Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

The possibility of deeper production in the Buena Vista Hills was first considered in 1933. At that time, however, the heavy state curtailment program served to deter any operator from drilling test wells, which, if successful, might upset the proration schedules. Because most of the acreage was held by several major operators and the remainder by substantial independents, the adoption of a plan of cooperative development was considered desirable. Such a plan was formulated for the development of any deeper oil and gas horizons that may be found to exist. This plan, which was signed by the Secretaries of the Navy and of the Interior on behalf of the United States on July 9,1936, is now effective for the development of lands within the area shown on Fig. 1. Unlike most unit plans, the present cooperative development plan permits each operator to drill and produce his own wells. For the purpose of this plan the Buena Vista Hills field is divided into two pools. The present production is classed as the " old pool,"' while any future production below a certain marker which roughly coincides with the bottom of the Santa Margarita formation is included in the "pool" to which the provisions particularly apply. Naval Petroleum Reserve No. 2 lies within the area and constitutes the major portion of the Federal leases subject to the plan. There are 39,040 acres and 27 operators within the area. Twenty-six operators controlling 99.5 per cent of the acreage have signed the agreement. Geology oF the Buena Vista Hills The Buena Vista Hills consist of a low range in the southern portion of the San Joaquin Valley, and are roughly parallel to the adjacent Temblor range to the south. "Significant progress has been made over the past few years on characterizing and understanding the hydrodynamic properties of frothers and collectors and their effect on flotation performance. This new understanding of the relationship between chemistry and hydrodynamics has dramatic implications for how flotation circuits should be controlled and optimized. Previous work has shown that choosing a frother of the right ‘strength’ is critical to the optimization process, and the work and discussion presented here serve to strengthen the argument. In addition, we know that collector chemistry will also influence hydrodynamic properties and needs to be taken into consideration. To achieve the desired outcome, the overall system of reagents and operating parameters must be considered. This paper describes and discusses some of the findings from recent research on frother and collector chemistry effects (on hydrodynamics), and how this knowledge can be used to improve flotation performance. Examples from plant experience are discussed.INTRODUCTIONFrothers perform various functions in flotation but the primary ones are control of bubble size in the pulp zone and stabilization of the froth zone. Laskowski (2003) was among the first to try to capture both roles in characterizing frothers in order to provide a basis for frother selection for a given duty, as well as to explore the link between function and frother chemistry (structure). The method he used requires bubble size data and a frothing index; the procedure has been simplified by Cappuccitti and Finch (2008) using gas hold-up to substitute for bubble size, and froth height (without overflow) as the froth stability metric. The gas hold-up/froth height relationship will be referred to as ‘hydrodynamic characterization’. Essentially, the gas hold-up parameter reflects the sum of the hydrodynamic conditions in the pulp phase (water in this case), i.e. the effect of bubble size plus the apparent impact of the water surrounding the bubble due to the frother (Finch, Nesset and Acuna, 2008). Similarly, the stable froth height parameter reflects the sum of hydrodynamic conditions in the froth, i.e. the effect of bubble size undergoing coalescence plus the influence of the water in the lamellae and Plateau borders between bubbles. It could be argued that the gas hold-up/froth height relationship is a superior one to simple bubble size/froth index for discerning differences in frother behaviour"

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The authors claim that their proposed jack-knife method, which is a rekriging of each block by eliminating, in turn, one sample from m the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" .of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper con¬sist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data value-based measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text.

Column flotation technology was introduced to the market place about thirty ago years as a device capable of producing concentrates that were lower in impurities than those produced by other types of flotation machines. The ability to operate columns with significantly deeper froth beds and the provision of a froth washing system were the main reasons cited for the improved metallurgical performance. Column cells are now well accepted by the industry for cleaning applications, but there continues to be considerable skepticism about their use as roughers. There have been several documented cases of rougher installations which fell well short of predicted metallurgical performance. The reasons for the shortcomings vary from case to case, however they can be generally attributed to incorrect sizing, inappropriate application and or a lack of understanding of how column cells must be integrated into an existing plant or new project. Columns may not be the best choice for every application. In this sense, this paper discusses some of the important considerations that designers must take into account when contemplating the use of columns as roughers.

Several improvements were made to the single strand rod mill at Laverton to increase production, reduce maintenance and improve several aspects of product quality. With changes to the water cooling line and control system, cobbles could be significantly reduced, more consistent properties obtained and yield improved. An upgrade of the laying head enabled vibrations to be reduced and thus allowed for higher speeds on small sizes. With potential for dramatically increased pipe life, a new pipe support and laying pipe system provided for improved laying pattern on small sizes and thus more uniform cooling on the conveyor and better coil package. This paper discusses details of these equipment and control system upgrades and the resulting benefits that have been realized from the project.

THE principal interest in the meeting sings arranged by the Geophysical Committee this year centered around the many papers dealing with the practical applications of geophysical methods to solving geological problems in many other parts of the world. The program Wednesday morning dealt with work in South Africa, Poland, and South America. Rudolph Krahmann's first paper gave a perspective of the geophysical investigations upon mineral deposits in South Africa. A striking point in his story was the tremendous increase in magnetic work during the last two or three years. This is largely accounted for by the intensive exploration for the extension of the Witwatersrand gold mining area. The author mentioned many surveys in which other methods were used for the search for ores of copper, lead, and zinc, and in the study of water-bearing and oil-bearing structures.

An economic simulation model was developed to predict the amount of copper recovered from copper oxide deposits and the cost of producing it as a function of the deposit parameters. The economic simulation model includes models of fragmentation design and cost, copper extraction, solution distribution and recovery, effluent solution cutoff grade, and financial analysis. Cost and price indices were also developed to evaluate the economic feasibility of in situ leaching operations as a function of their starting date. Application of the models to various properties having the same area and different ore thickness shows that the effluent solution cutoff grade does not vary with the ore thickness nor with its grade. The percent of copper recovery is, however, shown to increase with the increase in the ore thickness and is independent of the ore grade. it is also shown that while the profit per unit of extracted copper increases with the increase in ore grade or ore thickness, the rate of return on total investment does not show any correlation

In the light of these facts, it seems timely that a general paper on sulphur recovery from petroleum gases be presented. This, then, is the purpose of the following text. The stable crystalline form at atmospheric temperature is referred to as 'rhombic' sulphur. It is bright yellow and has a specific gravity of 2.05, equivalent to 129.2 lb./cu. Ft. Above 204°F. sulphur has another stable crystalline form, referred to as 'monoclinic'. This is reddish-brown and is slightly less dense than the rhombic variety (122.4 lb./cu. Ft.). Sulphur in bulk form weighs 84 to 90 lb. per cu. Ft. Sulphur melts at approximately 240°F. to a straw coloured liquid which is quite viscous."

This report describes work on the problem of predicting oil recovery from a reservoir into which water is injected at a temperature higher than the reservoir temperature, taking into account effects of vis cosity-ratio reduction, heat loss and thermal expansion. It includes the derivation of the equations involved, the finite difference equations used to solve the partial differential equation which models the system, and the results obtained using the IBM 1620 and 7090-1401 computers. Figures and tables show present results of this study of recovery as a function of reservoir thickness and injection rate. For a possible reservoir hot water flood in which 1,000 BWPD at 250F are injected, an additional 5 per cent recovery of oil in place in a swept 1,000-ft-radius reservoir is predicted after injection of one pore volume of water. INTRODUCTION The problem of predicting oil recovery from the injection of hot water has been discussed by several researchers. l-6,19 In no case has the problem of predicting heat losses been rigorously incorporated into the recovery and displacement calculation problem. Willman et al. describe an approximate method of such treatment. 1 The calculation of heat losses in a reservoir and the corresponding temperature distribution while injecting a hot fluid has been attempted by several authors.7'8 In this report a method is presented to numerically predict the oil displacement by hot water in a radial system, taking into account the heat losses to adjacent strata, changes in viscosity ratio with temperature and the thermal-expansion effect for both oil and water. DERIVATION OF BASIC EQUATIONS We start with the familiar Buckley-Leverettg equation for a radial system:* This is sometimes referred to as the Lagrangian form of the displacement equation. If the injection water is at some temperature Ti which is above reservoir temperature TR, then lw, the flowing fraction which is water, is a function of both water saturation and fluid temperature at any given time and position in the reservoir. The problems of using comparatively simple x-ray diffraction equipment for quantitative analysis are examined. Internal standard and direct calibration procedures based upon the measurement of integrated diffraction energy (diffractometer peak area) have been developed for the determination of quartz in Broken Hill dusts. By these methods an accuracy of ± 10 per cent of the true value can be obtained and this can be improved to ±2 1/2 per cent by statistical methods if necessary.Rapid analysis for the components quartz, muscovite, rhodonite, galena, fluorite, sphalerite, calcite, and garnet has been developed by adaptation of direct calibration procedures and use of maximum diffraction energies (diffractometer peak height). "A comprehensive froth model has been derived from first principles. It is based on predicting the kinetics of film thinning in the presence of particles of varying sizes and surface hydrophobicity. According to the Reynolds lubrication theory, the thinning of a horizontal film is driven by the excess film pressure (p), which is determined by the capillary pressure (pc) and the disjoining pressure (II). In the presence of particles, macroscopic capillary pressure (pc) is affected by the local capillary pressure (pc,local) in the vicinity of a particle and the number of particles in the film (N1,film), which in turn vary with the hydrophobicity and size of the particles. The Reynolds equation corrected for pc,local and N1,film is then used to predict the time (or froth height) at which a film is thinned to a critical rupture thickness (hcr), which in turn can be predicted using the Vrij’s capillary wave model (1966) after a modification to incorporate the contributions from hydrophobic disjoining pressure (IIhp). The model can predict bubble coarsening represented by the bubble size ratio between the top (d2,t) and bottom (d2,b) of a froth as functions of particle size and hydrophobicity, ? -potentials, frother dosages, froth height, gas flow rate, salt concentration, etc. The model predictions have been verified in experiments.INTRODUCTIONFroth flotation is regarded the best available technology today for upgrading minerals and coal fines. In the pulp phase of a flotation cell, air bubbles collect hydrophobic particles dispersed in it and rise to enter the froth phase on the top. Once in a froth phase, the bubbles coalesce with each other and become larger, resulting in a decreased bubble surface area. Under conditions of limited surface area, less hydrophobic particles drop off the bubble surface and return to the pulp phase. Thus, bubble coarsening provides a useful mechanism of increasing product grades. On the other hand, uncontrolled coarsening results in a decrease in bubble carrying capacity and hence throughput."

The Golden Mile, which has been mined continuously for the past 100 years by both underground and more recently open pit methods, occupies an area of 1.2 km by 4 km adjacent to the city of Kalgoorlie Boulder in Western Australia (Figure 1). Large-scale open pit mining at the Kalgoorlie Consolidated Gold Mines (KCGM) Fimiston operations is currently extracting 7.8 million tonnes of oxide and sulphide ore for a total production of 522 000 oz per annum. The effectiveness of grade estimation techniques at KCGM has been examined with reference to existing 10 m bench sample data from all operating areas within the Eastern Lode System of the Main and North pits. The aim of the study was to recommend practical parameters for grade control estimation. The review included comprehensive variography and comparison of nonparametric estimation methods (Joumel, 1983) such as indicator kriging and probability kriging with ordinary kriging, leading to the development of improved grade control parameters and procedures for both daily quality control and short term mine planning. This paper reviews the geological, statistical, geostatistical, mining and modelling features studied in order to present KCGM's Mining Department with recommendations for improving grade control.

BATMINÖ, BATMINEÖ, BATMINDÖ are an abbreviation for Business Analysis Tools for Mining, Mine Evaluation and Mine Design respectively. BATMINP are proprietary tools customised to suit individual client requirements. The first suite of tools provides for analysis and evaluation of open pit mining equipment alternatives and includes fleet selection, fleet sizing and production, productivity and economic outcomes. The models address all mine process activities including drilling, blasting, loading, hauling and auxiliary services. All models are built to provide for simultaneous evaluation of multiple alternatives that are time and condition related. Provision is made for modelling from first principles and/or default or shortcut inputs. Sensitivities to key input parameters are easily performed and consistent logic is applied throughout the process. The models are built to provide key outputs in a format suitable for presentation and documentation. Provision is also made in the models for validation of both inputs and outputs through benchmarking, back analysis and budget comparison. The same models can be used for short interval (12 month) planning and control, medium-term (three to five years) and long-term life-of-mine (LOM) planning. Millions of dollars are spent each year on mining plant and equipment. Decisions that impact on the medium and long-term are made. BATMINP tools have been used to perform studies with good results and in most cases the studies have been validated through back analysis and comparing model outcomes to real data.

Many unique ventilation problems have been faced as Avery Island Mine's large openings have been mined. High humidity of outside air combines with the hygroscopic salt to create a corrosive atmosphere. Massive rooms preclude routine use of brattices to direct air flow to the working faces. Large amounts of explosives are consumed in single blasts. Resulting concussion pounds air control structures and ANFO ignition creates large amounts of nitrogen dioxide in single rooms. Geologic constraints confine new shafts and slopes to areas thought to be free of potential ground water hazards. Dust control techniques are limited by dry product demanded by customers. The Avery Island Mine's ventilation system has evolved to deal practically with the conditions and to dependably provide fresh air to the miners. International Salt Company's Avery Island Salt Mine, a multiple level room and pillar operation, has been mined steadily since about 1900. It is known as one of the "Five Island" salt dome mines of South Louisiana's Gulf Coast. Production from the area places Louisiana first in United States rock salt mined tonnage, according to the United States Bureau of Nines, 1982 (1). International Salt Company is a major force in U.S. salt production, as it also operates mines in Detroit, Michigan; Cleveland, Ohio; and Retsof, New York; a solar salt facility in Bonaire, Netherlands Antilles; and a solution mining plant at Watkins Glen, New York.

Shallow epithermal stockworks hosted by maar eruption craters contain over ninety percent of the bulk mineable gold identified to date in the Circum-Caribbean region. Pueblo Viejo (Dominican Republic) and Santa Rosa (Panama) contain combined gold reserves of over 600 tonnes. Bulk mineable gold deposits are also being discovered in and around veins that were formerly mined underground. Bellavista, El Recio and San Martin (Costa Rica) contain combined announced gold reserves of over 50 tonnes. Representative rock suites collected at 8 bulk mineable gold deposits include 291 samples of veins and vein stockworks, hydrothermal eruption breccias, sinter, variably altered host, unaltered host, nearby intrusive rocks and basement. Analyses completed to date show that Circum-Caribbean epithermal ores are enriched in arsenic, mercury and antimony as well as gold and silver. Exploration efforts in the region naturally focus on districts with past production. However, an order of magnitude more bulk mineable gold has been discovered in shallow epithermal stockworks outside of the old bonanza vein camps. Exploration guides include basal island arc volcanic sequences, hydrothermal and hydrovolcanic (maar) eruption breccias, thinly-bedded carbonaceous maar sediments, and hot spring-related silicification and argillic alteration.

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

Markets and Production Beryllium (Be), an extremely light metal, is used in many specialty applications. It the lightest element in Group 2A of the periodic table, with a specific gravity of 1.85 gm/cc, and a high melting point of 12850C (Calvert, 2004). The functional properties of beryllium are stiffness, strength, dimensional stability, resistance to corrosion from acids, and electrical and thermal conductivity. The ability to reflect neutrons and transmit x-rays, makes beryllium irreplaceable in uses such as precision optical components, inertial guidance systems, and in nuclear reactors (Anon, 1993). Beryllium is used in Cu alloys to strengthen and reduce corrosion in copper wire, and in lightweight oxide ceramics that are used as heat sinks, and as electrical insulators. The market revenue of beryllium can be broken down into the seven major groups below, and are plotted on the pie chart in Figure 1 (Anon, 2005). 1.) Telecommunications & Computer 2.)
