Humate, defined as weathered coal or mud-stone rich in humic acid (HA) and fulvic acid (FA) have been mined, primarily as soil amendments or drilling mud additives, in New Mexico for 15-20 years. The New Mexico humate resource is estimated to be 11 Gt, including weathered coal and organic mudstone. The HA and FA content determines the end-use, therefore a simple and consistent method of measuring organic-acid content was developed. The New Mexico Bureau of Mines and Mineral Resources method is based on repeated alkali leaching and acid precipitation. Precipitates of humate are ashed, with mass balance of solids maintained, to correct for material added during alkali-acid treatment. Analyses of upper coal member, Cleary Coal Member (Menefee Formation) and Fruitland Formation samples from the southeast San Juan Basin show ashing to be important in accurate analysis of FA content. Ash in the total FA fraction averages 70% compared to 2% in HA. The FA in weathered coal and organic mudstone are similar, although HA is significantly higher in the former. As weathering progresses, the FA content of weathered coal increases faster than in organic mudstone because of the greater total organic material in coal.

"Mechanical mixing equipment is common in a wide variety of mining, metals and process applications, such as hydrometallurgical reactors, solvent extraction, digestors, and tanks for storage of slurry or hydrocarbons. Computational Fluid Dynamics (CFD) has been applied successfully to single-phase mechanical mixing problems for several decades and is established as a reliable design tool. As computational power and CFD codes have improved over the years, there have been significant advances in modelling capabilities including improved models of turbulence, interaction of rotating and stationary components, multiphase flows, and modelling of free surface interfaces, for example. This paper will provide an overview of the application of CFD to mechanical mixing problems. First, it will review the traditional single phase Multiple Reference Frame (MRF) approach and introduce a range of advanced modelling techniques. Three examples of the application of CFD to industrial mixing problems will be given. It will be demonstrated that CFD is an effective tool for reducing technical risk in design, for identifying the root-cause of mixing problems, and testing modifications to existing operations."

Simulation can play an important role in the design, optimization and control of complete industrial processes, the most appropriate method depending on the particular application. Most commonly, process models or simulators are means of representing the process which are either purely mathematical or physical. Mathematical models, however, almost invariably need to be based to some extent on experimental data or require experimental verification before they can be used with confidence. Ways in which experimental and mathematical modelling techniques can be combined to best effect are discussed, with reference to the simulation of iron ore induration and direct reduction processes. A novel method is presented for the simulation of direct reduction shaft furnaces. Small scale apparatus has been developed in which ore or pellet samples are subjected to the changing environment of the industrial process. The time dependent conditions (solid temperature and gas compositions) are provided by a mathematical representation of heat transfer and the conservation of mass and energy in the process Simulated.

Major cities are not only the focal point for AustralianÆs work, leisure and homes, they also are the focal point for the flow of resources into the built environment, motor cars and transportation and urban consumables. The steady increases in æstockÆ and waste generation, in line with GDP growth, means that cities will become the mine sites of the future if the inherent value is recovered from these materials at end of life. The urban waste stream can be characterised as containing approximately nine per cent hydrocarbon-based materials; 57 per cent biomass-based material; 28 per cent fully mineralised materials that are inert, five per cent metals and less than one per cent of problematic materials that are potentially hazardous and toxic. In order to convert these wastes into value added inputs into the economy, a number of technological interventions are required. These æurban waste mining techniquesÆ revolve around source separation and material streaming. One issue that needs to be overcome when determining which mining technique to implement, is identifying the option that will deliver optimal value, both from a financial and a sustainability perspective. The difference between embodied energy and calorific value is a case in point. Highest net resource value (HNRV) is a concept that can assist in choosing between different resource recovery options. The assessment can be done at a strategic level, or can be used to work out material specific issues. For example, used tyres can be recovered for their energy content at an approximate cost of $120 per tonne, whereas mechanical processing of used tyres can deliver a net benefit of $192.

Smoke abatement is a subject of which fuel technology, although absolutely essential, is only a part. Its successful accomplishment starts and ends with human factors that must be given thorough consideration; between this "start" and "end" fuel technology is applied. Smoke abatement usually starts from the desire of some person or persons to be free from uncleanness caused by the stack of someone else and ends with the sincere desire of the operator of the fuel-burning equipment to maintain a clear stack. Although "smoke abatement been discussed for many years, it is only recently that the public has been mindful of such expressions as "air pollution" and "air hygiene." The subject has duel in common with that of supplying pure water but is more complicated. The public desires pure water, expects pure water, is willing to pay for pure water, and expects to continue to pay for it indefinitely; it is a development of civilization. It is doubtless correct to say, however, that people in general do not et realize the detriment of air pollution to their well-being or give the question enough serious consideration. This is illustrated by the fact that in city smoke abatement it is the mass of small householders that sins the most and is the hardest to handle. It is rather difficult to assemble a group of people in a room without the air becoming contaminated with smoke. Smoke abatement will lag with the lack of desire for pure air - probably the biggest human factor involved in its accomplishment.

Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are improving but more slowly and yet, serious accidents and fatality rates are not: in fact, these rates of more serious incidents have plateaued or deteriorating. In more dramatic cases, organizations that had ?exemplary? safety statistics, suddenly had a catastrophic or multi-fatality event occurring. Popular books such as In Search of Excellence of Peters and Waterman or Good to Great of Jim Collins created many delusional ?secrets? or recipes, to achieve great performance and yet, most of those ?great? or ?excellent? companies have now declined in their performance, some dramatically and some have fallen from grace, like Fanny Mae, a company Jim Collins identified as a ?great? one, that had to be bailed out in the latest financial crisis. These organizations share several ?delusions? about managing a business, and often, these delusions are created by academics, consultants and authors of popular books about (safety) management. More damaging however is that safety management is defined by a set of key practices or axioms: a focus on human error, compliance to rules and regulations, creating consistency of systems and actions, reacting to accidents and incidents and on prevention of those, measuring safety with performance metrics and rewarding employees on those measurements. All of these axioms contain the seeds of destruction, and they create conditions and dynamics that precede the disaster - and ironically, they are all 'good things' we do in safety management. For example, a mere focus on safety in the business, and the measurement of it, create a culture of repression of mistakes and incidents, leading to a situation where the organization knows incrementally less and less of risks and risktaking behaviour - until the day it all coincides destructively! This paper discusses seven such safety delusions and how they impact on the views and safety management approaches. They are: ??The delusion of (risk) control, that risks can actually be identified, analyzed and mitigated. ??The delusion of compliance, that mere compliance to rules will safeguard the business ??The delusion of consistency, that standard operating procedures will ensure safe operations ??The delusion of predictability, that accidents and trends tell us everything about the risks of the future ??The delusion of human error, that people are the weakest link and that it can actually be dealt with through discipline and enforcement. ??The delusion of statistical trends, that safety is measurable with statistics ??The delusion of invulnerability, that we have achieved high levels integrity and capability to deal wit risks. Organizations that suffered catastrophes all share some or all of these delusions and this paper traces how these played a role in many disasters, ranging from the Titanic, Challenger, Piper Alpha, Bhopal, BP Deepwater Horizon and many more.

The U.S. Bureau of Mines and Michigan Technological University (MTU) are collaborating to develop an apparatus for measuring diesel tailpipe emissions in underground mines. A tailpipe emissions measurement apparatus (EMA) is described that dilutes diesel exhaust and measures the concentrations of diesel particulate matter (DPM), CO, CO2, NO, and NO2 at known dilution ratios. The EMA was evaluated by side-by-side comparison of its measurements with those by laboratory-grade instruments. Concentrations of CO and CO2 measured by the EMA were usually within ± 14 pct of concentrations measured by laboratory-grade instruments for CO and ±20 pct for CO2. EMA¬ measured DPM concentrations were, on average, 29 pct lower than those measured by laboratory-grade instruments, with the differences being fairly consistent. The CO and CO2 differences are related to the method of calculating the EMA's dilution ratio, and the difference in DPM concentrations is attributed to thermophoretic and/or condensation losses related to the EMA's unheated sample probe. Preliminary analysis of data obtained with a heated sampling probe and modifications in the sampling procedures have indicated reduced variability in DPM and in the calculated dilution ratios.

Pt-based alloys for high-temperature applications in aggressive environments have been under development for over 10 years, and are targeted to be used as either as bulk, or as coatings. The alloys comprise Pt, Al, Cr, and Ru, and the microstructure has been improved by composition to a best possible analogue of the nickel-based superalloys, which these alloys could partially replace. This was necessary because the previous best alloy had a strengthening precipitate volume proportion of only approximately 40 vol.%, whereas the nickel-based superalloys have around 70 per cent, and a lower volume would mean that the strength would not be the best that could be obtained. The microstructures were assessed using electron microscopy, and have been related to the alloys? hardness values. The current microstructures are much more like those of NBSAs, with a high proportion of the strengthening ~Pt3Al precipitates. Since the samples have to be small (platinum is expensive), hardness has been used as an indication of strength. Nano-indentation studies showed that the hardness and Young?s modulus were higher for ~Pt3Al than the (Pt) matrix. More extensive oxidation studies have been undertaken on the previous optimum sample, and the effect of cooling rate after heat treatment has also been ascertained. In addition, the samples were studied after different heat treatment times, and cross-sections were made in order to characterize the alumina scale that formed. The oxide scales of Pt-11Al-3Cr-2Ru (at.%) up to 100 h exposure did not spall, and were at least as good as those of the ternary alloys. There was no discernable Al depletion zone in the substrate, although it could have been at a greater depth than thickness of the samples studied. Further additions to the Pt-Al-Cr-Ru alloys have been studied, to increase the melting temperature as well as to reduce the platinum content without compromising the properties. Reduced platinum content would have the benefits of reduced density and cost. The target elements include vanadium and niobium, of which vanadium is of special interest, since it is a South African product. Before these additions could be made, phase equilibria studies were undertaken so that the maximum addition could be ascertained, and also to check any possible ternary phases, which could be deleterious. Work on the Pt-Al-V system revealed a ternary phase, ~V27Pt54Al19 (at.%), which has a eutectic reaction with (Pt). The maximum V addition is likely to be around 15 at.%, otherwise ~Pt3V or the ternary phase will form, and not the required (Pt)/~Pt3Al phases.

In 1999 Yunnan Copper Corporation (YCC) decided to modernise their copper smelter and change the existing sinter plant I electric furnace process to a combination of ISASMEL T and electric slag cleaning furnace. The main aim of the project was to improve the environmental performance and decrease the energy consumption. Generally the project has been successful, partly attributable to the selection of a reliable and fully demonstrated technology. The design capacity for the ISASMEL T furnace is 600,000 tonnes of dry copper concentrate per year. The furnace has been running smoothly since heat up in May 2002. YCC expended considerable effort in the preparation for plant operation. An extensive training program for key YCC personnel at the Mount Isa Copper Smelter improved their understanding of the process significantly and ensured successful hand-over of the technology. This paper describes the project history and summarizes initial operating results.

"It is widely known that steel made from iron ore pellets high in phosphorus is brittle. Removal of phosphorus from iron ores such as hematite has proven to be difficult. The majority of research on phosphorus removal from hematite ores has been focused on flotation. The purpose of this study was to assess phosphorus distribution under current operations at an existing hematite concentrator and determine how efficient the plant is at removing phosphorus. Objectives included: (1) Perform a phosphorus balance at an operating plant to assess phosphorus distribution under current operations; (2) Determine phosphorus removal efficiency of each separating unit and (3) Perform a quantitative liberation analysis to determine max phosphorus removal by physical means. Liberation was quantitatively determined using wet high intensity magnetic separation (WHIMS) to separate iron ore from liberated apatite (and other nonmagnetic compounds).It was observed that 61.2% of the total phosphorus entering Plant F was rejected during current operations. The desliming process was the most efficient step at removing phosphorus (45.1% P removed), whereas the flotation step was much less effective (16.1% P removed). Liberation analyses indicated that the deslime thickener may have been more efficient at removing phosphorus than the flotation circuit due to the greater abundance of liberated phosphorus in the deslime thickener feed. The scavenger returns stream was identified as having a high concentration of phosphorus and a possible point of phosphorus removal. However, liberation analyses indicated that only 32.4% of the total phosphorus in the stream was liberated. Grinding the scavenger returns to 80% passing 5.2 µm increased the amount of liberated phosphorus in the stream to 70.4%."

The San Luis deposit is one of the few documented gold deposits on a detachment surface. This paper presents mineralogic and geochemical data that was gathered to characterize the mineralization, classify the ore deposit, and provide details of the ore forming process. Included are data on the paragenesis; alteration-mineral assemblages major and trace element geochemistry, and fluid inclusions. The San Luis deposit occurs on the western slope of the Sangre de Cristo Mountains adjacent to the San Luis Basin about 5 miles northeast of the town of San Luis in Costillo County, south-central Colorado. Mineralization was discovered in the district in the early 17th century. Production began in 1890 on lead-silver ores from which the district took the name the old name of "El Plomo". From 1897 through 1934 gold was intermittently produced. Battle Mountain Gold Company took an option on the property in 1987 and proved on ore body comprising an eastern block that has 1,277,300 t ore at a grade of 1.68 g/t and a western block of 9,744,000 t with a grade of 1.34 g/t. Production began in 1990. A companion paper by Benson (1994) describes the San Luis district and the ore body, hence the reader is referred to this or Robert and David (1990) for details of the geology from which the following is summarized.

[The observations here presented were made during a short visit at Calico, in December, 1886. The accompanying map, which does not claim to be more than a careful sketch, is based on the position of a few mines obtained from Mr. F. Lewis, at Calico, and the plats in the Land Office with the patented claims. Only a few claims are shown by their boundary lines: as usual in mining districts, there is an enormous number of them, often conflicting or overlapping, the correct mapping of which would be useless for the present purpose. The rest of the topography and the drainage are mapped from sketches, aided by compass and aneroid. The elevations are taken from Daggett as base, the altitude of this station being determined by the railroad to be 2000 feet.] Until a few years ago the product of silver in California was of little importance, compared with that of gold, and often fell short of $1,000,000, the only noteworthy counties being Mono, Inyo and San Bernardino. About 1881, however, important discoveries were made in the deserts of San Bernardino, and the remarkable increase in the production may be seen from the following figures, taken from the Reports of the Director of the Mint: Silver Production of California. Introduction By far the largest part of the money raised for mining is raised by honest and legitimate means; but a not inconsiderable amount is raised by fraudulent sales methods. It will be conceded without argument that the greatest menace to the mining business is the fraudulent promoter. The sale of worthless mining stocks to the public by high-pressure. salesmen, house to house canvassers, telephone campaigns, fraudulent use of the mails, fraudulent statements, and reloading, has seriously prejudiced the public against even legitimate mining. A very small percentage of the funds raised by such fraudulent means is ever spent on the property, but instead is absorbed by the promoter in illegitimate' profits, enormous commissions, high office rents, and other expenditures, and is just so much subtracted from the fund which the legitimate developer needs to bring new mines to the point of production. The mining fraternity has been at fault in that, while they recognized this situation, they made no adequate attempt to rectify it. They knew that these fraudulent practises were conducted by parasites who attached themselves to the mining business in boom times and claimed to be part and parcel of it, but who were merely professional salesmen and promoters who, when there was not a mining boom, were selling sky-line real-estate, worthless oil stocks, or fraudulent securities which happened to be popular with the public. While mining people had this distinction well in mind, the public did not differentiate between the crooked promoter temporarily selling fraudulent mining stock and the honest promoter who made mining finance his life work; and we did little to make this distinction clear to the public or to sweep these money grabbers out of our house. The historic boom of 1927-8 and '29 brought with it the usual crop of crooked mining promoters, and the scandals resulting from their operations forced the Governments into the enactment of laws to attempt to protect the gullible public against the operations of these meanest of thieves and to appease public clamour.

The results of laboratory characterization of tailpipe emissions for three “clean” engines that meet U.S. EPA Tier 4 final emissions standards were used to assess the viability and effectiveness of repowering existing engines and powering new mobile equipment with those engines as a control strategy for reducing exposure of underground miners to diesel aerosol and criteria gases. The evaluated engines were representative of those that achieve the emission standards through implementation of various in-cylinder emissions control strategies, use of crankcase filtration, and use of three types of exhaust aftertreatment systems: (1) diesel oxidation catalytic converter (DOC), (2) combination of DOC and the full-flow wall flow monolith diesel particulate filter (DPF), or (3) combination of DOC, diesel exhaust fluid (DEF) based selective catalytic reduction (SCR) system, and ammonia slip catalyst (ASC). The study showed that the highest reductions in concentrations of diesel aerosols in underground workings, in terms of both mass and number, could be achieved if the engines, preferably in all power classes, are fitted with viable DPF systems. The use of U.S. EPA Tier 4 final engines equipped with DOC and DOC/SCR/ASC systems could help operators to considerably reduce mass, but not number concentrations of aerosols. The emissions of two of the evaluated engines, one equipped with DOC and the other equipped with DOC/DPF systems, were characterized by substantial secondary NO2 emissions that would limit the viability of those engines for underground mining applications. It appears that the catalyst formulations used in the exhaust aftertreatment systems of the “clean” engines marketed to the underground mining industry need to be formulated to minimize the potential for generation of secondary NO2 emissions. The results indicate that the engines fitted with viable SCR/ASC systems present a low-NO2 alternative. All three “clean” engines were found to have low CO output. Therefore, due to nuances associated with the use of diesel-powered mobile equipment in underground mines, special attention needs to be paid to the selection and potentially optimization of “clean” engines for underground mining applications.

With profitability pressures in heavy industry increasing, many producers are turning to predictive maintenance as a means of harvesting untapped value from their production assets. Corporations are losing their maintenance and processing core competencies through attrition. As capital budgets are being trimmed, manufacturers are consolidating operating units into fewer, more profitable routes. Maintenance functions, however, typically receive low priority when investment is made, since many companies consider maintenance costs as ?overhead?. Condition-based monitoring, integrated to Level I and Level II process inputs, is seen as the most cost-effective solution to the implementation of predictive maintenance strategies. This paper will review the evolution of preventive and predictive maintenance programs, highlighting examples of successful application of integrated condition monitoring.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

The Department of Mines as at present constituted has evolved from the organization which came into existence following the passage of the Geology and Mines Act by the Dominion Parliament in 1907. At the outset, it may be said that it is not a function of the Department of Mines, nor of any of its branches, to administer the mining rights vested in the Crown. The title to Crown lands in the provinces of Nova Scotia, Prince Edward Island, New Brunswick, Quebec, Ontario, and British Columbia ( with the exception of certain specified areas, such as Indian Reserves, Ordnance Lands, the Railway Belt of British Columbia, and the Peace River Black) is vested in the respective provincial governments ; the title to Crown Lands in the provinces of Manitoba, Saskatchewan, and Alberta, the Yukon and Northwest Territories, and in the Canadian Arctic, is vested in the Dominion Government, and matters pertaining thereto are (with a few exceptions) administered by the Department of the Interior, Ottawa. Nor are statistics of mineral production at present collected and published by the Department of Mines. This function did belong to the Geological Survey from 1886 to 1906, and to the Mines Branch from 1907 to 1920; but commencing with 192l this duty was transferred to the Dominion Bureau of Statistics, consequent upon the decision of Government to place the collection of all statistics under the direction of one officer.

"The agitator design for nickel high pressure acid leach autoclaves (HPAL) is critical with regard to the process result, i.e., the recovery rate. Further considerations during the design phase are the avoidance of acid hot spots which reduce the lifetime, due to corrosion of the wetted parts, including components manufactured from titanium. Besides the process knowledge to design HPAL autoclaves, tools such as, Computational Fluid Dynamics (CFD) supplemented by lab testing allow the design of optimized agitation systems. This paper describes the effect that different feed point locations have on instantaneous blending of the reactants. Furthermore, experiments and CFD show where abrasion issues might occur and how to obtain information about the static and dynamic forces acting on internals. We show how simulations can be validated by lab testing to ensure that the CFD models are applied in an appropriate way.INTRODUCTIONAgitated systems in hydrometallurgical processes have to comply with multiple process tasks and in many cases have to withstand extreme operation conditions such as pressure up to 50 bar, elevated temperatures of up to 250°C and exposure to very acidic or alkaline environments and abrasive ores. The process tasks range from instantaneous mixing of reactants, homogeneous suspensions of up to 65% wt. solids with coarse and heavy particles, enhancing the solid-liquid mass transfer for leaching, dispersing large volumes of reactants (gas-liquid, liquid-liquid mass transfer) and moreover to transport generated heat e.g., from exothermic reactions through the vessel walls or internal heat exchangers if required. For economies of scale, agitator systems have reached sizes of 5000 m³ for large open leach tanks with impeller diameters of approx. 6 m, while autoclaves nowadays have exceeded 5.5 meters in diameter with a power demand for a single compartment drive between 300 - 400 kW.
