Introduction We are all familiar with the bright and attractive colours of the roofs of our suburban houses and country cottages, but few of us fully appreciate the complex and highly technical nature of the business which produces these roofings. Roofing granules consist of small broken particles of certain types of rocks, burned clay products, or slag. They are used either in their natural state or artificially coloured and are affixed onto one surface of asphalt sheeting. Their main functions are to protect the roof against external fire hazard, prolong its life, and enable it to withstand extremes of weather over a period of years without deteriorating. Pleasing designs and colours are added attractions. The reverse, or inner side, of the sheeting is coated with a film of talc or fine mica to prevent it sticking when rolled up for convenience of handling for transport. The finished sheets or strips are cut into a variety of shapes for roofing shingles, or for sidings which resemble rows of bricks separated by mortar. In Canada, the consumption of roofing granules has increased fourfold in the past decade and indications are that the industry will continue to expand. At present, fourteen plants are engaged in manufacturing granule-coated roofings, but, apart from a relatively small output of natural granules by two producers in British Columbia, only one eastern producer makes both natural and coloured granules in Canada, and these only for its own use. The annual consumption is now over 77,000 tons of roofing granules valued at more than $1,600,000, but about 62 per cent of the tonnage is imported. It is thus apparent that the production of Canadian-made granules, both natural and coloured, could be considerably increased. This paper is presented in order to give an outline of the industry and at the same time to point out its difficulties and pitfalls.

"To characterize noise and vibration sources of different types of mining equipment used in underground mining, the authors performed a study in eight Quebec mines on 28 pieces of equipment. This paper presents the procedure followed to select the equipment to be evaluated, and the low-cost acquisition system developed to perform multichannel time-domain data acquisition in harsh environments. It also presents the results obtained for the noise level produced by the equipment and for handarm and whole-body vibration exposures.RÉSUMÉ Dans le but de caractériser les sources de bruits et de vibrations de divers équipements miniers utilisés sous terre, les auteurs ont étudié 28 équipements dans huit mines du Québec. L’article présente la procédure suivie pour choisir les équipements à évaluer ainsi qu’un système multicanal à faible coût développé pour acquérir des données dans des environnements difficiles. Il présente aussi les résultats obtenus pour les niveaux de bruit produit par les équipements et pour les expositions main-bras et du corps entier aux vibrations."

"Various approaches are used in the industry for establishing procedures (sample mass estimation and method of subsampling) for sampling and analysis of gold ores. The key factors that determine the accuracy of the results that can be expected for a given set of procedures are widely misunderstood.Recent developments in sampling theory show that the estimation of the accuracy that can be expected for a given gold ore as a function of sample mass is actually a simple matter. For a given sample mass, the accuracy that will be achieved depends only on the grade of the ore and the range of masses of the grains of the gold in the ore. This, of course, demands that a reasonable estimate of the distribution or spread of gold grain masses in the ore be known. But this is something that should be known if the gold is to be efficiently recovered in the processing plant.This paper provides a simple explanation of the real facts about sampling of gold, either in the field or in the plant, and provides results for a number of cases of combinations of fine and coarse gold in an ore. "SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

As greater amounts of fine iron ore concentrates enter the marketplace, new investments in iron ore pelletising capacity are inevitable to deliver these concentrates to steel industry consumers. When investors assess the two well-proven pelletising technologies, the straight grate and grate-kiln, the most appropriate choice may not be immediately evident. Certain technical, market and site-specific factors will favour one technology over the other; investors need to be aware and understand these factors in order to make the best investment decision. Hatch has compared the merits of both technologies regarding plant configuration; type of iron ore processed; energy consumption and flexibility to use a variety of fuels; ability to produce the required pellet quality; required plant capacity and scale; operating and capital costs and environmental performance. Fibre reinforced shotcrete has long been accepted as temporary ground support in both mining and civil tunnel linings. Greater knowledge and understanding of shotcrete as an engineering material and advances in its quality have enabled designers to eliminate the requirement of a second pass lining. The initial shotcrete can be used as the permanent tunnel lining or be incorporated into the final lining design, rather than ignored and considered as sacrificial.For the initial shotcrete lining to become a suitable permanent tunnel lining it must be able to establish and maintain stability over time when subjected to all possible loads. To ensure this, best engineering practices are required during the design phase of the project to analyse; ground conditions including rock mass properties, ground and ground water quality, rock mass loadings, excavation sequencing, and construction methodologies.The increased durability of steel fibre reinforced shotcrete over traditional tunnel support, in the right ground conditions, makes it possible to achieve a serviceability design life of greater than 100 years (as required in most infrastructure projects). By specifying a good quality shotcrete mix and ensuring adequate quality control for batching, fibre dosing, preproduction testing, excavation sequencing, and application control, it is possible to eliminate the requirement of a secondary lining. The properties of a suitable permanent lining must be well established using suffi cient preproduction testing in combination with post application monitoring.A major benefit of steel fibre reinforced shotcrete in ground support applications is the removal of any requirement for workers to work under unsupported ground. Its use can also significantly reduce, if not eliminate, the manual handling associated with placing traditional reinforcement such as lattice girders and mesh. Both of these benefi ts are significant with the ever increasing focus on health and safety.This paper highlights factors that must be considered in the design and specifications to enable an initial shotcrete tunnel lining to become the permanent shotcrete tunnel lining.

THE H.B. MINE and concentrator are located in the Nelson Mining Division of British Columbia, on the north side of the Sheep Creek valley about seven miles southeast of the town of Salmo. It is an operation of The Consolidated Mining and Smelting Company of Canada, Limited (Cominco), which has its metallurgical plants at Trail, about 25 miles west. The property was originally staked about 1907 by Horton and Benson, whose names are commemorated in the designation "H. B." Up until 1927, a considerable amount of development work was done in the upper levels by various companies. Cominco purchased the ?property in 1927 and carried out intermittent work until 1946. Following this, an extensive surface diamond drilling programme and a subsequent underground exploration were undertaken. Sufficient ore was outlined 'to warrant the construction of a 1,000: ton concentrator. This was started in April, 1952, and completed by the spring of 1953. However, because of adverse base metal market conditions, operation was deferred until May, 1955.

"The application of a thin spray on liner was implemented in longwall T-junction sections in 2009 for the first time. The development of the material and the application is based on a technical cooperation between RAG Deutsche Steinkohle AG and BASF Corporation. The report gives an overview of the first trials. The underground test occurred in a seam with a height of 1.5 m (5 ft) in a depth of 1,100 m (3,609 ft). The roadway is dual-use entry and the roof strata is composed of shale and sandy clay. In some sections geological faults impact the surrounding strata. The poor conditions induce separating and loosening of roof rock. Several remedial actions have to be implemented for decreasing deformations at the face entrance.The application of thin spray on liner (TSL) provides simplification and cost reduction of supporting work at longwall T-junction. The installation of TSL to avoid roof and coal fall operations for lagging are omitted.INTRODUCTIONFor safe operation of face retreat in dual-use roadways, the processes of securing and stabilizing the face end area are very important in order to minimize deformation and stress. Avoiding roof and coal fall are the main concerns for safe operation. For that reason different methods of reinforcement are tested in underground operation. In this paper the application of TSL is presented.The specifications of TSL are described, followed by the case study results. The underground study is located in one mine of RAG Deutsche Steinkohle. The extraction of the hard coal in this mine is characterized by great depth and high stress. There are poor geological and geotechnical conditions. The roadway used for the underground application was headed with the support system combination type A, which will be described later in the paper. After the first face retreat, deformation of steel arch support and bagging destroyed the roadway, so for the second face retreat remedial actions had to be undertaken. For this a new system of reinforcement, simplifying the supporting work at the longwall T-junction was tested. The reinforcement consisted of different parts that are described in the following report. Furthermore two different versions were applied. One method is the operation with TSL and the other one is the use of concrete for sealing. Both methods are compared in the text."

This publication contains four papers presented at a seminar on mine subsidence control held in Pittsburgh, PA, on September 19, 1985. The seminar was designed to keep the mineral industry informed of new technology developed by the Bureau of Mines that permits reliable and accurate prediction of mine subsidence. The papers describe actual field studies undertaken by the Bureau to monitor surface subsidence over longwall panels. Topics discussed include the efects of subsidence on water table levels, the development of subsidence pre calculation methodology suitable for use with the specific lithological conditions of the Pittsburgh coalbed, an engineering comparison of technologies used in surveying for longwall mine subsidence, and a comparison of the process of subsidence over two different longwall panels.

In situ leaching (ISL) is an attractive technique that enables copper recovery from copper oxide ores that are either low-grade or located at depths too great to be economically exploited through conventional methods. At present, in situ leaching (ISL) has been applied to intact copper oxide ores, in particular, those which (i) present a good natural permeability and (ii) do not require preconditioning. Many copper oxide ores present low natural permeability. These are located above the water table and need preconditioning for the ISL application. The present work shows an economic assessment of the application of ISL to this type of copper ores. The preconditioning technique considered here involves the application of partial mining by sublevel stoping by removing a small fraction of the ore. This technique results in forming an ore bed with good permeability and good solution collection at the stope base. The economic assessment of this approach suggests that it can be implemented with positive net present values to copper oxide ores located at depths in the 100–300 m range, with copper grades above 0.4%. The maximum acid consumption values are below 52.5 kg/t, with blasting procedures designed to produce an ore bed with an average particle size below 6″. The breakdown of operational costs indicates that the mining cost is still very high, accounting for up to 60% of the total operating costs. Therefore, optimizing mining procedures is still necessary for improving the economic outlook of this approach and thus expanding the application field of ISL.

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

From mine to mill, the 3D characterization of particles ranging in size from meters to micrometers is now possible. A brief review of X-ray tomography for mineral processing is given with recent advances considered, such as high-speed scanning and image analysis procedures to describe important particle properties, including size, shape and composition. Considering these new 3D characterization tools, applications in mineral processing are discussed for high-resolution X-ray microtomography (HRXMT) laboratory analysis of particles ranging from 20 mm to 5 μm, with a voxel resolution of about 1 μm, including (1) multiphase particle characterization by HRXMT and comparison with scanning electron microscopy (SEM), (2) particle damage state as a result of blasting/comminution, (3) liberation characterization to describe expected separation efficiency, (4) exposed grain surface area analysis to explain the flotation of locked particles, and (5) floc size, shape and water content for polymer-induced flocculation. Finally, applications in mineral processing for plant-site analysis using high-speed X-ray computed tomography (HSXCT) are examined, including, for example, coal washability analysis, the analysis of crusher plant products, and the analysis of pebble phosphate products from central Florida. Scanning rates on the order of 1 kg/min for particle sizes ranging from 150 mm to 1 mm are possible, with a voxel resolution of about 100 μm. For coarse particles smaller than 5 to 10 mm, high scanning rates of more than 300 t/h may be possible at a voxel resolution of about 1 mm.

"In 2010, the Eurocode for Geotechnical Design, EN-1997-1:2004 (CEN, 2004), informally known as Eurocode 7 or EC7, became the Reference Design Code (RDC) for geotechnical design – including rock engineering design – within the European Union (EU). EC7 is one standard within the comprehensive Structural Eurocode suite, which as a whole has been also adopted by a number of other countries beyond the EU. EC7 is thus becoming a key design standard for geotechnical engineering worldwide.As part of the Structural Eurocode suite, EC7 requires designs to adhere to the principles of Limit State Design. However, it is not clear that current rock engineering design practice can satisfy this requirement. In addition, evidence is accumulating that EC7 is currently difficult to apply to, and may even be inappropriate for, rock engineering design. These issues may be due to the fact that the development of EC7 to date took place without any formal input from the international rock mechanics and rock engineering community.In early 2011 under the auspices of CEN (Comité Européen de Normalisation / European Committee for Standardisation), EC7 entered a formal period of maintenance which was aimed at improving the applicability and ease-of-use of the Code. This maintenance cycle will conclude in 2020 with the publication of a revised version of EC7.This paper describes a number of critical aspects for rock engineering in the context of EC7, inparticular the following:– the history of the Structural Eurocodes and the concepts they embody;– the nature of Limit State Design and the challenges and opportunities it poses for rock engineering design;– the formal means by which the Structural Eurocode maintenance cycle proceeds;– the plans currently being developed for improving EC7 with regard to rock engineering design and construction;– the unique and vital opportunity for the entire international rock mechanics and rock engineering community to comment on the Code and make suggestions for its improvement."

The U.S. Bureau of Mines has compiled data on the major causes of fatal and nonfatal electrical accidents related to mining, and their associated costs, for the 1980-85 period. Specific electrical problem areas were identified, allowing future research to be focused on reducing the frequency of these occurrences. Recommendations for reducing the number of electrical accidents and injuries are provided. The four mining sectors for which data were gathered and compiled are (1) underground coal mines, (2) surface at underground coal mines, (3) underground metal-nonmetal mines, and (4) surface at underground metal-nonmetal mines. Nine categories of information pertaining to specific aspects of the accident are used in this report: activity engaged in when the accident occurred, source of injury, job title, mining method, location, machine, nature of injury, accident type, and part of body affected. The number of years of experience at the specific job the employee was performing when the accident occurred, time of accident, and in the case of nonfatal accidents, the total days lost per year, are also summarized.

"The Sierra Gorda SCM sulfide ore processing plant began commissioning in the third quarter of 2014. Located in the Atacama Desert in northern Chile, the project is an open pit mine and Copper-Molybdenum processing plant is one of the most highly-instrumented operations in the world. It is the first hard rock operation in Chile and the second in South America to utilize HPGR technology. It is a significant Molybdenum resource especially in the first five years and the Molybdenum separation plant is complex. Designed to process up to 60 million lbs. of fine Molybdenum per year, it uses the latest technology and equipment to ensure superior recovery and product quality. It also has gas handling and alarm systems to fulfil the Company’s vision of “Zero Harm”. This paper discusses the overall operation and issues relating to the concentrator start-up. These include a review of the mineral processing design, the unified process control center and management information systems, and the correlation of geological and metallurgical performance data (mine-to-mill) for use in anticipating and preparing for treatment of diverse ore deliveries. INTRODUCTION Sierra Gorda SCM is a joint venture partnership with KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining, and Sumitomo Corporation (Japan) operating in northern Chile. The Sierra Gorda open pit mine and Copper-Molybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, well-instrumented mine in Chile. This paper contains a general review of the project including geology and history. This was a very fast-track project going from greenfield site acquisition to mill start-up in 10 years. Highly-experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied. The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (see Figure 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km from the village of Sierra Gorda at an elevation of approximately 1,700 m above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic, and Escondida, to name a few."

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

This report presents the results of a 7-year Bureau of Mines program to review, revise, and make an effective engineering tool of the microseismic method of determining the stability of rock structures. The program consisted of developing new microseismic equipment and data analysis techniques and extensive field investigations to demonstrate the effectiveness and potential of the broad-band microseismic method. The guidelines for choosing the components of a microseismic system are presented along with approximate cost figures. Different microseismic systems are discussed, including completely automated systems. Procedures for conducting microseismic investigations and analyzing microseismic data are discussed in detail. Field situations which show the full value of the microseismic technique as an engineering tool are described.

Blasting can impact the efficiency of entire downstream mining operation. Individual technology solutions for blasting have been available in the industry for many years but all of them only cater for certain aspects of blasting. Many of them are based on individual research and/or experiences. Some of the available software solutions are not suitable to be used in the field as that they need advanced skills or tools. Also, most do not take technology advancements like mobility, advanced data analytics, web solutions and integration into consideration. Hence, no technology platform is currently present in the industry that addresses all potential needs a blaster may need in an integrated manner.This paper presents an integrated solution that takes care of all aspects of blasting – design blasts according to mine plan; collect data after drilling has been carried out (as there is often difference in designed and actual drilled hole locations in the field); predict blast results in terms of fragmentation, flyrock, ground and air vibrations, wave front reinforcement and flyrock distance; and after assessment, allows changes in charging, delay timing and sequence. The technology solution is a secure, cloud-hosted, web-based software-as-a-service solution that can be accessed from anywhere. Also it has a mobile app, which is available for both Android and iPhone/iPad. The mobile app is also integrated with the web-based solution using application programming interface calls to the central data repository.Case studies for two limestone mines are presented where this solution is being used in its initial format. This software platform enabled analysis of the outcome from a previous blast pattern and then subsequently allowed optimisation of blasting operations based on historical data. Uses of this platform have resulted in improved key performance indicators in these two limestone mines. The mobile app as part of this platform enables extensive field blast data capture and analysis and also various predictions before a blast. Data collected include blast parameters, individual hole charging, initiation pattern, videos, photographs and vibration records for analysis/reporting. The key features of the solution are a blast designer, a detailed blast data collection/analysis and a series of environmental predictors. These predictors give blast results in terms of fragmentation, flyrock, ground and air vibrations and wave front reinforcement and take remedial steps before blasting to optimise and control adverse environmental impact. It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities.
