Growing global concern over the impacts of climate change, attributable largely to fossil fuel energy sources, has led to the widely shared goal for a ‘just transition’ to cleaner energy and reduced dependence on carbon-based fuels. As the world’s 14th biggest CO2 emitter and being particularly vulnerable to the impacts of climate change, South Africa must embark on a just transition pathway. This paper reviews expected coal mine closures and associated community vulnerabilities and local governance challenges in South Africa. Decommissioning schedules for all coal-fired power stations and operating coal mines are plotted, and 69 mining host communities and 21 municipalities are mapped, classified, and described. Community socio-economic profiles are measured using a set of SDG indicators and census data and municipalities assessed through financial audits. Our research shows that five coal-fired power plants (8.9 GW) and 15 coal mines (29.5 Mt/a) will probably close by 2030, and a further four plants (14 GW) and 23 mines (106 Mt/a) by 2040. Thus, the shift to cleaner energy will likely occur without the premature closures implied by the just transition. The impact of mine closure on the 2.5 million residents of host communities will be significant, particularly as levels of income, employment, and education are already very low and many municipalities are in financial distress. The South African approach to the just transition needs to take local realities into account and the narrative must support an effective transition that does not undermine energy security and economic growth.

"This paper outlines a comprehensive, cost-effective testing program for the acid-ferric sulfate heap leaching of oxide, supergene and primary copper ores. It is based on extensive experience in copper heap leaching and uses the many technological advances in the field developed over the past several decades. The approach described requires firstly a detailed resource evaluation, then a hydrodynamic characterization of representative samples and, finally, a focused metallurgical testing program. The principles communicated here can be applied to other acid leachable minerals. The program varies considerably from conventional testing in its disciplined, orderly, step-by-step approach, its application of hydrological and chemical principles to leaching, and its reliance on fewer, more tightly controlled column tests. The purpose of the test program is to optimize the financial, time and other resources devoted to the program, while minimizing the financial risks to the development company or companies and the project funding providers. IntroductionThe major goal of any process development testing program should be the successful implementation of the project. With respect to heap leaching, the metallurgical testing program plays a critical role in the larger objective, as described in Scheffel (2013, 2014). McNulty’s series of papers (1998, 2004, 2014) confirm that the success of any project is directly proportional to the extent and quality of the testing program on which the process is designed.Therefore, a key development objective is to conduct a well-focused metallurgical test program. While the primary focus of this paper is copper, the acid leaching of any substance would benefit from a similar approach.This paper addresses primarily the sulfate system, which is compatible with the bioleaching of sulfide minerals. Nicol et al. (2011) described the advantages of the chloride leaching of copper sulfide minerals. United States patents Nos. US 2009/0173188 A1, US 8,597,933 B2 and US2015/0232963 A1, assigned to BHP Chile Inc. and BHP Billiton S.A. Ltd, describe methods for both the oxidative and nonoxidative leaching of primary and secondary copper sulfides. Reyes (2013) and Ipinza and Flaquer (2014) described commercial applications of chloride-based heap leaching. The testing disciplines discussed in this paper will also apply to the development of an acidic chloride leaching system."

Biological monitoring programs for environmental protection require techniques that will provide both early detection of possible adverse effects, and assessment of the ecological significance of these effects. Monitoring techniques must include responses sensitive to the impact, that can be subjected to rigorous statistical analysis and for which statistical power is high. Such issues in baseline research of 'what and how to measure?' and 'for how long?' have been the focus of a program being developed to monitor and assess effects of mining operations on the effectively pristine, freshwater ecosystems of the Alligator Rivers Region (ARR) in tropical northern Australia. Application of the BACIP design, utilising a form of temporal replication, to univariate data (single species) and multivariate (community) data is described. For new ventures in Australia (such as mining), monitoring programs should be designed to establish with high probability that an impact on the ecosystem no greater than a prescribed amount has gone undetected - as opposed to simply allowing development to continue as long as 'proof' of impact is not available. Such a precautionary approach represents a shifting of the 'burden of proof' and would require with the BACIP design, a minimum number of baseline years in order to achieve some desired level of statistical power in a test for impact. Power analyses conducted on two to five years (depending upon the technique) of baseline data from streams of the ARR indicate that the BACIP design would not impose developmental constraints on mining and that a policy of reversal of the burden of proof would provide the cornerstone required for managing such development in an ecologically sustainable manner.

"Agnico Eagle LaRonde produces over 300,000 ounces of gold annually, along with silver, zinc and copper by-products. The LaRonde plant consists of a conventional SAG and Ball mill circuit, followed by flotation. Load management is imperative for maintaining stability in grind size and ensuring consistency of the flotation feed. In flotation, the mass pull profiles of the cells and reagent dosage rates need to be managed to maximize recovery, while maintaining product quality. This is achieved by controlling the air, level and reagent addition set-points across the circuit. However, disturbances such as feed size distribution, ore hardness and mineralogy make it challenging to maintain efficient control using traditional control techniques. LaRonde therefore worked to develop a progressive control strategy, targeting stability and optimization. This started with a year-long instrumentation upgrade campaign, focusing on optimizing the performance and reliability of plant-wide instrumentation. The process was then optimized, leveraging AwaRE advanced controllers running in closed loop with PARC modules embedded within the PLC. The installation of 8 PFC cameras in flotation changed the flotation operation from a level and air control based strategy, to one that controls mass pull. This new control philosophy has allowed the plant to effectively manage mill load, improving grind size and providing increased throughput with better flotation performance.INTRODUCTION Background Since 2015, Agnico Eagle LaRonde has been conducting an optimization campaign to maximise the performance of plant assets leveraging instrumentation and control. "SynopsisGoing beyond transformation claims contained in employment equity scorecards and industry compliance reports, this article provides qualitative insight into the initiatives employed and challenges experienced by mining companies in a quest to transform the mining industry. Perceptions expressed during in-depth interviews with 10 senior executives showed that the assumption that mining companies are reluctant to transform is erroneous. Results from this study suggest buy-in and commitment to transformation. This article describes specific initiatives undertaken by mining companies to transform. The most notable initiatives include staff recruitment efforts to appoint historically disadvantaged South Africans (HDSAs), staff development initiatives, as well as community development. The findings furthermore contextualize the challenges experienced by industry participants in their quest to transform. Despite accusations that industry participants are not taking responsibility for the implementation of the transformation agenda, government needs to recognize that they too have a role to play and need to appreciate and assist in the current challenges experienced by the industry.IntroductionWe need a mining sector that works. Mining employs over half a million people. It is the biggest earner of foreign exchange in our country. It also contributes about 20 billion rand directly to tax revenue. Mining also makes a far larger contribution as a buyer of goods and services, and a supplier of inputs to other sectors of our economy and other economies around the globe’ said President Jacob Zuma during the 2014 State of the Nation Address (Zuma, 2014). However, despite apparent commitment from government, enforced compliance with social and labour plans, regulations and Mining Charter targets, the South African mining industry is slow to gain local and international investor trust (Deloitte & Touche, 2013; Mashego, 2013).Industry players acknowledge that their context has changed – creating various challenges (Davis, 2014). In the past few years, such challenges included subdued commodity prices, increased working costs, constrained infrastructure, and high labour costs, coupled with poor levels of productivity, strained labour-management relations, an uncertain regulatory environment, and the inevitable maturation of the industry (Deloitte & Touche, 2013; Davenport, 2014). Mining affected communities also became more cognisant of their rights, and politicians more vocal in their expectations from their relationships with the mining giants (Davis, 2014). One of the main issues that contributed to the difficult operating conditions was claims from organized labour and Minister Shabangu that this industry is too slow to transform. Specific claims were made in terms of employment equity, fair salaries and wages for mineworkers, housing and living conditions, health and safety issues, and general working conditions (Limpitlaw et al., 2005; Miningmx, 2013; Shabangu, 2010). These claims were followed by what Gill Marcus, Reserve Bank Governor, explained as ‘unprotected strike action [that] has escalated into an uncontrolled, violent and unlawful landscape, led by a mob mentality in the absence of formal and recognised leaders’ (Mavuso,2013)."

The explosives demolition of a post-stressed, steel reinforced, concrete road bridge in Australia’s capital city, Canberra. The bridge was 50 m from the new replacement bridge, 320 m from community structures and within five kilometres of the national parliament buildings. The job required multiple overlays of risk assessment, public relations, safe work procedures, specialised blast design, environmental predictions and flyrock controls. Project stakeholders included Worksafe, Roads ACT, bridge owners, consulting structural engineers, community groups and road users. The bridge precincts, including a major road underneath, had to remain operational to peak traffic in the days leading up to the demolition. The break-up and removal of debris had to be executed in just two days from Friday to have the road beneath re-opened for Monday morning city-bound traffic.In Canberra, all explosives demolitions are now viewed with particular caution after a demolition in 1997, during which a young girl was killed. Any approval requires that Explosives Regulations, AS2187 2006 and Worksafe processes are satisfied, and a convincing case presented for blasting as a safe and viable option.Our design used specialised shaped cutting and blasting charges to sever in situ concrete beams and tendons and to shatter components of the stressed concrete bridge assembly. We include comments on structural engineering reports dealing with pre-weakening mechanisms. The benefit of pre-weakening is that it reduces the amount of explosives needed to safely complete the job and facilitates quick removal of debris after the shot. The complementary skills of the team, each one an expert in his field, resulted in a highly successful demolition, praised by authorities as an outstanding example of controlled use of explosives.

"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

Because trade increased among various nations after World War II, the Coal Committee of the Economic Commission for Europe established a Classification Working Party in 1949 to develop an International system for classifying coal. Although national classification systems existed, they had been developed in accordance with characteristics of domestic coals without reference to coals of other countries. Terms for describing similar or identical coals differed in each nation. This caused confusion in evaluating coals shipped in international trade and also hampered exchange of technical information on problems of coal utilization. Experts4/ participating in the classification project early in their work agreed that two systems should be formulated, one for the higher rank coals or so-called "hard" coals in European terminology and the other one for the lower rank coals, the latter designated mainly as brown coals and lignites in the various countries. Rank refers to the degree of metamorphism (progressive alteration) in the natural coalification series from lignite and brown coal to anthracite. The system for classification of hard coals was published late in 1956 as a document of the United Nations.5/ Results of a study for applying this system to American coals were published in 1958.6/

This paper describes how specific technical and regulatory issues related to water management have been dealt with at Anglo AmericanÆs Moranbah North mine. It compiles the collection of practices that have been implemented since 2010 in response to climatic and regulatory drivers. Operations must continually evolve as they face emerging challenges. For Moranbah North mine, one key challenge is the integration of its mine water system to that of its new neighbouring mine Grosvenor. The commitment to ongoing improvement has placed the mine in a good position to face this particular challenge.Water-related risks were identified then mitigated by technical practices, which have focused on improving underground water management, increasing storage capacity and installing a state-of-the-art control system for the management of water on-site and for releases of mine-affected water to the environment. These practices are supported by an extensive monitoring and audit system that provides confidence in the reporting of activities and outcomes. Systematic flooding was introduced into Nowata County, Okla., in May 1931. The results of this means of stimulating the nearly depleted Bartlesville reservoir in the county has been the subject of four Bureau of Mines Reports of Investigations.2-5/ This report presents a discussion of four full-scale water-flooding projects in the Delaware-Childers field and 1 pilot project in the Curl Creek field (fig. 1). All five plants have been in operation for only a few months. Although substantial increases in the rates of oil production have been obtained 1 by the injection of water, the projects are of particular interest at this time because of the novel methods of operation and new equipment that are being employed. One project utilizes a portable "package" plant designed for a pilot operation. All of the controls for this project are centrally located. The design makes it possible to remove the test plant to another location if the project is unsuccessful or if the unit is to be replaced by a larger plant. This project also utilizes diatomaceous-earth filters successfully for the first time and makes use of plastic pipe. Another novel feature of the operation is the aeration of Arbuckle limestone water through an airlift in the supply well.

Mine haul roads degrade rapidly due to extreme loads on sub-optimal construction materials. Unmanned aerial vehicles (UAV) are suited to quantify large-area road-network conditions, such as surface roughness, defects, and grade to optimize remediation of poor conditions and reduce overall costs. Mine haul roads present unique challenges, such as material type and edge characteristics, to automatic road detection that often fail, requiring manual road input. This research proposes a new method for analysis using the road center determined by principal curve analysis of a haul truck’s Global Navigation Satellite System (GNSS) traces; analysis grids were created from this center line. A dense point cloud from UAV photogrammetry was generated, and multiple linear regression analysis was conducted on each individual grid. The root mean square error in each grid indicates the surface roughness, and the change of slope between grids indicates the road grade inconsistencies. This method was applied to 26 road sections, and the results were validated by images taken from the truck operator’s vantage point. Critical defects were identified including excessive pothole formation, corrugation, depressions retaining water, and narrowing of travel lane. The results demonstrate this is a valid method of road identification and quantification of road defects at a mine site.

Didipio gold-copper mine operation is situated in the island of Luzon, approximately 270 km north of Manila in the Philippines, in an area of high seasonal rainfall. The hydrogeological water flow model implied that there would be high connectivity between regional structures and underground operations. This model predicted that underground mine groundwater inflows were expected to quickly rise as the decline progressed to a peak of 510 L/s. Designing a capital pump station to deal with 510 L/s has its own challenges, however developing the decline down to the required level, always dealing with 300 L/s of water and constructing the pump station is extremely challenging and required a robust water management plan and mine design. When dealing with expected high volumes of water, underground mine design and scheduling plays a key role in protecting electrical infrastructure, equipment, secondary pumps, and the decline from flooding. A good drainage system and controlled dewatering plan is essential for safety and progress. This paper details the dewatering techniques and mine designs required to accomplish decline development with high water inflows as used in the Didipio project. It will describe the learnings and outcomes that are achievable with a flexible design, as new structures are mapped, and water intersections are increased. It also highlights the potential for adaptability in mine planning to provide evolving improvements or to evade problems that are expected from the constant reconciliation of data recorded during development.

RAPID progress has been made during the past year in the copper mills throughout the country. Particular efforts have been made to increase the fine-grinding efficiency by the installation of larger classifying units operating in closed circuit with ball mills, such as the 78-in. high-weir Akins installation at the Phelps Dodge plant at Ajo, Ariz.; also the Type "FX" Dorr classifiers of Nevada Consolidated at McGill. Nev. and the "FX" Dorr bowl classifier of the Braden Copper Co. in Chile. Some of the copper milling plants in the Southwest, such as Chino in New Mexico and Ray Con. in Arizona, have replaced rolls operating wet in their fine-grinding circuit by rod mills. At Hollinger primary rod mills were formerly used in open circuit followed by pebble mills in closed circuit with classifiers. They now have primary ball mills in closed circuit with large extra heavy classifiers and no secondary mills. This new installation is producing the same grinding on 5000 tons per day with a reduction in cost of nearly 4c. per ton. At the Braden plant, in Chile, short-head Symons crushers have replaced 54-in. rolls, thereby in- creasing crushing capacity with some saving in maintenance cost.

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. This report covers the installation and evaluation of lb reinforced concrete sets, 6 in each of 3 mines in the Goeur d'Alene mining district, Shoshone County, Idaho, and is the second of a series to determine the feasibility of a more permanent type of mine support. Closure measurements, where applicable, were made periodically of the concrete-set installations and were compared to the initial cross section of the sets. A different method of blocking was used at each test site; at one test site the type of blocking was changed several times during the test. Results from each test site are reported separately. No attempt was made to compare the cost of the concrete installations with the cost of other types of support used in the district. Such an evaluation of permanent types of support would require a longer period of time. At this time, tests are not complete enough to determine the applicability of underground concrete supports. However, results to date tend to confirm the general opinion that precast concrete mine supports could be used to advantage in openings that require support and must have long life, especially where decay of timber is an important factor.

Loiseau, of Philadelphia, for the first paper, On the Successful Manufacture of Compressed Fuel at Port Richmond, Philadelphia. Professor Prime called attention to the fact that the work of the United States Testing Board had been left unfinished at a point when valuable results had just been reached, and offered the following resolutions: WHEREAS, The American Institute of Mining Engineers has seen with regret that the work of the United States Testing Board has been suspended through the lack of an appropriation by Congress, which appropriation dues not seem likely to be renewed, and WHEREAS, It seems most important to the vital interests of our iron and steel manufactures that the experiments commenced by the United States Testing Board should be carried to successful completion ; Resolved, That a committee of three be appointed, to act with a like, committee to he appointed by the American Society of Civil Engineers, to carry out to completion the work commenced by the United States Testing Board. Resolved, That the American Society of Civil Engineers be requested to cooperate with this society by the appointment of a like committee. Gold extraction has relied on coconut carbon in adsorption circuits for several decades. IXOS®, invented by 6th Wave Innovations of Salt Lake City, Utah, is a new type of adsorbent that exceeds the selectivity of carbon and improves on the mechanical properties of other available resins. IXOS selectivity against copper cyanide complexes allows it to be used in circuits that currently struggle with copper contamination. IXOS potential to eliminate or reduce the application of SART technology will expand the opportunities to exploit more complex precious metals deposits. This paper will describe the technology behind IXOS molecular imprint, its comparison to carbon adsorption in the field, and the effect of efficiency on long-term recovery from heap leach METSIM simulation software.

"Ventilation is a vital service in underground mines, required to provide fresh air to the work force and dilute diesel equipment gases (CO, NOx) and diesel particulate matters (DPM). At a Mexican precious metal mine in the state of Chihuahua there is a VOD system implemented using Howden’s control and monitoring system and a state of the art tagging and tracking technology. The JM zone of the mine is ventilated using a push and pull system, using automated regulators on each level to control the air going in and out of the levels. The implementation of advanced control strategies using Howden’s VentSim™CONTROL allows the mine to generate significant savings and increase health and safety of the workers.INTRODUCTIONIn underground mines, ventilation is a requirement in order to maintain the fresh air needed for personnel and equipment. Ventilation regulations dictate the amount of air required underground to carry out day to day operations by limiting the exposure that workers have to toxic gases and other pollutants. Regulations for required airflow in underground operations for diesel pollutants are generally provided on vehicle rated brake horsepower, in Mexico the requirement is 75 cfm/bhp. In underground mines, ventilation services can account to up to 75% of the mine’s energy consumption, and it is very common for fans to operate all the time because of a lack of control infrastructure for the ventilation system. By the implementation of a Ventilation On Demand (VOD) system a mine can reduce this consumption with different control strategies. The main infrastructure required to implement this system consists of remote control of ventilation infrastructure (fans and regulators), a communication network between throughout the mine with the surface and a tracking system for personnel and diesel equipment. Software is required to determine fresh air requirements based on the tracking system data and then send the control commands to the different ventilation infrastructure. In 2015, San Julian Mine acquired Howden’s VentSim™CONTROL (formally SmartEXEC) and the hardware solution to deploy a VOD system at their operation. The VOD system and Fresnillo plc’s San Julian Mine in Chihuahua, Mexico, consists of control of 10 surface exhaust fans, 2 surface intake fans, and 12 underground automated regulators. It also includes the monitoring of 46 flow sensors, 28 CO sensors, 28 NO?? sensors and 42 temperature and humidity sensors, approximately 500 personnel tags, approximately 220 vehicle tracking tags with diesel status (ON or OFF) and approximately 250 tracking zones. This paper discusses the control strategies that have been implemented at San Julian Mine since the system was commissioned and the next steps that will be taken at the mine with the system as they test different level on VOD."
