Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

A fiber optic distributed sensing system allows the monitoring of parameters useful to determine the short- and long-term behaviour of the structure in response to the external actions, including, eg seismic activities as well as long-term phenomena such as seepage, tunneling, sinkholes, and other geo-structural movements. Monitoring of large retaining structures with such a system provides direct strain/deformation and temperature measurements on the broad interior area with an arrangement of several sensing cable lines, enabling early detection, localisation and sizing of subsurface damages. Measurements are provided every meter along the entire sensing cable, this is particularly important in such cases where the location of defects and damages cannot be predicted. Fiber optic distributed sensing cables are generally available for retrofit installation inside the dam structure using trenches on the downstream face or laid during construction below the geomembrane liner within the bedding sand layer. Mapping the cable route enables exact correlation between a linear coordinate on the cable length and a position in the dam. Cable installation is envisaged to be carried out during further raising of the embankment; additional cable sections are plugged to the previously installed cables and measured with the existing measurement system, requiring only an update of the mapping. The measurement system is placed remotely from the sensing area since a section of sensing cable can be used to link to the sensing area at the storage facility several kilometers away. The system is available for on-line, 24/7 real-time operational data management. Such fiber optic distributed sensing systems allow storage facilities to be monitored with long, accurate, continuous and precise data for geotechnical diagnostic purposes. This contribution will introduce the principles, benefits, and limitations of this technology.

Deposition velocities play an important role in many fields of engineering and an impressive range of measured data has accumulated in the literature. Numerous workers have addressed the problems that are associated with the prediction of deposition velocity because of its particular relevance to the design of pipelines and pumping stations. However, despite this extensive effort, the calculation of friction heads still requires reference to experimentally based graphs to determine Durand factors and there is still scope for improvement in the prediction of the deposition velocity at different solids concentrations. Equations to characterise the relationship between the Durand factor and the volume concentrations of solids in the slurry are presented. A correlation for the prediction of the deposition velocity is also developed and tested against some of the classical experimental data. The application of predicted values of deposition velocity in assessing the potential for the sanding-up of spiral separators is then described and a case study is presented.

Mercury emissions and other environmental impacts in small-scale gold mining are a world-wide problem. "Clean" or better: "Cleaner" technologies have -apart from being environmentally sound -to guarantee a higher income and better working conditions for the miners in order to have a chance for long-term acceptance. In small scale primary gold mining in several South American countries, a number of techniques have been adapted and improved so that they not only were accepted due to their efficiency and easy handling, but they could also significantly lower mercury emissions.

To alleviate pollution more restrictive legislation is being enacted, either limiting emission of pollutants or the type of fuel that can be utilized. The nature and magnitude of air pollution problems affecting the mining, preparation, coking and combustion of coal are described. Methods for combatting particulate emissions by use of mechanical separators and electrostatic pre-cipitors are discussed. Proposed methods to meet the problem of gaseous emissions currently receiving considerable attention are described, with special emphasis on methods to decrease pollution by sulfur oxides. Concern about air pollution goes back several centuries, but until very recently most effort has been aimed at coal smoke and other visible pollutants. The classic example of a 'successful' campaign for smoke abatement and control is the fruitful combined effort of the city of Pittsburgh and its surrounding Allegheny County, which eventually led to the reconstruction of downtown Pittsburgh at an estimated cost of one billion dollars. Historically, the city's downtown Golden Triangle district had been afflicted by pollutants evolving from steel mills, from a variety of other industries, and from railroad locomotives. Efforts to alleviate the situation prior to 1943 were virtually ineffective. In 1945, however, a comprehensive redevelopment plan was prepared and backed by state authority. Within a few years a clean, modern metropolis has evolved where once stood America's famous 'smoky city.' But the victory in Pittsburgh, as in various other American cities, has not solved the national problem. Current estimates indicate that 133 million tons annually of air pollutants from all sources still are emitted annually into the atmosphere above the United States. About 10% of this annual effluent is particulate matter so that most of the remaining pollution problems will be solved only when other effluents are reduced. Essentially, these are sulfur oxides, nitro- gen oxides, hydrocarbons, and carbon monoxide. Over the years, both states and local communities have tended to increase the restrictions on smoke and fly ash — problems mostly of concern in the combustion of coal. Prior to the middle 1950's, ordinances sometimes permitted emissions of smoke equivalent to as much as No. 3 on the Ringlemann scale. Since 1956, no ordinance has been passed which allows smoke of greater than No. 2. Under today's conditions of improved fuels, equipment and practice, a few communities have passed laws prohibiting emission of smoke of any density darker than Ringlemann No. 1. The majority of existing laws on fly ash emission in the U.S. limit emissions equivalent to 0.85 lb of fly ash per 1000 Ib of flue gas. In recent years, however, regulations which have been adopted give cognizance to the higher level of performance now obtainable with improved equipment. A comparison of the restrictions of five codes adopted since 1960 is given in Table I. The most stringent of these is the one for New York City which provides for a maximum emission of 0.6 lb fly ash per million Btu heat release (equivalent to roughly 0.51 lb/1000 lb of flue gas). The first comprehensive effort to restrict the emission of SO2 resulted from the passage of a 1937 law in St. Louis. This regulation stipulated that coal containing in excess of 23% volatile matter and 2% sulfur must be washed, thereby presumably producing some effective reduction in the input sulfur content. This was followed in 1949 by a Los Angeles County law which prohibited the emission of SO2 in concentrations greater than 0.2%. Most SO2-restrictive legislation passed since that date has been based on this limiting 0.2% SO2 by volume, although modifications are occasionally permitted under selected conditions, sometimes based on the fact that certain limiting ground concentrations are not exceeded — such as in the rules adopted by the San Francisco Bay area. To date, no legislation has been passed in the U.S. to limit the generation of nitrogen oxides from the combustion of fossil fuels. However, such oxides are considered to be of potential importance in air pollution control because of their possible detrimental effects on health and their reported role in the formation of photochemical smog. Interest in reducing oxides of nitrogen from powerplant and auto exhausts is increasing and regulations limiting their quantity can be expected in the future.

"For a plain-weave Nicalon ™ fiber fabric-reinforced silicon carbide (SiC) ceramic composite, little attentation has been paid to the effect of fabric stacking sequence on its mechanical behavior. In this paper, fiber-fabric stacking sequence effects on the elastic stress distributions, ceramic matrix-cracking stress, effective elastic moduli, and flexural strengths of laminated flexural test bars are quantified. A quantification model is established based on the combination of classical laminated plate theories and a fiber undulation model developed by Chou et al. A FORTRAN program is compiled to implement the modeling, which can be run in a SUN work station. The mechanical performance of a continuous fiber-reinforced ceramic-matrix composite (CFCC) with a [0/30/60] lay-up was analyzed and predicted. The variation in the fiber-fabric stacking sequence can vary the elastic stress distributions along the thickness direction of specimens, magnitude of ceramic matrix-cracking stress, effective elastic moduli of the laminate, and crack initiation sites as well as fracture modes. Moreover, all these factors contribute to scatter in flexural strengths of the CFCC.I. IntroductionWith enhanced fracture toughness and the ability of non-catastrophic (graceful) failure behavior, CFCCs are currently under evaluation for high-temperature structural applications in heat exchangers, combustors, hot-gas filters, boilers components, first walls and high-heat flux surfaces gas turbines, space vehicles and nuclear reactors.[1-8] Extensive applications of CFCCs by industry are still hampered by an insufficient understanding of the mechanical behavior, and sometimes, the lack of a well-developed and widely accepted design philosophy, in addition to the high-production costs."

"Abstract - The Boston deposit is a recently discovered Archean lode-gold deposit located approximately 700 km northeast of Yellowknife, in the southern portion of the Hope Bay volcanic belt. Primary H2O-CO2-NaCl fluid inclusions associated with gold mineralization at Boston are of low salinity (4.6 ± 1.4 eq. wt.% NaCl, n = 182) and contain pure CO2. Homogenization temperatures of liquid-phase inclusions average 270° ± 33°C (n = 141), but some fluid inclusion assemblages contain coexisting liquid- and vapor-phase inclusions that homogenize near critical conditions, suggesting phase separation. In these groups, liquid-phase inclusions homogenized at 299° ± 25°C (n = 24), and vapor-phase inclusions homogenized at 338° ± 28°C (n = 18). These temperatures overlap within error, and a median temperature of ~320°C is taken as representative of trapping conditions within the veins. An approximate pressure of 2-3 kbar was estimated from fluid inclusion isochores at this temperature. Stable isotopic compositions of carbonate minerals from the mineralized zones range from -4.7‰ to -3.1‰ in d13C, and from 11.2‰ to 12.8‰ in d18O; quartz ranges from d18O = 12.8‰ to 14.9‰; and pyrite ranges from d34S = 2.1‰ to 3.5‰. The d18OH2O, d13CCO2, and d34SH2S values of the fluid calculated from these minerals at 320°C are 6‰-9‰, -2.4‰ ± 0.6‰, and 1.5‰ ± 0.5‰, respectively, and are intermediate between metamorphic and magmatic compositions. A unique source for the fluids cannot, therefore, be constrained from these data. Petrographic and geochemical data for the Boston deposit are consistent with data from other Archean lode-gold deposits worldwide, implying that the Boston deposit formed in a similar environment and from similar types of fluids. These results suggest that the Hope Bay volcanic belt may represent a major new mesothermal gold belt in this part of Nunavut. "This paper presents an application of the use of synthetic ores to study gold recovery by gravity. Three case studies are presented: the first focuses on the use of tungsten to study applications of Knelson Concentrators for upgrading gravity concentrates; the second on tungsten again, in this case to study the performance of a 86 Falcon Concentrator; and the third on lead to mimic gold's grinding behaviour.It is shown that the use of synthetic ores with metallic substitute for gold is not only expedient, but it can also lead to an increased understanding of separation and grinding mechanisms, because of the more accurate results and controlled particle shapes. The case studies highlight the problems associated with gold particle flakiness and gangue density. The grinding behaviour of malleable materials is shown to be complex, as particles can migrate to coarser size classes by flattening and cold welding, and to finer size classes by folding and actual breakage.IntroductionThe title of this contribution is not entirely misleading. The charge for the copper refinery is a mixture of anodes produced at San Manuel from BHP source concentrate and copper purchased from external sources. Control of unwanted impurities in the tankhouse - is very important and beneficial. Currently available removal/recovery technologies were reviewed for the control of bismuth and antimony levels in the electrolyte. Recent studies have focused on solvent extraction (SX) technology and generated successful results for the removal and subsequent recovery of bismuth and antimony. The SX system employs the reagent, ACORGA SBX-50, in conjunction with a patented high chloride stripping system. The latter enables recycle of the eluant, avoiding the high costs associated with conventional systems, such as regeneration of resin. Concerns over potential transfer of organics and chloride ion to the electrolyte were readily addressed, solved and demonstrated using conventional, established technology. This paper describes the benefits of electrolyte purification, the flexibility afforded by the SX system, the operational practices necessary for maintaining adequate control of bismuth and antimony impurities in the electrorefining environment and possibilities for future development /exploitation of the Zeneca SX system at the San Manuel refinery.

Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health rleterinratinn_

Slip and fall accidents are a major cause of lost-time injuries associated with large mobile equipment in surface mines. An evaluation of the safety hazards associated with getting on and off large surface mining vehicles showed that most of the accidents occur at the point where personnel attempt to mount or dismount the machine at ground level. The major hazardous design conditions were identified as excessively flexible supports for lower steps or rungs, inappropriate ground-level-to-first-step distances, poor step designs, access designs that use vehicle components as steps or walkways, and inadequate hand- rail and guardrail designs, Additional hazards are introduced by the lack of proper maintenance of ladder hardware and the work practices of operators in carrying articles while mounting and dismounting the vehicle. This Bureau of Mines report describes the design and in-mine testing of improved access system for large mobile mining equipment.

An innovative patented process has been developed to convert high volume wastes--fly ash from coal-fired power plants, municipal solid waste (MSW) ash from incineration, solids from waste water treatment and paper mill sludge into a high value and environmentally benign product in the form of a lightweight aggregate. Lightweight Aggregate is widely used in the building construction industry in the United States, Europe and some Asian countries. This paper will present the development of the process, the process itself and details on the first commercial scale plant. The commercial plant is owned and operated by Wisconsin Electric Power (WEPCO).

Burden of drill hole is third most sensitive parameter effecting the ground vibration in blasting apart from maximum charge per delay and distance. Various types of burdens can be seen in practical bench blasting situations. Burden can be expressed as drilled burden and initiation burden. Drill holes may have various front row burdens (toe burden), which may be different from the designed burden. In order to ascertain the impact of front row burden as well as the initiation burden on intensity of ground vibration and air overpressure experiments were conducted in sandstone overburden benches of an opencast coal mine and limestone quarry. Blast trials were carried out in cognisance of both drill and initiation burden while keeping all other parameters constant. Effect of front row burden was also extensively studied by keeping almost all other parameters constant. The results of the study reveal that there is substantial influence of front row burden on the vibration and air overpressure. The statistical analysis of vibration and air overpressure data with drilled burden and initiation burden gives significant evidence that the level of peak particle velocity of vibration (Vmax)) is reduced by reducing effective burden with modification of initiation. Data analysis carried out for air overpressure versus initiation burden shows that reducing effective burden with modification of initiation results in increasing the level of P. The study reveals a qualitative assessment of the influence of burden on the blast induced vibration and air overpressure. The study also recommends to modify the initiation pattern to reduce the effective burden in order to reduce the vibration, without disturbing the fragmentation.

The AMIRA International P843A Geometallurgical Mapping and Mine Modelling (GeMIII) project is an interdisciplinary research collaboration between 17 global mineral companies and four research organisations aimed at providing support for the emerging industry trend of geometallurgy. The main aim of the project is to develop predictive geometallurgical indices which can be incorporated into a resource block model to maximise the commercial value of an orebody and to minimise the social and environmental impact of mining operations.Researchers at the Parker Centre/CSIRO have been focusing on the development of predictive hydrometallurgical indices for the GeMIII project via rapid, small-scale, cost-effective tests and protocols for comparative ranking of attributes relevant to leach performance. The focus of the small-scale leach tests has been to determine the leach index (relative indication of leach performance), recovery, impurity deportment, reagent consumption, effect of size/degree of liberation and mineralogy of samples for their relative ranking. Predictive tests for heap leach hydrology (related to agglomerate characteristics) and slurry rheological behaviour are also being developed.

(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. "Introduction. The data obtained in recent research work by the Bureau of Mines show that the analysis of the gases dissolved in underground waters may be used by the prospector or geologist as an additional aid in discovering new oil or gas fields. The hydrocarbons present in the water serve to indicate whether oil or gas sands exist in the region through which the waters have passed. A portable field apparatus has been developed by the bureau which can be used for removing and analyzing the gases dissolved in the waters. This apparatus and the method of u are described in this paper. Results are given of analyses made on waters from various localities, and the significance of these waters with reference to the detection of oil and gas.Any liquid, with the exception of mercury, if permitted to come in contact with eases or vapors will absorb a definite amount thereof. This action depends on the following factors: (1) The kind of gas; (2) the percentage composition of the eases in contact with the liquid; (3) the pressure of the gas; and (4) the composition and temperature of the liquid. For our present purpose it is only necessary is consider two of these factors - namely, the gas or vapor (natural gas and light petroleum vapor), and the liquid (water).If water of underground origin traverses a gas or oil sand it will absorb a definite quantity of hydrocarbon vapors, and will carry these vapors to the surface when tapped by a well. When the water is exposed to the air at the sur¬face, the eases and vapors will be given off and their place taken by oxygen and nitrogen from the air. Therefore, an analysis of the gases in waters reaching the surface from an underground source should be of value in determining whether these waters have traversed or came in contact with hydrocarbon-bearing strata. With the apparatus herein described it is possible to determine whether the vapors are mainly of natural gas on sition (methane CH1) and ethane (C2H6 ), or are come posed mostly of heavier petroleum vapors (ethane, propane (C3E8) and buttane (C4H10)."

Over the last decade, drilled and post-grouted micropile foundations have come to be increasingly relied upon for resisting seismic loads in building foundations on the West Coast. Micropiles have been successfully deployed in a range of soil conditions, in vertical as well as battered configurations, to support a variety of structural systems difficult soils. Their high load capacity in tension as well as in compression, their ability to be installed in confined spaces with minimal overhead clearance, and their ability to be directly tested in an installation have made them indispensable for seismic strengthening of existing structures. More recently, growing industry experience along with improvements in design guidelines have led to wider acceptance of micropiles among engineers and building officials. The increasing availability of the specialized materials, coupled with growing familiarity with drilling technologies among design-build contractors has made micropiles more cost-effective and competitive. For the first time, micropiles are finding applications in the construction of new buildings, where they are combined with shallow footings in hybrid foundations to efficiently resist seismic loads. These new applications rely on more intensive engineering analyses to evaluate the performance of micropile foundation systems and develop detailed requirements for design and construction. This paper describes the design approaches and the analytical methods for the seismic design of hybrid micropile foundations, and provides examples of recent construction projects that demonstrate the application.

For traditional underhand cut-and-fill mining operations, it can be challenging to design a suitable cemented paste backfill (CPB) mix that can meet the necessary strength requirements and yet maintain its ductility. In deep underground metal mines, the CPB must achieve a high enough strength to be competent under high stress conditions while also remaining ductile enough to withstand high strain from squeezing ground as underhand mining continues under backfilled stopes. To eliminate ground falls that result in injuries and fatalities, researchers from the Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) have partnered with Aerix Industries, a producer of concrete additives, to study the effects of foaming agents on the strength and ductility of CPB. This laboratory study examines the impact of various amounts of foam additive on the strength and ductility of CPB mix designs, using binder and tailings provided by Hecla Limited from the Lucky Friday Mine

In hard siliceous sandstone strata overlying coal seams, roof bolting is often the bottleneck in the coal production cycle. In the past, these strata have been drilled by pneumatically operated stopers. Although slow drilling is cumbersome and uncomfortably noisy, the stoper was the most effective drill in these harder strata. However, because of the (U.S.) Coal Mining Safety Act, which limits noise levels for operating drills, FMC Mining Equipment developed the water-through-the-drill-steel method of drilling high-compressive-strength strata. Although water-through-the-drill steel had been developed earlier, the real impact of wet drilling techniques surfaced when the dual-boom roof drilling machines were installed at the Virginia-Pocahontas Division, Keen Mountain, Virginia, in 1974. This paper covers some of the technical details of the water-through- the-drill-steel design and its application.

Adolph Greiner, Seraing, Belgium:—I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have corrected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent. was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix 11. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p. in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. The notes are schedules of the larger-size gas-engines built by British engine-makers, of 500 h.p. and upwards.
