The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. Large-opening mine ventilation is unique for the following reasons: (1) it is challenging to keep airflow velocities high enough to effectively remove or dilute airborne contaminants, (2) large air volumes can be moved through the mines with little static pressure drop, and (3) stoppings to direct ventilation airflows are costly to construct and maintain. The research results suggest that by incorporating ventilation planning into the mine planning process, using propeller fans, developing new stopping materials and construction methods, and using long pillars to eliminate crosscuts where possible, the ventilation of large-opening mines can be significantly improved. The ventilation improvements created by incorporating these various techniques into the ventilation plan will help reduce the exposure of mine workers to airborne contaminants in underground large-opening mines.

The Negociacion Minera Santa Maria De La Paz mining operations are located at La Paz (some eight miles West of Matehuala), State of San Luis Potosi, Mexico. These operations consist of a single copper-silver property, called the Dolores mine and a number of silver-low base metal properties. The ores from these several mines are transported by rail, or truck, to the central milling unit. The milling unit has two separate sections to treat the two types of ore. The ores from the several silver-base metal mines are mixed at the mill as they arrive. Up to the present time the silver-base metal ores have been milled to produce a bulk concentrate which carries valued in gold, silver, copper, lead, zinc, cadmium and considerable arsenic. In such concentration the zinc and cadmium values are lost to the operations in their liquidations as they are shipped as lead concentrates. Since these ores have exceptional quantities of arsenic which is concentrated in the milling process, these bulk concentrates have to be sent to a smelter for pre-smelting operations to remove the arsenic.

WINCHELL, Minneapolis, Minn.-There are two questions I should like to ask: First, does the Department still adhere to the decision made in the East Tintic case? Second, does the Department require placer ground to he of such value that, in the opinion of the Forest Service employees, it will pay to work, before admitting the location to be valid? T. C. HOYT,* Ogden, Utah.-With reference to the first question: the Department does not hold to that decision, as it was reconsidered by the Secretary Of the Interior, and the Department is governed by the decision of the Secretary Of the Interior, on those points always. The Department of Agriculture makes no decision as to what constitutes a sufficient discovery. The mineral examiners simply report their findings and Opinions. These are transmitted to the chief of the field division of the General Land Office, who in turn transmits the reports to the Commissioner Of the General Land Office, who decides whether the report raises an issue requiring a hearing. If a hearing is ordered, expert testimony is given on the question of the discovery, as well as the evidence of practical people who operate in the vicinity of the claim in question. As to the extent of placer values considered sufficient to justify a location, my answer will need a little amplification. I couldn't answer it directly for the reason that sometimes people resort to placer claim location as a means of acquiring land for Other purposes than placer mining, which makes it absolutely necessary that the government give close attention to the question of whether good faith has been shown, as it is the evidences of good faith that largely determine whether a report adverse to a claim shall be made. That is a difficult point to cover sometimes. For instance, in the region I have recently visited there are some 17 miles of a valley, from ¼ to ¾ mile in width, all covered by placer locations. It is valuable stock-grazing land, and is stocked at the present time. It also contains a stand of timber, and is on the watershed of an important stream-important from the fact that it furnishes the water supply to government storage reservoirs, and to pending reclamation and Carey Act projects. In this case the placer claims will not be disturbed as mere locations. They will simply remain there, and there will be no action with reference to them until the claimant asks for patent or, before patent, begins to denude that watershed and remove that timber. The occurrence of a secondary, dust-fuelled explosion following blasting of sulphide ores has been reported in mines in many countries, including canada, the USA, Australia and South Africa. However there has been little effort to document the events and develop effective control technology. Following a detailed investigation of an incident at the Geco Di vision of Noranda Minerals Inc. , the company held a conference of interested parties in October 1986 to review the state-of-the-art and to agree on action. '!his paper outlines the causes and effects of such explosions, the key conference points and conclusions, and subsequent information-exchange and teclmology-developrnent activities.

EPA NRMRL Mine Waste Technology Program and Region VIII Superfund office are jointly conducting an in-situ technology demonstration at the Anchor Hill Pit Lake, Gilt Edge Mine Superfund site. The goal is to develop in-situ treatment cost/performance data for potential application in long-term water treatment/management at Gilt Edge and similar sites. The pit contained 77,000,000 gallons of pH 3water with elevated metals, sulfate, and nitrate. The Green World Science® patented process for in situ treatment was implemented to isolate and sequester metals; create stable long-term water quality and restore a sustainable ecosystem. COCs have decreased more than 99%, and dissolved discharge standards were attained.

The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

THE GROUND now being worked by the Fairbanks Exploration Co., near Fairbanks, Alaska, has been known to be gold bearing since 1901. In the early days it was worked by drift mining and other small-scale methods. In 1922, Hammond started prospecting the gold-bearing ground and obtaining options on the properties desired. Two years later the present Fairbanks Exploration Co. started taking up the options, and preparing to exploit the ground. For the prospect drilling Keystone drills were used, with holes at the points of equilateral triangles 600 ft. apart. Holes were also put down more closely spaced to determine the limits of dredging ground. In the first drilling casing was used to the bottom of the holes, but in later work the casing was put down only to the bottom of the thawed ground, and the rest of the hole put down without casing. The gold content was determined by panning, each 2 ft. of depth being determined separately. Where no casing was used the size of the hole was determined by using water to measure its volume. The greatest concentration of gold occurs at or near bedrock. All the gold-bearing streams head in one big dome. Gold, however, is not found clear to the head of the creeks, the pay being first found some distance downstream from the head.

A dynamic technique for the determination of solubilities of gases in metals has been explored, using the N-Nb system as a test case. An initially clean sample, maintained at constant high temperature, is exposed to the gas at low pressure: the rate of sorp-tion and the corresponding change in sample resistance are measured continuously. A pronounced decrease in the slope of the resistance concentration curve is observed at the terminal solubility. The rate of gas uptake by the sample was determined in an ultrahigh-vacuum flow system equipped with a servo-control which maintains constant pressure in the sample chamber; the system and the technique have been described in detail elsewhere. 1,2 The sample was held at constant temperature during sorption by maintaining approximately constant power input into it; this results in constant temperature, since the emissivity of a metal is independent of moderate concentrations of dissolved gas. The simple electrical circuit used both for heating and for resistance measurement is shown in Fig. 1. The power input into the filament is where R is the filament resistance, RL is an adjustable resistance in series with the filament, and VT is the constant dc potential of the power source. If RL is set equal to R at the beginning of an absorption run, the power input becomes insensitive to subsequent resistance changes; for example, an increase of 20 pct in sample resistance is accompanied by a decrease in power input of less than 0.8 pct; i.e., the

Most gasolines and naphthas are mixtures of paraffin- series hydrocarbons and comprise such substances as pentane , hexane , heptane , octane , and others up to perhaps dodecane . Many of these hydrocarbons , when mixed with the proper proportions of air and ignited , are highly explosive . It is due to this characteristic that gasoline has become so important as a fuel in internal -combustion engines . Gasoline and naphtha also are used in the industry as solvents and cleaning agents . Because of their explosive properties they are dangerous to use unless the composition is so chosen that the vapor pressure of the mixture is not high enough to produce explosive mixtures with air at the temperature at which they are used . Hydrocarbon mixtures may be made less hazardous by adding some incombustible liquid , such as carbon tetrachloride . Barrier reports the amount of carbon tetrachloride that must be added to different naphthas to render such mixtures free from fire and explosion hazards . He found that the amount of carbon tetrachloride that must be present in the final mixture of naphtha and carbon tetrachloride varied with the density of the naphtha . Of the naphthas tested the amount of carbon tetrachloride necessary to render such mixtures free from fire and explosion hazards ranged from 30 to 70 percent . .. Determination of the fire and explosion hazards of carbon tetrachloridehydrocarbon mixtures would be easy if the boiling points and vapor pressures of the two were the same at any given temperature . "A large-scale panel destress blast was fired at Brunswick mine in the fall of 1999 in order to reduce the ground stresses in a critically important neighbouring mining region. This work, sponsored by the Mining Division of CAMIRO and Brunswick mine, consisted in heavily choke-blasting — and subsequently leaving in place — a massive waste sulphide pillar in the southwest end of the 1000 m level. This paper describes the approach and design methodology used to try to maximize breakage in the rock mass in the area to destress, while minimizing damage to critical infrastructures in the vicinity. The loading operations, as well as the results of the blast — in terms of its field performances, as recorded by near-field blast vibration monitoring equipment, visual postblast assessments and measured impact on the regional stress field — are discussed as well. A brief comparison between the measured stress changes and inelastic numerical modelling of the test site is also presented.Un tir à grande échelle de relâchement des contraintes dans un pilier a été effectué à la mine Brunswick à la fin de l’automne 1999 dans le but de diminuer les contraintes de terrain dans une très importante zone de production adjascente. IT has long been supposed that when crystalline materials are com-minuted the energy used in the production of increasingly smaller grain sizes is not entirely dissipated as heat but that a certain portion is "stored" as a part of the internal energy of the material. This portion usually has been called the "surface energy" of the particles. The practical interest of the Bureau of Mines in this subject in connection with the energy requirements of crushing processes has led to the author's attempt to measure the "stored" energy in finely divided calcite by heat-of-solution methods1. The experiments on calcite showed that "storage" of energy could not be proved for this material, because fine grinding caused a lack of chem-ical homogeneity evidenced by loss of carbon dioxide and subsequent adsorption of water on the surfaces of the calcite particles. When thermochemical correction was made for composition changes the cor-rected heat of solution was less for fine material than for coarse. Con-tinuation of the experimental work into the problem of comparing work and heat in the deformation of metallic crystals, where the calorimetric difficulties were less, showed, however, that in the case of copper and aluminum a real discrepancy between work and heat could be shown. similar results had previously been obtained by Farren and Taylor2 and Hort3 and more or less simultaneously with the author's work by

Australian regulatory control of ground vibration and airblast arising from mining, quarrying and civil construction operations is spread across a number of federal, state and local authorities and across a number of departments with various jurisdictions. The Australian Standard AS 2187.2 contains an informative appendix on damage-related criteria and it is the primary reference for the regulators. The complete standard and the informative appendix is currently undergoing major revision with a focus for the latter on implementing frequency-dependent criteria for ground vibration. Certain directions for change have been raised for consideration by the standing committee, ranging from fundamental issues of measurement and interpretation and others that overlap human comfort criteria. It is anticipated that some of the suggestions will eventually make their way into future standards after an adequate period of consultation and consideration by both the Australian public and others involved in the associated industries.

The TAG and Broken Spur hydrothermal mounds are located on the Mid Atlantic Ridge (MAR) at 260N and 290N (respectively). Both were initially discovered by exploratory work from surface vessels and both have since been investigated by submersibles. The discovery of TAG resulted from a NOAA Trans-Atlantic Geotraverse (Rona et al. 1975) which fortuitously sampled low temperature materials on the east wall of the MAR rift valley and follow up operations (Rona et al. 1986) located the high temperature (365°C) mound some 5km to the west. In 1994, ODP deep sea drilling (Leg 158) at over 3,500 metres of water recovered core to a depth of 150 m below surface (Herzig et al. 1998) and for the first time allowed a geological interpretation of an active mound. The Broken Spur mound was accidentally discovered in 1993 when sulphide fragments were observed on a deep-sea towed camera system (Murton 1993). Later that year, exploratory submersible dives by Alvin located the hydrothermal field and the area was again explored by submersible in 1994 and 1997. Despite the amount of work carried out, our geological understanding of the MAR mounds is limited. Much effort has gone into measuring fluid chemistry whilst practical difficulties have inhibited good geological mapping of the sulphide areas. It is clear from both TAG and Broken Spur that the mounds are not necessarily located in the areas of highest heat potential. Indeed, TAG is some 2 km from the rift valley axis and has been operational for several tens of thousands of years. Hence, heat availability is not a major consideration and the most obvious control is a structural one. Mapping on Broken Spur indicates a series of isolated vent-sulphide areas, concentrated around a minor graben. Their distribution, size and nature all indicate that they are residual parts of a much larger sulphide body which was at least the size of the present TAG field. The evidence is for a cyclical pattern of mound growth -mass wasting? rejuvenation and the Broken Spur mound appears to be in the rejuvenation stage of the cycle. Mound cyclicity must be related to the supply of hot water which itself is a function of the connectivity of fracture systems. Hence, we return to the theme that the major controls in mound development are structural ones.

KEENEY,* Portsmouth, Ohio (written discussion?).- Mr. Coffin has written a most interesting paper that covers most of the uses to which water-cooled devices are subjected; but to meet with the operating department's approval, these devices must effect a saving in cost per ton of ingots produced in the furnace. The making of steel in the open-hearth furnace is dependent entirely on the personal element. It is not possible to charge the furnace with so much raw material, turn on a valve for heat, and by use of recording thermometers, clocks, etc. empty the furnace when a steel is made. Competent men trained to the work must be in charge all the time, and the quality and quantity of steel produced is quite as dependent on the care and working qualities of the furnaces as on the raw material and working of the charge itself. Steel making is hot, hard work and the inducement offered to technical men to take up this work is not sufficient to induce many to enter the field. The result is that most of the workmen in an open-hearth plant, the men who actually operate the furnace and make the steel, are not technical men and do not understand the "whys" and "wherefores " and care less. All this means that a furnace must be built as nearly fool-proof as possible. By this I mean that it is necessary to protect those parts of a furnace most subject to abuse by water-cooled devices whenever possible, and these water-cooled appliances must he as nearly fool-proof as they can be made. The control of the gas entering a furnace is of the utmost importance. This means a properly designed port must have the same design throughout the whole run of the furnace. For the past 50 years, the primary crushing of stone at the Dolase Bros. Co. Richards Spur Quarry. 13 miles north of Lawton, Oklahoma, has been accomplished by a Traylor 42-inch gyratory crusher. The production capacity of the primary system, consisting of a feeder, grizzly, and the gyratory crusher, was approximately 2100 tons per hour. Shot-down scone was hauled from the working face about one mile to the feeder by a fleet of Caterpillar Model 773's and WABCO 60- and 65-ton trucks. In order to maintain production, nine to ten trucks and four Caterpillar Model 992 front-end loaders were required to be operational at all times.

THIS communication reports film-recorded low-energy (-100 kev) proton blocking patterns'-3 for hcp and wurtzite crystals. In particular the sequence of relative line intensities* (corresponding to planar blocking) of common hcp metals is compared with those of the wurtzite semiconductors CdS and CdSe. The results show that the sequence is characteristic of structure. For closely similar structures such as those of CdS and CdSe, differences of line intensity attributable to the difference in atomic number, 2, of the scattering centers may also be seen. The apparatus and techniques used in this work were identical with those reported previously in a study of cubic systems.3 All metals were given standard metal-lographic etches, and the semiconductors cleaved, immediately prior to introduction to the vacuum system. Fig. 1 shows the unit cell of the wurtzite structure, and the geometry used to obtain the [1120] and [0001] patterns of Fig. 2. The axial ratio, c/a, for all ma- terials of Fig. 2 is close to 1.63. The patterns are then directly comparable in linear dimensions inasmuch as they have been reproduced at the same overall magnification of the patterns. (Overall magnification is proportional to the product of film-to-target distance and printing magnification. The increase in depth of mines due to the depletion of surface deposits leads to unsafe tunnel construction and overall ore extraction. This is due to tunnel instability associated with the surrounding rock mass’s ability to exhibit creep that occurs over time. However, the explicit description of this mechanism using conventional constitutive models has proven to be difficult and inadequate. Hence, this paper presents an integrated viscoelastic viscoplastic visco-damage model with the Duvaut-Lions function. The presented model is calibrated by experimental data to determine the viscoelastic viscoplastic and visco-damage parameters. It is further implemented in a finite volume numerical code and verified on an experimental scale by numerical modeling of a cylindrical specimen. It describes the 3-phase creep mechanism perfectly as compared to the inbuilt conventional integer-order derivative model. Results from the conducted verification show that it can successfully be employed to describe the long-term behavior associated with the creep mechanism.

Detailed comprehensive assessment of the performance of Afghanistan's mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country's meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.
