Adicionalmente, el estudio observa que los volúmenes de tratamiento y los costos asociados a los permisos de descarga se han visto reducidos porque existe un 100% de recirculación del recurso y todas las tecnologías implementadas están alineadas con los actuales Estándares de Calidad Ambiental (ECA).

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. In situ uranium mining offers the advantages of minimal environmental disturbance, low capital and operating costs, and reduced mining development time. It is becoming an increasingly attractive mining method for the recovery of uranium from secondary ore deposits. In order to better understand the process, a laboratory technique was developed and used to study and simulate both the chemical and physical phenomena occurring in ore bodies during in situ leaching. The laboratory simulation technique has been used to determine effects of leaching variables on permeability uranium recovery, and post-leach aquifer restoration. This report describes the simulation system and testing procedure in sufficient detail to allow the construction of the system, and to perform the desired leaching tests. With construction of such a system, in situ leaching of a given ore using various leach conditions can be evaluated relatively rapidly in the laboratory. Not only could optimum leach conditions be selected for existing ore bodies, but also exploitation of new ore bodies could be accelerated.

INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The

Around half of the energy consumed in aluminum production is lost as waste heat. Approximately 30–45% of the total waste heat is carried away by the exhaust gas from the smelter and is the most easily accessible waste heat stream. Alcoa Fjarðaál in east Iceland produces 350 000 tons annually, emitting the 110 °C exhaust gas with 88.1 MW of heat, which contains 13.39 MW exergy. In this study, three scenarios, including organic Rankine cycle (ORC) system, heat supply system and combined heat and power (CHP) system, were proposed to recover waste heat from the exhaust gas. The electric power generation potential is estimated by ORC models. The maximum power output was found to be 2.57 MW for an evaporation temperature of 61.22 °C and R-123 as working fluid. 42.34 MW can be produced by the heat supply system with the same temperature drop of the exhaust gas in the ORC system. The heat requirement for local district heating can be fulfilled by the heat supply system, and there is a potential opportunity for agriculture, snow melting and other industrial applications. The CHP system is more comprehensive. 1.156 MW power and 23.55 MW heating capacity can be produced by CHP system. The highest energy efficiency is achieved by the heat supply system and the maximum power output can be obtained with the ORC system. The efficiency of energy utilization in aluminum production can be effectively improved by waste heat recovery as studied in this paper.

To modern civilization the platinum metals are of inestimable value. Their distinctive properties, both physical and chemical, render them indispensable in an age in which the processes of the laboratory are becoming an essential part of the daily life of the world. Generally, their function, though vital to particular processes, is not spectacular, and so remains unknown to all except the operators. EARLY METHODS OF MANUFACTURE The properties of platinum were recognized as of prime importance for scientific work at. a very early date, probably between 1750 and 1760. The difficulty of making articles from it seemed almost insurmountable, because no means of attaining the temperature necessary to melt it were known at that time. It is true that solid platinum could be obtained by fusing the metal with a more volatile metal such as arsenic, which was subsequently driven off by baking, but such a method, at its best, would give only a very brittle product, which was totally unsuitable for the purposes for which it was intended. Little, if any, progress could be made until it was discovered that platinum sponge, heated to white heat and hammered in an iron or clay mold, would metallize and retain the shape of the mold. This was a process that could not be wholly satisfactory but from it developed the method of pressing the sponge in a mold and forging it at white heat into wire or sheet. At present a somewhat similar process must be used for fabricating articles of tungsten, molybdenum and other metals of high fusing point, as with these metals we face today the same problems that the scientists of the eighteenth century encountered with platinum, but possibly the next significant advance in the metallurgy of these metals will be the devising of means to melt and cast them.

The reduction process of pre-oxidized ilmenite concentrate powder in 30%CO–70%N2 atmosphere was characterized by thermogravimetric and differential thermogravimetric (TG-DTG) analysis system at the temperature from 1073 to1223 K. The isothermal reduction results show that the reduction process is divided into three stages and the corresponding apparent activation energies are obtained by iso-conversional method and model-fitting method, respectively. For the first stage, the conversion degree increases sharply with increasing time, and the reduction process is controlled by the random nucleation and subsequent growth model (A2 model). For the second stage, the conversion degree increases slowly with increasing time, and the reduction process is controlled by the diffusion of carbon monoxide in the reduced layer (D1 model). For the third stage, the reduction processes at different temperatures are controlled by the diffusion of carbon monoxide in the reduced layer (1073 K and D1 model), phase boundary chemical reaction (1123 K and R2 model), random nucleation and subsequent growth (1173 to 1223 K, A2, and A3 models), respectively. For the whole reduction process, the apparent activation energies obtained by iso-conversional method and model-fitting method are 71.72 and 31.92 kJ mol−1 , respectively

Managing commercial risks associated with subsurface construction may be the greatest challenge the underground industry faces. The Geotechnical Baseline Report (GBR) was developed in the U.S. to help manage those commercial risks, and to stem increasing litigation in the industry. A guidelines document by the American Society of Civil Engineers was published in 1997 and was updated in 2007. This paper provides an historical perspective, overviews the main objectives of a GBR, presents issues and trends that instigated the need to update the 2007 publication, and describes the process that will lead to a new GBR guidelines publication in 2022

The vat leaching operation at the Yerington Mine was started in October, 1953. The original plant facilities consisted of primary and secondary crushing, eight leaching vats, precipitation launders, sulfuric acid plant and the necessary maintenance, warehouse and administrative facilities. By 1961, 35,000,000 tons of oxide ore had been removed from the mine exposing the underlying sulfide ore body. A 5,000 ton per day concentrator was constructed and put into operation to treat the sulfide ore in November, 1961. The original crushing plants were used for both oxide and sulfide ores. By adding a third crushing shift for six days per week, the treated ore was increased from 12,000 to 17,000 tons per day. To balance the oxide and sulfide ore reserves, the concentrator was expanded to 13,500 tons per day in 1967. Again, no additional crushing facilities were added. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to 9,000 tons per day. Instead, the addition of two crushing shifts per week, and improved operating procedures, increased the treated ore to 26,500 tons per day, 13,000 tons to the vat leaching and 13,500 tons to the concentrator.

"A specific test set-up has been developed to study at the lab-scale the high-temperature behavior of aluminium alloys in conditions close to those experienced by thick plates during hot-rolling. A particular attention is paid to reproducing both the stress triaxiality and strain fields that exist in plate during rolling. In addition to standard ductility measurements by means of secondary tensile tests (STT), multi-step plane strain compression (PSC) tests have been performed to mimic hot-rolling pass schedules. Tool and sample geometries were adapted to allow low h/a ratios (h= average specimen thickness, a= tool width) and thus guarantee depressive stress conditions at the center of the specimen during most of the test. Such conditions resulting in porosity opening can then be used to investigate the impact of rolling conditions on damage evolution. The mechanical testing was combined with post-mortem high-resolution ultrasonic scans allowing to detect small amounts of damage and quantify its evolution as a function of processing parameters such as strain and temperature. The test set-up was validated on two 2050-type AlCuLi alloys with different susceptibilities to high temperature embrittlement.INTRODUCTION Aluminium thick plates are widely used in the aerospace industry, mainly as semi-products to be machined for internal structure parts of wings (spars, ribs) and fuselage (frame). The conversion route of such products always involves a hot-rolling step, the conditions of which (temperature, speed, pass schedule) have to be optimized to maximize both mechanical properties and final plate quality. This goal cannot always be efficiently achieved by full-scale industrial trials as (a) cost limits the number of possible test conditions and (b) it is often difficult to change one parameter alone. That is why there is a need for laboratory-scale tests able to mimic the rolling process in terms of temperature, strain rate, stress triaxiality and deformation. Most laboratory hot-rolling mills do not adequately simulate industrial processing routes, especially in terms of heat loss, deformation speed and rolling geometry (maximum roll gap vs. work roll diameter). Concerning thick plate, it is of interest to achieve both similar deformation and L/h ratio (L=arc of contact, h=mean gauge) per pass as the industrial schedule because they are simultaneously involved in damage evolution and void closure during hot forming processes (Saby, 2014)."

The application of diamond drills for blast holes is limited to the special Job of extracting floor and stope pillars, and therefore their operation is intermittent. The zinc ore drilled occurs in metamorphosed dolomitic limestone. The mining method is sublevel open-stoping on 200- foot lifts. Ample fresh air is provided by mechanical ventilation. Diamond drilling blast holes began in August 1944. Drills were mount- ed on a 3-inch quarry bar. The contract price for labor for operating equipment owned by the company was $0.23 per foot. The diamond bits were cast-set at the factory in a sintered tungsten matrix. Bit replacement costs were $0.15 to $0.20 per foot drilled. The feet drilled per bit ranged from 87 to 258. The feet drilled per diamond-drill shift ranged from 121 to 129. Holes were loaded with 60-percent special gelatin dyna- mite and fired electrically. In percussion drilling, the estimated feet drilled por machine shift with hand-held sinkers was 65. The tons broken per machine shift averaged 40 throughout the mine. Detachable bits have been adopted recently. The principal advantage of diamond-drilling blast holes at the Balmat mino is the extraction in a safe manner of ore not minable by short-hole drilling. The principal disadvantago is the greater cost per foot of holo in comparison with percussion drilling.

INTRODUCTION The demand for tunnelling can be related to urban population size and density; often, tunnelling occurs when a certain city size and density threshold is reached, and increases thereafter as a function of those population characteristics. Subways for rail mass transit are the most notable example, of course, but tunnels for water supply and perhaps for sewerage can also be related to size and density. As cities grow large they sometimes outgrow their local water supply and have to import water from distant places via tunnels; witness New York City, Los Angeles and San Francisco. And it has been suggested that Chicago use deep tunnels for storm water storage because tertiary treatment to meet water quality standards will require treating storm water runoff.(1) Other uses of underground space also increase with urban density, e.g., underground parking, concourses and shopping centers such as Rockefeller Center in New York City and the Place Ville-Marie in Montreal. These examples can be viewed as illustrative of the central point of urban land economics. As the number of people locating in a place increase, they bid up land values and make the more intensive use of land economic, with land defined to embrace the space both above and below the surface. Hence, we are led to think about the city, and of urban land use, in three dimensions. Variation in content of some of the major and minor elements in the Lake Dufault granodiorite near Noranda, Quebec has been studied. The element variation and specific gravity data show a pattern consistent with the concept of a concentrically zoned intrusive on the western side of Lake Dufault with a potassium-rich core and a calcium-rich inner zone. The part of the intrusive on the eastern side of Lake Dufault is of more problematical origin, but the suggestion is made that it has resulted from assimilation of volcanic rock by the intrusive. "Engineers and developers have witnessed the growing popularity of deep basement structures as components of urban commercial and residential developments. This is often attributed to inadequate surface parking facilities in urban centres and a somewhat popular belief that underground parking facilities improve both commercial and aesthetic values of urban structures. For many years, diaphragm walls and sheet pile walls have been widely accepted as effective deep excavation support systems for basement construction in urbanised zones. However, these are now being replaced by bored pile retaining walls as preferred earth retention systems of choice on many projects for several reasons, which may include economy, faster installation process, reduced space requirement for machinery and ancillary equipment, flexural rigidity and axial capacities.However, there are complexities associated with the use of bored pile retaining walls on urban developments. These include; limitations due to vertical and horizontal installation tolerances, which is a major issue when wall is required to provide groundwater cut-off for multi-level basements as tolerances are difficult to achieve for deep piles, uncertainty associated with the prediction of wall axial capacity as piles are rarely tested, difficulties in using temporary props as wall restraint due to restricted working spaces in urbanised zones and difficulties in adopting ground anchors as restraint due to the existence of adjacent sensitive structures in built-up areas. Such complexities have resulted in cases of failure, non-serviceability and abandonment of basement construction schemes. Therefore, overcoming the intricacies associated with the application of bored pile walls is becoming a priority to the present day basement engineer.This paper is centred on the numerical modelling, design, construction and monitoring aspects of four recent case histories of multi-level basement and marine engineering construction schemes in the United Kingdom and the Republic of Ireland, which involved the use of bored pile retaining walls. The paper highlights the various customised approaches and innovative novel solutions adopted on the sites, to mitigate risks and ultimately overcome the intricacies associated with the earth retention techniques. Simple empirical equations for developing the geometry of secant pile walls for effective groundwater cut-off are presented and validated. An alternative approach for predicting axial capacities of bored pile walls is also presented; this is shown to be considerably less conservative than a common routine design approach, while also in good agreement with observations made in a recent series of laboratory-based scale model tests."

Like all chains, iron ore values chains are only as strong as their weakest link, which in ore processing is often the humble chute. While mechanically the simplest element in the iron ore flow sheet, chutes are often the most problematic and regularly the major cause of unscheduled downtime. Chute designs have remained static for decades, despite the extra demands being placed on them by grade reduction, which impacts chutes in three ways viz: 1. Higher volumetric rates as infeed increases to meet production targets. 2. Higher moisture content as mining goes below water table. 3. Stickier properties as the dilution phase is often clay based. While there is no shortage of ideas and the geometry options are infinite, the fact is that chute design has not kept pace with grade decline and has remained essentially unchanged. One reason cited for this lack of innovation is the difficulty evaluating and de-risking designs. While the power of computers running Discrete Element Method (DEM) models has advanced, the models themselves still need to be ‘calibrated’ with the dynamic properties of the ore. Flow properties commonly measured for bin design are useful for static situations only and were never intended to predict dynamic behaviour as in chutes, a critical qualification lost in the mists of time. So while they always produce a colourful and reassuring animation, DEM models informed by static ore properties often result in wildly inaccurate real world predictions. Responding to this low success rate, many operators are now utilising physical modelling to help reduce risk and avoid the consequences of having an underperforming chute in their value chain. Physical testing, in a dimensionless scale-down of the proposed system (bulk material and chute geometry), addresses the shortcoming of mathematical models designs and when used in combination with DEM is the best option. In the ideal world, the focus of chute modelling should be innovative design concepts aimed at addressing future needs, however in reality the focus is nearly always on modifications to installed chutes that are underperforming even today. This situation can be traced back to design procedures which if informed at all, are based static ore properties. As an industry, we need to break this cycle and become more proactive, which means addressing flaws in the current design process. In 30 years of providing modelling support to the industry, I have looking at hundreds of underperforming chutes in the iron ore industry. This practical experience has led to a unique and unbiased perspective on chute design and their performance in the real world. The knowledge presented in this paper can not only be used to help avoid baked-in problems now, but also help guide and evaluate designs so we can deal with the challenges of our low-grade future.

South African underground hard rock mines are typically managed using measurements made daily, weekly or even monthly of key parameters such as face advance, readiness to blast, blast success, temperature or dust levels. Safety and health can be greatly improved if a real-time measurement system can inform decision making. To enable this vision of widespread sensing, communication and decision support, CSIR has developed an open standard architecture for communication of sensor data, and a reference implementation using that standard. The standard is called AziSA, which means ?to inform? in isiZulu. AziSA provides an architecture that allows for connection of any type of sensor and that is particularly suited to wireless sensing. On the safety side, the CSIR is developing a suite of sensors specifically around the risk of rockfalls. Sensors such as an electronic replacement for the barring tool, or a thermal sensor that can detect loose rock, can already be used to identify potential hazards in the hangingwall. When these sensors are combined with location and time information in a single database, it becomes possible to build maps of risk and to extrapolate risk into unmined areas. It is also easy to confirm that routine safety procedures like barring are actually taking place. In the future, it is proposed that entry inspections will be made using remote techniques that will not place an individual miner at risk. While miners will still be required to bar or place support, they will do so with a clear idea of which portions of the hangingwall are safe, and which present risk. On the health side, if a network such as AziSA is deployed in the stope, it becomes much easier to monitor the condition of individual miners. The work strain experienced by miners can be monitored through heart-rate sensors, and their core body temperature can be monitored using various novel techniques discussed in the paper. Additional sensors can be added to quantify worker exposure to hazards such as noise or dust. Individual sensors allow for people who are at an unacceptably high risk of developing heat disorders to be treated timeously, and they also allow for team management based on objective measures. Over a longer period, position sensing and environment monitors, or personal dosimetry, provide a powerful management tool to prevent workers from being overexposed to hazards, and to confirm that management instructions are being followed. Cost-effective sensing in the stope is a major challenge, but one that can be overcome through technology like that used in AziSA. Sensing provides opportunities both to make immediate interventions when workers are exposed to unacceptable risk, and to manage the long-term exposure of workers to hazard.

The Bacterial Oxidation (BIOX®) process for the pre-treatment of refractory ores for gold recovery developed by Genmin, the mining division of Gencor, has been operating successfully at the Fairview mine since October 1986. The continuous operation of a pilot plant at Genmin Process Research has resulted in further process developments to improve plant operating efficiencies. These new developments which include a higher solids content of the pulp feed to BIOX®, lower retention times, higher operating temperatures, lower power utilization for oxygen dispersion .and reduced nutrient addition have all been successfully implemented on the Fairview plant.lt has furthermore been confirmed that the arsenic precipitate formed in the neutralization of effluent solutions complies to the United States of America EPA standards. Continuous cyanidation pilot plant work conducted on BIOX® product has indicated that cyanide consumption can be drastically decreased if a continuous flowsheet is implemented in preference to a batch leaching system.

The technical assessment of the final works on the "Stéphany Palace" project at Menton in France's Alpes-Maritimes region shows the importance of daily project monitoring based on the observation method recommended by the European standard Eurocode 7 which applies to Foundations and Geotechnical Engineering. Excavation operations to a depth of 10 m near the France-Italy railway track and adjacent buildings required precise observation of land deformations, regular piezometric monitoring as well as special design arrangements. Temporary active tie-rods were thus placed in phases in order to control deformations in the retaining structures resulting from excavation operations. The Menton region, terminating the Alpine arc of mountains, naturally required the consideration of seismic forces in phase in the lower floors of the building, directly linked to the buried walls. These calculations were carried out in accordance with the PS69/92 rules, calling for an increase in dynamic thrust under the effect of gravity field rotation.
