The objectives of the coal-research activities of the Bureau of Mines are very well expressed in the organic act of Congress establishing the Bureau. It reads as follows: That it shall be the province and duty of the Bureau of Mines, subject to the approval of the Secretary of the Interior, to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources, through the prevention of waste in the mining, quarrying, metallurgical and other mineral industries; to investigate explosives and peat; and on behalf of the Government to investigate the mineral fuels and unfinished mineral products belonging to, or for the use of, the United States, with a view to their more efficient mining, preparation, treatment, and use; and to disseminate information concerning these subjects in such a manner as will best carry out the purposes of this act.

"A joint venture of Ben C. Gerwick Inc., Sverdrup (now Jacobs) and DMJM (now DMJM + Harris) designed the $779 million seismic upgrade of the Richmond - San Rafael Bridge over the San Pablo Bay in the San Francisco Bay Area and provided construction support to Caltrans. Construction of the marine foundation retrofi t was completed by a joint venture of Tudor Saliba/Tidewater/Koch-Skanska and their subcontractors: Pomeroy Precast Construction, AGRA Foundations, Dutra Construction and Vortex Divers. Construction management and inspection was performed by Caltrans with the support of various consultants. MARINE FOUNDATION RETROFIT SCOPEThe retrofi t design of the submerged foundations included:??A total of 476 tension and compression micro piles (290- 1140 kips or 1290-5071 kN) installed through cored holes through the underwater bells at 31 pier locations??Fourteen 126/150/164 inch (3.20/3.81/4.17m) diameter CISS (Cast-in-steel shell) concrete shear piles (1160- 2660 kips or 5160-11832 kN) installed through new precast concrete pile cap extensions??Twelve CIDH (Cast-in-drilled-hole) shear piles (1060- 2130 kips or 4715-9475 kN) with 150 inch (3.91m) diameter steel shells to top of bedrock and 30 ft (9,14m) long and 11 ft (3.35m) diameter rock socket installed through new precast concrete pile cap extensions The specifi ed post bid test boring revealed deeper bedrock at one pier location allowing deletion of the rock socket. Thus 15 CISS and 11 CIDH shear piles were installed at 11 pier locations - 9 piers with 2 piles and 2 piers with 4 piles. Cut off elevations for the shear piles ranged from 46 ft to 60 ft (14.0m to 18.3m) below mean sea level and cut off for the micro piles was 8 ft to 46 ft (2.44m to 14.0m) below mean sea level. Almost all foundation retrofi ts required work under limited headroom conditions. Underwater construction connections required innovative design details and construction techniques for each pile type. The 11 piers had 22 precast concrete pile cap extensions installed in pairs and connected by either tremie concrete closure pours or by large pipe struts. The precast pile cap extensions were strapped underwater using large steel bands wrapping around the belled piers with grouted annulus. The precast pile caps were founded with 14 inch (355mm) diameter steel pipe piles, which were either support piles or seismic tension and compression piles. The seismic piles were connected in grouted corrugated steel pipe sleeves cast into the new concrete pile caps."

An architect representing the Atlanta office of the Brick Institute of America periodically presents a slide lecture to interested groups entitled "The First 10,000 Years of Brick". The title signifies the fact that brick, man's oldest manufactured building material, has been around for quite some time and will continue to be utilized by architects and builders in the foreseeable future. This is not to say that the brick industry can rest on its laurels and ignore the competition presented by newer more innovative products. The industry will have to be equally inovative and market oriented in order to maintain its market share of the predicted construction boom between now and the year 2000. The implication is made, however, that brick can be produced under rudimentary conditions and that the desire to use the product has been long standing. In addition, history has sham that there has been plentiful clay available to produce the product. This paper is an attempt to assess the climate in which the brick industry will operate during the next 26 years. An analysis of regulatory conditions affecting the manufacture of the product will be followed by an assessment of the materials environment in which the industry will be operating. These factors are then reconciled with a projected demand for the product to determine the ability of the industry to satisfy future demand for brick. From a mineral point of view this paper will address itself generally to the availability of and demand for clay. However, other than a brief overview of the uses of other specific types of clay, it will concentrate on the clays utilized in the production of structural clay products, specifically brick.

In 1881, the first commercial pneumatic Bessemer-type converter treating copper matte was successfully introduced by Pierre Manhes at the Eguilles copper plant near Vedène in France. This development followed over a year of testing on a smaller scale at a foundry in Vedène, during which the vertical tuyeres of the conventional Bessemer converter had been successfully replaced by horizontal tuyeres in an effort to avoid the freezing of copper which had occurred in the bottom of the vessel having vertical tuyeres. The Manhes Converter, as it became known, was the first successful large-scale adaptation of the Bessemer concept of using compressed air blown into a melt for metal refining and treatment. Within a few years, Manhes Converters utilizing horizontal tuyeres in either the original type of vertical converter, or a later and more enduring horizontal barrel converter, were in operation at over a dozen copper smelters around the world. It was this process that Messrs Peirce and Smith essentially improved with the introduction of the larger converter which bears their name and the development celebrated at this Symposium. The present paper briefly traces the original development by Pierre Manhes in the early 1880s and which set the stage for the later Peirce-Smith adaptation. The paper observes that the original development by Manhes was in part driven by the need to reduce coal (energy) consumption and hence the production cost in order for Eguilles to remain competitive with the larger plants in Swansea, Wales, where a ready supply of cheap coal helped keep smelter treatment terms of the day low. These themes are eerily resonant of today where booming copper production in China has impacted the industry, and also where energy consumption, closely linked to today’s more familiar theme of ‘climate change’ remains an important challenge currently confronting the entire industry. The paper concludes with comments on these seemingly parallel situations today and offers some thoughts for the future.

Laboratory test equipment and methods have undergone relatively little change since their introduction in the 1950’s. The Denver sub-A cell is still by far the most commonly used laboratory batch cell, but bottom-driven and instrumented cells are beginning to appear. Test procedures have also changed little over the past 60 years, and most engineers continue to rely on empirical models for predicted plant scale performance from laboratory scale tests. This approach is problematic, because changes in the froth phase characteristics in the lab hamper the reliability and reproducibility of the empirical extrapolation to plant scale. In a previous work, the authors reported on the impact of froth recovery at the laboratory cell, showing that variability in the froth recovery can lead to significant error in the modeled kinetic rate constant unless it is properly accounted for in the scale-up model. In this work, we review the role of hydraulic entrainment in the lab cell, and how variability in particle specific gravity, shape factor, and froth residence time can impact the entrainment recovery.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Seals and build-in-place (BIP) refuge alternatives (RAs) are two main underground structures to isolate an area from the active working zones with different purposes. While seals are used to prevent methane gas that seeps from coal seams and blast pressures from a possible detonation of the contained gas, RAs are used to provide a safe haven for miners who are unable to escape their working locations after an accident like an explosion or fire. The recommended BIP RA designs can be similar to seals constructed with steel-reinforced concrete. Both seal and BIP RA are constructed in different locations of the mines for a period of time, exposed to a certain convergence due to stress redistribution which can change their responses during an explosion. In this study, a steel-reinforced concrete wall to be used in such applications is simulated to examine the structural performance during an explosion for a coal mine model with different strata conditions using dynamic analysis by a 3D distinct element method (DEM) code. The main purpose of this study is to reveal any possible effects or trends on the wall deformation with changes in strata conditions by implementing different combinations of roof, seam, and floor material properties. The model is calibrated by the experiment conducted on a steel-reinforced concrete wall by the NIOSH researchers in the Lake Lynn Experimental Mine. The results show that strong adjacent rock and coal units are the least favorable condition for the survival of the wall subjected to a simulated explosion pressure. The results indicate that changes in the roof and seam conditions can have dramatic effects on the deformation characteristics of the wall when compared to the floor conditions. The results of this study might be enlightening for future BIP RA and seal applications.

Petroleum technologists and progressive operators constantly are striving to increase the percentage of oil that may to recovered from reservoir rocks through wells. The exhaustive studies that have been made of the function of natural as in the production of oil, for example, have aided operators greatly in increasing the quantity of oil recovered from reservoirs. Natural gas dissolved in and otherwise associated under pressure with oil in reservoir rocks, however, is not the only source of energy available for moving oil through sands to wells. In becoming "reservoir—energy conscious" engineers have learned that in many petroleum reservoirs the edgewater flanking the oil accumulation constitutes a potential source of energy capable, through proper control, of increasing oil—recovery efficiencies materially. No longer is the encroachment of water into the oil— and gas—filled tart of the reservoir considered as an evil to be combatted by devious methods but rather a natural consequence, incident to the withdrawal of nil and as from the wells, that may be used advantageously in lengthening the flowing life of wells and increasing the economic recovery of oil and gas.

"A survey of our knowledge in the field of rock mechanics is presented from the viewpoint of applications in the mining industry. Aspects of rock mechanics of special interest to the industry are enlarged upon, with emphasis on the avoidance of over-generalization. The relationship between fundamental and practical rock mechanics is discussed, and the need for cooperation between the university and industry to further our knowledge of -useful rock mechanics is emphasized. An attempt has been made to establish the scope of rock mechanics, as applied to problems in the mining industry. This is brought about by projecting rock mechanics as a tool to be intelligently used rather than magic, capable of producing ""miracles."" Continued education is important for individuals engaged in the application 0f rock mechanics in the mining industry. The scope of this education is discussed from a viewpoint of better communication between industry and the education and/or re-search establishments engaged in this work.Finally, the dangers of over-emphasis on rock mechanics are mentioned, but a justification of the in-vestment in rock mechanics programs in mines is also presented."

In 1955, the results of a regional, geological interpretation of the northern portion of New Brunswick were used as a basis for selecting, for intensive exploration, three areas in which structural and stratigraphic conditions were believed to be favourable. Airborne electromagnetic work, in one of these areas, provided the justification for acquiring the Murray group. Even though the initial results were discouraging, this geological interpretation, combined with the fortuitous discovery of cop• per-bearing float, was sufficient reason for carrying out further work using geochemical methods. This work finally resulted in the discovery of the Murray massive-sulphide deposit, after about eighteen months of coordinated exploration on the property. While this deposit is a typical New Brunswick-type base-metal occurrence, extensive leaching has produced a fossil gossan that rendered it an elusive target for exploration techniques of limited penetration Full credit for localizing the target area is given to the geochemical techniques, but geophysical surveys were needed to provide the necessary

THE GROWTH of the major iron and steel industries on this continent and in many European countries was based on the use of as-mined, high-grade, lump iron ores and on the availability of metallurgical coking coals. The modern coke-fired blast furnace was developed for such materials and is one of the most efficient of ail pyrometallurgical processes. Most of the impure pig iron produced by blast furnaces was converted to refined steel by the Bessemer process in the years prior to 1900 but, when large quantities of low-cost steel scrap be-came available, the more flexible open hearth process was adopted by most large steel producers on this continent. Although this pro-cess has many desirable metallurgical features, the thermal efficiency is low, the capital cost is very high, and the method of charging scrap steel is inefficient by modern standards of material handling. In recent years several conditions have arisen which have stimulated the development of many new pro-cesses and the re-examination of the existing smelting and steelmaking techniques.

Laboratory tests on three commercial methane detectors, two combustion-type detectors and one interferometer-type detector, were made by the Bureau of Mines to determine their response to certain single and multiple flammable gases mixed with normal and abnormal air atmospheres. Although both types of detectors responded accurately to methane-normal air mixtures, they did not show correct concentrations for other single flammable gases in air. Uniquely, the response of the interferometer-type detector to hydrogen was in a negative direction. The effects of individual gases in multiple flammable gas mixtures were approximately additive. In oxygen-deficient atmospheres the methane response of the interferometer-type detector erred on the high side, but only in very low oxygen concentrations were the combustion-type detectors affected-showing low, erratic methane readings.

With the increasing need to exercise better control over mill circuits has come a requirement to develop rapid, accurate means of measuring circuit parameters. One of the most important parameters is the assay of the material in the circuit (or about to be introduced to the circuit). To date, most on-stream analysis has been performed using X-ray fluorescence equipment. Neutron activation offers an alternative method in certain circumstances, and one which has several interesting advantages. Recognizing the need for a simple, safe neutron activation unit suitable for on-stream analysis in the mineral industries, Atomic Energy of Canada Limited has designed, built and tested the SHERLOCK system. One prototype (SHERLOCK I) is located in Ottawa and is now used primarily in research. A second prototype (SHERLOCK III) is located in Vancouver at the laboratories of B.C. Research. This unit is being used for some development research and for evaluating the unit in specific applications. Most of the work completed to date has been aimed at proving the technique and in developing some of the parameters needed to design systems for a milling plant. Funding for the work has been through research grants and through sponsor¬ship by interested companies.

The technique of sensitivity analysis is discussed and is used to illustrate the effect of the variability in a mining operation on the optimal production and product market plan.

As recently as 1915, helium was available only in very small quantities at a cost equivalent to $2,500 per cubic foot. It was a laboratory curiocity, and its properties were of interest to a limited number of scientists (11).3/ During the past 30 years, however, helium has grown from a plaything of scientists to a factor of importance in the prosecution of the recent war. Navy blimps filled with nonflammable helium proved to be more than a match for German submarines operating in the Atlantic. American bombers were able to fly unheard-of distances to drop bombs on Tokyo, Nagoya, Yokahama, and other Japanese cities because they had been made lighter with magnesium, arc-welded in a helium atmosphere. The Army utilized helium-filled radio-sonde balloons to obtain vital information concerning weather conditions affecting D-day invasions and other military maneuvers.

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of entirely new high-performance automated transportation systems? Good Question! While there has been some revolutionary new thinking and product testing in mining, none has taken place in transportation of ore and waste. With one notable exception - DASHAVEYOR - not a single really new and 'unconventional' system has even been tried on a small scale in the hardrock mines in our country. Admittedly, U.S. equipment manufacturers share the responsibility for the slow progress in mine transportation systems in our country, since they have provided very litte leadership in design innovation or education. First, let me give you my definition of what is meant by the term "Advanced Transportation Systems". Then I will describe and compare such systems, emphasizing the strong and weak features of each as they apply to vertical and horizontal haulage. I will conclude by establishing the principal requirements for implementation of these types of systems in the mining industry in the United States.

The Northern Sewerage Project (NSP) is a $650 M infrastructure project that will increase the capacity of the sewerage system for Melbourne’s growing northern suburbs while also helping to protect the Merri and Moonee Ponds creeks by significantly reducing the number of sewage overflows that can occur after heavy rainfall. The NSP consists of two stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water Corporation, and Stage 2 (NSP2) will be owned by Yarra Valley Water and operated by Melbourne Water Corporation.Glass-fibre reinforced plastic (GRP) was used on both NSP stages, however, since Stage 1’s schedule for installation of GRP was slightly ahead of Stage 2’s, this paper will only focus on Stage 1’s use of GRP.NSP1 involves the construction of 7.9 km of new sewer tunnel ranging in diameter from 1.6 to 2.5 m, five main access shafts at depths of up to 65 m, and connections to the existing sewerage system including several access manholes. Construction began in 2007, and project completion is expected in 2012.The original design for NSP1 specified the use of high-density polyethylene (HDPE-) line precast concrete pipes as the final tunnel lining and HDPE-lined reinforced concrete for the access shafts and manholes. During construction, the rising cost of precast concrete pipes and the introduction of an additional GRP pipe supplier in the market justified a review of the tunnel final lining material. The contractor-proposed GRP pipe alternative was accepted for the final tunnel lining based on time and cost savings that were possible without compromising the design intent. After gaining experience with GRP through this design change, Melbourne Water Corporation reviewed and accepted GRP as the final lining for five smaller connection manholes. The use of GRP for the manholes was particularly inventive as the redesign made use of the approved tunnel GRP pipes as both a structural and corrosion-resistant lining.This paper discusses the use of GRP on NSP1; how the change in material, from concrete to GRP, affected the design philosophies assumed during detailed design; and how construction methods were modified to handle the less rigid GRP material. Details on the structural, hydraulic and durability considerations for the design are included, as are details about the time and cost savings and the quality and safety improvements that were achieved during construction.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. Mineralogy may be applied to the selection of appropriate separation techniques, as well as to assist in the evaluation of problems causing loss of metals and other economically important elements during plant processing. Mineralogic studies may thus help develop techniques to optimize metal recoveries. The present paper describes how such factors as the minerals in which the elements of interest are concentrated, their chemistry, the chemistry of the associated minerals, grain size and textural associations with other minerals in the ore, may affect decisions on separation techniques for the recovery of economic elements. A number of case studies are described in which the mineralogical observation of ore samples has revealed the cause of problems experienced in the extraction of select precious and base metals, or has been decisive in the choice of appropriate techniques for recovery.
