No noticeable international economic recovery occurred during the first half of 1982. Industrial production continued to fall in the United States, Canada and Italy and to hold steady in France. Modest increases in production occurred in Japan, England and Germany, although some decline took place from March to April. The U.S. mining industry has been more severely affected by the world recession than the U.S. economy. This is not immediately obvious when comparing the U.S. mining industrial production index from 1981 to 1982, which decreased 8.5 percent, as compared to a 7.1 percent decline for total domestic industries. However, "mining" industry statistics in the U.S. national economic accounting system include petroleum and natural gas as well as minerals. When metal mining is isolated, the decrease in production from 1981 to 1982 is 19.3 percent. If metal mining production continues to perform at the same rate during the third and fourth quarters of 1982 as during the first half of the year, declines from 1981 levels will be quite severe. Aluminum will have declined 22 percent, copper 18 percent, iron ore 24 percent, lead 3 percent, steel 29 percent, titanium 2 percent and zinc 25 percent.

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

"Automation is a common goal within the coal industry for reasons such as efficiency, reliability and sustainability. However, it requires standards and frameworks so business systems can communicate effectively. Automation of sample analysis processes has been difficult to establish due to a lack of direct business system communication between commercial laboratories and mining companies. This has resulted in manual procedures that have contributed to problems relating to analysis instructions, sample identification, results formats and visibility of status.These problems result in loss of data and confidence in data validity, loss of process efficiency and inability to react to issues. An Australian Coal Association Research Program project (Evans, Armstrong and Arboleda, 2014) has addressed these issues through the Coal Quality Data Exchange methodology for direct business system communication between coalminers and commercial laboratories to optimise the transfer of coal quality data.The benefits to the coalminer of the framework are:increased clarity and auditability of what is being sent to the laboratory and what was requestedreduced potential for error introduced through manual transcription tasksincreased speed of loading of analytical results to the customer Geoscientific Information Management Systemimproved turnaround time for analytical resultsincreased knowledge about what took place in the laboratory with respect to the determination of the analytical resultsincreased visibility of the status of a ‘work order’. The benefits to the technology companies and commercial laboratories is a common framework on which to build a sustainable solution that gets away from the multitude of formats catered for today and time consuming manual processes. The implementation of presplit perimeter control in underground mining as a method to decrease dilution yields positive benefits throughout the current and future mining cycles. A case study to understand the benefits of reducing overbreak and underbreak in a cut and fill mining cycle was performed to quantify the reduction in backbreak. The study was performed in a control section of the mine where a presplit perimeter control design was utilized for a length of heading. This control heading was then compared to the existing standard blasting design within the same mining zone. The comparison included multiple aspects of the mining advance including overbreak, dilution of waste, dilution of Cemented Rock Fill, bolt counts, and cycle times. Once mining in the control section was completed and mining commenced in adjacent headings, blast damage due to blast design could be quantified.

In an investigation of the incineration of combustible wastes, the Bureau of Mines studied the effect of dimensional parameters, process variables, and fuel properties on the operation of an incinerator that consisted of a single cylindrical combustion chamber in which all combustion air was supplied tangentially above the fuel. Construction and operation of three designs of such a device proved that the tangential overfire air design is effective in providing efficient combustion and low concentration of particulate matter in the effluent gas. A correlation was found that related burning rate with air rate, chamber diameter, and inlet port diameter. In one of the incinerator models, ignition was by radiation from a preheated surface. The temperature of this surface was required to be 1,400° to 1,600° F to insure ignition of moist refuse; however, this had little effect on combustion rates. In the combustion of moist refuse, evaporation of the water proceeded through the fuel bed as a wave, with an ignition wave following the evaporation.

Diesel-powered equipment is widely used in the underground mining industry and their popularity results from properties including efficiency, versatility, reliability, and durability. In the U.S. approximately 7,700 diesel engines were used in 177 underground metal and nonmetal mines as of 2005 [MSHA 2005], and these numbers have likely increased since that time. Diesel engines have been shown to be a major contributor to submicron carbonaceous, respirable, and total particulate mass in the air of underground metal mines [Zielinska et al. 2002, McDonald et al. 2003], and their extensive use results in approximately 13,000 underground metal/nonmetal (M/NM) miners (MSHA 2005) in the U.S. being potentially exposed to aerosols and gases emitted by diesel engines (MSHA 2001, MSHA 2006). Exposure to diesel exhaust has been linked to adverse health outcomes including cancer, cardiovascular, and respiratory diseases (Attfield et al. 2012, Silverman et al. 2012), and in 2012 diesel exhaust was categorized by the International Agency for Research on Cancer (IARC) as a Group 1 human carcinogen (IARC 2012). Exposure to diesel particulate matter (DPM) is especially concerning for underground miners since underground mine environments have been shown to have some of the highest levels of diesel exhaust in the U.S. (EPA 2002, MSHA 2001, MSHA 2006, Pronk et al. 2009). Due to the potential for elevated DPM concentrations in mines, the Mine Safety and Health Administration (MSHA) promulgated a rule to limit exposures of metal/ nonmetal underground miners to DPM to an eight-hour time-weighted average (TWA) of 160 μg/m3 total carbon (TC) (MSHA 2001, MSHA 2006, MSHA 2008). Since this rule went into effect, DPM exposures have been reduced, but are still elevated when compared to other occupations (Pronk et al. 2009, Noll et al. 2015). MSHA compliance data between 2005 to the present show that underground blasters represent 21% of all DPM overexposures in M/NM mines and are one of the highest exposed professions in mining often resulting from low ventilation in the area where blasters are working. Because mines have difficulty controlling DPM in these low ventilation areas, additional control technologies may be needed to reduce exposures. Administrative controls, where miners work on off schedules or upstream of diesel vehicles to avoid the exposures to DPM (Noll et al. 2015) is one possibility, but these types of solutions are not always feasible or practical. A canopy air curtain is another potential control technology to help reduce exposures of blasters to DPM. Listak and Beck (2012) showed that this control technology reduced respirable dust concentration under a roof bolter’s canopy by 67%–75% and recommended air velocities greater than 0.5 m/s for dust reductions of greater than 50%. Additional work showed that a canopy air curtain could be designed for a shuttle car, and some initial testing by the National Institute for Occupational Safety and Health (NIOSH) showed reductions of respirable mine dust between 66% to 70%. As seen in Figure 1, the canopy air curtain delivers clean air over the operator’s breathing zone. A fan draws in air through a filter to capture the dust and then supplies clean air beneath the canopy where a miner is working. The use of the canopy air curtain to reduce exposures to diesel particulate matter was first discussed by Noll et al. (2020). In this study the diesel canopy air curtain (DCAC) reduced the DPM concentrations under the canopy by up to 90%. For this research the DCAC was designed to attach to the basket cover of an ammonium nitrate fuel oil ( ANFO) loader (Figure 2) and provide clean air blowing over the miners as they work in the basket. The initial tests used clean air drawn from the mine’s intake and did not try to filter the DPM from the air. Filtering DPM has extra challenges when compared to filtering mine dust particles. The particles of DPM are smaller (submicron and nanometer) than dust particles (greater than 1 micron); therefore, the filtration system must be adjusted to capture submicron particles. A MERV 13 filter was used in previous canopy air curtain research on mine dust control, but this filter is only designed to capture 50%–75% of submicron particles, and this capture efficiency is too low for removing DPM, so a higher efficiency filter is needed. Higher efficiency filters increase the pressure across the filter media which results in decreased airflow or leaks around the filter and reduces the effectiveness of the control for protecting miners from DPM. The optimal filter needs to capture DPM particles at a high efficiency while still allowing the needed airflows to prevent contaminated air from entering the miner’s breathing zone. Listak and Beck (2012) recommended velocities greater than 0.5 m/s for dust reductions of greater than 50%. However, airflows too high have been shown to reduce miners’ thermal comfort; Roghanchi et al. (2016) suggest the optimal velocity for thermal comfort is between 1–2 m/s. Thus, airflow over the miner should be limited to the range of 0.5 to 2.0 m/s. This current study presents the results from research evaluating the reduction of DPM concentrations, under the DCAC, when using a higher efficiency filter (MERV 16) to remove DPM from the DCAC airstream.

Moist Adiabatic Benchmark (MAB) and R70 testing have been applied to core samples of a multiple seam sequence from a borehole at the Doyles Creek Project. The coal samples range in rank from high volatile B bituminous to high volatile A bituminous, with a general increase in coal rank as depth increases in the borehole. The intrinsic coal reactivity to oxygen decreases with coal rank as indicated by the R70 values. The time taken to reach thermal runaway shown by the MAB testing however is strongly modified by the interaction between the intrinsic coal reactivity, the moisture content of the coal and the retained gas content of the coal. This is clearly demonstrated by the lowermost seam of the sequence. The MAB test for coal from the Whynot Seam took 20 days to go to thermal runaway, which projects to heating issues taking between eight to 12 months to occur for loosely piled coal found in coal roof falls or a longwall goaf and uncompacted stockpiles, assuming sufficient air is available for coal oxidation. In a preliminary study of the beneficiation of iron ores conducted by the Bureau of Mines, one of the authors (T. T. Read) found it necessary to ascertain, if possible, how much effect a decrease in the silica content of an iron ore has upon the cost of making pig iron from the ore. In the beneficiation of iron ores the most important impurity to be removed is usually silica, and the amount that can be expended on a beneficiation process to reduce the silica content of the ore is obviously determined by the amount of increase in the value of the ore after beneficiation. The price that can actually be obtained for a beneficiated ore is, of course, a matter of negotiation between the seller and the buyer, but since the relative value of different grades of iron ore must be chiefly based upon the cost of making pig iron from them, an approximation as to the effect which decrease in the silica content of ore has upon the cost of snaking pig iron is an important guide in estimating what probable average gain will result from subjecting an ore to a beneficiation process. A search of the literature failed to reveal any detailed statement on this important topic, but fortunately the data are at hand to permit making an approximate calculation of the probable effect. In January 1993, Pyramid Resources began implementation of a supervisory expert control system at a U.S Cu concentrator. The objective of this control system was to improve plant profitability through unit operation optimization and integration. This paper documents the key aspects of the project, including: economic and associated benefits, system architecture, concepts of implementation, process control strategies, practical aspects of implementation and conclusions. The implementation of expert control at this concentrator has resulted in an estimated benefit of $50,500 per day. This is a net result of improved tonnage, reduced reagent consumption, improved concentrate grade and reduced energy per ton produced.

This final report on Bureau of Mines Contract J0338028 presents the results of a research effort to predict incipient failure in electric-power-system components. The development of continuous monitoring techniques to detect an incipient failure would represent a significant improvement in system maintainability, availability and safety, This report describes the analytical and experimental aspects of the project. Mathematical models have been developed to study the behavior of cables and motors which are undergoing a deterioration process. These models allow a detailed study of the effect of deterioration on the component's terminal characteristics and performance. The efficacy of using negative-sequence monitoring is a reliable indication of deterioration has been established. Techniques for assessing the sensitivity of the prediction algorithm to component deterioration have been presented. An approach for modelling electrically-excited vibrations, and including these in the algorithm, has been presented.

The U.S. Bureau of Mines awarded a contract to Foster-Miller Associates, Inc. (FMA) to provide recommendations on the safest, most practical methods for complying with new regulations requiring that all underground coal miners have a self-contained, self-rescuer (SCSR) -a device capable of supplying, in an emergency, 1 hr of self-contained oxygen (no breathing of mine air). This report develops information and recommendations which could be used during the early stages of nationwide compliance, especially in the areas of inspection, testing, and underground storage of SCSRs. Volume I contains an Executive Summary, Introduction, Definitions, Recommended Guidelines for District Managers and Mine Operators, and a Storage Plan Checklist and Sample Form.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

Currently, social impact assessment (SIA) is used to determine social impacts across the life-of-mine (LOM) to closure. This paper draws on recently completed SIA reports from the Martha gold mine in Waihi and qualitative interviews in the community that explored post-closure options, to review the challenges mining companies face when engaging with iwi4 through the SIA process and what that may mean for closure planning. The Maori of New Zealand consistently lobby to have a distinct voice in resource management issues. This is in line with the evolution of indigenous participation in SIA globally and with New Zealand policies, not least of which, the Treaty of Waitangi (the founding document of New Zealand) makes provision for Maori self-determination with regard to natural resources. Land use for mining has been a source of conflict for Maori and mining can have profound cultural and social impacts on the Maori community, yet despite Treaty intentions their representation in SIA has been comparatively limited. With this in mind, the Waitangi Tribunal has released the Ko Aotearoa Tenei (Wai 262) report, which recommends far reaching reforms to laws and policies affecting Maori culture and identity including natural resource management. This landmark report seeks to move the Maori-Government relationship beyond grievance to partnership. Given suggested policy changes in Wai 262 and the risks of poorly conceived closure planning, it is timely to review where Maori currently fit into the SIA process. The findings of this research suggest that improvements to the outcomes of this process will require companies to act beyond compliance. This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Shafts are critical components of the mine ventilation systems and contribute significantly to the mine ventilation pressure. Estimation of shaft pressure losses is an important aspect of mine ventilation planning and shaft frictional pressure losses are extensively studies. Shock losses contributed by shaft buntons are estimated using the interference factor model developed half a century ago. This study aims to develop a better performing prediction model for shaft buntons using state of the art experiment and numerical data, and machine learning techniques. Results show that the present prediction model is performing poorly, and the prediction performance can be improved by incorporating additional predictor variables. The Artificial Neural Network standardized Machine Learning model developed in this study is able to predict the shaft bunton shock loss with high accuracy (R2 = 0.956).

"In aggregate production and mining the operators are responsible for controlling and monitoring the process to maintain high plant throughput and safe operation. Operators have to make different decisions to control the process due to changed demand on the operation from both management and conditions of the process. The quality of the response and the time it takes for an operator to respond to altered demand relies on what information is available and the experience of the operator. In this work a dynamic simulation platform has been developed to be used for operator training. Models for representing production units and process control for plant simulations have been developed and implemented in MATLAB/SIMULINK to simulate time-dependent plant behavior. Stochastic and scheduled events are included using the discrete events simulation toolbox SimEvents. The human-machine interface was developed using the human-machine interface software ICONICS. The operators’ cognitive process, in interpreting the plants semantic, has been studied by observations and with informal interviews with operators. This was done to get information about the daily operation and the problems that occur in the process. By interacting with operators that experience different physical interactions with the process; more qualitative e-learning software for supporting operator training in a dynamic operator environment could be developed. The quality of the operator training environment was evaluated with a usability study that was performed with operators and others within the production."

"Nickel-base Alloy 617 is being considered as a structural material for application in the secondary heat exchanger of the New Generation Nuclear Plant, a very high temperature gascooled reactor. Thermal aging of Alloy 617 plate and welds is being performed with tensile, Charpy impact, and fracture toughness tests conducted at temperatures to 950°C. Results of testing for thermal aging to 5,300 h have been obtained and are presented; varying effects of thermal aging temperature and time on fracture toughness are observed. The 9Cr-1MoV (Grade 91) ferritic steel is a candidate for structural applications in the sodium fast reactor. Fracture toughness testing of unaged Grade 91 steel has been performed to evaluate specimen size effects in preparation for future testing of the material in the thermally aged condition. Results for material in the mill-annealed and heat treated conditions are presented and show that this heat of Grade 91 steel does not indicate a small specimen bias on the fracture toughness Master Curve reference temperature.IntroductionThe behavior of advanced engineering materials will be a critical factor in the performance of Generation IV reactors. In the case of materials utilized for reactor internals and pressure vessels, the effects of irradiation and long time thermal aging are major issues. The environmental conditions for some of the Gen IV reactors are generally beyond present day reactor technology, requiring new experimental data as well as analytical predictions of expected behavior of candidate materials at conditions for which there are only sparse or no experimental data. The radiation environments and several key materials issues for some Gen IV systems are summarized in Section 5 of [l] as a starting point for modeling and microstructural analysis of Generation IV materials. More detailed descriptions of materials research and development needs and recommended activities for the SCWR, VHTR, and GFR are provided in references [2, 3, 4], respectively. Mansur, et. al. provide an interesting comparison of materials needs for Generation IV reactors to corresponding needs for fusion reactors and spallation neutron sources in [5]. This paper supplements and brings up to date a report prepared earlier this year and presented at the Eleventh Pan American Railway Congress in Mexico City. Most of the original report is contained in this paper in order to acquaint the reader with the project background. On December 1, 1961, construction of this locomotive was completed. Stationary testing started immediately, and a host of problems in various areas were uncovered. Many of these had no relation to the use of coal in a direct fired gas turbine. All of them emphasized the problems which plagued previous projects of this kind. In 1944 the Locomotive Development Committee of Bituminous Coal Research, Inc., was formed to study the problems of combustion, coal handling, and fly ash removal which would have to be solved before coal could be used to fire a gas turbine. By 1947 this committee was composed of the chief executive officers of nine eastern railroads and five eastern coal companies. All of the members of this committee were vitally concerned in a coal fired gas turbine because coal cost only one-fourth as much per heat unit as fuel oil. A number of research projects were started to develop and test components on a small scale. This included work at John Hopkins University, Battelle Memorial Institute, Institute of Gas Technology at Chicago, Purdue University, and Southern Research Institute. By 1946 a pilot plant had been installed at the Dunkirk, New York plant of Alco Products Div. of American Locomotive Co. The U. S. Bureau of Mines made available to the Locomotive Development Committee (hereafter called LDC) a Houdry process gas turbine plant, originally destined for a Russian oil refinery. The full scale pilot plant was used to evaluate the results obtained from the small scale studies under actual gas turbine conditions. Operation of this plant disclosed a number of problems which had not been discovered in the small scale tests. By 1951 four 250 hr tests had been conducted with the Houdry gas turbine to test out a variety of equipment. The major problem concerned the removal of abrasive fly ash from the products of combustion so that wear on turbine blades would not be excessive. The first 250 hr test showed that the original fly ash separating equipment was inadequate. Large ash particles passing through the turbine blading were nicking the leading edges of the first row blades. At the conclusion of the second 250 hr test, erosion was so severe that the first row of stator and the first row of rotor blades were replaced. At the end of the third 250 hr test, it was necessary to replace the first three rows of stator blading. The fourth test was used to test out a new design fly ash separator developed by LDC and named the Dunlab tube. This device gave more encouraging results than any of the others tested. Early enthusiasm for overcoming major difficulties had resulted in placing an order in 1946 with Allis-Chalmers Mfg. Co. for a 3750 hp regenerative gas turbine. The gas turbine, together with associated combustion and ash removal equipment, coal handling equipment, generators and gear reduction unit was installed at Dunkirk by 1951. A 750 hr test was made in 1952 with the LDC-Allis Chalmers gas turbine power plant. At the end of this test it was necessary to replace the first four rows of both rotor and stator blading. Rows 5 and 6 did not require replacement. In 1953 the American Locomotive Co. joined with LDC and assumed an active role in equipment development and manufacture. During 1954 LDC-Alco operated the rebladed gas turbine 300 hr to determine if a new fly ash separator was adequate. Performance of the improved separator was considerably better, but trouble was experienced with clogged blowdown lines from the Dunlab tubes. When these lines clogged it permitted the passage of abrasive particles. In 1955 a total of 1421 hr was run. This included 243 hr of cycle operation on Union Pacific coal from the D. O. Clark mine at Superior, Wyoming. During the 243 hr a total of 370 tons of coal was consumed. The purpose of this test was to determine if U.P. coal was suitable for use in a coal fired turbine. It was the unofficial opinion that it was as good or better than the eastern coals that had been tested.

This investigation was undertaken to develop methods to improve the quality of titanium sponge produced by the Bureau of Mines modification of the Kroll magnesium reduction process. Research revealed that by systematic elimination of detrimental impurities introduced with the raw materials and by improved handling and processing techniques, high-quality ductile titanium with a hardness of less than 110 B.h.n. (Brinell hardness number) can be produced consistently. This improvement was accomplished by helium (or argon) stripping of residual atmospheric and other dissolved gases from the titanic chloride, preliminary dehydration of crude titanium sponge, and careful regulation of the titanium tetrachloride (TiC14) feed rate to the reactors.
