry laboratory (Les Terrains auriferes).The Bousquet 2 orebody was discovered in 1986. An extensive drilling program was initiated during 1987. Its purpose was to define the orebody extent. At the end of 1997, gold production from Bousquet 2 mine reached 1 290 000 oz of gold from a cumulative tonnage processed of 4 175 000 M t.From 1980 to 1990, the Est-Malartic mill was used for the treatment of ore from the following mines: Bousquet 1, Doyon, Francoeur (Richmont mines), Buckshot and 1-20 stope. At present, the mill receives ore from the Bousquet 2 mine.HistoryThe Est-Malartic mill is located close to the town of Malartic in northwestern Quebec. The mill has been in production since the mid-1930s processing mainly clean, free mill gold ore. Active mining from the Est-Malartic mine ceased in 1979 and the mill was switched to custom processing of ore from La Mine Doyon located some 45 km to the west. This custom processing arrangement continued until 1987 when the expanded mill at Doyon became available to process all of the Doyon production. In 1987, Lac Minerals commenced development of a second mine at the Bousquet site located 40 km west of Malartic. This mine, Bousquet 2, is the down dip extension of the La Ronde mine developed by Agnico Eagle. During pre-feasibility evaluations, it was determined that it would be economically more attractive to modify the existing Est-Malartic mill than building a new facility on site. The Est-Malartic mill modifications for processing the high-copper/gold ore from the Bousquet 2 mine began in late 1989 and new circuits were commissioned in mid-1990. Modifications included the addition of both gravity and flotation concentration circuits to recover coarse, free gold and the copper. The existing leaching circuit continued to operate on the copper flotation tailings with some minor modifications to the solution handling systems. A S02/Air cyanide destruction circuit was also added at that time."

The availability and reliability of large grinding mills and their Gearless Mill Drives (GMDs) are of paramount importance for the grinding process. Although GMDs have been in service for decades, and are known for their operational efficiency (reliability and robustness with reduced operating cost per ton), compared to conventional drives, in the last decade due to certain reasons some failures led to serious unscheduled shutdowns and significant insurance events. The majority of these notable "insured" failures have happened on GMDs installed on relatively large mills, as the financial impact of a failure is proportional to the through-put of the mill. Despite the occurrences of these events, as mining operations are driven by lower ore grades and the ability to continue reducing operating costs per ton, the trend for having larger mills is still very present and there is no reason why this trend should not continue. It is obvious that if not handled correctly, the possibility of large value GMD loss events, coupled with the continuing increase in mill size or required availability and reliability targets, could potentially lead to major conflicts as it becomes difficult for the insurance companies to judge the risk and hence may result in hesitation to insure these grinding circuits. This paper will not only describe the conflicting situation from both an insurer's perspective and from an equipment supplier's perspective, but also how these conflicting challenges can be successfully mastered. It has to be noted that not only the mining companies themselves, but also their insurance companies and the involved equipment suppliers have a common interest: to reach the highest availability and reliability in order to avoid or at least minimize unscheduled shut down times, and most importantly prevent unplanned events that result in extended production stoppages or reductions in through-put of GMD driven mills. From the very beginning onwards, the complete service concept together with emergency plans must be integrated on every level in the design of the grinding circuit. This approach must be implemented continuously and without compromises by all involved parties during all following stages, such as basic design, detail design, manufacturing, quality inspection and testing, packing, transportation, storage, installation, commissioning, operation and maintenance. The concept of formal risk analysis related to mill operations, maintenance and spare parts strategies must be an integral part of mining companies? decisions related to the selection for installation and continued use of large mills powered by GMDs. The service concept in place for operating mills shall also have a clear focus on very early detection of any abnormalities, so that the risk can be mitigated and unscheduled shutdown times avoided. However, if a major failure occurs, then procedures and tools shall already be available in order to ensure that production impact is minimized.

"The asbestos mining industry in the Eastern Townships of Quebec has early recognized the undesirable side-effects associated with mineral production, such as air pollution, noise and unsightly waste dumps. In order to efficiently achieve the industry's aim of eliminating or minimizing these objectionable features of mining, all of the asbestos producers in Quebec interchange information, knowledge and design dealing with the environmental control measures through the Environmental Committee of the Quebec Asbestos Mining Association.The paper describes what has been done and what is planned for the future in the various problem areas, such as control of dust emitted during the open-pit drilling operation, control of dryer stack emissions, control of the environment in ore, fibre and tailings handling operations, rehabilitation of the countryside covered by waste dumps, and many others."

This paper is the third of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. The second papers deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in the second paper applies to all forms of placer mining. The present paper treats of dredging and other forms of mechanical handling of placer gravels, and drift mining.

I did a project (Sungai Piah) as a consultant to your firm in Malaysia, where we were faced with a similar situation as sketched out in your question. The following is what we did for the grouting of the primary holes, which were both located upstream of the plug as well as downstream: We used a hydrophobic MDI based semi-rigid polyurethane prepolymer in the first phase of the grouting operation when grouting under water flow conditions. Then in the second phase and also for the contact grouting we used a two component water compatible polyurethane elastomer. And then for deeper formation grouting, when all the water flow had been stemmed in the vicinity of the plug, we used a regular (balanced stable) cement based grout. So it may not exactly answer your question, but we first used hydrophobic grout because it is very efficient to grout a formation through which water flows. We didn't stop all the leaks day-lighting downstream of the plug or all water running through the formation near the plug, but the flow of water through the rock formation adjacent to the plug was reduced by 99.9%, after completing the urethane grouting. This facilitated the placement of cement based suspension grouts without wash-out.

It brings forward from the 1939 annual report information on the course of activities of the division in carrying out its objectives of increased conservation and better utilization of petroleum, natural gas, and related resources through a coordinated program of research and fact - finding . It discusses, also, special assignments. executed for other Government agencies, which in recent years have constituted a considerable part of the division's work ." . In the present national emergency, in which petroleum is so essential , many of the Bureau's research activities bear directly on the availability, conservation, and use of petroleum for national defense . Accordingly, during the past year attention has been focused for the most part.on.problems associated with the needs of national defense . Several long-time researches , which in themselves are potential sources of desirable knowledge , were judged to be of secondary importance under present conditions and accordingly were suspended . Studies also were oriented in line with rapidly changing conditions to meet the demand for accurate findings on short notice . The Petroleum and Natural - Gas Division has experiment stations at Bartlesville , Okla . , and Laramie, Wyo . , a field office at Dallas , Tex . , and a field office and laboratory at San Francisco , Calif . It also operates the Government helium plant near Amarillo , Tex. In addition to the helium operations , some of the petroleum and natural - gas research activities are conducted at the Amarillo plant .

These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. The report is contained in three volumes.

Methods for increasing compliance to medical and health regimens were reviewed along with similar research in industrial and mine safety. Principles abstracted from both areas suggest that compliance with health and safety practices is improved when: (1) Workers are cooperatively involved with management in setting safety goals and planning for their achievement, (2) the program has the support of workers, supervisors, and management, (3) specific tasks responsible for injuries are targeted, (4) company organizational policy, educational, and behavioral programs work together toward the same goals, (5) workers and supervisors are frequently informed about their degree of correct task performance, and (6) programs are monitored by the frequency of correct performance of targeted tasks, (the means to lowered accident rates) rather than by lowered accident and injury rates themselves (the goals for safety programs.) Safety programs that incorporate these principles increase persons' adherence to specified health and safety practices and subsequently decrease injury rates. It is recommended that: (1) a group of experts be convened to study the application of these principles to coal mine safety programs, and (2) a short course for safety trainers be developed to demonstrate how these principles can be used to strengthen existing mine safety programs.

The objective of this study is to make a critical evaluation of the magnitude and extent of electrostatic hazards in typical U.S. mining operations and to assess the adequacy of techniques, materials, and equipment for detecting and minimizing these hazards. This was accomplished with an incident/accident survey, mine visits, literature search, and engineering analysis. It was concluded that it would be desirable to (1) utilize ground fault interrupters to minimize stray current from electrical utilities, (2) decrease the current and electrostatic sensitivity of electric detonators used in areas with a high incidence of lightning strikes or troublesome stray currents, (3) institute quality control and test standards for blasting material and protective devices, (4) establish an electrostatic monitoring program for loading ANFO in plastic lined holes, and (5) establish a risk criteria for operator exposure in mines.

Mineral and energy resource consumption were continuously reduced by process improvements as chemical understanding was developed and applied. During the past two centuries, technological improvements increased human productivity that was accompanied by social advances and labour saving products; however, these sometimes proliferated to endanger sustainability, e.g., automobiles. In the steel industry, precisely controlled rolling of HSLA steels required little extra mineral consumption but reduced weight and heat-treating energy. Continuous casting of slabs reduced scrap compared to ingots and energy for the homogenizing soaking pit. Al alloy extrusions were improved by retaining the strengthening in the near-surface substructure, of high strength textures and of press quenching that is suitable for direct age hardening. Continuous bar casting of Al-0.65Fe, coupled with rod rolling and followed by wire drawing with only a final recovery anneal, yielded electrical wiring for households to replace less plentiful Cu and later for light-weighting use in autos and aircraft Looking backwards, the 1970 decade saw the first oil crisis and inspired Ottawa to undertake a campaign to develop an energy strategy that would decrease dependence on imported fuels. One significant undertaking under Energy Mines and Resources was the organization of industrial energy conservation, managed by each industry association,that collected detailed current statistics and set the goals for a 2-year campaign. The metal producing industries, as compared by E.C.N. Perryman to about 7.2 exajoules (EJ) for the nation, consumed about 0.8 EJ, being about one third of all heavy industries. While manufacturing consumed 30.2% of total energy, it created 87.3% of total national dollar value. Within the industrial envelope, smelting and refining utilized 28% (0.67 EJ, mining beneficiation 6.7%, 0.16 EJ); there was a significant contribution to exports: 80% of iron ore and 70% of aluminium in 1973. A general concern was that decreases in ore grade would lead to a rise in energy expenditures countering benefits from processing efficiency.
