Creation of needed new resources will be accomplished mainly by imaginative and diligent geologic exploration because geologic availability is the key determinant of future mineral supply. Adequate resources of most commodities can be made available for the rest of this century and beyond if they are discovered. Thus conversion of hypothetical and speculative resources into available reserves will provide the principal challenge to earth scientists. Additional problems now compete for our attention. First is a challenge to discover more resources than have been found to date for domestic needs as world-wide demands increase exponentially and as easily found high-grade deposits are rapidly being depleted. New ways to find new types of deposits are required. Second, the United States, a resource importer, increasingly is challenged for access to foreign supplies through stiffening competition and economic or expropriation sanctions. Balancing needs for mineral supply and environmental protection is a third challenge. Geologic explorers must consider statutory as well as economic and technologic requirements, controlled access to public and private lands, competition with urban sprawl or wilderness, limitations on discovery, appraisal and mining methods, and restoration of mined areas. Finally, is the challenge to temper public and private attitudes and assure that decisions bearing on resource problems are based on comprehensive credible facts. While striving to maintain and improve the standard of living, many Americans appear to disdain and mistrust those organizations that provide their material where-withal. Meeting these challenges effectively, and in time, will require careful appraisal of the resource system and the joint efforts of industry, university, and government earth science research.

"Current interest in the distribution of mercury in the natural environment comes from quite different, though not unrelated, sources. Mercury has long been an important metal in many industries and has, therefore, been much sought after by mining interests. The presence of mercury traces in the various media of the natural environment, namely soil, rock, air, water and vegetation, is exploited by geochemists not only to find mercury and polymetallic ore deposits, but also to find most other types of economic metal mineralization. More recently, however, mercury has caught the attention of health authorities and environmental scientists who are becoming increasingly concerned over the hazards of mercury wastes and the danger these present to the environment and to man. It is now apparent that the trace quantities of mercury, considered so important and helpful to exploration geologists, can be concentrated in the biosphere to such levels as to present considerable problems for ecologists. This article summarizes most of the available data on mercury contents in materials of geological interest and presents average normal values for rocks, ores, minerals, soils, sediments, waters and plants. The geoch.emical cycle for mercury in nature is presented and the mechanisms of mercury migration around the cycle are discussed."

PRESIDENT MARKS: We have a letter from Mr. Frank N. Cameron, of the Utah Fuel Company, that perhaps I had better read to you. It is addressed to Mr. Shubart, Rocky Mountain Coal Mining Institute (hands letter to Secretary Shubart). UTAH FUEL COMPANY MINE SUPERINTENDENT Castle Gate, Utah, February 9, 1926 Mr. F. N. Cameron, Vice-President & General Manager, Salt Lake City, Utah. Dear Sir: It has now been about nine months since we started the system of having the fire bosses take charge of all shooting and gas inspections at the Castle Gate Mines. We had considerable trouble when we started. Like all other new systems which have been installed, this one was hard to get started and was criticised both by the miners and officials in our own organization, as well as by other organizations in the mines of this county. The older the official and miner was the stronger they seemed to be opposed to the new method. They have no arguments to offer against it, but they know it is not right "because their grandfather did not work it in that way." We know that when some of the other systems were started in the mines of this county, they were fought from all angles. The electrical shooting almost brought the miners at Sunnyside out on strike; their main argument was that they could not make a living if they had to obey the rules that the company was trying to enforce. They also claimed that they could not make enough coal for the day's work by only shooting once at the end of the shift. The same applies to the sprinkling the miners claimed that they would all die of some disease if they were forced to work in a sloppy, wet mine every day. The mining machine was another thing that was hard to install the miners claimed that the company was trying to rob the Door miner out of a chance to make living by installing mining machines to cut the coal. I do not think that the system we have at our mines is perfect-there is still room for improvement in the shooting and inspection of the mines, but I do really think that for safety and efficiency, the inspection department at our mines, working under the new system, is as good if not better than any other inspection department working under the old method in the other mines. I am giving some of the arguments in favor of the new system and would like to hear the arguments against it-if there are any. In cutting the men from monthly to day wages, I do not think it is only the company that benefits by the arrangement, but the fireboss is the one that gets the best of it by the change. How often have we heard the fireboss complain of the hours he had to put in just because he was a monthly man? Under the new wage scale he is paid for every hour he puts in the mines, and when the mines are working every day he makes considerable more than when he was being paid a monthly salary. When the mines are working slow, there is generally some work that has to be done on idle days, or in slow times the force could be cut to a point where some of the work could be done on idle days, and thus the fireboss could be given the preference in this extra work and in this way, his wage could be kept up to the standard monthly salary he was getting before. A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

This paper aims to investigate the effects of a possible incorporation of ethanol to the lubricant during engine use on friction and lubricant film thickness, by adding small amounts of ethanol to Group I base (with and without an organic friction modifier) and to formulated oils. Film thickness was measured using ultrathin film interferometry. Friction tests were carried out using a mini-traction machine to obtain Stribeck curves. The film thickness measurements showed that in the region of low speeds, where the elastohydrodynamic film is very thin and therefore boundary lubrication may prevail, the addition of ethanol produced some boundary film, which was not present for the base oils. For the base oil with an organic friction modifier, the presence of ethanol increased the thickness of the low friction boundary film. For the formulated oil, the addition of ethanol reduced film thickness in all lubrication regimes. The friction tests showed some friction reduction due to addition of ethanol to the base oil, in particular at low speeds. For the formulated oil, the addition of ethanol reduced friction at high speeds, which was associated to a reduction in the viscosity of the lubricant, but at low speeds, the presence of ethanol reduced the formation of a boundary layer, increasing friction. For the base oil containing an organic friction modifier, the presence of ethanol increased the range of speeds for which low boundary friction occurred.

As coal reserves at shallow depths continue to be exhausted, a number of U.S. coal mining companies are beginning to develop coal seams previously thought to be coo deep to mine economically. Because of increased cover load, mines operating in deeper seams face unique ground control problems. In addition, the volume of methane gas contained in coal beds increases with depth, and ventilation requirements are much more stringent for deep underground coal mines than for shallower mines. When the longwall mining method is used at great depths, ventilation, ground control, and operational considerations must all be addressed in the design of longwall panels. This paper examines the influence of these factors, particularly ventilation and operational considerations, upon the feasibility of two, three, and four-entry longwall development panels in Jim Walter Resources' four deep mines.

Summary The Research Council of Alberta has made a series of tests with the cyclone washer to investigate the influence of the following operating variables: underflow apex diameter, .specific gravity of medium, pulp ratio, density distribution of the feed, and size analysis of the feed. The results obtained for all the variables studied, except size analysis of the feed, are included in this paper. The tests were made with smaller underflow apex diameters and lower specific gravity .suspensions than have been recommended by Cerchar for the sharpest separations. However, what is considered to be sufficiently good cleaning was accomplished with a suspension of 1.30 specific gravity and an underflow to overflow diameter ratio of 0.56. It was found that the sharpness of separation was not affected appreciably by variations in specific gravity of suspension or underflow apex diameter provided that the density of separation was within the normal range of washery operation. Cyclone performance was not too adversely affected by decreasing the pulp ratio. The minimum figure which gave reasonable separation was 4 to 1. The tests with various density distributions of feed revealed .that the degree of washing difficulty had no detrimental effect on the .sharpness of separation given by the cyclone. Introduction A major problem of the bituminous coal industry today is that of reducing the ash content of the finer sizes (minus 1/4-inch) of coal. This problem is particularly acute in Alberta, where, because of tectonic movement subsequent to deposition, the coals have been rendered friable, and bands of impurities have been intimately mixed with the clean material. As a consequence, most Alberta coals, as mined, contain a large proportion of fines and have a high inherent mineral-matter content. The advent of mechanized mining and stripping operations ?has further aggravated this problem.

Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit of oxidized ore became known as the Mossy Creek Mine. From that time until 1913 small scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposits dates from 1913 when the American Zinc Company started operations at Mascot. Six mines are in operation by three companies and a seventh mine is being developed by a fourth company. The total daily production from the field is 11,000 tons of crude ore, which grades from 3 to 6 per cent zinc. Most of the ore bodies are large and ramiform, resembling asyrmetrical networks in which the ore shoots form channel like branches with areas of non-comercia1 rock, called blank islands. Most of the orebodies are adapted to large scale mechanization.

INTRODUCTION LKAB was formed at the turn of the century when the railways between the ore fields and harbors were built. The mines are situated north of the Arctic Circle in Sweden. Kiirunavaara is the largest mine, with a pro¬duction capacity of approximately 30 Mt/a. Malm¬berget has a capacity of about 12 Mt/ a. Both are under¬ground mines. Svappavaara, the only opencast mine currently in operation, has a capacity of about 4.5 Mt/a. The ore harbors are at Narvik for the Kiruna and Svappavaara mines and at Lulea for the Malmberget mine (see Fig. 1). Production in the form of finished products is shown in Fig. 2a, b, c, and d. Due to poor ore markets in re¬cent years, production and shipments have been cut back, but there was a positive swing in 1978. LKAB has been 96% state-owned since 1957. In addition to the iron mines in northern Sweden, LKAB has subsidiaries in central Sweden which produce sulfide ores, quartz sand, and uranium (Fig. 3). The mining methods employed are opencast bench stoping at Svappavaara and sublevel caving at Kiirunavaara and Malmberget. GEOLOGY The Kiirunavaara ore body is 4000 m long and av¬erages about 90 m wide, with variations in width from a few meters to around 150 m. The ore has been ex¬plored by deep drilling down to about 1000 m, but mag¬netic measurements indicate a depth of at least 1500 m. The Kiirunavaara ore is oriented in a north-northeasterly direction with a number of ores in the boundaries be¬tween the wall rock types. The ore in Kiirunavaara is mainly a fine-grained magnetite with a varying content of fine-grained apatite. The apatite content of the ore decreases with increasing depth. The other ores are all apatite-bearing and a couple are hematite ores (Fig. 4a, b). The ores are sedimentary, tilted, and tectonically de¬formed. They have a lateral dip of 0.87 to 1.2 rad (50 to 70°). The contacts between ore and wall rock are distinct and sharp, but both the hanging wall and the footwall are brecciated and impregnated with magnetite. The footwall of the Kiirunavaara ore consists of syenite porphyry with a low quartz content and rela¬tively good strength; the hanging wall consists of quartz porphyry. Both types are known as Kiruna porphyries. The ore at the boundary with the hanging wall is often rich in kaolin. There are a few veins of syenite porphyry running through the ore, which has a few major faults (Fig. 4c, d). There are two sharply delineated ore grades in Kiirunavaara: low phosphorus ore with less than 0.1 % phosphorus (about one-third of the ore) and high phos¬phorus ore with greater than 0.5% phosphorus. The iron content is 67% in the low phosphorus ore and 60% in the high phosphorus ore. These ore types are sold as different grades and so are kept separate during mining. Although chromite deposits occur in California , Oregon, Washington, Montana, Wyoming , Pennsylvania, Maryland , New Mexico , North Carolina, Alaska, and the Phillippine Islands , less than 1 percent of the ore used in the United States is obtained from these deposits . Most of the ore in peacetime has been supplied by imports from South Africa, New Caledonia, Turkey, and Cuba . The mineral chromite , the most important chromium ore , is an isometric spinel with an ideal composition of FeO Cr2O3 , but commercial chromite has the variable composition (Fe , Mg) Oʻ (Cr , Al , Fe) 203. Chromite has a black color , a specific gravity of 4.4 , and a hardness of 5.5 . In thin section the color is reddish -brown to black . Chromite occurs in dunite and pyroxenitic ultrabasic rocks , which are composed of iron- magnesium silicate minerals such as olivine , saxonite , serpentine , and enstatite . These are also the gangue minerals . Com mercial ore occurs at random in the country rock in kidney- or lens - shaped deposits , which have no apparent relationship to each other . Stringers , veins , and bands often cut the country rock without regard either to fracture or to other deposits . Some beach sands , such as those in southern Oregon, contain chromite .

(written discussion *).-From a theo¬retical point of view the best method to maintain the cold junction at a constant temperature is by means of a pipe driven in the ground, to which the so-called cold-junction compensating leads are run, ;and of course there are many times and places where it can be successfully used. There are, however, several objections to this method. In the vicinity of any furnace there are apt to be underground flues for preheated air or gases, recuperators, water mains, etc., which will eliminate the probability of a constant temperature. These, of course, can be avoided by carrying the leads to distant locations known to be free, but this is not good practice because the so-called compensating leads have a rather high re¬sistance, which materially affects the accuracy of even the high resistance instruments, unless they are specially calibrated for it. Moreover, the cost of these long leads is almost prohibitive. A better way is to run short lengths of compensating leads to electrically heated constant¬ temperature boxes conveniently located near the furnace in a place that is of fairly uniform temperature. These boxes are on the market and can be procured at a cost that is approximately equal to the cost of 100 ft. of compensating leads. They can be connected to any power or lighting circuit and once set require very little care. One box will ac¬commodate a number of couples.

Mass mining methods have become the mining industry’s preferred way of extracting most of the world’s most important metal and mineral commodities. Given the rapidly increasing global demand for commodities, the requirement to increase the contribution of some of these (eg copper and gold) from underground sources also continues to grow. In the case of copper this contribution is needed by a number of major producers to supplement production from their ageing deep open pits. Satisfying this increased demand will require the design, construction and operation of more effective, higher capacity and larger scale mines which, in turn, will require enhanced mass underground mining techniques such as block caving (BC), panel caving (PC) and sublevel caving (SLC).It is now widely accepted that future discoveries of orebodies, which will be developed using these methods, are almost certainly to be much deeper than the deposits presently being mined in this way and made more challenging because of the likelihood that the associated grades may be much lower than currently mined. The design and mining of future large-scale cave mines (supercaves) will become crucial in order to extract full value from such deposits. An essential prerequisite of this will be a much improved knowledge of the deposit, ie Total Deposit Knowledge. In this context, Total Deposit Knowledge is the characterisation of the ore deposit and its surrounds at all scales and includes; rock type (lithology), the spatial orientation of a range of geological features or discontinuities, rock mass fabric knowledge, metal grade and distribution data, geometallurgical data (including alteration), geo-hydrology, permeability and porosity. This is the information that will be used, as now, to delineate geological and geotechnical domains and construct models, but with outcomes superior to those presently available. From this information better-informed feasibility study design decisions and performance predictions must be made. In summary more geological information and analysis is required and this needs to be aligned to potential mining and processing requirements much earlier in the project than commonly occurs.

WHEN I first received the kind invitation extended to me by the Mining Society of Nova Scotia, I read over very carefully the suggested title-"The importance of long-distance planning and budgetting in modern methods of mining, and the advisability of working to some definite plan". I came to the conclusion that I might as well confess my inability to handle properly such a vast and intricate subject within the scope of any one paper. More properly, I think a round-table discussion should be indulged in-a sort' of symposium carried on in similar fashion to the World Power and Coal Conferences- you know, a committee for this, a committee for that, and, finally, a committee to see what the committees are doing. Weil, your Secretary's suggestion is just like that- much too comprehensive for any half-hour's presentation. As a paper, also, it either becomes too general and therefore uninteresting, or i.t descends into detail and describes means and methods to the end desired, which have little attraction because they were designed to meet quite different conditions than those my audience would mentally be considering. Of the two evils facing me, I have chosen the one that sticks to the generalities. Your Secretary's query almost automatically divides itself into two distinct phases: First, the importance, and second, the advisability, of planning. Let us dwell for the moment on the second, because, if we can prove advisability, that leads to desirability and, finally, to doing. Proving is the difficult part of the little problem. Here was something I, personally and as a mining engineer, had been battling for all my corporate life without being able to prove it to anybody. Then I saw the way out of that. I perceived I could put that little question of advisability on another basis altogether-:put it in the class of "coming- some day- soon" whether you or l or anybody else liked it or not; call it, if you please, mandatory, certain, necessary, enforceable planning. All of which means that the problem of advisability has rather suddenly become the very practical one of "how to do it". Why?

Early in the year 1875, some difficulty was experienced in the " Old blast-furnaces " of the Cambria Iron Company, at Johnstown, Pennsylvania, arising from the increased use of native coke, prepared in Belgian ovens near the furnaces, in mixture with Connellsville coke, in the production of Bessemer pig-iron. This was the more surprising at that time, because a very caulplete coal-crushing and washing apparatus, after the Bradford plan, had just been put into successful operation, affording a pure coal for coke-making. It was confidently expected that this thorough cleansing of the coal would improve the quality of the coke and fit it for the increasing manufacture of Bessemer pig-iron. But the trouble with the native coke continued. Experiments in fuel charges-increasing and reducing them—failed to correct the irregular working of these furnaces. Increasing the charge of native coke produced abnormal heat at the top of the furnace, reducing it cooled the furnace below. At this stage of affairs, the Hon. Daniel J. Morrell, general manager of the Cambria Iron Company, requested the writer to make the requisite investigation to determine the nature of this coke-difficulty, and to ascertain why the Johnstown coke could not be used in blastfurnace work as well as Connellsville. This task at first did not appear to present any special difficulties, but subsequently it expanded into proportions that caused no little anxiety. The first effort was directed to procuring average samples of Johnstown and Connellsville coke. At this period of the investigation, it was assumed that the whole matter could be intelligently solved by comparing the chemical analyses of the two cokes: Johnstown Coke. Connellsville Coke. Is a shaft the same as a tunnel and can it be approached in the same manner for design and construction? The most obvious difference between a shaft and a tunnel is that of orientation; whereas a tunnel is commonly near horizontal or slightly dipping, a shaft is commonly vertical or steeply inclined. As a result, design and construction methods employed for tunneling, in general, cannot be directly applied to shafts, although some of the basic concepts of behavior are quite similar. Many of the shafts that have been sunk in various parts of the world are owned by private mining companies. Each company has generally accumulated years of experience in shaft sinking and mining techniques pertinent to its particular geographic location. When a new shaft is to be sunk or an existing shaft deepened, the tendency often seems to be to continue to use the methods that have been used successfully in the past.

Printed circuit boards (PCBs) constitute a majorpart of electrical and electronic equipment containing valuable metals such as Cu, Ni, Au, Ag, Pd, Fe, Sn, Pb, etc. The concentration of base and precious metals in PCBs is observed to be several times more than those in their respective ores. Therefore, the recycling of PCBs is necessary to recover the valuable materials. However, the ultrafine particles pose a big challenge. Removal of them is suggested prior to processing by flotation. Froth flotation is observed to be a promising technique for rejecting the plastics from the comminution product. In the present work, enrichment of ground 1.0 mm PCB powder was investigated through flotation route by varying the operating variables such as frother dosage, pulp density, air flow rate and rotational speed of the impeller. The liberation studies indicate that excellent liberation of metal values is achieved from the non-metallic constituents at -1.0 mm size and below. The particulate system is quite rich in metal value with about 23% total metal content. The non-metallic constituents such as plastics are observed to possess strong hydrophobicity while the metal particles in the pulverized mass are hydrophilic in nature. Froth flotation kinetics is studied in depth with a view to facilitate high rejection of plastics and identify optimum operating conditions for the same. A number of experiments are performed to establish the influence of the operating variables on flotation performance. The conditions for achieving higher yield of the metal-rich fraction with respect to a specified grade are discussed in the light of the experimental results. It is found that the requirement of reagents is negligible which could be a very important factor from the commercial stand point. Single-stage flotation increases the metal content from 23% to over 32% with a mass yield of around 75% and over 90% recovery of metal values. 32% of the materials in the feed could be effectively rejected in the float fraction losing less than 4% metal values. The dependence of kinetics on the process variables is also discussed. It was concluded that a high rotor speed helps in efficiently rejecting the plastics. Frother should be added to help stabilize the froth and enhance the kinetics. A moderate air flow is required while pulp density must be kept low for efficient pre-concentration. It is established that the entire -1.0 mm comminution product could be treated by flotation for generating a pre-concentrate. South Africa has joined the league of other major Western World countries by officially adopting its own code for public reporting of Mineral Resources and Mineral Reserves. The recently published South African Code for Reporting of Mineral Resources and Mineral Reserves (SAMREC Code or Code) (SAIMM 2000) is presented here in its local and global context. The main aspects of the Code are listed and elaborated upon. The Code has been written with the participation of the major South African stakeholders in the field including Government institutions, the legal confraternity and the mining industry. Relevant foreign organisations, such as the Australasian Joint Ore Reserves Committee (JORC) and the United Nations contributed to its compilation, and supported it. The Code thus enjoys endorsement both locally and, to a large extent, overseas. The Code is modelled on, and is 90 per cent compliant with, the Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) (AusIMM, 1999). The paper also elaborates on the duties and responsibilities of Competent Persons signing off resource and reserve reports and on the new listing requirements of the Johannesburg Securities Exchange (JSE), formerly the Johannesburg Stock Exchange, which has officially adopted the Code.

"During the mid to late 1960’s, the underground potash industry in Saskatchewan was born. For the next four decades the industry operated at a steady pace supporting a large part of the world demand; until 2008 when the potash market heightened. Operators were motivated to capitalize on this increased demand, new mines were proposed while existing mines were planning upgrades. Potash Corporation of Saskatchewan (PCS) was one of the major producers planning upgrades to their production facilities quickly, including modifying the existing headframe and shaft at the PCS Cory Site to accommodate a new 1500 tonne per hour hoisting plant. Upon completion of the project, the innovative operations group continuously reviewed methods to increase production and reduce operating costs, allowing PCS to continue being competitive on the world market. This paper will describe the design challenges encountered during the development of the infrastructure around an operating facility whilst minimizing down time, schedule, capital and construction costs. This paper will also explore the strategy to increase capacity of the newly commissioned hoisting plant. BACKGROUND Potash production is a major Saskatchewan industry, and has played a significant role in the economy for over 40 years. Production commenced in 1962 when water problems were overcome at the International Minerals and Chemical (IMC) mine near Esterhazy, Saskatchewan. A surge of development by other companies resulted in twelve companies opening ten mines by 1970. In 1975 Potash Corporation of Saskatchewan was created by the government of Saskatchewan and shortly thereafter purchased several mines in Saskatchewan, including the Cory Mine (Cory), near Saskatoon. Cory has been in operation since 1968 and is located 12 km (7.5 mi) west of Saskatoon in central Saskatchewan. The mine is located in the center of the world’s largest potash deposit, 1,000 m (3300 feet) below surface. PCS has embarked on sizable capital expansions of more than CDN $7 billion. The Cory CDN $1.6 billion expansion was expected to raise operational capability of the site to 2.7 million tonnes per year, an increase of 1.9 million tonnes per year (MTPY). To achieve 2.7 MTPY of finished product and considering the 22.6% average production recovery1, 12 MTPY of ore must be hoisted to surface for processing. To deliver this rate required upgrading of the hoisting plant to 1500 tonne per hour (TPH). To accomplish this ambitious challenge, creative thinking, careful planning and a cohesive team was needed to work together to ensure the schedule, budget and most importantly the work was completed safely"

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.

The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.
