The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

Physicochemical properties of copper electrolytes are a strong fundamental consideration in electrodeposition processes during electro-purification and recovery of copper. Their influence extends to mass transfer as well as energy consumption during the electrodeposition process. In this study, the influence of electrolyte composition on electrolyte physicochemical properties was investigated to review the existing literature data. This review of data is considered necessary as more and more electrowinning models are being developed for process prediction and optimisation and a need of such data is required for accurate prediction of physicochemical properties. The major components of importance to the formation of smooth high-quality and high-purity copper cathodes at optimum current efficiency are considered the species in solution. These include Cu ions, Fe ions (major impurity), H2SO4, and a smoothing agent additive. A 5-factor, 2- and 3-level experimental design was employed to determine the effect of copper (35 and 45 g/l), sulphuric acid (160 and 180 g/l), iron (1, 3, and 6 g/l), polyacrylamide additive (2, 5, and 10 mg/ l), and temperature (45 and 55 °C) on electrolyte density, conductivity, and the diffusion coefficient in synthetic copper electrowinning electrolytes. The major species in a copper electrowinning electrolyte are found to be the most relevant for prediction of physicochemical properties. These results indicate that relatively simple empirical models are sufficient for modelling of the electrolyte domain in electrowinning, without the need for the generation of vast amounts of complex experimental data.

The engineering profession has traditionally devoted its efforts to understanding and modifying the Earth's environment in order to adapt it to man's needs. In appraising our overall performance, I would have to say it has been a mixed bag. In many areas, notably communications taken in the broadest sense, and development of creature comforts, we have done a good job. In others, we have failed, particularly in our assessment of the effect of our work on the environment. Our failures have been due in part to a lack of understanding or foresight, and in part to a disproportionate emphasis on lowest first cost. Now, with an increasingly large number of people living in a finite environment, there is an urgent need for reassessment. It is no longer possible to pursue a single objective without regard to its side effects. Our projects are too large, and there are too many of them. Environmental impacts must be taken into account in all important engineering decisions of the future. There are forces at work which will help to bring this about. Thinking people everywhere have realized that adverse alteration of our environment eventually affects every one of us. The majority of our citizens, who now live in cities, are beginning to appreciate the advantages of a good natural environment in a way which others who have been closer to the soil have appreciated for years. Our people have flocked to the cities because they wanted to be "where the action is." At the same time, there is a strong desire for what we have come to call the quality of life. It is estimated that China accounts for 94% of the world supply of rare earths (Roskill, 2011). This fact, together with the impact of China?s export policy, poses a substantial risk to the security of the rare earth supply as well as a rare earth price risk. This situation has motivated an increase in the number of rare earth projects under development, i.e., there are currently more than 440 worldwide (Technology Metals Research, 2012). However, economically and environmentally acceptable processing technology to produce tradable products from rare earths (e.g., separated rare earth oxides) is not freely available on the market at the moment. In this respect, a lot of research and development has been initiated on this topic, in academia as well as in industry. Using a proprietary model and scenario-based analysis, we studied the impact that the development of rare earth processing technologies would have on the rare earth market and the economic feasibility of rare earth projects mentioned before. The analysis showed that this impact varies depending on the technology type (e.g., technology can affect project production volume, cost structure or both) and the legal context of the invention (e.g., free or limited by patenting availability of a new technology). The effect of a technology which influences project production volume is not the same as of a technology which changes project cost structure. The impact of a patented processing technology differs from the impact of a processing technology which is freely available on the market. In the case of a new technology which is limited by patenting, its impact depends on the market position (?producing?, ?next-coming?, or ?not producing? project) of the patent holder. The paper contributes to existing research by studying the dependence of the expected micro- and macroeconomic impact of rare earth processing technology developments on the properties of a new technology (e.g., costs, legal framework etc.). By this means, the paper adds to existing knowledge and attempts to make the rare earths market more transparent and predictable from a perspective outside China.

The Aluminum Co. of America raised its 99.5 percent unalloyed aluminum ingot selling price in March by 34 to 514 per pound. Other producers, including Kaiser Aluminum and Chemical Corp. , Anaconda Aluminum Co. , and Reynolds Metals Co., followed Alcoa's lead, raising their quotes to 51$. In late March, domestic merchants quoted ingot at levels ranging between 49.56 and 50.50 per pound. BISMUTH: Several domes tic dealers lowered their bismuth prices in recent weeks by 50t-606 to within a range of $5.60-$5.75 per pound; producers continue to hold published prices at $7.50.

"In recent years, the Deep Mixing Method has increasingly been applied for the construction of earth and water retaining structures. From practice, it has been experienced that there is a real need to develop execution and design rules adapted to the function of the soil mix wall (retaining wall, water barrier, foundation solution or a combination) including the temporary or permanent character of the application. Based on the results of the BBRI Soil Mix project (2009-2013), a design approach has been developed in collaboration with the SBRCURnet. The present paper briefly discusses the principles of this design approach which takes into account the function of the soil mix wall and the characteristics of the soil mix material. The interaction between the soil mix material and the steel reinforcement can be considered in the calculations depending on the function of the soil mix wall. Design and quality control requirements are given in function of the application and take the lifetime of the structure into account. Durability aspects of the soil mix material are therefore considered in the present design approach.INTRODUCTIONSince several decades, the deep mixing method is used for ground improvement works. A more recent application is the use of soil mix as structural elements such as in the case of the earth-water retaining soil mix walls. Since 2000, due to the economic and environmental advantages of the method, this particular application has shown an amazing growth in Belgium and in the Netherlands. A typical excavation (16 m depth), realized with CSM (Cutter Soil Mix) panels, is shown in Fig. 1. For temporary applications, the questions related to the mechanical characteristics of the material, its permeability and its adherence with steel have been investigated with success within the framework of the BBRI Soil Mix project (2009- 2013) (see Denies et al. 2012 for more details). The durability of the soil mix material remains a complex topic while permanent applications are more and more observed in practice. In order to define an obvious design approach, it was necessary to clarify the potential functions of soil mix walls and to establish the requirements related to their design and construction. The BBRI (in Belgium) and SBRCURnet (in the Netherlands) have therefore worked together to publish guidelines in the form of a handbook titled ‘Soil Mix Walls’ (publication foreseen in 2015). In this handbook, a methodology is proposed for the design of the soil mix walls for which the interaction between steel and soil mix can possibly be taken into account dependent upon the application. Each potential function of the soil mix wall is described (e.g. earth retaining wall, cut-off wall, etc.) and the temporary or permanent character of the application is always considered."

The drive selected for any piece of machinery must adequately satisfy the application requirements both during the starting interval and at running conditions, All loading possibilities of the drive must be known and allowances made for any adverse limiting conditions such as extreme cold, or perhaps an intermittent excessive loading situation etc. In general, the drive must be selected to provide the required operating characteristics with maximum reliability and at minimum cost. Simplicity of overall design is always an advantage and care must be exercised to insure that systems incorporating unnecessary complicated parts are not indiscriminantly provided. Important non-technical considerations such as equipment avail-ability (on an overseas project) as well as standardization details also play a role in the drive selection process. Additionally, an assessment of the potential capabilities of the personnel that will have to maintain the equipment can have some influence on the final choice. Several types of prime movers are available but this article will restrict itself to the use of induction motors operating from an available alternating current power source. Many drive arrangements are possible, the most common being the direct coupled single motor arrangement. "INTRODUCTION The development of methods for determining the total quantity of crude oil that a given pool could be expected to produce in the future and the well-spacing and drilling programs most likely to result in the recovery of the maximum quantity of oil at the minimum cost became problems of acute concern to American oil producers and petroleum engineers during the second decade of the twentieth century, The United States faced what seemed at that time to be a serious shortage of petroleum, and it appeared that the constantly increasing demand for petroleum and its products could not be adequately supplied. Undrilled prospective acreage, which until then had been plentiful, seemed to be getting scarcer, competition was increasing, the margin of profit to the producer was shrinking, and the need for developing constructive policies of conservation appeared paramount. As a result of physical and economic changes then taking place within the petroleum industry prompted by the seemingly uncertain future, accurate knowledge pertaining to the probable future production of oil wells and of oil lands especially was needed and greatly desired. Furthermore, the need for obtaining the maximum quantity of oil from known fields caused technical information - which up to that time had not been deemed essential to the successful and profitable operation of oil lands - to be sought eagerly. The need for technical information, such as methods for determining future reserves of oil and the rate at which the oil could be obtained under a specific program of drilling, was emphasized further with the passage of the Revenue Act of 1918, and oil producers with enough income to place them in the taxable class were compelled, for the first time, to report their taxable income 4/ to the Treasury Department."

Samuel Hopkins, an 18th century inventor from Philadelphia, has been little noted nor long remembered by History, but it was he who on July 31, 1790, obtained what no other man can ever achieve -the first patent issued by the Government of the United States. Signed by President George Washington, the patent guaranteed to Hopkins the protection of the American Government for his "improvement, not known or used before, . . . in the making of Potash . . . by a new Apparatus and Process." The patent itself is no longer important, but it serves as a milestone in the development of an industry that is now rapidly moving to fulfill its role as a mineral to feed the world. Potash ranks as one of the oldest products of Man, having been used as a condiment by the habitants of Gaul a thousand years before Athens achieved its Golden Age of culture. By Hopkins' time, the uses of potash had changed considerably, going primarily into glass-making, tanning, soap, and explosives, yet the same sources and techniques of manufacturing potash used during the earlier 2000 years-that is, leaching of plant ashes in iron pots with water, followed by water evaporation and crystallization of the potassium salts-were still being used.

Continuing progress in a petroleum and natural gas research program of world-wide significance makes it difficult to pinpoint accomplishments within definite time limits, and it is helpful to look back as well as forward in attempting to introduce and summarize the petroleum work of the Bureau of Mines in the fiscal year 1953. The 1952 report2 / indicated progress in a long-range program applicable in large part to both defense and peacetime requirements. The present report indicates a continuation of that program, modified partly by new demands and interests of government and industry, and is highlighted by a number of significant contributions to the knowledge of petroleum and natural gas and their production and utilization. The intent of the program was clearly epitomized in a statement made near the end of the fiscal year at a general conference of Bureau of Mines personnel where the record was critically reviewed:

The copper-zinc orebody at Sherritt Gordon's Ruttan Mine occurs in a structurally complex area of the Rusty Lake greenstone belt in northern Manitoba. Problems in interpreting drill results indicated a large deviation, and the structural complexity an erratic deviation, of drill holes. This was confirmed when a surface hole was intersected 420 feet to the left of line on the 800 level. This problem acted as a catalyst in promoting a search for a suitable down-hole survey method. The instruments investigated included magnetic multishot and gyroscopic units as well as the ABEM Reflex-Fotobor. Only the Fotobor came close to meeting the company's needs of simplicity, reliability, accuracy and ownership. In this paper, the methods of operating this instrument, as well as the data extraction and reduction techniques, are described. Data on the accuracy and repeatability of the instrument are presented, and a tabular presentation of the results of surveying on 86 holes totalling 64,000 feet of drilling is made. Preliminary statements of the results of ongoing research on causes of hole deviation are presented and recommendations for minimizing deviation are given. The use of the survey device is recommended in areas of structural complexity, for very steep or backsight holes and where expected ore intersections are missing.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRLÆs Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRLÆs Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the sealÆs ultimate design strength. Size-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

This U.S. Bureau of Mines publication is a compilation of fundamental cyanide chemistry data obtained through review of the scientific literature. It includes information on thermodynamics and chemical equilibria, ultraviolet-visible and infrared spectra, and the chemistry and photochemistry of cyanide, chemical species derived from cyanide, and metal cyanide species. It also includes guidance on the use of the data for solving practical problems in precious metals applications. This publication is intended mainly for use as a reference by personnel in the precious metals industry and regulatory agencies, and other cyanide users, to provide comprehensive information on cyanide chemistry. The document should assist in the formulation of effective policies for cyanide control in the construction, operation, and closure phases of precious metals mining and metallurgical operations. In addition, the data in this publication will be useful in other contexts, such as dealing with industrial cyanide usage, cyanide-containing wastes and associated environmental problems.

The most important and expensive tools have been adapted to the digital era in recent years, from remotely controlled haul trucks to monitored conveyor belts.However, the big items of the installations rely on smaller parts that have been leftaside, mainly due to the difficultyof adapting them to the Internet ofThings (IoT).The paradigmatic example is the lack of monitored rollers, while all the other components of the conveyorbelt installations (the belt itself, motors, drums, etc.) were monitored some time ago. The main problem is that a failure of a single roller can cause the stoppage of the entire conveyor, due to possible damage to the belt. Thus, the implementation of an integral monitoring system of all the components of the conveyor is a must.The research and development department of ULMA Conveyor Components has been working since early 2012 on the development of monitored rollers, testing all the problems until their final installation in different demanding conditions, from the extreme heat in Australia to the freezing cold of Norway. All the tests have been done under actual working conditions, in real installations and have provided valuable knowledge in the identification of problems, their solutions and the final advantages of a roller monitoring system.Background and current stateThe malfunction of a single roller in certain conveyor belts can force the standstill of the entire installation until its replacement, due to the risk of greater and more expensive failures, such as a rip in the belt. In the case of a bulk handling installation, where a continuous supply of material is necessary, an unexpected stop of one hour could result in huge economic losses."

This report describes a program to develop, design, fabricate and subject to environmental testing three prototype collection-sensing devices of an eventual mining-machine mounted automated monitor for the measurement of the respirable fraction of coal mine dust to determine both short-term as well as average mass concentrations over typical 8-hour shifts. The design of this instrument is based on collection by filtration and mass sensing by beta-radiation attenuation. The emphasis of this development program was to evolve a rugged, stable and reliable collection-detection head compatible with the environment to which An eventual monitor will be subjected. Laboratory testing of this prototype instrument was performed over a representative range of temperature, humidity, dust concentration and composition, shock and vibration. The results of this testing program indicated that the operation of the prototype version His compatible with these environmental conditions and that further development of this configuration into a field operational device is justified.

Recommendations for reducing electrical accidents in surface mining are given and are directed toward the following three areas: preventing equipment contact with overhead lines, preventing maintenance related accidents, and defining system protection techniques.

Exploration, including research, has fuelled the enormous expansion of the Australian mineral industry in the last three decades. Analysis of success and failure in exploration and research has therefore potentially powerful lessons and messages which may be used to influence the future shape and direction of the mineral industry. Research has been an integral part of organised corporate mineral exploration since its beginnings in Australia in the 1930s. In corporations, the activity generally called project generation or new project development is the main expression of exploration research but mostly it goes unidentified and poorly documented except perhaps when a successful discovery is made and reported on. The competitive nature of exploration means that extended and detailed analysis of corporate exploration research across the industry is impossible to achieve.

Reconciliation is a powerful tool used by mining operations to compare the mass and grade of ore produced with what was estimated before mining. The primary objective of reconciliation is to verify that the estimated planned metal production is achieved during processing, allowing issues to be identified for which adjustments can be made throughout the mining value chain to improve recovery and maximise efficiency. Traditionally, the mine plan is based on estimated mine grades using sampled exploration drill hole or blasthole grades. Reconciliation discrepancies between the mine plan and mill are common due to such factors as insufficient or non-representative sampling, poorly conceived models, or unrecognised blast movement. MineSense Technologies Limited® (MTL) has developed an X-ray fluorescence (XRF) sensor-based ore classification system that is installed on mining equipment to provide real-time grade estimates of run-of-mine material at bucket, truck, or belt-scale. Bucket level grade estimates provide insights into grade variations at the mine face that were never before available. This data set eliminates some of the leading causes of reconciliation discrepancies and enables tracking of tonnages and grades from the mine face to the processing plant at bucket resolution with confidence. Bucket-by-bucket grades at the mine face enable dynamic optimisation of the mine plan to stabilise the mill feed grade through blending of mine and stockpile loads. Beyond stabilising feed grade, Mine to Mill reconciliation combined with the full XRF spectrum response can generate proxy relationships to ore characteristics like hardness and recovery. These properties can then be predicted at the mine face, enabling further optimisation of the downstream mill feed, not only for grade, but also for power and water consumption, reagent addition, and recovery. This paper presents the benefits of MTL technology for grade reconciliation and mill performance optimisation at a Cu Mine in BC (Canada).

The Great Lakes Water Authority (GLWA) operates the largest regional water authority in the State of Michigan. Two of the tunnels supplying raw water to the system from the Detroit River are the Springwells and Northeast Tunnels. The existing 70- to 90-year old concrete lined tunnels have experienced distress and cracking over their life requiring non-structural repairs to sections of the tunnels. For the repair, an interior stainless-steel segmental liner plate system has been designed to restore the watertight capacity of the tunnel liner and resist the exterior hydrostatic groundwater pressure in a dewatered condition. The team is utilizing a “wet repair” approach to perform the necessary repairs while the tunnel remains fully flooded and operational. To test and validate the tunnel repair approach, a full-scale mock-up of the proposed repair has been performed using underwater equipment and divers.

South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation
