In December 1975, a report entitled "An Evaluation of the Accuracy of the Coal Mine Dust Sampling Program Administered by the Department of Interior" [1] was prepared by the Analytical Chemistry Division of the National Bureau of Standards (NBS), in response to a request by Senator Harrison A. Williams. Chairman, Committee on Labor and Public Welfare. The report attempted to evaluate the adequacy of (1) the personal sampler unit used to measure the coal dust concentration in the mines, (2) the procedures used by the Department of Interior (DOI) to analyze the dust samples obtained from mine operators, and (3) any recent studies made by the Department or private industry concerning the coal dust sampling equipment. Recommendations in the report of NBS included continued research efforts by the appropriate organization to correct the personal sampler deficiencies and to consider the use of area or stationary samplers as a supplement to the personal samplers. Concurrent with the NBS report cited above, the General Accounting Office (GAO) also issued a report in December, 1975 [2], suggesting that improvements are still needed in coal mine dust sampling programs and procedures relating to penalty assessments and collections. The objective of this research was to investigate the interaction phenomena of rock and types of rock bolts to develop design principals for using grouted roof bolts. The investigation was to determine the effectiveness of grouted bolts in resisting lateral displacement and axial separation along fracture planes, and also to determine if grouted bolts eliminate the axial tensile stress near the anchor and the resulting rock fracture. The first year's effort involved defining the post-tensioning response of grouted bars and determining the amount of shear resistance generated by conventional and resin-grouted bolts. A finite-element analysis showed that if the rock and resin grout behave in an elastic manner, the post tensioning of a grouted bar will affect mine roof stability only if movement occurs near the collar. An experimental shear test program revealed that both conventional bolts and resin-grouted reinforcing bars significantly increase shear resistance along fracture or bedding plane when the average normal compressive stress on that plane is low (in the order of 25 psi) and when the bolt is oriented so that the shear displacement tends to lengthen the bolt. An increase in shear resistance is also noted at the higher normal pressure of 250 psi; however, the increase is small compared to the corresponding shear resistance without a bolt. Conventional bolts oriented so that they tended to loosen with shear displacement added no significant shear resistance.

Specifically, the paper aims to answer the question of how national and regional governments, industry and civil society can work together to seek an optimal outcome while pursuing their diverse objectives. The paper begins by defining local content and its scope at the subnational level. Specific recommendations for the design of local content policies to mitigate social, economic and governance risks are developed. The document then offers some recommendations regarding the role of partners in design, implementation, monitoring, and enforcement of local content policies.

To simulate adequately the behaviour of a Hall-Heroult electrolysis cell, a finite element model must take into account the properties of each material. However, it has some lacking knowledge on the mechanical behaviour of materials, like the long-term visco-elastic (creep/relaxation) behaviour of cathode. A three-dimensional model is then proposed in this paper and will be ready to be implemented in the finite element code FESh++. The model was developed using the three-dimensional model based on thermodynamic of irreversible processes where the choice of the internal variables is based on a phenomenological approach. All parameters of the model are represented by constant constitutive tensors and the temperature and chemical dependencies are taking into account through scalar functions multiplying the constant constitutive tensor. The goal of the first part of this project was to determine the parameters of the threedimensional visco-elastic model at the reference state (virgin material at ambient temperature) of three different cathode materials. This paper presents the theoretical model and the results of creep tests at ambient temperature for the semi-graphitic carbon cathode.

A business case fulfills these basic functions: estimates economic value; helps to understand competitiveness; serves as a risk management tool; and serves as a communication tool. A business case evolves with the project life cycle, and supports the gate reviews at the end of each phase of engineering, through to project construction and operations. A business case must be holistic, including all elements of scope that can impinge on project risk and value.

NMBGMR has been collecting data on uranium mining districts, mines and mills since it was created in 1927 and has converted years of historical data into a relational database that can be imported in ArcMap. The database includes information on mining districts, mines, mills, geochemistry, photographs, and bibliography. The available data includes location, production, reserves, geologic, geochemical, resource potential, and other data. The NURE stream-sediment data provides geochemical analyses for >27,000 samples collected in New Mexico during 1970s. The NURE hydrogeochemical data provides analyses for water samples. ArcMap includes location of individual ore bodies as polygons and incorporates the mines and NURE data as individual site locations. The purposes of these databases are to provide computerized data that will aid in identifying and evaluating resource potential, resource development and management, production, and possible environmental concerns, such as physical hazards (i.e. hazardous mine openings), indoor radon, regional exposure to radiation from the mines, background geochemical data and point-sources of possible pollution in areas of known mineral deposits.

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

One of the ambient effects of production blasting is flyrock. To effectively manage flyrock throw distance in mining, there is the necessity to successfully envisage blasting output without sacrificing the hazardous impact of flyrock which may result in fatality and operational shutdown. For flyrock throw distance prediction, velocity of detonation (VOD) and charge per bank cubic meter (CPBCM) are not usually included. This paper focuses on the use of support vector machine (SVM) regression to ascertain the impact of VOD and CPBCM on flyrock throw predictions. The machine learning models were linear support vector machine (LSVM), quadratic Gaussian support vector machine (QGSVM), fine Gaussian support vector machine (FGSVM), medium Gaussian support vector machine (MGSVM), and cubic Gaussian support vector machine (CGSVM). The outcome indicates that FGSVM was the most sensitive with a 4% improvement when VOD and CPBCM were included. As a result, the LSVM model provides a suitable AI competitive alternative tool for flyrock throw prediction in mining operations by incorporating VOD and CPBCM.

The Tata Steel mill at Skinningrove in the North East of England produces top hat sections for mineshaft guides in sizes 102 and 150 mm. The top hat section is the technically preferred shaft guide choice for modern deep mine shafts. This paper explores the relative service performance of top hat and square hollow section guides in service. Comparative corrosion performance is reviewed and the paper describes work commissioned by Tata Steel (as Corus) undertaken by Aker Kvaerner Engineering to evaluate relative winding speeds, relative loads and fatigue life in service. The experience of supply to UK Potash mining is discussed and the future view of high capacity hoisting and larger section size market need and availability is assessed.

Mercury, or quicksilver as it is often called, has many applications in modern technology. Used principally in electrical apparatus, industrial contol instruments, insecticides and fungicides, electrolytic preparation of chlorine and caustic soda, chemical processes, pharmaceuticals, and dental preparations, the liquid metal has unusual properties that make it a preferred material for many industrial uses. United States consumption of mercury during the past 40 years shows a rising trend. In all except 4 years, U.S. production has been less than the domestic requirement, and imports, principally from Spain, Italy, and Mexico, have supplied most of the deficit. After World War II, domestic output decreased rapidly until 1950, when it was the lowest in the 100 years covered by production records. Higher mercury prices since 1950 have reversed the decline in domestic output and reduced the gap between U.S. production and consumption. Domestic output in 1958 was the highest in peacetime since 1883; however, the nation still imported 28 percent of its mercury requirements from 1950 to 1960 the price of mercury was high as a result of industrial applications of the mercury cell, the impact of the cold war and the Korean war, and the Government stockpiling program. The stockpiling program, in effect, put a floor under mercury prices even though only 9,428 flasks of domestic mercury went into the stockpile under the original program which ran from July 1954 to December 31, 1957. Under an extension of the program, an additional 17,463 flasks was purchased.

There is a strong need in North America and other major steel producing markets where major capital investment in new equipment has been minimal over the past several years to make improvements to existing casting machines. In many cases, very cost effective improvements can be made to existing equipment in order to maximize the efficiency and production of an older designed continuous caster, a classic caster. SMS Group and its predecessor companies have been maintaining continuous casting molds for over forty years. This experience has allowed SMS Group to intimately understand the advantages and disadvantages of each design. The most vital component of the continuous caster is the mold copper design, as it has the most influence over the ability to cast a quality product. Updating to a modern copper design is less complicated than most steel producers think and the benefits are significant. Premium mold coatings such as UniGuard® and NanoGuard® allow casters to guard against exposed copper and wear while producing quality products for record campaign lengths.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. This circular is part 3 of the third paper (entitled "Excavation") of a series summarizing the technical problem; involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. Fart 2 discussed the use of power scrapers, slackline cableway excavators, and hydraulic monitors. This circular discusses the use of the hydraulic, clamshell, ladder, and dipper dredge. Part 4 to follow will discus the use of haulage equipment, and subsequent parts will discuss the application of both excavating and haulage equipment to various types of deposits. HYDRAULIC DREDGE Judged by the number of installations and the tonnage produced, as recorded in part 1 of this circular, the hydraulic or pump dredge is the most popular type of underwater sand and gravel excavator.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. The increasing demands for petroleum and its products and the steadily increasing cost of discovering and developing new oil fields are factors that emphasize the importance of increasing the recovery of oil from known petroleum reserves. Water flooding is a valuable conservation measure, not only preventing premature abandonment of stripper leases but also reviving interest in many areas previously abandoned. The use of water flooding as a means for recovering additional oil from partly depleted oil-bearing formations was first tried in Oklahoma in 1931. Early water-flooding operations were confined to the area of shallow Bartlesville-sand formations in Nowata and Rogers Counties, where many of the projects were outstandingly successful. The results of these operations stimulated activities in other pools in Oklahoma, and by the end of 1949 water flooding had been tried in 25 of the 49 oil-producing counties in the State (fig. 1). Approximately 33 million barrels of oil, or 1,806 barrels per acre, had been recovered by December 31, 1949, from 18,221 productive acres included in the 162 active and abandoned projects in Oklahoma by injection of approximately 449 million barrels of water.

Waste blasting in iron ore operations can pose a number of technical challenges, including blasting through variable geology and blasting soft ground in wet conditions. Blast patterns are designed to be loaded with a specific range of explosives with unique characteristics and properties. Each explosive product will produce an optimal blast outcome for a given set of blast parameters and ground conditions. Sites characterised by softer rock typically require low-density, low-energy explosives. Historically, these products have contained a high ratio of porous ammonium nitrate prill and are only suitable for dry blastholes. When blastholes within a pattern are found to be unsuitable for such explosives due to wet, damp or muddy blasthole conditions, a new product is selected. While it is easy to switch products to match blasthole conditions, the different properties of the new non-ideal product can impact blast performance and increase loading times and costs.Flexigel™ is a solids-sensitised emulsion blend suitable for loading at variable densities and energies in dry, damp, muddy or wet blastholes. It is a universal product that can be loaded to match ground and blasthole conditions or complement other explosive products.At Fortescue Metals Group’s Cloudbreak site, Flexigel™ was trialled through a series of matched pair blasts in order to optimise blast outcomes in conditions that were non-ideal for existing explosive products and to reduce the overall cost of drill and blast operations. Flexigel™ yielded improved instantaneous dig rates and improved loading efficiency when compared to a traditional emulsion blend. The results also indicated that variable-density and variable-energy products afford greater flexibility for optimising blast outcomes across all ground and blasthole conditions trialled.Trials of Flexigel™ at Cloudbreak have shown that a variable-density solution is available for conditions where traditional explosive products are non-ideal. As such, Flexigel™ is able to fill a major void at any operation where the desired low-density, low-energy explosive product must be substituted for a more expensive traditional emulsion blend or heavy ammonium nitrate/fuel oil.CITATION:Andrew, D R, Morrison, K T and Tiedgen, J F, 2015.
