ISO8662-4, “Hand-held portable power tools - Measurement of vibrations at the handle - Part 4: Grinders” is under revision. The new revision shall harmonize ISO 20643 “Mechanical vibration - Hand-held and hand-guided machinery - Principles for evaluation of vibration emission” which, among others, requires measurements in three directions and declared values related to the upper quartile of real-use vibration. To get the most suitable test method, a round robin test was made for evaluation of the two test methods proposed by the ad-hoc group working with this standard revision. Methods Seven laboratories measured the vibration from four grinders of different sizes, with and without autobalancing units. The laboratories come from universities, health & safety laboratories and grinder manufacturers. Two measurement methods are evaluated with respect to repeatability and reproducibility: 1. Grinding on a well-defined mild steel bar with depressed center wheels according to detailed test instructions. The test sequence starts and ends with 10 seconds of running the grinder in the air, when measuring the unbalance contribution to the vibration coming from the unbalance of the grinding wheel. Between these runs the average vibration during 60 seconds of grinding is measured. Three operators do five grinding tests per grinder. 2. Measurements using an aluminum unbalance disc similar to the one defined in ISO8662-4. Each operator runs the grinder four times, between each run the unbalance is moved 180 degrees to avoid variations caused by the play between the test wheel and the spindle. The averaging time is 10 seconds. Each grinder is tested by three operators. Repeatability is the spread within a lab between operators and over short time period for one machine and reproducibility is the spread between laboratories and over longer time periods for one machine. Instrumentation and transducer location are chosen according to ISO8662-4 and circulated test instructions. Results Both the repeatability and reproducibility is poor for the real grinding test, see figure 1. The coefficient of variation for repeatability is approximately 40% higher for the grinding test and the coefficient of reproducibility is 60% higher for the grinding test than for the unbalance disc test.

Two-stage electric smelting tests, using small submerged arc furnaces, were made on high-iron manganiferous materials from the Pioche District, Nev., and the Cuyuna Range, Minn. The object was to reduce sufficient iron in the first stage to give a slag with a favorable Mn to Fe ratio for smelting to ferromanganese in the second stage. The nodulized flotation concentrate from the Pioche District contained 29.2 percent Mn and had a Mn to Fe ratio of 2.3:l. When smelted with coke and silica or alumina as flux, more than 90 percent of the manganese was recovered in slags with Mn to Fe ratios of 10: :24:1. The Pioche slag was smelted to ferromanganese using coke and lime- stone or dolomite as flux. The ferromanganese was high in silicon but other- wise met specifications. Recovery of manganese to ferromanganese in this step was 73 to 78 percent. Overall recovery of manganese was about 70 percent. The sintered flotation concentrate from the Cuyuna Range material contained 12.9 percent Mn and had a Mn to Fe ratio of 0.3:1. When smelted with limestone as flux, about 83 percent of the manganese was recovered in a slag with a Mn to Fe ratio of about 6:1. The Cuyuna slag was smelted to ferromanganese with coke and limestone for flux. Recovery in this step was 61 percent of the manganese in a high silicon ferromanganese. Overall recovery of manganese was about 50 percent.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

Aboue 950°C the Nb-Zr system consists of a completely miscible bcc solid solution, commonly called the phase. Between 950 and 600°C, and between 20 and 85 pct Nb, the phase deconlposes, after sunciently long times, into two bcc solid solutions. The pct Zr alloys are conveniently descibecl with T-T-T (time-temperature-transformation) curves having a nose at about 2 hr at 700°C. The reaction rate varies only slowly with zirconium content and negligibly with oxygen contanzination; it is speeded up by a factor of 10 to 15 by 90 pct cold ulork and slowed dou by n factor oj 10 to 30 by a two-hundrecljold increase in grain size. Nb-r alloys with compositions between 40 and 85 pct Nb have been the basis for the majority of commercially important superconducting materials. In part because of their commercial promise, more is known about these alloys than about most other high-field superconducting materials. At the same time, there is considerable disputed or incomplete metallurgical information. For example, although Rogers and tkins&apos; indicate a monotectoid reaction at approximately 600°C and a two-phase 01 + 0, field extending between 20 and 85 pct Nb and to a maximum of 95OGC, erhout&apos; has reported that this entire region would be a single homogeneous B were it not for oxygen contamination. Again, although it has been shown that relatively short-time heat treatments in the vicinity of 700CZ significantly improve the ability of short wire samples to carry high currents in high magnetic fields at 4.2K, these observations have never been fully correlated with the structural change or changes occurring during the anneal. We intend to investigate in detail the effect of metallurgical variables, including heat treatment, on the superconducting properties of hard superconductors. To verify that our experimental techniques are valid and to establish a relative standard against which other materials may be measured, we feel it advisable to know the behavior of the Nb-Zr alloys under a variety of processing conditions. As an initial step toward this goal, we have determined in detail the kinetics of the transformations in Nb-Zr alloys. EXPERIMENT A number of problems had to be solved before beginning any fruitful work on the reaction kinetics in this system. While solving some of these problems, either by chance or by design, small amounts of information were obtained about alloys containing 40, 50, 60, 65, 67, 70, and 75 pct Nb, bal. Zr. In addition, a large range of grain sizes and a range of temperatures considerably greater than the range indicated by Rogers and Atkins phase diagram were examined. We will, however, report in detail only the results obtained for the Nb + 33 pct Zr and Nb + 25 pct Zr alloys at three grain sizes, two levels of oxygen contamination, and the temperature range 550 to 950°C. These data are most complete, but the other data are sufficiently complete to indicate the kind and magnitude of the variation of the transformation kinetics outside this range. The first and most difficult problem encountered in this inquiry was one of sample homogeneity. When Nb-Zr alloys are arc- or electron-beam-melted on a cooled copper hearth, solidification is sufficiently slow that there is appreciable coring in the cast structure and a large variation of grain size across the button thickness. Both these factors significantly affect the apparent reaction rate in the system. A two-step solution to the problem was attempted; an arc-melting and drop-casting technique has been developed by conald that greatly reduces the as-cast grain size and virtually eliminates coring segregation. Ingots made in this way exhibited no detectable (3 pct maximum) zirconium segregation. Before it was evident just how good this technique was, we attempted to supplement it with rather long-time, high-temperature annealing of the cast ingots. This annealing was carried out in evacuated and sealed (seal-off pressures < 1.0 x 106 torr) quartz capsules lined with tantalum foil at 1400 to 1450 C for 8 to 72 hr. There were two principal effects of this treatment: the grain size increased to a fairly uniform 150 p, and the surface and all grain boundaries near the surface acquired a film of a second phase, tentatively identified as an oxide (possibly additionally contaminated with silicon). There was no evidence that this 1400 C treatment had affected the zirconium segregation. High-temperature annealing was subsequently used only for grain-size control, but anneals of longer than 4 hr at temperatures greater than 1000°C were performed in dynamic vacuums (pressure no greater than 1.0 x lo torr). Any contamination resulting from these treatments was well below the limits of detection of our techniques. All samples, as cast, were cold-swaged to at least 85 pct reduction in area. The samples called cold-worked were tested as swaged. The minimum re-crystallization anneal for these alloys was about 12 hr at 1050 C; this produced an equiaxed grain diameter of about 4 to 8 P. Annealing for 4 hr at 1450°C produced a grain size of about 80 to 150 p; and annealing for 4 hr at 1650aC, close to the melting point of many of these alloys, produced a grain size of 0.5 to 1.0 mm. When considering all the aspects of a viable mine plan, it is important to estimate the accurate cost of mine ventilation, which varies as a function of airway dimensions, fan selection and ventilation network. Optimization of the overall elements of ventilation design can lead to very significant cost savings when capital and operating cost savings are considered in combination. This paper will describe a methodology, whereby ventilation costs can be minimized by optimizing the ventilation aspects of mine design and fan selection, by providing a brief description on ventilation theory and the factors which affect ventilation operating and capital costs.

Ferrochrome is the major chromium source for stainless steel production, and submerged-arc furnaces (SAF) are most commonly utilised to smelt chromite ores into ferrochrome by using suitable carbonaceous reductants such as coke. Because of the complexity of feed structure and electrical-thermal-chemical interactions, there exist large gradients and wide distributions of temperature, mineralogy and other process variables in the furnace. This leads to various zones in the furnace, and different reduction mechanisms. Control of the furnace is thus often difficult due to the complicated physical and chemical situations in the furnace. The temperature profile in the submerged arc furnace has a great influence on the reduction rate and the production efficiency. Therefore, the energy generation through electrical arcs submerged in the solid feed and its distribution within the packed bed play an important role. In the present paper, an overall process model is illustrated to simulate inter-linked transport processes of fluid flow, heat transfer and reduction kinetics within the submerged arc furnace. The application of reaction kinetic data to simulate the chromite pellet/lumpy ore reduction with CO gas is presented and further adjusted to provide a submodel for a flow and heat transfer simulation for the packed bed by using computational fluid dynamics (CFD) technique. The comprehensive process model is aimed to simulate materials and gas flow, temperature and energy distribution throughout the furnace system. A preliminary model for gas flow and temperature distribution for the upper part of a 20 MW furnace (the packed bed) for high carbon ferrochrome production has been developed under simplified conditions. The integration of the reaction kinetic model into process simulation, and the future vision for a more comprehensive process modelling are discussed. It is expected that better understanding of the furnace insights through process modelling will help process optimisation and furnace control.

"INTRODUCTION The metallurgical-research program of the Bureau of Mines .for the past 15 years has emphasized the production of high-purity nonferreus metals through the utilization of our available resources, ores, reducing agents, fuel, and power.Ore dressing or concentration, has always been a vitally important part of nonferrous metallurgy, and the Bureau continues to give most of its attention to it. In the field of the traditional nonferrous metals, the Bureau staff has developed natural-gas reduction of zinc, the application of glomerule technique to preparing high-grade lead concentrates for Scotch-hearth smelting, the production of electrolytic antimony from precious metal-bearing ores, and the recovery of nickel from nickel-chrome-iron ores.In the field of light metals, the Bureau staff has developed several improvements in both magnesium and aluminum production and in alloys of these metals. In the so-called ""rare-metal"" field, Bureau activities have included the production of pure ductile titanium on a larger scale than heretofore attempted, the electrolytic production of cobalt, chromium, and manganese which may now take their proper places as bases for nonferrous alloys as well -as ingredients of special steels. The Bureau staff has investigated many of these new alloys. Investigations of methods of recovering vanadium from its low-grade domestic ores have given promising results. Methods for the preparation of metallic zirconium have been improved."

In 1987 the control strategies at the then ZC Mines&apos; New Broken Hill Consolidated concentrator were a miscellaneous mixture of computer hardware and technology for ISA, grinding and residue thickener control. Field instrumentation was based on current-to-air technology of approximately the 1960s. Decisions were made to rationalise computer and field instrumentation technologies; the object being to consolidate control loops into one system to enable expansion of the system to include all facets of plant operation. The first stage was to install a DEC Micro PDP 11/23 computer and serial line communication as recommended by AMDEL Ltd, for the ISA system, as discussed by Walsh and Freeman (1988). The second stage was to select and install a distributed control system for the centralisation of the control loops into one system, and to replace field instrumentation with state-of-the-art technology. This paper deals with the second stage of the rationalisation, in an attempt to give an insight into what is required when personnel are faced with such a decision, details of costs involved in keeping a system functioning and utilised; and the requirement to train personnel for acceptance of further control strategies.

Carbon which is present as insoluble carbides in austenitic stainless steels can be measured quantitatively by dissolving the steel in iodine-methanol and analyzing the residue for carbon. Severe sen-sitization was observed in Type 302 due to precipitation of only 0.003 pet carbon. Both cold work and the presence of delta ferrite caused a marked acceleration in rate of carbide precipitation. Carbide precipitation rates in 17-7 PH were stzulied for the austenite conditioning and also the aging heat treatment. CARBON and its compounds exercise a major influence on the properties of stainless steels and their response to thermal treatment. Sensitization in 18-8 type stainless steels has been the subject of numerous investigations throughout the years. Bain, Aborn, and utherford," and Binder, Brown, Frankss all studied the effects of heating austenitic stainless steels in the temperature range of 1000° to 1500°F. The primary purpose of most of these studies was the investigation of susceptibility to in-tergranular attack in acids due to these sensitizing heat treatments. Intergranular precipitation of carbides was always associated with intergranular attack but it was recognized2 that severe attack could occur with but minute quantities of precipitated carbide. Mahla and ielsen utilized the electron microscope to make a significant contribution in illustrating the appearance and method of growth of chromium carbides during sensitizing heat treatments. However, as they stated, their studies of residues could not be used to obtain a quantitative measurement of the amount of carbon which was actually precipitated. The aim of the present investigation was to devise a relatively fast, simple method for the quantitative measurement of carbides in stainless steel. EXPERIMENTAL WORK The initial investigations were made to determine the best means of separating carbides from the matrix. A number of dissolving media were tried using both chemical and electrolytic attack. Qualitative examination of the extracted residues by X-ray diffraction indicated that solution in iodine-methanol would furnish a good means of separation. Consequently, further work was pursued along this line. The method is quite simple. The sample in the form of millings or nibblings is dissolved in iodine-methanol solution at room temperature (6-g iodine, 25-ml methanol per g of sample). The insoluble residue containing the carbides is separated by suction filtration through an ultra-fine glass filter disc. This is a very fine filter medium that will retain particles as small as 0.1 to 0.2 p in diameter. After washing with methanol and drying, the filter disc and residue are placed in a conventional combustion carbon-tube furnace and the carbon determined gravimetrically. Using this technique it was found that reproducible insoluble carbon values were obtained. However, since such small amounts of insoluble carbon were obtained on Type 302 after sensitizatipn at 1250°F and 1500°F, the values were confirmed by a second method. In the second method the sample was dissolved with copper potassium chloride and filtered through a millipore paper. This treatment dissolves the matrix but leaves undissolved practically all of the carbon irrespective of how it is present in the steel. The amount of insoluble carbon present as chromium carbide is determined by calculation from the analysis of the residue for chromium and iron. The derivation of the formula used for this calculation is discussed later. The values obtained by the indirect copper-potassium-chloride method were in agreement with those obtained by the iodine-methano1 method. See Table I. It should be pointed out that the sensitivity of the direct combustion method is not too high when the amount of carbide present is small. This is due primarily to inherent blanks and to analytical errors such as weighing. For this reason it cannot be stated with any degree of certainty that there is a significant difference between values of 0.002 and 0.005 pct. Having confirmed that the iodine-methanol extraction gave a quantitative measurement of the precipitated carbides in Type 302, exploratory tests were conducted on Armco 17-7 PH stainless steel. Samples from commercial Heat 54807 were solution annealed at 2000°F, water quenched and heated at 1250" and 1500°F, and water quenched. The analysis of Heat 54808 is as follows:

"A new ship dock at a Philadelphia area refinery will be capable of docking the largest tanker to travel the Delaware River, the Stena V-MAX, which will induce significant lateral loads. The loads at the dock, a system of mooring dolphins and platforms, will be resisted by over 150 pipe piles, including some 20- and 30-in diameter, reinforced, concrete-filled pipe piles and H-piles. Construction included driving the pipe piles to the required ultimate capacity, flushing the pipe pile casing clean of overburden materials, followed by drilling rock sockets into the underlying Wissahickon Formation. The Wissahickon Formation is a complex subsurface that includes variations in depth to bedrock, rock quality, degree of weathering and the presence of very hard quartzite lenses or inclusions. Because of the problematic subsurface, the designers and client requested extensive pile dynamic analysis (PDA) testing by TRC Engineers (TRC).Before beginning, the contractor requested that TRC perform the WEAP (wave equation analysis program) to evaluate the proposed hammer (APE D30-32 open-end diesel) to drive the piles into the proposed bearing strata while maintaining allowable compression stress levels. The WEAP provided a prediction of blow counts and stresses for various ultimate capacities, and showed that for the HP14x89 piles with a required ultimate capacity of 480 kips, a blow count of at least four blows per in at a stroke of 8.0 ft was necessary.New Approachway RampThe PDA testing began at the new dock approachway ramp, parallel to the existing one. The new structure is a 300-ft-long by 21- ft-wide concrete deck supported on seven bents; each has two 24- ft-diameter steel open-ended pipe piles. Every pipe received an HP 14 x 89 x 80-ft pile that was later driven beyond the pipe pile tip to create a composite pile. The pipe piles were later cleaned of overburden materials and finally filled with concrete and rebar. At each bent, a cap was installed on top of each pair of pipe piles, and then a prefabricated concrete deck was added."

In recent years FIB has become a powerful instrument to perform ion beam sectioning and site-specific TEM specimen preparation. However, there are still gaps in understanding FIB-induced artifacts. Gallium ion beam damage and specimen heating during FIB milling can produce unwanted artifacts during FIB work.Calculations ofmaximumspecimentemperature increaseshavemostlybeen based on the assumption that ion beam implantation into substrate of infinite size. This deviates from finite specimen volume in FIB TEM specimen preparation that impedes specimen heat dissipation. In this paper, the authors will demonstrate a few commonly observed FIB artifacts, and discuss the concerns of specimen temperature rise during FIB milling process.

The peatlands of the U.S. and Canadian parts of the Upper Great Lakes region have a long history of modest utilization in agriculture, forestry, horticulture, and as natural undisturbed areas. Only recently have they been assessed as potential sources of non-renewable or renewable energy. This new interest in peatlands, should current proposals be realized, might mean the commitment of millions of acres to energy production purposes. The magnitude alone of this potential utilization of peatland signals the possibility of substantial environmental disturbance, local resource shortages, resource use conflicts, and social and economic change. Peat- land resource managers in the region are just beginning to weigh the advantages and disadvantages of large-scale peatland utilization. The Minnesota Department of Natural Resources has made a considerable effort to study peat resource management issues and will shortly make recommendations to the state legislature regarding utilization alternatives. What follows is a general discussion of peatland utilization and management trends in the region with a focus on Minnesota and its peatland management efforts.

Electromagnetic energy emitted from electronic devices has been known to interfere with other electronic systems, hindering their ability to function properly. Mines have many electronic devices critical to the health and safety of mine workers that could be negatively affected by electromagnetic interference (EMI). To ensure that devices are electromagnetically compatible, tests must first be conducted to measure emissions and check for immunity. Standards are available across multiple industries that prescribe emission limits and test methods for electronic devices. A literature review was conducted in this study, and an overview of EMI standards in other industries is provided. Also, an example of how a standard can be applied to mining equipment is presented.

For the past several years, Bureau of Mines petroleum engineers have arranged tours of selected waterflooding projects for the spring meetings of the Kansas-Oklahoma Waterflood Association. These tours are conducted to demonstrate unique operating methods and new field equipment and to provide additional opportunities for exchanging information. Each of these tours has been supplemented by a published report describing in detail the projects visited. This report has been prepared for distribution during the 1960 spring tour of four waterflooding projects in Greenwood County, Kans. (fig. 1). Three of the projects produce oil from the Bartlesville sand, and one produces from the Cattleman sand. The Bartlesville-sand floods have been in operation from 4 to 12 years and have produced about 3,910,000 barrels of waterflood oil from the injection of approximately 64,715,000 barrels of water, a cumulative water-injected to oil-produced ratio of 17 to 1. The Cattleman- sand flood, which has been operating for 3-1/2 years, has produced about 842,000 barrels of waterflood oil from the injection of approximately 9,305,000 barrels of water, a cumulative water-injected to oil-produced ratio of 11 to 1.

On this occasion, however, the President of The Canadian Institute of Mining and Metallurgy, our good friend Dr. H. J. Fraser, has been our host at the enjoyable reception preceding this Institute Luncheon, which luncheon was sponsored by our official host, The Canadian Institute of Mining and Metallurgy, one of our .constituent bodies.

"Owing to their extremely high toxicity in the environment, the dioxins have been attracting social, technical and scientific attention in recent years. The authors theoretically had predicted the thermodynamic properties of all the dioxins via quantum chemistry and statistical thermodynamics and elucidated the generation-decomposition behavior of dioxins in the equilibrium calculation· of C-H-0-Cl system. In actual combustion processes, it is said that metallic compounds have much influences on the dioxins behavior. The aim of this study is to reveal the roles of metallic compounds the generation-decomposition behavior of dioxins is revealed from the viewpoints of quantum chemistry. Especially, the catalytic effect of copper has been investigated for the reaction, 2HCl(g)--H2(g}+Cl2(g) and for the etherification reaction from precursors, which is Phenol(g) here, to dioxins. The catalytic role of Cu is shown to have much influence on the generation -decomposition of dioxins.1. IntroductionIt is well known that dioxins are very harmful not only for our health but also for that of our children and grandchildren because they are very stable substance and their reaction rates of decomposition are considerably low. On the other hands, it is not well know how dioxins are generated and decomposed; the generation-decomposition conditions and paths as well as the catalysts to decompose them'1l. The authors believe that the thermodynamic and kinetic study of dioxins is useful to find a solution to these issuers. The authors have been investigating the following problems to reveal the generation-decomposition behavior of dioxins; (a) the prediction of the thermodynamic parameters of dioxins (2), (3), (b) the generation -decomposition behavior of non-chlorinated dioxins by the thermodynamic equilibrium calculations in C-H-O system(4) and (c) the generation-decomposition behavior of dioxins by the thermodynamic equilibrium calculations in C-H-O-CI system(5). Summaries of these thermodynamic researches are as follows.(I) The thermodynamic parameters for dioxins, which had been unknown and/or inaccurate'6 l, could be predicted and are available within the scientific accuracy."

INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

The effects of additions of iridium, rhodium, ruthenium, and platinum on the mechanical properties of Fe-C alloys were determined. Each alloying element significantly improved the toughness. The results support the general correlation that substitutional alloying elements that stabilize austenite are beneficial to toughness, but the reason for this improvement is not obvious at this time. The effects of substitutional alloying elements on the toughness of steel has long been a subject of both practical and theoretical interest. Despite the obvious importance of this subject, there has been little progress toward understanding the mechanisms by which alloying elements influence the fracture behavior. In some cases the deleterious effects of alloying elements have been shown to be due to mechanisms such as embrit-tlement of prior austenite grain boundaries or inhibition of cross slip in the ferrite lattice. In other cases, however, the reasons for the change in properties are not clear. This is particularly true for elements, such as nickel, that improve the resistance to brittle fracture. Several investigators&apos;-3 have pointed out that there is a correlation between an alloying element&apos;s phase diagram with iron and its effect on toughness. Those substitutional alloying elements that stabilize austenite generally are beneficial to toughness, while ferrite-stabilizing elements generally are detrimental to toughness. The word "generally" should be emphasized, because exceptions to this rule can be found. Nevertheless, this correlation does offer a starting point at which to try to understand the effects of alloying elements on toughness. Thus far only two austenite-stabilizing elements, manganese and nickel, have been considered. In order to test the validity of this correlation several other austenite-stabilizing elements were evaluated. The noble metals, iridium, rhodium, ruthenium, and platinum, have binary phase diagrams with iron similar to the Fe-Ni and Fe-Mn diagrams. That is, each element expands the austenite field, and also higher concentrations of each element produce martensitic transformations at low temperatures. Presumably then, each of these elements should improve the toughness of steel. The present study was conducted to determine if this were so. EXPERIMENTAL PROCEDURE The alloys were made as l-lb air-induction melts using electrolytic iron and commercially pure noble metals. Each heat was initially deoxidized by a carbon boil, and further carbon was added to attempt to produce a 0.05 wt pct C content in each alloy. Before pouring, a final refining addition of 0.2 wt pct A1 and 0.1 wt pct Ti was made to each heat. The alloys were cast in a copper mold to produce ingots approximately 1 in. in diam and 5 in. long. The chemical compositions of the alloys tested are given in Table I. The residual nitrogen, aluminum, and titanium contents were all relatively constant at 0.003, 0.03, and 0.02 pct, respectively. "Underground refuge alternatives require an air source to supply breathable air to the occupants. This requires pressure relief valves to prevent unsafe pressures from building up within the refuge alternative. The U.S. Mine Safety and Health Administration (MSHA) mandates that pressure relief valves prevent pressure from exceeding 1.25 kPa (0.18 psi), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. The U.S. National Institute for Occupational Safety and Health (NIOSH) tested a variety of pressure relief valves using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork and various sensors to determine if the subject pressure relief valves meet the MSHA requirement. Relief pressures and flow characteristics, including opening pressure and flow rate, were measured for five different pressure relief valves under a variety of conditions. The subject pressure relief valves included two off-theshelf modified check valves, two check valves used in MSHA-approved built-in-place refuge alternatives, and a commercially available valve that was designed for a steel refuge alternative and is currently being used in some built-in-place refuge alternatives. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.03 to 0.22 psi) and flow rates up to 19.3 m3/ min (683 scfm). As tested, some of the pressure relief valves did not meet the 1.25 kPa (0.18 psi) relief specification.IntroductionThe Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the United States in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement (U.S. Mine Safety and Health Administration, MSHA, 2006). Section 13 of the MINER Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives for underground coal mines. This mandate culminated in the 2009 adoption of changes to Title 30 of the Code of Federal Regulations (30 CFR) mining health and safety regulations, requiring underground coal mines to provide mine emergency refuge alternatives and associated components, to provide a life-sustaining environment for persons trapped underground. Such refuge alternatives can be either self-contained mobile units or built-inplace facilities. The regulatory changes also include provisions establishing requirements for MSHA approval of refuge alternatives and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the refuge alternatives. One specific criterion for maintaining a safe refuge alternative atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi), or at a pressure above mine atmospheric pressure, in the refuge alternative, as specified by the manufacturer when the breathable air is supplied by a fan or compressor (MSHA, 2008)."
