Chittenden, Dean of the Sheffield Scientific School of Yale University. Professor Chittenden, in behalf of the Governing Board, felicitated the Institute on its visit to New Haven, and cordially welcomed the members and guests to the University and the city. Dr. James Douglas, who presided at the meeting, responded in behalf of the Institute. In the USA, risk-based decision making has not been a common approach to tunnel safety in the past, but this is changing, as concepts such as “equivalency” in the NFPA 502 framework gain acceptance in the USA and elsewhere. In other regions, in particular in Europe, risk assessment techniques have been used for nearly two decades in many jurisdictions as an additional tool to complement the application of prescriptive guidelines and support decisions related to tunnel safety. After some initial difculties these methods are meanwhile a well-established element of tunnel safety management. There are several tools available which have been practically applied and further developed over years, such as the Austrian tunnel risk model TuRisMo, or the PIARC owned DG-QRAM model. Whereas TuRisMo is a holistic, system-based model, which is best suited to quantify and assess re risk and associated mitigation measures, DG-QRAM focusses on the risks related to the transport of hazardous materials. Depending on the objectives and the scope of the investigation and the regulatory environment tunnel risk assessment tools are in use for different purposes, mainly to demonstrate a sufcient level of safety and to decide on and select additional risk mitigation measures. The international eperience substantiates that the general approach is eible and that the methods and tools are mature and can be applied for different problems in different environments. First case studies like the risk study on conditions and permissibility of the transport of hazardous materials through the Eisenhower-Johnson-Memorial Tunnel in Colorado demonstrate the applicability of a risk-based concept for decision making in the US-American environment.

The Bureau of Mines has written a computer program for the design and cost of a shell and tube type heat exchanger, in which a change in phase occurs on the shell side. The total cost, which was minimized, includes the annual fixed charges and annual operating costs. The program was written to meet the following requirements: (1) Triangular pitch, (2) single or multiple pass, and (3) heating or cooling. Price optimum design was obtained for four standard tube diameters and pitch. Standard heat exchangers whose area equaled or exceeded the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

Broad band mine communication today is characterized mainly by individual solutions, which have in common their long development phases and their high cost for development, operation and service. The use of Ethernet and TCP/IP on the other side provides an uniquely price efficient combination of high bandwidth open networking, universal use and accessibility of cheap development tools, especially because it forms the technical infrastructure for the worldwide Internet. TCP/IP and Ethernet assures reliable networking however it is not able to guarantee the latency timing of forwarding network information. Therefor, the network design requires strict load limitation and application level traffic control especially if moving equipment has to be manually remotely controlled via the network. To optimize the use of bandwidth on mining networks using load limited, ?bandwidth wasting? local Ethernet segments, long distance broadband traffic should be carried out using more efficient, deterministic communication backbones providing a guaranteed quality of service for each of the physically separated networks. Open networking and broadband systems however may lead to the anticipation that any demands on bulk data or multimedia traffic can be fulfilled in the future. This definitely will not be the case as the bandwidth demands of applications will be growing as least as fast as the bandwidth provided by communication systems. Looking on those problems from an overall system integration perspective, machines and equipment in the future have to be equipped with intelligent computing devices capable of an intelligent local data preprocessing. Such ?Embedded Machine Information Servers? running commercial computing power in the future will be the intelligent bridge between open networking and a secured, high safety local automation system. These ?Embedded Machine Information Servers? then also can make advantage of intelligent video and audio data preprocessing to store and transmit multimedia information ?on demand? or when the application requires it. Summarizing the potential for the future Ethernet based networking together with powerful communication backbones and intelligent local data preprocessing on the machines in the future will lead the way to integrative, reliable and cost efficient mine automation solutions.

In most underground mines, the ventilation system is a significant portion of the total mine capital and operating cost and the largest consumer of underground electrical power. The effectiveness of the ventilation system has a major bearing on the safety, health, comfort and morale of underground personnel, and has a critical role in meeting production targets and therefore business revenue. Perhaps the most important component of the primary ventilation system is the primary fan. Correct performance testing of the primary fan during the warranty period is important not only to ensure the mine has obtained the asset that it paid for and can therefore deliver on the fanÆs crucial safety and economic role in the future of the mine, and to provide a justification for releasing final performance warranty payments to the supplier, but also to provide a benchmark or baseline against which to assess future performance issues. As there are at least three potential international standards available to measure fan performance, there has been considerable confusion regarding which of these to use for testing primary mine fans, and also the correct allowances and tolerances to use. This paper provides guidance on which standards to use for different applications, how the standards should be interpreted, what allowances and tolerances are reasonable, and other important issues to be resolved with the fan supplier prior to making a contract award. The paper also discusses practical issues and methodology for in situ primary fan performance testing.CITATION:Brake, D J, 2013. Many cases of derailments, train accidents and traffic interruptions due to the slope failure and rockfall have been reported in the past on Konkan Railway trackline because of unstable rock slopes. The authorities installed stability enhancement measures such as wire netting, rock bolting and shotcreting which were found insufficient. The failed geotechnical measures prompted authorities to excavate the unstable slopes. Rock blasting is generally not preferred for the excavation of slopes along the transportation route. Stabilisation and widening of slopes by blasting need closure of the route for a considerable time. Discontinuing traffic on Konkan Railway route was undesirable as it connects two important port cities Mumbai and Mangalore. The paper presents an innovative directional controlled blasting (DCB) technique for excavating three unstable slopes (i.e. cuttings) in hilly terrain without disturbing the traffic. New empirical formulae for small geometry blasting to estimate burden and throw have been developed. A unique sequence of firing and excavation with powder factor varying between 0.04 and 0.39 kg/m3 irrespective of the actual free face was used for rock blasting. The process controlled the throw of blasted material over the track and resulted in a smooth and stable wall. The slope angle has been changed from 80 to 82° to 45–47° and probability of wedge, planar and toppling failures was eliminated. About 100 such accident-prone slopes (52 km cumulative length, 7% of total route) situated at discrete locations along Konkan Railway route were stabilised using the technique. No incident of rockfall and slope failures along these slopes has been observed after the stabilisation.

In the pursuit of comfort and safety, the wonders of science have given us controlled heating and cooling, thus enabling us to enjoy all the aspects of present-day living to an extreme never previously •envisaged. Man's attempt to conquer the elements largely involves con-trolling the temperature around him. Without having conquered this aspect, his body energy would be consumed in trying to maintain physical comfort, rather than being invested in the explorations which have resulted in man's control over the forces of nature. The indirect methods used to obtain the most agreeable temperature environment were developed because of the natural tendency to strive for increased safety, convenience and comfort. Until the twentieth century, when heat generated by atomic fission became a reality, man's only source of heat, except for that of the sun, came from his discovery of fire.

In support of its objective to conserve mineral resources by minimizing premature failure of materials, the Bureau of Mines conducted a cooperative study with the U.S. Department of Energy on the erosion and abrasion resistance of hard materials for valves in coal conversion systems. This report describes a newly developed erosion-testing apparatus and presents data on the erosion resistance of over 200 materials. Erosion resistance of most metals was comparatively low. In contrast, ceramics and cermets such as B4C, WC, SiC, Si3N4, and TiB2, when fabricated to minimize porosity, displayed greater than five times the erosion resistance of metals. Coatings such as boron diffused into Mo and WC, chemical-vapor-deposited TiCN, and electrodeposited TiB2 were highly erosion resistant if applied in thicknesses ranging from 60 to 75 µm. Erosion resistance of cemented carbides was inversely related to metal binder content.

For mining companies facing strong international competition and unfavorable commodities? prices, automation of underground operations has got a potential to increase productivity and help cut cost. However, despite considerable technological progress in this field, there still remain some problems to overcome. Furthermore, a success implementation of automation depends also on numerous operational, organizational and even human factors. In this context, this paper reviews briefly a technological progress with regard to different underground operations. Following that, several issues related to implementation of automated equipment and systems are presented and discussed. Particular emphasis is put on the factors whose importance is sometimes underestimated. Some recommendations in this respect are also given. It is stated that a success of an automation project is a function of many ?winning conditions?, which may be created through a very thorough planning and preparation. It is also underlined that despite achievements made, a vision of a man-less underground mine is not yet a question of near future as it may seem.

A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

Many contributors have added to the fund of knowledge in the basic sciences related to mineral dressing during the past year. During 1964, the French edition of the Proceedings of the VIth International Mineral Processing Congress together with discussions was printed. Also, complete Preprints of papers delivered at the VIIth IMPC were published in September1. Over a third of the papers presented at VIIth IMPC dealt with fundamentals. COMMINUTION It has been postulated by Ponceleta that flaws need not exist before a stress is applied but rather the flaws are created at the tip of a propagating crack at a stress well below the theoretical breaking stress.

The Duluth Gabbro Complex in Northeastern Minnesota possibly contains a significant domestic copper resource and the nation's largest nickel resource. Exploration has discovered large low-grade copper-nickel (Cu-Ni) deposits between Hoyt Lakes and the Boundary Waters Canoe Area (BWCA). The mining and processing of Cu-Ni will have environmental, economic, and social impacts. The purpose of this study is to relate major environmental, economic, and social considerations to various aspects of Cu-Ni extraction. An open pit and two underground (block caving and open stoping with backfilling) models were developed to generate information on the impact of Cu-Ni extraction. Important considerations having environmental, economic, and social impacts (luring various aspects of Cu-Ni extraction are identified and defined. These aspects are exploration, development, mining, beneficiating, smelting, transportation, and termination of operations. Considerations are grouped into the general categories of site, industrial, energy, climatic, resource, water, air emission, waste disposal, employee, tax and royalty, transportation, and community considerations. Cu-Ni extraction in Northeastern Minnesota presents major environmental, economic, and social risks. Decisions are required on trade-offs between adverse and beneficial impacts. The approach used in this study assists in assessing environmental, economic, and social impacts. It will aid in the examination of potential and projected short-term and long-term advantages and disadvantages and will aid in the development of Minnesota's Cu-Ni resource for the maximum benefit to society.

It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best ægrade descriptorÆ is discussed.

Blasting operations are arguably one of the most contentious areas of surface mining.Many operators carry out outine monitoring as required by Mineral Planning Authorities. However in so doing they only concentrate on the observed Maximum Peak Particle Velocity (PPV) being below the statutory limit and pay little or no attention to the measurable parameters that determine this value (e.g. scaled distance, burden, detonator type, blast type or rock type). Such practice is “monitoring to comply”. What is needed is for the operators to adopt a methodology that clearly demonstrates to the appropriate regulators that the operator is “planning to comply”. The aim of the exercise being to deliver a process that is seen to be transparent, accountable, and quantifiable, which seeks to minimise environmental impact whilst not compromising the efficiency of the blasting operations mine.

"The common-held view of the future of copper mining is one of declining quality of mineral resources and increasingly limited long-term development options. This decline, in turn, is viewed as inevitably leading to increasing economic, socio-political and environmental costs. As a result, new technologies and innovations will be required to mitigate cost escalation. The future is therefore typically summarised as a battle of a ‘below-ground’ declining quality asset base pushing costs upward versus ‘above-ground’ technology and innovation driving costs downward. The role that high quality new mineral discoveries could play in mitigating industry cost pressures is typically understated, if considered at all. New high quality discoveries can be mined at lower cost than existing assets and potentially if discovered in the right locations within a more amenable contemporary environmental and socio-political setting. Such deposits, once discovered, would improve the overall quality of the industry asset base, as well as benefitting their owners substantially through higher margins. However, to target new high quality deposits explorers need some understanding of the nature of high quality copper mines in the long-term future. Conventional scientific and economic techniques for analysing the future of copper supply, generally by studying the project pipeline, ignore as yet undiscovered resources and also struggle to fully incorporate the multiple internal and external factors that could impact upon copper mining practices in the future.Scenario analysis is specifically designed to consider multiple factors interacting in the future, and is thus more creative than simply looking at the visible project pipeline. The use of scenarios is therefore potentially capable of providing insight into aspects of the future of copper mining about which little is currently known or that remains considerably uncertain. In this study, the Oxford University Scenarios methodology was employed to analyse different plausible futures for copper mining and the consequent implications for exploration targeting strategies. The scenario analysis highlights two key dimensions or axes that serve to map out potential industry futures: firstly the technical and economic optimisation of the existing industry; and secondly the generation of new prospects or ‘search space’ for the copper industry. These two axes in turn frame four different scenarios for the future of the copper mining industry. These copper mining scenarios are then compared to the 20 largest existing copper mines and projects, and their owners, to determine if any represent an appropriately robust exploration targeting proxy: none do. The paper therefore concludes that efforts by industry are required to generate mine concepts that would be viable across all scenarios, and thus act also as exploration targeting proxies. In the interim, companies will have to seek to build portfolios that create an overall robust asset base, out of individually less robust assets. Failure to do this implies that consequential, irreversible strategic decisions lie ahead for the copper mining industry, which may be a threat to both incumbents and the very industry itself. The subject of surface mine development is large. This section covers the fundamental concepts involved in both the open pit mining of thick or steeply dipping deposits as well as the strip mining of thin, shallow, and relatively flat-lying seams or beds. Design involves the marrying of geometries, ore and waste characteristics, equipment, and economics so that the desired result is achieved. Generally, there are many possible combinations from which to choose. For example, extraction over a short time period requires one strategy while quite another is applied for longer times. Variations in supply and demand require some flexibility of operation. Customer requirements impose certain constraints regarding the set of possible designs. Over recent years, planning and operating considerations for surface mining imposed by environmental requirements have increased markedly. There have, at the same time, been enormous advances made in the design aids available to the mine planner. Computer simulation of the various options, whether it be for mine design or equipment selection, provides detailed information for decision making in real time. A significant challenge to the engineer/planner is how to best use the aids avail-able. Because of the widespread use of commercially available and in-house computer software by industry, this section does not deal with the details of planning (for basic coverage of mine development, see Section 7). Rather, some of the basic concepts are stressed. The principles involved in equipment sizing and selection are discussed. A highly important but sometimes over-looked aspect of planning, haul road design, is also covered. For surface mining operations of the future, in-pit crushing and conveying will become even more important. Some of the considerations for application evaluation are included. The section concludes with some future concepts for surface mining.

This paper will cover a back up roll bearing technological upgrade, being implemented at the TERNIUM SIDERAR Hot Strip Mill (HSM), in San Nicolas, Buenos Aires, Argentina. This change was motivated by increased operating loads, which caused the original bearings to be outside the designed bearing rating. The problems were first identified by bearing seizures in some stands, and later followed by cracks forming in the back up roll neck areas due to fatigue and overload. MORGOIL engineers worked together with TERNIUM SIDERAR engineers in analysing the problem and to upgrade the mill with the newest and most economical technology. The upgrade consisted of changing the bearings to the latest generation MORGOIL bearing: the KLX, which within the same space, increases bearing capacity around 25%. This was accomplished re-utilizing all chocks. The new bearing allowed for a re-design of the geometry of the back up roll neck, making it much stiffer than the original design, and eliminating fatigue failures. In addition, an upgrade to hydraulic mounting and dismounting using the MORGOIL® HB lock was also implemented, as well as changing to the newest MORGOIL® HD seals. With the MORGOIL® KLX® upgrade, TERNIUM SIDERAR HSM increased load capacity, allowing them to roll products that were not even considered decades ago. Both older oil film bearings and roller bearing mills have been successfully upgraded while reusing existing chocks and in many cases rolls. Solutions are customized to the customer’s equipment and goals.
