"Potentially economic deposits of rare earth elements (REE) often contain elevated levels of naturally occurring radioactive materials (NORM), primarily thorium and uranium and their associated radioactive decay products. The concentrations of NORM usually exceed typical background levels of natural radioactivity, sometimes by factors of ten or more, and can be of concern relative to occupational radiation protection and the management and disposal of REE mineral processing and metallurgical wastes. This paper provides a summary of the radiological issues normally encountered in the REE concentrate production industry. In addition to an introduction to background radiation and radioactivity, including the thorium and uranium radioactive decay series, radiation levels expected to be encountered in REE concentrate production are outlined. The occupational, environmental and regulatory aspects of REE production related to NORM, including radiation dose limits, radioactive waste disposal guidelines, and threshold VALUES (for the application of transport regulations, are presented.INTRODUCTIONConcurrent with the increasing demand for new sources of rare earth elements (REE) to meet modern industrial needs, there is also an increasing awareness of the radioactivity associated with the REE ores and resources. This is an especially important consideration in addressing questions from the public and local communities who are often concerned about “radiation” and “radioactivity”. Public concern is heightened by reference to legacy issues that arose during times of less regulatory oversight; as well, the benefits of modern technologies, practices and regulation are overlooked. Such concerns are also often inflamed by unfounded claims by non-governmental organizations (NGO’s). Thus, it is important that all concerned have a full understanding of just what the potential risks from radiation associated with REE are, or are not. This paper provides an overview of the sources of radioactivity, the potential implications of radiation and radioactivity in the REE industry, and a brief discussion of established and reliable methods of managing exposure to radiation and radioactivity."

Thousands of mine air samples are taken underground each year by MSHA inspection personnel in order to further assure that miners have a safe and healthy environment in which to work. While most air samples are taken with stain tubes, many samples are obtained in evacuated containers and returned to a laboratory for more accurate analysis on a gas chromatograph. In order to enhance the accuracy, reliability and repeatability of the samples taken with evacuated containers, improved procedures have been developed, which are described in this report, for filling two different types of evacuated sample containers using either mechanical or electrical pumps. In those instances, such as when sampling strata gases in drill holes, where mathematical calculations may be required for proper sampling, example calculations are provided. The use of a third type of evacuated container, which is generally restricted to non-specific sampling of the ambient mine atmosphere, is also described.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safety conscious. In so doing, a constant reminder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand. Safety Rules To supplement and aid this safety conscious attitude, certain safety rules applicable to our operation, a modified block caving system of mining limestone, in addition to the established state regulations, were put into effect and enforced. The specific rules referred to above and which will be mentioned below are in most cases simply a means of applying and complying with the very adequate "Mine Safety Orders" issued by the Industrial Accident Commission of the State of California. The standard explains the term "agglomerating" used for classification under physical properties, as follows: Agglomerating Index. - Coals which in the volatile-matter determination produce either an agglomerate button that will support a 500-g weight without pulverizing, or a button showing swelling or cell structure, shall be considered agglomerating from the standpoint of classification.***. All of them can, under some circumstances, be made to explode by fire. Some of them can be caused to undergo a detonating explosion by setting off a detonator in contact with them. In blasting use is made of both these means for setting off explosives, the means used being determined by circumstances.

Real time measurement of wear and corrosion provides crucial information needed to determine an optimal schedule for corrective maintenance and is a powerful tool to maximise equipment availability and reliability. It also leads to savings from optimized spare parts handling and helps to avoid costs of accidents and their negative impact on safety and the environment. This paper presents the technology of ?painted-on? ultrasonic transducers that can be integrated to structures and accurately measure the remaining thickness and therefore determine wear or corrosion losses. These transducers have a small footprint, a performance comparable to other commercially available ultrasonic transducers and can sustain temperatures as high as 400ºC. The application of this technology to mining equipments and its potential benefits are discussed.

This Bureau of Mines report discusses the principles of using computers to draw maps and plot geologic data of mining areas. The types of maps that can be drawn by a computer are reviewed, using as examples two separate areas where poor roof and gas emissions caused mining problems. Such maps can be used not only to help identify problem areas, but also to predict areas where problems could occur, thus giving mine operators time to work out solutions prior to mining. The average cost of a computer-drawn map for a mine property is less than $100, including computer time and man-hours for data preparation.

From the mid-1980s through 1997, Echo Bay Alaska evaluated reopening the historic Alaska-Juneau (AJ) gold mine. Their original proposed project underwent numerous modifications in order to minimize the potential for significant environmental impacts. One of the major modifications involved changing .the tailings disposal method from a conventional tailings impoundment to submarine tailings disposal (STD). In 1995, the U.S. EPA began work on a Supplemental Environmental Impact Statement (SEIS) to assess the impacts of the STD proposal. Key features of the STD impact assessment included fate and transport modeling to determine the extent of tailings deposition and the use of ecological risk assessment to predict marine impacts during deposition and ecosystem recovery following STD. A key feature of the SEIS regulatory process included a rulemaking proposed by EPA to exempt the AJ tailings from effluent regulations. Critical to success in moving the project forward was early development of an interactive working relationship with other regulatory agencies and the public.

The work presented includes a case study of a UK colliery. Areas explained are the equipment installation at the mine; the development of the demand reduction strategy including the load profile database and prediction optimisation model. Some live production data from the power meter installation at the mine is also presented.

A practical and economical flowsheet has been developed and demonstrated by integrating the packed column flotation with the GranuFlow process for fine coal recovery. Orimulsion, which was used as an additive, served a dual purpose: first in the flotation and second in the dewatering and granulation steps. The test results on the coal preparation effluent sample show that Orimulsion is flexible and compatible with fuel oil and various frothers used in the packed column. Clean coal with ash contents of 3.0, 3.7, 4.3 and 5.1% were produced from a head sample of 33% ash at combustible matter recoveries of 72.4, 81.1, 87.5, and 89.2%, respectively. Other advantages include high throughput, low moisture, improved handleability, and reduced dustiness of the dewatered coal, thus providing a very significant economic Incentive for the integrated process.

This paper describes the use of the Free Piston Valve, and a simple hoist brake control system, which has been developed over the last two years, greatly improving the performance of low-pressure brake engines. The basic control system is outlined, with sections devoted to emergency trips and differential braking, and the application of the system to deep shaft hoisting is discussed.

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analyzed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The U.S. Bureau of Mines recently developed computer graphics simulations to characterize mining scenarios, specifically for room-and-pillar mining operations in a three-entry longwall development section. These simulations compare productivity between shuttle car and continuous haulage systems concepts. One of the continuous haulage systems concepts has bolting capabilities that supplement haulage function. Simulations showed the continuous haulage system to be more time efficient than the shuttle car system. Researchers can reuse the simulation code (e.g., mining rates and equipment capacities can be changed) should investigators care to compare production of other mining scenarios. computer simulation, found computer model modification flaws and mining scenario conceptual errors. The fundamental rationale for three-dimensional computer is to cheaply, easily, and quickly obtain information about operation and of a current or proposed mechanical coal or metal/nonmetal mining system. This report documents the computer graphics model and simulation developments and discusses some of the results and observations from the simulations.

The Bureau of Mines, U.S. Department of the Interior, devised a flotation technique for upgrading chromite in chromium ores and gravity concentrates. The technique consisted of cationic flotation of chromite from a slime-free pulp acidified to pH 2.5 or lower using H2S04 modifier. Flotation results showed that ore containing serpentine as the primary gangue mineral was more amenable to concentration by this technique than ore containing the readily floatable olivine as the primary gangue mineral. Rougher flotation of a chromite ore containing abundant serpertine increased the grade form 19 to 41 percent Cra03 at a chromite recovery of 89.6 percent. Rougher flotation of ore containing abundant olivine upgraded the chromite from 23.4 to 29.6 percent Cr203 at a recovery of 89.4 percent. The technique was also applied to chromite gravity concentrates to further upgrade chromite and to reject silicates. Flotation of a gravity concentrate containing 40.9 percent Cr203 and 4.4 percent SiO2 recovered 90 percent of the chromite in cleaner products containing 44.9 percent Cr203 and 0.63 percent Si02. The combined recovery by gravity and flotation was 87 percent. An economic evaluation of this technique will be undertaken to deter-mine its feasibility for commercial use.

Nearly 17 years ago a major producer of synthetic zeolites started an extensive exploration program for natural zeolite deposits which resulted in the discovery of over 170 occurrences in the western United States. A few years later several of the other producers and consumers of synthetic zeolites also started similar exploration programs. Since then, small quantities of natural zeolite minerals have been produced from at least 12 deposits in the United States. Of these the Bowie deposit, about 13 miles north of Bowie, Arizona, is the most important,having produced over 5,000 tons of vitric tuff zeolitically altered to the mineral chabazite and minor amounts of the minerals erionite and clinoptilolite. Mining Districts and Mineral Deposits of Arizona compiled by Charles A. Mardirosian, Consulting Geologist, estimates the value of the total production from the Bowie deposit at a very conservative $2,000,000. Unfortunately, none of the companies responsible for the discovery and the initial production of natural zeolites made any effort to develop the high volume, low cost applications of this unique mineral raw material. Instead, they developed only the high unit value uses to supplement their existing synthetic molecular sieve product lines. With the producers of synthetic zeolites thinking in pounds and not in tons, further development of natural zeolite deposits stagnated for over a decade.

Greenhouse gas (GHG) emissions from primary mineral and metal production account for ~10% of global GHG emissions. One of the main sources of GHG emissions in mining operations is fuel consumption by haul trucks. Given their size and carrying capacity, the fuel consumption of haul trucks can approach 250 liters per hour. An average of 30% of the idle time of the trucks is spent while waiting in the queue. Inefficient truck dispatch planning can waste resources, cause dilution and elevate GHG emissions. In this research, a machine learning based truck dispatch approach was developed to dynamically route the haul trucks based on the loaded material, the road traffic, the estimated wait time, and the maintenance needs of the trucks. The GHG reduction potential of this smart fleet management approach was estimated by calculating and comparing the related carbon emissions versus scenarios using traditional fleet allocation approaches. Results suggest that this dynamic fleet allocation approach can significantly reduce GHG emissions at mineral production sites by optimizing waiting times and the overall distance travelled while achieving the same production levels.

IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. IN the past quarter century the seismograph has played an increasingly important role in evaluating vibratory effects transmitted to adjacent communities by industrial blasting operations. In this period research has advanced through two major phases—from falling pin seismometers to three-component recording seismographs. The initial phase of this research is now regarded as the era of recording, during which the seismograph merely recorded occasional events. It has emerged from this stage into the era of control and analysis and in this later period has been recognized as a full-fledged industrial tool. Although the falling pin machines of earlier years indicated probable amplitudes of industrial blasting vibrations, they gave no reliable measure of such displacements, nor did they provide essential information concerning direction or frequency of motion. The first contribution of the three-component recording seismograph was the weight-for-distance formula developed by the U. S. Bureau of Mines. This empirical formula enabled users of commercial explosives to determine beforehand the probable vibratory effects of a blast when the weight of the explosives charge and the distance from the shot point were known. This formula has withstood the test of time and is still applicable for blasts detonated by instantaneous methods. The second major contribution of the three-component recording seismograph followed the introduction in 1945 of short period or millisecond delay detonation. This might be described as a two-stage contribution, the first of which revealed a 50 pct reduction in the vibration magnitude when millisecond detonation was used rather than instantaneous discharge. This second part of this double contribution led to the discovery of the vibration dip phenomena, see Fig. 1. In Fig. 1 the horizontal coordinates indicate the displacements amplitude in inches, and the vertical coordinates, the explosive weight in pounds. The top curve is that of the U. S. Bureau of Mines for instantaneous detonation. Its curvature conforms to the two-thirds power of the explosive weight as provided in the weight-for-distance formula; hence the vibratory effects increase in proportion to an increase in the explosive charge. If the other curves shown below are temporarily disregarded, it may be considered that the entire area below this top curve represents both useful and waste energy. As mentioned previously, when millisecond delay detonation was first investigated it was found that in general the U. S. Bureau of Mines curve could be decreased by about 50 pct, or to the position of the middle curve. At the outset it was assumed that this curve would likewise increase in some proportion to the explosive charge, as did the top curve, that is, the curve would indicate a continuous upswing.
