Lidding over or tunneling existing transportation infrastructure is currently under review in several U.S. cities. The main reasons for this are the use of the created space for urban development, the reduction of noise and exhaust fumes for the residents, and, thus, a significant increase in the quality of life. The main aspects to be considered during the planning process are (1) total investment and operational costs, (2) impact of construction works on current traffic, (3) safety and fire protection, and (4) socio-environmental issues. The paper presents some basic planning principles, and experiences of recent urban highway coverages are shared.

The U.S. Bureau of Mines characterized Hg-containing wastes and used a thermal-desorption process to remove and recover the contained Hg. The wastes were generated by an electrical-parts plant engaged in the assembly of Hg-containing switches and contained phenolic resins and paper insulating materials mixed with soil. The average Hg content was 396 ppm. Numerous characterization tests showed the Hg was tightly absorbed and could not be removed or concentrated by leaching or gravity separation techniques. Laboratory retort tests showed the Hg content reduced to < 16 ppm in 2 h at 400 °C; rotary-kiln, thermal-desorption tests required 4 h at 450 °C. Airflow through the retort im¬proved thermal-desorption efficiency, but vacuum operation only slightly reduced the temperature needed for thermal desorption. Offgases from decomposition of organic materials were burned in a high-temperature afterburner and subsequently cooled in a heat exchanger to condense water vapor. Finally, the Hg vapor was condensed and absorbed from the offgas by activated charcoal. Mercury recovery was over 99.99 pct of the desorbed Hg. Thermal-desorption processes have had wide application to many Hg-containing wastes, and historical experience in Hg mining has demonstrated its potential cost effectiveness.

"Despite the availability of established, sophisticated methods for planning and designing stable slopes in rock, comparatively little attention is usually paid to the problems of carrying out the excavation. Blasting should be carefully planned to obtain optimum fragmentation as well as steep, stable working and final pit walls. The principal difficulty facing a blast designer is the lack of prior information about the many critical blasting characteristics of the rock mass. The common practise of trial-and-error lasting will eventually lead to a suitable program, but must be repeated time after time in variable geology. This frequently results in many blast-damaged slopes. Recent research indicates that monitoring drill performance will yield a Rock Quality Index which correlates to a Powder Factor value. The drilling can provide a continual supply of data, reflecting changes in the rock mass which enables the selection of an economical powder factor.IntroductionWhen planning to excavate a large-scale rock slope, engineer s will generally spend considerable effort to produce a safe, feasible and economical design. Much time will usually be spent on the field map ping, &apos;structural geologic studies, surface and subsurface hydrology, determination of strengths and effective friction angles of discontinuities, and finally checking stability with the aid of mathematical and analytical models. If the rock cut is to be along a transportation corridor, the prime justification for this time and effort is to produce a clean, stable slope which will be safe for those travelling or working beneath it. For the walls of an open-pit mine, there is the additional economic incentive to maintain the steepest stable slope angle for the minimum stripping ratio (Stewart and Kennedy)."

"A ‘geologically constrained’ orebody model has long been hailed as vital for a Mineral Resource statement that is compliant with the South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code). In this paper, the requirements for geological modelling as contained in the outline for the SAMREC Code are considered, and whether the new modelling software available on the market is a ‘black box’ or is better for modelling than traditional methods of wireframe creation.Implicit geological modelling is a technique that uses a radial basis function to establish and update geological models relatively quickly and efficiently from borehole data, outcrop data, manually interpreted vertical or horizontal sections, and structural data. Assays and any coded drill-hole data, such as lithology and alteration, can be interpolated.Leapfrog Geo software is an example of this new approach to geological modelling. A case study of a short training course in geological modelling for non-geologists at the University of Witwatersrand, as part of the Higher Certificate in Mineral Resource Management, is presented. The benefits of this type of geological modelling software are considered for this type of assignment as well as for mining industry applications.The use of geological models in mine planning is reviewed and a case study is presented comparing the variations in mine plan design and financial output of 13 final-year Mine Design projects from the University of the Witwatersrand School of Mining Engineering. These designs were all based on the same geological model created in the traditional way, and yet the resultant mine designs were significantly different, with very different resulting financial outlooks for the project. This raises questions as to how significant a very detailed model in the pre-feasibility and feasibility phases of projects really is, considering the huge costs involved in gathering the required data to build a SAMREC-compliant geological model."

Fine coal cleaning by froth flotation has become common practice in the U.S. with more than 80,000 tons treated in this way per day. In spite of this large tonnage, developments in the automatic control of coal flotation circuits have lagged significantly behind those for mineral systems. One reason such developments have been limited is that instruments have not been available for the on-line measurement of carbon or ash and another critical variables in coal slurries. A second reason is that the influence of the operating variables on coal flotation has not been completely understood. During the last few years some of the required instrumentation has been developed and an improved knowledge of the flotation process itself has occurred through mathematical modeling; as a result certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, DYNAFLOAT. After constructing a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables have been analyzed. In order to develop combined grade and recovery control strategies, the authors found it necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known final, feasible grade/recovery operating conditions. Finally, an advanced strategy which uses an on-line model to identify disturbances and take control actions is proposed.

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. In view of the limited reserves of good-quality coking coals in South Africa, Iscor has been involved in direct reduction since the middle sixties. Since the early seventies, its interest in direct reduction was stimulated further by a swing towards&apos; continuous casting, which, in turn, contributed to a shortage of the scrap supply for electric-arc-furnace (EAP) steelmaking. Mining has been typified of late as a boom and bust, cyclical industry operating against a steady decline in the size and quality of mineral deposits. Decreasing deposit grades and increasing costs of traditional mining techniques, all in the face of another commodity downturn, are forcing mining companies more than ever before to seek out new and innovative ways to operate. New technologies are emerging to model, control and track resources through the mining value chain, to move material about mines more efficiently, and to identify and separate ore from gangue early in the extraction process.Discovering such technologies however is only the first challenge for mining companies. Actually implementing technological change successfully has proved to be an even bigger challenge. Like for many industries, fulfilling the promised benefits for the expense and timing envisioned, has not been easy when innovative technologies are introduced.Citing the author’s insights and experiences in a number of emerging technologies, this paper explores barriers to implementing technological change in the mining context. Key elements of a change management framework, first developed for implementing mine management systems, are described to give mining executives insight into how they and their organisations can succeed through technology-driven change.CITATION:McCarthy, B, 2016. Modern electronic devices and systems used to enhance miner safety and health are becoming commonplace in underground coal mines. The ability for these devices and systems to function properly in the presence of electromagnetic emissions from other electronic and electrical devices and systems is not entirely understood. To investigate potential electromagnetic compatibility issues of critical mine electronic devices and systems, researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting surveys of electromagnetic emissions in underground coal mines. This paper presents the measurement system, methods, and results of electric field electromagnetic emission surveys conducted in three underground coal mine environments in the frequency range of 10 kHz to 1000 MHz. The survey data show that in some environments electric field electromagnetic emissions in underground coal mines approached or slightly exceeded limits as defined by other industrial sectors.

This Bureau of Mines report presents a statistical study of the repeat abilities of coal-plasticity parameters obtained in the tests with the Gieseler plastometer and the Audibert-Arnu and Hoffmann dilatometers. Repeatability is expressed in terms of one or two standard deviations for the differences between duplicates. The statistical method employed here is summarized. Results are tabulated for the temperature and nontemperature parameters of the three tests.

"The use of autogenous mills has become widespread, owing to their capacity and favorable capital and operating costs. Optimal operation of these systems is critical, given their high energy consumption and effect on downstream processing. A considerable effort has been spent over the years in the development of advanced control systems to achieve a better performance in this regard. However, despite significant advances, the problem still remains challenging, owing to the nonlinear behaviour of the system with respect to the mill variables, and, the unmeasured ore variability come from the mine.The mill load, in particular, can be seen as a state variable of the mill, which could be important for; modelling and control, and, important insights into the mill behaviour. In this investigation, time series cluster analysis was performed using online mill load measurements in order to identify the different control states of the mill. More specifically, this time series was divided into short non-overlapping segments. A distance matrix was set up for each segment and the information was captured by means of textural features, similar to that used in multivariate image analysis. These wavelet and grey level cooccurrence matrix features could subsequently be used to rapidly identify the normal operating conditions from the feed disturbances in the mill.In principle, the methods and models presented here, once suitably validated and calibrated, could be used in online process monitoring of autogenous mills. They also could serve as a foundation for developing more advanced process control models."

"The Copper Isasmelt process has been developed over the past 15 years by Mount Isa Mines Limited (MIM) and the Commonwealth Scientific and Industrial Research Organisation (CSIRO). The first two commercial plants were commissioned in mid 1992.The results of four heat balances on the Mount Isa plant are presented. At a smelting rate of 98 t/hr of chalcopyrite concentrate plus 14 t/hr reverts, the total heat generated was -91MW. Approximately 39% of this energy came from coal, while 50% of the energy reported to the process waste gas. To a first approximation the furnace is near chemical equilibrium.The impurity distribution in the Mount Isa plant was presented. Approximately 91 % As, 85% Cd, 75% Bi, 68% Zn, 60% Sb and Tl, 45% Pb and 30% Te in concentrate was eliminated from the matte.The ""bubble"" frequency of the gas cavity below the foot of the lance was measured at -2. 1Hz. Side bands displaced by -l.lHz modulated the bubble frequency. This was consistent with radial gravity wave motion in the slag bath. The two processes, gas bubbling and wave motion appeared to be coupled together; the bubble frequency was twice the slop wave frequency. Sylvite of Canada, a wholly owned subsidiary of Hudson Bay Mining and Smelting Co., operates an 8000 TPD potash mine and refinery located nine miles North East of Rocanville, Saskatchewan. Prior to Hudson Bay&apos;s entry in 1968 into potash mining and refining, it was one of the more traditional and conservative Canadian Mining Companies whose principal business had been for many years a successful copper-zinc mining and smelting operation located at Flin Flon, Manitoba. The potash reserves being mined by Sylvite were acquired through the acquisition of Francana Oil and Gas. This acquisition was at the time when several major potash mines were being developed or had recently been brought into production in the Province. These mines are owned by either very substantial Canadian Mining Companies or Multi-National Mining Companies with considerable potash mining experience. At that time, it became very apparent because of the new mines coming into production, potash mining and refining would quickly become a very competitive industry. Because of long term considerations, Hudson Bay decided to proceed with the development of its potash reserves, recognizing the Mine and Refinery would have to be the most advanced available in order to successfully operate. This report deals with the mining operation at Sylvite and the degree of success Sylvite has achieved.

Mr. William. J. Montgomery in his book "Theory and Practice on Mine Ventilation stated "Ventilation is vitally important to underground mining for three reasons: First, it sweeps all workings with a plentiful supply of air and drives to the outside the smoke, gases, and contaminated air which would be injurious to the miners; second, it dilutes and renders harmless the explosive gases emitted from the strata, thus eliminating the dangerous conditions caused by the accumulation of these gases; third, it keeps the mine air as nearly as possible of the same composition as the outside air, thus giving to the miner the healthiest possible condition in which to work...." Specific methods to achieve the above basic reasons for mine ventilation were established in the Federal Coal Mine Health and Safety Act of 1969. Sections 303(y)(1); (y)(2), and Section 317(f)(4) of the Act, which can be broadly described as entrapment features, are controversial and debatable in the minds of many mining engineers in their intent and method for affecting, 303(y)(1) in certain cases prohibits the use of belt haulage entries as an intake for face ventilation, This is to say that air traveling in a belt entry will be placed into the returns and not used for face ventilation, 303(y)(2) limits the velocity of the air on trolley haulage entries. The regulations, as published in the Federal Register, have set this limit at 250 feet per minute unless a higher velocity is approved by the District Manager.

"Mineral deposits require substantial amounts of energy to transport and be processed into useable form, and as such present a real processing challenge in that the deposits are never homogeneous and ore body compositional characteristics are all over the map! Extracting the desired mineral(s) from the deposit at sufficient profit margin, despite severe fluctuations in market price, requires process automation architecture capable of supporting an integrated enterprise solution. Such an architecture will encompasses the activities of individuals, process units, process areas, plant level activities, mine management and business planning and accounting systems. Key to the automation process is the aspect of value generation. This paper brings together the various requirements for the automation of a mining enterprise and presents the different aspects of how to obtain value across the entire mining operation.INTRODUCTIONMinerals’ processing sites are historically long lived, 20 year life of mine is not uncommon and 75 years is not unheard of. Considering that hardware technology advancements are introduced every six months, or less, it is prudent to select process automation systems that adhere to “open” industrial standards versus proprietary based systems. In the minerals processing industry, the key to survival is driving the cost of production per unit volume to the lowest possible level and provide enough profit to sustain operations. Control system architecture and Business information technology are rapidly becoming important tools in the quest for productivity. Getting key dynamic business performance information at the right time to the right person or process unit is crucial to successfully achieving corporate goals. The process automation architecture selected must therefore be able to integrate to the various networking enterprises and business systems.The mining industry is generally known as an “extractive” industry that is very physically-oriented with respect to operations and the activities in which workers engage. Large numbers of people performing manual tasks in difficult surroundings, produce very variable outputs. But, times are changing – and so are industry best practices. While the nature of work still consists of activities such as ore extraction, ore movement, ore concentration, refinement and logistics, automation innovations are starting to change the nature of many of the production steps. The industry has transitioned from requiring more physical activities by workers, to more information management, automated control and collaboration within the operation. Humans are good at situational intervention and non-linear reasoning and do best when empowered with an overall production perspective. Machines and automation are good at repetitive functions, steady state operation, and managing transitions. Thus, a combination of advanced technology solutions, reliable and useful information and full human contribution are necessary to mining operations for value generation."

"Best practice for acid rock drainage (ARD) risk assessment still relies solely on the geochemical properties of sulfidic rocks and mineral processing products, despite the fact that a rockÆs tendency to produce acid also depends on mineralogy and texture. Consequently, there are a plethora of geochemical tests routinely utilised by the mining industry to predict ARD formation. Due to limitations associated with these tests and their relatively high costs, analysis of recommended best practice sample numbers is rarely achieved, reducing the accuracy of waste management plans. Our research addressed this through examining the application of geometallurgical data for predicting acid formation, and led to the identification of potential environmental geometallurgy indicators.Samples obtained from an iron-oxide copper gold deposit were subjected to the geochemistry-mineralogy-texture (GMT) approach, an improved methodology for classifying acid forming potential. GMT results were compared against geometallurgical and assay data sets to evaluate: relative carbonate content measurements (measured by HyLogger) and identify how these could be used to calculate effective acid neutralising capacity mineral hardness (measured by EQUOtip) to determine application of this data for calculating lag-time to acid formation opportunities to automate the acid rock drainage index (ARDI) using classified images produced by a GEOTEK logger and automated microscopy.Links between the GMT approach and geometallurgical data sets were identified. Classified mineralogy data has application at stage one, HyLogger and EQUOtip at stage two and computer-based ARDI evaluations of classified images at stage three. Through such integration, ARD characterisation costs can be reduced, with value added to geometallurgical data sets. Furthermore, deposit-wide ARD domaining is possible, and acquisition of total-orebody knowledge more likely. Through adoption of this environmental geometallurgy approach, a better informed waste management plan can be formulated, allowing for best practice ARD sampling in a more cost-effective manner.CITATION:Parbhakar-Fox, A, Lottermoser, B and Bradshaw, D J, 2013. Gontermann-Peipers GmbH (GP) Germany developed a new, high alloyed steel grade for the manufacturing of back-up rolls. The advanced GP double pour casting processes provide highest flexibility in being quite open in rolls work layer chemistry and hence microstructure with no influence on core respectively neck properties. GP took the process advantage to provide a brand new back-up roll grade with remarkably reduced roll wear while operating with textured work rolls. In the meantime several successful trials have been made with this new roll grade on different Skin Pass Mills. As a result the performance of back-up roll and thus availability of mill will be improved while specific costs for mill will drop. This quite new back-up roll grade has recently been launched. As next step increasing the field of applications is under progress.

As part of a general plan for control and economic utilization of the waters of the Missouri River Basin as well as development of its inherent power resources, the Corps of Engineers of the United States Army has under construction a rolled earth dam near the site of old Fort Randall in South Dakota. The dam is in Charles Mix and Gregory Counties on the Missouri River at a point about 922 miles above its mouth. It is approximately 125 air-line miles southeast of Pierre and 55 miles southwest of Mitchell, S. Dak. The storage reservoir to be formed by the dam will extend upstream for 150 miles and, at maximum operating pool level, will cover an area of some 107,000 acres. It will have a storage capacity of 6.2 million acre feat.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

For decades, tunnels of all types have been a significant part of our infrastructure. In particular, water tunnels carry millions of gallons of fresh water every day to major metropolitan areas and surrounding communities. As a critical piece of public health infrastructure, it is important to inspect the condition of these tunnels regularly to ensure reliable and continuous operation. A specific challenge with water infrastructure is that it’s often difficult or impossible to shut down the system for long periods of time to perform the needed inspections. The latest method of tunnel condition assessment is the use of hybrid reality 3-D scan data. Photogrammetric and LiDAR based 3-D data ensure a reliable and objective view of tunnel conditions. The data can be used to support a detailed digital inspection including the compilation of databases that consist of a wide variety of deficiencies such as cracks and spalls within the structure. Mott MacDonald, a design engineer company worked closely with Dibit, used a 360-degree scanning system to collect high-resolution photogrammetric and LiDAR data on a recent project involving a water tunnel. The allows for full 360-degree coverage of the tunnel surface including a water covered invert. It operates at walking speed and ensures a fast and reliable data acquisition which can reduce the time of tunnel shutdowns. Several allocated inspection weeks can reduce to few days, with the final work product being a higher quality and more complete deliverable than traditional inspection methods would have provided. The true-color 3D-model has a photo resolution of 1 × 1 mm (0.039 × 0.039 inches) which makes cracks visible with a width of down to 0.3 mm (0.011 inches). The assessment of water tunnels, its technical challenges and the results of the 3D-tunnel inspection case study are illustrated and described in this publication.
