Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.

In our work as health physicists*, we do a lot of public speaking and interaction with the public on issues related to development of uranium mining and milling (?uranium recovery?) in the US. Understandingly, the public has important concerns about this. Accordingly, this paper is presented in a ?question and answer? format in which we have tried to capture what are some of the most common concerns we hear from citizens and address them. We have attempted to do so based on the best scientific information we have, representing information well documented in peer-reviewed scientific literature and consensus positions from both national and international scientific standard setting bodies and related committees. We have included some of the more important of these scientifically-based references to support the information provided. Practical space limitations prevent completeness in this regard in some cases. Tellurium (Te) is a rare metalloid that is predominantly produced from the treatment of anode slimes formed during copper (Cu) electrolytic refining. The US Government lists Te as one of the 50 critical minerals, partly, because of its use in thin-film photovoltaic (PV) technology. Given policy initiatives to increase Te production, it is important to evaluate the life-cycle environmental impacts of Te recovery as a by-product of Cu processing. The literature contains a few specific life cycle assessment (LCA) studies of groups of metals that include Te without proper regard to impacts per life-cycle stage of Te production or the effect of allocation on the results. This study builds an LCA model of the production system of Te from anode slimes treatment to evaluate the effect of allocation on life-cycle impacts. We build life cycle inventories using data from the Ecoinvent v3.7.1 database, literature, and engineering calculations and allocate impacts in proportion to products’ mass and economic value. The results show that economic value-based allocation yields greater impacts than mass-based allocation indicating the significant effect of the allocation approach on life-cycle impact estimates.

A series of processes to recover the gold from electronic scrap which contains initially about 200-600 ppm Au have been developed. First, mechanical beneficiation including shredding, crushing and screening was employed. Results showed that 99 percent of gold component leaves in the fraction of under 1 mm of crushed scrap and its concentration was enriched to about 800 ppm without incineration. The scrap was leached in 50% aqua regia solution and gold was dissolved completely at 60°C within 2 hours. Other valuable metals such as silver, copper, nickel and iron were also dissolved. This resulting solution was boiled to remove nitrous compounds in the leachate. Finally, a newly designed electrolyzer was tested to recover the gold metal. More than 99% of gold and silver were recovered within an hour in electrowinning process.

The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites. The process consists of four major steps: (1) reduction roast, (2) ammoniacal leach, (3) solvent extraction, and (4) electrowinning. Several solid-liquid separation steps are required that affect the economics of the overall pro-cess. In this study, two techniques for solid-liquid separation, centrifugation and thickening, were investigated. This report presents the results of (1) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and (2) an economic study of the two techniques, based on the requirements of a commercial-size (5,OOO-tpd) laterite processing plant. Sizing and other equipment-related recommendations, based on data from the Bureau's studies, were obtained from commercial manufacturers. The costs of thickening and centrifugation, including all the unit operations affected, were determined by the Bureau's process evaluation group. The total operating costs ~or separation using the two techniques (including depreciation on the capital cost of equipment) were found to be quite close: $17.26 per ton of laterite for centrifugation and $18.15 per ton of laterite for thickening. For centrifugal separation, the greatest cost was found to be the initial capital cost for the separation equipment; using thickeners, the greatest cost was for re-agent recovery.

"Chuquicamata Underground Mine is one of the main projects for the Chilean government copper company (CODELCO). Underground mine project has been under construction since 2013 and presents a solution for the lower production levels of the open pit and prolongs the life of the mine for the next 40 years. Currently, around 2000 workers operate in the mine daily. Dozens of trucks and heavy machines drives through all main routes and access in the mine. As a mine under construction not all the infrastructure necessary to operate safely in the mine has been completed. Risk of a truck or fixed facility fire is always a challenge to keep under control. One important part of fire simulation relays on what we can do prevent a fire and what can be done with the existing infrastructure to control a declared fire and start evacuation plans. This study has been made as a feasible emergency plan to implement, in this case, of a mine under construction, were limited resources are available. Several fire scenarios have been made to support all the emergency plan strategy and a detailed step by step procedure indicates what the elements of a fire emergency plan and risk analysis are.INTRODUCTIONThe main objective of this study is to describe the importance of fire risk analyses (FRAs) and different methods to be used before commencing fire simulation and methodology steps utilized for a fire emergency plan strategy (EPS) at the Chuquicamata underground mine. It also describes how to classify zones which are going to be affected by fumes and gases propagation derived from the exact location of a fire event. Fire simulation study is helpful to determine the impact on a ventilation system with the main purpose of providing relevant information to complement emergency plans and stablished control techniques in ventilation design and its operation. Most fire simulation studies only concentrates in simulation techniques on itself. But what is the next following step in developing an emergency plan? How can we evaluate, classify and treat risky areas? This study is focused mainly in the phases before and after a fire simulation process. Phases corresponds to a good FRA and how output data can be used for an EPS."

A century ago the AIME meeting of 1899 was held at the Palace Hotel in San Francisco California in September. For his presidential address, James Douglas presented this paper which is reprinted in full with the kind permission of the AIME. It presents an interesting comparison relating to events and circumstances in the metallurgical industries at the close of last century. Being on the eve of a new century ourselves, the Editors of this volume of the COPPER 99-COBRE 99 Proceedings considered this paper would be of general interest, hence it is included here. Douglas believed in effective interchange of technical experiences and ideas. He considered the extreme secrecy surrounding the copper works at Swansea, Wales, the world center of copper only years before the time his paper was delivered, as one key reason for its decline, (and eventual closure of all copper plants there). In his paper, the pace of developments in various sectors such as transportation (railroads, the dominant means of I transportation at the time), the iron and steel and copper industries were examined, in much the same way as one might do but on the high technology of today. James Douglas was born in Quebec City, Quebec, Canada and spent his early life there. Forced to move to the United States for family and financial reasons, he went on to become a pioneer in the new Arizona copper industry, and with luck and good judgement with his interest in the new mining properties he also became very wealthy. Douglas was an accomplished mining and metallurgical engineer. He was the first President of Phelps Dodge and helped transform the small trading company of Anson Phelps and William Dodge into a mining giant.

X-ray computed tomography (CT) images of rock specimens often contain artifacts which must be corrected before scientific analyses are performed. This paper presents a new workflow of automated image processing to utilize poor-quality X-ray CT scan images. The workflow runs on the open-source image analysis software and efficiently separates desired features from low-contrast scanned images. The new workflow is a two-step technique using contrast enhancement and automated feature segmentation to generate noise-free binary images. The results of binary images using the proposed workflow and using a conventional thresholding technique are analyzed to show the quality of the proposed method. The paper also presents a workflow of estimating the structural geometries of features in two and three dimensions. The results of the structural feature analyses and computational time were compared between the open-source (ImageJ) and commercial image analysis software (Bruker Computed Tomography Analyzer). The commercial software was more computationally efficient, but the task-specific macros in open-source software enabled the user-desired automation in image processing and data extraction of desired structural features of comparable quality.

MR. McKEEVER: I think we had to start some- where. The proceeds of the beltbuckles and hard hat stickers will certainly be a beginning in a scholarship for some of our young people. And maybe, you know we might even get one of them sometime to go to the University of Oklahoma. A few years ago the luncheon speaker for tomorrow, Brooks Mitchell, got a few of the mine presidents together and we spent a full five hours of just dedicated listening to Carl Terzian. We listened basically on three subjects: how to work with the media, how to work with image, and how to identify with our political systems and those who are in them. I remember that as one of the turning points in my perspective on how our system really works. This gentleman who will be addressing you today, Mr. Terzian, will be conducting about a three-hour session tomorrow. And it's a shame that our other activities will not allow some of the golfers to probably be there. Those of you who can come to the session tomorrow morning will find it most rewarding. A little bit later on we will also have a panel session. And I see all of the panelists are here except for Bob Golten, but I understand that he is registered. We should have a full afternoon session with Charlie and his panel. When we started working on this, we naturally went back to Carl Terzian to give us some guidance. If there is anything wrong with your session, it's my fault because he knows how these should be done and he guided us along the way. One thing that I am sorry, it wasn't his fault necessarily, is that Harry Reasoner will not be with us for lunch tomorrow. Brooks Mitchell is going to make all of the PR he can out of the fact that Harry got scratched and he got in place for him. Brooks gave me one comment along that line. He said, "Do you know what you get when you cross a gorilla with a computer"? Of course I bit on that. He said. "Well, you get a Harry Reasoner." A little over a month ago I was invited out to California to Woodbury University at Carl Terzian's insistence. I happened to be sitting by one of his vice presidents. It was a formal affair. We had to wear tuxedos and everything and Mr.Green was sitting there and he said, "You know," he didn't know who I was at that time, but he said, "You know Carl really didn't want this formal affair. Said he had a couple of friends coming from the coal mining industry and they wouldn't know what to do with tuxedos." So with that Carl, we will start this little session and it's your mike. MR. TERZIAN: Thank you very much Ira. Let me begin by expressing my appreciation to the men and women of the Institute for allowing me to be here. I'm deeply concerned about my reputation, my image and don't want you to get the inference that I am responsible for Ira McKeever's image. Nobody could be responsible for that! But it is a great case in point that we all should be concerned about our images. I guess tomorrow morning from about 8:30. a.m. to about 11:30 a.m. we are going to do a? hopefully, a productive and very pleasant expertence for all of us in this growing field and great interest that people have in the area of image. I happen to be from Los Angeles. "An innovative concept is proposed whereby the operating power for haul trucks in certain areas of an underground mine are reduced in order to lower ventilation costs. Airflow that must be provided for diesel-powered equipment in most jurisdictions are regulated based on engine peak power capability and engine emissions, both of which can be lowered by artificially reducing the capacity of the engine through the engine control unit. Advances in asset tracking and ventilation on demand enable this methodology and this study demonstrates that it could represent significant value for mine operators. An examination of haul truck duty cycle indicates that de-rating of engine operating power based on the truck’s location in the mine can enable a step change in ventilation rates, often with no material impact on working conditions. Methods for implementation and estimate of cost savings will be defined.INTRODUCTION Ventilation of underground workings remains a significant operating cost burden for modern mine operators. In particular, ventilation rates for underground diesel mining equipment are often defined by local regulatory bodies and are assumed to present minimal opportunity for optimization or savings, at least until battery propulsion systems can be adopted. Commonly, the quantity of air flow required is defined by the peak rated engine output power of diesel equipment. For example, Ontario Regulation 854 SS 183.1 (3) states that “The flow of air must be at least 0.06 cubic metres per second for each kilowatt of power of the diesel-powered equipment operating in the workplace”. Jurisdictions that define air flow using the prescribed CANMET or MSHA ratings use peak engine emissions to calculate air flow required for dilution ventilation. These approaches are similar in that the maximum power capability of a vehicle’s engine is used to define the ventilation rate in all areas where it travels, regardless of what power output is actually used in any of those areas. Examination of the duty cycle of a typical underground haul truck identifies a large variance in the power output of the vehicle depending on its location in the mine and the activities undertaken at these locations. For example, travel on a mining sub-level requires a fraction of the truck’s peak power due to the minimal grade and significantly reduced travel speed. So if we can reliably reduce the peak engine power capacity and engine emissions in areas where peak power is not required, we can logically cut the ventilation rates for those areas."

IN 1947 the steel industry rebounded from its wartime effort and produced a record-breaking peacetime tonnage of steel ingots. During the first six months of the year the industry produced 42,000,000 tons of ingots and expected to produce 85,000,000 tons for the year. With a rated capacity of some 91,000,000 tons, production was at a rate of about 93 per cent of capacity. Credit must be extended to the steel producers who have maintained this steady state of operations while faced with many problems, not the least of which was a continued shortage of satisfactory scrap. Furthermore, the steel industry started a record-breaking peacetime expansion program at a total cost of more than $1,000,000,000. This program will increase the ingot-making capacity of the country by 2,500,000 tons and should be completed in 1948.

The historic Getchell property is currently being mined from the Getchell Main Underground workings, a foot wall extension of the Getchell open pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is currently under development via two vertical shafts. Together, the two mines will continue to provide feed to the Getchell's 3,200 tpd mill/autoclave circuit, taking Getchell Gold from its current production rate of 200,000 ounces (Au) per annum, to over 400,000 ounces (Au) per annum by 1999.

"Non-producing mineral properties include those at various stages of exploration, properties at the pre-feasibility or feasibility stage, properties with currently uneconomic mineral resources, and past-producers. The market approach is applicable to all these types of non-producing mineral properties. Income approach methods such as discounted cash flow and option pricing are generally not applicable to properties at the exploration stage, but may be applicable to non-producing mineral properties with defined mineral reserves or mineral resources.The value of a non-producing mineral property depends on its perceived potential for the existence and discovery of an economic mineral deposit. The potential, in turn, depends on a number of factors which must be considered when choosing market comparables. These comparability factors include such items as geology, mineralization, stage of exploration and results, mineral resources, location and geography, and political jurisdiction. The date of the market comparables must be within a reasonable time period of the valuation date of the subject property. Although it is difficult to find good market comparables because of the unique nature of mineral properties and the small number of transactions, these difficulties are compensated for by analyzing a number of transactions on similar properties to develop a range of values for the subject property.For valuation purposes, market comparables can be expressed in terms of total property value, value per unit area (e.g., $ per hectare), or value per unit of metal contained in mineral resources (e.g., $ per ounce of gold, or $ per pound of copper). The market comparable value can be used to estimate the value of the subject property by using the total property value, unit area value or contained metal value."

Two papers dealing with Noranda's milling operations have already been presented. The first1 of these covered the initial metallurgical problems connected with the treatment of the ore, while the second2 described the development of the mill from a 500-ton unit in 1928 to one with a daily capacity of 3000 tons less than six years later. At the time the second paper was written the equipment whirh had been installed to bring the mill capacity up to 3000 tons was being tuned into production and for this reason, though each step had previously been tested by a large-scale pilot operation, it was thought advisable to withhold metallurgical data until any starting-up difficulties had been overcome and anticipated requirements fulfilled. These requirements called for an improvement in gold recovery without any lowering of the previous ratio of concentration, and the pages that follow deal with the methods by which this result was obtained. An idea of the character of Noranda concentrating ore will be gained from an inspection of the following mineralogical analysis of the ore treated by the mill during 1933: MineRal Content Mineral ConteNt Chalcopyrite, per cent..... 6.8 Silica and silicates, per cent............ 18.3 Pyrite, per cent........... 22.1 Gold, native and as telluride, oz. per ton 0.15 Pyrrhotite, per cent....... 51.5 Silver, probably as argentite, oz. per tou 0.35 Magnetite, per cent....... 0.5 Thesr figures, which are typical, show that over 73 per cent of the ore treated consists of pyrite and pyrrhotite. Determirnation of the proportion of unrecovered gold associated with each of these minerals was therefore of primary importance in developing a suitable method for improving gold recovery. As pyrrhotite is magnetic, this information was obtained by making magnetic sorting tests on samples of the mill tailing and screening the material thus segregated. The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers fromthe National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand, and gravel mine sites throughout the USA. A primary purpose of these interviews was to verify the competencies included in the hazard recognition competencies framework and to understand why these competencies are critical. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

Most of the waste that contains a small portion of copper is landfilled. The recycling process of copper from the waste, such as shredder residue, should be developed in order to save mineral resources and prevent environmental pollution. Shredder residue, generated from disposed automobiles and electric appliances, consists of many types of plastics, glasses and metals. The combustion heat of plastics is efficiently used for smelting in the recycling process that consists of melting and reduction. Because the waste contains numerous components the knowledge of the distribution behaviors of the main components is necessary to develop the recycling process. The distribution behaviors in the recycling process are evaluated by using the thermodynamic calculation program, HSC Chemistry. The calculation results are compared with the practical operation data of the recycling process and discussed.

This is a shortened version of the paper ?The Methane-Air Explosion Hazard Within Coal Mine Gobs published in the 2013 volume of SME Transactions (Brune, 2013, pp. 376-390). This paper analyzes the explosion hazard resulting from the formation of methane-air mixtures in the mined-out gobs of underground longwall coal mines. Evidence from numerous mine explosions suggests that explosive methane zones can form within longwall gobs. Explosions and fires resulting from these methane accumulations have led to severe and fatal injuries to the miners, including the explosion of the Upper Big Branch Mine in West Virginia, where 29 miners lost their lives April 5, 2010.The paper also reviews current research on numerical modeling of gas flows in longwall gobs and outlines how targeted injection of nitrogen into gobs can effectively reduce the volume of such explosive methane zones. The paper concludes that comprehensive monitoring of gas compositions, along the accessible fringes of the gobs along with inertization, improved ventilation schemes and further research are necessary to control this explosion hazard and make mining operations safe.
