Three conditions are required for a risk to be realized: (1) a source of risk (i.e., hazard) must exists (2) some process must take place which will lead to the exposure of people, animals, and/or the environment to the hazard: and (3) as a result of the expense, undesirable effects are produced on the people, animals, and/or the environment. A comprehensive risk assessment addresses all three of the conditions through the following four steps: (1) risk source (hazard) characterization, (2) exposure assessment, (3) dose-response assessment, and (4) risk estimation. Although the terminology may differ, the overall approach of financial, public health, and environmental risk assessments is the same (National Science Foundation, 1985).

In the forging industry, the increasing trend is to use DC cast billets as forging stock to replace extruded stock. However, there is little technical information available in open literature. In order to gain a better understanding of the behaviour of cast stock during deformation, a study was initiated to evaluate the impact of an homogenisation treatment on the billet prior to cold forging. Axisymmetric upsettings of cylindrical samples machined from DC billets were achieved in order to evaluate and compare flow stresses, crack initiation and propagation. Results show a 30% decrease in flow stress after homogenisation. Observations of the deformed samples show major cracking for the as-cast material. Optical microscopy and SEM observations have related the crack initiation to decohesion around ß -AlFeSi particles and subsequent growth along the constituent path. Homogenisation effectively breaks up and transforms the ß phase, present as platelets in the cast product, into smaller spherodised a-AlFeSi particles. This has the effect of preventing crack growth in the forged product. The homogenisation treatment also resulted in the reduction of Mg and Si in solid solution. The softer matrix generated 29% less die wear when compared to the as-cast structure. Based on the results of this study, it is thus recommended to homogenise cast billets prior to cold forging.

Due to the modernisation of mines, traditional training methods may be supplemented to support the upskilling of supervisors in mines. A project was initiated by the SAMERDI SATCAP programme to demonstrate the “art of possibility” through a modern training methodology. Two exemplar digital supervisory leadership development modules for underground gold and platinum-group metal conventional and modernising mines, were developed for potential uptake by the mining industry. These exemplar modules were exhibited on a digital platform, towards leading and driving mining modernisation. The research adopted a mixed method approach that included a literature review, a review of an existing supervisory leadership development programme, data gathering, a pilot study, and stakeholder validation workshops. The research supported the development of exemplar digitised modules. The two digitised modules were showcased to the industry for potential adoption. Training slides, a facilitator guide, and a training video were developed for ease of use by industry. The training modules are generic and not specific to a particular mine. They may be used by multi-commodity mines, including gold and platinum-group metals, as ‘stand-alone’ modules. They are customisable, through consultation with relevant service providers for specific working environments. The findings indicated that both the traditional classroom training and the new digitised online learning solution offer advantages for supervisory leadership development. Digital learning is not a new concept for supervisors at mines and modern training methods are well-supported by supervisors in the industry. A ‘modernised’ training solution may consider a ‘blended’ learning approach that combines traditional training with digital methods.

"Honored with a DFI 2006 Special Recognition Award, the Four Bears Bridge was constructed across Lake Sakakawea and opened to traffi c in September 2005. The very large lake size and severe winter conditions required an effi cient foundation design capable of resisting extreme ice loading and able to be effi ciently constructed in waters up to 90' deep (27.4m).DESIGNING FOR EFFICIENCYLocated in a remote area of North Dakota, the Four Bears Bridge replacement was a major undertaking for the North Dakota Department of Transportation, with dual goals of providing a new structure that would endure a severe environment, while enhancing the natural beauty of the area. Competing bids would achieve the best price for the owner, challenging the design team to creatively solve the engineering challenges unique to the site. Foundations for North Dakota’s new Four Bears Bridge had to accommodate water level fl uctuations of up to 40 feet (12m), along with extreme ice loading and be effi cient in order to be the low cost solution at the time of bidding. All three major criteria were achieved through the use of an effi cient ‘fl oating’ lost precast concrete cofferdam founded on steel pipe piles, which allowed the contractor to achieve the project schedule. The result is an award-winning bridge that is contextually sensitive to the environment. The bridge aesthetics pay tribute to the Three Affi liated Tribes, the Mandan, Arikara and Hidatsa, who reside on the Fort Berthold Indian Reservation, adjacent to the bridge site.The original Four Bears Bridge was located over the Missouri River near Elbowoods, the native grounds of the Three Affi liated Tribes. Construction of the Garrison Dam in the early 1950’s created Lake Sakakawea, a fl ood control project on the Missouri River, and resulted in the area being fl ooded. The bridge, along with many tribal members, was relocated to a site near New Town. The bridge provides the primary crossing of Lake Sakakawea and is a critically important transportation element for the residents of the Fort Berthold Indian Reservation. The relocated bridge had become functionally obsolete and not replacing it would require a detour of 170 miles (274km). The North Dakota Department of Transportation determined that it should be replaced. In order to achieve the most effective solution, the North Dakota Department of Transportation selected a design team responsible for the creation of competing steel and concrete designs that were competitively bid. The design team was led by Kadrmas Lee & Jackson, with FIGG responsible for the concrete bridge design, while Lichtenstein Consulting and Kadrmas Lee & Jackson completed the alternate steel bridge design."

Process control applications in the minerals processing industry have grown extensively over the years due to the many benefits derived, both financially and operation-wise. Although control theory is widely known, conventional control does not address many of the problems posed by minerals processing circuits. Some of these problems include interactions between process units, large dead times, few and sometimes unreliable measurements of process variables, non-linear systems, disturbances entering the process, processes with varying dynamics, and many more. For the past 26 years Mintek has been active in the field of providing specific, customized solutions for the minerals processing industry. This paper focuses specifically on applications in milling and flotation control. The underlying control principles have been applied to a wide range of other processes including submerged arc furnaces. Advanced control application is implemented on a common advanced control platform, called the PlantStar. Much innovation has been brought to the fore in terms of adapting theoretical techniques and developing new methods to resolve specific milling and flotation circuit issues by using process control. The general approach adopted by Mintek when implementing advanced control is to enforce stabilization of the process as a solid foundation for optimization strategies to be built upon. In doing this, a robust control solution is presented, and the end result is flow and level stability, better product quality regulation, increase in throughput and a stable feed to downstream processes. The MillStar advanced milling control system ensures that the milling circuit is at all times easy to operate while achieving optimum product quality and throughput. Stabilization should include product size regulation and sump level control. Another important aspect of stabilization control is the handling of milling circuit constraints without introducing cyclical behaviour and with minimal disturbance to the final product quality. Process constraints may include factors such as process water limitations, cyclone feed density, and cyclone underflow angle. An optimization strategy should be developed to increase the mill throughput without affecting product quality or introducing mill overloads. The relationship between solids feed and power draw is examined and manipulated for optimization. The interactive nature of flotation circuits and the presence of recirculating streams tend to make satisfactory control almost impossible with conventional techniques such as PI (Proportional plus Integral) or PID (Proportional, Integral and Derivative) control. The FloatStar Level Stabilizer simultaneously considers all the flotation levels in a circuit by use of a multivariable algorithm, and takes compensating action in anticipation of disturbances. The FloatStar Flow Optimizer is an optimization strategy that controls the concentrate flow rate between various sections of a flotation circuit (e.g. Rougher ?Cleaner; Cleaner ?Recleaner). By controlling the concentrate flow between the sections, the mass pull, circulating loads and residence times of the circuit can be stabilized, thereby enhancing the performance of the flotation process. Optimizing grade and recovery are coupled with the dynamic optimization of circulating flows. The FloatStar Grade-Recovery Optimizer will maximize the grade in a section, whilst ensuring that recovery or any other process specific limits remain within predefined limits. With successful applications on several milling and flotation plants worldwide processing amongst others PGMs, gold, copper and nickel, Mintek has shown that it is a leader in milling and flotation control innovation

9.4-1. Basic principles. DESCRIPTION AND BASIC FUNCTIONS. The concept of inclined skip haulage is not new. The basic idea has been in use at least 400 years. The system is essentially a steeply inclined railway utilizing a hoist to pull the skips to the top or intermediate positions. Inclined skip haulage is often justified where high lifts would require long hauls for other haulage systems. The basic system types are as follows: 1. Single skip, single drum. This system is a single car pulled by a simple hoist system. 2. Balanced skip, single drum. A system utilizing two cars (skips on cables)--one overwound, one underwound-on a single drum. The dead weight of one skip and cable balances the dead weight of the other. As one skip ascends the other descends between two fixed points. 3. Balanced skip, double drum. This system is an elaboration of system No. 2, except the drums may be disengaged from one another to permit the skips to service various loading and dumping points. The preceding are major classifications subject to numerous variations. These variations may be in the skipway, skip design, loading methods, or unloading methods. A few examples follow: 1. The skipway may be standard or special railroad, an overhead monorail or cable, or a ramp for rubber tired vehicles. 2. The skip, per se, may be of varying dumping arrangements (side, bottom, etc.) or could be the box of the vehicle hauling to the skip. 3. Loading may be accomplished directly from the service unit to skip, through an intermediate loading device (e.g., a pocket), or into bins which feed the skip. Loading may be at more than one point. 4. Unloading of the skip can be simple or complex as required. Dumping may be to the haulage unit, to bins and feeders, or to a crusher and conveyor system. Dumping may take place at more than one point.

This paper describing the minim, methods at the mine of the Consolidated Cortez Silver Mines, Cortez, Nevada, is one of a series of similar papers being prepared by the Bureau of Mines on mining practices and costs in the various mining districts of the United States. The Cortez district is situated on the southwest slope of Mt. Tenabo of the Cortez Range, near the middle of the boundary line between Eureka and Lander Counties (fig. 1). The camp of Cortez is 36 miles south of Beowawe, the nearest station on the Southern Pacific and Western Pacific Railroads. Mt. Tenabo, which is the highest summit of the south end of the Cortez mange, has an elevation of 9,240 feet; Cortez is about 6,280 feet above sea level. The Consolidated Cortez Silver Mines is the only company operating in the district at the present time and employs about 60 men. The daily production of l25 tons of silver-lead ore is concentrated in the company's mill of 150 tons capacity. The concentrate is hauled to Beowawe by automobile trucks for shipment to a reduction plant in Salt Lake Valley, Utah.

With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

"DURING 1951, experimental cleaning studies on both fines and larger sizes of certain Canadian coals were conducted on a relatively large scale in two pilot plants in the United States, large enough to be considered as small commercial units, and in one commercial plant in Canada.One of the pilot plants was a wet washer of a type which apparently has never been .used in Canada, nor has any Canadian coal been tested in it before. In the other pilot plant and in the commercial plant, dry cleaning equipment was used. The commercial plant is the first of its kind to be employed in Canada, and this type is used only to a limited extent in the United States.Fine-Coal Cleaning ExperimentsTest PlantsHydrotator and Hydrotator-Classifier combination pilot-plant with a capacity of about twenty tons per hour. This is a classifier type washer adapted for cleaning fine coal as well as certain intermediate sizes. The Hydrotator deals with that portion of a coal retained on approximately a 24-mesh Tyler sieve, whereas the Hydrotator-Classifier deals with the minus 24-mesh fines."

An extensive investigation has been made of the deformation behavior associated with the Fe3Si super-lattice using transmission electron microscopy techniques. Above 243°K the stress-strain curve exhibits three stages. Stage I occurs at a very low stress level and is related to the generation of perfect superlat-tice dislocations. Stage II is characterized by an extremely rapid rate of work hardening and is associated with the Taylor type locking of these superlattice dislocations. Finally Stage III is related to dynamic recovery processes since the work hardening rate is very small. Below 243ºK, only Stage I is observed, but it occurs at a much higher stress level. This latter observation is related to the generation of imperfect dislocations in Stage I with the consequent production of second nearest neighbor antiphase boundaries. The reason for this is that insufficient thermal energy is available at these low temperatures to generate the complete and perfect superlattice dislocations. It has been shown that the fully ordered FeCo alloys, i.e., those possessing the B2 type structure, exhibit three distinct stages of work hardening whereas the corresponding disordered alloys show only one.&apos;" This difference in behavior between the disordered and ordered alloys has been attributed to the fact that dislocations in the former case travel only as ordinary 1/2ao(111) types whereas in the latter case the move through the lattice as coupled 1/2a0(111) dislocations separated by an antiphase boundary (APB), i.e., the so-called superlattice dislocation. Although some preliminary work has been carried out concerning plastic deformation in ordered alloys possessing the DO3 type superlattice,3 no detailed analysis similar to that described in Refs. 1 and 2 has been attempted. Specifically, it has been suggested that the superlattice dislocation in this particular type structure should consist of four ordinary 1/2ao<111> types bound together by first and second nearest-neighbor APB&apos;s. Fe3A1 and Fe3Si are the two classic alloys possessing the DO3 type lattice; however, because of the somewhat higher ordering energies associated with the FesSi alloy, which in turn assures that dislocations will travel through the lattice as perfect superlattice dislocations under at least some conditions, it was chosen for the present investigation. Because of the extreme brittleness of Fe3Si, all deformation was done in compression. Stress-strain curves were obtained using both polycrystalline samples as well as single crystals. In the latter case the crystals were oriented so that deformation could be controlled either by single or double slip. They were then wafered parallel to and at various angles to the operative slip planes. These wafers were in turn examined by transmission electron microscopy (TEM) techniques in order to determine the extent of the interaction from the dislocation configuration contained therein. EXPERIMENTAL PROCEDURE The alloys used in this investigation were arc melted under helium from electrolytic iron of greater than 99.90 wt pct purity and transistor grade silicon of 99.99 wt pct purity. A typical analysis of interstitial impurities showed 120 ppm 0, 15 ppm N, and 65 ppm C Because of the extremely low ductility of the Fe3Si alloys, it was necessary to spark cut 0.230-in. diam polycrystalline cylinders 0.400 in. long from arc-melted fingers using a thin-walled brass tube as a cutting tool. The polycrystalline alloys could not be recrystallized since very little strain was induced in preparation. However they were annealed at 1273°C for 15 min in evacuated vycor capsules to relieve any cooling stresses that may have developed during solidification and then air cooled. The resulting grain size of the alloy was 0.50 mm. According to warlimont4 1273ºC is just within the single phase field where FesSi possesses the DO3 type lattice. In addition because of this high critical ordering tem-ature, air cooling from this temperature was believed sufficient to fully order all of the Fe3Si samples used in the present investigation. For the same reason, no attempt was made to achieve any degree of disorder by quenching. In fact, rapid quenching from 1123°K caused cracking. Such cracking was first suggested by sato5 with respect to the experimental observations of Glaser and Ivanick.6 Single crystal compression specimens were spark cut from single crystal ingots grown in a Bridgman type furnace. The iron and silicon for the crystals was prealloyed by arc-melting two 130-g buttons which were cut into small pieces before remelting in the furnace. This procedure resulted in a long-range inhomogeneity of 0.5 at. pct Si between the top and bottom of the 2-in.-long single crystal ingot, which was assumed to be negligible in the present investigation. The single crystals, after orienting and spark-cutting, were about 0.37 in. by 0.37 in. in cross section and about 0.5 in. long. True stress-strain curves were obtained using an Instron Tensile Testing machine in conjunction with techniques described previously. 1,7 The strain rate was 0.05 in. per in. per min. Prior to testing, the ends of all the compression cylinders were hand polished using a special jig to insure parallelism after which the sides of the samples were electrochemically polished to eliminate stress risers and to facilitate slip line observations. The case is presented that the key role of frother is control of bubble size in the pulp zone. Compared to water alone, the addition of frother produces a narrower distribution and finer bubble size. An empirical model is presented for bubble size as a function of frother type using a normalized concentration. The model provides a benchmark for assessing operations. There is no agreed upon mechanism of how frothers act to reduce bubble size. Prevention of coalescence is a common explanation and this action is illustrated. The case against the &apos;coalescence&apos; model alone is presented and a breakup mechanism is introduced based on pilot cell and single bubble studies. Phenomena associated with bubble shape, velocity and surface flows are used to illustrate the force associated with surface tension gradients. Breakup mechanisms resulting from this force are proposed. The concept can be extended to high salt concentrations which also promote small bubbles.

Aragonite, co-occurring with calcite and dolomite as matrix minerals, has been discovered in Mahogany zone oil shales of Colorado&apos;s Eocene Green River Formation, posing puzzles on the geochemical patterns of their separate origins, reasons for their simultaneous existence, and their interrelation. The presence of aragonite is demonstrated by X-ray diffraction. Amounts of aragonite and dolomite are significantly and inversely related, but the calcite quantity is essentially independent of either aragonite or dolomite quantity. A geochemical pattern outlining the deposition conditions that created the Green River Formation oil shale is postulated from characteristics of the oil shale. The development of the three separate carbonates--aragonite, calcite, and dolomite--the inverse relationship between aragonite and dolomite, and the independence of amounts of calcite and the other two carbonates are shown to be natural consequences of this oil-shale genesis pattern.

The U.S. Bureau of Mines has established a wire rope research laboratory to examine the factors that affect the life of wire rope. Two 2 in-diameter 6x25 fiber core (FC) ropes were degraded on a bending fatigue machine. These were the second and third ropes in a series of tests on this construction and size rope. Tensile and nondestructive tests were performed on samples of the rope Lo determine the relationship between rope deterioration and rope breaking strength. The tests indicated that once a wire rope nears the end of its service life, both deterioration and the consequent loss of rope strength begin to increase at an accelerated rate.

Surface tension of mold flux is a key factor affecting optimum casting conditions. A thermodynamic model was developed to determine the surface tension of mold flux containing fluoride based on the ion and molecule coexistence theory of slag structure and Butler’s equation. The relationship between composition and surface tension was investigated by this model. Results indicated that the calculated values showed good agreement with literature data, and the average error was 8.19%. The surface tension value of the CaO–Al2O3-based mold flux was larger than that of the CaO– SiO2-based mold flux. The surface tension in a multi-component system decreased with increasing contents of SiO2, CaF2, and Na2O, which are considered surface-active components. This trend was more significant in the CaO–Al2O3-based mold flux.

Several fundamental aspects related to the nickel electrowinning from chloride electrolytes have been addressed in this paper. The thermodynamic study includes the activity coefficient of the hydrogen ion and the speciation diagram of NiCI2 solutions. The activity coefficient of the hydrogen ion (YH+) was calculated and estimated experimentally using a combination glass pH electrode. It was found that YH+ was greater than one in concentrated NiCl2 solutions and increased significantly with increasing NiCl2 concentration. The speciation diagram for NiCl2 solutions was plotted with YH+ and the effect of the ionic strength on the equilibrium constants being taken into account. It was discovered that the predominant nickel species in the acidic region were Ni2+ and NiCI+ in 0.937 M NiCl2 solution at 25°C. Electrodeposition tests demonstrated that higher Nit&apos; concentration in the electrolyte improved the current efficiency of nickel electrodeposition (CENi). The additions of H3BO3, and NH4Cl increased very little the current efficiency of nickel electrodeposition at pH 1.5 and temperature 60°C. However, the addition of sulfate decreased the current efficiency of nickel electrodeposition. Nickel electrodeposition was also found to be a steady-state process since the amount of acid added to the electrolyte at a constant pH increased linearly with time during galvanostatic electrodeposition. The cathode surface pH during nickel electrodeposition was measured using a flat-bottom combination glass pH electrode and a 500-mesh gold gauze as cathode. The cathode surface pH was found always to be higher than the pH in the bulk electrolyte, and if the current density was sufficiently large, it would eventually reach a level causing precipitation of insoluble Ni(OH)2(s) on the cathode surface. Rotating disc electrode studies revealed that the rate of nickel electrodeposition was first order with respect to the activity of nickel ion and zero order with respect to the activities of chloride and hydrogen ions. The rate of hydrogen evolution was found to be first order with respect to the activity of hydrogen ion and to be zero order with respect to the activities of nickel and chloride ions. These findings indicate that nickel deposition and hydrogen evolution proceed independently.

Bauxite was discovered in the Springvale district in 1916. About 16, 000 tons was mined in the period 1916 to 1922, but no bauxite mining has been done since that time. The Bureau of Mines explored for bauxite in the district from September 5 to November 18, 1943. During the life of the project, the Bureau of Mines obtained mineral exploration agreements covering a total of 11,330 acres from 50 property owners. A total of 388 holes were drilled on five of these properties and 164 samples were taken and analyzed. The Springvale bauxite district includes an area of about 30 square miles in the northwestern part of Randolph County, Ga. The village of Springvale is in the west central part of the district, and Cuthbert is 8 miles southeast of it (fig. 1).

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign coun- trics and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treat- ment of mineral resources, the Bureau of Mines undertook an inves- tigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70, which gave an out- line of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publish- ing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treat- ment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

A number of wells were drilled at two phosphogypsum stacks, one at P-21 owned by IMC and the other at Agrico&apos;s South Pierce Stack. Each well was sampled, and composites representing 5-ft increments were leached with synthetic rainwater to determine the extent of metal and nonmetal migration. To simulate what was occurring in the stack, composite samples were placed in a column, so that the column represented the stack in miniature form. Leaching experiments showed that both metals and nonmetals moved down the column when water was added to the top of the column. Data obtained from P-21 showed that with time the concentration of metals and nonmetals reached equilibrium values. The concentration of Ca, SO4, F, Si, and PO4 were -600 ppm,~1,500 ppm, 32 ppm, 14 ppm, and 22 ppm, respectively. Column leaching of South Pierce material, representing 0 to 55 ft of stack, showed that after 355 in. of water, the stack was near equilibrium values down to the 33-ft level. With continued addition of water, the portion of the stack at equilibrium would continue to increase and eventually reach the values observed for P-21. The test showed that the sulfate concentration of the effluent from the stack would never reach the USEPA standard value of 250 ppm. During the leaching test, it was determined that the permeability of the phosphogypsum in the columns was 0.000103 cm/sec. This number was used in the modeling. The data obtained from the leaching experiments cast some doubt on the practice of entombment now being practiced for closure of phosphogypsum stacks. The data clearly shows that with time, the amount of material leaching from the stack is low in concentration, with only the calcium and sulfate at higher levels. When a stack is closed at an existing operating plant, allowing rainwater to fall on the stack and capturing the solution in the existing pond system would eliminate the need for covering the stack, since with time the closed stack would continue to leach and at some point reach the equilibrium values of the P-21 stack. Entombment means that the leachable material in the stack will always be there and will require monitoring forever. Allowing rainwater to decontaminate the stack may be the best environmental solution to the problem.

This article deals with some of the civil engineering related problems to be encountered when offshore wind energy projects transform from prototype offshore wind energy converter farms, developed and installed during the 1990&apos;s, to commercial farms that&apos;s currently planned to be built. The offshore wind energy converter (OWEC) installations encounter a wide range of problems, only partial of these are geotechnical. In Europe both onshore and offshore wind farms have, from a historical point of view, usually been founded by using the monopole technique, installed with traditional impact hammers, or by using gravitational foundations. However, the rapid development of bigger turbines and larger wind farms, together with increasing considerations of fatigue aspects, has lead to financial benefits of developing and exploring other foundation techniques. This paper reviews some Scandinavian experiences regarding critical components of the design phase in relation to connecting the superstructure to the ground, and some of the main considerations of how the loads applied to the structure are transferred to the surrounding soil.
