The sizing of a starter dam for a Tailings Storage Facility (TSF) involves balancing many competing demands. It should cost as little as possible, be high enough to store tailings until the first raise can be constructed, it must be able to contain water safely, and it must be designed in such a way that the long-term integrity of the higher raises are not compromised, among other things. In addition to these demands there is the complication of the behaviour of the process plant, and the tailings during commissioning. Variations in slurry density, excess water in the TSF, initial settled density of the tailings, reliability issues, and beach slopes above and below water can all impact the way the tailings beaches are developed and ultimately impact the ability of the starter dyke to contain the required volume of tailings and water.The conventional approach to the design of a TSF starter dyke is to begin looking at the elevation required for a set of deterministic design parameters, find ways to reduce the size or volume of it as much as possible to reduce cost, and then possibly look at the sensitivity of some of the input parameters. This paper discusses a stochastic modelling approach for starter dykes that allows a wide range of design inputs to be simulated quickly, with an envelope of possible results produced. The sensitivity to different parameters can also be examined to understand which design inputs have the biggest impact on the required dyke sizing. By integrating the 3D TSF modelling tool Muk3D with GoldSim, it will be demonstrated how a wide range of scenarios can be evaluated and how that information can be used to make better decisions about the selection of design options.CITATION:Cooper, C A and Suter, G A, 2018. This Bureau of Mines report describes the unit cost procedure for estimating direct development costs within a cave block in an undercut block caving mine. Costs of supervision, labor, equipment, and supplies are combined to build a unit cost for each type and size of mine development opening in the block. These costs are then combined to estimate the direct cost for developing a ton of ore. Operating data from several domestic metal mines are combined with a hypothetical mining system to illustrate the costing procedure.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

"The appropriate treatment of cyanide waste water is becoming an emerging issue because of the toxic residue and large quantity produced from gold processing plants. In the present article, we designed and operated a continuous biological cyanide treatment system using domestic sewage sludge and various microorganisms including a cyanide-producing and degrading bacterium, Chromobacterium violaceum. The synthetic wastewater containing 50 mg/L of cyanide was pumped continuously into the reactor at a flow rate of 500 mL/d for 21 days. When 50 mg/L of cyanide was fed, the cyanide concentration in the effluent of the reactor inoculated with activated sludge (S-50) decreased by 7.5 mg/L in the effluent. The other reactors did not show significant cyanide degradation and the reactor inoculated with C. violaceum showed increased cyanide concentration in the effluent. The microbial community in the reactors was analyzed by 16S rRNA-gene based pyrosequencing technique to investigate microbial response to cyanide addition and operation time. The microbial community analysis shows that the phylum Proteobacteria was detected in the reactors showing significant cyanide degradation (S-50), while Firmicutes and Bacteroidetes was dominant in the other reactors with very low cyanide degradation. Proteobacteria could not compete when the other phyla Firmicutes or Bacteroidetes were inoculated. This study shows the feasibility of the biological cyanide treatment system for gold processing plants and contributes new fundamental knowledge about the microbial community in the biological cyanide treatment system. INTRODUCTION Cyanidation has been widely used to recover gold from ores or secondary resources since first proposed by MacArthur and Forrest in 1888 (MacArthur et al., 1888) and it is used in many states of the USA, including Nevada, Arizona, California, Colorado, and Idaho (Laitos, 2012). Cyanide compounds are highly toxic and create serious problems for wildlife and water management (Solomonson, 1981; Donato et al., 2007). Furthermore, because many countries have imposed strict standards for cyanide discharge (USEPA, 1985), it is essential to develop a cost-effective and environmentally friendly technology for treating cyanide-containing wastewater."

"In 1991, the Canadian Council of Ministers for the Environment (CCME) charged its Waste Management Task Group with developing a nationally coordinated strategy to measure, monitor, and achieve the objective of decreasing the generation of waste (solid and hazardous) by50% from 1988 levels by the year 2000.With the encouragement of the CCME, which viewed hazardous waste as largely an industry problem, a committee, the “Industry Action Group”, representing eleven industry trade associations with a strong interest and involvement in hazardous waste was recruited.The Municipality of Markham, Ontario was also recruited (Appendix 1)."

A geologic study of the Mary Lee Group of coalbeds in the Black Warrior coal basin was undertaken to examine coal stratigraphy and determine regional trends and extent of the coalbeds. The area investigated encompasses 835 square miles in Jefferson, Walker, and Tuscaloosa Counties, Ala. More than 700 core logs were used to construct a structure map, coal, interval, and overburden isopachs, and cross sections. There is evidence that structure affected sedimentation. Coalbed isopachs indicate the Mary Lee Group was deposited in fluvial-deltaic and low-lying coastal plain environments. The Mary Lee coalbed is the only coalbed which is continuous throughout the area, commonly with two benches which have a combined thickness of 2 to 12 feet. The Mary Lee coalbed changes rank in the basin from high-through medium-to low-volatile coal. The methane gas potential of the Mary Lee Group coals is estimated to be greater than 1 trillion cubic feet. There is an excellent correlation between the orientation of surface cleats with those measured underground in the Mary Lee coalbed. The face cleats roughly parallel the axes of the area's folds and trend northeast-southwest.

During this, the Centennial year of the discovery of the Hall-Heroult process, it seems appropriate to review some of the developments which have taken place in Canada and to explain why it has become an important world centre for the production of primary aluminum. For many years after it was recognized that the element aluminum existed, scientists were frustrated in their efforts to isolate it. In the early 1800s H. C. Oersted and Frederick Woehler prepared small quantities sufficient to measure some of the physical properties. A quasi-commercial process involving reduction with metallic sodium was developed by the French scientist H. St. Claire Deville in 1855 but the cost was very high ($30. 00 per kg). It was not until 1886 that Charles Martin Hall in the United States and P.L.T. Heroult in France, more or less simultaneously but completely independently, discovered the process which is essentially that in use today. Some of the early pioneers in the industry quickly recognized the potential of the hydro-electric resources in Canada as economic energy suppliers for aluminum production. The first commercial production in Canada was in Shawinigan, Quebec in 1901, only 15 years after the process was discovered. Subsequently operating plants were established at nine different locations in Canada (Quebec and British Columbia) (Table 1). Operations continue today in all locations except one (La Tuque). The table shows present plant capacity which for the older plants was reached in an evolutionary manner including replacement of obsolete capacity or upgrading and modernization of existing designs.

The SCRREEN project gathers more than 50 European initiatives, associations, organisations or independent experts working on Critical Raw Materials (CRM) into a long-lasting network including stakeholders, public authorities, and civil society representatives. SCRREEN contributes to improve the CRM strategy in Europe by (i) mapping primary and secondary resources and substitutes of CRMs, (ii) estimating the expected demand of various CRMs in the future and identifying major trends, (iii) providing policy and technology recommendations for actions improving the production and the potential substitution of CRM, (iv) addressing specific waste electrical and electronic equipment (WEEE) and other End-of-Life (EoL) product issues related to their mapping and treatment standardization, and (vi) identifying the knowledge gathered over previous years and making the data accessible to those beyond the project. As a first step, SCRREEN worked at providing stakeholders with a comprehensive analysis of the current use of the CRM, the mapping of potential primary and secondary resources, and identification of the key technologies used in their production. Substitution profiles, analysis of European business and policy issues pertinent to CRMs, and an identification of the standards, policies, and regulatory frameworks concerning these CRM was also completed. In a second step, to be conducted between mid-2018 and mid-2019, SCRREEN will provide guidance for improving the CRM market in Europe by identifying opportunities from research, development, and innovation (R&D&I) that could reduce the supply and/or economic risks around the most relevant CRM for Europe.

LEAD is a dull and sober metal, and in times of economic stress it en- joys, or at least occupies, a position which partakes somewhat of its physical lethargy and stability. The past ten years have witnessed in this country a decline in the production of lead, and a shrinkage of ore reserves, following closely the general economic situation. Metal prices have not justified exploration and development of new sources. Momentary rallies in industry have brought no response from lead.

"The Port Mann Main Water Supply Tunnel involves a 1km long tunnel beneath the Fraser River from Surrey to Coquitlam, BC. At depths of up to 60 m below ground, the earth pressure reached 6 bar. The tunnel is constructed using an EPB TBM and gasketed precast concrete segmental liner. The tunnel and two shafts were constructed in a variety of soil conditions ranging from soft to stiff clays and silts, to compact to very dense sands and gravels. After approximately 800m of mining, a very dense and highly variable soil group consisting of cobbles and boulders halted the TBM. Several options were considered to stabilize the TBM face so an intervention could be conducted. Although de-watering was considered, there was risk of settlement to the Port Mann bridge piers, which was within 500m of the tunnel. Hyperbarics were also considered, however, the cost, schedule and uncertainty of the work that needed to be done, made it a risky option. Ground freezing by Liquid Nitrogen was chosen as the best solution, which would provide a frozen block around the face of the TBM. A temporary platform on the river was designed and constructed to enable drilling and installation of the freezing pipes and temperature monitoring equipment. The operation required close coordination among the tunnelling, marine and freezing sectors. Following the intervention, the TBM successfully broke through the reception shaft, and the remaining project was completed. This paper describes the design, construction and operational approaches used for the freezing and serves as a basis for future projects requiring expedited ground freezing."

There are 14 operations that supply 97% of the Market Economy Country (MEC) manganese and contain nearly all of its resources. Six mines account for about 70% of the production and 85% of the resources; there are no known resources that are economically close to those that are currently being mined. Costs (January 1989 dollars) of producing manganese concentrates from the operations evaluated are estimated to range from $ 0.96 to $ 1.86 per long ton unit (ltu or 22.4 lb) of contained manganese. Total MEC demonstrated resources evaluated amount to about 1.2 billion tons of in situ ore containing 474 million tons of manganese. Identified resources amount to about 1.8 billion tons of in situ material. Key results of the study indicate the following: 1. The MEC supply of manganese will be from the currently mined resources well into the next century. 2. Centrally Planned Economy Countries (CPEC's) will be increasingly dependent on MEC manganese ore and concentrate in the future. 3. At the 1976 to 1987 demand increase rate, total MEC resource needed through the year 2000 would be about 282 million tons of in situ material. 4. Transportation and infrastructure support will continue to be major elements of production costs.

Energy efficiency, equipment reliability and cost reduction are of the key factors in any efficient plant. Badische Stahlwerke (BSW) started using its own burner technology in 2001, this was developed by Badische Stahl-Engineering (BSE). Over the past 15 years, Badische improved all aspects of its Virtual Lance Burner (VLB), to perfectly fit all steelmaking requirements. This tiltable VLB was first tested at BSW’s electric arc furnace no. 2 in 2012. Promising results like reduction of refractory wear, energy efficiency, reliability, etc., were obtained. At the same time the existing VLB system was further improved with regards to the design of the water-cooled copper box. Today in 2016 both EAFs at BSW are equipped with the new patented tiltable system and the new copper box design. The paper will describe the results of the past years at Badische, but will also show the performance at other installations.

Management of historic tailings is a major challenge facing the mining industry and its regulators. However, through improved mineralogical and chemical characterisation of such materials the opportunity to develop better rehabilitation strategies arises. Microanalytical techniques including microscopy, mineral liberation analysis and laser ablation inductively coupled plasma mass spectrometry (ICPMS) allow for improved tailings characterisation – but the challenge posed by these techniques is how to use them effectively. Additionally, data sets collected by such techniques must be properly integrated, only then can they assist in the identification of the most appropriate rehabilitation strategies. A study conducted at the Old Tailings Dam (OTD) located at the Savage River Mine, Tasmania allowed for the integrated use of several microanalytical techniques to help evaluate the benefits of a shallow water cover as a potential rehabilitation strategy. Samples (n = 144) from 14 trenches and 11 boring cores (2 m maximum depth) were collected across the OTD. These were subjected to routine acid-base accounting, with a subset subjected to detailed mineralogy using a modified sulfide alteration index (SAI), X-ray diffractometry and mineral liberation analysis (MLA). In addition, representative samples (n = 6) from across the OTD were subjected to laser-ablation ICPMS to characterise the pyrite chemistry. Our results showed that tailings in the northern area submerged under a natural water cover were relatively unoxidised from approximately 1 m depth, with SAI values of 1 to 2. Tailings from the subaerial southern portion were extensively oxidised to approximately 35 cm depth (SAI = maximum 5.8), with fresher materials observed underneath (SAI = 5 to 5.8). Pyrite from across the OTD is enriched in Co, Cu and Ni. Through the integrated application of microanalytical tools, we determined that establishing a water cover of at least 1.5 m depth across the OTD is a suitable rehabilitation option for this historic site. The Bureau of Mines publishes in its ?Minerals Yearbook? a series of indexes on the domestic minerals industry. Among these are the index of physical volume of mineral production, indexes of stocks, and indexes of average unit mine value and implicit unit value, This report describes the material coverage of these indexes and the methods used in their construction. Detailed descriptions are given for several other mineral-oriented indexes regularly published by other government agencies. These descriptions give the index user a better understanding of what each index purports to measure and aids him in selecting the most appropriate index for his purpose.

The interest in using halogens for extracting precious metals from ores has increased due to changes In ore characteristics, environmental concerns and regulations. The rediscovery of halogen leaching capability has been the topic of these and other writers1-30. Much work has been done on the performance of bromine, chlorine and iodine5-29. Of these, bromine and chlorine look most promising. Iodine is quite expensive and sometimes forms an Insoluble film on a precious metal surface22,23. Little experimental work has been published on the relative performance of bromine versus chlorine. The Pourbaix diagrams for the halide leach system (see Fig. 1-4) Indicates a significant stability advantage for bromine In forming complex ions with gold. This should result In greater extraction of gold under similar leach conditions and Is evaluated In this work. The regeneration of halogen from a spent leech solution is a critical requirement for an environmentally acceptable halogen leach process. Bromide can be oxidized In-situ to bromine ~ adding chlorine or ozone2,31. Bromide like chloride can be oxidized In an electrochemical cell to produce halogen on demand 13,15,17. Bromine clearly offers a number of possible regeneration pathways. This work strives to compare the relative ability of chlorine and bromine to extract gold from partially and fully oxidized ores. A commercially pressure oxidized sample was evaluated under a number of experimental conditions. The autoclave feed ore from the same mill was also evaluated after complete oxidation In a laboratory autoclave.

THIS REPORT covers the second in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the construction work contemplated-to sink two shafts on the line of the main tunnel that are designated the Nos. 9A and 11 shafts, to turn off from the No. 9A shaft the Lansford and Lykens laterals, and to drive portions of the main tunnel. An emergency pumping plant, consisting of 2 separate pumprooms, each containing 3 horizontal-type centrifugal pumps of 100,000-gallons-per-minute (g. p. m.) capacity, will be constructed at the No. 9A shaft. From the No. 11 shaft will be turned off the Trevorton lateral and portions of the main tunnel, which will connect with the section driven from the No. 9A shaft. Under the proposed project, the Lansford lateral will be driven for a distance of 2 miles, the Lykens lateral for a distance of 10.56 miles, and the Trevorton lateral for a distance of 20 miles. To drive the Lykens and Trevorton laterals for the distance indicated, several construction shafts and slopes must be sunk to permit efficient and safe construction.

It is not news to anyone in the mining industry that federal action in the prevention and abatement of air pollution has seriously affected the industry both directly and indirectly. It is the purpose of this paper to review how the development of federal action is directly affecting the coal mining industry's number one customer, the fossil-fuel-fired steam generating power plants and, consequently, the industry itself indirectly. In essence, Public Law 84-159 of 1955 as amended by the Clean Air Act of 1963 and its revisions in 1967 and 1970 progressively tightened federal coordination and management of air pollution control programs throughout these United States. The Environ- mental Protection Agency (E.P.A.) set up to direct the programs was charged to establish National Air Quality Standards, Standards of Performance for New Stationary Sources, and National Emission Standards for Hazardous Air Pollutants.

The use of water flowing as a lower layer to reduce pressure gradients in petroleum pipelines was investigated using 17.5 deg. A.P.I. Lloydminster crude oil in a 1-inch laboratory pipe-line and a 21h-inch field pipeline. The method was found to be very effective in reducing the pressure gradient below that for the oil flowing alone. The factor by which the pres-sure gradient was reduced varied with the percentage of water added, and in general exceeded 10 for water contents ranging from 40 to 60 per cent. Within this range of water content the pressure gradient reduction factor was independent of the oil flow rate.
