While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

"The Alpha Foundation for the Improvement of Mine Safety and Health, Inc. (Foundation) was established as part of a Non-Prosecution Agreement (Agreement) entered in December 2011 by the United States Attorney's Office for the Southern District of West Virginia, the United States Department of Justice and Alpha Natural Resources, Inc. (""Alpha"") and Alpha Appalachia Holdings, Inc. This Agreement was related to the explosion at Upper Big Branch Mine, an underground coal mine owned by Performance Coal Company, a former affiliate of Massey Energy Company, which Alpha acquired in June 2011. Pursuant to that agreement, Alpha agreed to establish a trust to fund projects designed to improve mine health and safety by providing $48,000,000 into the trust. The mission and vision of the Foundation are as follows:Mission: To improve mine health and safety through funding research and development projects by qualified academic institutions and other not-for-profit organizations.Vision: To enable miners in the future to be free of work-related injury or disease by the implementation of the results of the projects funded by the Foundation and undertaken by the best researchers from any discipline that can contribute.The focus of the research effort is not limited to coal mine explosion prevention, and in fact encompasses the entire spectrum of health and safety, addressing issues in both underground and surface mining operations in all mining sectors. Four major focus areas are identified (see Figure 1): 1) Health and Safety Interventions; 2) Mine Escape, Rescue, and Training; 3) Safety and Health Management and Training; and 4) Injury and Disease Exposure and Risk Factors.The Foundation is seeking to expand the knowledge base of mining safety and health information that can lead to resolving complex mining problems. To that end, the projects funded by this effort are designed to provide a spectrum of knowledge potentially encompassing the following:• Surveillance data - Collect and analyze surveillance data that better documents the prevalence and trends of occupational safety and health across the mining industry."

New and developing communication systems en-able underground miners to, not only connect to the surface from an increased communication coverage area, but also to be discovered in the event of an emergency. Communication and tracking systems are required by the U.S. Mine Safety and Health Ad-ministration (MSHA) regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broad-cast devices results in a reliable communication network that can better withstand disruption in daily operation and during a time of emergencies. Research on wireless communication in mines has been ongoing since 1922, when the U.S. Bureau of Mines performed experiments in its experimental mine in Bruceton, PA (Schiffbauer & Brune, 2006a). Ac cording to Dobroski and Stolarczyk (1982), ?as early as 1922, Bureau of Mines experiments showed that radio propagation in mines was possible but not practical.? In 2006, the underground communication technologies available to the mining industry had inherent problems that limited communication capabilities. Because harsh underground mine environments significantly reduce line of sight and propagation range and introduce power and safety concerns, the overall effectiveness of underground communication technologies were limited. Surface water management and drainage is a key aspect of mine rehabilitation and closure planning. In the authors’ experience, drainage related problems are amongst the most common forms of failure in mined landscapes. The appropriate design of surface water infrastructure is therefore a key focus of practitioners. While there is currently a trend towards distributed drainage networks and avoiding hard engineered structures, in many situations (especially for existing landforms) engineered drainage structures cannot be avoided. The rapid industrialisation in China has consumed large amounts of various industrial raw materials, which has left behind large quantities of industrial solid wastes produced from the processes of mining, mineral processing and smelting. The storage of huge quantities of industrial solid wastes is an obvious risk to the environment and human well-being. As the first step to fully appreciate the scale of this risk, it is necessary to carry out research for developing a pollution source environmental risk assessment system (PSERAS), especially for the typical staple industrial solid waste (TSISW). This paper aims to discuss the frame of the PSERAS for TSISW for large scale production. This system consists of two aspects: predicted factors and accidental ones, which involve physical, chemical and biological risk assessments, on-site and during transportation process. Two analysis methods, the analytic hierarchy process (AHP) and fuzzy logic assessment (FLA) were used to handle the complexity of environment and non-quantitative data. The risk assessment system for such a complex objective is difficult and the assessment of relative factors is problematic through the usual quantitative analysis. With the proposed PSERAS, it is possible to define the risk class of pollution sources. Furthermore, the risk assessment results will be helpful to the decision-maker, especially when facing unknown risks in the environmental management of industrial solid wastes. The mining industry is at a crossroads. Currently, there is an estimated $25 billion worth of projects around the world that have been stopped as the consequence of a dispute or disagreement with their communities, the government or some other stakeholder. Anglo American chief executive officer Mark Cutifani is one who sees the mining industry in need of change and on Dec. 12, he gave the keynote address for the launch the Kellogg Innovation Network?s Mining Company of the Future Initiative?s Development Partner Framework (DPF). The launch was held at the Ford Foundation building in New York City. The DPF seeks to inspire and support the mining industry to adopt a new way of thinking and a new approach to how it secures, nurtures and revitalizes its social license to operate. Working with a diverse group of people from faith-based organizations, nongovernmental organizations (NGO) and other stakeholders, Cutifani often had the rather uncomfortable position of representing the mining industry in a room full of people who are far from the industry?s biggest fans.

The following procedure was used to determine cut-off grades: define the orebody profile; plan the stope layout and quantify the work involved; formulate equipment-performance norms; calculate unit costs; input process recoveries and metal prices; and calculate the cut-off grade. Use of the method is illustrated using data from a copper mining complex in India. Results from the study led to the following conclusions for underground mines in general. Cut-off dependent costs vary significantly with the stoping method employed, orebody thickness, the degree of mechanisation and the working efficiencies of the workforce and equipment. This applies even within the same deposit. Sub-level stoping and its variants can be operated at a lower cut-off grade than cut-and-fill and its variants. Thinner orebodies affect cut-off grades adversely, but with thinner orebodies very little further reduction in cut-off grade can be achieved once a certain minimum width has been exceeded. For the same stoping method and in the same mine the cut-off grade varies with the degree of mechanisation. Labour-intensive methods require higher cut-off grades. An allowance for working efficiency should be made when calculating cut-off grades. Higher process recoveries allow a significant lowering of cut-off grades

Rock stress measurements have been carried out by the Mining Department, the Norw. Institute of Technology (NTH) since 1964. Before that time rock stress measurements were carried out at a few locations by the Swedish professor Hast as early as 1958. From the very beginning the NTH engagement in the rock stress measuring field has been very practically aimed, and we have all the time enjoyed a very good cooperation with the Norwegian mining industry. At a very early stage the industry realized that proper measurements with proper equipment could be a very valuable practical tool. Hence the industry also was willing to grant considerable funds for the education of experts and development of measuring techniques. Since 1964 measurements have been carried out in the great majority of Norwegian mines. During the last years a large number of measurements have also been carried out in connection with hydro-electric power plants, road tunnels etc.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

A minitest of the new potassium chloride-potassium carbonate two-stage in-situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing cation-exchange reactions. The test also indicates permeability anisotropy and the existence of disturbed flow fields.

An overall study was conducted to evaluate the properties and processes influencing the rate and magnitude of consolidation for oil sands fine tailings produced using different extraction processes. As part of this overall study, consolidation tests using slurry consolidometers were carried out for caustic and non-caustic fine tailings. The influence of a change in bitumen extraction process (caustic versus non-caustic) on consolidation properties, namely compressibility and hydraulic conductivity, was determined, as was the effect of adding a coagulant (calcium sulphate [CaSO4]) to caustic fine tailings. For fine tailings originating from two different oil sands ores (Ore A and Ore B), results were presented in terms of variation in average void ratio with time (settlement), void ratio with effective stress (compressibility), hydraulic conductivity with void ratio and coefficient of compressibility and hydraulic conductivity with sodium adsorption ratio. Findings indicated that chemical characteristics of fine tailings (water chemistry, degree of dispersion) do not have a significant impact on their compressibility behaviour and have only a small influence at high void ratio (low effective stress). The biggest advantage of non-caustic fine tailings and treating caustic fine tailings with coagulant is an increased initial settlement rate and slightly increased hydraulic conductivity at higher void ratios. Thereafter, compressibility and hydraulic conductivity is governed by effective stress.

Although chromite deposits occur in California , Oregon, Washington, Montana, Wyoming , Pennsylvania, Maryland , New Mexico , North Carolina, Alaska, and the Phillippine Islands , less than 1 percent of the ore used in the United States is obtained from these deposits . Most of the ore in peacetime has been supplied by imports from South Africa, New Caledonia, Turkey, and Cuba . The mineral chromite , the most important chromium ore , is an isometric spinel with an ideal composition of FeO Cr2O3 , but commercial chromite has the variable composition (Fe , Mg) Oʻ (Cr , Al , Fe) 203. Chromite has a black color , a specific gravity of 4.4 , and a hardness of 5.5 . In thin section the color is reddish -brown to black . Chromite occurs in dunite and pyroxenitic ultrabasic rocks , which are composed of iron- magnesium silicate minerals such as olivine , saxonite , serpentine , and enstatite . These are also the gangue minerals . Com mercial ore occurs at random in the country rock in kidney- or lens - shaped deposits , which have no apparent relationship to each other . Stringers , veins , and bands often cut the country rock without regard either to fracture or to other deposits . Some beach sands , such as those in southern Oregon, contain chromite .

The occurrences of manganese In Alabama were reported to be widely scattered over the northeastern section of the State, and these were examined before a development project was started.2/ The most promising and available showings were chosen for further investigation, which include 1 deposit in Goshen Valley, 6 in the Rock Run area, and 2 in the northern section of Calhoun County. The work was performed by the Bureau of Mines from July 29, 1949, to February 17, 1950. The work consisted of power auger drilling 69 holes 3-1/2 inches in diameter and totaling 2,548.4 linear feet. The accuracy of samples from auger drill holes in this type of deposit was determined by sinking two shafts a total depth of 68.17 feet, from which channel samples were cut. Sixteen rotary core holes totaling 1,048.7 linear feet were drilled with a 3-inch, double-tube core barrel. Twenty-two diamond core holes were drilled with a 2-1/8-inch, double-tube core barrel and NX diamond bit. In addition to the above drilling 220.8 cubic yards of soil and rock was excavated by hand from 403.9 linear feet of trenches and 69.7 feet of test pita. A total of 206 samples were taken and analyzed for manganese, iron, cobalt, nickel, and insoluble.

Discarded automobiles represent the greatest single resource of reusable metals, plastics, and rubber in the United States. This report presents results of Bureau of Mines research, conducted from 1965 to 1983, on separating and recovering useful materials from the scrapped hulks, using old and new metallurgical techniques combined with standard scrapyard methods. The Bureau determined the materials composition of three composite cars designated as circa 1960, mid-1970's, and early 1980's, and used these cars to study smokeless incineration and hand-sorting techniques. In studies on treating rejects from automobile shredders, the Bureau designed a process that included air classification, water elutriation, magnetic separation, handpicking, and heavy-medium separation, and also investigated cryogenics and liquation. Complete recovery of cop-per and other metals was economically made by hand and tool dismantling, leaching, or selective melting of starters and generators. Techniques are also discussed for plastic recovery and waste tire treatment.

A test to determine the amount of gravity recoverable gold (GRG) in an ore is described. Typical GRG results are given; an error analysis is detailed; possible uses are discussed. Of the 38 samples tested, the lowest GRG content was found to be 25% (most below 25 11m, or 600 mesh), and the highest 94% (most above 300 11m, or 50 mesh). The average GRG content was 63%, with a standard deviation of 19%. Error analysis shows the test to be reproducible within 5 to 10%, depending on the size distribution and grade of GRG, and the sample extraction protocol. When using the same primary sample, reproducibility improves, 2 to 5%, depending on the amount of gold coarser than 850 11m (20 mesh) and sample weight. The test has been applied to greenfield project and retrofit applications, to determine the suitability of gravity recovery. For existing circuits, it has been coupled with a model of gravity recovery for optimization studies.

Fundamental studies on the reaction of limestone or dolomite at high temperature with S02 are extended to the realm of large scale primary copper smelting. Whereas flue gas desulfurisation in the electric power utility industry is concerned with S02 concentrations normally less than 0.5 percent, high temperature smelting gases can have S02 levels approaching 100 percent. The reaction involved is very exothermic so proposals are made in this paper for returning the heat generated in sulfur fixation directly back to the copper smelting process. This integration leads to metal production with lower energy requirements than current technology. The anhydrite reaction product can either be disposed of locally with minimum adverse environmental impact or upgraded to a value-added product. It is assumed, of course, that no viable market exists to support sulfuric acid production.

"4.1. IntroductionThis chapter reviews the geochemistry of the platinum-group elements (POE) in sulphur-poor silicate rocks, and the limited data on POE in silicate, oxide, sulphide, arsenide and sulpharsenide minerals. The earliest geochemical studies of POE in silicate rocks, minerals and meteorites were carried out mainly by Goldschmidt, the Noddacks and their co-workers, and are reviewed in Crocket (1969). These researchers established the siderophile character of the POE, emphasized the common association of the group with sulphides in ultramafic-mafic rocks and suggested that very low concentrations of POE are typical of sulphur-poor silicate rocks and minerals. Much of these data were for Pt and Pd only and are more than 50 years old. Because of the poor sensitivity typical of the available analytical methods, few reliable data were obtained on silicate rocks in these early studies. Surveys of POE geochemistry demonstrate that the data base for sulphur-poor silicate rocks is very restricted, although considerable highquality data for Pd and Ir have been accumulated (Wright and Fleischer 1965, Yushko-Zakharova eta/., 1967, Mertie 1969, Crocket 1969, 1979, Keays 1981).Two recent publications, Vol. 71, No. 7 (1976), of Economic Geology (An Issue Devoted to Platinum-Group Elements) and Vol. 17, Part 2 (1979), of The Canadian Mineralogist (Nickel-Sulphide and Platinum-Group-Element Deposits), are of special interest. These volumes are clear testimony to the impressive progress made in the last decade toward describing the mineralogical and geochemical aspects of POE ore deposits, but at the same time demonstrate the constraints in modelling POE ore genesis due to our meager knowledge of the. POE content and distribution among minerals in the source rocks of ultramafic and mafic magmas. It is clear that the phases hosting POE in mantle source rocks are poorly understood. Nevertheless, Naldrett and Duke (1980) have shown that the absolute and relative concentrations of POE in magmatic sulphide ores are related to the degree of partial melting of mantle peridotites, and subsequent processes of batch equilibration and fractional segregation of sulphides."

WHEN I was a boy I walked into Fairbanks in 1905. I was but a soft chechako, and arrived with blisters covering my feet, as a result of "mushing" the 400-mile trail on foot. Because of them, the display windows of the trading posts were first to catch my eye-dog and horse collars, harness and sled parts! And because of my enthusiasm for things adventurous, I looked long upon the prospectors' gold pans, shovels, rifles, camp equipment, and what not. Today those windows are filled with motor car accessories, tires and repair parts; yes, even thermos bottles and vacuum cleaners! There were many chance meetings with little parties of prospectors in my youth, and it always set my blood to tingling. Sometimes it was a 70-year-old sun-baked son of the Arizona desert, wrangling his stubborn, faithful jenny away from some outfitting store, at others a shovel-ended poling b0at in northern Canada, \vith the partners and the dogs towing upstream along the bank, or an old sourdough, with tug-rope around neck and hand on the spruce sapling gee-pole, mushing along behind his two or three old, plodding malamutes, dragging a little Yukon sled piled high with rusty sheet-iron stove, pick and shovel, cross-cut saw and axe, rifle, bales of dog salmon, and other paraphernalia. These meetings envisioned the panning of old creek beds and draws in the search for as yet undiscovered pay-channels; they meant the toughest kind of work sinking a hole to bedrock in some far-away valley of promise; they suggested wood fires to thaw the frozen muck and gravel and crude windlass and hand-made tub to hoist the water and the mud; but loudest of all they spoke of Adventure.

In 1969, the number of fatal injuries in the coal mining industry was lower than in any previous year and the number of nonfatal injuries was lower than in any preceding year except 1968. Fatal injuries in 1969 totaled 203 with frequency rates of 0.85 per million man-hours of worktime and 0.36 per million tons of coal These rates were new annual lows. Nonfatal injuries totaled 9,917 with frequency rates of 41.76 per million man-hours and 17.42 per million tons. The severity rate for fatal and nonfatal injuries combined was 7,359 days lost or charged per million man-hours. The average severity was 173 days lost or charged per injury. These statistics represent the injury experience of an average of 133,302 employees per day working an average of 225 days in 5,955 coal mines for a total of 237-5 million man-hours worked and a coal output of 565 2 million tons

At Trail, British Columbia, Cominco's zinc leaching and solution purification processes include direct pressure leaching of zinc concentrates, leaching of fume from the lead smelter, leaching of calcine and electrolyte purification. These processes have been adapted to match the unique characteristics of Cominco's integrated zinc and lead operations. Recent modifications include changes to the purification process and iron-residue handling circuits. In 1997, a new five-compartment autoclave, complete with ancillary equipment, was installed in the pressure leaching plant. This paper discusses these changes, the current flowsheet and further improvements.
