"The 1980s have proven extremely difficult years for many resource-based organizations. Mining companies have learned how to weather the negative effects of inevitable economic cycles. However, with some notable exceptions, such as gold mining companies, the mining industry has faced a broader and deeper round of cutbacks than any experienced since the 1930s. Downsizing has been a major issue for many mining companies as they have faced the need for dramatic staffing cost reductions in the recent past.The continuing current rapid rate of change in technology and the marketplace, coupled with increasing merger and acquisition activity, will provide an on-going need for some companies to face major reorganization. This inevitably will involve down-sizing activity in some instances.Given this scenario, it is worth reviewing the industry's past experiences to identify approaches and techniques that could prove of value in handling a future staff downsizing challenge. This paper is based upon a downsizing consultant's experiences with the mining industry and other sectors, and highlights what appear to be key staff reduction planning and process issues.Planning for DownsizingA review of companies' downsizing activities of the last few years reveals four key activity stages which need to be addressed to ensure a successful transition. These stages are:1. organization planning;2. developing cost reduction strategies;3. implementing downsizing; and4. building for the future.A business situation that is severe enough to require drastic staff cuts typically affects all aspects of a company's operations. Most mining companies have reviewed cost efficiencies in many operational areas. However, these reviews often have been short term in focus . As a result, some companies have experienced multiple downsizing; each event a response to an immediate economic threat. This has sometimes resulted in an unstable organizational environment, with severe stresses on staff morale and productivity.In the long term it is more efficient and less stressful to the organization to adopt a more comprehensive and longer-term strategy. Especially in capital intensive mining operations, it makes sense to review all areas of business activity, not just staffing."

A project was completed which investigated the efficacy of recycling lead or lead monoxide from various fire assay wastes including crucibles, cupels and slag. The scope of the project was to determine optimal hydrometallurgical parameters so that direct separation and recovery of lead salts was economically feasible. A process was developed from the study which could use either acetic acid or nitric acid as a leachant, followed by several precipitation processes which could directly recover litharge (PbO) or other lead salts, such as lead carbonate or lead sulfate. The economics of the process is discussed. Analytical equipment such as the atomic absorption spectrophotometer and x-ray diffractometer supplied much of the information required for the study. However some novel analytical approaches using these instruments had to be developed to help in the determination of leaching kinetics and process quality control which are discussed.

Prior work at the Bureau of Mines resulted in the successful development of a bench-scale, combination electrorefining-electrowinning method for recycling the lead from scrap batteries using waste fluosilicic acid (H2SiF6) as electrolyte. This paper describes larger scale experiments. Anodes cast from scrap battery lead were electrorefined in a 20-L multielectrode cell for 3 to 7 days. The anodes, containing 2 to 2.5 pct antimony, were ideal for obtaining firm and adherent slime blankets. Cathode deposits, assaying 99.99 pct Pb, were obtained, with current efficiencies near 99 pct. Sludge leaching was done in 100-L tanks followed by filtering in 61 cm square vacuum pan filtersu Lead of greater than 99.99-pct purity was recovered from the filtrate by electrowinning in a 20-L multielectrode cell using insoluble Pb02-Ti (lead dioxide-coated titanium) anodes and pure lead cathodes. The fluo-silicic acid electrolyte depleted in lead was repeatedly recycled to leach more sludge, and there was no problem with impurity buildup. The amount of Pb02 formed on the anodes during electrowinning was less than 1 pct of the total lead deposited on the cathodes, as long as the phosphorus concentration in the electrolyte was greater than 1.3 giL. Emissions of lead in air were less than 10 ~g/m3, well below the proposed OSHA limit of 50 ~g/m3.

Volume I of this report described the demonstration of cross-ridge mountaintop coal mining. This document, Volume II, is intended for use as a supporting document to Volume I. This report describes the MATHMINE Mine Simulation System, a modularized software system used to support the demonstration of cross-ridge Mountaintop coal mining. The MATHMINE Mine Simulation System was used to generate mine plans for coal extraction at lowest cost. The functional details, data requirements and output of the software system are detailed here. The computer program was written in FORTRAN. One module which generates resource location data required the use of SAS?.

MULTIFLUX, a new thermal, hydrologic, and airflow model and software is being developed to solve the flow of heat, moisture, and air in and around an underground opening. MULTIFLUX couples two distinct domains that are solved separately first and re-coupled as an iterative task: (1) the rockmass, and (2) the airway. The airway is solved with a lumped-parameter Computational Fluid Dynamic (CFD) module which is an embedded part of the MULTIFLUX code. The CFD model includes convection, conduction, and radiation for heat, as well as convection and diffusion for moisture transport in an air-filled opening. The CFD model also solves for the airflow field. The surrounding rockmass model may be from any analytical solution, or from a complex thermal-hydrologic numerical model such as NUFT or TOUGH2. The rockmass model is interfaced to MULTIFLUX using a novel technique called Numerical Transport Code Functionalization (NTCF). The method provides fast convergence on a personal computer platform. The paper reports the results of MULTIFLUX simulations for a mine drift, comparing calculations with a known mine climate software, CLIMSIM, and with measured data. Through this validation example, the performance of MULTIFLUX is demonstrated. The results show excellent agreement due to the use of realistic modeling assumptions and boundary conditions.

AIR conditioning, or air cooling, for the improvement of ventilation in the Butte mines has come into increasing use during the past 10 years. In part, the methods practiced have been described in previous publications of the Institute, but some improvements on earlier methods have been made and a number of new features have been developed. This paper is presented as a record of progress made, and for the sake of completeness describes all general features of the work. The need for air conditioning in the ventilation of mines in the district arises from the fact that the temperature of the ground and mine water has shown a very great increase with increase in mining depth, and has now reached a maximum of slightly over 130°F. The most difficult part of the ventilation problem is the maintenance of temperature and humidity of a satisfactory standard in the working places, especially on the lower levels. Although ordinary ventilation is adequate to maintain good conditions in most of the working places it is subject to a number of limitations at great depth. Most important among these limitations is that with increase in depth the air becomes heated before it reaches the working places, both by compression from increase in atmospheric Pressure and by heat transferred to it from rock at high temPerature, so that its capacity for lowering temperatures is greatly reduced before it reaches the operating zone. Increasing depth of mining also increases the distance traveled by the air in its passage through the mine, and this causes a corresponding increase in resistance to air flow, so that there is greater difficulty in maintaining even the same volume in circulation. Thus, in the face of a demand that the ventilating system have a very much greater capacity to remove heat from the mine, the tendency is for that capacity to diminish. The only evident alternatives were (I) the opening of additional air shafts to increase the volume of air in circulation, (2) an extension of the existing system that would be subject to the same limitations, or (3) the adoption of an entirely different method such as air cooling. Fortunately for an economic solution of the problem, the mean annual temperature of the surface atmosphere at Butte is about 40°F., with very low relative humidity in summer, so that there is unlimited natural cooling power at a temperature range adaptable to air-conditioning methods. This report describes Bureau of Mines experiments and reviews the work of others on the exposure of coal and coal-derived products to gamma rays and some other types of radiation. Results are presented on tests of three bituminous coals and a lignite that had been pulverized to minus 200-mesh particles and exposed to 1,000 megaroentgens of gamma irradiation from spent-fuel elements of a nuclear reactor. Of about 20 chemical and physical tests in Bureau work, only mass spectrometry of gases evolved during vacuum pyrolysis of the coals to 450° C gave results indicating differences in the irradiated and unirradiated samples. Mass-spectral distribution curves for CO and CO2 evolution showed fewer irregularities (reversals of curvature) for irradiated coals; thus, mass spectrometry appears to be the most sensitive method for determining radio-induced changes in coal. It is concluded that coal is not significantly altered by gamma irradiation owing to the resistivity of its highly condensed ring structure. High-level gamma irradiation, therefore, is unlikely to prove advantageous in coal processing and utilization. Specially treated coals, because of resistivity of coal to radiation damage, may be useful as an absorbent in processing radioactive wastes.

When electric current of any appreciable magnitude flows from a power line into the earth, a change sometimes takes place in the conditions of resistivity immediately surrounding the electrode or medium of contact. If the conducting medium is composed of moist earth or clay the effect is to increase rapidly the resistance. If the conducting medium is coal or a coal bed, the effect is one of slowly decreasing resistance as the coal is carbonized, If, however, the flow of current is not enough to carbonize the coal, it will dry slowly, with a resultant increase in resistance. Measuring ground resistance, or impedance, with conventional commercial ground testers does not always indicate the current that will flow in the earth circuit from a direct-current or an alternating-current power circuit. The exact reason for this has not been determined however, it is thought to be due to the comparatively minute currents used for such testing. A typical ground, tester used by the authors for this work indicated a maximum current of 25 milli-amperes. The frequency of this testing current also has an effect on the readings in all probability. While the possibilities of the effects of varying frequencies has by no means been fully explored in this investigation, there are very definite indications that the impedance of a circuit through a section of earth will vary in some inverse relationship to the frequency of the applied voltages. This is evident at ordinary power-line frequencies ns well as at higher frequencies up to 200 kilocycles, which was the highest frequency available for tests in this investigation. This report is written in the hope that it will stimulate further investigation of the possibilities suggested for communication and the development of safety devices for increased electrical safety in coal mining.

This paper describes some of the latest improvements that have been incorporated or planned by the Cleveland-Cliffs Iron Company to reduce operating costs and improve pellet quality. The Cleveland-Cliffs Iron Company operates and manages mining, beneficiation, and pelletizing operations in Michigan, Canada, and Western Australia. This paper deals with the grate-kiln pelletizing operations at Republic, Humboldt, Tilden, Empire, and Pioneer in Michigan, and the Adams and Sherman in Ontario, Canada. Table I characterizes .each operation in regard to location, ore type, pellet capacity and date that pellets were first produced. All of the operations with the exception of Pioneer and Tilden, utilize downdraft-two-pass grate cycles of drying followed by preheating. Pioneer utilizes an all-downdraft, three-pass grate cycle which consists of three drying zones followed by the preheat zone. The Pioneer and Tilden cycles have been described previously. (1) (2)(3) Tilden utilizes a three-pass grate cycle with a stage of updraft drying, followed by two downdraft drying stages. Recuperation systems which supply hot gases to a drying zone from second stage cooling were designed and furnished for Tilden I. Tilden II will be identical. Empire IV will also be furnished with a recuperation system. The Adams grate-kiln system was retrofitted with a recuperation system. This paper will summarize some of the efforts that are in effect or planned for grate-kiln pelletizing systems to (1) reduce operating and maintenance costs, (2) reduce energy requirements, (3) improve product quality, and (4) meet environmental standards.

Northern Australia leads in world-class mineral deposits' is a bold statement. First there must be a starting point. Land north of the Tropic of Capricorn (23¦ 26' 5") will be regarded as Northern Australia covering nearly 40 per cent of the land surface of Australia. As opposed to land south of the Tropic of Capricorn, it should be regarded as Tropical Northern Australia and for the sake of brevity, (TNA) Refer Figure 1. Apart from the tyranny of distance from centres of power and population in the temperate zone, it suffered in the past from the belief that the tropics are unsuited for European workers and from the lack of infrastructure. Outstanding mineral deposits of iron, base metals, gold and diamonds, discovered and developed in the past three decades, provided the substance for the title. There are many world-class mines producing and there are mineral deposits neutralised through Government policy. TNA can maintain its lead in world-class mineral deposits provided Government policy will stop partitioning the land and decreasing that available for exploration. Let's look at what we have that is world-class. In Western TNA iron ore deposits at Paraburdoo, Mt Tom Price, Marandoo, gold at Telfer, diamonds at Argyle. In central TNA uranium at Ranger and Jabiluka, lead-zinc-silver at McArthur River, gold at the Tanami, manganese at Groote Eylandt and bauxite at Gove. In eastern TNA Mt Isa, Hilton, Century zinc-lead, bauxite at Weipa, gold at Kidston, Mt Leyshon, magnesite at Yamba and coal mines in the Bowen Basin. Those mines or deposits stand out yet are only an indication of the numerous lesser mines and of mineral deposits depending for development on market demand and/or changes in Government policy, eg 'The Three Mines' policy. Very large areas of mineral rich structures in the western, central and eastern parts of TNA are concealed below flat lying comparatively young unmineralised sediments. The Great Artisan basin sediments in eastern TNA can and do host oil shale and non metallic minerals. Nearly 40 per cent of western TNA is covered by the Great Sandy Desert. The Canning Track, with a series of 54 wells, was constructed by surveyor Alfred Canning in 1908 - 1910 with great difficulty. It extends 1700 kilometres from Halls Creek in the north to the gold town of Wiluna in the south, through the Great and Little Sandy Deserts. Gold explorers are following favourable structures extending to the north east below the sediments and sand hills covering the track. Half of central TNA's mineral structures are concealed by the Tanami desert and the Cretaceous sediments covering the pastoral regions of the Barkly Tableland and the Daly Waters to Top Springs pastoral areas. The Georgina Basin in the south eastern section is part of the concealment.

CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

Copper obtained via pyrometallurgy is produced by seven smelters, which have carried out modernization plans to increase smelting capacity or to achieve environmental regulations established in the Chilean legislation. Thus, the present work updates technological innovations in smelters, environmental regulations and presents solutions for SO2 handling, particulate matter and arsenic. Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

The Bureau of Mines used a statistical approach to evaluate the effects of temperature, current density, and composition of the electrolyte on the purity of boron prepared by electrolysis of a fused mixture of boric oxide in potassium fluoborate. The quadratic equation which best fits the data was calculated for a temperature of 650° to 850° C, a cathode current density of 40 to 1,150 amp/ft2,and a boric oxide content of 0.3 to 7.1 molal. The best products, better than 95 percent boron, were obtained when the current density was less than 2 amp/ft2 and the boric oxide content was less than 2 molal.

A segment of high-pressure steel petroleum pipeline needed to be replaced on a hillside and beneath a waterway within an existing right-of-way containing multiple petroleum pipelines. The pipeline replacement required excavation of sedimentary rock to allow placement of the new pipe. As a result of an existing right-of-way limitation, steep slopes, and hard rock, blasting would be required as close as 7.8 meters (25 feet) from two operating pipelines. Existing pipeline company standards would have effectively precluded the construction of the replacement pipe by blasting rock. To facilitate the required construction and evaluate actual pipe stress during blasting to ensure pipeline integrity, a comprehensive evaluation methodology was developed by a team of pipeline, mechanical, geotechnical, instrumentation, and blasting engineers. A total of 60 strain gages were affixed to the steel pipe and seismographs were buried at the surface near the blasting area. Test blasting allowed pipe stresses with corresponding ground motion to be monitored. A conservative analysis approach evaluated individual peak strains and revealed that only small pipeline strains, and therefore stresses, were induced in the pipeline as a result of blasting. This evaluation allowed specific procedures to be developed to inform the blasting operation of maximum explosive loading and minimum charge distances. Additionally, this effort provided the pipeline operator with appropriate pipeline operating pressures during blasting activities to limit total stresses in the pipeline to be below allowable stresses imposed by code, regulators, and company operational limitations. Recommendations were developed to measure the blast generated ground vibrations with seismographs buried at the depth of the pipe, near the pipe, and limit the ground vibrations from blasting to 150 mm/s (6 in/s). If ground vibration intensities of 120 mm/s (4 in/s) or more were observed, additional engineering review is recommended. Finally, all blasting would be suspended and all activities reviewed at peak ground vibration intensities of 230 mm/s (9 in/s). The evaluation effort resulted in effective and efficient construction of the pipeline replacement and allowed the pipeline operator to better understand blasting induced stresses on their assets.

The use of uranium metal in non-ferrous metallurgical practice is dis-cussed with reference to its alloying behaviour and chemical activity. It is suggested that the more promising applications are in the treatment of molten metals to combine with impurities. Mines Branch work along these lines is described for copper, zinc, magnesium, aluminum and nickel alloys. It is shown that a cop-per-uranium master alloy (25 per cent U) successfully deoxidizes molten copper without detriment to the electrical or mechanical properties of the product at residual uranium levels of up to 0.8 wt. per cent. Additions of uranium to alpha brass in amounts greater than the lead impurity content were found to remove the deleterious effect of lead on hot-workability. Similar deoxidizing and malleableizing effects were found with uranium additions to nickel. It is thought that uranium forms stable intermetallic compounds with many impurity elements. A significant malleableizing effect can therefore be expected in the presence of other elements besides lead.
