The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

GEOSCAN on belt analysers have been widely utilised in iron ore for nearly two decades. Since the first installations in 2003, the availability of accurate and reliable grade data has become standardised across iron ore mines in the Northern Cape in South Africa, where various streams are monitored continuously to ensure the optimal functioning of plants. Assmang Khumani has been at the forefront of technology adoption, and has implemented 19 GEOSCANs at various locations throughout the plant, monitoring run-of-mine, stockyard feed, beneficiation plant feeds, and products. Over the years, collaborative advances in the technology have allowed for numerous benefits and gains to be made. In recent times, there has been a concerted effort on the development of analysis for phosphorus in the material flows, and based on Scantech’s experience in the phosphate industry, this element has now been calibrated to achieve statistically acceptable and repeatable accuracies for real time analysis of this element on many of Khumani’s GEOSCAN analysers. This paper provides an overview of GEOSCAN use at Khumani, while focusing on the development of phosphorus analysis. A case study of analysis results is presented for a range of analysers that have been calibrated for this element, as well as a discussion on the benefits obtained as a result of this analysis.

"The innovative development of multiphase slag in hot-metal treatment has attracted considerable attention due to the reduction of CaO consumption and minimal environmental emission. In order to improve the efficiency of dephosphorization and to reutilize the waste-slag as an alternative source of phosphate ores, it is important to increase the distribution ratio of P2Os between the solid solution (2CaO· SiO2-3CaO· P2O 5) and liquid slag. An investigation was carried out to study the effects ofNa2O and B2O3 on the distribution ratio of P2Os, the results indicated that the increase ofNa2O would enhance the distribution ratio of P2Os with the formation of solid solution (2CaO·SiO2-Na2O·2CaO·P2Os), while B2O3 has the opposite function, and changes the morphology of solid solution. The study would provide an instructive way for the design of multiphase slag and re-utilization of waste-slag.IntroductionIn order to meet the increasing demand for high quality low-phosphorus steel, it requires a high efficient hot metal dephosphorization process. The current slag system for hot metal treatment contains large amount of solid CaO dispersed in liquid slag, which introduced a large amount of CaO consumption due to its low solubility, especially when CaF2 was restricted due to the environmental concerns. Therefore, new refming method to improve the utilization efficiency of CaO by using a solid/liquid coexisting multiphase slag was proposed, and the studies regarding to solid solution formation mechanism, mass transfer behavior of phosphorus and the phase relationship for multi-phase slag have been conducted. [1-6]Normally, hot metal dephosphorization slag consists of CaO--SiOz-FeO--P2O 5, and it has been approved that 2CaO·SiO2 forms a solid solution with 3CaO·P2Os at the hot metal treatment temperature over a wide range of compositions. [7] Kitamura et al [8] pointed out that the (2CaO·SiO2-3CaO·P2O 5) solid solution plays an important role in dephosphorization, and it has been regarded as an absorbents for phosphorus to lower the phosphorus content in liquid phase, which makes it more capable for future dephosphorization. l Besides, the multiphase slag has the potential to be recycled as a source of phosphorus, if the (2CaO· SiO2-3CaO· P2O 5) solid solution could contain high phosphorus content, and it can be separated from FeiO matrix 8hase due to the large difference of their magnetic properties under the strong magnetic field. Electric furnace installation and tough-pitch copper-casting operation at Canadian Copper Refiners Ltd. are described. General layout, power supply and control, refractories, induction pour hearth, casting equipment, metal temperature control, and oxygen-content control are discussed. E LECTRIC furnace at Canadian Copper Refiners Ltd. was put into operation in August 1949. The installation was designed primarily to melt electrolytic copper cathodes and to produce vertically cast tough-pitch shapes. To meet emergencies during reverberatory furnace shut-downs, provision was made for casting horizontal tough-pitch wire bars. Due to the ease with which metal temperatures, melting rates, oxygen content, and casting hours can be altered to suit production demands, the electric furnace has met the requirements admirably. General Layout The plant has been described by H. S. McKnight' and by J. H. Schloen and E. M. Elkin.2 Since these papers were written, the electric furnace has been installed in a 140 ft extension of the original casting building. The extension, 264 ft in width, is divided into one 24 ft and four 60 ft bays, each a continuation of similar bays in the older building. Fig. l, a partial floor plan of the extension, shows the location of major equipment. Power Supply and Control Power for the electric furnace and its auxiliary equipment is delivered by Quebec Hydro over two 12 kv three-phase, 60 cycle pole lines. One line is in use, while the second serves as an emergency standby. Connections for the electric furnace from these lines, which also feed the refinery power house, are made to a substation on Canadian Copper Refiners Ltd. property. Connections between this substation and the furnace transformer room are in underground conduit. The are-furnace transformer, 550 v auxiliary-equipment transformer, and 12 kv switchgear are in the transformer room near the furnace. Stepdown from 12 kv to are-furnace voltages is done by a 7500 kva oil-immersed water-cooled three-phase 60 cycle transformer. This unusually high kva rating is available because the arc furnace and transformer were adapted from a steel-melting unit. Secondary voltages are available in 16 steps between 251 and 95 v (across phases). A four-position tap changer, operated from the furnace switchboard is connected to taps yielding 199, 164.5, 127, and 115 v, respectively. The transformer primary feeder is equipped with a General Electric Magne-Blast circuit breaker. The pour hearth, casting wheel, bosh conveyor, and other auxiliary equipment are fed by a 12 kv to 550 v, 750 kva three-phase 60 cycle transformer. Graphite electrodes, 14 in., with tapered nipples are held in the are-furnace electrode arms with steel wedges. The arms, fed from the transformer secondary busbars by flexible cable bundles, are actuated by winch cables. Direct-current motors operating the winches are supplied by a 250 v motor-generator set. Power input to the furnace is controlled from the furnace switchboard. The board has the usual combination of remote controls for the 12 kv breaker and transformer tap changer, meters, overload relays, automatic and manual electrode motion controls, switchgear, etc. When power is on the furnace, automatic electrode feed is used; the power draw on a given voltage tap then is governed by current-limiting rheostats. The rheostats work through a Westinghouse bal-lanced-beam control circuit which, in turn, operates reversing contactors in the winch motor circuits. Arc Furnace The arc furnace is a standard-type NT Pittsburgh 'Lectromelt with inside shell diameter 12 ft 3¾ in. By hydraulic-lift cylinders, the furnace can be tilted forward to 39 ½ ° and backward to 5" from horizontal. A roof-swing cylinder is also installed but not used. Fig. 2 shows refractory-lining details. With the lining as shown, operating life between repairs is 6 to 9 months of two-shift casting operation. Charge slot, skim door, and roof refractories then are replaced completely, and any necessary repairs made to side walls. Bottom life is longer and the original under courses are still in service, while the top course was replaced in October 1951. The launder is lined with high chrome-magnesite trough brick backed by fireclay and insulating brick. The trough is covered with fireclay brick and asbestos sheet. DURING an investigation into the effect of heat-treatment on the creep properties of the magnesium alloy ZW1, (1 pct Zn, 0.6 pct Zr), the previously published methods of final polishing were found to be unsatisfactory. A new diamond-polishing technique has been developed to facilitate the study of fine precipitates in this and other magnesium alloys, and is described in this note. The sectioning and coarse grinding techniques are those of Fox and Hall,' and Hess and Cieorge.' Pre- liminary mechanical polishing is done with 6-µ, and 1-µ( grades of diamond compound on 'Microcloth' using a lubricant of 'Hyprez' oil. When the conventional technique is used with a 1/4- µ diamond wheel for the final polishing of magnesium alloys, scratching is likely to result from the abrasive action of the 'Microcloth' nap on the soft metal surface. This problem has been overcome by the use of a cream on the wheel in order to separate the specimen surface from the polishing cloth. To prepare this cream, a solution of 6-ml tri-ethanolamine in 75-ml water is stirred into 12.5 g stearic acid at a constant temperature of 80o to 90°C. The cream is allowed to cool, and is then 'whipped' to a smooth consistency with 100-ml 'Hyprez' oil. Before polishing, the diamond loaded 'Microcloth' is moistened with a few drops of 'Hyprez' oil, then a small amount of cream is worked into the nap. For the best results a wheel speed of 500 rpm should be used for polishing, and the specimen should be held by hand with a light pressure while being rotated in the opposite direction to the wheel. After polishing it is necessary to swab the specimen thoroughly in methylated spirits to remove residual cream and oil from the surface in order to avoid uneven etching and drying stains. Fig. 1 shows the surface finish obtained on a specimen by polishing on a 1/4- µ diamond wheel using the cream, and Figs. 2 and 3 the precipitate observed in ZW1 after polishing, and etching for two seconds in nitric acid 15 pct in ethylene glycol. This new diamond-polishing technique has made a valuable contribution to the programme of metal-lographic research on ZW1 and has become a routine laboratory practice for other low alloy content magnesium alloys.

Each year, Florida mines approximately 40 million tons of phosphorite, most of which is ultimately converted to various commercial fertilizers. The phosphorite is mined from within the bottom portion of the 40-to 60-ft. thick surficial aquifer, using open pit mining techniques. The ore zone or "matrix" is generally overlain by relatively permeable fine sand to silty and slightly clayey fine sand. The ore itself is highly variable in nature but, in Central Florida, typically consists of less permeable clayey phosphatic sands and sandy clays with stringers of permeable sand. The ore is much more sandy in the north Florida mining area.

Syncrude Canada produces a large part of Canada’s crude oil supply. The company processes about 225,000 bbl/day. The oil produced is used for jet and automobile fuel, home heating oil, plastics and other consumer synthetics. Crude oil is produced through a process of mining, extracting and upgrading bitumen. A rich supply of bitumen is contained in the Athabasca oil sands deposit in northern Alberta. Tailings from the bitumen processing are sent to a settling basin.

"Real-time, on-stream analysis of the metal content of process slurries is an essential prerequisite for process monitoring and advanced control of mineral processing circuits. On-stream X-Ray Fluorescence (XRF) sensors for base metal applications are available commercially and form the basis of many plant monitoring circuits. To date, these commercial technologies have been insufficiently sensitive to measure precious metals such as gold and platinum group elements, typically present at part-per-million (ppm) and sub ppm levels. CSIRO has developed a novel X-ray based technology, called UltraGold, which enables detection of gold in slurries on a real-time basis with a precision below 100 parts-per-billion. This technology is based on the use of advanced X-ray optics, extensive Monte Carlo computer modelling for analyser design, high accuracy X-ray spectrum fitting where the X-ray intensities are matrix corrected. In this paper, we will introduce this technology and discuss the results of a proof of principle study performed in the laboratory with plant slurries (tailings and concentrate) from an Australian beneficiation plant. Finally, we will discuss further planned improvements. As projected grades in (gold) mining around the world fall and several large-scale mines approach the limits of their economic reserves, this method can enable significantly reduced operating costs by rapid analysis to improve circuit efficiency and hence improve recovery significantly.INTRODUCTION This paper describes a study undertaken to explore the feasibility of applying CSIRO?s UltraGold XRF technology to the on-stream measurement of gold in process slurries. The provision of rapid, accurate information of gold grade in feed, tailings and concentrate streams would facilitate significantly improved process control and early detection of plant upsets, resulting in substantial cost-savings. CSIRO have patented X-ray fluorescence (XRF) techniques for the analysis of key elements in slurries present at part-per-million (ppm) and sub-ppm levels. Conventional, commercially available on-stream XRF instruments generally have detection limits in the tens of ppm range, precluding their use for analysis of elements like gold that are mined and processed at much lower concentrations."

Within the last 15 years David Brown Gear Industries has manufactured approximately 200 large mill gears over 6m diam., 58 of them over 9 m and up to 12 m diam. The experience has not been without problems, due to a lack of clear understanding of the loads and stresses imposed on large gear wheels. American Gear Manufacturers Association (AGMA) practices suggest that a service factor be used for mill gears. But what is meant by "service factor"? The layman might be forgiven for believing that the term is synonymous with "safety factor," but this is certainly not true. The service factor is an aggregate of the following in some proportion: -An application factor, i.e., an allowance for the fact that systems do not run smoothly with uniform torque. -An ignorance factor covering the imperfections in the basic gear calculation. -Possibly a safety factor. In the following sections some of the ways in which the limits of applicability can be overstepped are discussed.

I is obvious that details such as the physical and chemical properties and methods of heat-treating of the materials mentioned must be omitted in a paper on the subject of materials used in oil-refinery pumps1. Only sufficient identification is given to enable the reader to find additional information from already published data. Also, the subject covers many operating conditions, but only the most important services can be discussed here. To the oil refiner, the pumping equipment is of vital interest. Practically every refinery operation, from the charging of crude oil to a distillation unit to the shipping of refined products, involves some form of pumping machinery. Intermediate refining stages involve a great variety of pumping machinery to carry out successfully the aims of the refinery technologist. Temperatures at which oils are handled vary from — 50" F. to 900" F. Pressure may vary from subatmospheric to 2000 1b. per sq. inch. The selection of the proper materials involves a careful consideration of the conditions under which the particular pump must operate. The four most important considerations are temperature, pressure, corrosion, and abrasion or wear. Consideration of temperature may be divided into three parts: (1) extremely low temperatures of the order of —50" F.; (2) temperatures at atmospheric or slightly above; (3) temperatures from 200" to 900" F. Pressures fall into two groups: (1) pressures reached by ordinary trade pumps of the order of 200 lb. per sq. in., (2) extreme pressure conditions involving pressures as high as 2000 lb. Noncorrosive and corrosive oils can be treated differently. Under the latter falls corrosion in the presence of water, which will occur up to 250" F. The second type of corrosion occurs in high-temperature pumping equipment, with temperatures from 450" to 900" F., largely caused by sulfur compounds. The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. Geomechanics is one of the more specialised aspects of site supervision on a major tunnell- ing project. The controlled deformation of a rock mass as a result of tunnelling and the knowledge of loading of temporary and permanent underground supports are important for safe, economic construction. These basic parameters depend on the construction method and sequence and the geological conditions through which a tunnel is driven. Thus geomechanical monitoring during the construction phase provides feedback to a design team and allows any revisions to a design to cater for local conditions not revealed by earlier investigations. Detailed geological mapping is an integral part of geomechanics in the construction phase. It serves as a monitor on pre construction predictions and also forms part of the as- constructed record. If conventional excavation-techniques are adopted, geomechanics can provide a service of blast' vibration monitoring of surface structures in urban areas.

The flotation of nickel sulphide minerals is normally difficult in the presence of serpentine minerals due to the coating of serpentine particles on the nickel mineral surface. To improve the flotation, dispersants such as polyphosphate and carboxy methyl cellulose are normally used to remove the slime coating. However, in the flotation using high ionic strength process water, these dispersants are invalid due to their ionic nature. In this study, a new type of non-ionic dispersants, Pluronic triblock copolymers were examined with an objective of improving the flotation of ultrafine pentlandite (a nickel sulphide mineral) in the presence of lizardite (a serpentine mineral) in saline water. Three Pluronic triblock copolymers varying in solubility and hydrophile-lipophile balance (HLB) values were studied by flotation tests, settling tests and froth measurement. It was found that two of the copolymers improved pentlandite flotation against lizardite, and one copolymer deteriorated the flotation. The effect of Pluronic triblock copolymers on the flotation was actually linked to their dispersibility and foamability, which were governed by their physical properties. The two copolymers with a higher solubility or HLB value produced more stable mineral suspensions and more stable froth in the flotation resulting in better nickel grade and recovery in both rougher and cleaner flotation. An investigation has been made to determine the applicability of the Cendrex3 X-ray instrument for the measurement of the ash content of washed bituminous coal products. The results obtained for selected products from six preparation plants in the Appalachian region and one preparation plant in the mid-western region are described. Emphasis of the study was placed on low-ash bituminous coal products suitable for utility or metallurgical markets. There was good agreement between the results obtained by conventional ash determination methods and by ash determination using the Cendrex for all products tested.

INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. In looking to the future of mineral processing the focus is typically on improved processing units. Basically it is a search for an elusive wonder machine that could revolutionise the economy of mining: the sorter that strips 50% of the ore with only a few % loss of value; the comminution device that uses 5% of the energy while producing fully liberated particles; or the recovery device capable of producing a 99% recovery at 99% grade. These aspirations are propounded against a reality backdrop of sorters rusting in back yards, mill throughputs below design and varying by 30%, cyclones flaring and cut-sizes fluctuating, mediocre recoveries and soaring processing costs. This disconnect between aspiration and reality appears, to these authors at least, to be a mighty chasm. Moreover, it remains one over which we are expected to magically leap rather than methodically bridge. Indeed one may be forgiven for thinking that should such a wonder machine come along, taking advantage of it would be highly improbable. Questions would inevitably emerge on how to feed the correct material, how to cope with the wide variability of feeds, how to control such advanced equipment and how to handle the new product from such a machine. It is likely these questions might lie unanswered, or more regrettably, unasked. It is generally accepted that as an industry we are exceedingly unlikely to teleport from the current status quo to an entirely new reality in a single flash. It is our thesis that the probability of these magical machines materialising is remote, and even if they miraculously appeared, we simply wouldn?t know what to do with them. Rather, it is our contention, that a step change will only arise through a staircase rather than from a single giant leap. We should focus on building those steps and linking them together into a firm structure ? a workable mineral processing circuit. This paper addresses the alternative of a coherent set of modest but significant improvements, integrated to produce the step change we desire: essentially, a reduction of processing energy to below 40%, which we believe is achievable without recourse to any mystical machines. A key underlying capability to designing these dramatically improved processes, is the weaving of independent process models into a coherent circuit simulation, in order to design the new generation of mineral processing circuits. Scheelite was floated from a low-grade (0.28 per cent W03) calcitic (96.30 per cent CaCO3) scheelite ore using oleoyl sarcosine as collector and alkylated 8-hydroxyquinoline as modifier. Compared to oleoyl sarcosine alone, the grade and the recovery of scheelite concentrate were increased from 8.07 per cent to 33.54 per cent and from 55.1 per cent to 73.4 per cent, respectively. Infrared studies with pure calcite and scheelite minerals showed that while alkyl oxine is adsorbed on the scheelite surface, it is not adsorbed on the calcite.

The expansion of surface mining has led to the development of very large off-highway trucks capable of hauling payloads in excess of 290 t (320 st). Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Because truck haulage costs can account for 10% to 50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, but vehicle operating and maintenance costs would increase prohibitively. Thus, there is a need for improved design technologies encompassing the construction and management techniques of mine haul roads appropriate for the wheel loads of vehicles now in use. This paper presents the different components of a mine haul road design and management system and demonstrates the value of its application through case studies. The system has been applied at several South African surface mines, and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and provided better service, while the optimal selection and management of wearing course materials provided better functionality at lower total transportation operating costs.
