Introduction The first experiment in underground gasification of coal in the United States was conducted at Gorgas, Walker county, Alabama, under a co-operative arrangement between the U.S. Bureau of Mines and the Alabama Power Company, at the suggestion of the Power Company. The test was conducted on property of the Alabama Power Company, that owns some 19,000 acres of coal-bearing lands on which there is developed a highly mechanized mine producing some 2,500 cons of good quality steam coal per day. At the same locality ?there is a 200,000 kilowatt steam plant one of the largest in the southern portion of the United States. The Alabama Power Company owes much of its beginning in 1912 to British vision and courage. The original plans for building hydroelectric plants in Alabama, and for the construction of necessary transmission lines, were submitted to Sperling & Company, bankers of London, who agreed to underwrite certain bond issues, the proceeds of which would be used in launching the new Company on its programme. The set-up by which these funds from England were received was through an intermediary Canadian company, which the English investors desired. The Canadian company - Alabama Traction, Light and Power Company, Ltd. became owner of the securities of the Alabama Power Company and marketed its own securities through the banking house of Sperling & Company. Without assistance at this time the Alabama Power Company could not have gone ahead with its programme of expansion and the bringing together of the properties necessary for laying the foundation for a strong Company, fortified with ample power resources essential for future requirements and for dependable service to the public.

This treatise is the sequel of a paper on "Russell's Improved Process for the Lixiviation of Silver-ores," etc., read at the Chicago meeting, in May, 1884, and published in the Transactions, vol. xiii., page 47. The facts it presents are principally compiled from Mr. Russell's notes on his practical experience gained in various places where the Russell process has been introduced. For a complete understanding of this paper a perusal of my former one is desirable, as can be seen from the frequent references here made to it. All silver-ores that do not carry a large percentage of lead or copper can be treated by Russell's process with success and economy. I do not mean to create the impression that from ores containing considerable quantities of lead and copper a high percentage of the silver cannot be extracted by this process. Such ores, however, will, in many localities, be reduced to better advantage by smelting. In case lead-bearing silver-ores are suitable for concentration, it may be profitable to concentrate the ore by Krom's dry system, obtaining a smelting-product high in lead, and to lixiviate the tailings and the dust. This plan has been adopted in a mill recently erected in Cortez District, Nevada. The dry system of concentration deserves the preference because it delivers the tailings and the dust in a condition ready for chloridizing-roasting. In wet concentration the drying of the tail ings would be expensive, and there would be a considerable loss of silver in slimes. Oxidized ores, containing silver chloride and lead minerals, may be lixiviated after crushing, and the tailings may be concentrated for lead. In this case wet concentration would be most suitable. This has been done at the Old Telegraph Mine, Utah. I would give, however, the preference to dry concentration in all cases which, of course, requires that concentration should precede lixiviation. "IntroductionThis chapter deals with the on land disposal and storage of fine tailing in slurry form behind dams. Other types of tailing, such as coarse dry cobbs from magnetic separation of iron ores and other dry materials, have special problems and are not addressed in this paper. The disposal of mine waste is not included, except as such materials may be of value in the construction activities related to tailing disposal.In earlier North American mining, mines were smaller and frequently disposed of their tailing by direct discharge into neighbouring streams or bodies of water. Where that was not practical or not permitted, the solids were collected in tailing ponds and only the effluent liquids were released or decanted. The dams used for these early impoundments were fragile structures and failures were common. With the advent of large, low-grade open pit mines, and increasing awareness of environmental and safety considerations, recently established mines have carefully-designed tailing disposal systems, with wellconstructed dams and attention given to protection of the environment. Older mines are being improved or at least being examined critically with a view to upgrading as necessary to meet the new standards.Modern tailing disposal systems are highly variable and unique to each mine. Tailing pond selection and design is dependent on available topography as also is the design of transport and water reclaim systems. Suitable sites that are at higher elevations than the mills or distant from them may require that the tailings be pumped. Dams, either earth or rock structures built of the most convenient and economic material, are usually a suitable mix of local borrow, mine waste and coarse tailings. The most economic structures are those built mostly of coarse tailing."

The literature dealing with the drilling of oil wells has become extensive during the last few years, and oil men can find much information relating to drilling muds in the technical literature of the petroleum industry. Although large tonnages of clay are used in preparing drilling mud (also known as drilling fluid), almost no information has been published to apprise the clay industry of the types of minerals used, with their requirements and limitations. It is from this point of view that the present report has been prepared.

Polish coal mines are characterized by severe geological conditions and the co-occurrence of natural hazards. These hazards are associated with methane and dust emissions during mining processes which can provide methane, dust or methane-dust explosions. Besides, there are such natural hazards as gas and rock outbursts, rock bursts, spontaneous combustion of coal and environmental heat load. The mutual influences of various geological conditions, as well as the natural hazards, intensify the increase of the methane explosion hazard. The occurrence of methane explosions in the Polish mining industry between 2013 and 2108 are analyzed. Fatal accidents are compared with similar events in the global mining industry. The methods of preventing the explosion hazard as well as methane emission control in the Polish coal mining sector are presented. Methane hazard prevention should be adapted to levels and other natural hazards, especially those related to ventilation of underground mine. The methods of preventing methane emissions into mine excavations are often contrary to the means of preventing other ventilation-related hazards in the underground mine, e.g. the prevention of spontaneous combustion of coal in the goaf of longwall panel. Therefore, the design of longwall panels should be preceded by a detailed analysis of the results of both methane emission prediction and forecast of other ventilation-related hazards.

South Central United States, an area including Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas, is a net exporter of refractories. Nearly $45 million of these materials was shipped in 1954 from plants in the area, compared with area consumption of $18.5 million. About 88 percent of all refractories production is concentrated in Missouri. The prevalent consumption pattern, however, is one of localized shortages. For example, although Texas uses more than half of the refractories consumed in the South Central United States, production of refractories in Texas is relatively small. Also, the apparent self-sufficiency of the area is in terms of value produced rather than in terms of products consumed. Nearly all of the $6,425,000 nonclay refractories consumed in the area were shipped from other States. Local resources possibly could be developed for making refractories to serve markets that currently are being supplied from outside the area. Since other industries are growing rapidly in the area, the market for refractories is expected to continue to grow--more rapidly than the national market. The Missouri refractories industry is economically important nationally. Nearly one-fourth of the clay refractories produced in the United States are made in Missouri. Moreover, Missouri produces most of the higher grade clay refractories, about 62 percent of the high-alumina refractories, and 85 percent of the superduty refractories. The competitive position of the Missouri refractories industry is strong. The national market for clay refractories and the market in the South Central United States are expected to continue to grow. The ratio of net income to the value of refractories shipped in Missouri is larger than the national average.

The high degree of mechanisation, which is mainly diesel-powered, has a significant effect on heat loads; heat output from this source often exceeds the heat flow from the surrounding rock. The extensive use of diesel-powered equipment also influences ventilation rates and minimum values are necessary to ensure that emissions of diesel exhaust are adequately diluted. Many Australian mines are in subtropical or tropical areas with high ambient wet- and dry-bulb temperatures on surface. This, coupled with the large amount of heat from mechanisation, usually means that refrigeration is required at much shallower depths. A secondary problem is associated with the definition of acceptable thermal environment conditions, which are sometimes based on the assumption of no air movement. This gives rise to very stringent thermal environment acceptance criteria, which, in some areas, would prohibit work on surface, let alone underground

The current State-of-the-Practice is grounded heavily on deterministic characterization and assessment of the performance of civil engineering infrastructure. In particular, flood defense systems, such as levees, have been evaluated within the context of the Factor-of-Safety where the computed capacity of the system is compared with the code specified demand forces. Uncertainties associated with the capacity and demand forces render deterministic modeling incomplete. In particular, two structures with the same Factor of Safety can have vastly different probabilities of failure. While efforts have been made to assess levee vulnerability, results from traditional engineering approaches omit important factors because they do not account for uncertainties included in analytical modeling, and natural variabilities, or human and organization factors. This paper utilizes risk assessment methods to advance methods for quantifying the contribution of uncertainties to engineering analyses, and thereby provide additional information to help assess sustainability of geotechnically engineered systems. The probability of failure of a geotechnically engineered system is directly impacted by how well the system is understood, and how uncertainties are incorporated in development of understanding of the system. This paper presents methods to evaluate two types of uncertainties for three potential failure modes of flood protection levees: underseepage, slope (or levee) instability, and overtopping/erosion. These analyses account for two types of uncertainty: 1) Type I – inherent uncertainty, 2) Type II – analytical modeling uncertainty. Human and organizational task performance and information development and utilization uncertainties are not included in these analyses. This paper focuses on the behavior of the flood protection levee system for Sherman Island, a western island in California’s Delta. Sherman Island is of critical importance to California because of the very important infrastructure systems that pass under, on, over, and adjacent to Sherman Island, including: natural gas pipelines, regional and interregional electricity transmission lines and telecommunication facilities, two deepwater shipping channels; and State Highway 160, a link between major transportation expressways. The work evaluates current (year 2010) and future conditions (year 2100) and incorporates variations in capacity and demand arising from projected human response activities and global climate change.

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

Laboratory-scale research was conducted by the Bureau of Mines to develop a new process for treating electroplating and other wastes. Various acid and alkaline cyanide wastes were combined under controlled conditions to neutralize the wastes and to almost completely precipitate the metals and cyanides. The metals were subsequently recovered for recycling; the cyanides can also be easily recycled. The process was successfully used to treat the major types of electroplating and etching wastes, containing Cd, Cr, Cu, Ni, and Zn, and to treat both concentrated and dilute wastes. The economic aspects of treating concentrated electroplating, etching, and anodizing wastes are especially attractive because of the low cost of mixing two wastes, the high value of the recovered metals, and the simplicity of the recovery procedures. The filtrates from the waste-plus-waste step were relatively harmless compared with the original wastes and met Public Health Service standards for free cyanide content. Free cyanide ions were not detected in most of the filtrates; the limit of detection was 0.03 ppm. Only small amounts of HCN were produced during the neutralization; the HCN was collected and neutralized.

INTRODUCTION What is automation? Why automate? Webster's New Collegiate Dictionary defines automation as "the automatically controlled operation of an apparatus, process, or system by mechanical or electronic devices that take the place of human organs of observation, effort, and decision." This definition gives an implied answer to the second question, "Why automate?" Automation, automatic control devices, and process control equipment receive their justification in supplementing or replacing manpower, which results in decreased operating costs. In the past, processes were operated with the minimum amount of instruments needed merely to guide operators. Processes were manually con- trolled by the operator on the basis of simple temperature, pressure, flow, and level indications on a panel. Today the tendency is to design a new plant to operate in a fully automatic manner according to a preset pro- gram utilizing a minimum of manpower. In addition to this direct cost reduction in manual labor, increased equipment capacity results from uniformity of flow and uniform control of process variables. This control eliminates or minimizes surges and permits equipment to be operated at or near its ultimate capacity and, for a given material throughput, permits the use of smaller process equipment. Automatic control, therefore, be it in the field of coal processing or in any industrial field, is simply a problem of economics. Control equipment is justified in terms of its contribution toward increasing productivity, increasing profit margins, or producing a new and salable product at a profit. Instruments and control devices can be divided into two general groups: (1) units which measure and (2) units which both measure and control a process variable.

The status of sampling practices in the gold mining industry in Africa was determined as an initial step in a process to standardize sampling practices in the mining industry. Twenty-one gold mines, twenty metallurgical plants, and thirteen laboratories were rated for the potential influence of the relevant sampling errors on each component of the particular sampling system. The findings of the study on the status of equipment, standards, procedures, and management principles were presented in a dissertation (Spangenberg, 20121) and are now used by AngloGold Ashanti?s mines in the quest for correct sampling practices. The information is also used to compile a guideline on leading practice procedures for sampling methods in gold mining. Mining men, quite as exploration minded as petroleum interests, are in the position where most of the exposed crustal portions of the earth have been examined, where the demand for metals is high and likely to continue so, and yet where, perhaps, the tools fail for the economic exploration of many of the possible mineral areas more deeply covered with drift, alluvium, and later formations. At the same time the incentive exists to create acceptable substitutes for many of the duties of metal. The problem of the economic exploration of possible mineral-bearing areas is hence a vital one. In oil exploration, the absence of surface or shallow occurrences and the high cost of test drilling has led to the intensive study of geophysical techniques. Hence the development of the seismic method with its high certainty factor and its adaptability to standardized procedure.

An accelerated and coordinated program of coal research is believed by many to be a necessary step in assuring coal's proper position in the expanding energy market. The President's Advisory Committee on Energy Supplies and Resources Policy, for example, made the following recommendation: We recognize that coal is a great national asset and endorse a cooperative study to determine what research and development could be undertaken. The coal industry and both Federal and State Governments should participate in this study and its costs. Representatives of the coal industry have agreed that such a study should be initiated. Accordingly, Felix E. Wormser, Assistant Secretary - Mineral Resources, United States Department of the Interior, requested the Bureau of Mines and Bituminous Coal Research, Inc., to conduct a survey of current research on bituminous coal. In addition to this survey, studies were made to determine research projects that would be of value to the coal industry.

Mr. F. W. Gray: It is not my intention to read my paper as it is too long, so I will touch only on the high lights. The Sydney field is the most favourable example of undersea coal mining that exists, and I have not been able to find anything like it elsewhere. The nearest approach to it is a field in England where the Whitehaven collieries are operating, but it has a lot of faults. The net result of these faults so far met with in the seaward advance of the workings has been to increase, by something over 100 feet, the gain in depth of cover, in a distance of approximately three and three-quarter miles. In the Sydney field there are no faults of any consequence. On the east side, the English measures rise. In Australia the sea bottom fell and the cover became too light. On Vancouver Island the coal ran out, and in Japan the seams are steep and contorted. The Chilian fields resemble our own to some extent. An inundation of two collieries took place there some time ago, due, it is said, to the rise workings being allowed to approach the sea bottom too closely in the vicinity of a fault. The Cape Breton undersea field has been proved over a frontage of about thirty miles and has been attacked and penetrated for a considerable distance along that front. We have passed the prospecting stage and now generally use developed land areas as points of attack to win the undersea coal. Of our mining under the sea, it can be said that, with the exception of No. 1-B and Princess colliery, Sydney Mines, no real attempt has been made to win the undersea coal.

"Indirect recovery and use of waste heat contained in smelter off-gas is proposed to expand regions available for year-round, on-site production of micro-algae–sourced biodiesel, a fuel that could be used in underground machinery. A dynamic model of an off-gas heat exchanger describes capture and distribution of heat into open, external, rectangular micro-algae ponds. Smelter off-gas contains sufficient energy to maintain large-scale micro-algae cultivation pond temperatures above 15°C, even with winter ambient temperatures below –15°C. Results highlight opportunities that could lie in tapping these heat resources to produce renewable biofuels on-site and sequester CO2 while leaving the industrial process unaffected.RÉSUMÉ On propose la récupération et l’utilisation indirectes de la chaleur résiduelle contenue dans les dégagements gazeux des fonderies pour développer les régions se prêtant à une production toute l’année durant et sur place de biodiesel à partir de micro-algues, carburant dont on pourrait se servir pour le matériel d’exploitation souterraine. Un modèle dynamique d’échangeur de chaleur contenue dans les dégagements gazeux décrit le captage et la distribution de la chaleur dans des bassins rectangulaires ouverts de micro-algues en extérieur. Les dégagements gazeux des fonderies contiennent suffisamment d’énergie pour maintenir les températures des grands bassins de culture de micro-algues au-delà de 15°C, même avec des températures ambiantes en hiver inférieures à –15°C. Ces résultats soulignent les possibilités que pourrait offrir l’exploitation de ces sources de chaleur pour la production de biocarburants renouvelables sur place et pour la séquestration de CO2 sans que cela n’ait d’incidence sur le procédé industriel.INTRODUCTIONMicro-algae that grow in water can efficiently convertsolar energy and carbon dioxide into biomass. This biomass can be up to 50% oils (lipids), which can be extracted and converted into biodiesel through transesterification (Demirbas, 2008). Compared to terrestrial plants that produce similar oils (e.g., jatropha, soybean, and rapeseed), micro-algae represent an order of magnitude increase in areal productivity, do not require arable land, and can be continuously harvested (Rawat, Ranjith Kumar, Mutanda, & Bux, 2013). The potential advantages through the production of biodiesel from micro-algae also include sequestration of carbon dioxide, reduced reliance on fossil fuels, and the co-production of other value-added bioproducts."

Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.
