Since the early 1990s, the Canadian mining industry has been increasingly defined by the signing of Impact and Benefit Agreements (IBAs) between mining companies and Aboriginal peoples. While these agreements are intended to complement the legal system, they also serve to establish the legitimacy of mining projects and to encourage the harmonious integration of these projects into their social and environmental contexts. Beyond their practical implications, what are the effects of such agreements on the ability of Aboriginal communities to access the institutional space where the authorization of mining projects and the conditions of their implementation are decided? Can we view IBAs as a preliminary step towards the operationalization of the principle of Free, Prior and Informed Consent? This paper aims to explore the potential of IBAs as a sustainable solution to the legitimacy issues that result from the implementation of the formal regulatory framework governing mining activities in this jurisdiction. We highlight what constraints and opportunities the James Bay and Northern Quebec Agreement (JBNQA) engenders for local communities and draw attention to the ways in which the negotiation of the Raglan IBA and the environmental evaluation processes act upon each other. We find that certain structural problems - and problems of legitimacy ? related to mining in Northern Quebec cannot be solved by the sole signature of an IBA, which suggests the need for caution when considering such agreements as a panacea. The Raglan case demonstrates that IBAs, like other modes of regulation relying on the direct interface between companies and communities, would benefit from a stricter framework and more explicit ties with official regulation channels.

This research investigates the generation of an effective carbonaceous material from waste ‘pure water sachets’ and their subsequent utilisation as reductants for the reduction of the Opon Mansi iron ore. Composite pellets of Opon Mansi iron ore and pulverised carbonaceous material generated from waste pure water sachets were heated from room temperature to 1200 °C in a gas fired furnace for seventy minutes. The reduced pellet was analysed chemically for its oxygen and carbon content using a LECO Oxygen/Nitrogen and LECO Carbon/Sulphur analysers, respectively. It was observed that nuggets of metallic iron were readily produced with the carbonaceous materials acting as an effective reductant and source of chemical energy. XRD analysis of waste ‘pure water sachets’ revealed that the polymer was semi-crystalline with peaks that were identical to those of high density polyethylene (HDPE). Gas emission behaviour of the iron ore-PWS pellet was studied in a horizontal tube furnace at 1200 °C using an infrared gas analyser; the results revealed an exhaust gas rich in the reducing gases CO and CH4 along with CO2.

This is a progress report of an investigation by personnel of the Bureau of Mines from June to September 1951 to introduce preservative chemicals into growing timber. It also describes in detail the impregnation process, known as the collar method, developed by the United States Department of Agriculture2/ Twenty-eight trees were treated by this method, and a complete record was kept of each individual tree and of each timber cut from it. These timbers have been placed in a coal mine, and their tendency to decay is compared to that of adjacent untreated sets. Although several years will be required before final conclusions can be drawn, this report explains the appearance and encouraging results of the treated timber to date. Also included are some comparative costs of untreated timber, treated timber by the commercial pressure method, and treated timber by the collar method. INTRODUCTION In the hope of increasing the useful life of cut timber, experiments to impregnate growing trees with wood-preservative chemicals by utilizing the natural flow of sap have been carried on for centuries. None of the various methods used in these experiments has ever gained any widespread use because they have been commercially impractical.

Only a few complex real options can be valued using closed-form equations, such as the Black and Scholes formula, because these algorithms are restrictive and prevent the construction of practical project evaluation models. Although a binomial lattice method paired with the ærisk-neutral probabilityÆ provides an easier and flexible modelling of exploration and mining projects, it has limitations when projects are complex, long-lived and influenced by the interplay of various market and private uncertainties. In order to overcome these limitations, modern decision tree software using dynamic programming capability can be used for real option valuations. This is a powerful computational tool in which the impact of various sources of uncertainties can be differentiated, so that the optimal decision path can be explicitly displayed visually. There has been significant academic controversy surrounding whether different real option (RO) valuation methods would lead to different real option values (ROV). This paper, using a realistic copper mining example, demonstrates that as long as the same degree of subjectivity and consistency are used in different real option valuation methods, they yield the same result. This conclusion is valid irrespective of whether the cash flow volatility generated by various sources of uncertainties is handled in an aggregated or in an explicit and differentiated manner. This paper compares two choices for an investor either to æbuy now and developÆ a project or to enter into a ætwo-year option to purchaseÆ after the proponents have developed it. It also shows how significantly different net after-tax operating cash flows may be generated by these different choices on the same underlying asset represented by the project. This is due to the difference in the amount and timing of the relevant capital investments affecting the depreciation and amortisation charges and as a consequence, the income tax paid. The abstract discusses the extraction of silica from nickel laterite ore using a hydrothermal process with sodium hydroxide. The effects of reaction temperature, time, and NaOH-to-ore ratio on silica extraction were investigated. The optimal conditions were determined, achieving over 98% silica extraction. The mechanism involves the reaction of Si in lizardite and quartz with sodium hydroxide, forming sodium silicate solution. Other metals like Mg, Fe, and Ni are enriched in the residue.

Every day, around the world, thousands of tons of ore are loaded onto ships completing the miningproduction process and starting a multimillion-dollar economic transactions process. These transactions are based on the supply of tons of a commodity with certain specifications of assays of the main element (or physical properties) and concentration of contaminants, which are finally verified and evaluated by buyers, and also are considered ‘as true’ during Reconciliation process. On Sample Stations, this ‘true’ is based on a few kilograms of sample, often representing thousands of tons, that are sent to laboratories for further sample preparation and chemical analysis, where finally assay information is obtained from a few grams of pulverised sample, and are used for further production, planning, operational and financial-marketing decisions. Different International Standards (depending on the commodity) are used to establish the methodology to be followed, to set-up and obtain samples from the Sample Stations, and the specifications are visually inspected to give an estimation on the performance of the sampling point. This paper seeks to highlight with examples, the importance of the implementation of a continuously monitored Quality Program (QAQC and QM) on Sample Stations, focused on the parameters that directly affect the quality and representativeness of the samples. By this implementation, a proactive approach and better-informed decisions can be taken for mining companies to: a) quantify/improve production and reconciliation results, and b) to supply the right specifications of shipped ore, increasing the value of the Resources. Finally, laboratory results are normally used as an indication of the quality of the information applied for the economic transaction, but it should be considered, clarified and highlighted that the laboratory will only process and analyse a sample obtained from a Sample Station, and potential problems on bias or precision may occur in stages prior to the laboratory reception. Hence the importance of the implementation of a quality assurance program that protects multi-million dollar decisions.

The Conda Partnership's Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.

The Group Equivalent Pile (GEP) approach was proposed by researchers to analyze a laterally loaded pile group. This approach enables engineers to evaluate the behavior of a pile group in single pile analysis software, such as LPILE. A previous study showed that the calculated results using the GEP approach for piles agreed well with field test data. To evaluate the accuracy of the GEP method for analyzing laterally loaded shafts, two case studies with different shaft diameters were performed in this study. The comparisons showed that the calculated results using the GEP method and considering the contribution of the shaft cap if embedded generally agreed with the measured from the full-scale tests.

The copper and nickel smelting industries are important contributors to the technical and economic well-being of Canada while some of the smelters are among the largest sources of sulphur dioxide emissions in Canada. A review of the operations in six smelters - Falconbridge Limited, Falconbridge, Ontario; Hudson Bay Mining and Smelting Co. Limited, Flin Flon, Manitoba; Inco Limited, Copper Cliff, Ontario and Thompson, Manitoba; Noranda Mines Limited, Horne Division, Noranda, Quebec and Gaspe Mines Division, Murdochville, Quebec - have shown that about 80% of the total sulphur input to these smelters was emitted to the atmosphere in 1980. A simultaneous review of the existing and emerging technologies which can directly or indirectly reduce the sulphur dioxide emissions indicated that it is possible to reduce the emissions to below 20% of the sulphur input to these smelters. This can be achieved by varying degrees of modifications to the smelting operations and installing sulphur fixation facilities at significant costs which may increase the metal production costs. This would consequently make the competitiveness of the Canadian copper and nickel producers more difficult in the already tough world metals market.

The leaching kinetics of cerium (Ce) and yttrium (Y) in sodium-hydroxide-digested non-magnetic coal fly ash using acetic acid were investigated. The variables analysed were pH, solid-to-liquid ratio (S/L), and temperature. The results show that cerium and yttrium's maximum recovery was 57.33% and 58.36%, respectively, under leaching temperature of 90°C for Ce and 60°C for Y at pH of 1,74 and 10 g/mL solid-liquid ratio in 240 minutes. Increasing the leaching time to more than 120 minutes did not significantly improve the results. After the magnetic separation process, the ICP-OES analysis shows a slight increase in the concentration of cerium and yttrium on nonmagnetic components. The XRD and ICP-OES analysis for the sample before and after silicate digestion shows that 40% silicate was dissolved. The calculation of apparent activation energies of leaching using the Arrhenius law for the leaching of cerium and yttrium gives 22.72 kJ/mol and 35.84 kJ/mol, respectively. The kinetic leaching model of cerium and yttrium all fit Dickinson's new shrinking core model. The calculation results show that the leaching reaction is controlled by combining interface transfer and diffusion across the product layer.

This U.S. Bureau of Mines report summarizes common obstacles found when attempting to implement health and safety strategies in small mines and small businesses in general industry. Recently, the U.S. Mine Safety and Health Administration focused much of its attention on addressing health and safety issues at small mines. Some of the more innovative interventions practiced by small businesses in general industry are discussed for consideration of their applicability to the mining industry. The most effective intervention strategy that was developed for small businesses is the Occupational Safety and Health Administration Consultative Program. The details of this program and other intervention strategies used by small mines and small businesses are presented.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. Coal properties that are associated with wear and damage of grinding equipment during pulverization prior to combustion were investigated. A South African Highveld feed coal and its beneficiated fractions were crushed to <1 >0.25 mm particles for the grindability tests. These particles were milled and screened into <75 μm and >75 μm fractions, which were analysed by different techniques to establish a correlation with the conventional Hardgrove Grindability Index (HGI). The <1.5 g.cm-3 float fraction, which contained 93 vol.% (mineral matter free) total -macerals,9% kaolinite, and had the lowest HGI (57) (hardest to grind) was pulverized for 15, 30, 60, and 120 minutes for particle size distribution analysis. This analysis indicated that the content of <75 μm particles increases with increased grinding time. The >1.9 g.cm-3 sink fraction, with the highest HGI (76), 44% kaolinite, and 20 vol.% total macerals, was ground easily to generate the highest proportion of <75 μm particles. Based on higher correlation coefficients (R2 = 0.77–0.91), the ash yield, mineral matter, petrographic composition, and fixed-carbon have significant effects on the HGI. Conversely, the inherent moisture and total sulphur (R2 = 0.48–0.62) have only minor effects on the HGI. Results from this investigation could be implemented in the preparation of a suitable pulverized fuel with little equipment wear, as well as utilizing mineralogical and petrographic compositions. Finally, the effect of microlithotypes and maceral types in South African feed coals on the HGI should be investigated in further pulverization and grindability studies.

Classification of rock and coal is one preliminary problem for fully automated or intelligent mining. It assists in automated rib stability analysis and enables the shearer to adjust the drums without human intervention. This paper studies the classification of rock from coal on rib images using machine learning techniques. A database of rock and coal images was created by filtering photographs taken by NIOSH researchers during site visits. Machine learning was conducted on patches, smaller images randomly extracted from each rock or coal image. After training, the classifier was validated with the testing dataset and achieved an accuracy score of 0.9.

Solvent Extraction (SX) technology has undergone significant refinements including outright process changes to achieve greater copper production rates with lower organic entrainment levels. LIGHTNIN has completed a detailed study aimed at improving on the conventional Holmes & Narver and Davy Power Gas type impeller designs1 by optimizing the mixing through the use of high efficiency pumper turbines instead of making system changes as others are doing. Since each individual installation requires a different design head and flow, LIGHTNIN has developed the R320 "family" of high efficiency, curved blade pumper turbines. These impellers are designed to maximize head and flow while reducing entrainment through lower power consumption, less shear generation and turbulence, elimination of air incorporation, production of the optimum droplet distribution, and lower tip speeds. These improvements also maintain the required mass transfer and copper recovery of the traditional impeller designs. The R320 impeller benefits have been quantified using Laser Doppler Velocimetry (LDV) and proven in multiple domestic and foreign installations at flow rates exceeding 15,000 GPM. Design comparisons of this improved impeller type versus traditional technology impellers in head, flow, power and entrainment are presented for review. In addition, the inherent benefits of axial flow, high efficiency impellers like the A3 1 0 and A6000 in auxiliary mix chambers will be discussed. The high flow, low shear characteristics of these patented impellers provide the necessary dispersion stability for mass transfer while speeding phase disengagement in the settlers due to low power and low shear input.

Harmonic energetic delamination of T2 building is being considered for demolition at a formerly known atomic lab. The T2 building is within a containment structure that is under a negative pressure of -49 Pa (-0.2 inches of WC) so that no remaining radioactive material is leaked out. The T2 containment enclosure is a portal frame-type system that spans east/west over 35.05 m (114’-11 7/8”) and spaced 2.9 m (9’-6”) apart. The west side of the portal frames is supported by a 64 cm (2’-1”)thick concrete wall which is backfilled to the west and open to the T2 basement to the east. The east side of the portal frames is supported by a 61 cm (2’-0”) thick concrete wall that is backfilled to the east and open to the tank farm vaults to the west. A concrete slab-type footing supports both the east and west walls. Transverse walls provide lateral support for the walls as part of the original design. The west wall has an elevated slab that provides further stiffening of the concrete wall between the transverse walls.

No experimental heat-of-formation value has been reported in the literature for cerium sesquioxide. The heat of formation of bismuth sesquioxide has not been determined in recent years, and the older value was subject to large uncertainty. Accordingly, the heats of combustion of cerium sesquioxide and bismuth metal were measured by the Federal Bureau of Mines. The heats of formation were: ?H°298.15 = -427.01 ± 0.70 kcal. /mole for cerium sesquioxide and ?H°298.15 = -137.16 ± 0.30 kcal./mole for bismuth sesquioxide. The free energy of formation was estimated for cerium sesquioxide and accurately calculated for bismuth sesquioxide. The data were compared with values in the literature.

"INTRODUCTION The vision for a “Mine Escape Vehicle” (MEV) is to provide capabilities to better enable underground travel to allow miners to escape to safety in the event of a major mine emergency such as a fire or explosion. Enhanced transportation and survival capability such as a MEV may have minimized or eliminated the loss of life associated with several of the mine disasters that occurred in 2006, which together resulted in the deaths of 19 miners. Although the most desirable response in an emergency is for the miners exit the mine, if escape proved to be impossible, the miners could use the vehicle to proceed to an underground point of refuge to await rescue. Under a NIOSH contract issued in April 2008, Raytheon developed a conceptual vehicle design including (1) the capacity to provide life support functions for a number of miners, (2) operate in a reduced oxygen atmosphere with little or no visibility, and (3) travel at speeds faster than miners could walk out of the mine. The proposed MEV concept envisioned modification of a personnel carrier (a.k.a. a “mantrip”) that would be used every day during normal mine operations, not a specialized vehicle reserved only for or dedicated solely to escape. The MEV concept also included escape aids that are detachable from the vehicle in the event that the vehicle must be abandoned on the way out of the mine and the dismounted miners had to proceed on foot. To advance MEV development, NIOSH awarded a second contract in 2010 to Raytheon to build, test, and evaluate the performance of a proof-of-concept MEV that culminated in a 7-month performance evaluation of vehicle in an Eastern Kentucky coal mine (Figure 1). User feedback and lessons learned from the proof-of-concept vehicle evaluation provided support for the general MEV approach, guidance related to the practicality of MEV capabilities, and indication of specific technology shortcomings for this application."

As part of a comprehensive project to develop a remote sensing tool for evaluating the mechanical properties of rocks, one must obtain a rapid indication of these properties using conventional field methods. A common method for evaluating the mechanical properties of rocks in the field is to use a Schmidt hammer, a portable device that measures the rebound (R) of a spring-loaded mass impacting against the rock surface. Since the 1960s many studies have been made to find empirical correlations between the R value measured by the Schmidt hammer and mechanical and physical properties such as uniaxial compressive strength (UCS), elastic modulus, density, and porosity. Despite the existing correlations in the literature, this work is required to establish detailed empirical relationships for the carbonate rock units in Israel. To do so, 150 rock samples were collected from 38 different outcrops of carbonate rock units. In each outcrop, 20 impacts were made using a Schmidt hammer at different but adjacent points. The impacts were done horizontally perpendicular to the vertical rock walls. In the laboratory, we measured the density, effective porosity, water absorption, UCS, and elastic modulus. The rock samples we selected contained a wide range of UCS: from 7 to 270 MPa. Our empirical correlations indicate an exponential relationship between R and UCS and the elastic modulus, and linear relationships between R and density, porosity, and water absorbance. The most reliable index is the average of the five maximum impacts out of the 20 made in each rock outcrop. The correlation equations obtained from this work will make it possible to effectively evaluate the mechanical properties of the intact rock in the field, thereby aiding development of advanced tools for rock mass characterisation by means of remote sensing.
