THE first session of the Institute was held on Tuesday evening, September 16th, in the William Molson Hall, of McGill University, Dr. T. Sterry Hunt, Chairman of the Local Committee of Arrangements, in the chair. Dr. Hunt introduced Monsieur S. Rivard, Mayor of Montreal, who spoke as follows : GENTLEMEN: We welcome you with pleasure to our city, and we are proud to find that you have deemed it worthy of your visit. I understand that your association was founded in 1871 with some thirty courageous members, and that so valuable has it been esteemed, and so attractive was it found, that nearly one thousand have now enrolled their names as members and associates. But we must regard your profession as dating back to the stone age and mingling therewith ; how remote that is none of us can tell. Much of civilization is due to the discovery of metals, and the magnitude of our works to their widespread abundance. If you have not accomplished what the alchemists aimed at, which was to turn the ruder materials into gold, you manage, by your subtle skill, to turn stones into gold value. Europe has long since been-dug into and perforated with shafts and galleries in search of metals, and great wealth, and power, and comfort have arisen there-from ; but by an increase of knowledge, and more than European enterprise and energy, America is following rapidly in the race, and by means of natural advantages of a geological character has out-stripped the Old World. We are pleased to see you, gentlemen, as an evidence of the unity of this continent. Maps may have various delineations, but the veins and arteries of commerce and the nerves of science knit all together into one social organism with the same vital functions. We live here on the margin of the world, and can claim but a modest share in. the great works of modern times, but such as we have that can interest you we gladly offer for your observation.' Coeur d'Alene Mines Corporation (CDE) is a precious metals mining company. The company's three mining operations are located In Nevada and Idaho. Collectively, these mines (Rochester in Nevada, and the Galena and Coeur In Idaho) produced about 61,000 ounces of gold and more than 7.5 million ounces of silver in 1991. The company is currently planning the development of two major properties; the Fachinal gold-silver project in Chile and the Kensington gold project near Juneau, Alaska. Fachinal and Kensington hold encouraging potential to significantly expand CDE's gold production during this decade. The permitting process for these two distinctly contrasting environmental settings, project design requirements and regulatory/political circumstances provide the basis for a comparative analysis of licensing and permitting requirements, timeliness of the permitting process and costs in the U.S. and Chile.

Analyses have been performed on geotechnical properties of copper, uranium and phosphate (gypsum) tailings materials, with the intent of identifying typical measures of variability within and among sites, and of characterizing such variability for use in reliability modeling of tailings embankments. In all, data from approximately 41 sites were analysed. Fairly consistent results were obtained for within site variabilities. However no one probabilistic model was found to be applicable to all sites. The distributional forms for most of the data sets are regular, and tend toward Normality when spatial trends are removed. At many of the sites sufficient in situ data were available to allow estimates of vertical autocorrelation distances and measurement noise. Available data indicate that variability in pore pressures may have a more important effect than strength property variation. A major problem in interpreting available strength property data results from the unknown drainage conditions during testing.

When executing a ventilation change the mine ventilation circuit is in a state of flux throughout the entire change period with discrete mine areas both under ventilated and/or over ventilated during the change process. Whilst routine risk reduction strategies such as removing electrical power and people from the mine are commonly deployed it is wise to complete the change in the shortest practical time frame. This not only minimises the chance of unacceptable concentrations of contaminants accumulating around the mine but reduces the impedance on production activities which are routinely suspended during these change periods. This paper firstly highlights the importance of the maintenance of an accurate ventilation model and discusses issues which should be considered to assist to maintain in it a suitable state of health. Further it provides some tips on how to monitor that your model is in an acceptable state of tune so that it can be confidently deployed in the change process. Finally, it details the sequential process how a finely tuned and accurate ventilation model can be utilised to carry out major ventilation changes according to appliance pressure adjustments only and without the need to constantly measure and check resultant branch flows throughout the whole change process. Also discussed are some simple practical tips which will help ensure that the ventilation change process will go according to the devised plan on the day and in the most appropriate order including checking the efficiency and accuracy of the change, after it is completed.

The increasing popularity of alternative methods in delivery of underground infrastructure projects has given rise to innovative and collaborative contracting strategies to allocate and manage the unique risks associated with the work. This paper presents approaches and recent examples of how risk has been dealt with using various alternative delivery methods, including Progressive Design Build (PDB) and Construction Manager/General Contractor (CM/GC). Based on the experience gained from these examples, recommendations for an innovative and collaborative risk baselining approach using contingency sharing are presented that should advance the overall goals of equitable risk sharing and compensation.

In its largest product launch in company history, Cummins Engines welcomed more than 200 customers, vendors and media to witness the unveiling of its new QSK95 engine at its Seymour Engine Plant in Seymour, IN on Nov. 1. It took the efforts of 150 engineers to design the QSK95 and more than $100 million in investments to establish a new production line and test facility at Cummins? Seymour Engine plant. The result of these efforts is a new platform of engines that Cummins says will provide as much as 2,983 kW (4,000 hp) and will be the most powerful, high-speed diesel engine ever built.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.

This paper describes the location, features, qualities, extent, and potential of iron occurrences and some associative resources -limestone and dolomite, coal, petroleum and natural gas, power, and water - in New Mexico. Reconnaissance investigations were made of 118 iron occurrences to deter-mine their extent, attitude, and potential; character samples were analyzed to determine their quality and impurities; and pioneer metallurgical investigations were made on character samples to present their metallurgical problems. Some factors influencing past and potential iron markets are discussed. The most abundant iron minerals are magnetite and hematite. The higher grade deposits are extensive contact-metamorphic and pyrometasomatic replacements in calcareous Paleozoic rocks associated with intrusives. Low-grade deposits of considerable potential are the extensive Cambrian oolitic hematites of sedimentary origin and the Precambrian magnetite-hematite taconite iron formation. Iron occurs also as extensive colluvial and alluvial concentrations. A wide variety of accessory elements are indicated and these pose metallurgical and economic problems.

Explosive pockets of methane-air mixtures accumulate in underground coal mines and, when ignited, produce an air-blast wave that can disturb combustible coal dust on the floor, roof, and ribs. To prevent explosions, the coal dust must be continuously diluted through application of inert rock dust, usually powdered limestone. Application of powdered dust process creates a respiratory nuisance downwind, where miners cannot work until the dust settles. Rock dust suppliers have developed wet and foam applied products to reduce the nuisance and limit the interruption to mining during dust application. To test the effectiveness of these alternative dust products, researchers at the Colorado School of Mines (Mines) have constructed a full-scale explosion test drift located at the Mines Edgar Experimental Mine (Edgar) to study the dispersibility of different rock dust applications. This paper examines the use of Pentaerythritol tetranitrate (PETN) detonating cord to produce controlled air-blasts that simulate methane-air explosions. The air blasts are generated with curtains of detonating cord that produce shockwaves with wind speeds between 30 to 70 m/s (100 to 225 fps) depending on the length of 5.3 g/m (25 grain/ft) detonating cord used. These velocities represent the minimum air speeds required to trigger propagating coal dust explosions. Researchers have conducted 40 test blasts with various lengths of detonating cord. Results show the two primary waves and two reflected waves each decaying into airblast waves with overpressures of 14 to 27 kPa (2 to 4 psi). Pressures were recorded with commercial piezoelectric transducers and custom-built, bi-directional probes to record the total and dynamic pressures of the wind generated in the explosion. Researchers were able to generate consistent and repeatable wind speeds and air-blast durations sufficiently similar to a methane-air explosion to study the dispersibility of various rock dust products and application methods

Waihi Gold Mining Company Limited, a wholly owned subsidiary of Normandy Mining Limited, operates the Martha gold mine, located in the township of Waihi, New Zealand. The operation, an unincorporated joint venture, comprises Normandy Mining Limited (67.070/0) and Otter Gold Mines (32.94%). Since gold was first discovered at Waihi in 1878, it has formed a key part of the region's economy. In 1909 the Waihi mine was described in a report to Parliament as æthe most important gold mine in Australasia and one of the greatest in the world.Æ That was a record year for production, with 416,813 tons of ore mined and some 1,120 men employed. Today the mine produces up to 1,250,000 tonnes of ore annually, and the project employs some 234 men and women. In 1999 the value of the gold and silver produced ($59 million) made up 47% of Waihi's estimated GDP. Waihi Gold has made significant contributions to the Waihi economy, community and the Hauraki region as a whole. Since the mine was re-opened in 1987, thousands of local people have benefited from the mine. In 1999, consents were granted allowing an extension to the mine life (the Extended Project) and this will result in a further seven years of economic benefits resulting from mining activity. The Company has undertaken extensive consultation throughout project planning, construction, operations and rehabilitation. Ongoing liaison and involvement with all community sectors, including Tangata Whenua and Iwi, local residents, recreational groups and schools remains an integral part of the operation. Throughout the life of the modern Martha Mine, the Company has actively supported the local community in the form of donations, sponsorships, the provision of amenities, and by participating in community events. A well established environmental team exists at the site. Environmental and community performance is measured by an independent five-assessment process, and the Company is committed to achieving excellence through ongoing improvement programmes and staff awareness. When the mine is closed, the open pit area will be transformed into a recreational lake, and the tailings storage facilities will be rehabilitated to become a combination of wetlands, grassed areas and ponds. Resources will be provided by the Mine to ensure the rehabilitated site remains in a safe and self-sustaining, stable condition in perpetuity. The mine is regarded as a showcase on a world standard of how a modem mining operation can successfully coexist with the nearby community.

No noticeable international economic recovery occurred during the first half of 1982. Industrial production continued to fall in the United States, Canada and Italy and to hold steady in France. Modest increases in production occurred in Japan, England and Germany, although some decline took place from March to April. The U.S. mining industry has been more severely affected by the world recession than the U.S. economy. This is not immediately obvious when comparing the U.S. mining industrial production index from 1981 to 1982, which decreased 8.5 percent, as compared to a 7.1 percent decline for total domestic industries. However, "mining" industry statistics in the U.S. national economic accounting system include petroleum and natural gas as well as minerals. When metal mining is isolated, the decrease in production from 1981 to 1982 is 19.3 percent. If metal mining production continues to perform at the same rate during the third and fourth quarters of 1982 as during the first half of the year, declines from 1981 levels will be quite severe. Aluminum will have declined 22 percent, copper 18 percent, iron ore 24 percent, lead 3 percent, steel 29 percent, titanium 2 percent and zinc 25 percent.

"The word ""instrumentation"" has expanded from its original meaning, which in engineering perhaps referred to measuring apparatus alone. In its broadest form, it now includes sensors, display instrumentation, standard pack-aged controllers and, most recently, the use of stored program computers for on-line process control. The paper traces the evolution, in tutorial form, of the successive application of mechanization, measurement instrumentation, automatic control, central operating systems, programmed control, process computer control, direct digital control and, finally, hierarchies of computers used for process control and corporate management as a fully integrated business system. In the field of industrial minerals, the cement industry has seen the most widespread acceptance of these techniques. Computer control has been accepted as the way of life for the blending of chemical materials and for on-line control of the cement kiln. Accordingly, the cement application is selected for further presentation in the paper. This illustrates the trend progressing from control of single loops on process variables toward the objective of total control of the product quality. The economic justification for instrumentation, centralized control, automatic control and computer control is .discussed with reference to savings in fuel, maintenance, operating labour, depreciation, power and product quality improvements."

THE recent purchase by an American investment trust of a substantial block of shares in a British owned Venezuelan copper operation directs attention to mining activities that have been quietly gaining momentum in that country for a number of years. We hear so much of oil work in Venezuela that attention to its metal-mining activities is in most quarters casual. In gold and copper the country has made some interesting mining records, and two of the old districts are ,digging in for a come-back. Copper Copper production centers in the state of Yaracuy. The Aroa-Cumaragua mining region has had a long and eventful history. The Aroa mine itself, 50 miles from the coast in West-Central Venezuela, was discovered in 1605. First mined in 1632, owned at one time by Simon Bolivar, it has been reopened many times and is now , the basis of substantial operations by the South American Copper Syndicate, Ltd. of London. The latter has operated the property profitably, off and on, for a number of years, paying heavy dividends on a small investment-at times over 300 per cent annually.

The petrographic microscope as a tool in determining impurities and grain size of limestones, clays, sand and coal ash for possible use as raw materials is discussed. Its use in the determination of the mineral composition of various size fractions of the raw mix, after fine grinding in ball mills, and of the waste dust from the rotary kiln. A description is given of the typical clinker crystals; alite, belite, tricalcium aluminate and ferrite. The process problems indicated by various changes in the crystal characteristics are listed with possible solutions. Finally the microscope as used in relation to field problems with concrete such as air void volume, percent hydration of the cement, cement aggregate bonding and the determination of solid additives, is presented.

FROM 1921 to 1939, the aeroplane played an increasingly important role in Canadian prospecting and mine development. This service has been interrupted by the war, but undoubtedly it will be accelerated in the postwar years, if suitable aircraft are available. The purpose of this paper will be to review the uses to which the aeroplane has been put in prospecting and development in the past, and its future possibilities as an aid in prospecting. If by review, and deduction, we get a clear picture of what we expect the prospecting plane to do, we may be able to arrive at a very close approximation of its required characteristics and, from this, an idea of costs. 'Function' is defined as the mode of action by which it (the aeroplane) fulfills its purpose. We will endeavour, therefore, first to find what this purpose is, or should be, so that our expectations will not be too limited nor too great-and then find, by analysis, what performance we require in an aeroplane to meet our reasonable expectations at an economic price.

The investigations recorded in this bulletin were conducted by the Pacific Coke & Coal Co. in cooperation with the United States Bureau of Mines and the University of Washington. They cover one phase of a comprehensive investigation to determine whether coals from an extensive, undeveloped area of Pierce County, Wash., can be used in the manufacture of coke for the iron blast furnace. The completed investigation had three parts: (1) A geological survey of the coal property, (2) washing and crushing tests of the coals, and (3) coking and by-product tests. The geological survey, which was not conducted in cooperation with the Bureau of Mines and the University of Washington, included systematic tracing of the coal beds by test holes throughout the property, except some portions covered by an impenetrable layer of glacial drift. By this means all of the beds were correlated, their thickness and general character were determined, and tonnage estimates were made. Only such parts of the survey results as are necessary to a full explanation of the investigations described herein are included in this bulletin.

Experimental work is report on the gasification of 90-percent through 200-mesh, strongly coking Sewickley-bed coal with oxygen and with steam in three temperature ranges, namely, 2,700° to 3,400° F., 1,600° to 2,000° F., and 230° to 250° F. Thirty-one runs have been made, during which 56,000 pounds of coal have been charged to the generator at feed rates of 200 to 450 pounds of coal per hour. The average results, not the optimum results, are given in the following tabulation:
