The mining industry generates an estimated 2.3 billion tons of solid waste each year and the total accumulated mineral resource solid waste at both active and inactive mine sites, approaches 30 billion tons. Five industries generate 85 percent of mine solid waste: copper, phosphate, iron, uranium, and coal. Over the past several years, the Federal government has shown increasing interest in the proper disposal of solid wastes generated by the mining industry. Three new pieces of federal legislation have been passed recently beginning with the most comprehensive regulatory authorization passed in 1976, the Resource Conservation and Recovery Act (RCRA) which has been amended to the Solid Waste Disposal Act Amendments of 1980. RCRA is implemented and enforced by the Environmental Protection Agency (EPA) and intended to control municipal and industrial solid wastes. Next came the passage of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 which is implemented and enforced by the Department of Interior to control coal surface mining and the surface effects of underground coal mining, and finally, the recent Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 implemented by EPA and enforced by the Nuclear Regulatory Commission (NRC) to control uranium mill tailings disposal.

EXPLORATION for deep-seated orebodies in the Silver Belt area of the Coeur d'Alene mining district is complicated by meager surface expressions of diagnostic criteria, lack of knowledge of the significance of specific alteration phenomena, and the great expense involved in the exploration for ore shoots, the tops of which often occur near sea level elevation or below and as much as 4000 ft or more below the surface. Except for the early studies of Ransome and Calkins in 1903 and 1904,' little geological work was done in the Coeur d'Alene district for many years, and it is only during the last 15 to 20 years that complete and careful geological mapping has been applied to most of the mines in the area. Much early information, which now would prove invaluable, is lost in hundreds of miles of caved and inaccessible mine openings not mapped by mining geologists. In more recent years mining geology has become a tool of greater use in the district, and some measurable progress is being made in the accumulation of observations that are adding gradually to the knowledge of ore deposits in the district. The recognition of alteration phenomena and related features by Hoyt S. Gale3 in 1935, followed by the work of Shenon and McConnel in 1936-37,4 changed many of the concepts formerly held and opened the way for more critical study and mapping of alteration effects. Mapping of these effects has been in progress for several years but no well-organized, careful, and complete laboratory study of the alteration has been made by mining companies or by government agencies. Recently, Thomas Mitcham of Columbia University has been occupied in the collection and study of specimens carefully selected from several producing mines in the Silver Belt as well as from several prospects exhibiting alteration effects. Mr. Mitcham and the writer have discussed some of the preliminary results of his investigations, which indicate that definite and interesting material is forthcoming from his studies. Work of this kind, aided by careful observation by district geologists, should advance the knowledge of the environment of Silver Belt ore shoots and establish additional criteria for recognizing meager shallow expressions of deep-lying orebodies. Structural details in the Silver Belt area are extremely difficult to decipher on the surface because the area is almost completely covered by a deep mantle of surface debris and soil. A dense growth of small trees and buck brush adds to a geologist's difficulties. Often large areas reveal only scattered small outcrops with great intervening areas where the underlying formations must be deduced from small altered rock fragments. Some considerable success in obtaining surface information has come from bulldozer roads and cuts in selected areas. As this type of work receives more attention, knowledge of the surface expressions of formations, alterations, faulting, and veining is expanding and giving more reliable information to guide deeper development. Lack of diagnostic marker beds in the district contributes to a geologist's difficulties in determining fault displacements. In the Silver Belt, known commercally important sulphide orebodies commonly are associated with siderite and quartz gangue. Some of the veins at shallow horizons above productive ore shoots are composed of quartz with light-colored carbonate minerals such as calcite, ferrocalcite, ferrodolomite, ankerite, and carbonates with variable amounts of manganese. The relation of these carbonates to commercial orebodies is a problem offering possibilities for research. Shallow exposures of veins composed of quartz and the light-colored carbonates, often with some associated barite, grade into quartz and siderite veins at deeper horizons. The vertical range of these carbonates has been partially established for some veins, but no reliable method has been devised for predicting where the change in a vein may take place. Careful observation and analysis of carbonates may make it possible to predict more closely where the change to siderite may be expected. In 1926 Shannon5 pointed out some of the characteristics of the carbonate veins of the district and included a few chemical analyses. Some of the Silver Belt ore shoots have small commercial outcrops, and very shallow development of some properties has led to the opening of small ore shoots." Several small ore shoots developed at shallow depths have not been explored at deep horizons, and some important ore shoots with no commercially significant exposures at shallow horizons have been developed. The greatest problem of the mining geologist working in the Silver Belt area is to find the all-important link between the very meager shallow expressions of mineralization and the rich ore shoots that may be found below. To develop criteria for use in the recognition of the weak upper expression of ore shoots, the experience of past development programs must be relied upon heavily. The investment of more than a million dollars in the exploration for such ore shoots requires some reliable criteria if these ore shoots are to be found. Management needs some assurance that the risk involved is justified by well-developed and acceptable geological inference. The richness of some of the ore shoots found thus far has contributed greatly to the justification for a bold approach, but many negative results of blind exploration programs would lead eventually to extreme caution on the part of management. Fortunately, recent experiences of development programs have been quite successful. It is hoped that added knowledge. of the environment of Silver Belt ore shoots will contribute greatly to the sureness of approach toward their development. History attests to the catastrophic consequences that fire, explosion and contaminated, noxious andirrespirable atmospheres can have for workplace health and safety in underground coal mining. It also confirms that fires and explosions present the greatest risk of partial or total loss of underground mines and equipment and that this risk continues to materialise. The design, implementation, operation and maintenance of the mine ventilation system are core controls for managing the hazards associated with these risks, both for preventing them from materialising and for mitigating their consequences if they do materialise. These are most effective when embedded in a risk management approach.

Most iron ores occur in mine benches as complex mixtures of lithologies and ore types. This significantly complicates their characterisation for both blast design and fragmentation modelling. A great deal of technical and research effort has been applied to the development of models to predict fragmentation from rock blasting. A number of quite useful engineering models are currently available to blasting engineers and consultants, and more sophisticated approaches using mechanistic descriptions of rock breakage continue to be developed and applied by researchers and explosives companies.The engineering or empirical models that are in more general use within the industry, such as the Kuz-Ram model, require appropriate data if they are to generate useful fragmentation predictions. Some of these models have reached significant sophistication and have made very useful contributions to both routine blasting operations and the exploration of new blasting paradigms. However, these models struggle to adequately deal with rock that is as complex as iron ore. This paper reviews the characteristics of the most successful blast fragmentation models available to the industry and discusses approaches to the derivation of suitable rock mass properties to adequately describe blast fragmentation in a range of iron ores.CITATION:Scott, A and Onederra, I, 2015. As per most other earth science engineering problems, the underground coal geotechnical environment and the way in which roof and rib support interacts with the rock mass are complex issues. While the problem should not be oversimplified (i.e., the dominant failure mechanisms or critical data input parameters should not be ignored), without question judicious simplification is at the heart of all good engineering design. Engineers play a vital role in supplying the world with solutions and products; however it is crucial that engineers make practical and readily useable contributions. One way to ensure this is to employ simplification in the engineering process.

"The Telfer processing plant commissioned its pyrite regrind and flotation circuit in August 2012. The circuit was designed to regrind pyrite concentrate to a p80 of <30µm then float a gold and copper rich concentrate before tails from the flotation circuit fed the carbon-in-leach (CIL) circuit downstream. Expected benefits were: improved CIL performance that would result from the finer grind and a reduction in cyanide soluble copper to the CIL circuit, as well as a small increase in overall flotation circuit recovery. While the benefits of a finer grind were soon realised, recovery in the post-regrind flotation circuit (named the ‘pyrite recleaner circuit’) was consistently and significantly lower than that expected based on laboratory test work. Selectivity in the pyrite recleaner circuit was virtually nil and copper reporting to the CIL circuit did not change as a result of the pyrite recleaner circuit operation.A pulp chemistry survey of the plant and comparison with the lab showed that the dissolved oxygen (DO) demand in the plant was much higher than that in the lab. Lab flotation tests conducted using nitrogen gas instead of air resulted in recoveries similar to those from the plant. It was identified that the freshly ground pyrite surfaces exiting the regrind mill were consuming oxygen in the slurry and there was insufficient oxygen available for collector adsorption and pyrite depression to occur. Test work, using a pilot regrind mill, showed that a reduction in grind size resulted in an increase in DO demand.A range of oxidising agents were tested in the laboratory and using a pilot flotation rig set-up in the plant. Oxygen was found to be the most reliable and effective agent and options for increasing oxygen delivery to the plant were explored. The Bureau of Mines conducted a series of tests to determine how well the Bendix BDX 60, the Gilian HFS 113U, the MSA Fixt-Flo, and the Spectrex PAS-3000 dust sampling pumps control the flow rate at 2 L/min. These tests were performed because users need to know the performance characteristics of sampling pumps to select the pump that best satisfies their sampling requirements. Long-term (6- to 8-h) flow stability at various backpressures was examined in relation to the flow control tolerance of ±5% of the flow, the level imposed by Federal regulations; four of the five Bendix pumps did not meet the criterion for this test, which was passed by all other pumps tested. Flow control recovery times were measured at transient backpressures; all pumps evaluated met the criterion for this test. The low-flow indicators of the sampling pumps were tested; only two Bendix pumps and one Gilian pump met the criterion of indicating a flow change greater than ±5%. In the pulsation flow measurement test all of the pumps passed, with pulsating flows greater than 20 Hz. The Bureau also evaluated the manuals accompanying the sampling pumps. All were judged adequate except the Spectrex manual, which was judged poor.

This report describes the elemental characterization of chromite and related materials at the Bureau of Mines, Albany Research Center. Analytical methods for determining the major constituents, representing extensive experience, refinement, and development, are described and fully annotated. This presentation should allow other laboratories to use these methods and obtain comparable results with a minimum of time needed for familiarization with individual methods.

The world is changing rapidly on the social, economic, political, technical and environmental fronts and our metallurgists/mineral processing engineers of the future will arguably need to have a different set of skills than those which were traditionally regarded as adequate during the latter half of the 20th century. This paper attempts to explore some of these issues and their ramifications.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

"In 2012, Golder Construction Inc. was awarded a Design-Build contract for the design and construction of an extensive, deep ground improvement scheme to support up to 20 metres (66 ft) high Mechanically Stabilized Earth walls and bulk earthworks required for the development of the proposed Kitimat Liquefied Natural Gas (LNG) facility at Bish Cove, British Columbia (BC). Utilizing Cutter Soil Mixing (CSM) to construct barrettes consisting of overlapping rectangular panels of in-situ cement-treated soils, a deep mixing scheme, covering an area of approximately 12,900 m2 (15,430 yd2) and comprising some 1645 CSM panels to depths of up to 30.7 m (101 ft), was developed to provide the required static and seismic stability for the LNG structures, and meet the project-specific performance criteria.CSM panels were constructed through varying thicknesses and discontinuous layers of fine-grained, very soft to soft marine deposits, and loose to compact sands, with occasional interbeds of dense sands and gravels. Panel completion criteria was based on soil response factors, as measured by the CSM equipment, with the design requiring a typical embedment of about 2 m (7 ft) into dense silty sand to sand and gravel to provide the required bearing. A total volume of approximately 73,900 m3 (96,660 yd3) of soil was treated with cement to consistently yield average unconfined compressive strengths exceeding 2.5 MPa (363 psi).This paper outlines the challenges associated with the construction and quality control of this large deep mixing scheme in highly variable geotechnical conditions at a remote location with barge-only access, and limited communication facilities. Specifically the paper will discuss the logistical challenges faced and solutions adopted for the project; equipment redundancy requirements for a 24/7 operation; the impacts of wear and tear, as well as variability in subsurface conditions on productivity; quality control processes adopted for the project, including the value of provision of an on-site laboratory; and materials handling issues, and their impacts on mix design and quality control."

The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

COMPLAINT has been made that in the literature of economic geology the work of the "company or practical" mining geologists does not get enough attention. I propose to attempt to overcome this com¬plaint in reference to one important lead-mining district, that of the Coeur d'Alene in northern Idaho. Furthermore, I will assume that the reader is not so much interested in the geology of the district as in the methods of application used and incidents that have arisen in the work. All the important discoveries of ore in the Coeur d'Alene were made without benefit of geology. Certainly I would not claim the reputed discoverer of the Bunker Hill mine as a fellow geologist. It appears also that the mines were operated quite successfully for many years without geological specialists, though doubtless certain properties were visited at long intervals by such men as Waldemar Lindgren. It was known that the ores occur in quartzite, graywackes and slates as stated by J. R. Finlay in 1903. (TRANS., VOL. 33.) He described the ore as occurring in typical fissure veins that occupy fault-planes of indeterminate displacement. The Bunker Hill lode was based on a definite fissure with the mineralization all on the hanging-wall side, extending as far as 300 ft. from the fissure.

THE field of rare metals is so broad that progress can be reported upon many important fronts. Not satisfied with the 92 elements that Mendeleeff and his followers have accepted as legitimate, scientists are trying now to complicate matters by making new elements. Enrico Fermi announced the fabrication of "Element 93". Uranium, instead of being allowed to disintegrate slowly according to its normal habit, was bombarded with neutrons until some of them seemed to have stuck in the nucleus. To understand just what is alleged to have happened all one has to do is to line up the elements in their usual order of ascending atomic weight and imagine, as physicists do, that each atom is a little solar orbit comprising a central mass or planet about which other masses revolve like satellites. Ordinary hydrogen, being very light, consists of only one positively charged proton center, with only one positively charged electron revolving about it. Other atones are progressively more complicated until we come to uranium, which has a relatively big center and 92 particles revolving around it.

The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

Both private industry and the Interior Department have become alarmed about the enormous amount of Federal land that has been withdrawn from appropriation either under the Mineral Leasing Laws or the Mining Law of 1872. According to a recent article by Gary Benethum and L. Courtland Lee, governmental actions have withdrawn nearly 400 million acres from the operation of the Mining Law of 1872 and over 500 million acres from the Leasing Laws. An addition al 100 million acres for the Mining Law of 1872 and 70 million acres for the Leasing Laws are either encumbered or being managed in such a way as to constitute a defacto withdrawal from mineral development. This means simply that mineral exploration end development under the Mining Law of 1872 is either prevented or discouraged in an area the size of the states of California, Arizona, Washington, Oregon, Nevada, Utah, Idaho, and one half of Colorado combined. Under the Mineral Leasing Laws, exploration and development is either prevented or discouraged in an area equal in size to all the states east the Mississippi River, except Maine.

Despite two large projects represented in the keynote docket, the mood of the 2011 SME Arizona Conference was summed up best by Ferol Baker, general manager of New Mexico Copper Corp. (a wholly owned subsidiary of Themac Resources Group), ?In the past, it seemed like you couldn?t go to a conference like this without hearing about one big new greenfield project after another. Now what you see is companies doing internal expansion or small-scale brownfield development.? Overall, the tone of this year?s meeting, held at the J.W. Marriott Resort at Starr Pass in Tucson, AZ, was upbeat, yet practical. From the keynote and luncheon addresses to the six panels of sessions, the projects described were positive about the future, yet focused on the details required to make those projects come to fruition.

The grinding circuit can be one of the most important mineral processing circuits in plants. Along with the application of large-scale milling machines, the design and optimisation of the operation strategy for grinding circuits is more complicated. An in-house grinding process simulation tool was developed to mass balance, model fit and simulate crushing, grinding and classification circuits. An industrial grinding and classification circuit in a copper mine was modelled, and the modelling parameters were verified by a particular group of plant survey data. To justify the prediction ability of the fitted models, the model predictions under different operation conditions were compared with another group of plant survey data. Then the model predicted the effects on the circuit of changing operating conditions. Circuit analysis of the comminution process for water feed to a SAG mill, water feed to sump, the rolling speed of a SAG mill and the percentage of ball filling in a SAG mill was put into practise, based on the simulation results. The simulation results can be used to help plant operators understand the features of the comminution process and may help to build a knowledge library for process control. Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization.
