The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

Nautilus Minerals (Nautilus) is following the lead of the petroleum industry as it strives to tap vast offshore resources. Planning is well underway for the Solwara 1 Project in the Bismarck Sea, Papua New Guinea (PNG) to recover high-grade seafloor massive sulphide deposits in 1600 m water depth. The deposit contains an average copper grade >10 times higher than a typical land-based porphyry copper mine. The high grades combined with a relatively small amount of overburden ensure the Solwara 1 Project will have a significantly smaller physical footprint than its land-based counterparts. Offshore minerals production also has the advantage of minimal social disturbance. Nautilus is dedicated to setting a high environmental and social responsibility standard. Nautilus recognises the importance of transparent and inclusive stakeholder engagement and has taken a proactive approach to involve as many key stakeholders as possible. One of the first steps in the permitting process in PNG is the preparation of the Environmental Inception Report, which describes the project, its envisaged impacts and the proposed studies for the Environmental Impact Assessment (EIA). Local (PNG-based) and international environmental scientists, anthropologists, NGOs and other experts were involved in the definition of studies conducted for the Solwara 1 EIA and a team of world-leading experts was involved with carrying out the studies, culminating in the preparation of the Environmental Impact Statement (EIS). To ensure transparency, collaborating researchers are free to publish their findings. Following its submission, the EIS was made available for public review and public hearings were held at several locations. The EIS has also undergone a rigorous independent review by PNG government-engaged consultants. Outside the permitting process, Nautilus works alongside government officials to carry out ongoing community consultations. Information dissemination and feedback acquisition has also occurred through the Nautilus website and attendance at a number of international conferences, workshops, and meetings. This paper will outline the leading edge approach Nautilus has taken in completing the environmental impact statement for the world?s first deep seafloor copper-gold mine. In addition, this paper will review the permitting process and the government and stakeholder engagement undertaken as part of Nautilus? desire to ?do it right? in this exciting new industry.

"When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. It briefly outlines new civil liabilities under Canadian securities laws that increase the possible consequences for not complying with the technical disclosure standards.These materials are provided for general information purposes only and do not constitute legal advice. Mining is a global industry. The conference is a good example of this, as itÆs jointly organised by professional associations from Canada, Australia and South Africa, and has attracted speakers and delegates from around the world. I commend the organisers for their initiative. I am pleased to be asked to participate in this panel û although I would hasten to add I see myself as perhaps an informed observer rather than an expert. It wonÆt be news to most in this room that AustraliaÆs mining sector is booming. As one of the most productive and diversified mineral regions in the world, this activity is also something that has not escaped the attention of CanadaÆs largest mining companies! This means that I follow what is happening in the industry and more specifically what might be occurring here. Two-way investment between Canada and Australia stood at $9.8 billion in 2005 with Canada as the seventh largest overall investor in Australia with $8.22 billion in investments. The majority of this investment is by Canadian minerals and metals companies. In recognition of the importance of Canadian investment in this sector in Australia, I maintain close contact with our companies. By way of example, in the past two months I spent a week in Western Australia visiting Perth and meeting with companies for example, like Teck Cominco and LionOre as well as seeing various Barrick Gold operations in Kalgoorlie. I attended the opening of AlcanÆs new Asia Pacific Headquarters in Brisbane in August and just two weeks ago was in Cowal, NSW for the opening of BarrickÆs new mine there. Having met with BHP Billiton in Vancouver, IÆm equally aware of active Australian mining interests in Canada. This is not designed to indicate how active I am but rather to demonstrate the dynamism in the mining industry and the diversity of Canadian mining interests in this country and Australian interests in Canada.

THE resolution presented at the Annual Meeting of the A.I.M.E., calling on Congress to provide now for postwar accumulation of mineral stock piles under Government control, expresses, I think, the nearly unanimous view of the mining industry. As a result of the trying experiences of the first World War, Mr. Baruch, in his report of Dec. 24, 1919, to the President, urged that steps be taken at once to ensure adequate supplies of raw materials for future emergency. In the twenty years that followed, the same program was vigorously urged on Congress by many individuals and agencies, public and private, including the Secretaries of War and Navy, many members of Congress, the Bureau of Mines, the Planning Committee for Mineral Policy appointed by President Roosevelt, the A.I.M.E., the Mining and Metallurgical Society, and others.

The Bureau of Mines performed a study of the availability of cobalt from market economy countries. The study entailed the detailed analysis of 97 deposits which contain 3.9 billion lb of cobalt at the demonstrated level; in 94 of the deposits cobalt is recovered as a byproduct, and in 3 it is considered the primary product. Since 97 pet of all recoverable cobalt is derived as a byproduct from copper and nickel deposits, the report focused on these two sources. At an assumed market price of $0.89flb for copper, $3.45/lb for nickel, $475/tr 021 for platinum, and $7/lb for cobalt, 1,330 million lb of cobalt at the demonstrated level are potentially available. This total includes 1,105 million lb of cobalt from copper properties, 190 million lb from nickel, 29 million lb from platinum, and 6 million lb from primary cobalt. This analysis indicates that the production cost for 589 million lb of cobalt can be totally covered by the revenues obtained from the other metals produced. The impacts of increases in capital investment and energy costs are also discussed.

Standard methods of determining clay mineral powder aspect ratios involve manual scanning electron microscopy analyses of shadowed particles in order to measure both platelet thickness and diameter. We present a method whereby the diameters of platelets are quickly determined by automated scanning electron microscopy and their images are recorded and digitally transferred to a transmission electron microscope equipped for parallel electron energy loss spectroscopy. Thickness' of platelets whose diameters are known from the previous analyses are determined by measurement of the ratio of scattered and unscattered electrons in the beam after it has been transmitted through the platelet.

In the course of its investigations on the properties of coal and in rendering fuel-inspection service to other agencies of the Government, the Bureau of Mines has accumulated a comprehensive file of coal analyses that includes data on virtually every coal field of commercial importance in the United States. As knowledge of the composition of coal is potentially valuable to every user of coal, the Bureau publishes its analytical records. Before 1921 such publications contained analyses of coal from all parts of the United States; individual analyses or average analyses of a series of shipments of coal were given with the name and location of the mine producing the coal. Beginning in 1921 the analyses were published by separate States because the quantity of data had become so great. The separate papers published to date, with Bureau of Mines Technical Paper numbers, are as follows: Alabama, 347; Arkansas, 416; Colorado, 574; Illinois, 634 and 641; Indiana, 417; Iowa, 269; Kansas, 455; Kentucky, 30S; Maryland, 465; Missouri, 366; Montana, 529; New Mexico, 569; Ohio, 344; Oklahoma, 411 ; Pennsylvania (bituminous), 590; Tennessee, 356; Utah, 345; Virginia, 365; Washington, 491 and 618 (618, published in 1941, supplements 491); West Virginia, 405 and 626; and Wyoming, 484. From time to time the various papers will be revised to include later analyses and other data. The Bureau of Mines annually receives many inquiries as to the composition of coals obtained from specific localities or, conversely, as to the localities from which a given kind of coal may be obtained. This paper presents a summary, in tabular form, of the composition of commercial coal resources of the country. Specimen analyses are given exemplifying the analysis of coal mined in each coal-producing county, or, where it was feasible, coal from each bed in each county; also, ranges of analyses, within which the composition of most of the coal represented will fall, are given where there were enough analyses to permit satisfactory determination of the ranges. In addition, the degree of metamorphism from lignite toward anthracite of much of the coal is indicated by the classification by rank. This classification reveals to more experienced users of coal some of the general properties of coal, that is, whether the flame will be long or short, whether the coal will cake in the fire, and how it is likely to behave on exposure and in storage.

Microwave (MW) energy has been used widely for several decades for communications, food processing, wood drying, vulcanization of rubber and medical therapy. Recently, this technology was found to be capable of successfully sintering ceramic and metallic powder materials, with the advantages of reducing soaking times and sintering temperatures. Unlike conventional heating, MW radiation works through the absorption of the microwave energy by a material placed in an electromagnetic field within the microwave cavity. A far more efficient heating process is produced due to the unique ability of microwaves in selectively heating a pecific part of the material with desirable dielectrical properties. This exploratory research was initiated with the objective of locally sintering the thermal barrier coating of gas turbine components using MW radiation. This novel technique may allow repairing of the component without subjecting the entire piece to unnecessary elevated temperatures and reduction of process time and cost. Y ttria stabilized zirconia was used in this study and sintering was conducted using a multimodal 1.2 kW microwave facility. Three configurations of heating setup were experimented and the preliminary results will be discussed in this paper.

Adsorption isotherms previously determined by in-situ Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS) for oleate adsorption at calcite and fluorite surfaces near pH 9 and at various temperatures are compared. Results indicate that, at both mineral surfaces, chemisorption occurs at equilibrium concentrations below approximately l x l0-5 M oleate while calcium dioleate surface precipitation occurs at higher equilibrium oleate concentrations. The extent of chemisorption at the calcite surface is 3 to 5 times less than that at the fluorite surface while the extent of calcium dioleate surface precipitation on calcite is nearly a magnitude larger than that on fluorite. However, for both minerals, surface precipitation decreases with increasing chemisorption. Contact angle measurements and flotation recoveries show the hydrophobicity of fluorite to be greater than that of calcite at each of the temperatures and oleate concentrations studied. Significant differences are noted only in the chemisorption region. Unlike calcite, the hydrophobicity of fluorite was sensitive to the presence of oxygen in the system. Multichannel Laser Raman Spectroscopy (MLRS) showed this behavior was caused by the double-bond reactivity of adjacent chemisorbed oleate molecules and subsequent formation of an epoxide/polyether complex at the fluorite surface. Such a reaction product could not be detected at the calcite surface. These differences in adsorption density, hydrophobicity, and polymerization behavior are discussed in terms of the intrinsic surface properties of the minerals.

This paper presents the beneficial effects of non-oxidative leaching of final and intermediate copper sulfide concentrates with sulfuric acid prior to the final cleaning stage of flotation. This unique process, combining leaching and flotation, appears to be advantageous for difficult-to-treat carbonate-bearing Polish copper ores, such as those processed in copper concentrators at KGHM Polish Copper. It was shown that after the chemical decomposition of about 70 % of the total carbonates naturally present in the flotation feed, a considerable enhancement of subsequent flotation results (both grade and recovery). The resulting products of non-oxidative leaching are solid hydrated calcium sulfate (gypsum), soluble magnesium sulfate and gaseous carbon dioxide. The beneficial effect established by the laboratory leaching tests was subsequently confirmed during a pilot plant operation treating final copper concentrate and a problematic intermediate concentrate at the Lubin concentrator.

"Smelting of copper-gold ore from nearby Rossland mines started at Trail in the 1890s. As ore from the Rossland mines became exhausted, lead smelting offhand-sorted galena orefrom other British Columbia mines was initiated. With the development of flotation technology for the separation of lead, zinc, and iron sulphides in the first two decades of this century, the large Sullivan orebody at Kimberley, British Columbia, became the foundation for the growth of a major zinc and lead smelter at Trail. Lead smelting began in 1901, electrolytic zinc in 1916, and by 1984, the Trail metallurgical complex had produced 10 million tons of each metal. Its present capacity is 270000 tonnes per year of zinc and 110 000 tonnes/year of lead.This paper reviews the history of technological changes in the Trail production plants, emphasizing the zinc plant modernization program started in the 1970s, and also the planned introduction of the QSL oxygen lead smelting process in the late 1980s. Lead modernization will increase production capacity to a maximum of 160000 tonnes per year.IntroductionCopper-gold ore was discovered at Rossland, British Columbia, in the year 1890, starting a mining industry that was to last over three decade s. Selected ore was at first transported at high cost to distant U.S. smelters, so there naturally followed a decision to construct a small copper smelter to process the local ore to matte. It was built in 1896 at the mouth of Trail Creek on the Columbia River, about 10 km from Rossland. This little smelter was to develop and diversify in the next 90 years into the world's largest lead-zinc produce.The mining boom that occurred in the northwestern United States and southeastern British Columbia in the period of 1890 to 1910 saw the brief operation of many small local smelters. The only one to survive was the smelter at Trail. The circumstances that permitted its continued life and subsequent growth, form a fascinating history of business deals, litigation, and steady technical progress.Early investment in local railway transportation and options by F.A. Heinze, the smelter' s founder, attracted the attention of the Canadian Pacific Railway Company, which purchased Heinze' s assets in 1898. This provided the capital base for survival and growth of the smelter, which remained and prospered under the Canadian Pacific umbrella for almost ninety years. It was registered as the Consolidated Mining and Smelting Company of Canada Limited in 1906; in 1966, this name was shortened to Cominco Ltd."

"This paper reports on the long-term operation of a particle density meter (PDM) at the Bloomfield coal handling and preparation plant (CHPP). This unit has been operating continuously for over three years, providing real-time data to the operators to allow the monitoring of flotation circuit performance. PDM outputs include slurry density, solids concentration on both mass and volumetric basis, and particle density. Knowing the average particle density of a stream allows for the optimisation of the process in real-time.The calibration of the solids concentration measurement device proved very difficult as the factory calibration techniques and existing laboratory analysis did not give accurate or reliable results. The solids concentration device had to be re-engineered and a new calibration method developed that gave accurate and repeatable results. Independent verification of samples taken from the PDM was undertaken as part of the trial process.The operational reliability of the PDM was a major point of investigation. The initial installation of the unit revealed issues with large, misplaced material of up to 20 mm periodically entering the unit, leading to feed blockages. The presence of these misplaced, oversized particles in the flotation circuit was resolved by installing innovative automatic back flush systems on the PDM.From a plant perspective the PDM has been an invaluable instrument that has enabled irregularities in the flotation circuit performance to be identified, which sampling had not and could not readily identify. This was achieved by close monitoring of real-time tailings composition on a minute by minute basis over short and extended periods. Variations in the tailings stream with respect to particle density and solids concentration were traced back to other issues in the plant. In addition, the PDM has allowed cell optimisation with respect to reagent dose rate to be improved. The PDM with real-time feedback can negate the need for large sampling campaigns and analysis during plant optimisation programs.Citation:Lambert, N, Cox, N and Nicholson, R, 2016. IN spite of the war and the preoccupation of many physical metallurgists with work on secret or confidential problems, definite progress was made during 1944 in our understanding of the behavior of steel and of the effect of alloying elements. During the first two years of the war there was much concern over the possible unavailability of certain alloying elements; this period saw the development of the N.E. (National Emergency) steels. However, the measures taken eased the alloy situation and currently, highly practical problems under study are the graphitization of low-carbon steel and weld-cracking, while investigations of more theoretical interest have concerned hardenability, isothermal reactions, the effect of hydrogen and the interpretation of the notched-bar impact test.

This investigation of low-grade bauxites as potential sources of aluminum by caustic desilication and alumina extraction was undertaken by the Bureau of Mines to develop extractive methods for winning alumina from domestic deposits of low-grade bauxites. This report is the second of a series covering the work by the Bureau of Mines' Rolla, Mo., and Bauxite, Ark., laboratories. The first report published in the Journal of Metals, December 1951,3/ and dealt with kaolin and halloysite. The present investigation is concerned with low-grade bauxites only. The purpose of these investigations is to increase the domestic supply of aluminum ores. With eventual depletion of high-grade deposits, aluminous materials, such as low-grade bauxite, clays, shales, and high-iron laterites, will become our principal domestic sources of aluminum. The development of extractive processes for winning alumina from these low-grade materials is one of the many national security measures undertaken by the Bureau of Mines. A method has-been developed in the laboratory for successfully treating high-silica bauxites from domestic deposits. In this process the bauxite was calcined at 980° C. to form amorphous silica and alumina. The calcine was then leached by percolation with 15-percent sodium hydroxide solution at 940 to 96° C., removing 67 to 77 percent of the silica with a loss of 4.1 to 5.0 percent of the alumina. The sodium hydroxide in the spent liquor used in desilication was 95 percent recoverable, and comparable desilication results were obtained with 100-percent reclaimed liquor, The indicated cost of reagents, for sodium hydroxide and lime used in the desilication and regenera¬tion of spent liquor, was about $4.00 per ton of calcine treated.

The recycling of steel mill dusts is getting more and more important. The costs and requirements of land filling are rising and companies are interested in new recycling strategies. The rising of sustaina¬bility hand in hand with the high rate of valuable metals in these residues supports new research activities on the recycling sector. Especially zinc but also iron and lead are economical factors due to the treatment of steel mill dusts. This paper gives a small overview of fundamental studies concerning the chemical and physical composition of these dusts. Furthermore aggregates for the reduction of these dusts in the liquid phase are introduced and compared. The Flash-Reactor, the TBRC-Technology (Top Blown Rotary Converter) and submerged arc furnaces and there use for melting and treatment of these dusts are in the center of interest of this paper. The final conclusion gives an overview of possibilities for reduction of filter dusts in the liquid phase.

Cyclic voltammetry, potential step, and ac impedance techniques were applied to study the electrochemical reaction of arsenopyrite in chloride solutions. The relationship between anodic current density and time in potential step measurements indicates that the oxidation of arsenopyrite is irreversible. The results of the constant potential coulometry show that the stoichiometric factor of the total electron involved in the overall reaction is 14. It is proposed that the dissolution of arsenopyrite is retarded by coverage of sulfur produced in the reaction as an intermediate product. The measured results of ac impedance strongly support the proposition. The proposed reaction mechanism also explains satisfactorily the charging current density and Tafel slopes measured in potential step measurements.

Introduction Inco is the major North American nickel producer. Initially based in Sudbury, Ontario, its past exploration activity was directed toward finding new nickel deposits. New nickel sulfide discoveries outside Sudbury have included Thompson, Manitoba; Shebandowan, Ontario; and Widgiemooltha in Western Australia as well as a host of nickel laterite deposits. The company is currently diversifying into other commodities, including gold. Inco's exploration department participated in uranium discoveries in Saskatchewan and chromite discoveries at Tiebaghi in New Caledonia. In addition, it found new gold deposits at Lupin, Northwest Territories; Crixas, Brazil; Hoyle Township, Ontario; and Casa Berardi in Quebec. Crixas and Casa Berardi are currently being evaluated by underground exploration. Figure 1 shows some Canadian Shield gold locations where Inco is or was an active participant. Base metal developments Base metal exploration in shield areas has been greatly eased by applying scientific studies. Archean nickel sulfide deposits have been found using komatiitic-flow models (Fardon, 1971). Volcanogenic massive sulfide model has been applied to copper-zinc deposits (Sangster and Scott, 1976). Such deposits were subsequently seen developing on the sea floor through black smokers (Spiess, MacDonald, and Atwater, 1980). Sedimentary processes were recognized early as important in ore formation, particularly in the southern hemisphere (King, 1976). And many ore deposits are now regarded as a simple part of the geological column (Stanton, 1960 and 1972). Petrographic work on alteration patterns in and around ore bodies was used to develop standard porphyry copper models (Lowell and Guilbert, 1970). Epithermal models for precious metals followed. Stratigraphic zonation patterns have been formulated for base metal deposits, including keel facies, ore facies, and cap or distal facies. Gold developments The work on base metal deposits naturally spilled over into precious metal exploration when the gold price was allowed to float on world money markets. Early work on elements associated with gold deposits, especially arsenic, tellurium, selenium, and mercury, pioneered more detailed geochemical work (Bagby and Berger, 1985; and Groves, Ho, and Houstoun, 1984). Geochemical patterns have been recognized around microfine gold deposits. And the study of gold precipitation patterns in modern geothermal systems has helped understand gold deposition. In the late 1960s and early 1970s, it was noticed that numerous Archean banded iron formations contained anomalous gold values. From this and other observations, the syngenetic exhalite gold model has developed. Gold deposits also occur along shears in some plutons such as the Belmoral mine in Quebec. This indicates the importance of epigenetic processes in ore formation. Shield ore settings Initial studies recognized that the major gold camps in the Canadian Shield were mostly in greenstone belts and found along "breaks," especially zones of faulting and sedimentation. Gill (1948) wrote, "Only recently, as a result of detailed mapping, has the importance of major schist zones such as the Larder Lake, Cadillac, Porcupine Creek, and Destor Breaks been recognized. These zones of persistent adjustment mark broad belts favorable for ore occurrence." The importance of shearing in ore location and regional greenstone stratigraphic position close to late sedimentary packages was clearly understood. And structural models have been further developed for some Canadian ore deposits (Hubert, Trudel, and Gelinas, 1984). In the Beardmore-Geraldton camp of northwest Ontario, the importance was soon recognized of fold noses in banded iron formation, as localizers for gold ore. This importance had also been recognized in Western Australia,
