In this U.S. Bureau of Mines report, two drill-split mechanical excavation mining system concepts are described, casted, and cost compared with conventional drill-blast mining systems. The concepts for the two drill-split mechanical excavation mining systems presented are (1) a method for steeply dipping narrow veins 0.6 to 1.2 m wide and (2) a longwall method for fiat-lying tabular ores. In the proposed systems, 70 to 80 pet of the ore is disposed of underground as backfill. For sortable ores, face area crushing, sorting, and direct stowage of run-of-mine waste and low-grade ores are proposed. The underground sorting and stowing of waste reduce materials handling, processing, and waste disposal costs by reducing the quality of ore transported to the surface by 70 to 80 pet (by volume). Because many of the tools and techniques proposed for use in these systems have little or no historical mining industry use, cost assignations are heavily influenced by engineering judgments and presented as prefeasibility-level cost estimates. These estimates, presented as discounted-cash-flow-rate-of-return (DCFROR) values, show the proposed systems to be at least as profitable as, and in some cases 50 pet more profitable than, conventional drill-blast mining.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.

"Cutoff walls are the most common seepage improvement measure for levee flood control projects throughout California’s Central Valley. Cutoff walls are widely used because they can be implemented within an existing right of way in either heavily urbanized areas with limited access, or in high-value crop agricultural areas. The most commonly used seepage cutoff wall types are soil-bentonite (SB), soilcement- bentonite (SCB), and cement-bentonite (CB). Contract values for cutoff wall rehabilitation projects in the Central Valley range from several millions of dollars to hundreds of millions of dollars, and play a significant role in the reduction of flood risk in urban and rural areas. However, recentlycompleted construction of several levee improvement projects has shown limitations and inconsistencies among the commonly used technical specifications for construction of seepage cutoff walls. These limitations were evaluated by practicing engineers involved in different stages of cutoff wall design and construction. This paper describes the specification areas that typically generate design and construction issues. Recommended improvements to specifications are suggested to address these issues. The paper’s topics include: the applicability of the different types of cutoff wall materials and construction methods, quality control testing requirements, backfill gradation requirements, mixing procedures, and settlement criteria for backfill.INTRODUCTIONFlood control projects on the Sacramento and San Joaquin rivers in the Central Valley region of Northern California consist of a large system of reservoirs, bypasses, and levees. The thousands of miles of levees within the system were largely constructed and raised by local entities as need arose; this construction occurred prior to the development of modern design and construction techniques. The majority of these levees were initially constructed to protect land for agricultural development; however, a significant portion of these areas have become or will soon be urbanized. This urbanization has historically occurred in locations right up to the levee footprint. This expedient form of historical levee construction, when combined with adverse riverine geomorphology, urban development, and productive agricultural regions, has led to a levee systems with severe seepage performance issues in a real-estate-constrained setting."

Change and its relationship with the introduction of new technology is a constant of human history. The mining industry has many examples of this relationship. This record contrasts with its present day struggles to move beyond a public perception of being just ‘dirty, dumb and dangerous’. The drivers for the introduction of new technology are frequently listed as the occupational health and safety of people working in the mines, reductions in direct operating costs, and increases in productivity.This paper discusses the issues that a mining business needs to deal with to implement new technology with the best possible conditions for success. It comments on how the strategic and tactical components of technology planning relate to and interact with change management. The central discussion is directed at the role that people play in the successful implementation of new technology. The introduction of autonomous underground haulage equipment provides a background for the discussion of this topic.The paper uses case study references, equipment supplier information and research findings. Although the title of this paper focuses attention to the Winnipeg coal market the following remarks should be considered applicable not only to conditions in Winnipeg but to the whole western coal industry. Technical descriptions of coal and coal-burning have been omitted. These details are already covered in other numerous publications. In discussing a market the first consideration must be the product which is required to be sold. The class, quality and price at the point of origin must be taken into account and therefore this feature will be discussed before proceeding to outline conditions in the Winnipeg local market. The writer thinks of coal as a manufactured article, not, as it is generally considered, a fuel to be dug from the ground and dumped into the consumer's bin. The work of manufacturing must be considered in detail:- 1. Consider first the coal as it is in the ground: (a) What is its fuel value? (b) Where is its market? © With what will it be in competition? 2. Consider secondly: (a) What it will cost to mine the coal. (b) What has to be done to prepare the coal for market after it is mined. This must be considered in conjunction with the answer to question 1 ©. 3. Thirdly, consider the method of business to be adopted by the producer:- (a) Is it proposed to build a market on price? Or (b) On quality?

It is difficult to analyse the economics without an integrated view of mine transactions, stockpile inventories, process flows and assays. The lack of integration of mining and metallurgical information with sufficient detail to analyse and act is a problem. However, to take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. Validation methods use process models to identify inconsistent information in the case of corrupt actionable information. This paper presents new strategies that transform the data into business information for continuous improvement and optimization. This technical presentation will review recent implementations enabling large metallurgical complexes to improve their data quality for overall production and energy management. A competence center emerges as an enabler for implementing operational intelligence. The evolution of Web services to troubleshoot plant information and to collaborate at the enterprise level is presented.

Traditional mechanised resin rock bolting in hard rock underground mines requires the installation of resin capsules into a pre-drilled hole prior to the rock bolt being spun into a hole to mix the resin and set the bolt in place. In poor rockmass conditions, especially at depth or in highly altered faults and shears, the condition of the holes often deteriorates as the poor ground around it unravels and falls into the hole. This results in partially or fully blocked holes that either damages the resin capsule when they are being inserted into the holes or prevent it entirely until the hole is continuously cleaned of debris. This deterioration of the hole condition, and continuous need to clean and re-drill holes, also increases the diameter of the hole which in turn affects the continuously mechanically coupled anchorage mechanism of the rock bolt to the rockmass as there is simply not enough resin in the hole to fill the annulus between the bolt and the rock. This results in a large increase to critical heading cycle time and, more importantly, results in the rock reinforcement not performing as per design specification and increases the risk of instability. To overcome the quality control issues with resin bolt installation in poor ground, a single pass drill, install, inject and tension self-drilling resin bolt application was designed and implemented for use in such conditions. This system allows the operator to inject a two part polyester resin through a self-drilled hollow bolt to mix and fully encapsulate the rock reinforcement. The self-drilling bolt allows for post injection of the hole after the bolt has been installed into the rock and gives the operator manual or automated control on the amount of resin used in the hole to ensure complete encapsulation and continuously mechanically coupled anchorage to the rock. This allows the reinforcement to work as designed and provide the Geotechnical Engineer extra quality control confidence in these conditions. The implementation of this single pass resin bolting system resulted in significant decreases to the resin bolting cycle time and rock bolt quality control failures. In this paper the design, implementation and embedment into the development cycle will be discussed and the in situ quality control checks used to validate the increase in rock bolt installation quality will be shared. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The Canada Mining Innovation Council (CMIC) Exploration Innovation Consortium developed a 10-year business case for developing new discovery criteria, exploration techniques, and better data management and analysis to improve exploration success in deep, remote, and covered terrains. Within this context, the CMIC devised a five-year project proposal to create improved multiparameter exploration tools to detect ore systems and more efficient vectoring toward high-grade mineralized cores. The Footprints project was approved March 2013. More than CAD$13 million funding was provided through the CMIC-led joint sponsorship from 30 companies and the Natural Sciences and Engineering Research Council. Consistent industry leadership and integration of dedicated industry and academic expertise has the project on track for reaching its well-defined objectives.

The zinc-lead-silver mineral resource at Lady Loretta ranks amongst the worldÆs richest when measured in terms of in situ metal grades. However, the project remains undeveloped 28 years after its discovery in 1969. The primary obstacle to development has been the fine and complex grain structure of its ores, which make flotation concentration inefficient even with fine grinding. The size and remote location of the deposit have also hindered exploitation. BUKA planned to directly fume the volatile target metals from the ore when it acquired the project. Intensive, post-acquisition modeling showed the innovative processing route to be uneconomic, notwithstanding high metals recovery and low waste content in fume product. Progressive modifications and supplements to the underlying fuming process enhanced economics and resulted in a new mine-to-metal processing route for zinc-lead-silver ores. The proprietary, three-stage BUKA Zinc Process offers technical, economic and environmental advantages. It is expected to find widespread application in the treatment of ores and residues. However, neither continued R&D nor application to Lady LorettaÆs currently delineated resource can be justified under prevailing market conditions. The objectives and results of each step in the process development sequence are outlined with reference to their impact on the commercial viability of the Lady Loretta project.

An inducer-type pump, capable of injecting dry coal into a hydraulic transport pipeline has been developed and installed in a specially designed and fabricated slurry injector vehicle. The full scale prototype injector system can deliver up to 11 ton/min of coal into an 8-in pipeline t pressures up to 95 lb/in2. The Helical Inducer Injector operates on centrifugal principles with flow passing axially through helical pitched conical rotor. Water is delivered to the pump through an annular slot at the atmospheric pressure coal inlet. The spinning rotor maintains an air-core vortex of water which pressurizes the discharge housing. A screw feeds coal through the open inlet into this vortex. The inner radius of the vortex contracts as pressure is increased, giving a limiting maximum pressure which is proportional to the square of the rotor speed. Below this limit, flow rate, discharge pressure, und rotor speed re independent variables. The self-powered, 4 -in high slurry injector vehicle follows and receives ROM coal from a continuous miner, reduces the top size to 3-in, and delivers the sized coal to the injector feed screw for slurry formation and pumps it through a mobile hose attached to the vehicle's outby end.

In the last decade increased and prolonged interest has been displayed in the use: of tunneling or rapid excavation to solve many of the urban and industrial problems confronting our society. There has been talk and action on the interurban rapid transit systems for major cities, and even preliminary designs for a Boston to Washington interurban transit system. Much of this interest stems from the search to the solution of our increasingly complex urban problems, where the surface area must be given over more and more to the inhabitants, and the subsurface for transit, utility and other services. While tunneling is not a panacea to urban ills it holds a real solution to many existing problems. There is also, among the tunneling experts, a growing confidence that technical problems of rapid tunneling can be solved. To solve these problems, R & D money must be invested. If it is to be money invested either by private industry or governments, there must be significant returns on the investment to justify the research and development need to bring about the breakthrough that will make tunneling a major contribution to the solution of urban problems. To make these economic studies more extensive and more accurate tunneling demand figures were needed. To this end, the Organization of Economic Cooperation & Development - OCED - included in its Conference on Tunneling a section on tunneling demand. As a result of the conference the organization for Economic Cooperation and Development issued a report entitled "The Advisory Conference on Tunneling - Report on Tunneling Demand 1960-1980. " This report was presented at the OCED Conference on Rapid Excavation, held at Washington, D.C. To obtain the data in the Report, questionnaires were sent to the OCED countries and 18 replies were received from Australia, Austria, Belgium, Canada, Denmark, France, Germany, Ireland, Italy, Japan, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, United Kingdom, and the United States. While it is true, that data were missing, that sometimes the definitions were confused, and that several countries provided no cost estimates at all, in general, this report contains the most comprehensive gathering of data that ever existed in the field. All data in the OECD report is expressed in terms of meters or cubic meters, and costs are in U.S. dollars.

The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

IT SEEMS particularly appropriate that, in celebrating its Diamond Anniversary, the Canadian Institute of Mining and Metalturgy chose our Province of British Columbia as its locale in this, our own Centennial year. I am sure your organization is justifiably proud of its achievements and growth over the period of its sixty years, and we, for our part, are justifiably proud of our growth over our first one hundred years. With your kind indulgence I pro-pose to talk to you today about our industrial growth, or, to put it an-other way, to highlight, historically, our progress in industrial development over the past one hundred years, and to take the liberty of speculating on what we may reasonably look forward to over the next few years. I am sure, Mr. Chairman, that some may have questioned the appropriateness of a talk on the industrial development of British Columbia to the Canadian Institute of Mining and Metallurgy. However, strangely enough, we in British Columbia owe our origin, constitution-ally and industrially, to the mining industry.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

Numerous Colorado mountain tunnels that date to the late 1800s convey water to the farming and urban communities of the eastern Front Range. Repairs to these remote facilities, often located in public lands at altitudes of 11,000 feet or more, require detailed planning, close coordination with multiple agencies, and creative execution. Issues and solutions discussed include designing repairs in undocumented ground and support conditions, logistical challenges, work in a short summer construction window, stabilization of historically signicant structures, and proect delivery strategies. xamples that illustrate early contractor involvement, exibility in design, and construction solutions are presented.

Wear has been estimated to cost the Canadian mining/mineral processing industry over $15 billion per year mainly for repair/replacement of worn parts in 2013. The associated production loss is difficult to quantify but add considerably to the problem. The Canadian oil sands sector which has to deal with extremely abrasive and erosive solids, has traditionally incurred extremely severe and often unique attack. Demonstrable progress in mitigating the wear problems has been achieved through materials development, more informed materials selections, and better component and operation condition designs. An integral contributor to these advances is a long-term collaborative research partnership between NRC and the mining/supply industry. In this paper, this continuing collaboration will be described. A main focus is to identify degradation mechanisms occurring in the most severe and important service applications and to correlate these findings with laboratory test data. Relevant abrasion and erosion (often combined with corrosion) properties have been established and correlated with composition and microstructures for all classes of resistant materials ranging from relatively soft elastomers to ultra-hard ceramics. A comprehensive wear properties database has been compiled. This capability has been instrumental in facilitating the development of improved materials, optimizing materials fitness/selection for service, wear failure analysis, and quality assurance.
