This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

The application of gob-side entry retaining (GER) in steeply pitching seam longwall mining with a hard roof has always been a difficult problem. Based on the simplified roof beam mechanical model, the traditional gob-side entry retaining by packing (GERP) roof structure evolution process and its problems with use in steeply pitching seams are analyzed. Therefore, based on the unique characteristics of the gangue rolling and accumulating in the steeply pitching seam, this contribution proposes an innovative method of gob-side entry retaining by roof cutting (GERRC) in steeply pitching seam and details its technical process. The roof structures of the GERRC and the GERP are compared. Taking the Chang Gouyu Coal Mine as a case study, field experiments were carried out. This research finds that the GERRC can both overcome the impact of rolling gangue on roadside support and make the rolling and stacking gangue become a roadside support. The roof structure of the GERRC is in a one-time statically indeterminate state, which is conducive to the stability of the roadway. In the field test, the total displacement of the roadway roof and floor is 97 mm, the supporting pressure of the serried single props is less than 28 MPa, and the props have no obvious bending phenomenon.

The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

Furthermore, it is invaluable in the study of processes that evolve in time. Scientific visualization relies heavily on computer graphics, image processing and video technologies. Specific applications of scientific visualization in the minerals and materials processing fields that are considered in this paper include: 1) applied CT technology for multiphase materials and minerals, 2) time averaged density profla in air- sparged hydrocyclone (ASH) flotation and 3) dynamic motion analysis of ball mill grinding.

The volume fraction of ß phase was determined in a Ti-6Al-4V alloy by measurements of integrated diffraction intensities. The (0002), and (100)ß diffraction lines were chosen because this combination minimizes the errors resulting from preferred orientation. The difficulties arising from fluorescence radiation were eliminated by use of a diffracted beam monochromator. A specimen quenched from 1475OF (800°C) contained approximately 5 pct ß, but in specimens quenched from higher temperatures no ß was found. The ß phase formed during aging, and in specimens solution treated at 1570oF (855oC) approximately 10 pct ß was present after aging at 1000°F (540°C) for 24 hr. This ß appears to form by decomposition of martensitic a'. ThE kinetics of the reactions which occur during the heat treatment of titanium alloys are complex ' and not completely understood. It has been proposed that hardening occurs in some alloys' on aging by the precipitation of a transition phase w followed by the formation of the stable a and ß phases. It has been proposed for other alloys2 that the a' marten-site decomposes by precipitating finely dispersed a particles. Most investigations have been hampered by the difficulties of determining quantitatively the amounts of the various phases present. This paper is concerned with the measurement of the amount of ß phase by an X-ray method, similar to one developed for the determination of retained austenite. The principal new feature was the use of a mono-chromator in the diffracted beam in order to reduce the fluorescence arising from the sample. EXPERIMENTAL PROCEDURE The experiments were carried out on an alloy of nominal composition Ti-6Al-4V (actual weight percentages: 6.2 Al, 4.1 V, 0.02 Mn, 0.17 Fe, 0.005 H, 0.03 C, and 0.02 N). The material was received as 5/8-in.-diam centerless ground rods in the annealed condition. The heat treatments were carried out in a vacuum of approximately 0.03µHg. The X-ray intensity measurements were made on 3/8-in. thick discs. The surface was prepared by grinding off about 0.060 in. and electropolishing in a solution af 60 ml (70 to 72 pct) perchloric acid in 1000 ml glacial acetic acid with a current density of 0.5 amp per sq cm.q The X-ray determination is based on the proportionality of the diffracted intensity of each line to the volume fraction of the corresponding phase. In calculating the intensities for a powder sample it is assumed that a large number of grains con- tributes to the diffracted intensity and that the grains are oriented at random. The presence of preferred orientation introduces serious errors in the relative intensities. The material used in this investigation exhibited a strong preferred orientation, which could not be removed by heat treatment. Other investigators have also found that preferred orientation may be retained after phase transformations. Glen and pugh5 performed a detailed analysis of the randomness expected after several allotropic transformations, but stated that this is not observed. Burgers,6 and Burgers and Ploos van Amstel,7 found that, in zirconium, the original orientation is retained after two phase transformations. Newkirk and Geisler8 observed similar behavior in titanium. On the basis of this evidence, it appears that, in the absence of plastic deformation, textures present in annealed titanium alloys are retained. Heating an a-ß alloy to the all-ß region and subsequent cooling to room temperature do not make the orientation of the mar-tensite different from that of the original a phase. In the present investigation it was possible to take advantage of the crystallographic relationships involved in the martensitic transformation to minimize the errors associated with preferred orientation. The relative orientation for titaniu-m marten-site9 takes the form (0001), 11 (110)ß; [1120], 11 [lll]ß. The same relationship has been proposed for zirconium' and certain titanium-base alloys.10-12 Additional sets of approximately parallel planes have been determined for titanium-nickel alloys." The influence of preferred orientation can be minimized by comparing intensities from parallel planes in the two related phases. If it is assumed that each family of planes in a given phase is equally well populated, the effect of preferred orientation can be eliminated by using the normal multiplicity for the family of planes since each set of parallel planes is equally preferred for any orientation of the sample relative to the X-ray beam. Drill-hole spacing analysis (DHSA) and optimization are becoming commonplace for uncertainty assessment and management in the mining industry. However, there is no standardized DHSA workflow, and the outputs of certain methodologies are not interchangeable. We group available simulation-based DHSA methods according to their accounted uncertainty into (i) raw uncertainty, assessed by drawing realizations from synthetic data-sets with the drilling spacings to be tested; and (ii) model uncertainty, in which these synthetic data-sets are used to assess the variation between the estimated model and the (unknown) actual value. DHSA workflows available in the literature ignore the differences between both types of uncertainty. Commonly, the DHSA algorithm is chosen without a detailed analysis of its uncertainty output, which may lead to misleading results and suboptimal decisions. While available solutions are based only on assessing raw or model uncertainty, the proposed approach simultaneously analyses both and their relationship for models at different stages of the mine. The integrated analysis results deliver more information to support decision-making than available methods. Principles, practical considerations, and discussions of the advantages of the proposed integrated analysis are presented. The approach is applied to a real gold deposit to illustrate its use.

A detailed experimental study of the variations in grinding rate with particle size, particle load, ball diameter, ball load, mill diameter, and mill speed was carried out for a soft cement clinker and a hard cement clinker. The effects of the ball diameter, ball load and particle load were observed to be material (hardness) independent, and those of the particle size, mill diameter and mill speed to be material dependent. A sharp change in the grinding behavior was observed for both the clinkers at about 150 µm size. Below this critical size: (i) the hardness difference between the two clinkers became insignificant, (ii) variation in the grinding rate with particle size became markedly more pronounced, and (iii) mill speed had little or no effect on grinding rate. The importance of these results in the context of process optimization and control is discussed.

Power consumption of stirred media mills has been studied by an approach developed from work on stirred reactors. Relationships between torque required to rotate both disc and pin impellers immersed in dense particulate media as a function of speed, impeller and tank dimensions, and other relevant variables are evaluated. Data collected during numerous different experimental conditions are analyzed. The results can be summarized and presented in the form of characteristic plots, general equations and dimensionless group correlations involving power and modified Reynolds numbers. Special attention is directed towards the rheological properties of the media, which is considered as non-Newtonian liquids and hence, the equation of power law liquids is employed. Procedure for estimating parameters of effective viscosity and scale-up guidelines with respect to power consumption are put forward.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

"The occurrence of recrystallization in cold-worked aluminum sheet during the brazing process leads to loss of strength, an inhomogeneous grain structure and reduced corrosion resistance. AlMgScZr alloys are known for their extraordinary recrystallization resistance due to the influence of Sc and Zr addition on their microstructure. Here, we investigate the effect of alloy composition (i.e. Mn, Mg, Sc, Zr content), cold-roll reduction and pre-aging treatment on the recrystallization behavior of cold-rolled sheets at brazing temperatures typically used during the manufacture of heat exchanger units. The analysis of recrystallization behavior is carried out through microstructural characterization and the results are compared with the behavior of a commercial, AA3xxx-based heat exchanger alloy.INTRODUCTION Control of recrystallization is of critical importance during brazing, which is a widely-used joining technique for aluminum alloys in aircraft structures (Heinz, 2000) and automotive heat exchangers (Miller, 2000; Marshall, 1993). Due to excessive local heat at brazing temperatures, the cold work texture of aluminum alloys in the cold-rolled sheets may undergo a local recrystallization process (Marshall, 1993). This leads to the formation of an inhomogeneous microstructure and thus anisotropic mechanical properties (Miller, 2000) and low corrosion resistance (Marshall, 1993) across the sheet. X800, a commonly-used Al-Mn alloy series for automotive heat exchangers applications, has been developed specifically for a higher strength as well as an enhanced corrosion resistance as opposed to the traditionally-used AA3003 alloy (Marshall, 1993). X800 alloys, however, exhibit a low recrystallization resistance at normal brazing temperatures, i.e. 590°C. In contrast, Al-Sc-Zr alloys have been shown to exhibit an extraordinary recrystallization resistance at such temperatures (Riddle, 2004) while also being corrosion resistant and possessing a high room-temperature strength (Fuller, 2002). This has been shown to be due to the formation of coherent, nanoscale Al3(ScZr) precipitates that effectively impede grain boundaries while also exhibiting very slow coarsening kinetics at high temperatures (Riddle, 2004; Jones, 2003; Ocenasek, 2001). In this study, we analyze the recrystallization behavior of X800 alloys under brazing conditions through introducing Sc and Zr into the system as well as varying the Mn and Mg content. The effect of processing route is also studied by introducing a pre-aging stabilization treatment as well as varying the cold-roll reduction prior to the final brazing anneal."

NONMETALLIC inclusions in steel have received much attention by metallurgists during the past few years. Many investigators have been emphatic in stating their belief that these impurities are the chief causes of steel failures, while others think that their effects are negligible. One of the main reasons that definite information on the effects of these impurities is lacking is that no reliable method has been developed for the exact determination of the amounts of these different impurities in steel. Some valuable new information has been brought out by a reliable method for nonmetallic inclusions which has been developed at the Pittsburgh Experiment Station of the U. S. Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board. This procedure satisfactorily extracts some of the more common inclusions from steels, thus enabling the investigator to correlate steel failures with inclusion content. Although the data given herein are the first to be published on the subject of the electrolytic extraction method, the interest in the subject is evidenced by the fact that it is already being used by some 20 to 30 steel companies for their various purposes. Some of the comments received from these laboratories indicate that the method is highly satisfactory: the unfavorable comments, when traced to their sources, have been found to be based on some small mistake made in either installation or operation. The chief discrepancy seems to have occurred in attempts to apply the method to the extraction of inclusions from alloy steels. The procedure can be used only for the plain carbon steels and for such low alloy steels as those containing the usual amount of copper (0.2 to 0.3 per cent). Steels containing the carbide-forming alloys such as chromium, tungsten, etc., present far too many difficulties for the accurate determination of inclusions. Luckily, the iron and manganese carbides do not offer any difficulties and no contamination of the oxide-sulfide residue results. It is highly probable that some modification of the following

"Chelopech concentrator (part of Dundee Precious Metals) is located in central-western Bulgaria. The current process plant utilizes conventional primary crushing and SAG mill grinding, copper and pyrite rougher and cleaner flotation stages to produce a marketable gold-rich copper and pyrite concentrates. As in the most processing plants, the pyrite depression is carried out alkaline media using lime. The subsequent activation of pyrite mineral is achieved by adding sulfuric acid, which has an adverse effect on the flotation equipment. Therefore, a series of laboratory flotation experiment for activation of lime depressed pyrite by ammonium salts, such as ammonium chloride (NH4Cl), ammonium sulfate (NH4)2SO4 and ammonium bicarbonate (NH4HCO3), have been conducted. The obtained results showed that ammonium bicarbonate proved to be the most appropriate reagent choice for pyrite mineral activation. These results are confirmed by X-ray photoelectron spectroscopy (XPS), performed to determine the surface chemistry of pyrite in its natural state, after lime treatment and subsequent treatment by NH4HCO3. The registered XPS spectra indicate that the hydrophilic phases on the pyrite surface could be efficiently removed by using the ammonium salt NH4HCO3. The industrial use of NH4HCO3 as an activator of lime-depressed pyrite is a possible alternative for sulfuric acid replacement as a most widely used pyrite activator. Flotation experiments with addition of 200, 400, 600 and 800 g/t from each of the studied ammonium salts have been conducted. Furthermore, the impact of the flotation pulp pH within the scope of 9.00 – 10.50 was also investigated. The obtained results from the laboratory flotation experiments, showed that the pyrite activation with ammonium bicarbonate is an excellent possibility for replacing the sulfuric acid as main pyrite activator reagent, in order to eliminate the gypsum accumulation during the flotation of pyrite in Chelopech concentrator.INTRODUCTION The Chelopech deposit, located about 60 km east of Sofia is one of the largest Cu-Au deposits in Europe. The ore have complicated mineralogical and chemical composition. The main ore minerals are represented by pyrite, enargite (luzonite), tennantite, chalcopyrite and bornite. The average copper content of the mined ore is about 1.1 % and the gold content is about 4.0 g/t."

"Le gonflement des boulettes d'hématite à été étudié à l'aide d'une méthode de mesure standard ISO ainsi qu'à l'aide d 'une méthode de mesure dilatométrique.La première méthode a servi à l'étude des boulettes haute silice (5% SiO2) dont l'indice de basicité (IB = CaO + MgO -i- SiO2 + Al2O3) a été ajustée soit à l'aide d'une addition de dolomie, soit à l'aide d'une addition de pierre à chaux, soit à l'aide d'une addition de ces deux composes. L'indice de basicité variait de 0.05 à 0.12. Les résultats de gonfle ment obtenus à 1000?C dans une atmosphère de 40 CO - 60 N2 ont permis de montrer qu’indépendamment de l'indice de basicité c'est la dolomie qui contribue le plus à diminuer le gonflement par rapport à la pierre à chaux. L'utilisation de l'indice de basicité comme critère de sélection des boulettes est discutée.La méthode dilatométrique a servi à l'étude du gonfle ment de deux types de boulettes préparées à partir de deux concentrés de fer et dont la teneur en silice a été fixée à 2.5% et 0 5%. Ces deux types de boulettes ont reçues les mêmes additions de liant en quantité et en nature. La détermination en continue du gonflement, à 950?C dans 40 CO - 60 N2, a permis d'une part de mieux cerner le niveau de réduction auquel correspond le maximum de gonflement et d'autre part de montrer que l’allure des courbes de gonflement est étroitement liée à la nature du liant. Une augmentation de la teneur en silice des concentres contribue à diminuer le gonflement des boulettes.Des essais de réduction de gonflement non isothermes ont été réalisés à des montées de température à 10 et 20?C/min. Les résultats indiquent que le gonflement déterminé dans les conditions non iso thermes est inferieur à celui obtenu lors des essais isothermes. On discute alors de la validité des essais standards de gonflement qui sont utilisés pour prédire le comportement des boulettes lors de leur réduction dans un haut fourneau."

The chloridizing roasting of ores is applied when metal sulfides and oxides are to be converted into soluble or volatile compounds. The chlorine required is either obtained from the admixed chlorides of sodium or calcium or added in the gaseous state. In the first part of the investigations the reaction rate of the chlorides of sodium or calcium with gas mixtures of SO,-0, or SO ,-O2 ,-SO , was measured. The rate for reactions with gas mixtures SO2-O2 is ThE chloridizing roasting of ores is applied when metal sulfides and oxides are to be converted into soluble or volatile compounds. At present the process is mainly applied to produce nonferrous metals which occur in pyrite cinders in small concentrations. Thereby the nonferrous metals are converted into water-soluble, acid-soluble, or volatile compounds whereas all the iron remains as insoluble oxide. The chlorine required is either obtained from the admixed chlorides of sodium or calcium or added in the gaseous state. The reactions occurring during the roasting process can be divided into two groups: solid-solid reaction and gas-solid reaction. The reactions between solids proceed by means of solid-state diffusion and are therefore of low velocity. The heterogeneous reactions between solids and gases of the roasting atmosphere5 are high-velocity processes and determine the velocity of the chloridizing roasting. These gas-solid reactions shall be the subject of the paper presented. In order to investigate the still little-known processes which occur during the chloridizing roasting 6-' the complex reaction is split into several partial steps. First the reactions of NaCl and CaCl, with gas mixtures of SO2 and 0, have been investigated at temperatures between 500" and 600°C by measuring the weight increase of the samples. The gas mixtures used in this series of experiments had first variable compositions, then the amount of SO 2 had been increased. Furthermore the influence of Fe 2 O3 admixtures upon these reactions, the behavior of pure Fe 2 O3 with the gaseous reactants, and the chlorination of the sulfides of lead, copper, nickel, and zinc have been investigated. FORMATION OF GASEOUS CHLORINE Pyrite cinders are never completely roasted and therefore contain still a small amount of sulfide sulfur. When heated again in air, this sulfur is converted into SO,. Accordingly the formation of chlorine can first be described by the reactions: dependent on the composition of the gas phase. If more than 1 pct SO 3 is added to the roasting gas, the reaction rate is determined only by the concentrations of the SO,. In the second part the reactions between chlorine and metal sulfides are discussed. The rate of formation of gaseous chlorine is higher by me order of magnitude than is the reaction rate between ZnS and chlorine. The reaction rate of NiS and PbS lies considerably below that of ZnS. The conversion rate of both pure Fe 2 O 3 and Fe 2 O 3 containing NaCl or CaCl2 when reacting with SO2-O2, mixtures with and without SO3 portions was measured at temperatures of 500", 550°, and 600°C. The weight increase of pressings was determined by means of a spiral balanceg and the reaction rate calculated therefrom according to Eqs. [ll to [31 and [5] to [7]. The prepared samples were suspended on a platinum filament in a vertically mounted tube of mullite (ID 4 cm, length 110 cm) which could be heated by a resistance tube furnace. The platinum filament was tied to the lower end of the spiral balance. A supremax glass tube (length 70 cm) was mounted gas-tight on top of the reaction tube. The unit was sealed up at its top by a ground-in stopper which was holding the spiral balance with the sample. The spiral balance therefore hung outside the high-temperature region of the furnace. Fig. 2 shows the experimental arrangement schematically. While lowering the sample into the reaction tube pure nitrogen was flowing through the reaction zone providing a protective atmosphere. After the sample had reached the reaction temperature within approximately 1 min, the protective gas was replaced by the sulfur dioxide-oxygen reaction mixture. Water & Earth Technologies, Inc. (WET), Habitat Management, Inc. (HMI) and Chevron Mining, Inc. (CMI) together developed a solution for reclaiming steep southwest facing slopes in mining Area 12C that have historically been prone to excessive erosion, low vegetation establishment and continuing maintenance. Area 12C is located in the east wing of the Chevron McKinley Coal Mine, 27 miles northwest of Gallup, New Mexico, on Navajo Nation land administered by the Office of Surface Mining (OSM). Mining in this area was completed in May of 2007. Challenges encountered for this reclamation project included the need to reclaim graded material on a slope of 18-35% with southwest facing aspect, the presence of undisturbed rock outcropping that needed to be avoided during reclamation, the operational need to limit bulldozer pushes and the inability to import or export additional materials for construction. Two different reclamation alternatives were considered for Area 12C. The first alternative would use a traditional reclamation approach including three levels of draining terraces designed to convey water on a 3% slope to a single riprapped down drain. Terracing and down drains have been used to reclaim areas with similar terrain conditions elsewhere at the McKinely Mine and have failed to adequately control erosion (Williamson 2006). Terrace overtopping and down drain blowouts have been issues in maintenance and functionality for the mine. Maintenance routines consist of cleaning out terraces where they have filled in with sediment and repairing damaged or blown out terraces and down drains.

The United States Bureau of Mines (USBM) developed SPONCOM to aid in the assessment of the spontaneous combustion risk of an underground mining operation. A prior knowledge of the spontaneous combustion risk of the coal and factors that increase that risk can be useful in the planning and development of proactive monitoring, ventilation, and prevention plans for the mining operation. Interactive data input screens prompt the user for information about the coal's chemical and physical properties, the geologic and mining conditions encountered in the mining of the coal, and the mining practices employed. During the input process, 'expand' screens provide the user with specific information on each input parameter. This information includes a description of the parameter and its effect on the overall spontaneous combustion risk. The program logic determines the coal's relative spontaneous combustion potential, based on the coal's proximate and ultimate analyses, and heating value. The program then evaluates the impact of the coal properties, geologic and mining conditions, and mining practices on the spontaneous combustion risk of the mining operation. The program output provides details on each factor that increases the risk of spontaneous combustion.

Significant changes in the markets for coal have taken place since World War II, As used in this study the term ?coal? will refer to bituminous coal, The anthracite industry in size, characteristics, and problems differs materially from the bituminous coal industry, These changes have both influenced and been influenced by the mechanization of mines, and by decreased distribution costs, especially in transportation. It is the purpose of this paper to examine these post-war changes, to assess their impact upon the production and distribution of coal, and to explore future market developments in the light of past and present trends and relationships. The layman lacks adequate informatian on the production, demand, and distribution of coal. There are two reasons for this. First, there is a relative lack of statistics coveting the industry, Coal operators and distributors are not required to file with any government agency the type of much more complete statistics filed by the railroads and public utilities with national and State agencies. The Bureau of Mines assembles much useful information on the coal industry, but several areas, including that of investment and finance, have no central depository which can be used to keep the public informed of the nature and extent of the industry and its problems.

Discussion of the paper of H. R. Barnhurst, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2523 to 2532. H. R. BARNHURST :-I would say that in that experimental furnace we were trying to adopt the proper form for burning low-volatile coal. I was enabled on one occasion to burn coke having 15 per cent. ash. Tailings, or washings from the preparation of coal for by-product coke ovens, which came to me 52 per cent. ash, were burned without any trouble. So that ash really might be regarded as not burning, but simply diluting the fuel that was there, without doing any particular harm except that we had to put in more of the material to get the same quantity of heat. With anthracite, I burned coal right along with from 24 to 27 per cent. ash, but it took a furnace of peculiar form in which the products of combustion had to be diverted to the point of entrance of the fuel. With an ordinary furnace the fuel is deflagrated by its surroundings as soon as it enters the furnace. In a cement furnace this action is secured by the hot clinker passing clown, and the walls of the kiln are heated upon contact with it, revolving as they do', so that deflagration occurs very quickly in a cement kiln. Deflagration would occur very quickly in an open-hearth furnace also. There is no trouble in burning anthracite coal under those conditions for three or four days successively. It should be very well dried and thoroughly pulverized. Aside from that, there is no trouble. WILLIAM A. Some of it remained in the boiler and a quantity remained in the furnace. We raked it out and carried it away. MR. EVANS :-Do you experience the forming of stags in flues with such coal as that?
