For over 50 years R W Miller & Co Pty Ltd operated old coal properties abandoned by former owners as uneconomic, some of which dated back to the last century. The companyÆs ability to survive with what were relatively poor quality coal resources required a small efficient management organisation. In 1970 R W Miller was involved in negotiations with other coal companies through coal sales contracts to develop private coal areas under the provisions of the old Coal Mining Act (1906) and these efforts led to the development of Lemington colliery. At the same time development of the Ironbark colliery holding near Newcastle commenced. In 1971, R W Miller approached the New South Wales Government for a resource replacement area to prospect for coal in the Upper Hunter Valley. Authorisation No 33 was finally granted on 30 September 1975, but the company found the area was inaccessible as most of the surface was owned by the Australian Army. Later R W Miller was granted Authorisation 66 of 2167.5 hectares at Mount Thorley near Singleton on 1 November 1976. The development of this coal mining project coincided with the second OPEC oil crisis in 1978 and a short-term boom for coal resources and the unrealistic expectations generated by the boom. This paper gives a broad outline of the development of the Mount Thorley project between 1976 to 1986 including the feasibility study and the many governmental and industrial delays that resulted in a three-year time overrun in the project development period.

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the æAMIRA P754-Metal Accounting and ReconciliationÆ project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called æthe propagation of errorÆ.

"Cape Breton is an island on the eastern extremity of Nova Scotia, Canada. Here, coal mining under the Atlantic Ocean has been a way of life since the early French militia mined coal for heating purposes in 1720. Despite many ups and downs over the intervening years, the coal industry has survived and is now in a favourable position to benefit from the upswing in international coal usage.Mining in Cape Breton Early mining in Cape Breton was done by hand picks and shovels. The coal was loaded into mine cars which were hauled by horses to the main haulage system for transport to surface. Later, compressed-air cutting machines and drills led to the use of explosives to blast the coal so that it could be loaded by hand and transported as above. In 1923, longwall mining (by hand) was introduced. In 1950, the Dominion Coal Company developed the Dosco continuous miner in order to mechanize the longwall coal-getting operation. At this time, conveyor belts came into wide-spread use, along with diesel locomotives to haul mine cars from the longwall face to the main transport system. During this period, coal was also mined by conventional mechanized room-and-pillar equipment such as cutting machines, loaders, roof bolters, etc. This system evolved into the use of the continuous ·miners of today, which are employed in the Lingan Mine room-and-pillar section. However, this method is only satisfactory at shallow depths and gradients. For these reasons, almost all the coal in this coal field will be mined by longwall methods. In 1968, the Government of Canada expropriated the assets of the Dominion Coal Company on Cape Breton Island in order to prevent complete closure of an uneconomic industry by its owners. The government created, by an Act of Parliament, the Cape Breton Development Corporation which now operates the coal mines, coal preparation plants, railway, shipping pier and ancillary services (Fig. 2). Since its inception, the Corporation has closed three mines, opened two new mines, is in the process of developing a third new mine, and has invested heavily in the one mine which remains from its previous owners."

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

"A petrochemical company experiences premature thermal fatigue failure of the casting moulds used in catalyst production. The aim of the project was to find an alternative alloy that would outperform the current low-alloy cast steel used for the moulds. Based on their thermo-fatigue properties, 3CR12 ferritic stainless steel and H11 tool steel were chosen for testing and comparison with the currently used BS3100 B7 cast steel. Samples of each material were subjected to temperature cycling in a Gleeble 1500TM thermo-mechanical processing simulator, followed by surface analyses. The main parameters derived from the test work were the total true strain, the hot strength of the materials, and the number of cycles to failure. Additionally, the coefficient of thermal expansion for each material was measured using a Bähr dilatometer. H11 tool steel yielded the best performance by way of having the fewest surface cracks, the lowest total true strain per cycle, the most cycles to failure, the highest hot strength, and the lowest coefficient of thermal expansion.IntroductionThe Catalyst Manufacturing Plant (CMP) is a dusty environment with temperatures higher than ambient. Molten mill scale (magnetite, Fe3O4) is tapped from the electric arc furnace into the casting moulds at temperatures close to 1600°C. After 10 seconds the magnetite is quenched with a water spray for 50 seconds to a minimum temperature of 400°C. Sometimes there is residual water in the pans from the cooling fog process (water sprays) in the empty mould. In a typical plant, the factory produces 40–44 batches a day containing between 150–300 moulds, depending on the time required for the specific batch (Buchholz, 2014). The typical batch in the CMP usually weighs about 6 t. The thickness of the tap, speed of the casting belt, and tilting angle all affect the number of moulds per batch.One of the main problems faced during the molten mill scale casting is the premature failure of the casting moulds. Cracks initiate on the surface of the mould, which is in contact with the hot catalyst, and propagate into the interior of the mould. Cracks are generally concentrated in the middle area of the mould where the catalyst makes first contact with the mould, and which experiences the highest temperature fluctuations. This suggests that the cracks are caused by thermal fatigue during the casting process."

The discovery of the Cuffley Lode at Mandalay Resources Costerfield Operations provided an opportunity to extend mine life via mining the offset depth extension of the previously worked Alison Mine. Access from the existing Augusta Mine placed the initial Cuffley underground workings at approximately 250 metres depth from surface. As the new orebody transitioned towards production, a secondary means of egress needed to be established. The depth of the initial capital development presented a challenge in establishing a secondary means of egress that could be confidently relied on. The availability of land to locate a surface shaft collar further reduced available options and geotechnical drilling further limited suitable shaft locations. Time limiting factors such as permitting and having a secondary means of egress in as soon as possible, further highlighted that an innovative secondary means of egress was needed. A consideration of using an emergency gig lowered by a suitable sized crane supplied by an external crane contractor was investigated and found to be a suitable outcome. This Emergency Gig was deployed via the Cuffley Return Air Raise. When trialled, the emergency gig was found to provide a reliable, repeatable extraction method with an acceptable level of risk. Issues discovered during such trials further improved the process to a point where this extraction method became the adopted secondary means of egress for additional lodes that existed at depth. When assessing possible methods of secondary means of egress, the use of a third-party crane and custom designed and fabricated emergency gig should not be discounted. Where a crane can be sourced within an acceptable timeframe, the emergency gig extraction method provides a reliable safe and cost-effective means of secondary means of egress, especially when multiple shafts are to be developed. Local laws may negate the ability to employ such a system, although it is believed with good communication and well-constructed risk assessments, this system can be safely deployed.

"The mountains of Utah contain one of the largest deposits of high grade bituminous coal in the world. According to the United States Geological Survey, there are 13,130 square miles of land known to contain workable coal, and these extensive fields contain 196,000,000,000 tons of coal. More remarkable than the extent of the coal fields is the thickness of the coal beds. Over three-fourths of the output of coal in Utah is recovered from beds ranging from 8 to 17 feet in thickness, as compared to one-eighth of the output of the entire country from such beds. In 1917, Utah mined one-third of its coal from seams at least 16 feet thick, compared to one-half of one per cent of the total bituminous output of the country from like seams.Coal at Wales, in Sanpete County, and in the vicinity of Coalville, Utah, was, it is reported, the first discovered by white men in the state. Wales claims the distinction of having produced the first coal mined in Utah. Two men, who had been coal miners in Wales, learned of the coal from an old Indian chief who called it ""rock that would burn."" In 1857, the town of Wales was founded and coal mined, and in 1858 some coke was manufactured and hauled by ox team to Salt Lake City. South of Wales is Castle Valley, in Wasatch Plateau field. From 50 to 60 miles of the Old Spanish Trail from Santa Fe, New Mexico, to Monterey, California, lies in Castle Valley. The coal in this field may or may not have been known at the time the trail was used extensively. The first published reference to this coal, however, was made by a party of the Corps of Topographic Engineers in their journal for October 11, 1853.After the completion of the Union Pacific railroad in 1869, mining on a commercial scale was attempted. In 1876 the Utah and Pleasant Valley railroad commenced operations between Scofield, in Carbon county, and Springville, Utah county, and following the year 1878, when the Rio Grande Western railway began construction through the Carbon county field, development increased until in 1900, when large smelters commenced operations in Salt Lake valley and gave coal mining in Utah an impetus that first carried it to an annual output of a million tons. During the past fifteen years many new mines have been opened, and with the construction of the Utah railway, an exclusive coal road, from the properties of the United States Fuel company in Carbon and Emery counties to connect with the Union Pacific system at Provo, the state reached a maximum production of 6,005, l 99 tons in 1920."

In conjunction -with the statistical survey of the lime industr-.r in 1939, by the Bureau of Hines, producing companies reported the lime-fuel ratios attained in their plants according to type of kiln and kind of fuel. Each ratio, expressed as the number of pounds of lime burned by a unit quantity of fuel, was weighted according to the tonnage of quicklime pro- . duced at the reporting plant and grouped with similar data from other plants, so that an average ratio for each type of fuel and,kiln could be calculated. By this method the variables trat affect ratios of individual plants are more or less equalized, and the computed average lime-fuel ratios provide a fair measure of kiln and fuel efficiencies during 1939.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.

This study investigated the formation of vapor complexes between aluminum chloride and the chlorides of iron, titanium, and silicon. For the A1-Fe-C1 system the proposed gaseous complex species is Al2Fe2C112(g), which is formed according to the reaction 2A1C13(s) + 2FeCl3(s) = Al2Fe2C112(g) The corresponding free energy expression was determined to be ?G° = 38091.49 - 71.45 ? T 400 < T < 600°K The vapor composition above AlC13 melts contaminated with FeC13 was calculated. In the Al-Ti-CI and Al-Si-Cl systems the proposed vapor complex species are Al2Ti2Cl14(g) and Al2Si2Cl14(g) respectively. Free energy expressions were estimated for the formation of the two complex species. Again, the vapor composition above AlCl3 melts contaiminated with TiCl4 or SiCl4 was determined. The results of this study were compared with previous studies on the three systems.

Fluidized low-temperature carbonization of coal, a recent development, offers a possibility of reducing fuel costs of coal-burning electric ?generating plants. The Research Council of Alberta have built a pilot plant and are conducting a programme to -develop a carbomzation plant for Alberta sub-bituminous coals which will produce char suitable for use as a .boiler fuel, and tar of a potentially high value as a ?chemical raw material. The economies of the process as a whole, and the value of the tar, have yet to be assessed.

This paper presents the beneficial effects of non-oxidative leaching of final and intermediate copper sulfide concentrates with sulfuric acid prior to the final cleaning stage of flotation. This unique process, combining leaching and flotation, appears to be advantageous for difficult-to-treat carbonate-bearing Polish copper ores, such as those processed in copper concentrators at KGHM Polish Copper. It was shown that after the chemical decomposition of about 70 % of the total carbonates naturally present in the flotation feed, a considerable enhancement of subsequent flotation results (both grade and recovery). The resulting products of non-oxidative leaching are solid hydrated calcium sulfate (gypsum), soluble magnesium sulfate and gaseous carbon dioxide. The beneficial effect established by the laboratory leaching tests was subsequently confirmed during a pilot plant operation treating final copper concentrate and a problematic intermediate concentrate at the Lubin concentrator.

"The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

The impact of these options on capital and operating costs is assessed, and key technical issues reviewed. The discussion is based on the conventional North American ’pancake’ mill configuration. IntroductionDuring the past decade mill technology has evolved significantly in the following key areas:• improvements in variable speed motors continue with on-going advances in electronics;• ring motors, or gearless drives, are becoming more common in mill sizes 32 ft and larger, with ratings of 10 000 HP and greater;• geared drives have become available up to ratings of 9500 HP per pinion, compared to the earlier 6000 HP guideline;• improvements in speed reducer technology due to the use of carburized and ground precision gearing, make the high speed motor-speed reducer drive more competitive with the direct coupled low speed motor drive;• a unique speed reducer drive is being introduced to this industry which combines ring gear drive pinions with speed reduction. mprovement in gear alignment is claimed, and the overall drive arrangement is more compact than is possible with a conventional speed reducer drive;• the first 38 ft and 40 ft diameter mills have been designed and manufactured; and • application of large multi-shoe bearings have made shell supported mill configurations available for all, including the largest sizes. These designs have flat instead of conical mill shell ends, and have the potential for technical and cost advantages compared to conventional trunnion supported designs.This proliferation of mill design features provides several options to those involved in planning and design of milling plants, and requires more extensive evaluation to optimize mill design features to best suit specific project requirements."

A paper identifying anticipated challenges in the extraction of the N3500 Orebody at Glencore Xstrata Copper’s Mount Isa Copper Operations was written in 2007. The paper identified the depth of the deposit, the anticipated high stresses, talc alteration and issues with ground support as factors that may affect production. A number of strategies were planned to cope with these issues. After six years of extraction those strategies are evaluated and additional measures taken are outlined. "Unnecessarily restrictive specifications could be limiting the cost effectiveness of deep mixing (DM) applications and therefore limiting use of DM on projects where there are other options. Excessively restrictive standards demanded for strength and permeability certainly increase contractors’ bid prices, and costing the owners and, in the case of Government projects, the taxpayers more than necessary. Yet, lax or ineffective specifications often exist for some vital components of the quality assurance and quality control. In this paper, specifications for key elements of DM design and construction are examined. Recommendations are made to improve and streamline DM specifications to better serve the common objective of constructing a safe and cost effective ground improvement project.INTRODUCTIONSpecifications should, at their best, convey the project design requirements and provide clear direction to the contractor regarding requirements for submittals, materials, execution, measurement, schedule, and other aspects as necessary. The specifications should not be overly conservative, restrictive or ambiguous, and they absolutely should not be deficient in measurement of quality. Guide specifications or recycled sections from previous projects often form the template for new project specifications. But standards that appear in guide specifications or from former successful construction should be critically scrutinized by the designer for relevance before using the copy/paste functions of the specifications writer’s keyboard. Because work does not always go as smoothly as planned, specifications for remediation of non-compliant construction should be clearly stated and enforced. Often, non-compliancy is reviewed after-the-fact and deemed to have met the design intent, indicating that either the specifications were too restrictive or the enforcement too weak.The Federal Highway Administration Design Manual: Deep Mixing for Embankment and Foundation Support, October 2013, was written by a panel of DM expert design practitioners and contractors. Guide specifications are included as Appendix C of the FHWA manual. Those guide specifications have been updated in the deep mixing section of the www.GeoTechTools.org website, and the updated specifications represent the most complete and authoritative compilation published to date. Although the specifications for DM at www.GeoTechTools.org are current and complete, and they portray the state-ofthe- practice, they too must be modified to fit specific DM applications, project needs, and site conditions. The keys to a good set of specifications are to prescribe construction only to the level that is required to meet the design intent, to require appropriate quality control and quality assurance (QC/ QA) activities, and to clearly address remedial measures required for non-compliant work."

During the past 6 years the Mining Division of the U.S. Bureau of Mines has prepared many information circulars containing valuable technical data covering the operating details of mining and ore-dressing plants throughout the United States, Canada, Mexico, and other countries. These papers, written for the most part by operating officials in the field, have been designed to comprise a reference library for the operating engineer. In order to make the information contained in these publications more readily available to the busy engineer the enclosed series of reference tables has been compiled. The tabular arrangement is by subject rather than alphabetical order, thus avoiding the bulk of an alphabetical index.
