A number of Federal laws affecting safety and health in the mining industry has been enacted and revised over a period of many years. We have tended to classify these laws and their applicability into three categories: 1) coal mines, 2) metal and nonmetallic mines, and 3) mines with Federal supply contracts. With the growing attention which is being given to mine safety by the Federal government, the entire mining industry should keep aware of all developments in the administration of each of these laws.

Corrosion behavior of the stir zone in a friction stir weld of dissimilar A12024/AZ31 alloys was investigated in the immersion test in distilled water (pH=6) for different times. Microstructures and the distribution of chemical elements were analyzed by scanning electron microscopy (SEM) and energy dispersive X-ray spectroscopy (EDS). Due to the difference in the corrosion potentials between A12024 and AZ31, the AZ31 alloy constituent in the stir zone was susceptible to the corrosion attack in the distilled water. The corrosion attack was found to occur in the narrow region of the AZ31 alloy adjoining the A12024 region, where there was a low ratio of anode-to-cathode surface area. The corrosion attack became more severe in the AZ31 alloy regions with increasing immersion time. The A12024 alloy region in the stir zone of the weld was protected by cathodic reactivity due to sacrificial anode AZ31 alloy.

Virtually all new technologies require a control system. Any intense process has many process variables that react quickly making manual control difficult. Control system design has a significant impact on the success of a plant especially during ramp-up. New technology projects are particularly sensitive to control system design as the process response is unknown. This paper discusses the important factors encountered in the design of a control system for a new technology. Examples are given of successful new technology plant start-ups where tight coordination of the process control system implementation, process design and selection major equipment led to rapid ramp-ups.

The Companion Policy references the CIM Best Practice Guidelines for Mineral Exploration, and the Mineral Resources and Mineral Reserves, and that they should be followed by Qualified Persons.COMPANION POLICY 43-101CP TO NATIONAL INSTRUMENT 43-101 STANDARDS OF DISCLOSURE FOR MINERAL PROJECTS This companion policy sets out the views of the Canadian Securities Administrators (the “CSA”) as to the manner in which the CSA interprets and applies certain provisions of National Instrument 43-101 and Form 43-101F1 (the “Instrument”), and how the securities regulatory authorities or regulators (the “Securities Regulatory Authorities”) may exercise their discretion in respect of certain applications for exemption from provisions of the Instrument. PART 1 APPLICATION AND TERMINOLOGY 1.1 Supplements Other Requirements – The Instrument supplements other continuous disclosure requirements of securities legislation that apply to reporting issuers in all business sectors. 1.2 Evolving Industry Standards and Modifications to the Instrument- Mining industry practice and professional standards are evolving in Canada and internationally. The Securities Regulatory Authorities will monitor developments in these fields and will solicit and consider recommendations from their staff and external advisers as to whether modifications to the Instrument are appropriate. 1.3 Application of the Instrument -The definition of “disclosure” under the Instrument includes oral and written disclosure. The Instrument does not apply to disclosure concerning petroleum, natural gas, bituminous sands or shales, groundwater, coal bed methane or other substances that do not fall within the meaning of the term “mineral project” in section 1.1 of the Instrument. 1.4 Mineral Resources and Mineral Reserves Definitions - The Instrument incorporates by reference the definitions and categories of mineral resources and mineral reserves as set out in the Canadian Institute of Mining, Metallurgy and Petroleum (the “CIM”) Definition Standards on Mineral Resources and Mineral Reserves (the “CIM Definition Standards”) adopted by the CIM Council on November 14, 2004, as amended. 1.5 Best Practices Guidelines for Mineral Resources and Mineral Reserves - A qualified person classifying a mineral deposit as a mineral resource or mineral reserve should follow the CIM Estimation of Mineral Resources and Mineral Reserves Best Practice Guidelines adopted by CIM on November 23, 2003, as amended. "Many problems in rock mechanics are limited by our imperfect knowledge of the material properties and failure mechanics of rock masses. Mining problems are somewhat unique, however, in that plenty of real world experience is generally available and can be turned into valuable experimental data. Every pillar that is developed, or stope that is mined, represents a full-scale test of a rock mechanics design. By harvesting these data, and then using the appropriate statistical techniques to interpret them, mining engineers have developed powerful design techniques that are widely used around the world. Successful empirical methods are readily accepted because they are simple, transparent, practical, and firmly tethered to reality.The author has been intimately associated with empirical design for his entire career. But where his past papers have described the application of individual techniques to specific problems, the focus of this paper is the process used to develop a successful empirical method. A six-stage process is described:1. Identification of the problem, and of the end users of the final product2. Development of a conceptual rock mechanics model, and identification of the key parameters in that model3. Identification of measures for each of the key parameters, and the development of new measures (such as rating scales) where necessary4. Data sources and data collection5. Statistical analysis6. Packaging of the final productEach of these stages has its own potential rewards and pitfalls, which will be illustrated by incidents from the author’s own experience. The ultimate goal of this paper is to provide a new and deeper appreciation for empirical techniques, as well as some guidelines and opportunities for future developers."

Pile load testing can be performed by a static, rapid or high strain dynamic (generally designated as dynamic) testing method. The static load test is often considered the “gold standard” of testing with the other methods merely ‘alternatives’. However, the rapid load test, as a quasi-static test, has all the positive elements of the static alternative: the direct measurement of loads and displacements. Moreover as stress wave phenomena have no influence, the interpretation of rapid load test results is more straightforward than that of dynamic testing, and also independent of the person performing the interpretation. This paper will explore the Rapid Load Testing method and illustrate the advantages and limitations through a case study in Rostock, Germany

Double-stack trains in the United States date back to the early 1980s, starting about the time deregulation of the rail industry occurred. Freight rail became increasingly more competitive to trucking and barge or ship, and led to major investments in railroad infrastructure. Since most railroad tunnels in the United States were constructed between 1880 and 1930, they were not built tall enough to accommodate modern double-stack intermodal railcars. Therefore, as double-stack trains became the norm, existing tunnels became bottlenecks, and railroads wanted the tunnels made larger without impacting traffic. This need to increase the clearance while not impacting rail traffic launched a very specialised industry: the design and construction of replacement lining systems in existing tunnels.Several large multitunnel railroad clearance improvement projects have been completed in the country in the last decade, and they have all been done under ‘live track’ conditions. Live track conditions consist of work windows, often anywhere from four to 12 hours, that are provided to the contractor to complete the construction work. By the end of each work window, the tunnel must be secured so that the railroad can run trains.In addition to improving the clearance, these projects provided the railroads with an opportunity to improve the general condition of the tunnels, including structural, seepage, drainage and icing conditions. This paper discusses the design considerations, tunnel assessments and construction methods used for these live track railroad tunnel projects. Seepage and drainage improvements that were incorporated into the clearance improvement projects are also discussed.CITATION:Schrank, J, 2014. Use of two-way radio communication at the Santa Rita open pit of the Kennecott Copper Corp. has furnished a satisfactory answer to the problem of communications for an operation covering an extended area. Coordination of operations has resulted, with little loss of time in making changes during the shift. Repairs are facilitated, and safety of operations is increased through better control of blasting and hazardous conditions. INTRODUCTION Expansion of mining operations brings increasing needs of improved communications to coordinate the mechanized operations that contribute to the efficiency of present-day open-pit methods. Equipment found satisfactory when first installed becomes inadequate as distances and demands increase. It is the, purpose of this paper to record the progress being made by one mine in meeting this problem.

The appraisal of mineral resources of the Challis National Forest, Idaho, by the U.S. Bureau of Mines, was made so that the mineral resources of the forest could be appropriately considered in land use planning. Information from this study is intended to help the U.S. Forest Service to incorporate mineral resource data into forest plans. The study was done in conjunction with the U.S. Geological Survey, which released a companion report on the geology and mineral potential of the Challis National Forest in 1989. Mineral development activity in and under the Challis National Forest has been of great economic significance to Idaho and the United States. Since the 1960's, mines within the forest have produced mineral commodities worth more than $590 million A current (1989) commodity prices. Identified mineral resources have a gross value of about $2 billion at current prices, including 8 strategic or critical minerals. The U.S. Bureau of Mines study identified and described 723 active and inactive mineral properties within the forest. Mineral properties with identified resources were evaluated to determine their economic significance, and an assessment was made of the feasibility of mineral development. Of the 2,516,191 acres in the Challis National Forest, about 390,000 acres were classified as having mining development interest commercially important mineral production, mainly of molybdenum, gold, and silver from the Challis National Forest is likely for the foreseeable future.

THE fall meeting at El Paso this year (Oct. 13¬15) will be of unusual interest due to the international atmosphere imparted by the many engineers from Mexico, who are making arrangements to attend this meeting. The meeting will be held jointly with the Western Division of the American Mining Congress. Cooperating in the program will be the representative society of Mexican engineers known as Centro National de Ingenieros of Mexico City, who are plan¬ning on sending many delegates and well known Mexican engineers to the convention. The cooperation of the West Texas Geological Society and the American Association of Petroleum Geologists has also been secured. Brent N. Rickard, manager of the El Paso Smelting Works of the American Smelting & Refining Co. at El Paso, Tex., is general chairman in charge of arrangements. He is receiving splendid cooperation from the Mining Department of the El Paso Chamber of Commerce and from the business people of El Paso, who feel highly honored in having these mining societies meet with them this year.

Sulfate-reducing bacteria (SRB) have the ability to immobilise dissolved metals by precipitating them as sulfides, provided that a favourable biochemical environment is created. Such an environment includes the presence of sulfate, anaerobic conditions and the availability of organic carbon. If such conditions are engineered within a reactive barrier or field-bioreactor, most metals can be effectively removed. To demonstrate this concept, three passive SRB field-bioreactors were constructed in 1998 at an abandoned mine site in the vicinity of Butte, Montana, USA to treat acid mine drainage with characteristic elevated concentration of metals and low pH. Performance of the field-bioreactors, using aqueous samples, was monitored over 32 months until the project was terminated, field-bioreactors were decommissioned and solid matrix sampling of the reactive matter was performed. The most important analytical results are presented in this paper together with conclusions regarding the appropriateness of the field-bioreactors construction features. Only Zn, Cu, and Cd were being removed as sulfides due to SRB activities. Changes in concentrations of other metals (Fe, Mn, Al, As), which do not necessarily precipitate as sulfide, seemed to be affected by SRB only in an indirect manner by responding to increased pH caused by SRB activity. An innovative cellular containment system used for placing organic matter worked very well in preventing settling of the organic matter and ensuring uniform flow of AMD throughout the entire cross-section of the organic carbon with no preferential flow paths This demonstration was funded by the US EPA and was jointly administered by the EPA and the US DOE under DOE contract number DE-AC22-96EW96405. The project was implemented by MSE Technology Applications, Inc, Butte, Montana, USA.

DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

Modern steelmaking is based on direct use of oxygen in high intensity batch reactors. A totally new approach is proposed in this paper, based on the view that pursuit of high intensity is unlikely to lead to successful coal-based continuous steelmaking. By substituting carbon dioxide and water vapor as the oxidants rather than using oxygen directly, the intensity is greatly reduced. Accordingly, subsurface formation of carbon monoxide bubbles can be avoided by careful manipulation of the three participating rate processes, gaseous diffusion, interfacial chemical kinetics and liquid phase mass transfer. Steelmaking can then be carried out without explosive ejection of molten droplets and the generation of micro-spray but rather in a controlled and fume less fashion. The vital component is the introduction of generic melt circulation technology. Three melt circulation loops in series are envisaged. Starting with a composite feed of iron ore fines, pulverized coal and lime flux, a metallized solid raft floating on molten iron is propelled out of the ironmaking loop onto the first of two downstream steelmaking loops. In the first, a liquid slag is formed, primary decarburization is undertaken not with oxygen but rather with CO2 and H2O and the melt is desulfurized. The semi-product stream enters the third melt circulation loop, where open-channel decarburization is effected along with dephosphorization to yield a low carbon steel product. Alternatively, the melt leaves the last loop to irrigate a packed tower countercurrent to argon at around 100 mbar to continuously produce ultra-low carbon (ULC) steel.

The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." In October 2013 JSW Steel decided to place an order to Primetals Technologies Austria (former Siemens VAI Metals Technologies) for the installation of a comprehensive Level 2 process optimization system for more than 20 existing production facilities of various suppliers. For SMS-I new L2 systems are provided for two hot metal pretreatment stations, three hot metal desulphurization stations, three ladle furnaces, two 1-strand slab casters, a ladle tracking system as well as a shop supervisory system. Additionally the existing L2 system for one 1-strand slab caster is being upgraded in the course of the project. In SMS-II new L2 systems for the 7 hot metal desulphurization stations, 4 ladle furnaces, 1 new RH vacuum degasser, ladle tracking system and a shop supervisory system are supplied. Despite of the challenging time schedule the commissioning of the single facilities started within less than 12 month after contract effectiveness. The installed Level 2 process optimization systems together with the achieved results are described in this paper.

The Bureau of Mines is conducting a series of investigations with the common aim of minimizing the losses that occur in the mining and treatment of mineral substances. The results of the investi- gations are being published in reports of the bureau. This report treats of a method of preventing some of the waste of the natural gas incidental to oil mining. This method, the condensation of gasoline from natural gas, offers to the oil operator and others a profitable means of utilizing some of the oil-well gas now being wasted. The most desired constituent of crude oil is obtained, the production of oil is not hindered, and the gas, after the extraction of gasoline, can be returned to the leased area to drive pumps or into pipe lines for uses to which natural gas is ordinarily put, usually with its fuel value lessened only in slight degree. Publications already issued briefly discuss the subject. In this report the work is treated in greater detail, and the results of many additional tests are shown.

Personnel at Utah Copper Division's Bingham Canyon Mine use current computing technology to compile pertinent production statistics and mining plans. Within hours after the day's work has been completed, concise reports summarizing the previous day's production statistics, actual production vs. budget statistics, the location of shovels relevant to the mining plan, the performance of equipment, equipment next scheduled for maintenance, etc. are available at the terminals located throughout the mine. Also, engineering personnel us e computerized systems, directly from their offices, to assist them in the timely development of mining plans. Timely and concise reporting and planning capabilities such as these assist mine personnel in their efforts to review mining progress and equipment performance, and as such they are in a better position to detect adverse trends early and to seek appropriate resources or make changes in plans or practices.

This paper deals with the exploration, development and current operations of the salt mine at Goderich, Ontario operated by the Sifto Salt Division of Domtar Chemical Limited. The rock salt is obtained from a bed 1,760 feet below the surface, 75 feet thick, extending under Lake Huron. Annual production is in excess of one million tons. Large mobile equipment is used. Details of this equipment, as well as the shaft layout, which permits the equipment to be lowered underground with a minimum of trouble are outlined. Mining, crushing and screening procedures' are rev1ewed. Reference is also made to productivity salt distribution and uses.
