Most governments recognize that energy efficiency represents a partial solution to reducing global capital shortages and environmental crises that threaten to seriously impede economic growth. Much of the United States and many foreign countries are embracing the concept of Integrated Resource Planning (IRP) which incorporates Supply Side Management (SSM) and Demand Side Management (DSM). Since SSM comes at twice to three times the cost of DSM, it makes economic sense to employ the energy conservation techniques of DSM. This paper will explain these concepts and some of the incentives being put forward by governments and utilities to promote DSM.

I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. Underlying growth rates, another independent factor, may range from the business equipment industry with an annual growth rate of 14% through the electric utility industry with a growth rate of about 7% per year to the

Surrounded by a thickly settled farming country, from which to draw native labor, within easy distance of anthracite and bituminous coal, with ores and limestone near at hand, and with the Susquehanna River as a never-failing water supply, Harrisburg has advantages for manufacturing which warrant the investment of the capital that has already been made, and has a future as a manufacturing city second only to Pittsburgh and Philadelphia. THE PENNSYLVANIA STEEL COMPANY, L. S. BENT, SUPERINTENDENT. The works of this company, the largest in Harrisburg, lie between the Pennsylvania and the Philadelphia and Reading Railroads, on. the Pennsylvania Canal, and are essentially devoted to the manufacture of Bessemer steel rails. Capital stock, $2,000,000; invested in business, $5,000,000; wages per month, $80,000; employs 2000 men; capacity, 100,000 tons of rails per year, which is being increased to 130,000 tons. The plant, as it now stands, comprises five Bessemer converters, two 7-ton and three 8-ton converters, two 15-ton open-hearth furnaces in operation, and two 30-ton open-hearth furnaces in course of construction, one blooming mill, one rail mill, seven steam hammers, two blast furnaces in operation, two blast furnaces in course of construction, foundry, pattern $hop, machine shop, blacksmith shop, and frog shop, and merchant mill in course of construction. SILICON and its metallurgical uses have been the subject of speculation since the earliest days of modern civilization. The early philosophers, Theophrastus and Pliny, believed that silica was a special form of ice, an opinion that was not seriously challenged until the seventeenth century. The first comprehensive view of the nature of silica was advanced by Lavoisier in 1787. He assumed silica to be an oxide of an unknown metal. In 1808 Berzelius produced ferrosilicon by heating silica, iron and charcoal. Probably the first produc¬tion of crystallized silicon was in 1854 when H. St. C. Deville accidentally produced the material while electrolyzing a double chloride of aluminum and sodium containing siliceous impurities. It is not strange that the early investigators should have given so much attention to silica and silicon, because of the great natural abundance of the former. Although silicon does not exist in the elemental state in nature, it has been estimated that the lithosphere contains approximately 60 per cent silica; quartz and rock crystal are found in practically every part of the world.

Assessing the uncertainty and risk in mineral resource estimation is required for best practice and is implied by the public reporting codes in the categorisation of mineral resources and reserves. One industry best practice is quantifying the risk on future production for a given period, which can be done using two geostatistical approaches: conditional simulation and drill hole spacing studies based on estimation variances. Conditional simulation can provide a more complete and flexible answer to the problem, but it takes a fair amount of time to complete. Drill hole spacing studies are simpler, faster and can provide reasonable assessments of mineral resource uncertainty.This paper is a presentation of the principles, theory and practice of drill hole spacing studies. Various types of risk assessment are considered. Difficulties encountered in practice are discussed, and solutions are proposed. The important parameters impacting the results are reviewed. MR. C. R. WHITTEMORE: It is interesting to note that the mining industry is making increased use of alloy steels for drilling. They will undoubtedly lead to greater footage at lesser cost. Mr. Kemsley states that, for use in hard ground, the shanks are brought to a hardness of 435 to 440 Brinell by heating them to approximately l,800°F. It seems to me that this temperature is excessively high-it is considerably above the critical point of the steel. The only effect of such a high temperature is to lessen considerably the impact resistance of the steel. The possibilities of an oil quench, followed by a tempering draw which does not lessen the hardness of the steel too much but increases its toughness, might well repay further study; also the temperature control, a factor which depends on the composition of the steel. However, service results are undoubtedly the best criterion of practice. MR. KEMSLEY: I would like to point out that the steel is not quenched at 1,800°F. After heating to this temperature, it is laid aside to cool gradually; this high temperature is necessary to produce the required hardness by simple normalizing-cooling in still air. We all know that ideal conditions for hardening steel demand salt baths and furnaces with automatic temperature control, but for most companies the cost of such equipment having sufficient output capacity is prohibitive. The end we are trying to attain is to make good drills at a cost that will be within the means of any mine.

A new Convention Center is going to be built in the millenary city of Toledo, right in the old city limits. The workings will need to excavate some 80.000 cubic meters of granite, which has, a trench-like structure already blasted for the construction (60 years ago) of a parking lot and a shopping area. Surrounding this trench, some few feet away, there are structures and buildings from the 16th century and remainings from previous times that need to be preserved from any damage caused by blasting. Because of this, a vibration analysis was designed according to the special characteristics of this work. Structures to monitor were located at several levels. It considered three different directions of study in order to evaluate the impact of vibrations of the structures located at three different heights of the granite trench. On top, the historical convent of Santa Fe, with some remaining from the 8th century (Muslim domination of the Iberian Peninsula), on the bottom, the Justice Hall of Toledo with 16th century walls, and, in the middle, a wall and a tower from times of the king Phillip II (16th century, the time of the Spanish Empire).

NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. Stanstead granite has been investigated with respect to its dynamic compressive strength and its strain-rate dependency. A standard Split-Hopkinson Pressure Bar (SHPB) apparatus has been employed to generate strain rates of up to ~500/s through high-velocity impact. The diameters of the test samples were 19 mm, and tested under impact velocities up to ~20m/s. It is found that even within this limited range of strain rates, the dynamic compressive strength for the granite showed nearly a 100% increase in value compared to those obtained under static loading conditions (e.g. compressive strength of 394 MPa at a strain-rate of 600/s, compared to 215 MPa obtained under static loading). The details of the test are described in terms of incident, reflected and transmitted stress pulses, along with means to achieve stress equilibrium in the test samples under dynamic loading conditions. The advantage and drawback of the use of ‘pulse shaping’ techniques to achieve dynamic stress equilibrium are also detailed.

Preliminary studies showed that direct hydrolysis of H2SiF6 to SiO2 and HF at elevated temperatures was subject to many mechanical difficulties, and that corrosion of construction materials was a serious problem. Elimination of SiO2 from the HF product was generally poor. An alternative procedure, hydrolysis of lime-neutralized H2SiF6 by steam at 950° to 1,100° C, yielded a product very low in SiO2. Condensates containing up to 300 g/1 HF were prepared.

Every blasting engineer or professional can attest to the age-old conundrum of obtaining accurate hole information on a large scale prior to loading explosive charges in a blast hole. Even though the benefits of QA/QC are well known and documented and are becoming increasingly important when digitizing and automating mining operations, the QA/QC process itself has not changed significantly over generations. The current methods where operators deploy measuring tapes of variable standards recording their subjective assessment of hole length on a paper blast map or manually transcribing to a tablet, are unreliable and non-auditable. Additionally, the process in its current form is time intensive, obtaining only moderate results and benefits, making it difficult or impossible to resource in today’s tight labour markets. Often only two data points, depth, and water presence, are captured when visiting the hole resulting in a high cost per bit of data. For these reasons, the process is seldom done on a large scale, let alone integrated. The QA/QC process in its current shape is a gap that will need to be addressed if autonomous blasting and mining is to become a reality.

Mining is a significant emitter of greenhouse gases and is the focus of increasing attention from green groups and regulators. Miners need to know their own carbon emissions and how they compare with the rest of the industry. Miners and mining companies need to know where they fit in the emissions curve. Who is in the bottom quartile? This article updates data from minecost.com which detail the specific carbon dioxide emissions for over 200 mines producing 90% or more of western world copper, zinc, lead and nickel in 2009. This data shows the potential impact on mine economics of proposed carbon taxation regimes and emissions trading schemes proposed at COP 15 in Copenhagen during December.

The Bureau of Mines studied solid-state electromigration to determine the value of the technique as a method of purifying cerium metal. Cerium metal in bars 6 inches long and 1/2 inch in diameter was refined at 600° C by solid-state electrolysis to remove iron, copper, and manganese. Iron and manganese were electrotransported to the anode and copper was electrotransported to the cathode. The concentration of iron at the anode of a cerium bar was 800 times greater than the concentration at the cathode. The concentration of manganese at the anode was twice the value at the cathode. The concentration of copper was 170 times greater at the cathode than at the anode. A radiotracer technique was used to follow the iron migration in the cerium metal. Molybdenum, silicon, and aluminum impurities were not electrotransported.

THIS report gives results of an investigation of the carbonizing properties of the following eastern Kentucky coals: Elkhorn No. I bed, No. 28 mine, Wayland, Floyd County; Elkhorn No. 2 bed, Turner No. 5 mine, Drift, Flood County; Leatherwood (Haddix No. 5) bed, Leatherwood mine, Leatherwood. Perry County; and Harlan bed, Path Fork mine, Path Fork, Harlan County. The carbonizing properties were determined by Bureau of Mines-American Gas Association (BM-AGA) tests at 800° and 900° C. and by expansion tests in the sole-heated oven. Plastic properties were determined by tests in the Gieseler and Davis plastometers. The coals were tested singly and as blends with 20- and 30-percent low-volatile Pocahontas No. 3 coal. The dry, mineral-matter-free, fixed-carbon content of the carbonizing samples ranged from 56.7 percent for Elkhorn No. 2 to 59.7 percent for Leatherwood, and the heating values on the moist, mineral-matter-free basis ranged from 14,420 B. t. u. per pound for Elkhorn No. 2 to 14,720 for Harlan. The percentage of ash ranged from 2.9 to 6.1. The fluidity of three coals, measurer. In the Gieseler plastometer, ranged from 230 to 670 dial divisions; the fluidity of Elkhorn No. 2 could not be determined by this method. Blending lowered the fluidity of each coal; the fluidity of the blends containing 20 and 30 percent Pocahontas No. 3 ranged from 16 to 53 and from 8 to 17 dial divisions, respectively. Agglutinating values determined on silicon carbide-coal mixtures in the ratio 15:1 ranged from 3.8 to 6.3.

Rapid expansion of the titanium-metal industry focused attention upon ilmenite as a possible substitute for the more expensive and less abundant rutile in producing titanium tetrachloride. Most of the rutile available for this use is imported. Preliminary studies were undertaken to determine the chlorination characteristics of high-titanium slags produced by electric-arc furnace smelting of alluvial Idaho ilmenite at the Federal Bureau of Mines Northwest Electrodevelopment Experiment Station, Albany, Oreg. Low silicon, calcium, and aluminum contents of the slags enhanced their potential value for chlorination.

The largest surface coal mine in North America requires complex materials handling infrastructure to fulfil the highly variable quality specifications of its contracts. These diverse demands, reflected in the arrival of numerous customer trains every day, necessitate the integration of information in every stage of production. To meet this goal, quality measurement, train line-up and mine planning processes are being integrated into local and remote control rooms. The effectiveness of such a system can only be measured by comparing decisions that are made with, and without, each of the individual integrated control systems. Traditionally, mine controllers use their experience, intuition or a variety of trial-and-error spreadsheets to determine the ideal materials handling flows needed to achieve the correct quality. These balanced decisions are complex since many factors must be considered such as the mine plan, fleet costs, quality variability and others; consequently mine controllers usually have widely varying success between crews.An evaluation model was developed to assess the impact of a decision support system (DSS) integrated in a control room for controlling the coal blending process. To this end, an ARENA-based simulator representing the whole production process can be used to pull performance and current materials handling settings directly either from the real-time systems in the mine, or from historical data. In this way, the same shift (breakdowns, cycle rates, etc) can be simulated and performance compared. Different settings of the DSS, in terms of what information is displayed and the methods for doing so, can be tested for effectiveness. The historical data are extracted directly from a corporate data warehouse, without altering the everyday working databases. At the same time, the simulator writes its results back into the same data warehouse structure, allowing the same KPI reports to be used to measure simulated shifts.

Over the past year or so, a number of mining companies have been meeting to examine the role of research in surface mining and, in particular, how to establish a collaborative research effort for the surface mining industry. A review has been completed which has identified the topics that are of interest to the surface mining companies for undertaking collaborative research. This has identified key subject areas such as Operations & Equipment; Maintenance; Environment & Reclamation; and Stability. Specific research projects for the initial research effort have been selected which include Wireless Data Communications, Analysis and Management; Application of GPS in Mining; and Tires for Heavy Haulers. In addition, attention has also been focussed on finding a suitable low cost, but effective, organization to coordinate and manage the collaborative research. The recently formed CONRAD Organization (Canadian Oilsands Network for Research and Development) appears to be a suitable candidate and discussions are ongoing with that group. This paper provides a summary of the review of surface mining research needs and of the status of the establishment of a collaborative research body for surface mining.

"Canadian Royalties Inc. owns and exploits the Nunavik Nickel project: a copper and nickel deposit in Nunavik, Quebec. Froth flotation is used to produce nickel and copper concentrates. As is the case at other operations, the presence of magnesium is detrimental to the flotation products. In the past year, the exploitation of a new deposit has increased magnesium in the feed. Thus, it has been challenging to meet the required ratio in the final nickel concentrate. In search for a consistent solution for this problematic, an empirical flotation simulator making use of selectivity curves was developed. The circuit was expressed as a system of linear equations, which considered the distribution of copper, nickel and gangue minerals in the different streams. The relative quantities of each mineral are given by the separation efficiency curves of the various banks in the circuit. Three sources of data were used to calibrate the simulator: historical plant data (metallurgical balance), infinite dilution bench-scale flotation tests, and direct sampling of flotation cells. The calibrated separation curves were used to predict the recovery of the different species based on a single mineral recovery. Validation of the simulator showed good fit for the valuable minerals. The simulator was then used to infer the optimal operating conditions of the flotation circuit to optimise magnesium oxide content of the nickel concentrate. Simulation of two re-arrangements of the circuit gave a promising solution with a Fe:MgO ratio 2.42 times higher than the minimum value.INTRODUCTION Canadian Royalties Inc. owns and exploits the Nunavik Nickel project: a copper and nickel deposit in Nunavik, Quebec.
