A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

Airy kind of a power system is a complicated network of various electrical components, such as cables, transformers, electric machines, circuit breakers, etc. For a system to work continuously and efficiently, each of the components has to be in perfect operating condition. The failure of any of these components can cause serious interruption of the supply and may in several cases involve a lot of precious time and labor in removing and replacing the damaged equipment it may also give rise to dangerous overvoltages on the system, thereby causing a safety hazard. Any piece of electrical equipment can have two likely modes of failure. The first would be the degradation of solid insulation material due to overheating, mechanical damage or a combination of the two, In this mode of failure it is possible that If the insulation damage is not an instantaneous phenomenon (a cable damaged by severe mechanical, Stress) that a detectable leakage current will do lop prior to the faint. The fault would probably he a result of heating and deterioration of the insulation by the leakage current.

An ignition detection and suppression system was developed under the scope of this contract. The objective of this machine mounted system was to detect flames caused by frictional sparking from the cutting bits of a continuous mining machine and to suppress it with sufficient speed to prevent the development of an explosion, and to keep the flame from harming the machine operator.

The South African deep-level mining industry is characterised by high operating costs and narrowing profit margins. Compressed air is commonly the largest consumer of energy in these mines, and any inefficiencies reduce profitability. Various methods aiming to optimise the compressed air networks have been implemented without an ideal economic dispatch strategy due to the lack of compressed air storage. In this study, a genetic algorithm was developed to evaluate the financial benefit of converting underground haulage to act as an air receiver (compressed air storage). By converting inactive haulage of 1.17 km in length into a volumetric air receiver, an annual monetary benefit of R2.5 million ($163 200) can be achieved, with a payback period of fewer than eight months. However, implementing the ideal size air receiver would result in an annual monetary benefit of R7.67 million ($500 700).

The considerable progress made in the sulfide smelting technology since the first International Sulfide Symposium of 1983 is discussed. The new developments and innovations have largely been driven by the recognition of environmental concern as well as the need for increased productivity. The smelting technologies for various nonferrous metals are reviewed, with an emphasis on the industry trend towards larger plants and continuous processes. The tremendous advances made in process modeling and computer simulation to describe the complex smelting processes are also reviewed. The goal of these mathematical models is the quantitative description of the processes and the reactors that will provide a means for the control and optimization of smelting operations as well as the optimal design of the operating conditions and the reactors. Environmental issues remain a key consideration in the smelting industry. One of the most remarkable improvements made in the last fifteen years since the 1983 Sulfide Smelting Symposium is the rapid increase in the sulfur capture by nonferrous smelters. This and other related issues are briefly discussed. Finally, the challenges that the smelting industry faces as the new millenium approaches are discussed. The industry continues to face technical challenges to improve productivity and efficiency, while being responsive to ever-increasing public pressure for environmental protection. It also faces external challenges from factors that may cause the reduction of metal uses as a result of substitutions by other materials. Another serious challenge and dire consequence that the primary metals industry is expected to face is the serious diminution of university-educated manpower as well as basic-research output. To remain competitive and healthy, the industry should take up the void left by the complete disappearance, at least in the U.S., and the reduction in other nations, of the governmental support of higher education and basic research in the field of primary metals production.

THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." Large amounts of waste material in the form of flue dust are generated in the operation of copper smelter furnaces. As a result of increasingly stringent disposal, it has become important to develop methods for treating such metallurgical wastes to extract metals and convert them into salable products. A two-step closed-loop hydrometallurgical process, has been developed: (1) extraction with sulfuric acid removes about 90% of zinc and decreases the dust volume by 50%; (2) extraction with hydrochloric acid dissolves the lead and further decrease the dust volume by 75%. A process scheme for generating salable products is proposed.

"4.1. INTRODUCTIONThis chapter, although divided into four parts, deals with only two principal topics. The first briefly describes and discusses some common types of property interests and considerations relating to them and the second deals with entering upon privately owned lands and obtaining the consent to do so.It should be noted that the terms “mining rights” and “mineral rights” are used interchangeably. As so used, they include the right to exploit the minerals and dispose of them for the benefit of the owner/lessee. This is relatively common in common law jurisdictions. In some jurisdictions, the two terms have distinct meanings, with “mining rights” referring to the right to work or exploit the minerals and “mineral rights” referring to the minerals themselves.Finally, it must be mentioned that the comments in the Introduction and §§ 4.2., 4.3. and 4.4. are based primarily upon Ontario law and Ontario’s mining and real property systems of registration. They have been included for illustrative purposes.4.2. LICENCES, CLAIMS, AND LEASESIn most jurisdictions, there are several basic types of interests that can be obtained from the state for mining purposes and that are of interest to the explorationist, as opposed to the operator. Different jurisdictions will have variations of these and possibly some extra ones that will address special purposes or local concerns. In virtually every jurisdiction, privately owned property rights are obtained through negotiation between owner and acquiror.Exploration or prospecting licence. This licence grants to the holder the right to prospect over a large tract of land and the exclusive right to acquire mining claims within that tract for the term of the licence. Such licences are usually negotiated documents requiring a minimum expenditure during the first year (often secured by a deposit or surety bond) and minimum annual expenditures thereafter to continue the licence in force up to its full term. The term will rarely exceed four years. The number of claims permitted to be staked will be limited in some way, possibly as to a maximum aggregate area or a maximum number of claims per annum. It is normal for the holder to have to drop part of the licensed area each year, so that the area shrinks annually, although exploration expenditure requirements will usually increase.These types of licences are usually used by governments to encourage exploration of otherwise unattractive or remote areas, such as the far northern parts of some of Canada’s provinces. They do not grant any real property interest in the area for which they are issued, and they will be subject to any claims or property rights that exist in the area. They are contracts with the state that grant certain exclusive rights in return for commitments to carry out work. They may or may not be specifically authorized by statute."

In Canada and other countries, legislation dealing with accurate factual disclosure for mining projects is being expanded to include more metallurgical design information. Grinding characteristics, metallurgical recovery of contained metal and environmental hazards associated with tailings disposal will be part of the Canadian package. This paper will examine only that portion of the plant design standard practice that relates to grinding ? in SAG mills and ball mills that grind ore from as received crushed material to final ground product that is fed to downstream plant recovery processes. Since grinding plants represent a significant portion of the overall concentrator cost, accountability in grinding design should no longer be left to chance, opinion, or hidden proprietary information. This is the 21st century. It is reasonable to expect that a factual basis will be needed so that a Qualified Person (QP) reviewing the grinding mill design can understand it. That will also involve how many and what quality of samples are taken to define the characteristics of the deposit, the accuracy of the tests used to measure ore hardness and the method by which the dimensions and power of the mills are determined. If these criteria are not met, the QP may have no choice but to call attention to the lack of convincing information regarding the grinding mill design for the project. At the same time clients are expected to demand getting the correct design information at a cheaper price, results in a more timely way, and accurate design to the point where the risk of tonnage shortfalls are reduced or eliminated. Tables will be presented to show how this can be done to current standards using existing technologies. At the same time it is acknowledged that current standards are ill-defined and that to achieve consensus among those involved in SAG mill design work, it may require that a consortium funded project be set up to establish what tests and methods for grinding design are suitable to meet the new standards for metallurgical disclosure. By running parallel design methods on several major projects over a period of 5 years, the process of how to design grinding circuits will be better understood because the projects will start at the design stage, include procurement of the mills and will end with a benchmark test on the plant. Selecting the samples and the best schedule for doing test work on core samples submitted and mill design, will be discussed in this paper. The issue of completing the grinding design in time for early procurement decisions is on the critical path for most major projects. Discussions between mining engineers, geologists and process engineers are needed early in the development cycle, at the scoping study level (SS), preliminary engineering assessment (PEA), prefeasibility study (PFS), and at the feasibility study stage (FS), to ensure that proper planning for design sample selection is done. Using adequate sampling and testing methods in a timely way allows early procurement of the grinding mills and minimizes project risk.

S., and Luka, R., ""Laboratory Studies of Cement-Stabilized Mine Tailings"".Pasieka, A. R., Beattie, H. F., and Espley, G. It is well known that the gold ores containing a high content of arsenic and antimony are very refractory. In this paper, the adverse effect of antimony on the extraction of gold by pretreatment-cyanide leaching was discussed in detail. Moreover, these processes of removing and recovering antimony from alkaline sodium sulfide or hydrochloric acid systems were introduced. Last bu not the least, a novel cleaning technology for recovering antimony from refractory gold ores was proposed. Antimony was dissolved into the solution with sodium sulfide and sodium hydroxide as leaching agents. And then pressure oxidation technology was applied to prepare sodium pyroantimonate from sodium thioantimonite solutions. This process is more promising owing to its high removal ratio of antimony, low production cost and environment friendly, which provides a positive guidance for the extraction of antimony from antimonial refractory gold ores.

The objective of the work reported herein was to evaluate state-of-the-art repeaters used in wireless communications to determine their suitability for use in extending the range of portable and mobile communications in underground mine applications. The scope of the work included wireless repeaters in the frequency range from LF (500 kilohertz) up to the one giga-hertz range. These repeaters included not only single-channel repeaters, that is F1/F1 repeaters for short range simplex party line communications, but in addition, F1/F2 type repeaters currently commercially available in the HF, VHF and UHF bands.

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

The mineral processing industry is in boom times. The focus on mill availability and therefore profitability has never been greater, as grinding mill maintenance often dictates the entire plant shut down duration. Advances in mill systemsÆ quality and reliability and the faster, safer relining afforded by RMEÆs Mill Relining Systems have significantly enhanced grinding plant availability and utilisation. Yet relining performance is still affected by the design and planning by a team of stakeholders long before the maintenance team set foot in the mill. For a greenfield grinding plant project, these team players include: 1. project owner, 2. project manager, 3. mill supplier, 4. liner supplier, 5. plant operating personnel, 6. plant maintenance personnel, 7. mill relining crew, and  8. mill reline system supplier (RME). The complex and sometimes competing design demands of mill construction and operation together with the pressure of tight timelines can result in even simple maintenance requirements being overlooked let alone optimising plant design and planning for maintenance. This paper identifies all the involved stakeholders in an effective mill relining 'team' and gives principles and considerations for each to more effectively achieve the goals within their vital roles. This paper is aimed to be a practical guide for grinding mill designers and planners to more fully exploit the advances in Mill Relining Systems and improve their mill profitability.

(communication to the Secretary): When a simple beam supports any given load, the lower fibers me in tension while the upper fibers are in compression, and if its cross-section is rectangular the neutral surface, where the stresses pass through zero from tension to compression, is at mid-depth, provided the elastic limit is not exceeded. In addition to the longitudinal stresses, there are horizontal shearing-stresses between the fibers which have their maximum value in the neutral surface, and which equal zero at the upper and lower surfaces, while there are also vertical shearing-stresses. Let another beam of the same dimensions be placed on top of this one, and the load be doubled, it then produces stresses in each beam of the same character, magnitude and distribution as in the preceding case, provided there be no friction between the adjacent surfaces of the beams. Next let these two beams be so firmly united that there will be no motion between them when the same load is again applied. All the fibers in the upper beam are now in compression, and those in the lower beam in tension, while the maximum stresses in the outer fibers are only one-half as large as before. The strength of the combined beams is therefore doubled. If, however, some motion occurs between the beams, then the stresses in some of the lower fibers of the upper beam pass from compression to tension, and those in some of the upper fibers of the lower beam from tension to compression, while the stresses in the outer fibers have a magnitude between the two values previously stated. This report describes the feasibility of mining the oil-shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt, at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

The papers herein describe several new, highly practical USBM technologies now available for ground control in longwall mines, including lie Coal Mice Roof Rating (CMRR), cable bolts, the MULSIM/NL model, and the Wood Crib Performance Model. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.
