Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

Aur Resources is Canada's leading copper mining company with producing mines and development projects in North, Central, and South America. Copper production from Louvicourt Mine in Quebec, Quebrada Blanca, and Andacollo Mines in Chile had a record of 245 million pounds in 2001. Located 600 km North of Montreal, Louvicourt Mine is a joint venture between Aur Resources (30%), Teck Cominco (45%), and Novicourt (45%). Aur Resources is the mine operator with 280 employees working to produce a copper and zinc concentrate. In operation since 1994, the mine has produced a total of 12,606,000 metric tonnes of ore grading 3.6 % Cu, 1.5 % Zn, 26gr./m.t Ag, 0.9gr.m.t Au. This highly mechanized mine reached full production in August 1995 at 4,000 tpd. From 1996 to 2001, the average mine production rate was more than 4,300 tpd. The Louvicourt Mine continued its record of solid performance in 2002 and is expected to continue to do so for the balance of its 2.5 years mine life.

The Mather mine of The Negaunee Mine Co. embraces nearly all of Sections 1 and 2, T47N, R27W. within the limits of the cities of Negaunee and Ishpeming on the Marquette iron range of Michigan's Upper Peninsula. Operations of the Negaunee Mine Co., the stock of which is jointly owned by Bethlehem Steel Co. and The Cleveland-Cliffs Iron Co., are under the direction of the latter company. The opening of the Mather mine was described by C. W. A1len. Mather "A" shaft was completed to an initial depth of 2352 ft in early 1943. The shaft capacity of over one million tons yearly is in prospect of being realized by orderly development and mining, and sinking of the second or "B" shaft then started in accordance with previous planning. Mather " B, " also a vertical shaft, was designed as a twin to Mather "A" shaft and the sinking technique developed at Mather "A" was utilized in "B" shaft operation.

This report of a petroleum-engineering study of the Flat Rock oil field, Osage County, Okla., describes the geology, reviews the production history, and estimates remaining oil reserves. The Flat Rock field in the southeastern corner of Osage County approximately 6 miles northwest of Tulsa. Okla., was discovered in November 1904. The field was one of the first of many Bartlesville-sand fields developed in eastern Osage County during the early part of the 20th century. Although substantial oil reserves remain in the pressure depleted sands in some parts of the field, their economic recovery by water flooding will require careful consideration of the many factors involved.

This information circular, which describes mining methods and practices at the Baguio Gold Mining Co., Philippine Islands, is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs. Since January 1952, Baguio Gold Mining Co. has operated its rehabilitated mine and mill in the Baguio district. Postwar labor and supply costs are three or four times prewar costs, whereas ore tenor and tonnage are about the same. Ore reserves remain approximately the same, but deeper and more spreadout operations add to increasing costs. Recently the company has acquired an adjoining property, which may lengthen its life substantially. Costs and general operations are more or less typical of the district, which includes three other active gold mines. Gold ore mined in the district totals approximately 4,300 tons per day.

With the revolutionary progress in information and computer technologies applying the latest technologies in metallurgical complexes has become a serious challenge to both management and technical teams. Objects and components are changing the way everyone relates to their computer and networks. Goals of real time performance monitoring includes maximizing the profitability by maximizing production, improving efficiency, attending product quality, costs, maintenance, environmental and safety regulations. Designers must consider the greatly expanded desktop computing, Microsoft object technology, Internet and how to build these systems. This paper discusses some opportunities and challenges using objects, components in designing applications and integrating intelligent systems tools. Two examples using performance equations and IS technologies applied to mineral processing are presented.

Shutdown is a generic term for what may be called an Outage, Turn Around (TAR) or Overhaul etc. Running a plant shutdown well has always been key to the financial contribution of a mine. However, something important has changed. The post pandemic reality is that it is harder to retain workers and many of those near retirement just didn’t come back to work. This is creating a shortage of experienced people and a workforce that changes employers easily. We are seeing the impact of this manifested in the erosion of established maintenance and supply chain processes that now struggle to yield the plant runtime that could once be taken for granted. The scope, cost and duration of a shutdown varies widely depending on the nature of the work and the equipment being renewed. The PM of an electric shovel might require a week of downtime and cost $100,000. A gold plant may need to go down for 3 days when its time to change mill liners and cost $500,000. A turnaround in a refinery can take more than a month and cost multi millions. Despite the huge differences.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. Recovery of aluminum metal from drosses? is a major factor in the recyclability success story enjoyed by the United States aluminum industry. Today's modern dross processor uses the latest technology to maximize metal recovery at the lowest cost while complying with all environmental laws and regulations. Most dross processors, however, pay little attention to the resulting saltcake, the end residual of dross recyCling, and rely on landfills for .disposition of this material.. The alternative is to recycle the saltcake, but the success of this technology is dependent on the development of reliable outlets for each of the saltcake constituents. This paper discusses the evolution of an aluminum dross oxide processing technology that ,produces an economically attractive source of alumina for the production of portland cement.

"The design, construction and operation of tailings dams is rapidly becoming a major consideration for most new mining developments, as well as for many existing operations. In North America, under pressure from public opinion, various government agencies have in recent years enacted legislation covering the design, construction and operation of tailings dams. In British Columbia, comprehensive legislation has been passed during the past year (1971). All of these new regulations may be placed into two broad categories: regulations concerning the safety of the dam and appurtenant structures, and regulations concerning the prevention of pollution. Both types of regulation affect the design of the tailings dam facilities. Consequently, they must be considered jointly by the designer. A good tailings dam design must satisfy the basic requirements of safety, pollution control, storage capacity and economy. To achieve this, 'the design must be based on a thorough understanding of both the geotechnical problems involved and the requirements of the mining development. Obviously, this requires close cooperation between the designing geotechnical engineers and the mining operators. This paper outlines the major engineering factors that should be considered in the investigation, design, construct ion and operation of tailings dams. Basic methods of tailings dam construction are reviewed and the advantages and disadvantages of each briefly discussed. Comparisons are made between the design and construction of conventional water supply dams and tailings dams. Examples are presented of some of the problems that may arise during construction and operation of a tailings dam. The paper also explains the need for basic instrumentation of tailings dams and for carrying out simple field tests and measurements during construction and operation. Of prime importance is the downstream monitoring of surface and subsurface seepage flows. These observations are invaluable where contamination of surface and/or subsurface water may become a contentious issue at some future date. Each tailings dam design must be based on a study of the particular requirements of that project. To make a proper evaluation, adequate data must be available concerning a large number of items•, including such things as: topography, hydrology, geology, subsoil properties, seismicity, government regulations, fineness of mill grind, mill water balance, availability of suitable construction materials, volume of water to be stored behind starter dam, downstream development or liability, and many others. The large number of variables involved in such an evaluation often result in the designer considering two or more alternative designs. Selection of the final design, which is usually based on detailed cost analyses of the alternatives, must be made in close consultation with the owner."

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Slope instabilities in open-pit mines pose a safety risk to workers and a financial burden on production. The direct impact of slope stability on safety and production makes slope failure predictions one of the important challenges in the mining industry. Predicting the precise time of slope failure has been the subject of much research in conjunction with the development of innovative monitoring technology designed to prevent sudden failures. This paper investigates the use of AutoRegressive Integrated Moving Average (ARIMA) model to predict the time of slope failure. Input data such as inverse velocity (IV) and dimensionless inverse velocity (DIV) from 20 slope failures were used to train the model predict the failure time. For comparison purposes, the time of slope failure using the traditional inverse velocity method is also provided. We show that ARIMA provides 90% more accurate predictions than the TIV approach.

This paper describing mining practices at the United Verde copper mine, Jerome, Ariz., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts f the United States. At present mining operations are being conducted both underground and by electric shovels in an open pit. The open-pit work has been described by E. M. J. Alenius in a previous publication of the Bureau of Minos;3 the present paper will be confined to a description of the underground mine. The underground methods comprise horizontal cut-and-fill, shrinkage with delayed filling, horizontal square-set, inclined square-set, and top slice. The normal daily production of the underground mine is 3,000 tons of copper ore per day, requiring the employment of 900 men underground.

In recent years the Federal Bureau of Mines tested and approved four new types of self-contained breathing apparatus and a facepiece designed for use with the McCaa 2-hour self-contained oxygen breathing apparatus. The Bureau also developed and perfected a battery-powered lifeline telephone for use in mine rescue and recovery operations. Some of this equipment is described in Bureau of Mines Information Circular 7413.4/ This publication is a revision of information Circular 7413 and presents pertinent information on more recently developed mine rescue equipment. The breathing apparatus described herein are 1/2- and 3/4-hour sell-contained types of much simpler design than the conventional 2-hour self-contained oxygen breathing apparatus ordinarily used by mine rescue crews; however, it is just as important to select rescue crews carefully and to train them properly in the use, care, and limitations of the newer types of apparatus as well as the older, established types, if the newer types are to be used safely. The Bureau of Mines recommends that 1/2- and 3/4-hour self-contained breathing apparatus be used only as auxiliary equipment in mine rescue and recovery work and that the capabilities and limitations of the apparatus should be well understood by those who wear the equipment.

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. "The U.S. underground coal mining industry has recently seen the occurrences of several multifatality events that have interrupted an otherwise steadily improving safety record. These events transpired even with an unprecedented level of government regulations and safety technologies. These events may indicate that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in numerous industries including mining, may provide a means to overcome this plateau. Riskgate is an Australian mining risk management program that may be successfully applied in the United States. However, fundamental differences between the Australian and U.S. coal mining industries prevent direct implementation. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for its application in the United States. IntroductionThe underground coal mining industry in the United States has recently seen the occurrences of several high profile, multifatality events. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with minimal declines in fatal and nonfatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. In order to surpass this plateau, a modification to the manner in which the mining industry approaches worker safety may be warranted.The implementation of a risk-management- based approach may potentially provide a means for not only surmounting the current safety stagnation but also for achieving the long-desired objective of zero harm.Riskgate is an Australian risk-management- based body of knowledge that shows great potential for application in the United States. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for the U.S. mining industry. The proposed adaptations are based on differences in operating practices and government regulations. Mining activities at Kennecott and Park City are similar in that both districts began operation in the last half of the 18th century, and both operated on a large scale for many years. However, they are different for two important reasons. First, the mines in the Park City district were always underground. The city of Park City was above many of those mine workings. It remained in place after mining activity stopped, and as the town became an up-scale ski resort, property values increased and the tailings dumps became desirable building sites. In contrast, Kennecott eventually became an open pit mine, and the growing pit effectively consumed many of the small towns that had grown up around the underground workings. Even towns on the periphery of the open pit were razed to allow for the disposal of mine overburden. Second, almost all mining activity stopped in Park City in the early 1970s, just as the first rigorous environmental legislation in the United States was enacted. (The Ontario mine operated sporadically until 1982.) Many mine structures, waste dumps, tailings ponds and piles, and tunnels were simply abandoned as the mining companies ceased business or were bought out. Kennecott, on the other hand, has been in continuous operation for more than 120 years, so a closure plan hasn’t been finalized. Nonetheless, environmental and social problems have arisen, and the company has had to address them.

The revitalization of Pittsburgh’s historic Strip District has led to the redevelopment of existing properties and the development of new properties. At one time, the Strip was home to wholesale market products. Now, the historical warehouse buildings are being converted to multi-use residential and commercial properties. One such property, 1600 Smallman Street, consisted of 1 to 6-story connected buildings that housed night clubs, retail shops, and office space. The lower story portion of the building, on the southwest side of the property, was torn down to make room for a new 5-story- parking garage with street level retail space. The remaining 6-story-building, on the northeast, was gutted to be renovated into high-end condominiums, keeping the exterior historical building facade.

Under a cooperative agreement, the Bureau of Mines, Magma Copper Co., and ASARCO, Inc., tested backfilled ground support systems at t.wo elevations in Magma's San Manuel, AZ, mine. The tests were mainly for guidance in designing the loading crosscuts of the new ASARCO Sacaton underground mine. Two-piece, wide-flange steel sets for 8-by 8-ft (2.44-by 2.44-m) and 11-by II-ft (3.36-by 3.36-m) openings were designed. Set spacing was 3 ft (0.91 m) and 5 ft (1.52 m), respectively. After erection, the sets were lagged with various test materials. The void between the lining and the ground was backfilled with sand and pea gravel. Instruments measuring strain (used to determine changes in stress) were placed beneath the sets and in the backfill. Results indicate the backfilled sets in the smaller drift (2315 grizzly level, panels 6 and 7) of 8-by 8-ft (2.44-by 2.44-m) cross section are a viable permanent support system, lower in cost than the standard formed concrete. Results are inconclusive in 2615 grizzly level, panels 5 and 6, where wide-flange steel sets were used with 5-ft (1.52-m) long concrete gob lagging of T-design.
