This Bureau of Mines study outlines the history of 11 major metal ore deposits or districts that are relatively new discoveries. The oldest operation is the White Pine mine, where major exploration was initiated in 1929. Discovery (delineation of ore bodies) dates range from 1948 to 1976. All but two of the deposits, Quartz Hill in Alaska and Flambeau in Wisconsin, are or shortly will be in major production.

A discussion of the definition of automation in mine ventilation applications is presented. The results of theoretical studies, experiments and practical experience from work in the United Kingdom, Belgium, Poland, the Soviet Union and the United States are summarized. Conclusions are drawn from these efforts and the prospects for the future development of automatic mine ventilation systems are explored.

"Bumps remain a critical safety concern in underground coal mining, despite significant advancements in engineering controls. These events occur when relatively high stresses in a coal pillar in conjunction with low confinement exceed the pillar’s critical capacity, causing the pillar to rupture without warning. Floor failure often occurs and can be an indicator of bump risk, as it is strongly associated with brittle failure known as spalling under a lower confinement. Significant floor heave at a western U.S. coal mine has been observed where the pillar width in a three-entry gate road system was 53 m, while no significant floor heave was observed where the pillar width in another gate road system was 22 m. This phenomenon was widely reported in the region and at another mine in another western coal field it has been reported that larger pillars are always associated with floor heave. In this study, a spalling model based on the S-Shaped brittle failure criterion and associated with the anisotropic characteristics of the materials was used in FLAC3D. The observed floor heave phenomenon associated with the larger pillars was demonstrated using this modeling approach.INTRODUCTIONFloor failure in a coal mines often inhibits longwall mining operation, as large displacement of floor strata, known as floor heave, interferes with travel, access, ventilation, and equipment operation. Aggson (USBM 1978) investigated floor heave in West Virginia where underclay is relatively strong and high horizontal stress is present. It was reported that the failure mode is mainly by buckling rather than by plastic flow.This study was developed as part of an effort by the National Institute for Occupational Safety and Health (NIOSH) to better understand rock mass behavior in longwall coal mines in highly stressed, bump-prone ground. More specifically, this study attempts to explain through numerical models small energy releases in the form of floor heave. The authors believe that brittle rock failure is associated with both floor heave and some bump mechanisms, if not directly involved in their cause."

Phelps Dodge introduced a process improvement model known as Quest for Zero in 2001. In 2004, the focus of Quest for Zero shifted from corporate-led initiatives to projects led by site personnel. The Hydrometallurgical Division at Morenci focused on two (2) significant process improvements: reducing electrolyte bleed and organic losses. In September 2004, Morenci kicked off a bleed reduction project to reduce electrolyte bleed by 45%. By the end 2005, electrolyte bleed was reduced by 55% through understanding and reduction of variance. Significant process changes made during this time period include changes in acid-addition strategy, reduction of uncontrolled bleed, and optimization of bleed placement. In April 2005, the organic reduction project began with the goal of reducing losses by 15%. Operational improvements during this project included improved organic recovery systems, mixer speed optimization, and picket fence installation. By the end 2005, this project reduced organic losses by 35% and current losses are 48% lower than at the start of the project. These projects and smaller Questfor Zero projects have resulted in sustainable annualized savings of $13 million in Morenci hydrometallurgical operations. Through the use of Six Sigma tools, process variances can be controlled and reduced.

This paper provides a discussion of the various federal and state laws governing water quality as related to mining operations. The specific laws addressed are the Clean Water Act, and the Arizona Mined Land Reclamation Act. Topics that will be addressed are mine water and process water discharges, storm water discharges, pollution prevention, dredge and fill, spill prevention control and countermeasure plan, and surface water protection. Proposed changes to the laws and regulations will be discussed. Compliance strategies will be suggested to prevent potential noncompliance and enforcement.

"Unconventional gas resources, including coal seam gas (CSG) reservoirs, can be located above and below aquifers that provide groundwater for agricultural, industrial, urban and other uses. Development of these resources may, therefore, lead to potential impacts on groundwater supply.Management of reservoir/aquifer interconnections necessitates a program of focused data acquisition. For example, groundwater transfer from shallow aquifers to underlying CSG reservoirs may occur where CSG-containing units subcrop beneath shallow aquifers, possibly at significant distances from operating wells.Arrow Energy is undertaking studies of connectivity between aquifers including an investigation in collaboration with the Queensland Office of Groundwater Impact Assessment to evaluate connectivity between the Condamine Alluvium (CA) and CSG-containing Walloon Coal Measures (WCM).The Condamine Valley hosts highly productive agricultural land with groundwater resources heavily utilised for irrigation. Water demand outstrips available supply and groundwater has been subject to restrictions on further development since the early 1970s. Developments that could have an additional impact on groundwater resources in the CA are of major concern to local landholders. This paper describes: planned field investigations at two sites: 1. Stratheden, where pumping from the WCM will be undertaken 2. Introduction In the period from 1939 to the present, Canada has experienced a remarkable industrial expansion, rising to probably seventh in rank amongst world countries. In the early part of this period, the desperate need for military supplies unloosed tremendous amounts of capital for building new factories and for expanding and converting existing facilities. Mines, factories, and other divisions of the industrial economy bent every energy toward greater and greater output. The result was an 80 per cent increase in the volume of the nation's production within a period of four years, a truly remarkable accomplishment and one in which the mining industry had a very vital part. After the critical year, 1944, the tempo of industry eased off a bit, dropping approximately 20 per cent by 1946. At this time the prospects or post-war industry were clouded by monetary and political chaos in overseas countries, by trade restrictions, and by market uncertainties. There was, of course, a pent-up demand, both at home and abroad, for civilian goods that had been curtailed during the war and for capital equipment that had been destroyed. In the midst of this world-wide uncertainty, if anyone had ventured to predict that by the end of 1950 Canada's industrial output would be back to the 1944 level and humming along at nearly twice the best pre-war pace, he would have been considered rash indeed. Yet this has been the case.

The Experimental Mine of the United States Bureau of Mines is a unique coal mine that serves as a large-scale testing laboratory. It is used primarily for testing the explosibility of coal-dust and gases but is also the workshop for many other kinds of research work of which the chief object is to increase safety in mining. The mine is situated in Allegheny County, Pa., about 13 miles southwest of Pittsburgh among the high hills of the west bank of the Monongahela River, at the northeastern edge of the gas-coal district of the Pittsburgh coal bed which extends south through the Connellsville coking-coal district into West Virginia. The Pittsburgh bed, of the Upper Carboniferous age, is one of the most extensive continuous coal beds in the United States, if not in the world. Throughout large areas it shows remarkable uniformity of thickness, levelness, and character of coal, which is a coking coal of high-grade bituminous rank. Its thickness in the northern part is 5 to 5 ½ feet and in the central and southern part is 7 to 9 feet.

It excludes Vancouver Island and the Queen Charlotte Islands, which are discussed in a background paper on the Pacific Continental Shelf. The region is bounded on the south by the northwestern United States, on the west by the continental shelf and Alaska, on the north by the front of the Ogilvie Mountains, on the northeast by the axis of the MacKenzie Mountains and on the east by the Rocky Mountain Trench.The region is dominated by two mountain chains that con tain icefields and glaciers: the St. Elias, Coast and Cascade Mountains in the west; the Selwyn, Pelly, Cassiar, Omineca and Columbia Mountains in the east. The Intermontane region between these mountain chains consists of lower mountains and plateaus. In the mountains, the region above the timberline and many of the steep valley-walls provide good exposures of rock, but these areas are subject to rockslides and landslides and in winter to snow avalanches. Much of the Western Cordillera was covered by ice-sheets at various times during the Pleistocene epoch. Consequently, the larger valleys in the mountains and much of the Intermontane region contain much glacial drift and alluvium and only limited exposures of rock. This same terrain in the Southern Cordillera, however, is the most favourable for agriculture. Parts of the region, particularly in the two mountain chains, are heavily forested. Elsewhere, the forest cover is less, with grassland prevailing in the south and tundra in the north."

The coal reserve base is defined for coalbeds having sufficient thickness for underground mining within a depth range compatible with economic recovery. The reserve data are compiled by the Federal Bureau of Mines by updating and reevaluating previous estimates of the U.S. Geological Survey, State geological surveys, and others. Through the application of computer techniques, the tonnages are compiled by State, county, coalbed, and rank. Coal reserve base is allotted to sulfur categories by a statistical apportionment of data from available Bureau of Mines reports and records. The coal reserve base in those States east of the Mississippi River, minable by underground methods, is estimated to be 169 billion tons in coalbeds greater than 28 inches in thickness to a maximum depth of 1,000 feet. Excluding those coals in reliability categories other than measured and indicated, the underground reserve base includes 162 billion tons of bituminous coal and 7 billion tons of anthracite. Of the total, 27 billion tons contains 1.0 percent or less sulfur. Most of this low-sulfur coal is in the southern Appalachian area. Approximately 16 percent of the underground reserve base is without available analyses. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves. The purpose of this system is to provide a common yardstick for determining coal resources and reserves.

When a new tunnelling project starts, it has been a vital tradition for decades to cast and erect master rings horizontally on a flat surface to demonstrate the compliance with dimensional tolerances. Some tenders ask for the erection of two or even three rings upon each other or repeated master ring erections at intervals throughout the project. Especially for large diameters, this is a challenging and risky task for the workforce in the segment factory. A truck-mounted crane is often necessary, and in some cases it can take up to a week to complete a master ring. The concept of virtual rings has the potential to replace this tradition by assembling master rings digitally instead of physically. This is based on a best-fit approach, considering the 3D coordinates from laser tracker measurements of segments or segment moulds. Building a virtual ring, a sub-millimeter accuracy can be achieved, the alignment of neighboring circumferential and ring joints observed, and the fit of bolt holes checked. The traditional method, on the other hand, is discussed controversially despite the significant amount of work and risks—particularly as the horizontal position of the ring and absence of gaskets do not simulate the reality in the excavated tunnel. This paper will highlight the technical aspects of virtual rings, as well as their pros and cons, illustrated by a case study from London Thames Tideway where a total of 30 physical master rings could be replaced by virtual rings.

Adolph Greiner, Seraing, Belgium:—I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have corrected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent. was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix 11. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p. in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. "The legacy of abandoned mines in Canada creates issues that impact on both the health and safety of Canadians and the environment. Solutions to the problems of abandoned minesites require a detailed understanding of site conditions, the engineering solutions which may be relevant, and planning for effective use of the land. In this paper, the authors outline the basic thrusts that have been developed at CANMET to address this problem. These include: multiprovincial agreements to develop a national database; methods of site rendering; a ten-year research program to develop engineering approaches; the review of a large number of case studies; and outlining the associated risks. Examples of the applications of this research are provided in the areas of: municipal, provincial, and federal co-operative projects; site-specific applications; and international linkages."

The foundation of effective leadership is communication. You can have all the leadership theories, models and training you want, but in the end it is all about leaders talking to, listening to and understanding the point of view of those below and above them.The foundation of effective safety is peoples’ behaviours. Every incident, every near miss and every safe act comes down to what one person does and how that affects themselves and others. We tend to focus these behavioural considerations on the people at the ‘coal face’, those most in harm’s way. But it is the individual behaviours of everyone in the organisation, particularly those at the top, which are just as (if not more) important. The foundation of effective safety leadership in the mining industry is that it starts at the top, with the individual behaviours of leaders. The behaviours of each and every leader will be reflected in their teams. And where their teams are made up of leaders, these leaders will pass these behaviours on to their teams and so on. It’s the sum total of what people see their leaders do and what they do as a result, that creates the ‘culture’ of the business – and it’s this culture that makes or breaks how safely people work.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

"The Special Standard Surge bin at Agrium’s Vanscoy Potash Operations (VPO) has been plagued with flow problems and wear, and corrosion issues for it’s entire working life. Investigation showed that the carbon steel construction, bin geometry, and resultant funnel-flow pattern were directly responsible for production losses and disproportionate maintenance and capital costs. Potash enters this bin at between 140°C and 165°C, but the stagnant potash outside the active flow channel was much cooler, allowing moisture to migrate toward the outer regions, which caused corrosion of the walls and reduced live capacity as the potash in this area hardened and built up on the walls over time.A 2013 inspection revealed holes and paper-thin areas in the lower cylinder wall sections and in the conical hopper. The only thing preventing major leaks and even a potentially catastrophic failure was the buildup of stagnant hardened product on the cone walls. It was concluded that the cone had reached the end of its life and required replacement. VPO’s original plan was to replace the cone in kind and repair the cylinder as necessary; however, a failure-mode and bin-performance investigation combined with a lifecycle- cost analysis indicated it would be better to redesign the hopper.For success in retrofit projects, it is essential at the design stage to consider the bulk solid flow properties and the operating environment involved. Because education in this area is not offered at a university level, engineers often do not fully appreciate the effects of the flow properties of bulk solids on bulk material handling equipment.Jenike & Johanson conducted flow properties tests on samples of potash and using the data, redesigned the bin and the feeder. After the modifications, VPO’s surge bin provides safer, more reliable operation with a much longer predicted working life. Using this retrofit as an example, we aim to provide a general understanding of bulk solids flow theory and highlight the importance of customizing the design to the appropriate flow properties in the cost effectiveness, reliability, and safety of a bulk material handling system."

The Bureau of Mines estimated the economic feasibility of investing in a directional hole methane drainage project in the Pittsburgh coalbed for 5 yr in advance of mining. This report estimates the capital investment and operating cost of recovering 325 MMft3 of methane gas per year and the selling price of approximately 317 MMft3 of gas per year. The labor, equipment, and supply requirements were determined from those of a previous directional hole drilled at the Emerald Mine, near Waynesburg, PA. The cost of equipment, materials, services, and labor are in third quarter 1982 dollars. They were obtained from vendors, contractors, and the U.S. Department of Labor. Findings indicate a total capital investment of $1,381,160. Annual operating cost amounted to $167,690. At a wellhead price of $2.05 per thousand cubic feet, the sale of approximately 317 MMft3 of gas per year results in a rate of return on investment of approximately 25 pet.

Every blasting engineer or professional can attest to the age-old conundrum of obtaining accurate hole information on a large scale prior to loading explosive charges in a blast hole. Even though the benefits of QA/QC are well known and documented and are becoming increasingly important when digitizing and automating mining operations, the QA/QC process itself has not changed significantly over generations. The current methods where operators deploy measuring tapes of variable standards recording their subjective assessment of hole length on a paper blast map or manually transcribing to a tablet, are unreliable and non-auditable. Additionally, the process in its current form is time intensive, obtaining only moderate results and benefits, making it difficult or impossible to resource in today’s tight labour markets. Often only two data points, depth, and water presence, are captured when visiting the hole resulting in a high cost per bit of data. For these reasons, the process is seldom done on a large scale, let alone integrated. The QA/QC process in its current shape is a gap that will need to be addressed if autonomous blasting and mining is to become a reality.
