Looking Down the Road: The Environmental Side of the 1990s and Beyond Environmental Social Responsibility Love Canal, Buffalo Creek, Widow Combs, Bohpal and Three Mile Island are familiar names to all of us-names which evoke memories of environmental tragedies. These memories, as well as memories of other environmental disasters, lead us to pose this question: What is the nature of the environmental social contact between industry and society? The manner in which one answers this question will. in large measure, answer the question of where one thinks environmental issues will go, or should go, in the 1990s and beyond. The history of the evolution of the environmental movement will be helpful in defining and under- standing just what society's environmental responsibility is and, perhaps, what it will be. To Define the Future Start With the Past The common law, which most of the United States adopted from the English system of jurisprudence, traditionally considered pollution control and other environmental issues to be a matter of determining the relative rights of private property owners and of individuals. Legal and equitable theories, such as nuisance, negligence, trespass and the law of riparian rights, were utilized to allocate responsibilities between parties under the common law. The discharge of pollutants into streams and into the air was by and large considered acceptable, at least up to the point that another's "reasonable" use of the same air or waterway was significantly impeded. Further, the judicial decisions interpreting the applicability of the common law to the protection of the environment generally reflected the social and economic pressures of the age. During the Industrial Revolution, the decisions and policies had a marked tendency to favor industrial development. Jobs and industrial growth are deemed as important, and in some cases more important, than the protection of people and property. Additionally, the idea of a social responsibility, beyond that owed to a competing land or water user, was nearly alien to the early common law.' One could even go so far as to say that, had there been a social environmental contract under early common law (which, of course, there was not); but if there were, it would have been to promote actions which facilitated industrial development, even at the expense of the environment. Post-World War LI industrial expansion brought with it a growing awareness of limits on the environment's ability to absorb increasing levels of pollution. Thus evolved an era of social and political adjustment, as society began to shift away from supporting big business and industrial development and toward supporting domestic government programs and limits on industry. States gradually stepped in with efforts to address environmental issues. The Pennsylvania Clean Streams Law and the West Virginia Surface Mining Act of 1939, while lax in comparison to today's standards, nevertheless marked definitive efforts toward altering the balance between industrial development and environmental protection Pollution control continued to be viewed as a state responsibility through the 1950s, until Congress began, for the first time, to allocate funds for federal research on air and water pollution and to implement

The orange waste after lime water modification was converted into promising adsorbents for fluoride by metal loading reaction. The effectiveness and mechanism of fluoride adsorption on metal loaded orange waste gel from synthetic and real plating solution were investigated. Amount of zirconium(IV), aluminium(III), cerium(III), lanthanum(III), titanium(IV), vanadium(IV) and tin(IV) loaded on orange waste from aquearegia dissolution were evaluated to be 1.62, 1.16, 0.93, 0.95, 1.20, 1.12, 0.97 mmol/g respectively. The maximum adsorption capacity (qmax) of zirconium(IV), cerium(III), lanthanum(III), iron(III) and aluminium(III) loaded orange waste for fluoride ions were evaluated to be 1.74, 0.91, 1.07, 0.98 and 1.01 mmol/g from aqueous solution. The mechanism of fluoride adsorption by metal loaded orange waste was inferred to be ligand exchange reaction. Application of zirconium(IV) loaded saponified orange juice residue(SOJR) for real plating solution showed effective removal of trace concentration of fluoride down to the accepted standard. The negligible interference of co existing anions like nitrate, carbonate, sulphate and chloride makes zirconium(IV) loaded SOJR a promising sorbent for waste water treatment. The adsorbed fluoride from fluoride loaded zirconium(IV)-SOJR was effectively desorbed by using alkali solution for its regeneration. This work shed light on the potential application of metal loaded SOJR to remediate fluoride contaminated water for environmental relevance.

Currently, it is very difficult to obtain qualitative and quantitative information about the status and production process of a construction site. As a rule, companies depend on reports from on-site experts. There is no end-to-end digitalization due to the mobility of equipment and ever-changing locations. Equipment from different manufacturers, especially in special foundation engineering, is highly specialized. Any data collected by this equipment is recorded in proprietary formats and made available on the manufacturers' platforms. This exacerbates the situation, making simple analysis of performance indicators impossible. Most functions such as construction diaries, equipment utilization analyses, etc. are implemented only as standalone solutions. This does not allow for prompt visualization and intervention in critical process sequences because the construction site process is usually managed using a cost-based method. Furthermore, special foundation engineering requires a high level of expertise in an extremely wide range of construction processes. In this article, the results from a set of non-proprietary performance analysis tools are presented using numerous practical examples. Once a construction element is completed, the equipment data is immediately transferred to the platform using the latest cloud technology. Because the data is normalized, construction progress can be documented immediately, even for mixed equipment fleets. Bottlenecks can be immediately detected by visualizing the current performance of the production process, which is broken down into individual steps. Modern analyses of this equipment data improve quality, thereby providing better information about current performance. These sets of tools are essential for changing from the current monetary or cost-based method of process management to time- and bottleneck-oriented management. This makes it much easier to identify the critical path during projects. The article shows that processes can be documented and managed.

Freeport IndonesiaÆs Deep Ore Zone (DOZ) mine is the new underground block caving mine within the East Ertsberg Skarn System (EESS) deposit which started production in mid-2000. The DOZ will produce 25 000 tpd using mechanised block cave mining method and will be the fourth underground mine opened within the EESS deposit. Evaluations were made on former block caving mines at PT Freeport Indonesia (IOZ, GBT Area I and II) in order to design a more appropriate support system. As a permanent support, the thread bar bolt support system is widely used in the DOZ mine. The advantages of this system are ease of operation, quality control and high bond strength. The main problem of this system is the curing time of about 28 days to achieve maximum strength, necessitating the installation of a temporary support for its implementation. In this instance, the system was inefficient in operation and studies were required to find an alternative grouting system. This paper examines the evaluation of thread bar bolt support system and compares the performance of two types of grouting (resin cartridge and cement cartridge) with cement grouting performance. The evaluation is conducted with a pull out test. The advantages and disadvantages for each grouting method, comparison of cost estimation and grouting application in mine scale are presented in this paper.

Abstract. The shaft was drilled on U.S. Government land in the Piceance Creek Basin and was funded by the U.S. Bureau of Mines. It was drilled to 723 meters (2 371') to provide access to rich deposits of oil shale, nahcolite and dawsonite for geotechnical test work and environmental mining research. Rotary drilling and dual string, reverse-air, jet-assist circulation methods were used. Drilling required 8 months. Site preparation, running and cementing the casing required another 4 months. A 2.44-meter (96-inch) ID steel welded casing, 5.1 cm (2 inches) thick was installed and 2 700 tonnes (63 000 sacks) of cement were slurried and pumped into the annulus.

The Bureau of Mines investigated the kinetics of reduction of wustite and magnetite with carbon monoxide. A mechanism was postulated wherein the interaction between gaseous and absorbed carbon monoxide appears to be the rate-determining process. This mechanism fully accounts for the experimental rate equation JL.h relates th velocity of reduction to the pressure of the reducing gas at constant temperature. It also explains the variability of the heat of activation of the reduction process with the state of aggregation of the oxide material. The integrated rate equation is in perfect agreement with the experimental reduction-time curves.

Most of the arsenic contained in copper concentrates is removed in the gas phase during the smelting and converting processes and, according to recent environmental regulations, it is required to fix it in a solid stable form. In this regards, ferric arsenate has been reported as thermal and aqueous stable compound. Therefore, various alternatives for treating gas containing arsenic were considered in this work. From data obtained at laboratory scale on fixation of arsenic using iron oxide, a new process to treat copper concentrates containing arsenic was evaluated. The effect of temperature, oxygen potential and the sample porosity on the fixation of arsenic contained in a gaseous stream was studied, and the iron oxide converted into ferric arsenate was up to 10%. The obtained results suggest a new alternative for gas treatment with an interesting and attractive technical development. The arsenic was retained as ferric arsenate with thermal and aqueous stability, and it allows a safe disposal keeping the environmental restrictions. The kinetics parameters are used to scale up laboratory results to higher processing rates.

In this paper the activation behavior of quartz using Ca(OH)2 as an activator in quartz reverse flotation with anionic collector was evaluated and their adsorption behavior was investigated using a variety of techniques. The adsorption of the collector KS-I on the surface of quartz with and without Ca2+ was primarily characterized using Quartz Crystal Microbalance with Dissipation technique (QCM-D), which is a high sensitivity in-situ surface characterization technique. The flotation performance was evaluated using a laboratory mechanical flotation cell at different process parameters such as pH, collector dosage, and Ca(OH)2 dosage. The anionic collector evaluated was a commercial fatty acid KS-I. The QCM-D data showed that the collector adsorbed on quartz more readily with Ca2+ as activator. The mass and structural property of the collector layer adsorbed on quartz surface at 2.16×10-3 mol/L of Ca2+, 0.3 g/L of collector and pH 12.0 have been studied using the technique of QCM-D. The chemisorption of the collector KS-I on the surface of quartz in presence of Ca2+ were also demonstrated by means of zeta potential, QCM-D and FTIR analysis.

The U.S. Bureau of Mines investigated the synthesis of advanced ceramics (SiC+AlN, SiAlON, SiC+A1203, and Si3N4+AlN) from natural clays (kaolin, halloysite, or montmorillonite) by an intercalation and heat treatment method. This process includes the steps of refining a clay, intercalating organic chemicals into its layered structure, drying the intercalated mixture, firing the treated structure at certain temperature ranges in controlled atmospheres to form desired compounds, and grinding the loosely agglomerated structure. Focus of this research is to economically process advanced ceramic structures from abundant natural resources. The advanced ceramic phases produced in this simple treatment are homogeneously distributed at the nanostructure level, and may potentially lead to cost effective manufacturing processes. The intercalation of clay was confirmed by X-ray and BET analyses. The evolution of chemical compositions during carbonization reactions and carbothermal reduction was investigated. The characteristics of refined clays and synthesized powders were studied. Advanced ceramic composites/solid solution have been produced from intercalated clays, without the presence of other compounds.

INTRODUCTION Chevron's Uranium Mill is located near Panna Maria, Texas; 70 miles southeast of San Antonio. Designed by Kaiser Engineering, the Mill will process a nominal 2500 dry T.P.D. of uranium bearing ore containing 15% uncombined moisture. Earl Torgerson, San Mateo, California, is the consulting metallurgist on process design. Feed to the plant consists of a mixture of high, medium and low grade sandy day ore; the average grade of the ore will be 0.7% throughout the life of the project. The ore is delivered to the mill via truck and stored by type in individual piles on a flat storage area. The ore is fed by conveyor to a semi-autogenous grinding mill. The SAG mill discharge slurry is pumped either to a storage tank or to the first of five mechanically agitated leach tanks where both H2SO and NaC103 are added. Following leaching, the slurry is mixed with thickener No. 2 overflow before being pumped to a six-thickener, countercurrent decantation circuit where the solution containing uranium is separated from the leach residue. The residue is washed essentially free of solubilized U308 values at the sixth thickener and discharged to an adjacent tailings pond. The first thickener overflow, containing approximately 0.4 grams U308 per liter, is filtered for clarification and sent to the liquid ion exchange (solvent extraction) section. The pregnant aqueous solution is mixed with organic solvent containing amine on which the complex uranyl sulfate ions are absorbed. The immiscible aqueous and organic solutions are mixed and separated in each of the four stages of solvent extraction. The final pregnant organic is directed to a stripping section. A strip solution containing (NH4)2S04 (ammonium sulfate) and NH4C1 (ammonium chloride) is contacted and separated from the organic in each of the four mixer-settler units. The strip solution is mixed with NH3 and the uranium precipitates along with trace amounts of sulfate, chloride, and ammonia. After washing in a thickener, the uranium precipitate or yellowcake is centrifuged and dried in a multiple hearth roaster. Overflow from the yellowcake thickener is recycled back to the stripping section of the solvent extraction circuit. The dried yellowcake concentrate contains more than 98% U308; diluents include H20, ammonia, chloride, etc.. Impurity concentratons in the product are sufficiently low, after drying, to permit direct shipment to refinement installations. ORE RECEIVING Ore from one or more mines will be stored on a pad adjacent to the uranium processing mill. Ore stored in the area may total 200,000 tons or more, which is equivalent to over a two month treatment reserve for the mill. In addition to providing surge capacity, the proposed storage facility permits natural oxidation of the ore and affords an area which, in turn, improve plant U308 recovery and reduces consumption of oxidizing reagents. The uranium bearing ore is segregated at the storage area into several distinct types. One group can be identified by its sandy, clay-like matrix and will be distinguished by its U308 concentration of high, medium, or low. Other ores contain substantial quantities of carbonaceous shale, typical of ore in the area. Feed is recovered from any one or combination of piles, in accordance with operating requirements and recovery factors. The run-of-mine ore, at 15% moisture, is transferred to a stationary, 24-inch by 24-inch grizzly. Undersize material falls into a 280-ton surge hopper located below grade, while oversize material is removed for preliminary size reduction. A sump-pump is located at the reclaim hopper to recover excess mositure and ore spillage for processing. Plant feed is continuously drawn from beneath the hopper at an average rate of 120 tons per hour by means of an apron feeder. The hopper is equipped with a low level safety system to protect the apron feeder assemble. The ore is transferred to a belt conveyor, elevated and discharged into a semi-autogeneous grinding (SAG) mill. Water addition at the discharge point is automatically controlled by a feed rate, moisture analyzer system located on the belt conveyor. GRINDING Minus 24-inch ore, at a rate of 120 mosit tons per hour and cyclone underflow at a rate of 137 moist tons per hour are combined with a controlled 186 gallons per minute fresh, warm plant process water. The mixture, at an average 68% solids, is fed to the SAG mill. The viscous mass is subjected to grinding at a temperature moderately above ambient resulting from use of the 140ºF well water. The 16.5'x5.0' Marcy Mill is driven by a 500 H.P. A.C. Motor. The mill will rotate at 73.4% of critical speed or 14.06 R.P.M. Eight percent of the mill's volume will be occupied by steel grinding balls; 22% by pulp. The mill is designed to rotate in either direction, in order to obtain maximum lifter and liner life. The SAG mill is equipped with a trommel having ½ -inch slots for removal of oversize material at its discharge and the large or oversize material is collected and either recirculated periodically or discarded. The undersize slurry is diluted to 64% solids with the addition of hot well water or mine water to the mill discharge sump. The flow is automatically controlled utilizing data from a gamma density meter. The slurry from the mill discharge sump is pumped to hydrocyclones to classify the particles. Iron and steel, for instance, is one of the greatest of travelers in the form of ships and the romance of iron in this respect is only just beginning to be superseded by the stories which can be told of the travels of aluminum and its alloys, used in the building of airplanes. Tin is a traveler from the Straits Settlements to this country and Europe, for use in the canning industry; afterward traveling all over the civilized world as a part of the container for preserved foods. Silver is somewhat of an aristocrat, when its uses are measured against those of the baser metals. From earliest times it has been used for adornment (first perhaps o4 the person and later for the embellishment of weapons and' buildings), for the making of fine ar¬ticles used in the household, and as money. While its uses have been widened by the discoveries in chemistry, electricity and other sciences, its early uses are still much in evidence in our modern life.

Bureau of Mines research on the hydrogenation of coal has been concerned with developing processes that could be used to supplement the Nation's petroleum and natural gas resources. Motor fuel was produced in a subsidized coal hydrogenation industry in Europe prior to 1945, but the process used is still not economical and other methods of producing liquid and gaseous fuels from coal are being investigated. As an aid to the planning of coal hydrogenation research, a literature survey was made of processes or methods of hydrogenating coal that differ from the subsidized or conventional process. This report contains a bibliography of unconventional methods of hydrogenating coal and a brief discussion of the economics of the conventional method. A general discussion of unconventional methods is included, and the advantages and disadvantages are pointed out where possible. The survey supplements a previous Bureau of Mines survey3 and a comprehensive review published in 1930.4

Comparing to the coal seams in Eastern China, the coal seams in Western China usually have better geological conditions. Therefore, changes in the conventional gateroads layout are required for the Western longwalls. A case study based on a Western coal mine (LiMin) was presented to discuss the feasibility of an innovative gateroads layout. Based on the geological conditions, a 5m wide pillar between the adjacent two longwall panels, 09112 and 09113, was proposed in order to increase the recovery rate. More importantly, the entry supporting strategy of panel 09113 headgate needed to be determined and verified carefully since only 5m wide pillar was left to separate the entry from the panel 09112 gob. Three strategies with different supporting intensities in the panel 09113 headgate were evaluated by numerical modeling. The model outputs indicated that roof and rib boltings plus single hydraulic props were essential to maintain the gateroads stable. Field observation showed that under the proposed entry supporting strategy, the total roof-tofloor and rib-to-rib convergences were only 360mm and 460mm, respectively, during the service life of the panel 09113 headgate, which indicated that the innovative gateroad layout proposed in this paper is suitable for longwalls with similar geological conditions in Western China.

Gold was determined directly in eight different mill cyanide solutions, by atomic absorption spectroscopy in an acetylene-air flame. Some of the mill solutions were diluted with water to bring them into the most sensitive absorption region (5-50 p.p.m. Au) whereas those solutions with very low gold content «2 p.p.m.) were concentrated by evaporation.Calcium was complexed with ethylene diamine tetra-acetic acid (EDTA) to avoid the undesirable effect of a precipitate on atomization.When added to standard gold solutions, EDTA had no effect on absorption, nor did any of the impurities common in mill cyanide solutions.Known amounts of gold, ranging from 2 to 30 p.p.m., were added to mill solution'aliquots and recovered to within 100 ± 2·5 per cent. For duplicate determinations under normal worKing conditions, standard deviation was 1·32 p.p.m.Excellent agreement was found between atomic absorption gold values and accurate fire assay values.INTRODUCTIONAtomic absorption spectroscopy has been shown to offer a rapid and accurate method for the determination of trace amounts of a number of metal ions. Over the past few years the Cape Breton Coal Research Laboratory's staff designed, built, tested and proved the necessary hardware, software and methodology of tracer gas based surveying techniques applied in the field of mine ventilation. These methods are now used routinely in a variety of applications where traditional anemometric methods do not provide the required accuracies or cannot be effectively employed. Irregular or highly turbulent flows, leakages, geometrically complicated or highly obstructed airways are just a few examples where traditional anemometry can produce unacceptable errors in calculated ventilation parameters. Tracer gas based ventilation techniques have been used in many problematic situations where the standard ventilation methods are inadequate. One such problem, faced by many mine operators, is the emergency imposed by the ever present threat of a mine fire. An understanding of the propagation of smoke contaminants and the demonstrated integrity of appointed escape routes can save lives and property during a fire. That knowledge can be gained quickly and inexpensively by the application of tracer gas smoke simulation methods. The concept of controlled air recirculation has recently gained considerable attention in the mining industry. While mathematical models can be used to predict performance, the ultimate proof of a ventilation system's performance can best be provided by a tracer gas based simulation of contaminant levels. Fan performance tests and assessment of auxiliary ventilation systems are highly dependent on accurate definition of airflows; precise data can be easily obtained by tracer gas based volumetric surveys. Preconcentration of precious and base metal ore types is becoming more relevant with the discovery, the development and the operation of many lower grade deposits around the world. Ore preconcentration designates an operation consisting of sorting an ore to reduce the quantity of waste material sent to the concentrator. It can be seen as rejecting waste material as much as possible, without compromising the recovery, or as the recovery of as much valuable metal as possible into an optimum mass yield. Benefits of preconcentration are multiple: grinding energy savings, costs reduction, lower environmental footprint, extension of the reserves, etc. However, all of these benefits do not apply simultaneously and are not applicable to each ore type. Technologies employed for preconcentration are highly dependent on ore properties, especially on the particle size at which the gangue is liberated. Thus, from coarser to finer particle sizes, technologies such as screening, ore sorting, gravity separation (Dense Media Separation (DMS) and jigs) and coarse flotation could be used for the rejection of liberated gangue. The difficulty starts when a benchmark is needed to select a suitable technology, especially for low-grade gold deposits. This paper presents the challenges of comparing lab-scale technologies (DMS versus jig) for gold preconcentration. The experimental data will show to what extent comparing two lab-scale gravity technologies for gold preconcentration can be challenging. An attempt to evaluate the energy savings by assessing the hardness of the tailings after gravity separation will also be presented. THIS paper presents evidence of the general occurrence of methane in a large number of the coal fields of the United States and substantiates the apparent unnecessary differences in the ventilation requirements and codes in the various states, as was brought to the attention of the Committee on Mine Ventilation of the American Institute of Mining and Metallurgical Engineers at its Pittsburgh meeting in October, 1925, by J. A. Garcia.1 The data in his report have been compiled from the files of the Gas Laboratory of the Pittsburgh Experiment Station of the Bureau of Mines and represent samples collected throughout the various states and submitted for analysis by its engineers, also by mine operators and State mining departments, since 1911. Several thousand analyses were available but most of them were rejected because they represented abnormal conditions, undefined place of sampling, special investigations, or duplications in the same mine. Only those samples were included which, without reasonable doubt, were ascertained to fall within three major classes, namely, main return, air splits, and face and rooms of live workings. In the case of air splits, and face and room samples, only the one which contained the highest percentage of methane found in a given mine was taken.

Australian coals tend to be young in geological age and high in ash by world standards; preparation of the coal before marketing is almost universal. On the basis of float and sink data from 39 locations in the Eastern Australian coalfields, the coals are placed in four categories representing increasing difliculty in their washability characteristics. These seem to be related neither to the geological age nor the geographical position of the deposit and Hunter Valley coals, for example, span all categories. The influence of crushing on the washability of Australian coals is briefly considered and from limited data it is concluded to be appreciably smaller than for British or North American coals. A strategy for the float and sink analysis of Australian coals is proposed and the influence of washability characteristics on current trends in the selection of separating processes for coking and steaming products is discussed.

Accurate knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these components. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccuracies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in consideration of the uncertainties thus made apparent, presents new X-ray data obtained with the first three members of this group.
