An advanced water-in-oil emulsion hydraulic fluid has been developed which meets defined laboratory performance criteria and which has given fully satisfactory results in a one-year underground mine test in two continuous miners. A novel method of monitoring fluid water content was demonstrated and incorporated into a test kit for use at or near the mine site. Test fluid fire resistance integrity as measured by the MSHA Schedule 30 procedure was maintained during the test and important fire resistance test variables identified.

In 1994 Western Mine Engineering, Inc., (WME), which is now InfoMine USA, Inc., set out to build a suite of stand-alone software programs that would provide their clients the means to estimate the costs of developing and operating mineral exploitation projects. After the first program (Sherpa for Surface Mines) was completed and launched, the developer (me) left WME to form Aventurine Engineering, Inc., in order to complete the series of applications. In the years since, four programs have either been developed or upgraded and enhanced. Applications were produced that estimate the costs of underground mining, placer mining, and project site reclamation. In addition, an application specifically designed to evaluate the economics of these projects, which was based upon a program previously developed for WME by Bill Willoughby of Willoughby & Associates, was redesigned and the code updated to a MicroSoft compatible platform. All these programs follow an engineering-based approach to cost estimating. Instead of relying on rules-of-thumb and statistical averages, they calculate all of the engineering and operational parameters needed to estimate costs. The premise is that the uncertainty associated with cost estimates should lie with the data available for the resource, not the approaches used to design and estimate the associated design parameters. In other words, it is acceptable that items such as the resource grades, deposit dimensions, ore and wall rock characteristics, and mill recovery rates carry with them some uncertainty, but parameters such as loader bucket capacities, truck speeds, pump horsepowers, hoist velocities, and grinding mill diameters can be calculated (although uncertain data might be used in those calculations). No additional uncertainties should be introduced because the cost-estimating procedure relied upon statistical manipulation or anecdotal inaccuracies. To that end, the programs rely upon calculation-based approaches to selecting and sizing machinery, assigning the required workforce, and determining the extent of the consumables needed to recover mineralized material at a rate defined by the client. And while calculation-based software is not unusual, more modern approaches work toward the development, accumulation, and manipulation of data. INITIAL CONDITIONS AND PROJECT GOALS In 2016 we had five separate programs completely disconnected from one another. Each was written in VisualBasic, a language that was falling from favor. In essence, the status in 2016 was a series of stand-alone programs (Figure 1) in which results from one needed to be manually entered as input into another.

This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

Historically, extracting dissolved solids from formation water was economically motivated. Today, main drivers are environmental benefits and regulations, as large volumes of water needed for hydraulic fracturing require treatment before reuse or disposal. The concentration of dissolved solids in flowback water increases with each use and may require treatment prior to disposal. Element recovery from produced water is not profitable unless market conditions are favourable, recoverable elements are abundant, and economical recovery methods are established. Sale of recovered materials could offset recycling and disposal costs. This paper describes markets for Cl, Na, Ca, K, Sr, Mg, Br, Ba, I, B, and Li, and their concentrations in produced water from oil and gas wells in British Columbia. It recommends revising sampling protocol for produced water.

This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

Catastrophic failures of dams and tailing storage facilities (TSF) have triggered the development of integrated ground monitoring concepts for hazard assessment, risk management and public safety. These concepts are based on knowledge and expertise of persons technically responsible for TSF. The aim is to combine this implicit and explicit knowledge with the data of in-situ- and remote sensors. Risk management for TSF must include a comprehensive monitoring program that integrates data from ground based-, air-borneand satellite-based sensors. Researchers at Technical University Georg Agricola (THGA) in Bochum, and EFTAS, Muenster, Germany, are fusing a variety of sensor data to enhance the capability and performance of TSF monitoring to ensure public safety downstream of TSFs. This paper describes the variety of sensors implemented in numerous research projects. It gives an outlook in terms of planned satellite missions with innovative equipment like hyperspectral sensors. The implementation of the data of these sensors in the analysis will increase the understanding of spatio-temporal impacts of mining activities. Future opportunities are explained by a datacube approach.

"IntroductionAir sampling for airborne contaminants requires a system for moving air, a collection method, and a procedure to determine the quantity of contaminant collected. Because occupational exposure limits and air quality standards frequently are expressed in terms of concentrations, a method of determining the volume of air sampled is also needed. The four principal components in a sampling train are shown in Figure 12-1. The inlet admits the air sample into the train; the collector(s) separates the gas, vapor, or particles from the air; the flowmeter measures the rate or total quantity of air sampled; and the pump (air mover) provides the suction required to draw an air sample through the train. Inlet sampling considerations are discussed in Chapter 21. Various types of collectors are described in subsequent chapters. Flowmeters are discussed in Chapter 7.This chapter will describe the air mover portion of the sampling train and air sampling systems that contain three or four components in a convenient package. The chapter consists of two parts. The first part contains a brief description of the different types of air movers and air sampling systems. The second part consists of tables and figures showing detailed information on a wide variety of commercially available air movers and sampling systems. ient size is filled with a liquid in which the suspected contaminant is insoluble. When the liquid is allowed to escape from the vessel, it is replaced by air from the atmosphere to be sampled. Such an air sample is an integrated sample rather than an instantaneous sample because the mass of fluid requires a finite time to empty. In fact, by employing a large vessel with controlled drainage, this method can be used to move air at low flow rates through a sample collector for extended intervals. This guide was written to furnish the coal industry with a description of techniques, instruments, and clues on how to find abandoned oil and gas wells that have penetrated coal seams. The report includes specific information on searching techniques currently in use by several coal mining companies, gas-transmission companies, and waterflood operators, as well as information on State agencies responsible for the enforcement of laws and the preservation and distribution of data pertaining to the drilling, development, and abandonment of oil and gas wells. Comparative tests were performed with several commercial electronic metal detectors to determine the feasibility of using them to aid in the search for abandoned wells and to determine the instrument most suited for that particular use. The role of methane detectors to locate abandoned wells is described, including a case history. Tests were made to develop an efficient procedure to follow in systematically searching an area for metallic clues or hydrocarbon evidence to abandoned wells. The guide describes, in detail, a search sequence, including the collection of basic data, preparation of the selected area, and the physical search. Methods are given for evaluating the results.

In February 2010, Teck?s newest Concentrator at Mina Carmen de Andacollo (CDA), Andacollo, Chile was commissioned. The Concentrator is a single line configuration, comprising of one 36 ft diameter x 20 ft long SAG mill driven by an 18,000 hp gearless drive. The SAG mill feeds two ball mills each 25 ft in diameter x 40.5 ft long, each driven by a total of 19,000 hp through dual pinion drives. A series of four phases will be reviewed from operational readiness, mechanical completion, commissioning, and ramp-up. Also, now after 6 months of operation, this paper will review the significant steps taken during ramp-up enabling the announcement of commercial production, in October 2010.

Smelter operating and environmental requirements demand high on-stream time (high reliability) from the primary smelter sulfur retention device - the sulfuric ?acid plant. The key to reliable smelter sulfuric acid plant operation is the gas cooling and cleaning system. Problems in the gas cleaning system cause corrosion, plugging, equipment failure, etc - plant down time, in the contact section of the plant. The last fifteen years have seen major changes in gas cleaning system design _to the current standard of brick lined venturi scrubber, packed gas cooling tower with plate type liquor coolers and lead or plastic tube precipitators, The current? design offers improved' impurity scrubbing along with increased reliability. in addition, a number of alternate gas cleaning systems have been offered Chemetica LAB System; Monsanto DuPont D:Jna-Wave Syatem1 Lurgi venturi scrubber with lead star gas cooler. This paper will review the design and operating advantages, disadvantages, and risk of the standard gas cleaning system and compare it to the alternate systems. _

In 1965 the Western phosphate industry ranked third after Florida and Tennessee in total mine and marketable production of phosphate rock and phosphate rock products. It has become an important regional industry and, since the close of World War II, it has become important in the national phosphate economy. This report includes an evaluation of the trends and outlook for the Western phosphate industry through 1975 as part of the Bureau's program to determine the rate at which the Nation's mineral resources are being utilized. The first part of this report is concerned with the relationship between the Western phosphate industry and that of the United States and the world. It describes the principal phosphate deposits and discusses production, export, and import of phosphate rock and marketable products. The second part of the report is concerned with the Western phosphate industry and discusses trends and outlook through 1975. Projections for the utilization of phosphate rock, phosphate fertilizers, and elemental phosphorus have been developed and extended through 1975 in an effort to provide data and information pertaining to the rate of depletion of the Nation's phosphate resources.

The Centre conducts work aimed at improving the competitiveness of the Australian mining industry. The current work is focused in four areas: new mining and drilling systems, geological sensing, automation, and equipment maintenance and reliability. This paper describes much of the work in these program areas that relates to metalliferous mining.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. From the Brightwater Conveyance System in Seattle to the Second Narrows Water Supply Tunnel in Vancouver, BC, the design and construction of deep-lying tunnels in the Pacific Northwest often require the incorporation of deep portal shafts. Alluvium overlying marine and glacial deposits combined with the high regional seismicity is the common geologic setting. The latest example illustrating the development of shaft design for this scenario is the 40-m-deep shafts of the Annacis Island Wastewater Treatment Plant New Outfall System. The main components of the shafts include the initial lining, providing the excavation support system to be used for launching and receiving a 5-m-diameter TBM; and the final lining, designed to withstand all static and seismic loads and to remain viable for the intended design life. This paper presents design and construction considerations for these shafts against the background of and lessons learned from past project experiences.

Vulnerability is a measure of the extent to which a community, structure, services or geographic area is likely to be damaged or disrupted by the impact of particular hazard. Current asset management practices focuses on studying factors that affect performance of isolated infrastructure networks and model a set of actions to control the expected performance of these networks. This approach ignores the underlying spatial and functional interdependencies among these infrastructure networks and their vulnerability. The purpose of this paper is to introduce a new method that recognizes the effect of spatial and functional interdependencies on vulnerability rating of water, sewer and road networks. The proposed method consists of: 1) risk assessment model, 2) interdependency assessment model and 3) vulnerability assessment model. The risk model is composed of two modules: 1) water and sewer risk module and 2) road infrastructure module. The water and sewer risk module will cluster these assets into three risk categories based on environmental, social, operational and economical factors. The road infrastructure module will cluster road assets into three risk categories by using rational factorial technique based on road type, serviceability index, traffic load, and freeze and thaw index. The interdependency model will deploy the risk ranking to perform geospatial analysis in ArcGIS which results in determining the interdependent layers of waters, sewers and roads. The vulnerability model will deploy fuzzy neural networks technique to determine the vulnerability rating based on spatial and functional interdependencies. The fuzzy neural networks are utilized to overcome the lack of historical data and incorporate experts? preferences for establishing the knowledge base for vulnerability assessment. The expected contribution of this framework is to aid decision makers in understanding the interdependencies between civil infrastructure assets and to which extent such interdependencies can compromise assets performance.

A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

Mechanized Rock ExcavationThe disadvantages of the drill-and-blast excavation method are widely recognized and the last half of the 20th century has seen mining companies and mining research organizations aggressively pursue technology to excavate rock by other means. As discussed below, despite considerable effort and large amounts of funding, the quest for mining’s “Holy Grail” has been unsuccessful in all but the weakest rock types.COMRO (the Chamber of Mines Research Organisation) supported by the South African gold mining industry, spent three decades and (probably) tens of millions of dollars developing prototype drag bits and, later, impact breaking machines aimed at the mechanized stoping of narrow, tabular reefs. This work has not yet produced a commercially-attractive mining system. Work continues in South Africa to mechanize these stoping operations although now the emphasis is on the use of diamond-wire sawing techniques. This work remains in the experimental phase.Both British Coal and Germany’s Bergbau- Forschung spent many years developing techniques trying to extend the range of rock types which roadheaders could cut economically. Again, although new knowledge was produced, it is difficult to claim that any new commercial mining systems emerged from this work."

Despite further declines in production for some producers, 1986 proved to be a landmark year for the asbestos industry. The key event was the adoption of The Asbestos Convention by the Inter- national Labour Organization (ILO) and its 150 member countries. The document, entitled "Safety in the Use of Asbestos", reaffirms the international consensus on the "controlled-use" approach to chrysotile asbestos regulation. The decision of the ILO has come at a critical point in time. It represents a major turning point and provides an important building block for the long term future of the asbestos industry.
