[For almost 2 decades the Bureau of Mines has been Interested in converting solid fuels to liquid fuels. Small-scale laboratory investigations were carried on for a number of years.4/ This work wad expanded substantially under authority of Public Law 290, approved by the 78th Congress on May 5, 1945. As part of the. broadened program, coal-hydrogenation demonstration plant was designed and erected at Louisiana, Mo., where: hydrogen-manufacturing and compression equipment, shoes, electric power, and other utilities and facilities were available from a discontinued wartime ammonia works . The plant uses the direct -hydrogenation or Bergius process, but the process differs from prewar European practices in many respects. Many noteworthy improvements h eve bean made, particularly by substituting automatic instruments for manual control of process variable's, in line with modern American processing practices. The over-all objective of the demonstration plant is to bridge the gap between laboratory end commercial-scale operation by furnishing cost and engineering data to develop a synthetic liquid-fuels industry when it proves technically and economically justified. Fitting into the over-all program, specific objectives o early runs were to (1) train personnel who had no experience with this type of operation, (2) break in the installed equipment, (3) obtain successfully integrated operation of the entire plant, and (4) work towards obtaining data on the hydrogenation of coal-tar oil and a typical low-ash coal. In beginning fan integrated operation, it is common practice to operate and obtain reaonably smooth performance of each unit before the over-all operation is undertaken. The first part of the plant completed was the refinery, consisting of several fractionating systems, a stabilizer, and a chemical treater.]

INTRODUCTION IN IN JUNE, 1943, the main pillars of the Beattie Mine glory hole failed, allowing over a million yards of wet clay and debris to flow into the mine, completely filling all workings to within seventy feet of the 3rd level. The resulting Job of clearing these workings and rehabilitating the mine represents a unique and hazardous operation, seldom, if ever, previously encountered in Canadian mining. The purpose of this paper is to describe one phase of this operation -that of cleaning and rehabilitating the mine from the 6th to the 9th level -to outline briefly the events which led up to this work and to describe the techniques and costs involved. It will be noted that such costs, methods, and performance figures as are dealt with in this paper refer only to work in the internal shaft and adjoining workings from the 6th to the 9th level, previous work having been done under other supervision and management. The Beattie mine is in Duparquet township, northwestern Quebec, twenty miles northwest of the town of Noranda and twenty-three miles southeast of the town of La Sarre. The mine and the town of Duparquet, which it?supports, are accessible by highway from Noranda throughout the year. Production at the Beattie mine began in May, 1933, and up to June, 1943, twenty-one million dollars in gold and silver had been recovered from five and a half million tons of ore.

The operation of Falconbridge's Sudbury nickel smelter has undergone significant change since the production was consolidated to a single electric furnace in 1994. In the late 1990's a capital program of about $100 MM (Cdn) was undertaken to expand and modernize the smelter. This project, known as Smelter 2000, was mainly driven by the need to process the new concentrate produced at Falconbridge's Raglan operation in northern Quebec. Included in the scope of the project was the installation of dry concentrate handling facilities, modifications to the roaster feed preparation system, installation of a matte granulation system and modification of one of the converters. Improvements to in-plant hygiene were also an important part of the Smelter 2000 project. Over the past 5 years much has been learned about the challenges in treating two significantly different concentrates. More recently, the introduction of a third concentrate from Falconbridge's new Montcalm operation near Timmins, Ontario has added another dimension to the operation. This paper will describe how the main challenges from the past 7 years have been overcome and discuss the path forward for the Sudbury Smelter Business Unit.

In mining, which is one of the industries with the highest risk of occupational accidents, a primary goal is to enhance safety through the thorough investigation of accidents using reliable methodologies. In this research, the data from 13,653 accidents reported in the Karadon Hard Coal Enterprise between 2000 and 2011 were analyzed and compared using the life-table and Kaplan-Meier methods. Accident records were classified and analyzed into four categories: environment-related, equipment-related, person-related and other accidents. Findings in terms of survival time indicate that environmentrelated and person-related accidents had the highest risk in Karadon, with equipment-related accidents having the lowest. This study established the reliability of using survival analysis methods to investigate occupational accidents in the mining sector. Given that environment-related and person-related accidents occur in a relatively short period, such as one year after starting work, it is recommended that research be done to improve workplace and occupational safety measures and broaden the training given to miners. Additionally, it is determined that increasing the use of automation and mechanization in underground coal mines, combined with developing a thorough equipment safety training program to raise awareness of the danger, can help prevent person-related occupational accidents caused by the interaction between equipment.

"Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on four recently constructed rock tunnel projects in New York, Ohio, Georgia and California. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed. INTRODUCTION Tunneling is a risky business. More than ever, attention is being paid to the risks associated with tunneled facilities and implications on project or program cost and schedule. Questions about why tunneling projects notoriously exceed budget numbers abound. Evaluations in retrospect and going forward have focused on the wide breadth of inherent risks associated with tunneling. More and more, these risks are being identified, studied and managed to a higher degree. As more and more scrutiny pervades the industry, little value is being obtained and leveraged on future projects. The industry seems to be headed in a direction of making the same mistakes over and over. The notion of risk evaluation has been around for decades and received wide notoriety with the U.S. Space Program and ambitious projects in the energy industry such as hydropower and nuclear power in the 1960s and 1970s (Stewart and Melcher, 1997). This led to the evolution of tunnel risk analyses with more rigorous identification of the unique risks in tunneling projects impacting cost and schedule. As tunneling risks became more readily identified, more attention has been paid to the frequency and impact of the occurrences unique to tunneling (ITIG, 2012). Currently, few tunnel projects are being planned, designed or constructed without a formal risk register that identifies the risks, mitigates the risks and quantifies the probable impacts of risks that cannot be mitigated. In hind sight on many recent projects, events that brought projects to “its knees” were not addressed in risk assessments or were not dealt with to adequately mitigate the risk of these events."

"In the last decades heuristic approaches based on logic rules have been one favored tool to control flotation units and plants on top of distributed control systems. Fundamental knowledge on flotation processes, expressed in reliable models, and programs to assure the quality of the information, contained in available measurements, are still insufficient to develop robust predictive control strategies. In this paper the idea of using simplified models, when a known disturbance is coming into the process, is explored. As a first approach, the set points of the froth depth and air flow rate controllers are estimated based on this model. Since these target predictions are only approximate, a conventional feedback expert system, based on logic rules, continues the task of calculating the set points of the distributed controllers, in order to decrease the gap between actual and desirable metallurgical targets. This combined actions permitted a fast response of the process to change the operation of the circuit when a measured disturbance is detected. This control system was implemented and experimentally evaluated in a pilot rougher flotation circuit, with three pneumatic cells, with froth depth and air flow rate controllers in each cell. Since the circuit is operated for the air-water system, a phenomenological model, with parameters estimated from industrial data, is fed on-line with real operating variables and virtual values, characterizing the feed (grades, solids%, particle size distribution), in order to predict the metallurgical targets (recovery and concentrate grade). Several cases are discussed showing the benefits of this control system and the possible improvements to work on. INTRODUCTIONToday, large size mechanical flotation cells of 100 to 300 m3 are used in rougher operation in different flotation industrial plants, in Chile and worldwide. However, in spite of the advances in fundamental research and the notable growing in equipment size, with more complete instrumentation systems, there are still a lack of reliable data for industrial flotation modeling and simulation to advance in better control systems design."

"The south access road to San Francisco’s Golden Gate Bridge, known as Doyle Drive or Presidio Parkway, needs to be replaced. Built in 1936, it is the primary highway and transit linkage through San Francisco between counties to the north and south. The roadway is tucked into the natural contours of the Presidio and the Golden Gate National Recreation Area, one of the nation’s largest urban parks.The old steel truss structure will be replaced by a new concrete cast-in-place bridge. The foundation design of the new bridge is based on drilled mono shafts below each bridge column. Most shafts required large diameter permanent steel casing installed under strict vibration limitations since several historic landmarks are near the project alignment. Malcolm Drilling decided to use the largest oscillator in the world to install the piles.The area occupied by the Presidio is generally hilly, sloping down northwards to San Francisco Bay. In the western half of the project route, two bluffs rise steeply to about 80 ft (25 m). The bluffs are separated by a valley 60 ft (18 m) deep and 1,500 ft (457 m) wide, which is spanned by the old and new bridge. Overburden soils in this valley are made up of artificial fill, slope debris, ravine fill and Colma Formation, a fine to medium-grained sand unit with clay beds. The Bay Muds encountered in the project area are typically soft clayey silts, becoming medium stiff with depth.The basement rocks underlying the overburden belong to the Franciscan Formation, described as shale, sandstone, serpentine and greywacke, it is extremely variable in hardness, fracturing and weathering. The material can vary from very hard to very soft, can be slightly to very intensely fractured and almost not weathered, to totally decomposed within relatively short distances both laterally and vertically. Rock strength can vary from too weak to be tested to serpentine layers with unconfined compressive strength of 15,000 psi (103MPa) or higher. Groundwater levels in the area are typically no more than 10 to 20 ft (3 to 6 m) below the ground surface."

The grade of mineral resource estimates underpin all major economic considerations of mining prospects. While there are reporting requirements to satisfy when stating a mineral resource estimate, an examination of NI 43-101 style reports suggests that authors believe that there are a number of ways of addressing these requirements. As a reader of these reports, some processes are helpful and others are not so in getting a real appreciation of how realistic is the mineral resource estimate. Critical to the quality of the mineral resource estimate is how realistic is the economic mineral concentration component. In many cases, this parameter is called grade. The industry experiences increased difficulty in achieving realistic grade estimates as the sample grade variability increases. The level of transparency in a mineral resource estimate is very much a function of the competence of the author. An objective presentation of the critical data, such as grade sampling variability can assist a reader in determining if the geology of the mineral concentration is adequately understood and how realistic is mineral resource grade estimate. This paper has considered 75 NI 43-101 style reports released in the past 2 years. The review demonstrates features that were helpful in determining how realistic the mineral resource grade estimate is. If there is insufficient transparency in a report, there is a high probability that the mineral resource grade estimate will not be realistic.

The long-term outlook Tor Australla's traditional mining products is for flat demand and continuing low prices. This has come about because of three far-reaching changes since earlier boom days: 1. Continuing declines in intensity of usage of basic mine products; 2. The failure of newer western and third world developing countries to realise growth expectations; and 3. Continued production pressure from third world countries (and first-world primary producers) in an effort to earn foreign exchange and rectify trade balances. These trends have led to a general situation of excess supply and weak demand. In this environment, the prerequisites for survival in the mining sector are first-class mines, modern and efficient production methods, low unit costs, aggressive marketing, and products with reasonable operating margins. Many of Australia's mines meet these prerequisites. Following the A$ depreciation and widespread unit cost reductions, most of these mines will be moderately profitable at current depressed commodity prices. They are well placed to benefit from price rises if these eventuate. A new generation of mines is concentrating on a more profitable product range (gold, diamonds, uranium, mineral sands). Australia's balance of trade remains firmly dependent on the primary mining and agricultural industries (Fig. 1). Despite optimistic talk of high-tech developments, tourism and a resurgence of manufacturing, these will remain a small component of Australia's export structure.

Both primary and secondary ventilation is important in underground mining. Secondary ventilation refers to the provision of ventilation to development ends, stopes and services facilities, which constitute secondary circuits tapped off the primary circuit or main through flow of air.An unbalanced primary and secondary combination can cause re-circulation, which is inefficient and potentially hazardous. These inefficiencies extend into operational and other considerations, such as power.Most cost justification analysis covers capital and physical consumables. An important problem associated with tandem dragline systems is that of matching the productive capability of individual draglines in the combination. In this paper, a dependence mechanism among draglines in a tandem system is described, and possible consequential problems in a poorly-matched system are defined. The rate of linear advance and the cost of stripping are determined as two major indications for an efficient operation. The proposed decision criteria and the underlying mechanism to select a synchronous couple are introduced and used in simulating tandem dragline systems. The developed model is tested on a hypothetical strip mine where pullback stripping is applied with a tandem dragline system.

"Interest in the fine structure of soots and carbon blacks is motivated by a variety of possible applications. The structure provides information on the origins of the particles and on their adsorptive and reactive properties. This paper describes a method for quantification of the structure of soots and carbon blacks based on direct electron microscopic observation followed by image analysis of these materials. High-resolution transmission electron microscopy (HRTEM) provides a very detailed observation of particle structure. The differences in soot structure, because of its complexity, may not be easily quantifiable with the human eye; therefore, high-level computer software has been used to manipulate HRTEM images. This technique involves the application of fast Fourier transforms (FFT) to single particles and the measurement of characteristic parameters such as interplanar spacings and crystallite sizes from these particles. The methodology and application of this characterization technique are presented here. Results are shown for dif¬ferent samples obtained from soot and carbon black particles selected to illustrate the capabilities of the methodology. Quantitative information can be obtained on structural characteristics, e.g., interplanar spacing, circularity, orientation, elongation, and length distribution of lattice fringes, as well as on the fractional coverage of the extracted pattern. c 1996 Wiley-Liss, Inc.This paper presents a combination of techniques for recognizing and classifying different carbonaceous materials, using their structural morphology. A new method to assess and quantify the parameters which define such structures is proposed and discussed. The technique is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, cokes, chars, etc. possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure (Buseck and Bo-Jun, 1985; Buseck et al., 1987). The carbon structure has been variously described as turbostratic (Oberlin, 1989) or as crumpled sheets (Rouzaud et al., 1991) to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers, but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as on the composition of the source of the carbonaceous material. The value of the electron microscope in studying the morphology of such materials has been well-established, and abundant information is available (Ishiguro et al., 1991; Lahaye and Prado, 1978; Buseck, 1992).The use of HRTEM has brought further insight into this matter. Qualitative assessment of the structural order of such materials has been attempted over a long period of time in order to differentiate between various sources or treatments. There is, to date, no successful method available for quantifying the structural characteristics of various carbonaceous materials. This paper presents a technique which is able to recognize dif-ferent materials and to quantify the structural parameters of those materials using HRTEM and computational image analysis, including pattern recognition techniques.In the case of perfectly ordered graphitic crystals, electron diffraction is widely used for obtaining details on structure. Analysis of diffraction patterns can reveal parameters such as interplanar spacing, d002, crystallite size along the c-axis, Lc, crystal size in the plane of the layers, L., mean number of crystallites, Nc, etc.Complicated electron microscopy methods such as defocusing, tilted illumination, axial illumination, etc., often have to be used in order to characterize complex materials such as randomly oriented crystals in soots and carbons. Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

Shortcut methods are commonly employed for estimating mining costs for prefeasibility studies. Most of these methods, however, are suitable for earliest stage studies or for internal discussion purposes only. The experts at InfoMine?s CostMine division recommend that any cost estimate completed for purposes of significant decisionmaking or for compliance with Canada?s NI 43-101 requirements be completed using a determinative itemized method. The same basic principles apply for an early stage, intermediate stage, or advanced stage estimate. The only difference is in the level of detail and effort employed. ? Based on the results of a completed resource estimate, an itemized cost estimate begins with development of a conceptual mine plan. Using a surface mine as an example, four elements are crucial no matter what level of study is initiated. Basic geometry of the ore deposit and waste material, with a determination of the expected ratio of waste to ore, a reasonable pit slope angle, possibly requiring the completion of geotechnical studies to predict the waste-to-ore ratio with certainty. ? Determination of the assumed ore and waste production rates. ? Locations of all ore stockpiles and waste dumps. ? Segmental haulage distances and gradients for ore and waste.

"Post-disaster reconnaissance of areas affected by earthquakes has documented extensive damage to buildings with shallow foundations located in liquefaction-prone areas. Currently, estimation of liquefaction settlement is based on empirical correlations that evaluate settlement in the free-field environment and are based on one-dimensional consolidation. However, observations have shown that liquefaction settlement under buildings can be considerably greater. This research is based on a series of 1- g shake table experiments using a transparent soil box to reproduce liquefaction-induced building settlement. Building settlements were evaluated using a scaled model of a building foundation representing a 1-2 story building. Comprehensive parametric study was carried out to establish the effects of several parameters on free-field and building settlements such as building width and thickness of liquefiable soil layer. The experiments utilized accelerometers and pore-water pressure sensors to monitor ground accelerations and buildup of pore-water pressures in both the free-field and model building footprint. Results of these experiments are compared to available centrifuge tests and field observations and conclusions are drawn with respect to the potential scaling effects. Lastly, this paper discusses the feasibility of installing helical piles as a mitigation strategy to reduce the building settlements by presenting some of the exploratory experimental data obtained from this series of 1-g shake table tests.INTRODUCTIONThe 2010-2011 Canterbury earthquake sequence and the 2011 Great Tohoku earthquake are some of the most recent examples where large numbers of low-story structures sustained damage resulting from liquefaction-induced settlements. This damage has commonly been observed in residential and commercial areas developed over loose, unconsolidated and saturated coarse grained soils resulting from both natural and man-made deposits. Damages incurred from the 2010-2011 Canterbury earthquake sequence occurred in the largely unconsolidated fluvial environment bordering the Avon River in Christchurch (Henderson 2013). Similar damage was also incurred during the 2011 Great Tohoku earthquake where liquefaction of soils occurred in both young alluvial deposits and fill materials (Ashford et al. 2011). Figure 1 presents typical modes of failure to structures resulting from the effects of liquefaction. Current practices in evaluation of liquefaction settlement rely on empirical correlations (Tokimatsu et al. 1987; Ishihara et al. 1992) developed for liquefiable soils in the freefield environment (Dashti et al. 2010a). However, recent observations of the performance of foundations suggest that settlement of rigid shallow foundations in liquefiable soils are commonly greater than those predicted in the free-field. Therefore, new correlations should be developed to better predict the degree of settlement of shallow foundations in liquefiable soils. Current research is beginning to focus on the mechanisms of settlement during liquefaction in regards to confining stress, pore-water pressure and shear stress induced from foundations (Dashti et al. 2010b)."

There has been increasing interest in the use of robotic machines, and several prototype robotic machines have been developed to automate the grit-blasting process for the purpose of steel bridge maintenance. To utilize such a robotic grit-blast machine effectively, the first consideration is automating the determination of the rust surface area to blast, on the basis of standards of practice, in a rapid manner. This study aims to propose a method to rapidly and accurately determine the rust surface area on steel bridges to blast, with consideration for the standards of practice, from images acquired via a blasting machine. The first step is to perform a color space conversion to transform the input image from a red/green/blue (RGB) color space to a hue/saturation/intensity (HSI) color space. The next step is to detect the presence of rust, using pixel-level classification via the C4.5 decision tree algorithm. Then it is necessary to confirm the blasting area by verifying whether the rust detection result satisfies the specified criteria on the basis of standards of practice. The proposed method was validated on 39 test images with various characteristics with respect to the degree of rusting and rust distribution type. The experimental results showed that the average accuracy rate of rust area classification was about 97.63%, and the success rate of the final decision of blasting area determination was 100.00% for 39 test examples. The whole processing time took an average of only 0.86 seconds per image. The preliminary results demonstrated that the proposed method not only determined whether rust was present in an image and the amount of rust but also indicated whether blasting was necessary, and, if necessary, it rapidly specified the rust surface area that should be blasted on the basis of standards of practice. The proposed method could be successfully incorporated into a robotic grit-blast machine.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

With increasing land development, the potential of fatalities from abandoned mine shafts increases. To minimize potential liability, shaft closure should be a critical part of mined land reclamation. The Bureau of Mines is conducting research into using lightweight foam concrete in sealing abandoned coal mine shafts. A demonstration seal consisted of a 3m thick foam concrete plug to provide lateral stability inside the shaft. A high density concrete cap provided load-bearing capacity for a 100-year service life. The USBM has also completed research into changes in foam concrete when it is pumped or dropped from different heights. It is concluded from the research that foam concrete can undergo significant air loss with pumping or dropping. This foretells significant changes in the characteristics of the concrete as well as an increase in the weight and cost of the in-place concrete seal. When using foam concrete to seal abandoned mine shafts, care must be taken to minimize air loss during placement.
