Because of the increasing use of zinc as an active and passive anticorrosion agent for steel, leading to constantly growing return rates of galvanized steel components, especially through the automotive industry, major Electric Arc Furnace (EAF) flue dust amounts with higher zinc contents will accumulate in future. Landfilling of steel plant flue dusts is no longer allowable for ecological reasons. These dusts are classified as hazardous by law. Waelz technology is safe and reliable. The range .of treatable feed materials has been extended by process modifications and state-of-the-art offgas technology. Waelz oxide, the product, is delivered to metal smelters for zinc production and the byproduct, Waelz slag, can be used in road construction. Despite the fact that Waelz technology is among the best available techniques (BAT), it is continuously being optimized further with respect to energy input, product and offgas quality in order to comply with the ever more stringent environmental regulations. However, if these flue-dusts are treated, the loops between the steel and the zinc industry can be closed by reusing recovered zinc which in tum leads to savings in natural resources and a more reasonable use of landfills.

"The No. 6 orebody is located 6 miles from the main op.eration of Brunswick Mining and Smelting Corporation Limited and includes open-pit and primary gyratory crushing facilities. Ore is transferred by truck to the secondary crushing facility at the main plant. About 3,500 tons of ore per day are crushed to minus % in. and ground to 68 per cent minus 400 mesh in rod and ball mills for flotation feed. Conditioning and aeration precede rougher flotation, and four stages of cleaning bring concentrates to a grade of 42 per cent Pb + Zn + Cu. Middling products are reground and refloated in a secondary flotation circuit, producing a cleaner feed and a final tails product. Primary bulk concentrate is treated with sulphur dioxide and steam-heated to l 70°F and the majority of the gangue is floated off, leaving a product that assays 57 per cent combined Pb + Zn + Cu and is suitable for marketing. This material is thickened, filtered, dried and loaded into railway cars for shipment to the smelter. Reagent use on flotation is conventional, with many compromises in dosage required to maintain the recovery of lead and zinc in the most advantageous proportions. Many refinements in the flowsheet have been made since start-up in 1966, and more may be made as laboratory and plant testwork indicate possible improvements."

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. WITH the development of new processes for the production of synthetic liquid fuels, an extensive literature search was undertaken to uncover fundamental relationships between fluid and heat flows and the operating variables of new types of converters. Examination of published correlations revealed that considerable uncertainty existed in the correlation of the operating variables of such equipment with the pressure drops which could be expected through packed and fluidized systems; correlations proposed in the literature differed from each other frequently by as much as 75 to 100 percent. Because new processes, especially more recent modifications of the original Fischer-Tropsch process, must compete with old, firmly established processes on the basis of unit product cost, the pressure-drop correlations in the literature were considered to be too inaccurate for use in calculating the energy required to pass fluids through packed beds. The following study was begun in 1946 to develop correlations that would be suitable for the design of new equipment in which fluids are brought into contact with granular materials. To arrive at general relationships, systems were chosen that did not involve chemical reactions, and a, particular effort was made to give the correlations only in terms of quantities that are ordinarily available from general process and design specifications.

A survey is made of changes in the technical status of a number of western world copper extraction and refining operations over the past 20 years. Specific developments in pyro- and hydro-metallurgy and refining practices are identified together with factors in the changing environment of the industry which has influenced their adoption. Nickel extraction and refining is similarly discussed.The replacement of traditional technology by more attractive alternatives has occurred in a considerable number of operations. The develop-ment and status of new continuous smelting processes, advances in hydrometallurgy and refining innovations which emerged during the 1960s and early 1970s is discussed. The varying experience in commercial acceptance of these new technologies is noted.Finally some possible future directions are canvassed for both operators and the research and development institutions.

The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

As a material asset for mining entities, the resources and reserves (RR) estimation processes are surprisingly underrepresented in the assurance landscape. When press reports expose them being inaccurately reported, or in merger and acquisitions processes, their importance becomes clear. The impact of erroneous RR numbers (both positive and negative) could have a material impact on an entity’s reputation and value.The technical nature and ‘black magic’ connotations of the RR estimation processes are possibly reasons why audit committees are not actively involved with it. Internal auditors avoid the RR processes for similar reasons. Also the traditional approach to obtain assurance on RR is expensive and is therefore only performed when it is absolutely required.However, stakeholders’ expectations of good governance are growing. Part of this increased focus is based on attaining a higher degree of certainty about the current and forecasted position of the entity. Stakeholders are also increasingly more interested in non-financial areas of entities, as the future success of an entity is more than a set of financial metrics.Consequently, the RR estimation processes should be visible on the agendas of audit committees. Monitoring of key controls is required as part of the governance obligations for senior management and the audit committee. So once it is on the audit committee’s agenda, the question then becomes, how will that agenda be supported by an assurance process that is cost-effective?The main objective of the paper is to describe a model of RR assurance that has been effectively applied in some mining companies. The paper discusses one particular approach that provides an audit committee with the required assurance regarding RR processes. The approach ties the assurance needs of the audit committee to the needs of the technical experts in the entity, therefore involving two important figures. It also offers assurance providers with a model to audit ‘through’ the RR processes rather than ‘around’ them. The paper then discusses top-down and bottom-up approaches that provide assurance at different levels of an entity.A governance audit that focuses on the RR processes is suggested as a top-down approach. A bottom-up approach assesses the design adequacy of internal control processes. A hybrid model is described which meets the needs of diverse stakeholders including the audit committee and the RR community.The hybrid model combines the expertise of professionals in both internal audit and RR. The right balance of these skills directed by a singular approach ensures that a credible result is achieved.This approach is not as expensive as some verification approaches used in the industry and can, as a result, be performed on a more regular basis.The last element of the paper looks at implementation of the reporting mechanism. [Investigation of mine land characteristics, evaluation of irrigation systems, and evaluations by the mining industry, determined that irrigation is a feasible method for aiding revegetation of coal mined lands in western arid and semi-arid regions. The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid set irrigation. Irrigation should be supplemental by complimenting natural precipitation and be should implemented on a temporary basis.]

"Cyclopentane, a flammable hydrocarbon, is being considered as a working fluid for waste heat recovery applications using Organic Rankine Cycles with Direct Evaporators. A postulated failure mode consisting of a pinhole leak in a heat exchanger tube raises safety concerns due to autoignition of the working fluid. Experiments were conducted to determine the ignition delay time (IDT) of cyclopentane using an Ignition Quality Test™ (IQT™) device. Two sets of experiments were conducted per ASTM D6890 (with exception to charge pressure and temperature) to determine ignition delay of the fuel at atmospheric pressure for standard air (-20.95% oxygen) and vitiated air (13.3% oxygen) at a temperature of 803 K. Operation of the IQT device at a much lower pressure (1 bar) than normal operation (21.4 bar) with a standard injector led to very rich conditions and wetting of the stainless steel chamber walls. Catalytic effects are postulated to produce the small IDTs observed. Experiments were repeated with a modified injector to prevent wall wetting, resulting in average IDTs that are substantially longer.IntroductionCyclopentane is being considered for use as a working fluid in a Direct Evaporator of an Organic Rankine Cycle (ORC). In this configuration, the heat exchanger is placed directly in the flow of the hot exhaust gas, rather than using a secondary heat transfer loop to isolate the flammable working fluid from the heat source. This configuration offers the advantages of approximately 15% lower cost and improved efficiency over a standard ORC. However, placing a heat exchanger operating with a flammable hydrocarbon in the hot exhaust gas stream presents potential safety risks. If a pinhole leak were to occur in the heat exchanger, working fluid could leak into the hot exhaust stream. Gas turbine exhaust is provided to the Direct Evaporator at a temperature of approximately 803 K, whereas the autoignition temperature of cyclopentane is 634 K (Gallant and Yaws, 1993). Autoignition of the working fluid has been identified as the key risk for this type of system.Autoignition occurs when sufficient self-heating by chemical reactions takes place to accelerate reaction rates to produce full-scale combustion. This is in contrast to forced ignition, in which an external source (e.g., spark) is employed to initiate the combustion process. For combustion to occur, the fuel to oxidizer concentration must be between the lower (lean) and upper (rich) flammable limits. The reaction rate depends on the species concentration of the fuel and oxidant, the local temperature and pressure. Ignition processes are comprised of steps that take a fmite amount of time. This latent period prior to the start of combustion is referred to as ignition delay time (IDT)."

"As real estate for new development in urban settings becomes scarce, commercial high rises are being constructed above open passenger rail tracks and vehicular roadways. Rail and roadway overbuilds are treated as tunnels requiring emergency ventilation systems for train or automobile and truck fires. The value of floor space in residential and office towers poses challenges to engineers responsible for designing fan rooms and shafts for tunnel ventilation systems within the towers. This paper describes a case study of the unique incorporation of tunnel ventilation fan plants in the overbuild structure of a passenger railyard and an adjacent roadway.INTRODUCTIONTunnel ventilation systems are required for passenger rail and transit (subway) tunnels by the NFPA 130 Standard for Fixed Guideway Transit and Passenger Rail Systems, and the NFPA 502 Standard for Road Tunnels, Bridges, and Other Limited Access Highways requires tunnel ventilation systems for vehicular (road) tunnels. Passenger rail and transit (subway) tunnels are typically ventilated with a series of shafts placed longitudinally along the tunnels to provide piston relief for normal train operations and emergency ventilation of train fires utilizing reversible axial flow fans. The shafts are incorporated in dedicated ventilation buildings that house the tunnel ventilation fans and starters, switchgear to power the fans and other equipment and systems in the building, Programmable Logic Controllers (PLCs) to control fan operation with Supervisory Control and Data Acquisition (SCADA) software, and HVAC fans and ductwork to ventilate the spaces in the building. These ventilation buildings may also provide access to the tunnels below with ingress/egress stairs for use by first responders and firefighters entering the tunnels and train or transit system passengers exiting the tunnels in an emergency. In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

I first met Milton Wadsworth in 1951 as an eighteen year old junior taking his mineral processing course at the University of Utah. He guided my senior thesis, evaluating the then new polymer flocculants on settling uranium leached ore pulps. This was before ion exchange and solvent extraction. After my military service and a brief working stint at Kennecott he supervised my PhD work. He encouraged me to be active in AIME and its constituent societies, where both of us have been directors of AIME and presidents of TMS. He has been a consultant for research groups that I have managed. Above all, he has been my mentor and friend for nearly 45 years. Thus, I am honored and particularly pleased to receive 5MB's Wadsworth Award.

There is a close relationship between the mining industry, economic growth, and technological and social development. Mining activities benefit all economic agents, but only during a timespan determined by available reserves, primarily driven by internal factors such as production rate, technology and costs, and external factors such as prices determined by the market and taxes and royalties controlled by governments (Gordon and Tilton, 2008; Henckens, 2021; Tapia Cortez et al, 2018). The intense use of Mineral Commodities (MC) needed to maintain the current lifestyle has placed ore depletion as one of the main threats to sustainable economic, social and technological development. However, ore depletion does not only arise due to the finite nature of MC, price fluctuations or technological challenges. It is also triggered by the ‘economic limits of extraction’, determined by the optimisation of financial factors and technical restrictions within the regulatory framework (Henckens, 2021). Most reporting standards – if not all – define ore reserves as ‘the economically mineable part of a Measured and/or Indicated Mineral Resources’ determined by the technical and economic viability of extracting, processing and commercialising MC having the NPV as the fundamental decision – making tool (JORC, 2012; Krzemień et al, 2016). However, is the NVP an ‘economically’ basis index able to capture the complexity of economic phenomena? No, it is not, and it is crucial to define what is economic and financial. Although related, they are different disciplines. Economics studies the behaviour of the different market agents, including human behaviour and policies and explains the factors involved in the scarcity (or surplus) of goods and services. Finance focuses on financial systems and managing funds considering the time, cash available, and risk. It involves banks, loans, investments, and savings and can be considered a small subset of economics (Simon, 1959; Tapia Cortez et al, 2018). Given the economic nature of ore Reserves, endorsed by governments (Figure 1), NPV is an incomplete tool to determine ore Reserves as it limits the problem to simply maximising cash flows instead of optimising the economic benefits for all economic agents. In addition, using the rigid scheme of controlling taxation – unable to adapt to new market or economic conditions and systematically increasing – within the NPV framework only increases the sub-optimisation of ore reserves, mainly due to the systematic taxation rise. Short-term benefits of higher taxes and royalties are unlikely to offset the impacts of reducing exploration and project development in the long-term, which not only boosts ore depletion concerns but also reduces competitiveness, threatening economic and social welfare (Fisher, Cootner and Baily, 1972; Gordon, Bertram and Graedel, 2007; Lilford, 2017; Mardones, Silva and Martínez, 1985; Radetzki, 2009; Rodrik, 1982; Tan, 1987; World Bank, 2000). Holistic methods and collaborative tools, able to dynamically simulate and assess how changes in the technical settings, regulatory framework (taxes and royalties), and financial factors affect the availability of ore reserves and the impact for all economic agents, should be incorporated into the evaluation process to fill the gap.

Thirty-five years ago underground coal mining equipment consisted of simple but rugged machines powered by electric motors and hydraulics. The machines were maintained by maintenance personnel armed with a basic knowledge of hydraulics, electricity, and mechanical design. Over the years the the machine has been transformed into powerful complex mining systems. The maintenance burden has also increased. During this period significant advances have been made in maintainability engineering and system design techniques. Many of these innovations and techniques are applicable to the design of underground mining equipment. The objectives of this project were to; (1) determine the extent to which maintainability design concepts and principles have been applied to the design of underground coal mining equipment, (2) try to assess the impact of equipment design for maintenance on productivity and safety, and (3) develop a maintainability design guideline to enhance the design of new or rebuilt equipment. An equipment design review was completed at ten operational coal mines. Interviews were also conducted with mine management, safety, and maintenance personnel to identify machine specific design advantages and problems. Visits were also made to six original equipment manufacturers to discuss the design of their equipment for maintenance. Volume I presents an overview of the protocol used and a summary of the findings. Volume II includes the maintainability design guide for underground mobile mining equipment.

"Accelerated expansion of Western Canada's metallurgical coal industry has again stimulated considerable exploration activity in the Rocky Mountain Foothills Belt and influenced much of the R&D related to transportation, processing and carbonization. Preparation R&D has included further pilot-plant work on desulphurization, spherical agglomeration and modified compound cyclones (which are also proving themselves in other mineral beneficiation studies). Combustion research, aside from increasingly stressing control of combustion source pollution, has directed special attention to lignite PF firing and problems arising from lignite ash. Studies directed toward the non-fuel utilization of coal have centered on such diverse topics as active carbons, carbonaceous filter media, plant nutrients and industrial applications of humic acid derivatives. In addition, a number of long-range research projects related to such matters as coal chemistry and pyrolysis have been actively pursued, and further attention has been given to improved sampling techniques and analytical methods."

Our ability to generate information and transport it about the planet on super highways of optical fibre is about to change the way in which we communicate, work and live. There is not a single aspect of our future that will go untouched by the communication and computing revolution that Is now upon us. The change we are about to witness will overshadow the impact of the printed word, industrial revolution and physical transport. The next major wave of information technology (TT) development will focus on the delivery of information and experience on demand, in the right form, at the right time, at the right price, to fixed or mobile terminals anywhere, over networks of optical fibre, radio, satellite and optical wireless. Bandwidth, distance and time will no longer be significant cost elements as service and access become dominant.
