The structural changes which take place in polycrystalline copper under the action of alternating cycles of torsion stress were studied, using the optical microscope and the X-ray dif-fraction camera, and an attempt was made to correlate them with changes in the shape of the cyclic stress-strain curve. It was found that the period of work-hardening was less than one per cent of the fatigue life, and that persistent surface marking, which are assumed to be incipient or actual microcracks, occur upon completion of work-hardening. X-ray diffraction patterns revealed considerable grain distortion at the completion of work-hardening in specimens cycled at a high strain amplitude. This distortion became progressively less as the strain amplitude de-creased. Mechanisms for the completion of work-hardening and the formation of microcracks are discussed.

The Home smelter is a custom copper smelter located in Rouyn-Noranda, Quebec. In 2005, the smelter produced 145,000 t of copper containing 807,000 oz of gold, 20,388,000 oz of silver in addition to 515,000 t of sulphuric acid. Recently, a flexible flow sheet has been developed incorporating the intermittent use of the Noranda Continuous Converter allowing for the increasing or decreasing of production based on market conditions, while attaining 90% or greater sulphur fixation regardless of operating mode. For 2006, the smelter is operating in full production mode and production is expected to be approximately 185,000 tm of copper. Mechanical modifications, process changes, metallurgical concepts, minor element treatments, and operational techniques that have allowed the smelter to develop this flexibility are presented. Current efforts to increase the productivity of the converter aisle and anode furnaces as well as improvements being made to address fugitive emissions are also discussed.

Successfully managing the risk of this occurring is crucial for any project in an urban area to proceed. Common risk management approaches include a combination of establishing suitable ranges of TBM operational parameters and using geotechnical instrumentation for deformation monitoring. Another risk management tool is material flow reconciliation, which varies depending on the specified mining method and the equipment choices by the contractor. This paper compares recent and ongoing projects in the Pacific Northwest regarding overexcavation risk management.

This report expands an earlier study by Jack Faucett Associates (OFR #40-88) of the same title. Both reports are based upon an interindustry analysis from 1963 through 1982, during which time U.S. metals consumption and production did not keep pace with economic growth. The report discusses three sources of change: technological change, economic growth, and composition of final demand, as well as the relative importance of the individual components of final demand for metals. The results show investment and personal consumption to be the most metal-intensive components of final demand, and technological change to be the major cause of decline in consumption growth during the study period. Technology change is defined as alterations in production processes resulting in more or less consumption of metal per unit of output, often because of material substitutions and design changes. A trade analysis shows the significance of import growth, particularly indirect imports (metal contained in imported goods) as a factor contributing to the reduced growth rate of domestic metal production. The effect of import growth is partially offset by indirect export growth, suggesting that continued increase of all U.S. exports can have a strong effect in reducing the negative trade balance in metals.

Miners can be exposed to whole-body vibration (WBV), when sitting or standing to operate mobile equipment. In order to prevent vibration-induced injury it is important to understand how miners can be exposed to vibration, the health risks associated with vibration exposure, methods to evaluate vibration exposure, and strategies to reduce vibration exposure. WBV exposure typically occurs when operating mobile equipment, such as a load-haul-dump vehicle, haulage truck, or dozer. The probability of health effects such as low back pain, neck pain, headaches, and gastrointestinal track problems occurring from daily vibration exposure can be determined based on criterion values published in ISO 2631-1 and EU Directive 2002/44/EC. A special case of WBV termed foot-transmitted vibration (FTV) occurs when a miner is exposed to vibration that travels through the feet. FTV typically occurs when standing on vibrating surfaces associated with the operation of locomotives, jumbo drills, bolters, or raise platforms; however, there is no set standard to evaluate health effects associated with FTV. Recent medical evidence confirms workers exposed to FTV can develop cold induced blanching of the toes, in addition to numbness and tingling in the feet and toes. In order to reduce the risk of adverse health effects from exposure to vibration, the hierarchy of controls (elimination; substitution; engineering; administration; and personal protective equipment) should be followed. Best practices should be used to minimize vibration exposure through equipment purchases (i.e. vehicles with lower vibration emissions and seats that attenuate vibration), reduced driving speeds, and improved road maintenance for example. The elimination of other risk factors, which increase injury risk when combined with WBV exposure, such as awkward working postures, should also be eliminated. Very little is known about FTV exposure therefore further research is required in order to develop exposure standards and identify prevention strategies.

The fatigue behavior of AM60 high pressure die casting magnesium alloys was studied in a straincontrolled manner. The fatigue test was interrupted every 2,000 cycles for X-ray tomography scanning. The specimen was removed to be scanned on a desktop micro-CT system. The value of using X-ray tomography in a fatigue properties study was assessed with respect to porosity, cracks and fracture surfaces. The 3D analysis and model results showed porosity could be well measured and modelled in 3D. Defects bands are made of pores under 50 µm in volume-equivalent sphere diameter. Larger pores are randomly distributed in the region between two defect bands. Observation of cracks by X-ray tomography occurs in three ways such that the 3D model gives the best illustration of crack-porosity interaction while the other two methods have better detectability on crack initiation and crack tip observation. X-ray tomography is also of value in failure analysis on fracture surfaces. By summarizing X-ray tomography data during fatigue testing and observing fracture surfaces on a 3D model, a better understanding on the crack initiation, crack-porosity interaction and the morphology of fracture surface is achieved.

Carbonizing properties of the principal coal beds of Perry County, Ky., are described in this Bureau of Mines report. Seven samples, representing the Hindman, Flag, Haddix, and Fire Clay beds, were carbonized by the Bureau of Mines-American Gas Association (BM-AGA) method, and yields of products and physical properties of cokes were determined. Carbonizing properties of blends of Flag and Fire Clay coals, with 20 and 30 percent Pocahontas No. 3 low-volatile coal from McDowell County, W. Va., also were determined. Expanding properties of the Flag and Fire Clay coals and their blends were determined in the Bureau of Mines sole-heated oven. The Perry County coals tested are high-volatile A bituminous in rank and, with the exception of the Hindman-bed sample, which contained excessive sulfur, were chemically suitable for metallurgical use. The three coals tested in the sole-heated oven contracted less than normal for Appalachian coals of similar rank, Blending the Fire Clay and Flag coals with 20 or 30 percent low-volatile coal increased coke strength appreciably but increased the expansion beyond normal limits for industrial blends.

As part of the continuing effort by the Bureau of Mines to promote mine safety, research work is being conducted at the Experimental coal mine, Bruceton, Pa., on the prevention of coal-mine explosions and on other mine-safety problems. The principal subjects studied during the past 2 years are briefly described in this paper. Although at present these problems are relevant particularly to the mine layout and to high-speed mining practices in numerous American coal mines, it is hoped that the findings will prove interesting and useful also to our European research colleagues. Some of the investigations treated here will be presented in greater detail in forthcoming Bureau of Mines reports. 1. UNDERGROUND STORAGE OF COAL CUTTINGS The seams in mist American bituminous-coal mines are undercut, shear-cut, or top-cut before blasting. The cuttings arc generally loaded out with the balance of the coal. However, in some mines it is not economical to load and remove cuttings from the mine. This applies especially if the cut section of the seam is of appreciably lower grade than the rest of the coal, or if the cut is made partly into an adjacent stratum that is high in incombustible content. In such mines the cuttings are sometimes stored in random heaps in rooms or other areas, along the ribs of mine entries, or in layers on the floor of rooms or entries.

Since the end of World War II the Soviet Union has made great strides toward economic development of the country. Today it is firmly established as the world's second largest industrial power after the United States and it has committed itself before the people on both sides of the Iron Curtain to catch up with and to overtake us within a few decades. No nation could achieve such a degree of industrialization or aspire to become the world's industrial leader without a large supply of many basic mineral raw materials or at least easy access to such resources. In addition, it requires technical competence, a large skilled labor force, and a high rate of capital investment. Why should we concern ourselves with these Soviet aspirations? The Free World's yardstick of measuring a nation's well-being is the standard of living of the people in that country. Presumably even Communist governments are committed to some, however gradual, improvement in the standard of living of their people. The population of the USSR is 20 pct greater than that of the United States. Hence, if they ever achieve a standard of living equal to ours, they must by all logic reach a greater overall industrial output. However, in the U.S.S.R. the standard of living of the masses has not kept pace with the expanding industrial production and is still far behind that of the United States. Our concern, therefore, is with what the USSR intends to accomplish with its expanding industrial power: Will they produce large mineral raw-material surpluses and manufacture products to compete with us for world markets and attempt to put us out of business if not use it directly to wage war; or will they use their resources merely to produce more consumer goods for the Soviet people; or will they, along with other Communist nations in the not-too-distant future, compete with us for the world's sources of mineral raw-materials to maintain a high level of mass consumption?

Design and construction of deep foundations and basements is increasingly becoming more complex, as the density and frequency of urban development increases. This growth brings various associated challenges in the form of design considerations and construction challenges. This paper discusses some of the challenges routinely encountered as well as some specific complications in this area, based on author’s experience gained through exposure as specialist contractor (designer), consultant and specialist consultant, along with some information on how these challenges were overcome. The paper highlights some of the key aspects of design coordination and importance of having an awareness of the overall perspective. Examples will be used to illustrate practical problems and the approaches used to respond.

The high-temperatzrre solulion calorimeter has been modified and an extension dynamic analysis of i/s transient behavior has provided an improved basis for interpretation of the experimental data. The partial molar heats of mixing, Him, of aluminum, copper, and silicon in the corresponding binary liquid-iron alloys haz,e been measured directly at 1600°C. The resulls in kcal per g-alom are: THE high-temperature1,2 solution calorimeter was planned and designed to obtain directly the partial molar heat of solution of solute elements in a variety of liquid metals that might serve as solvents. Results obtained in the temperature range of 1000° to 1200°C were described in the two earlier publications. However, a long-term goal in the program has been to obtain measurements at 1600°C of the heats of solution of elements in liquid iron. Hence, subsequent to the work last reported,2 and based on the experience of the first two studies, the calorimeter system has been modified and operated at 1600°C to obtain measurements on the Fe-Si, Fe-A1, and Fe-Cu systems. This paper reports the results of the work. THE MODIFIED SYSTEM It was clear from the earlier results that the most precise measurements can be obtained with the high-temperature solution calorimeter when the solution time is less than approximately 30 sec. This can be achieved only when the bath temperature, Tb, is above the melting (liquidus) temperature of the solute material being dropped. A second point of importance is that the refractories used earlier liberated considerable water so that, although the oxygen potential of the atmosphere in the system was satisfactory for work with nickel and copper, it was too high for work with iron, silicon, and so forth. Third, for work at 1550" to 1650°C, an improved temperature-sensing unit is needed. The modified calorimeter in its latest form is shown schematically in Fig. 1. The refractory brick and the Kanthal-Super heating elements which formed the furnace for heating the solute addition have been replaced by a smaller resistance-heated tube furnace which is insulated with bubble-grain alumina. A more elaborate gas purification system was installed to maintain a satisfactorily low oxygen potential in the atmosphere of the calorinieter chamber and of the solute addition furnace. As was the case in the earlier work, at the beginning of a run the calorimeter chamber is evacuated and then filled with purified argon so that a total pressure slightly in excess of 1 atm is maintained during the run. When either of the furnaces within the enclosure attains a red heat, 6 pct H2 is added to the atmosphere. Throughout the run, gas from the calorimeter is circulated through a de-oxidation system at the rate of approximately 5 standard liters per min; the changeover time for the gas within the calorimeter enclosure is approximately 1 hr. The essential stages of the deoxidation system are: a copper furnace at 600°C, a drying tube of anhydrite, and a titanium furnace at 800°C. The oxygen potential of the gas stream in the purification system can be monitored at several points by a stabilized zirconia oxygen cell. This cell is invaluable in detecting the development of leaks in the container vessel and the gas circulating system. Wustite beds were reduced with carbon monoxide and mixtures of hydrogen and nitrogen in the temperature range 900° to 1,300° C to determine the effect of temperature, gas flow, and surface area on the rate of reduction to iron. The composition of the gas stream as it passed through the wustite bed was continuously measured with infrared absorption cells and heated-wire methods. The change in composition was used to calculate the reaction rates. Arrhenius plots of the data give heats of activation of 34 kcal for particles using CO, 27 kcal for particles using H2, 24 kcal for pellets using C8, and 6 kcal for pellets using H2. The velocity of reduction is dependent on the area of reacting interface and the driving potential of the gas (reducing gas concentration minus equilibrium concentration) as well as the exponential temperature effect. The reaction rate was independent of the gas velocity over the range of conditions studied.

THE selection of the proper type of flotation machine involves the consideration of a wide variety of factors. Under any condition, all types of machines will promote some kind of separation. Obviously, the correct way of deciding which type of machine is best suited for a particular problem would be to set up all types of machines and test them out in a competitive manner, but the vast number of small concentrating plants are unable to make such complete and exhaustive tests. The experience of the authors of this paper indicates that if all the factors involved in any particular problem can be determined, and if all the flotation-machine characteristics are understood, some basis for selection could be arrived at other than actual comparison. This paper is presented to show how the process factors and machine characteristics have been combined at the mills of the Tennessee Copper Co. from studies of several types of flotation machines. At the two mills of the Tennessee Copper Co. in the Ducktown Basin of Tennessee, four distinct flotation separations are made on the complex sulphide ore. Three different concentrates are produced from the ore-in the order of their importance: iron concentrate, copper concentrate, and zinc concentrate. Four different types of flotation machines are used. The selection of these four machines, for the plant operation, was based upon the study and operating experience of the machine units shown in the following list: Fagergren machine; square cell, size 56 inches Fagergren machine; level type, size 56 inches Denver machine; conical disk impeller, size 24 inches Denver machine; receded disk impeller, size 24 inches Minerals Separation Sub-A, size 24 inches Munro-Pearce deep cell, pneumatic Southwestern air machine, Hunt principle To date the study of flotation machines has been confined almost entirely to the rougher circuits. The various cleaning operations, being relatively a much simpler matter, have not been investigated so thoroughly. Table 1 shows a typical analysis of the two ores as well as of the mineral content. The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

The effects of composition on the mechanical properties and aging characteristics of several alloys in the Ti-V-Cr system, with and without aluminum modifications, were evaluated. Increasing the chromium, vandium, or aluminum content increased the strength of quenched structures with chromium being the most effective strengthener. Appreciable aging response was obtained with low chromium alloys, but high chromium alloys age softened rather than. hardened. High vanadium contents had a similar effect. Aluminum additions shifted the aging behavior toward that observed in lower chromium alloys, enabling high chromium alloys to be age hardened. DURING the course of titanium alloy development many a and a-ß alloys have been evolved to commercial status. However, only one all-ß alloy has achieved this same stature. This is the Ti-13V-11Cr-3Al alloy. It is characterized by a very sluggish ß-phase decomposition reaction such that very slow cooling rates can retain the 0 phase at room temperature. In addition, very high strength levels can be obtained by long-time aging treatments. Combinations of cold or warm working followed by aging produce even further improvements in strength. This paper describes the results of a research program in which the effects of composition on the mechanical properties and aging characteristics of several alloys in the Ti-V-Cr system, with and without aluminum modifications, were evaluated. EXPERIMENTAL PROCEDURES Electrolytically refined, high-purity titanium was used as the alloy base for these studies. Iodide chromium, electrolytically refined vanadium granules, and high-purity aluminum sheet were used as alloying additions. The compositions of interest were melted as 250-g ingots in a direct current arc melting furnace under a flowing atmosphere of argon. The ingots were hot forged to 3/4-in.-diam bars, vacuum annealed for 6 hr at 1800°F to reduce residual hydrogen content, and then hot swaged to 1/4-in.-diam rods. Fabrication history, and interstitial analyses after fabrication are given in Table I. All specimens to be heat treated were sealed in Vycor capsules under a partial pressure of argon. Samples used to define the ß transus were quenched from temperatures ranging from 1350° to 1100°F after holding at temperature for 15 min. Samples for aging studies were quenched from above the ß transus temperature and then aged for up to 64 hr at 750°F and for 100 hr at 850°, 900°, and 950°F. The effects of straining prior to aging were also investigated. The results of these studies were used to select the heat treatments for the tensile specimen blanks. Heat treatments of the tensile specimens are described in Table 11. Alloys were aged after solution heat treatment or after solution heat treatment and cold swaging to 50 pct reduction in area. I have been asked to give you the National Coal Association's (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970's occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal's future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980's. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate

?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.
