Confirmation that acid drainage (AD) was a significant environmental issue for the Australian minerals industry came in 1992 with the first national workshop on the topic. Subsequently the extent of AD was documented in a national survey published in 1997. The recommendations arising out of that survey served as a platform for actions by government, industry and industry-support organisations such as the Australian Centre for Mining Environmental Research (ACMER) to enable more effective prevention and management of AD. This paper briefly documents the extent of AD in the industry, the government regulations and guidelines for AD management, industry initiatives, the role of ACMER and other organisations in assisting industry through research and technology transfer, and the efforts being made to deal with AD at derelict mines. Future management of AD in the industry will be assisted by the linkage of Australia (through ACMER) into the International Network for Acid Prevention (INAP) which is facilitating the interchange of knowledge on AD as well as coordinating global research on the topic.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

"The Wabush Mines project was formed in 1956 to develop a large iron ore property in Western Labrador. The town of Wabush along with the mining and concentrating facilities are located 640 air miles from Montreal, and 734 air miles from St. John's. The operation has been in production since late 1964.While mining and concentrating operations are located in Labrador, the pelletizing facilities are situated 275 miles south at Sept-Iles, Quebec. Dedicated in 1965, Wabush produces six million tons of high quality iron ore pellets annually. The company employs 1, 550 people at Wabush and the Pointe Noire plant at Sept-Iles.Wabush Mines is an unincorporated joint venture of three companies -The Steel Company of Canada, Dominion Foundries and Steel Ltd. and the remaining 58% by the Wabush Iron Co. Ltd. Wabush Iron Co. Ltd. is in turn owned by six companies: The Youngstown Sheet & Tube Company, Inland Steel Company, Interlake Inc., Wheeling Pittsburg Steel Company, Finsider International S.A. and Pickands Mather & Company which is also managing agent.The town of Wabush is set in a remote part of Northern Canada accessible only by rail and air transportation. But this in no way has hindered the growth and development of the area. Modern housing units, shopping facilities, airport and of course, recreational facilities are all patt of every day living amenities, an accepted aprt of southern communities, but quite unique for northern isolated mining localities."

The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, regulatory agencies, and the public. Disposal of several hundred million tons of additional spent ore is planned in the western United States during the next decade, with increased amounts likely if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills. South Dakota's off-loading criterion for cyanide has been set by the state's Department of Environment and Natural Resources at 0.5 parts per million (ppm) as weak acid dissociable (WAD) cyanide. Nitrate off-loading limits vary for each mine in the state, depending on ore type and other factors. Nitrate concentrations in leachate from spent ore depositories could be caused by conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete 3xidation (Johansson and Persson, 1970). Another likely nitrate source is degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate.

PARTICULAR interest in the ventilation of deep mines, especially those in South Africa, has been created by a very complete system of cooling of the world's deepest mine, the Turf shaft of the Robinson Deep in Johannesburg. The writer visited this mine in January, 1936, and again in 1937. During these visits and subsequently, a considerable part of the theory involved in rock cooling in tunnels was developed and this has been checked by practical observations of the rates of rock cooling made within mines. The purpose of this paper is to set forth the method of attack of the mine problem. The cooling or air conditioning of mines by the use of mechanical refrigeration was not wholly new 1-5 when the Robinson Deep installation was made. The first mine to be cooled was the Morro Velho mine, in Brazil. The first installation in this mine was put into operation in December 1920, the refrigerant being ammonia.5 The surface cooling gave considerable benefit but it proved inadequate as greater depths were reached, therefore in 1929 two centrifugal refrigerating machines were installed at the 6000-ft. level. These were used in conjunction with the surface cooling system to furnish additional cooling at the lower levels. This later installation used Carrene as a refrigerant. This nonflammable refrigerant, having a boiling point of 104º at sea level, insured reasonable safety, since all parts of the machine operated at subatmospheric pressure. Very favorable reports have been received on the effectiveness of this installation, but no recent data are available. An interesting feature of that plant is that the condenser water is cooled by spraying it into the exhaust air from the mine at the base of the ventilation upcast, which permits the water to be cooled within a few degrees of the wet-bulb temperature of the air entering the upcast, and the only water that has to be supplied for condensing purposes is that lost by evaporation, or about 0.5 per cent of the volume circulating through the condenser. This plan affords an ideal means for the removal of the heat load from the refrigerating system, and of course also from the mine itself. For many years The Hanna Mining Company has been investigating the flotation of the non-magnetic iron ores located in the Western Mesabi Range of Minnesota.1 During the 1950's a number of anionic iron procedures were evaluated and in the late 1950's and early 1960's the anionic silica floats and the cationic silica floats were tested with improved results.2 The cationic float became more attractive and effective by the use of the improved ether amines. About 1962 a desliming process by selective flocculation was developed by the U.S. Bureau of Hines at Minneapolis', Minnesota.3, 4, 5 This is a very efficient method of desliming and was first tried with the anionic silica float and then the more practical cationic silica float. In the mid 1960's The Hanna Research Laboratory began studies to optimize the selective flocculation process for our ores. This was followed by studies to optimize the cationic silica float after desliming by selective flocculation. This testwork was done on large, 500 to 1000 tonne bulk samples of oxidized taconite which were later successfully piloted at .68t/h (1500 Lbs. /hr.). A program was then begun to test the oxidized portions of numerous taconite drill holes to outline the ore bodies and develop mining plans. This paper will discuss our optimization results of both the selective flocculation and the cationic silica float as applied to our various ores. In addition the pilot plant studies and drill core testwork will be discussed.

Mining of low grade deposits along with the necessity to design and operate flotation plants with high throughput presents unique metallurgical and environmental challenges that need to be addressed to reduce project risks, improve project economics and to sustain the profitability of operations over the life of a mine. Some of the key challenges include poor recovery of valuables and concentrate quality issues due to complex mineralogy, the need to use poor quality water such as brackish or sea water, reduce environmental impact from the process, integrate flotation with hydrometallurgy to maximize precious metals recovery, escalation of capital and operating costs, use of unproven technology and constant use of larger equipment, high ore variability, worldwide constraints on resource availability and an ever increasing need for reliable metallurgical input to financial models to evaluate economic viability of projects. The need to develop effective solutions to these problems in a short time frame is becoming a key to the success of any new project and for sustaining the profitability of a mining operation. An integrated multi-disciplinary approach to problem solving is crucial with the need for a more lateral thinking along with strategic partnerships and collaboration involving the right players. "Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. In 1955, the results of a regional, geological interpretation of the northern portion of New Brunswick were used as a basis for selecting, for intensive exploration, three areas in which structural and stratigraphic conditions were believed to be favourable. Airborne electromagnetic work, in one of these areas, provided the justification for acquiring the Murray group. Even though the initial results were discouraging, this geological interpretation, combined with the fortuitous discovery of cop• per-bearing float, was sufficient reason for carrying out further work using geochemical methods. This work finally resulted in the discovery of the Murray massive-sulphide deposit, after about eighteen months of coordinated exploration on the property. Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and mediumterm activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter, and ventilation constraints in order to create more realistic schedules and enhance miners’ health and safety.

The Bureau of Mines conducted experiments to measure the influence of environment on the friction and wear of a steel-quartz system at several speeds and loads. In each test a quartz block was pressed against a rotating ring of low-carbon steel. Environments used were moist air, dry air, dry nitrogen, water, aqueous oleylarnmonium acetate (ClsH35NH3+-OCOCH3), and aqueous aluminum chloride (A1C13). The sliding speeds were 2.2, 13, and 33, cm/sec, and the loads were 6.8 and 13.6 kg. The coefficient of friction, the wear, and the roughness of the surfaces were measured, and the wear debris was examined. The coefficient of friction was significantly lower in moist air at 2.2 cm/sec than for any other combination of environment and speed employed, and was generally an inverse function of the oxidizing ability of the environment. The coefficient of friction increased somewhat with increasing load. The wear of the steel rings was greatest in dry air at all speeds and loads. The wear of the quartz blocks at 180 rpm was greatest in dry air, but at 12 rpm it was greatest in nitrogen. Friction and wear in aqueous oleylarnmonium acetate and in aqueous aluminum chloride were similar to effect in water alone.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

The U.S Bureau of Mines conducted a five-year mineral resource assessment of the 16.6 million acre Colville Mining District in northern Alaska, which includes part of the National Petroleum Reserve in Alaska. The study was initiated at the request of the Bureau of Land Management, which administers the majority of the region. The study was done in cooperation with the Alaskan Division of Geological and Geophysical Surveys, the U. S. Geological Survey, and the University of Alaska. During fieldwork, 1593 rock, soil, and stream sediment samples were collected and four bulk samples taken for beneficiation studies. A total of 40 mineral occurrences were documented, including 27 which were previously undescribed. No mining has occurred within the district. Mississippian carbonaceous shale and siliceous mudstone contain stratiform exhalative lead-zinc-silver occurrences. Grades average 8.0% combined lead/zinc and 51 gm/mt silver. Upper Devonian to Lower Mississippian sandstones host breccia veins, containing up to 29% combined lead/zinc and 274 gm/mt silver. Mineralized quartzites of similar age have potential for disseminated-type lead-zinc deposits. Samples from Lower Cretaceous mudstone and shale beds up to 6.5 meters thick, contain as much up to 12% manganese. Upper Mississippian carbonaceous shale and limestone beds contain up to 23% phosphate. Stratiform barite deposits hosted by cherts, are up to 27 meters thick with an average specific gravity of 4.16. Vein-type fluorite occurrences are associated with Mississippian limestone. Moderate potential exists for development of zinc -lead-silver, barite, and phosphate deposits.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

Approximately six hundred air sample measurements were taken at several U.S. underground metal/nonmetal mines in 1998 and 1999. This air sampling effort was organized by the Nevada Mining Association to evaluate mining conditions and to evaluate the Mine Safety and Health Administration’s (MSHA) Proposed Rule on Diesel Particulate Matter Exposure of Underground Metal and Non-metal Miners. MSHA’s proposed air sampling method, NIOSH Method 5040, was tested under controlled conditions and under normal mining conditions. Unfortunately, NvMA sampling results have indicated that carbonaceous rock dust, oil mists and even cigarette smoking create severe sampling interference problems for NIOSH 5040.The main conclusion was that NIOSH 5040 did not distinguish between DPM and other airborne carbon particulate. Thus, it is not a reliable method of accurately and unequivocally measuring DPM in underground metal/nonmetal mines.

The Lake Creek gas-condensate field, Montgomery County, Tex., Was discovered early in 1941 by the Superior Oil Co. The field, shown in figure 1, is approximately 37 miles northwest of Houston, Tex., about 11 miles north of the Tomball, and 10 miles west of the Conroe oil fields. The field is on the downthrown side of a pronounced fault zone, and the general structure is anticlinal, with the long axis trending northeast and southwest. Production is obtained from multiple sandstone reservoirs in the Wilcox group of Eocene age between the approximate depths of 8,820 and 11,840 feet below the surface of the ground.

This progress report covers the period from January 1949 to the end of the fiscal year, June 30, 1950. Three runs were successfully completed, and one run was terminated as the result of failure of a cast reaction tube. Including the abbreviated run, the gasifier was operated for 1,915 hours, during which some 428 tons of natural and steam- dried lignite was partly gasified In producing 20 million cubic feet of gas. Gas-production rates varied from 7.8 to 16.4 thousand cubic feet per hour, the latter being the highest production rate yet reached; hydrogen-carbon monoxide ratios of the product gas varied from 1.85, the lowest ratio yet produced, to 6.5; and heat-transfer rates through the heated wall of the outer tube varied from 2,100 to 4,400 B.t.u. per square foot an hour. The general objective of the project is to establish the technology and economy of the gasification of lignite in an externally heated, metal, annular retort. Specific objectives include determination of the useful life of the metal retort tube, which is a continuing problem, and special objectives that were established for each run as part of the systematic investigation of the basic variables of the gasification process. For runs 10 and 11 the special objective was the influence of the lignite feed rate on gasification; for run 12, a comparison of dried and natural lignite, and the production of gas having a hydrogen-carbon monoxide ratio less than 2; and for run 13, the influence of a gradually increasing steam rate with steam admitted to either the upper or lower reaction zones. In addition, during each run the sulfur distribution and concentration in the product gas and char were investigated. Experimental results obtained using the lignite feed rate as the variable indicated that the gas yield per ton of natural lignite varied inversely with the feed rate. Comparison of the gasification of natural and steam-dried Dakota Star lignite indicated that the dried lignite was a superior gasification material because: 1. The hourly gas production was higher at normal combustion space temperatures under nearly equal experimental conditions. 2. On the moisture- and ash-free basis, a considerably higher feed rate could be maintained at a relatively high percentage of carbon gasified. 3. At nearly equal moisture- and ash-free feed rates, the specific gas yield was higher. The location of steam admission was found to be important because the gas yield per ton of natural lignite was higher when at least a portion of' the process steam was admitted to the upper reaction zone. Heat balances showed the potential heat in the gas and char to be 71.8 to 83.6 percent of the total heat input. The sulfur concentration in the product gas was low, being in the range of 35 to 140 grains per 100 cu. ft., of which 1.5 to 2.3 grains was organic sulfur. Careful measurements and inspection of the 310-alloy rolled plate tube following runs 11, 12, and 13 showed no excessive corrosion; however, some radial deformation had occurred indicating that deformation or creep might be the limiting factor in the life of the tube.

The Federal Bureau of Mines conducted full-scale field tests in electro-kinetic dewatering and consolidation of slimes in cooperation with the Hecla Mining Co. at two of the firm's underground mines in north Idaho. To test the technique on new deposits, 4,000 ft3 of slimes from a collection sump, pumped into a watertight stope equipped with electrodes, were treated in two steps. Immediately after placement, direct current was applied using a floating electrode to hasten settlement of suspended fine particles. After removal of clarified water, the residue was further dewatered and hardened with electrokinetic treatment. In 25 hours, the material had become firm and dense with a surface capable of supporting workmen. In testing old deposits, 10,000 ft3 of slimes, placed in an unused tail drift 10 to 12 months previously, were treated. This material was sufficiently consolidated by electrokinetics to allow its removal from the mine with standard ore-handling equipment. In both tests, electrokinetic treatment densified slimes in a relatively short time with moderate power consumption.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project.
