New permit discharge standards instituted at Hecla Limited?s Lucky Friday Mine required installation of water treatment plants to manage water quality at two outfalls to the South Fork of the Coeur d?Alene River. The 002 Outfall Water Treatment Plant (WTP) is a clarification-filtration plant for treating the combined mill and underground discharge water flows. Process optimization efforts were a significant challenge until the negative impact the exploration diamond drilling products had on the clarification process was identified and resolved. The products were being wasted directly to the mine water discharge system which was pumped to the surface WTP. Anionic soluble oil and polyacrylamide based products were causing TSS particle hydrophobicity and dispersion that greatly affected coagulation and flocculation response, resulting in excessive chemical usage and treatment control issues. This paper details how problems associated with the drill products negatively impacted the 002 WTP and how system changes, alternative product usage and treatment at the source resulted in more consistent plant performance.

The processes involved in turning a set of seismograph records into a geological structure map may be divided into three classes; (1) picking reflections on the records, to be used for the computations; (2) determining the basis on which the computations should be made in order to arrive at correct results; (3) making the necessary computations and plotting sections and maps. The first is usually done by the crew chief, or at least checked by him. The computing system usually originates in the head office, occasional consultations with the party chief providing modifications as necessary to meet special conditions. The computations and plotting are done by the party computer, with possibly one or two assistants if the calculations require much time. Picking the Rejleclions Marking of the reflections on the records is perhaps the most important step and the one most likely to determine the reliability of the final results. Making the "picks" is important because most of the problems that come up in practical work are connected with the problem of what can be done with poor records. The lack of any definite criteria by which to judge what are good and usable reflections is at the bottom of the difficulty. Give the same set of records to several people to mark and they will probably come out with a variation in the number of reflections per record that are deemed usable. With good records the correct picks are obvious to all, but with poor records experience seems to be the only reliable guide as to what picks are reliable and what are merely born of imagination and desperation. Experience in marking records and seeing how the structures eventually check out is more important than training in physics or geology. Different types of equipment and shooting methods may produce records quite different in appearance, from the same territory, and the computer can do his best work with records of a type on which he has had considerable experience, and has learned the limitations and shortcomings as well as the virtues of the data with which he is working. Reflections may be picked for dips only, in which case the particular reflection picked is not recognizable with certainty on records from any other spread. Bi-directional load testing of drilled shafts has been widely adopted as a means to evaluate their load carrying capacity. However, in order to reach failure, most of these tests are carried out on sacrificial shafts using expensive sacrificial elements such as hydraulic jacks. A proposed low-cost bi-directional testing technique is discussed. It mechanically loads the end bearing soil below a drilled shaft, against its side shear resistance. The technique was originally established as an alternative to post-grouting to reliably account for the forfeited end bearing resistance. However, since it loads the shaft in a manner similar to conventional bi-directional tests, it can be used to not only load test sacrificial shafts, but production shafts as well. Furthermore, unlike conventional bi-directional load tests, the load is applied through surface jacks. These jacks, along with other load test components, are movable and can be reused to load test all the shafts of the project thus presenting an economic benefit. The concept of this technique has received favorable feedback from a few consulted departments of transportation, and while promising, has not been field tested to date. A U.S. patent was issued for the tip loading module and the loading technique described.

Nevada is primarily known today for its nation-leading production of gold and silver. However, industrial mineral production continues to play an important role in providing construction materials to help make the state the fastest growing in the United States. Aggregate production in Nevada was about 20 million tons in 1991. Most of that was used in construction in the fast-growing Las Vegas area. The state leads the nation in the production of barite and mined magnesite and has significant production of lithium carbonate, diatomite and gypsum. Other industrial minerals produced in the state include specialty clays, silica, lime and dolomite and relatively small production in salt, perlite and dimension stone. Industrial minerals operations are subject to state and federal permitting requirements, especially in the areas of air and water quality and mined land reclamation. As in all segments of the mineral producing industries throughout the nation, the amount and complexity of regulations affecting industrial minerals has increased significantly in recent years. Nevada is no exception.

ACCIDENT prevention as we know and understand it today is of comparatively recent origin. As a matter of fact, the Industrial Accident Prevention Association of Ontario, which is the oldest organization of its kind in the Dominion, celebrated its thirtieth anniversary only this year. On the other hand, one could say that the history of accident prevention is almost the history of mankind itself. In a general sense, every forward step that man has made throughout the centuries has been largely due to two things: (1) a desire for increased comfort, and (2) the need for safety; and, always, the need for safety has taken precedence over the desire for comfort. While it is true that hundreds of volumes have been published, dealing with the many aspects of accident prevention work, you cannot go to a library and pick out a book that has all the answers in it. Such a book has never been published-we are still looking for some of the answers. However, a good deal of real progress has been made.

"In 2017, Nutrien Allan Potash remediated a portion of the concrete liner in the production shaft. A set of underslung work platforms and collection boxes were used in conjunction with hydraulic splitters, jackleg drills and hand chippers to excavate and remove the broken concrete. New concrete was placed with the original pressure relief design, using a shaft slip form. Shortly after excavating, it was found that the estimated breaking rate and amount of original concrete in-situ was under estimated. Fifteen feet of excavated concrete (2719cu.ft) and ten feet (of replaced concrete was completed on April 28, 2017, and operation of the production shaft was returned to mine operations. During February 2019, Nutrien Allan Potash began remediation of a portion of the concrete liner in the service shaft. The project is different than the 2017 project, as the remediation has occurred during normal running operations and occurred only on night shift. Rather than hydraulic splitters and hand chippers, the new method includes a concrete saw and mechanical excavator from a working platform. The selected method is based on the lessons learned from the 2017 project in the production shaft. The service shaft project was scheduled to be completed in July, 2019. INTRODUCTION Nutrien Allan Potash is located approximated 75 km east of the city of Saskatoon, Saskatchewan, Canada. There are currently two shafts at Nutrien Allan Potash: the Production Shaft and the Service Shaft, transporting people and material from surface to a depth of 3,335 ft. The Production Shaft was completed in 1967, with one section of grey cast iron tubbing installed in the Blairmore formation between the 1605 and 2037 ft Levels. A second set of cast iron tubbing was installed in the Duperow formation between 2203 and 2463 ft Levels in 1999. The remainder of the concrete as of todays standards is designed as a pressure relief liner. The Service Shaft was completed in 1968, with one section of grey cast iron tubbing installed in the Blairmore formation between the 1600 and 2048 ft Levels. A second set of cast iron tubbing was installed in 1981, with 169 ft installed through the Duperow formation. The remainder of the concrete as of todays standards is designed as a pressure relief liner. PRODUCTION SHAFT REMEDIATION During the second quarter of 2015, the Mine Engineering team were notified of an area of concern in the production shaft. The shaft specialists of Golder Associates Ltd (Golder, formerly Alan Auld Canada) were contacted to complete an inspection of the production shaft liner with emphasis on the area of concern. Based on the inspection and documentation review, it was determined that the concrete at the 2804 foot elevation had been broken out for some time and was retained with #8 rebar bolts with resin encapsulation. The broken concrete was encroaching on the clearance to the conveyance."

This paper deals with the exploration, development and current operations of the salt mine at Goderich, Ontario operated by the Sifto Salt Division of Domtar Chemical Limited. The rock salt is obtained from a bed 1,760 feet below the surface, 75 feet thick, extending under Lake Huron. Annual production is in excess of one million tons. Large mobile equipment is used. Details of this equipment, as well as the shaft layout, which permits the equipment to be lowered underground with a minimum of trouble are outlined. Mining, crushing and screening procedures' are rev1ewed. Reference is also made to productivity salt distribution and uses.

"A survey of 281 mineral exploration agreements examines the ratios among three ways that may be used to purchase an interest in a mineral property, viz: pay cash, pay shares and make future expenditures on the property.The dollar value of the future expenditures exceeds that of cash or shares by about nine times in most of the 110 agreements that contain cash-expenditure or share-expenditure components. Results suggest that cash and shares are treated about the same in terms of value.Buyers and sellers have opposing priorities for the way that they prefer to purchase a mineral property. These opposing priorities should give rise to a perceived 50:50 balance between cash/share payment and future expenditures to satisfy the idealized situation described by most definitions of fair market value (FMV). This balance between cash/share payments and future expenditures appears to be rationalized in negotiations to a FMV when expenditures are nine times greater than cash and/or payments.On this basis, it is proposed that the FMV of a property may be determined by aggregating the dollar amount of the cash/share payments plus one-ninth the dollar value of future expenditures, as set forth in the respective purchase agreement, and proportionately applying such aggregate to full property value."

The New Mexico Department of Transportation (NMDOT) and the Federal Highway Administration (FHWA) have let a contract to Sierra Blanca Constructors for a design / build contract along 38 miles US 70 in Lincoln County, New Mexico. The project will improve safety of travel along the corridor and facilitate the adopted economic development goals of the state. Proposed improvements include widening the existing highway from two lanes to four lanes, providing left turn lane options at selected locations, improving access for businesses and residences, aesthetically enhancing retaining walls, improving storm drainage and replacing the existing pavement with a 30 year mechanistic imperialistic perpetual pavement design. The US 70 Hondo Valley highway project is situated in a narrow valley with steep limestone walls, passes along a Scenic Byway and numerous historic ranching communities with structures that date back three centuries. The scope of work included requirements to monitor and mitigate blasting, noise, and vibrations. The contract was very presumptive with regard to blasting design and procedures. These included visual impact mitigation to treat and stabilize slope cuts, the Migratory Bird Treaty Act protecting roosting and nesting birds from airblast, and the protection of historic and cultural features such as acequias, wells, and structures. Public involvement affecting the rock blasting design has come from citizen task forces and committees concerned with highwall aesthetics and preserving the scenic byway and cultural resources. Constraints placed on the blasting program from agencies and the communities are often at odds. For instance, blasting must produce stable yet natural-looking walls to preserve aesthetics. Restrictions have been placed on pre-splitting and smooth-wall blasting yet safe slope are of the highest priority. This paper presents details of the design/build process undertaken by the contractors to conduct blast rock in an environmentally sensitive region. Blast designs consistent with good construction practices and used to comply with the many federal and state highway stipulations are described.

As time is costly, engineering companies have developed methods, procedures and mechanical equipment to tunnel faster. But the best excavation method will not be able to cope with the time pressure if there is not a reliable backup system. Therefore, the application of belt conveyors for tunnel boring machine (TBM) drives as well as for drill-and-blast driven tunnels assure a quick and smooth removal of excavated soil in order to enhance the efficiency of the tunneling equipment. During the last 10 years, belt conveyor systems have achieved ?state-of-the-art? levels and have become the first choice for muck removal systems in both TBM and drill-and-blast driven tunnels. Because time has become such a key criterion in tunneling projects, it is essential that all equipment is operated so as to derive optimum efficiency and minimize costs. Efficiency also means to think about new tasks for existing technologies.

"Co-Directors, Generic Mineral Technology Center for Respirable DustEarly in the 1980s, the U.S. Bureau of Mines initiated the concept of the Generic Center, incorporating it into its mining research program, and in 1983, the Generic Mineral Technology Center for Respirable Dust was established. The Generic Center concept was first envisioned by the U.S. Bureau of Mines as a way to bring together the various different scientific, engineering and medical research interests in the respirable dust area to effect a coordinated and efficient organization for advancing knowledge in that field. The result was a combination of the collective talents and skills of more than 100 scientists, engineers, medical personnel and graduate students, through the formation of a consortium of five major research universities, including medical facilities, to perform respirable dust research. The Generic Mineral Technology Center for Respirable Dust consortium comprises The Pennsylvania State University (with its Hershey Medical Center) and West Virginia University (with its Medical Center) as the lead universities and the University of Minnesota, Massachusetts Institute of Technology and Michigan Technological University as affiliates.Although respirable dust-related disease remains the nation's worst industrial hazard, the fundamental understanding of all aspects of respirable dust associated with the mining and milling industries, including the interaction of dust and lungs, has grown significantly over the past near-decade toward the larger effort to reduce the incidence and severity of disease caused by respirable dust. Continued progress toward making the mine work environment cleaner and healthier remains the immediate objective of the Respirable Dust Center.The Respirable Dust Center's research program and technology transfer activities, described in this paper, exemplify the Generic Center concept first envisioned by the U.S. Bureau of Mines. Interdisciplinary and interactive studies continue to result in significant progress toward making mine atmospheres cleaner and healthier."

Electrochemical measurements associated with the electrowinning of lead metal from concentrated brine (NaCI) - lead chloride (PbCI,) electrolytes at temperatures in the range 328 to 353°K (55 - 80°C) were conducted. The electrodeposition of lead metal onto a lead rotating-disk electrode may be described by the electrodic reaction: {PbCl 4 2 + 2e- = Pb° + 4Cl-} The deposition-overpotential requirements are low (approximately 41mV per decade of current density - Am+), with a corresponding high exchange current (approximately 0.018 A.cm2). The diffusion coefficient of the electroactive PbC142- species in a 3.5 NaCl electrolyte at 353°K was insensitive to the total PbCI, concentration (0.01 to 0.1M), and its value was found to be (1.21*0.1)~10-5 cm2Is with a temperature-sensitivity coefficient (E,/R) of approximately 1.98x103K-1 (328OK(T<353OK).

FRIEND recently remarked that the career of Scott Turner is characterized by Work and Wild -A Ducks. To these might be added Accomplishment and Persistent Fishing. All of these elements are manifestations of his character. The diversions-hunting and fishing-are in the nature of the proverbial trolley conductor&apos;s holiday, for many of Turner&apos;s years have been spent in the outdoors, often in distant lands, as in Spitzbergen, where the ducks pictured below were bagged. The election of Scott Turner to the presidency of the Institute marks the culmination of a quarter century of membership, during the last two years of which he has been vice-president. He was born at Lansing, Mich., on July 31, 1880, and received his A.B. at the University of Michigan in 1902, with a B.S. and E.M. at the Michigan College of Mines in 1904. Since then he has been granted two honorary degrees, D.Sc. from the Colorado School of Mines, and D.Eng. from the University of Michigan, but he still prefers to be called "Scott" rather than "Doctor." Government service was not a new experience for Turner when he was appointed Director of the U. S. Bureau of Mines by Secretary Hoover in 1925, for his first employment after graduation was as Field Assistant in the U. S. Geological Survey in Oregon and Idaho. This was followed by work in Tombstone, Ariz.; then his first foreign engagement in 1905-6 as superintendent of the San Pablo Gold Mining Co. in Panama. Christmas morning 2020, an IED in an RV was detonated along an evacuated section of downtown Nashville, Tennessee. The blast damaged over 40 buildings, including AT&T’s Main Central Office and caused internet and cell outages across 1,200 zip codes for three days including the airport and EMS services. Published investigations by the ATF and FBI were inconclusive in determining the explosive composition and size. Video captured a large fireball that may indicate a fuel-air-mixture explosion which would create lower peak pressures than high explosives, but longer pressure duration and significant impulsive loading. Blast pressures were amplified by reflections in the urban environment bordered by the 8-story AT&T building and a row of multi-story historic buildings. Some structures had little damage as they were shielded from the blast pressure by closer buildings, and seemingly far-field structures contained damage from the pressure wave after multiple reflections and propagation through porous parking garages. Damage to the reinforced concrete frame AT&T building included snapped masonry ties, cracking and spall to the closest column, and vertical displacement of the elevator, even with the brakes applied. The historic structures directly across the street from the blast partially collapsed. Initial damage included complete failures of unreinforced masonry façades, broken timber beams, and uplifted roofs. Secondary, progressive collapse took place over months as the brick walls and weakened historic mortar could not resist typical wind and environment loads. One of the close historic structures was renovated in the 1990’s and structural retrofits to comply with building codes were required. The addition of steel columns and façade tie-ins improved survivability and it remained standing with a high percentage of the front brick intact. Generally, the observed blast damage was related to a structural component’s mass and flexibility. Internal timber framing was unscathed, but many steel studs required replacement. Glazing damage was observed several blocks away and many roof membranes were punctured by falling debris. Secondary damage from broken sprinkler lines and loss of environmental control often led to more costly repairs than the initial blast pressure damage. The proliferation of bomb-making knowledge leads to hundreds of bombings each year in the US. Building risk considerations should include explosive threats along with other hazards. ASCE structural standards and design manuals have been published to address these risks and may be useful guides for building construction.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. Altenburg and information obtained by the author during a visit to the plant to observe the initial trial heats with electrolytic manganese in the open-hearth and the electric furnace."

On February 5, 1973, Eastern Associated Coal Corp began shortwall mining in their Federal No. 1 Mine, thus marking the first attempt in the United States at modern shortwall mining, i.e., using a continuous miner to extract coal open-ended from pillars 100 to 200 feet wide, under the protection of a self¬-advancing roof support system (1)1/. Since then, four additional shortwall faces have been operated. While the number of face-years of shortwall experience in the United States is limited, this experience has been anything but uniform. Differences in operator motivation, coalbed parameters, geologic conditions, panel dimensions, and face equipment all have contributed to a wealth of knowledge which can provide guidance for the design of future shortwalls. The purpose of this paper is to review the history of shortwall mining in the United States and to assess its value to the U.S. coal industry in terms of the health and safety of the miner, the percentage of coal recovered, coal production, worker productivity, and relative cost performance.

Three water-spray ventilation systems were tested to determine their effectiveness in diluting methane at a room and pillar coal mine face. These systems were: the shrouded nozzle, the spray fan, and the conventional nozzle system that is normally supplied with continuous miners. The testing was carried out in two stages. The air-moving capacities of the nozzles were first evaluated in a duct. The duct tests showed that: (1) the volume of air moved by the nozzle is controlled by the type of nozzle, the space around it, and its location relative to the duct wall; (2) the spray fan nozzles or the shrouded nozzles are both capable of moving air quantities up to 6400 cfm (3.02 m3/s); and (3) when the shroud was removed from around the shrouded nozzle, its bare nozzle moved between 9 and 65 percent more air. In the second stage of testing, a full-scale evaluation of the three systems was conducted. The three spray systems were mounted on a continuous miner which was positioned in an aboveground simulated mine entry. The simulated face tests gave the following results: (1) the standard nozzle system, which is mounted on the front end of the miner, is inadequate for diluting methane; (2) under the best testing conditions (lowest methane emission rate, highest primary ventilation airflow, and closest brattice set back), the slight improvement given by either the shrouded system or the spray fan is the same; and (3) under the worst testing conditions (highest methane emission rate, least primary ventilation airflow, and farthest brattice set back), the spray fan gave superior performance.

This paper discusses the major portion of the hoist (drag or crowd) system and it shows how static control accomplishes its major aims. In 1959, the first truly static control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the proven rotating amplifier control system has since proven to be much more. When they conceived the original system, the designers had much more in mind than simply replacing the rotating amplifier with one that had no moving parts. The long range plan, which started with the initial system consisting of an SCR (silicon controlled rectifier) preamplifier and magnetic amplifier power amplifier, called for eventually, a control system low in cost and maintenance, relatively simple in design and extremely reliable. The plan also included the elimination of as many of the shortcomings of the rotating system as possible. No small accomplishment, when it is considered that the rotating control system had been, with only minor modifications, the standard of the industry for 20 years. The final step in the original design plan called for the eventual development of an amplifier that could be used as one of the basic building blocks of the future. DEVELOPMENT RESULTS Since the successful unveiling of the first static control system, continuous development has resulted in a slow, but sure progression along the path described by the original plan. The first version of the new control corrected one of the shortcomings of the rotating system by removing the necessity of operator anticipation. This was accomplished by making the system faster in response so that the operator noticed virtually no delay between his movement of the master controller and that of the machine. Thus, after the operator became familiar with the operating characteristics of the machine, he was able to become more relaxed while digging. The natural result of this accomplishment was higher production. All of the subsequent versions of this new control were even faster than the initial design. Although it was not distinguishable by the operator, the further increase in response resulted in large gains in the limiting of transient torque peaks applied to the machine while digging. Also, a more effective control of the torque and power peaks was obtained when plugging the motion being controlled to a stop.
