Rare earth elements (REE) and critical minerals are increasingly becoming more important in our technological society and are used in many of our electronic devices (such as cell phones, computer monitors, wind turbines, etc.), batteries, and magnets. Measuring REE and critical minerals in ashed coal approximates the REE and critical minerals in the fly or bottom ash remaining after coal is burned at a power plant, where REE and other critical minerals could be leached. In New Mexico, there are 26 coal fields in Late Cretaceous rocks in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, Rare Earth, and Critical Minerals) program. Higher concentrations of REE (as much as 2103 ppm total REE) are found locally in ashed coals from the basins. More chemical and mineralogical analyses are required to fully understand the distribution and origin of REE in these deposits. As the demand for REE increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics, perhaps even from coal.

From 2007 to 2009,one NA Quarry and Construction Business experienced a series of flyrock incidents. In the spring of 2009, this business declared that the frequency and severity of Flyrock Incidents had reached an unacceptable level. A Flyrock Elimination Program was launched.

I. INTRODUCTION. In presenting, this paper the writers wish to call attention first of all to the fact that the electric furnace was not developed as a competitor of the combustion furnace, but: 1. For the purpose of doing high-temperature work which it is not possible to do in the combustion furnace; and 2. For the treatment of ores from deposits which. are located in regions where fuel is scarce and costly, and where hydro-electric power is comparatively cheap, as is the case in Chili, in Canada, in certain parts of this country and Mexico.. This paper is not presented with the idea of trying to. prove that the electric furnace should replace the reverberatory or the blast furnace as used at present in the smelting of copper ores, but that it may be substituted for their in those localities which are not favorable to them,) and where either of the two following conditions may exist: (a) A district remote from railway transportation. facilities, and where there is a deposit, or deposits, containing sufficient values to warrant their being worked, but which, due to the cost of getting coke in for operating a smelter and of getting ore out to a smelter, have to remain unworked.. And where, on the other hand, there is plenty of water power which call he developed at reasonable cost for the production of electric power, by the use of which for. smelting the ores in an electric furnace, with subsequent Bessermerization if necessary, a concentrated product may be obtained, which can easily stand the necessary transportation charges. (b) Or,. comparatively speaking, the transportation facilities may be all right, but the cost of fuel be too great to permit of the ordinary methods of smelting, whereas,- on the other hand, hydro-electric power can he developed: in the district at a, low cost,, and the ores could be smelted by the electric furnace at a cost. that would make their treatment possible. With these possibilities in mind we have attempted to make a brief comparative study of the problem for the purpose of aiding those interested in the subject, in determining whether it would be possible metallurgically, and feasible commercially; to use the electric furnace-in those localities where, by reason: of excessive fuel costs, the cost, of operating the furnaces for smelting copper-ores. is either excessive or prohibitive. One of the more important functions of the Federal Bureau of Mines is conservation of the life and health of employees of the mineral and allied industries. Since its very beginning the Bureau has encouraged competition between mine rescue and first-aid teams as a means of stimulating interest in safety and accident-prevention work. In addition to sponsoring competition on a national and international scale during the past 45 years, the Bureau has also assisted State mining departments, mining companies, and mining organizations in holding State, district, company, and other local meets. This assistance includes providing instructors to train teams, judges, and other contest officials. The Bureau has also furnished problems and outlines for working them, judges I discount sheets (scorecards), contest rules, and problem judges. In fact, Bureau representatives participate in nearly all State, district, and company contests and have bad complete charge of some contests.

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

With the growing urban population and the concern for traffic congestion and pollution (emissions control), public transportation is becoming more and more attractive to both city dwellers and managers. To gain access to the central area of the city, the sub- way remains the most viable alternative, despite its higher cost when compared to above ground or elevated transportation systems. There are relatively few regulations and criteria for subway ventilation, particularly when compared with mine ventilation. The main document that provides guidance and general recommendations for subway ventilation and environmental control is the Sub- way Environmental Design Handbook, published in 1976 (2nd edition) by the U.S. Department of Transportation, Office of Re- search and Development. Many of the subway systems in existence today have been designed and built with ventilation features adequate for normal train operation, but their design does not consider stringent criteria for such emergency conditions as a train fire in a tunnel. The National Fire Protection Association's Standard for Fixed Guideway Transit Systems known as NFPA 130 as well as the ASHRAE Handbook - HVAC Applications (1995) provide specific design and operation requirements for subway ventilation systems. Some of the existing, old subways are upgrading their ventilation systems to comply with the new regulations. The ability of a particular ventilation system design to provide adequate ventilation during normal and emergency conditions can be evaluated using computer modeling and simulation techniques. A train fire will cause a sudden change in the tunnel ventilation pattern by adding an unsteady and fast-growing source of heat. The hot air and gasses created by a fire will tend to flow uphill, possibly against the normal flow, producing a 'backlayering effect." To prevent this effect from happening, enough ventilation must be provided and the governing criterion to establish the required airflow is called 'Critical Velocity." Several software packages are available for special applications on tunnel and station ventilation as well as to model the spread of smoke and heat in case of a major tunnel fire, using Computational Fluid Dynamics. This paper presents the current issues in subway ventilation, as shared by the public transit community around the world, together with modern alternative design concepts vis-à-vis the more stringent emerging Fire-Life Safety criteria. Examples of recent studies and ventilation systems design are provided.

In the mining method used at O'Okiep Copper Company (OCC), vertical crater retreat, the prime requirement for the fill is that it should be sufficiently strong to be free-standing to a height of 150 m. Other requirements are minimal decant and drainage water, and high pulp density to allow large tonnages to be placed quickly and alleviate transport problems. The excessively high cost of cement precluded the use of a cement-based fill, and after three years of extensive investigations a backfill based on the smelter slag was produced. Currently a fill with a uniaxial compressive strength of greater than 1 000 kPa after one month is being produced. This is in excess of the design specification of 850 kPa after 2 - 3 months. The research and development which went into the slagfill is briefly covered; the production of the fill from the various raw materials is described; and the design and control systems of the backfill plant, the reticulation system and its monitoring are examined. Finally, the implications of this high- quality fill for the mining programme are assessed.

"The repacked mineral aggregates of good grade oil sands have permeabilities ranging between 15 darcys to 350 millidarcys. The variation is due to the silt contents of the aggregates. Few good grade oil sands contain as much as 30 per cent •silt, most of them contain less than 20 per cent, and a large proportion have less than 10 per cent.The permeabilities of repacked good grade oil sands (oil included) depend on the degree of liquid saturation. When saturation with oil plus water reaches between 80-90 per cent, permeability is reduced to zero. As total saturation decreases below 80 per cent, permeability increases ranidly. Permeabilities of between one and two darcys were observed for total saturations between 60-70 per cent.The mean value for 18 measurements of the permeabilities of ""undisturbed"" core samples of good grade oil sands was 50 millidarcys. This value is •probably too high. The mean value for 20 measurements on core samples of interbedded oil sand and shale was 100 millidarcys. The mean value for 11 measurements on shale was 10 millidarcys."

The ternary system A14C3-AIN-Al203 has been examined to determine compositions which may display desirable high-temperature refractory properties. Powder methods were employed in the synthesis of all test compositions. Forming and sintering behavior was examined and hot-pressing parameters were measured. Several properties were studied for each composition of interest in the system. The properties included hydrolysis rate in moist air, elevated temperature oxidation rate, density, softening point, tensile strength, and rupture strength. In most cases equilibrium was not achieved, and the data are representative of a nonequilibrium system. Approximately 16 separate phases have been observed in the system. Forming behavior and selected properties of five compositions of interest were compared with those of aluminum oxide and aluminum nitride. None of the compositions compared favorably. Oxidation and vaporization appear to be serious drawbacks to the use of these compositions at elevated temperatures.

This report summarizes the work done by the Koppers Company, Incorporated, in cooperation with the Bureau of Mines on the commercial evaluation of the primary low-temperature tars produced from Texas lignite in the Rockdale, Tex., plant of the Aluminum Company of America in conjunction with the Texas Power and Light Company. The interest of the Bureau of Mines in this project is twofold. First, through its cooperative agreement with the Texas Power and Light Company the Bureau has assisted in the technical design and practical operation of the prototype, externally heated, entrained-state carbonizer for producing char for electric-power production and for primary low-temperature tar. Second, the first successful operation of the prototype carbonizers employing the Bureau of Mines-Parry process on lignitic coal in 1953-54 led to the production of large quantities of primary lignitic tar, concerning which too little was known or had heretofore been published in this country.

Current certification testing of self-contained breathing apparatus includes tests with human subjects wearing the apparatus while exercising. During these tests, certain apparatus variables are measured during rest periods. Because of concerns that the present tests may not accurately simulate the stresses to which an apparatus is subjected in the field, the Bureau of Mines proposed new human subject tests. It was also felt that different measurement techniques would supply more reliable data on the apparatus response to these stresses. The Los Alamos National Laboratory was asked by the Bureau to evaluate the proposed tests and monitoring techniques. The major conclusions derived during this study are these: (1) The proposed tests are not too physically demanding. (2) As long as human test subjects are used, a minimum subject weight should be required for certification tests. (3) Important apparatus variables are the breathing resistance, temperature, and carbon dioxide and oxygen concentrations of the inhaled gas. (4) Continuous monitoring should be used, rather than monitoring only during rest periods. (5) New pass/fail criteria based on realistic estimates of the user's physiological requirements, as tempered by present and future engineering limitations, are needed. (6) When available, breathing machines, rather than human subjects, should be used for most certification testing. (7) A more realistic ergonomics test than that proposed is needed. (8) A gas leak test for the system and a facepiece leakage test are also needed.

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

This paper describes studies of zinc concentrate oxidizing pressure leaching using the method of mathematical modeling. The concept of a kinetic function was taken as a basis for mathematical modeling of the leaching process. The kinetic function describes dependence of the unreacted component share OJ on the relative time x (the relative time is the ratio of the test duration and the time of complete dissolution). This kinetic function is determined in accordance with the results of batch laboratory tests. The laboratory tests have been carried out on zinc concentrate produced from Kazakhstan zinc-copper ores. Zinc concentrate consisted mainly of three types of minerals: sphalerite (70%), pyrite (13%) and chalcopyrite (10%). Oxidation reactions of sphalerite, pyrite and chalcopyrite have been considered as principal ones. The kinetic characteristics of the process (kinetic function, reaction order, activation energy, duration of complete dissolution of the concentrate components) have been calculated in the course of laboratory tests. The mathematical model was used for estimation of the main technological leaching process parameters (such as process rate, degree of metals extraction, autoclave capacity, heat balance, etc.). Mathematical modeling based on the kinetic function concept allows safe designing of metallurgical equipment and scaling the technology to industrial capacity.

This report summarizes the work accomplished under Bureau of Mines contract H0188068. The contract required design and construction of a high voltage (7.5 KV) explosion proof cable connector for use on underground coal mine drag cables. A connector was constructed with elastomeric phase insulators that provide insulation shielding throughout the connector length. Connector housing was made of flame resist-ant cast poly urethane with no exposed metal components. Electrical and mechanical testing of the completed coupler resulted in satisfactorily meeting most of the design testing requirements.

"New contracts for 65 million long tons of coking coal valued at over $900 million, over the next 15 years, herald the rebirth of Alberta's coal industry. The industry is optimistic that export orders may reach 20 million tons per annum by the mid-1970's. Coal will be extracted from underground and surface mines and it is expected that the total labour force will double from the present 1,200 men within the next two years. Ali the health hazards associated with coal mining are likely to be encountered and it will be incombent on the Provincial Department of Health to specify the standards which relate to health and environment where no such standards have previously existed. This paper examines some of the problems which are being encountered in setting up an environmental health program and reviews the practicability of environmental monitoring methods, with special reference to respirable dust."

"The Griffith Mine is located 200 miles northeast of Winnipeg and is 30 miles south of Red Lake, Ontario. Owned by The Steel Company of Canada Limited and managed by Pickands Mather & Co., it has an annual rated capacity of 1.5 million tons of high-grade iron ore pellets with an analysis of 66.3 per cent iron and 4.5 per cent silica.Development of the mine and construction of the plant got underway in January of 1966 and operations began in February of 1968. The orebodies outcrop on the shore of Bruce lake and run under the lake. The ore in its crude form is a metasedimentary low-grade magnetite and occurs in a highly folded banded formation. The average iron analysis of the crude is 29 per cent and the over-all weight recovery is 32 per cent.In order to mine the portion of the orebody under the lake, the soft varved clay on the lake bottom was hydraulically dredged and a dyke constructed of rock, with till used to provide an impervious seal on the lake side of the dyke, prior to dewatering.Mining is carried out by conventional open-pit tech-niques. Ore dressing is achieved by combining one crushing stage and a two-stage grinding system, with beneficiation by magnetic separation, hydroseparation and flotation. Agglomerating is done with conventional balling drums and pelletizing is carried out in shaft furnaces.Of interest and discussed in detail are the 32-foot autogenous cascade mills ."

MANY existing ore deposits of valuable metals have been worked out in their upper surface levels and the continued productivity of these mines is dependent on their extension to greater depths in the earth. The maximum depths at present reached are about 6000 to 8000 ft. below the surface, with no evidence of an impoverished ore vein. These mines are widely distributed; some of the best known are in South Africa, Brazil, India and in the western sections of the United States. Among the factors which increase the difficulty of working these mines at increasing depths are hoisting, rock pressure and temperature. The manner and effectiveness with which these problems arc met will, no doubt, determine in a large measure the ultimate depths to which any mine can be profitably worked. The most critical of these three factors at present is the increase in temperature with depth. The high temperature and humidity in many of these mines at present are severely detrimental to the health of the workers and greatly hamper their efficiency. Some have almost reached a condition in which the human system cannot survive. The problems involved in the cooling and ventilation of mines have all been ably analyzed and presented in previous articles. For this reason, only a résumé of conditions affecting the cooling and conditioning of deep and hot mines will be given in this paper before attention is directed to possible methods of improving atmospheric conditions in the working levels. Physiological Effects of Temperature, Humidity and Air Motion Many data on the physiological effects of different atmospheric conditions on the human system have been compiled and published through the combined efforts of the American Society of Heating and Ventilating Engineers, the U. S. Bureau of Mines and U. S. Public Health Service. These data were not primarily developed around the conditions existing in deep mines, but the upper temperature limits of the investigations extend into, and are applicable to, mine atmospheric conditions. The Pollution Prevention Act of 1990 provides few specifics to assist the non-fuel mining and mineral processing industries of the United States in achieving pollution prevention (P2) compliance. The U.S. Bureau of Mines (USBM) recognizes the absence of specific information to reduce pollution impacts from mining and mineral processing of hardrock and industrial minerals. Therefore, the USBM has prepared this publication to help reduce or eliminate environmental pollution and to assure the viability of these segments of the domestic mining industry. This report includes worksheets designed to help operators of mining and milling facilities to establish a P2 program. The report can also be used by citizen and environmental groups, State and local governments, and academia to gain an understanding of P2 as it relates to mining and mineral processing.
