Arch Coal Inc. has implemented and sustained Best Practices at its four western mines through utilizing foremen in ongoing time studies. A prime benefit is the unique opportunity provided to front line supervisors. To date, 48 supervisors have participated in this program. Each quarter a new team is assembled with members from each operation. During three month blocks the supervisors conduct studies at each mine and identify best practices to implement at their own mine. Ongoing Best Practice and Action Item lists are reviewed each study. Mine management edits, prioritizes and monitors the completion of the proposed action items.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

Abstract- Since the 1957 initiation of deposition of mill tailings at the Heath Steele mine, New Brunswick, periodic detailed studies of the tailings geochemistry and mineralogy have been con­ ducted, thereby providing a unique opportunity to examine the geochernical evolution of a sulfide- rich mine-tailings impoundment. When deposited, the tailings contained about 85 wt% sulfide minerals, 1 wt% to 3 wt% carbonate minerals, and 12 wt% to 14 wt% aluminosilicate minerals. Mineralogical examination of samples of the tailings from deep in the impoundment indicates that little oxidation occurred prior to tailings deposition. The mill process-water deposited with the tailings was neutral to slightly basic and contained low concentrations of Cu, Pb, Zn and As. Sampling of the tailings five years after deposition indicated that sulfide-oxidation reactions, occurring near the tailings surface, had decreased the tailings-water pH and increased the concentrations of Fe, SOi-, Cu, Zn and Pb (up to 10 000 mg/L, 25 000 mg/L, 2.5 mg/L, 200 mg/L, and 4.5 mg/L, respectively) . In 1975, ten years after decommissioning, the tailings could be divided into three zones: an upper oxidation zone in which sulfide oxidation is actively occurring, a hardpan layer, 15 cm to 20 cm thick, composed of tailings cemented by secondary Fe minerals, and an underlying reduction zone in which the tailings are relatively tinoxidized (Boorman and Watson, 1976). Chemical analyses indicated the presence of low-pH waters containing very high concentrations of SO42- , Fe, and other metals (up to 63 600 mg/L SO42-, 28 600 mg/L Fe, 10 mg/L Pb, 600 mg/L Cu and 4000 mg/L Zn), suggesting that there was a period of intense sulfide oxidation between five and ten years after tailings deposition. More recent sampling, conducted some 20 years after the end of tailings deposition, indicates that relatively little change has occurred in the last ten years, thereby suggesting that the hardpan layer has provided an impediment to the downward movement of dissolved constituents . Analyses of the tailings solids show increased accumulations of many metals at or near the depth of the hardpan layer. Evaluations of the long-term evolution of the tailings can be enhanced by comparison of descriptions of the tailings with descriptions of the gossan that overlay the massive­ sulfide orebody prior to mining. At Heath Steele, this comparison suggests that many of the mechanisms controlling the distribution of metals in the tailings will probably persist over geologic time.

Samples of the same coal measure overburden spoil were obtained from three different mine sites. Site A used a 27-m3 tub-mounted dragline, Site S used a front-end loader and truck combination, and Site C used a 6-m3 crawler-mounted dragline. The spoils were analyzed in the laboratory for the strength parameters using drained triaxial tests conducted on 150-mm diameter specimens. Regression analysis was utilized to determine the appropriate failure criterion for the strength data from each site. Spoil obtained from Site S yielded higher shear strengths than Sites A and C.

Argonne National Laboratory is conducting research to develop a cost-effective and environmentally acceptable process for the separation of high-value plastics from discarded household appliances. The process under development has separated individual high purity (greater than 99.5%) acrylonitrile-butadiene-styrene (ABS) and high-impact polystyrene (HIPS) from corruningled plastics generated by appliance-shredding and metal-recovery operations. The process consists of size-reduction steps for the commingled plastics, followed by a series of gravity- separation techniques to separate plastic materials of different densities. Individual plastics of similar densities, such as ABS and HIPS, are further separated by using a chemical solution. By controlling the surface tension, the density, and the temperature of the chemical solution, we are able to selectively float/separate plastics that have different surface energies. This separation technique has proven to be highly effective in recovering high-purity plastics materials from discarded household appliances. A conceptual design of a continuous process to recover high-value plastics from discarded appliances is also discussed. In addition to plastics separation research, Argonne National Laboratory is conducting research to develop cost-effective techniques for improving the mechanical properties of plastics recovered from appliances.

"INTRODUCTION The surface areas of the finest fractions of a pulverized material are disproportionately larger than their weights. For instance, Pesrott and Kinney 3/ showed that, in a sample of minus 200-mesh coal, particles that are about 2 microns in diameter represent 15 percent of the entire surface area but only 1.5 percent of the total weight. Because the sur- face area is the dominating factor in the behavior of finely divided materials in many practical processes, the role of the finest particles is of great importance. The oxidation and combustion of pulverized coal, both in the dry form and in suspension in oils, and the hydrogenation to fluid hydrocarbons of mixtures of pulverized coal and heavy oil are reactions in which the surface area of the coal particles has considerable influence. This investigation of the size distribution of fine coal particles was conducted with the hope that such processes would thereby be better understood. The results should also be of value in the study of the crushing and fracture of coal."

A recent survey of existing analytical results, and an attempt to correlate them with each other and with the known history and behavior of the samples, indicated that none of the commonly applied methods could be considered established as intrinsically reliable. It was. therefore, desired to attempt to establish the reliahility of some one method by external evidence. If this were to be accomplished, other methods could then be evaluated in terms of the method establibhed. The correct method was accordingly to be chosen without regard for cost, speed, or convenience; with the requirements for routine application to be reserved for 1ater consideration. The method of total combustion was chosen and submitted to a limited number of tests against primary standard samples. Considerable experimental difficulty was encountered, indicating that additional work on the experimental arrangements is desirable. While the work to (late by no means represents a completed investigation, it is helieved that the combustion method is basically sound and that its development should be continued. Choice of Method Of the several available methods, mechanical disintegration. electrochemical methods'2'3 modifications of the Sieverts experiment,% and vacuum fusion, were all judged to contain one or more factors of un- certainty not at present completely cvaluated or suhject to complete control. These methods, therefore, were considered currently unsuitable for referee purposes. Solid evolution was considered to be of doubtful significance when conducted in the alpha range. A reasonable chance for a true analysis was found for evolution in the gamma range. Preliminary tests have indicated a very slow rate for evolutioll from gamma iron. indicating a running time of possibly 100 hr. for a one-centimeter sample. Difliculty in distinguishing such slow. evolution from blank gas was anticipated, hence the method was not consitlerctl the most suitable for the present purpose. The combustion method was evaluated as being most sound on fundamental principles. The only important unknown would be to determine that the iron oxide formed did not occlude water at the tcmperaturv of the combustion.with the odvious precautions of using a sound and clean specimen, providing a system sufficiently tight to give acceptable blanks in longtime runs, and providing a suficicntly sensitive measuring system, reasonable, precise, and truthful analytical results could be logically expected. For decades, organisations worldwide have been working to overcome challenges associated with new technology adoption while keeping up with rapid growth, development, and globalisation. In minerals processing, the challenges in developing and implementing solutions that contribute to the mining value chain are unique from other markets, as mining operations expect that world-class suppliers provide them solutions to gain a competitive advantage in their operation, production, performance as a financial asset, and as a long-term partner as we move into the future of mining. A simple shift in mindset is proven key to successful technology implementation. Change leaders must no longer think of their expertise in the area of application as their only responsibility; they must make a mental shift and see themselves in dual roles that strive to integrate the perspectives and needs of both developers and users. Successful change leaders must: (1) collaborate, seeking user involvement to ensure fit between product and operational needs, (2) demonstrate commitment to receive new technology, and (3) communicate to achieve an eventual shift of ownership from supplier to users that is seamless. Additionally, this strategy contributes to the mining value chain, as it allows developers and implementers to evaluate how change contributes to the asset’s position both within the company and in the commodities market. This paper will explain the shift in perspective for new technology implementation in detail and provide recommendations that operations can emulate, using examples of real challenges and lessons learned during a commissioning of the CYCLONEtrac™ Particle Size Tracking (PST) system at Cerro Verde’s C2 Concentrator. This concentrator has led technological change for plant optimisation, witnessed improved Net Metal Production (NMP), among other benefits with PST, the only technology in the market capable of providing real-time, online, and direct particle size measurement at the individual hydrocyclone level

"Laboratory and pilot-scale tests are almost invariably required before metallurgical development can proceed. Difficulties with sampling, as well as with classical chemical and physical scaleups, are normally anticipated and relatively well-understood, but more subjective factors also come into play, including misunderstandings of the operating scheme chosen, wrong ""lessons"" learned from similar operations, failures to handle data appropriately, and even arbitrary intervention by management. The paper examines some of these subjective factors and suggests ways to guard against them. Several anecdotal case studies are used as examples, including when and where to heap leach or to mill specific types of gold ore.When the Romans first exploited the gold-rich gossans at Rio Tinto, they were guided by analyses and tests that delineated the ore deposits, identified the richer portions, and measured the gold recoveries achieved. There is little evidence, however, to suggest that test data were used to develop improved methods of metallurgical extraction. Indeed, it is likely that ores too difficult to treat were simply passed by, at least until improvements in full-scale operations could deal with them. For example, it is not difficult to imagine that an early metallurgist might test a tin ore by placing some in a fire; a smallscale emulation of the method actually used in practice."

A complete list of permissible mine equipment , tested and approved by the Bureau of Mines previous to January 1 , 1947 , was published as Information Circular 7432.27 A list of permissible mine equipment tested and approved by the Bureau of Mines during the calendar year 1947 was published as Information Circular 7465.3/ The present list supplements Information Circular 7432 and includes all of the equipment approved during the calendar years 1947 , 1948 , and 1949. It therefore supersedes Information Circular 7465. The list also includes an appendix ( No. 2 ) giving the symbol that must be used by every cable manufacturer in marking trailing cables that have passed the test for flame resistance as stated in the amendment of October 21 , 1947 , to Schedule 2E . The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification . Thus , Information Circular 7432 showed six air compressors on the active list ; five additional compressors , Nos . 7 to 11 , inclusive , in this category were approved during 1947 , 1948 , and 1949 . Several items that were listed in Information Circular 7432 have been repeated in this circular where it was necessary to show that approvals of such equipment were extended to cover an additional voltage rating or other changes . Equipment listed in these circulars is approved by the Bureau of Mines only when found , upon inspection and test , to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal -mining industry . The use of such equipment in mines known to be gassy , as well as in those that may become so , is earnestly recommended in the interest of safety . This circular is published so that the industry may be kept informed as to the many types of machines , devices , and lamps that are available for reducing explosion and other hazards incident to coal mining . This circular and Information Circular 7432 give the complete list of permissible mine equipment that is available under the various classifications .

The purpose of this paper is to present data obtained from an investigation conducted on the grindability of coal by the American Society for Testing Materials Tentative Standard ball-mill method. This investigation has been conducted over a period of a year, during which time several hundred tests were run on a wide selection of different coals coming from Pennsylvania, Ohio, West Virginia and Kentucky. The data herewith presented tend to show that the tentative standard ball-mill method might give results that are misleading and that a volume measure might be more indicative of the true grindability of materials of varying specific gravity. A means whereby the time element might be reduced has been studied and other phases of this work such as preparation of samples, mechanical screening, reporting results and duplicating tests have been investigated. It is hoped that all criticism offered in this paper will be taken as constructive, with the purpose ill mind of perfecting the method now tentative to show the true conditions 2nd of making optional the manner in which certain parts of the test might be conducted to meet diversified laboratory conditions. Weight and Volume The results of grindability on extraneous material from the coal scam obtained with the present tentative standard ball mill method indicate easier grinding of these materials as compared to most coals. Varying amounts of these impurities in the coal therefore may cause a raising of the grindability index and may lead to the erroneous conclusion that coals containing large amounts of these foreign materials are easier to grind. For a true comparison of grindability, it would seem necessary to grind to the same particle weight. If material were sized in a commercial mill by means of an air current set at a velocity to remove 1.60 sp. gr. float coal ground to 80 per cent minus 200 mesh, any 1.60 sink particles would be left behind, and in order to remove this 1.60 sink material by the same current it would be necessary to grind finer and produce a

During April 1967 a Frasch sulfur mine was placed in operation near Fort Stockton, Pecos County, in West Texas. This was the first Frasch mine to recover native sulfur from a deposit not associated with the caprock of a salt dome. Since 1967 two additional mines have been opened in west Texas, another one near the first at Fort Stockton and a third one near Orla in Culberson County (Figure 2). Recoverable reserves at the Culberson County mine are estimated to be 57,000,000 long tons of native sulfur (Zimmerman and Thomas, 1969). Total recoverable reserves at the three mines probably exceed 60,000,000 long tons, Studies of the geochemical cycle of native sulfur mineralization in test Texas indicate an origin similar to the deposits on salt domes although the geologic framework is different. A comparison of the geologic setting of the west Texas deposits with the deposits in the Union of Soviet Socialist Republics as reported in the literature, reveals many similarities. Geochemical dispersion of metals under various environmental conditions is discussed within the frame-work of Eh (oxidation potential) and pH (acidity). In general, two aspects are considered -(1) the oxidation of certain primary sulphides in the outcrop or sub-outcrop environment, and (2) the movement of metals in different dispersion media. Practical applications of each are illustrated by means of exploration case histories representing environmental conditions in the Canadian Shield, the southwestern United States and the Caribbean.

The enrichment of magnetite to haematite and haematite-goethite leads to a coincident magnetic low and gravity high within the banded iron formation. Palaeochannel deposits of pisolitic limonite can be expected to provide a relative magnetic high and gravity low in a sinuous geometry. Detrital iron deposits of conglomerate, scree or ‘canga’ might have indistinct magnetic response but will usually have a relative gravity high.These signatures provide clear discriminators detectable by a joint gravity and magnetic survey.The combination of airborne gravity gradiometry and magnetometry is particularly powerful in detecting and discriminating targets, as well as mapping lithologies and structure, across a wide variety of iron ore deposit styles. It provides detection capabilities in a platform capable of rapid, complete coverage with minimal access issues. This approach has been used in FALCON™ airborne surveys for iron ore exploration in the Great Lakes, USA; the Middleback Ranges, South Australia; and the Hamersley Basin, Western Australia.The complex magnetic properties of iron formations (particularly remanence, anisotropy and depth of weathering) prevent this approach from being simple. The use of vector residual magnetic intensity (VRMI), calculated from the measured total magnetic intensity (TMI), assists by reducing the complexity due to the different directions of the remanent and induced magnetic fields.Estimations of the density to magnetisation ratio via the pseudo-lithology calculated from the VRMI and gravity gradients provide a useful method of capturing the discriminatory power of joint magnetic and gravity gradient data.

Underground mining has yet to see an industry wide solution for control of their ventilation systems due to the complexity and sensitivity of the underground environment. Complexity arises from multi-level, multi-zone operations and sensitivity is associated with the impact that changes in equipment status and output have on air flows and quality throughout the mine. Our approach to solving this challenge incorporates system modeling and industrial control systems in a unified architecture. Although this approach can be applied to other processes and industries, this paper will cover the theoretical and practical aspects of an integrated model-control system (MCS) as it applies to underground mining ventilation.

In this investigation, the changes in the grindability of both ulexite and colemanite related with the different structural modifications created by the heat treatment were examined with respect to work index (Wi). The effects of the heat treatment temperature and time on grindability index were also investigated. It was observed that, heat treatment significantly affected on the grindability of ulexite. The work index of original ulexite was found 7.11 kWh/shton and decreased to 3.5 kWh/shton level within 200-480°C for 60 minutes. On the other hand, the work index of original colemanite was found as 6.48 kWh/shton and no appreciable change was observed when heated up to 320°C. Thermally assisted comminution can be used to improve the grindability characteristics of ulexite. Besides, the different behaviour of ulexite and colemanite under heat treatment can be used for their separation. The artificial mixture of ulexite and colemanite could be separated with over 90% recovery by utilizing their different grindability characteristics by thermal treatment, semi-autogeneous grinding and screening.

“Plutonic-related” gold deposits in Interior and SW Alaska (Tintina Gold Belt) vary significantly in size, grade, vein/deposit morphology, depth of emplacement, distance from causative pluton and metal association. Metal associations such as Au-Bi and Au-As-(Sb-Hg) are a good empirical indicator of depth of emplacement and distance from causative pluton and have been used successfully in exploration. Results from a variety of analytical techniques also suggest a phenomenological cause for these metal associations, e.g. gold and bismuth have linked metallogenesis at high temperatures and thus are best correlated at deposits that are deep and/or close to causative intrusions.

In this paper the link between process metallurgy, classical minerals processing, product centric recycling and urban/landfill mining is discussed. The depth that has to be achieved in urban mining and recycling must glean from the wealth of theoretical knowledge and insight that have been developed in the past in minerals and metallurgical processing. This background learns that recycling demands a product centric approach, which considers simultaneously the multi-material interactions in man-made complex ‘minerals’. Fast innovation in recycling and urban mining can be achieved by further evolving from this well developed basis, evolving the techniques and tools that have been developed over the years. This basis has already been used for many years to design, operate and control industrial plants for metal production. This has been the basis for Design for Recycling rules for End-of-Life products. Using, among others, the UNEP Metal Recycling report as a basis (authors are respectively Lead and Main authors of report), it is demonstrated that a common theoretical basis as developed in metallurgy and minerals processing can help much to level the playing field between primary processing, secondary processing, recycling, and urban/landfill mining and product design hence enhancing resource efficiency. Thus various scales of detail link product design with metallurgical process design and its fundamentals.

"Process automation as an engineering discipline is more than control systems since it includes industrial instrumentation, such as sensors, transmitters and actuators, as well as control and supervision systems, collection and transmission of data and real-time software applications to supervise and control the operation of plants or industrial processes. In the last several decades, accelerated technological development has provided a variety of software and hardware tools to aid development, maintenance and continuous improvement of automated systems. These developments however seldom reach their full potential in real plants. There are many factors to be considered, among them human capital specific training and the organization model. In this paper, a methodology for training engineers in advanced control and supervision of flotation plants is presented based on study of the application of these technologies in hybrid pilot plants. Since experimentation in real plants may present undesirable risks and costs, and simulation studies are usually limited to some unrealistic conditions, a laboratory where on-line measurements of the hydrodynamic behaviour of a pilot plant is mixed with phenomenological models has been created. In this form, an environment as close as possible to a real plant can be recreated. A flotation column and a circuit of three pneumatic cells are fully instrumented and connected to a PLC and PC network. In the control room, students learn applications of classical PID control in a DCS environment, advanced predictive control, on-line process operation diagnosis, fault analysis, virtual sensors and expert-fuzzy systems. Several undergraduate and graduate courses and theses are supported by this Process Control Laboratory infrastructure. Examples of these applications are discussed."
