(communication to the Secretary*): The hold experiment of Mr. James Gayley in drying the blast used in the Isabella furnace has attracted the attention of the whole metallurgical world, and has given rise to a wide discussion of the reasons for its great success. Mr. Gayley and the capitalists who backed him in his work deserve congratulations on the success of the venture, not only because it succeeded, but because they have been rewarded far beyond the maximum that could be expected from theory or probability. To state the case in its simplest terms, all that could have been predicted was: (1) that the removal of the moisture from the blaet would result in the saving of the heat required for its decomposition, representing from 3 to 5 per cent. of the heat-value of the coke used; hence about that quantity of fuel might be saved; (2) that the furnace would be somewhat more independent of variations in the weather; (3) that the campaign would be a little hotter; and (4) that the speed of the blowing-eugines would be decreased, at least in amount proportionate to the reduction in temperature of the air led to them. I do not think anyone anticipated a much larger output per day. The results actually attained were: (1) the furnace made an increase of 24.86 per cent. in the output of pig-iron per day; (2) it consumed 19.6 per cent. less coke per ton of pig-iron made; (3) the blowing-engines were run 15.8 per cent. slower; and (4) the saving in power made up for the power required to run the refrigerating-plant. "INTRODUCTION These safety standards for anthracite mines have been prepared for use as a guide for Federal inspectors. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7282 issued in May 1944 and used as a guide in Federal inspections. No provision made in these safety standards should be construed or operate to nullify any existing State statutes; they are intended to supplement the State statutes in the interest of increased mine safety. Mines are inspected in accordance with the Federal Coal-Mine Inspection and Investigation Act of 1941, Public Law 49, 77th Congress, H. R. 2082. Any unusual hazard noted by an inspector and not covered by these standards will be discussed in the inspection report, and suitable remedial procedure will be recommended.ARTICLE I. - SURFACE STRUCTURESSection 1. Breaker and cleaning plant.Electric switches and controls in breakers and cleaning plants should be enclosed.Where coal is dumped at or near air-intake openings, reasonable provisions should be made to prevent the dust from entering the mine.Section 2. Lamp houseNaphtha or other flammable liquids in lamp houses should be kept in approved containers or other suitable dispensers.Flame safety lamps should be permissible and maintained in permissible condition.Flame safety lamps should be properly cleaned, examined, and assembled by a qualified lamp attendant or other competent person before each period of use. Lamp assembly should again be checked by the person using it immediately before he enters the mine.When not in service, methane indicators, flame safety lamps, and electric cap lamps should be in the custody of competent persons responsible for maintenance and testing."

West Virginia University researchers examined risk and exposure in the roof bolter operator's job and developed approaches for preventing accidents and for evaluating system and human performances that may be appropriate as a general application to improve safety and efficiency in the industry. Using a microanalysis of accident data and underground observations, the researchers classified bolting injuries within one of four work routines: 1) drilling bolt holes; 2) bolt installation; 3) machine tramming, (re)positioning and setting the ATRS; and 4) general face preparation. Time and motion studies were then combined with injury data analysis to develop risk and severity indices, as well as a severity-weighted index that served to determine the degree of risk and exposure by work routine. More than two dozen bolting-related problems were identified as potential situations that could lead to injuries or expose workers during their job. Approaches to avoid these situations were suggested and then applied at six mining operations to evaluate specific problems in roof bolting operations. These suggestions encompassed the three E's of Safety (Engineering, Education, and Enforcement) and emphasized the analysis of worker behaviors that lead to human error accidents.

The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

Roll grade evolution in plate mill applications is traditionally following the development in hot strip mills. New grades normally find their way into service only after being successfully implemented in hot strip production. The majority of the plate mills worldwide are using work roll grades that have been invented before the 1980’s. But today the demands in the mills are pushed by sophisticated product mixes and longer rolling campaigns. The result of this development is a higher wear rate on the work rolls and as a consequence roll hardness is increased and advanced roll materials are used. The backup rolls are also affected by this. The wear rate is higher and the mechanical impact in terms of contact pressure and work hardening is increasing. This paper outlines the results of the roll grade development at Gontermann-Peipers and introduces new materials for work and backup rolls for plate mills.

Two types of airflow splitting methods for improving longwall dust control were investigated by NIOSH's Pittsburgh Research Laboratory. These methods included a translucent mesh barrier and a staged spray barrier system to confine the shearer-generated dust to the coal extraction side of the long wall face while maintaining a cleaner split of airflow on the opposing worker walkway side of the longwall face. The translucent mesh barrier was shown to provide notable dust control effectiveness up to 60 m downstream of the shearer in both the laboratory experiments and a long wall field evaluation, provided the mesh barrier remains relatively parallel to the airflow. The staged spray barrier system showed marginal dust control effectiveness in the laboratory and subsequently was not field tested.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The mining industry often embraces mine closure criteria that require the reinstatement of predisturbance or even presettlement (ie historic) ecosystems. However, the extent and severity of disturbance associated with most mining activities mean that critical physical and biological characteristics are irreversibly altered. Consequently, it is rare that a reconstructed landscape can support ecosystems even close to the historic condition, and this rarity is reflected in the small number of mine leases that have been extinguished by attainment of such completion criteria. Novel ecosystems are defined as those in which some or all physical and biotic components are irreversibly different from the historic condition. Recognition of the concept of novel ecosystems allows mine closure criteria to be set according to attainable physical and biological conditions that provide safe, stable and manageable environments with acceptable ecological functions. We propose that a landscape that first maximises physical stability and economy yet will provide a range of environments for vegetation communities and fauna habitats that may be very different from those existing prior to a disturbance should be considered suitable alternatives to, eg targeting idealised historic environments. As a result, mine closure criteria should be established by detailed description of the best attainable physical conditions, with negotiated identification and testing of the most appropriate biological systems for the various parts of the reconstructed landscape. As a general practice, revegetation would use native, but not necessarily local species if the new physical environment is not conducive to the survival and growth of local species. These new ecosystems would need to be managed in perpetuity, although the intensity of management might be low if landscape design and engineering are combined with appropriate species introductions. Here, we suggest an abbreviated procedure that may be adapted in light of local conditions and circumstances for guiding decisions influencing the physical and biological properties of reconstructed landscapes that will enable novel ecosystems to meet realistic closure criteria.CITATION:Doley, D and Audet, P, 2014. The size and complexity of modern surface haulage trucks has resulted in an increased reliance upon sensors and electronic-based instrumentation for safe and efficient operation. Design engineers need accurate information about the equipment vibration environment to efficiently and effectively build components for installation on mobile mining equipment capable of withstanding the mine environment. Examples of such components include backup alarms, communication equipment, microprocessor-based controllers, and a wide variety of sensors. Unfortunately, this information is not available to the majority of both original equipment and aftermarket equipment manufacturers. To address this problem, the U.S. Bureau of Mines performed field vibration measurements on a variety of surface mining haulage trucks. The vibration measurements were then analyzed and test specifications were developed in the form of envelopes. In conjunction with test specifications, recommendations to aid manufacturers in implementing a vibration environment test program have been included with an illustrative example.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . This information circular, which describes mining methods and practices at the Baguio Gold Mining Co., Philippine Islands, is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs. Since January 1952, Baguio Gold Mining Co. has operated its rehabilitated mine and mill in the Baguio district. Postwar labor and supply costs are three or four times prewar costs, whereas ore tenor and tonnage are about the same. Ore reserves remain approximately the same, but deeper and more spreadout operations add to increasing costs. Recently the company has acquired an adjoining property, which may lengthen its life substantially. Costs and general operations are more or less typical of the district, which includes three other active gold mines. Gold ore mined in the district totals approximately 4,300 tons per day.

Canadian steel foundry practice has made marked progress during the past decade. Equipment suppliers, development engineers, and foundry personnel have focussed their attention on every phase of the foundry operation, with a resulting lower demand on manpower and materials. Also, more rigid specification requirements as to dimensional tolerances and quality have necessitated improvement and increased control at every stage from the pattern shop to the cleaning room. The growing trend toward mechanization is clearly evident. Equipment such as sand mixers, sand reclamation systems, material handling devices, moulding machines, core blowers, etc., is being increasingly employed by the steel foundryman. This equipment not only increases production but also tends to lessen the human variable so prevalent and disconcerting in the early days of steel founding. The result has been an improved and more reliable steel casting, which is gradually obtaining wider acceptance by design engineers. The purpose of this paper is to discuss briefly some of the practices being used, and also the direction of development that is being pursued by Canadian steel foundrymen.

Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1951 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: Oil from Coal. R. I. 4865, Part I - R. I. 4866, Part II - Oil from Oil Shale. Identical in each report, the introduction summarizes research progress made in 1951 under the entire Synthetic Liquid Fuels program. This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

This report summarizes the work performed under USBM contract J0100018. The purpose of this work was to document the currently available noise control techniques that can be incorporated into new coal preparation plants during the design stage. This was accomplished by reviewing the related experience of the contractor and subcontractor (Bolt Beranek and Newman Inc.), conducting an extensive literature search, visiting operating coal preparation plants, and contacting various equipment manufacturers. The treatments addressed include equipment substitution, changes in plant layout, and retrofit treatments for existing equipment.

"Replacing the aging roadway access to the iconic Golden Gate Bridge, thereby ensuring traffic safety and robustness in case of seismic occurrences, provided an opportunity for major design improvements as well as the development of a parkway that would include the construction of four new tunnels. With an eye to the future, the Doyle Drive replacement project aimed to meet the highest standards for environmental stewardship beyond regulatory requirements. Understanding that lighting equipment is the tunnel‘s subsystem that uses the most energy, the operator was looking for a sustainable solution to light the tunnels. An Intelligent Lighting Control System (ILCS), designed specifically for road tunnels, was acquired to individually control the almost 2000 luminaires lighting the four tunnels. This paper will show the results in terms of energy and operational savings generated over the nine months of operation between the commissioning and the conference in April 2016. INTRODUCTION Electrical & mechanical (E&M) equipment represents an average of 10 % of a tunnel total construction cost. Once the civil infrastructure completed, E&M equipment drives the main part of the expense during a tunnel useful life. Table 1 below describes the impact of various types of energy consumption and their cost impact in tunnels of less than 500 m. It is clear that lighting is the sub-system that requires the most energy. A good lighting strategy is the key to reducing energy consumption due to lighting and a viable solution that will bring important savings in tunnel operations.With a price of $0.14/kWh in California and a planned increase between 3% and 6% per year during the period 2013-2040, the tunnel operators could not afford to overlit the tunnels—particularly when they have to operate it for the next 30 years. However, they also need to maintain the right lighting level to ensure driver safety all the time. The Presidio Parkway project includes the Battery tunnels, which are 240 m (790 feet) and 230 m (750 feet) in length, and the Main Post tunnels, which are 280 m (920 feet) and 315 m (1030 feet) in length."
